At the meetings of this Institute held two years ago, there was presented a very comprehensive paper on the subject of shearing coal. It was well prepared and contained data based upon actual test and experiment. The conclusions reached showed that where the shearing cuts and tests were made and conducted [ ] there was no advantage but a disadvantage from having sheared the coal. In presenting my ideas on the subject of this paper to you, I do not mean to take issue with the author who addressed you two years ago but only to report the advantages which have recently been secured from shearing coal. All of this goes to prove again the well known fact that what one mine's conditions will permit another's will not. A number of years ago, when most of the coal produced was shot from the solid and when the "good, old" pick miner?s pay was based on the amount of lump coal he loaded out of his room, he was frequently seen putting in a vertical cut in the face as deep as he could do so with his pick. This man was the best ac- [ ] quainted with the peculiarities of the coal and, no doubt, saw that his pocketbook would be fattened more if he put forth the extra effort to make this vertical cut. The relative infrequency of fatalities and other serious events can give them an appearance of being random, of being beyond any reasonable degree of anticipation and prevention. In fact, the vast majority of these events result from exposures that are identifiable, measurable, and manageable. The lessons of prominent incidents, such as the Space Shuttle Columbia, OxyÆs Piper Alpha, Esso Longford, BP Texas City, Massey Mine, as well as lessons from single fatality events, is that alongside the proximate causes of each incident, there also coexisted an underlying fabric of systems, mechanisms, and culture that allowed risk in the workplace to persist and often to become normalised. All of these ingredients of the organisationÆs safety fabric lend themselves to the influence and intervention of senior leaders. The difficulty is that traditional injury prevention paradigms are not sufficient for addressing the precursors that lead up to catastrophic and fatal events. A recent study of such events, led by Dr Thomas Krause concluded that the descriptive aspect of HeinrichÆs safety triangle is useful, but that the predictive aspect is not. The study surfaced reasons why a reduction in less serious injuries does not necessarily correspond to a proportionate reduction in catastrophic and fatal risks. This presentation expands on the findings to include the concept of exposure to the event potential linked to precursor events and the framework for leading an organisation to be both cognisant and effective in eliminating such events.CITATION:Russell, R, 2012. Currently, around 100 million tons of construction materials and aggregates are shipped annually by rail. And recently, producers are looking much more carefully at rail not only to reduce fixed costs through increased volume, but also to eliminate operating headaches, such as increasing community pressures about trucks on the road, noise and dust. Many producers are uncertain as to how to enter the rail shipping business since railroads have historically been reluctant to ship small quantities short distances. This article provides strategies to help producers examine and pursue moving their rock by rail.

"Measuring the blast pressure associated with an explosion suspended above the ground (Free Air Burst)is a common research objective in Explosive Engineering. Theoretically, the shockwave from a Free Air Burst (FAB) configuration expands radially and the shockwave is assumed to have a smooth (uniform) shock front. The way in which the FAB explosive charge is suspended, packed, and the charge geometry can affect the shockwave expansion. These factors can generate a non-uniform shock front. As the scaled distance between the pressure sensor and the FAB increases, the shockwave expansion averagesnon-uniformities into a uniform shock front, at which point the FAB suspension system becomes less critical than when the scaled distance is “close-in” (Z <3)."

Mond gas-producer tar, and, in fact, all tars obtained from the retorting of coal where steam and air are admitted to the retort, are of entirely different chemical composition to the ordinary coal tar made in the gas or coke works. These tars contain none of, the aromatic hydrocarbons - benzene, toluene, naphthalene, and anthracene, sought after by the ordinary coal-tar refiner.The distillation of Mond tar shows it to consist of phenols of high molecular weight, unsaturated hydrocarbons of high gravity and low viscosity, paraffin wax, and resinous substances of whose composition little is known.The physical properties of Mond producer tar are also peculiar. It has a &quot;short,&quot; granular texture when cold, which might be likened to candied honey. It &quot;dries&quot; (hardens) when exposed in thin layers to the air, and, for a coal tar, it cannot be considered sticky. This latterò property, combined with the short texture, prevents its being used successfully for road-making or macadamizing.The drying properties and the paraffin wax contained in: this tar cause it to hold up large percentages of water, probably in the form of emulsion. When containing as much as 10% to 15% moisture it appears to be quite dry.

Imagine being able to see all the future planned mining activities in real time. This is exactly what SIMS (Short Interval Management System) will enable you to do. SIMS is a real time short interval control system that continuously measures and sets optimised plans for mining production processes. The system utilises algorithm-based software that takes resources (people, equipment, tasks, and workplaces) and gives you the best achievable plan. The algorithm was developed using methods found in the field of metaheuristics. A metaheuristic is a strategy to designed to efficiently search for optimal or near optimal solutions to problems that are very complex computationally. (Glover, 1986) There are several algorithms that have been developed to solve optimisation problems which are difficult to solve using traditional techniques. This has given rise to a field called evolutionary computing. (Simon, 2013) Examples of these techniques are genetic algorithms, particle swarm optimisation, and ant colony optimisation. These methods are used to solve problems in a variety of fields. As an example, Kok and Lane (2012) used particle swarm optimisation for equipment allocation in a mechanised underground mining environment. The first SIMS deployment took place in a platinum underground tabular mechanised mine near Burgersfort (province?) from 2017-2019. This included the development from a paper-based system to a fully operational online system. SIMS then moved to a second site and is currently being tested in a second platinum underground tabular mechanised mine in South Africa. Full deployment of the system is currently being phased in. SIMS was built in response to issues that have been plaguing the mining industry for years. These issues are all aligned into one major problem statement: how can we optimise mining production processes without compromising safety? This product was developed by combining years of mining experience with software development. SIMS is based on a four-pillar concept. Safety, productivity, accountability, and business improvement. SIMS uses a set of pre-configured mining and production rules, and with the resources that are available, to determine valid short term production plans. A background algorithm then determines the optimum plan to be executed. The system continuously produces a set of job cards that are pushed to respective operators on their allocated tablets. The management portal component allows you to view and manage all current and planned work on any connected device available. This allows real time visibility of completed, current, and planned work to operators, service departments and management, i.e., seeing into the future.

The Second Narrows Water Supply Tunnel, Burrard Inlet Crossing project for the Greater Vancouver Water District entails deep shaft construction, subway sized pressurized face tunneling through highly variable ground conditions, installation of three permanent steel water mains and construction of elaborate valve chambers adjacent to either shaft. The paper discusses key elements of the planning and implementation of 6.69 m Ø slurry mixshield tunnel boring machine (TBM) assembly in a small diameter deep shaft including incorporation of a fully pressurized launch lock, preparations for saturation diving, surface support infrastructure and initial mining sequence.

The authors outline the development and application of blasting methods put into use 11 years ago at the Berkeley Open-Pit Mine, Butte, Montana. The blast design uses a very short delay (5 milliseconds) between detonation of explosives charges, a feature challenged several times in principle despite its success for Anaconda. Concern is expressed over the categorical rejection of very short delay blasting which can make the difference between success and failure of major mining operations. There is ample evidence to show that the method can be used successfully and not violate the concerns of the public.

Railroads are cost competitive with trucks for hauls greater than 500 miles - WRONG. Today I will tell you about many rail movements of less than 100 miles throughout the country. Rail is a short haul transportation alternative you must consider. Transportation today is the largest controllable cost in the total cost of production of goods. In fact it is the one cost area where aggressive management, using new tools, can achieve significant reductions. You can&apos;t control the price of metals in the world market, you can&apos;t control labor rates since they are tied to industry norms, and the price of raw materials are relatively insensitive to specific price reductions to your firm. WHEN miners in the interior coal fields of the United States began the practice of blasting the coal without undercutting, or what is known as "shooting off the solid," many explosions resulted, some of them of great extent and &apos;violence, and attended with large loss of life. One of the means adopted for preventing this large loss of life, though not preventive of explosions, was to employ shot firers to discharge the shots when all the other employees had gone out of the mine at the end of the day&apos;s shift. This system still prevails in most of the Central and Southwestern mines. Following the disaster at Winter Quarters mine, Utah, May 1, 1900, in which 200 lives were lost, a system of firing shots electrically from outside and when the men were out of the mine was adopted at the mines of the Utah Fuel Co.1 This system has also been used in France in certain mines that are subject to instantaneous outbursts of carbonic acid gas. These outbursts generally occurred at shot-firing time, on account of the blasts releasing the gas held in crevices under high pressure. The system was also adopted at a number of other mines in Utah, at the Cokedale mine, Colorado, at the Dawson mines, New Mexico, and in some mines of the Tennessee Coal, Iron & Railroad Co. in the Birmingham Ala. district; and more recently in certain mines in Iowa and Kansas. At first there was considerable trouble from misfires, and in a few instances from premature firing, while men were in the mine, through the shot-firing lines becoming crossed with power lines. Fortunately, however, no loss of life resulted from such premature firing within the knowledge of the writers, and latterly this danger has been reduced to a minimum by certain measures of precaution. BRETH,* Pittsburgh, Pa.-It was my privilege to visit in the last two months on behalf of the U. S. Bureau of Mines 10 mines where electric shot-firing systems controlled from outside the mine are installed. I will describe briefly what I saw in some of these mines, which are located in Utah, New. Mexico, Oklahoma, Alabama, and Kansas. At a mine in Utah, 230-volt alternating current is used to fire the shots, which is taken from a small transformer in the substation. The shot-iring circuit is independent of all other wires and is tested for grounds every day. There are no lightning arresters on the firing circuit. Porcelain insulators are used inside of the mine, and glass outside. The switches are situated as follows: One in the substation, one in, the shot-firer&apos;s cabin, two at each cross entry; where the shot-firing circuit crosses the trolley wire a switch is placed on either side of the entry in series with the shot-firing circuit. The miners are checked in and out of the mine. The coal is undercut and is shot down with permissible explosive, the shots being connected in multiple. There are 75 to 110 shots fired each day. A great many times there are no missed shots. If not more than two or three are missed they are left until next day. The fan is kept running at full speed when the shots are fired. The shot-firing switch is closed only once and the whole mine is shot at once. At another mine in Utah, power wires are used for shot-firing circuits; 500-volt, direct current is used to fire the shots. The only sizes of wire used outside of the power wires are Nos. 8 and 14 B. & S. gauge. The return is connected to the pipe lines and track. Porcelain insulators are. used inside of the mine.

FOr the purpose of obtaining some first-hand data in regard to the shooting clown of coal in bituminous &apos;nines, it was the writer&apos;s good fortune to be employed as a shot-firer for almost one year. In all, 6,020 shots were fired by him during this period. All of the work was clone in what is known as the South Main section of the No. 2 Mine of the Ellsworth Collieries Co., Ellsworth, Pa., a subsidiary of the Lackawanna Steel Co. Position of Shot-firing in the Cycle of Operations The established practice of the Ellsworth Collieries Co. calls first for the undercutting of the coal by electric chain machines across the face of the entry or room. This is followed by replacing any posts removed by the machine-runners, or the setting of new posts or timber, as may be required. After this has been done the machine cuttings are loaded into cars. Then the coal is spragged, and a shot hole drilled to the depth of the undercut. Next in order, the shot-firer loads the hole and fires the charge. The working place is then cleaned up, timbered if necessary, the sides and face squared up, and loose material taken down. The face is again ready to be undercut.

"Suggestions have been made that the appraisal of mining assets using discounted cash flow techniques should be based solely on proven and probable reserves in reliance upon the widespread international recognition of uniform resource definitions. Following a review of general accepted valuation principles, a survey of the literature and, most importantly, a review of real transactions in the open market, it is clear that valuators should not be constrained by the growing acceptance of modern mineral resource codes. On the contrary, valuation practitioners should be encouraged to examine all classes of mineralization and, after making due allowance for risk, to utilize all mineral resources as a basis for determining fair market value.INTRODUCTIONGreat strides have been made recently in achieving an international consensus on mineral reserve and resource definitions and classifications. The Australasian JORC code, the CIM code in Canada, the SME proposal in the United States and even a proposed code from the United Nations have all brought the objective within reach.Unfortunately, this success has led to another problem for mineral valuators. Certain securities regulators, tax collectors and their ilk have begun to expound on the opinion that discounted cash flow projections carried out to calculate net present values that would form the basis for a valuation determination should be based solely on proven and probable reserves. THE second session on geophysical prospecting at the February meeting of the Institute was a discussion of the mining law and the bearing of the new method of search on location of claims and assessment work thereon. Allen H. Rogers was chairman of the meeting, which he opened by reviewing the present law and the proposed changes. W. R. Ingalls commented (by letter) on the Arentz bill, as introduced into the House of Representatives in 1921 and the need for revision of the present mining law. L. W. Douglas explained (by letter) the bill that he introduced and which has been passed by the House. SAMUEL S. ARENTZ, Nevada: It is my opinion that if the American Institute of Mining and Metallurgical Engineers is to sell this proposition to the people in the West, they have to sell it to the lawyers, because, after all, they are heard loudly when it comes to speaking in Congress. One man tells the other, "This thing is a vicious piece of legislation"; it might not be, but they will pass it on if it affects them. If the Institute would impress on the people affected that we need a re-codification of the mining law and that such is necessary along certain lines; that things have changed during the past decade or two, so today instead of doing our prospecting alone through the sinking of a shaft, through a discovery that may be seen, we are now moving on to more modern means of discovery through geophysics, through the churn-drill, through geology, through geological inference, I think we could get somewhere.

Blast exclusion zones are instrumental in protecting equipment and personnel. When there is no constraint in footprint, the exclusion zone can be enormous, practically eliminating the hazard of flyrock. Unfortunately, this may not always be the case and in many circumstances the blast design needs to be altered to suite such scenarios. When a conservative design approach is taken, it could completely eliminate any form of ejection, whether it is from the free face or the bench itself. The degree to which typical flyrock models describe fragment motion through air with ballistic flight equations are not justified when such a high level of control is applied. "A tunnel project poses many challenges; the operation of the Tunnel Boring Machine (TBM) being one of them. Mechanized tunneling is known as a safe and effective alternative to other methods in terms of schedule and cost; however, efficiency can be severely affected by a bad TBM selection and qualification and employment of inexperienced operators. The success of a mechanized tunneling project involves a comprehensive and interdisciplinary consideration of all contributing factors such as TBM technical specification and selection, TBM design and procurement including ancillary equipment and tunnel linings. The tunnel equipment selection along with the operation can make or break the project. The objective of this paper is to address the importance of the skills and qualifications of the TBM crew with particularity to the TBM Operator. The study includes the Owner and Consultant involvement in the selection and pre-qualification of the TBM crew and specifically the TBM operator as well as the role of Contractor and TBM manufacturer in TBM operator training. This paper also analyzes the possibility of issuing a TBM operator certification, and discusses the benefits and significance of periodic training and certification programs. INTRODUCTION Training in the tunneling industry is not a new topic. The industry continues to evolve and become more complex with technology advances and expansion of mechanical tunnelling to mechanized shaft construction, large diameter drilling and mining industry applications. The need for professionals trained to operate mechanized tunnelling equipment is ever increasing, while there is a significant number of veterans who will be ageing out in the next 5 years. Consequently attracting young professional is a very important aspect of sustaining a qualified pool of professionals. For any given tunnel project, the owner and the engineer spend up to several years, studying the ground conditions during preliminary and final design. Post contract award the contractor spend additional months studying the ground again to develop the optimum means and methods for construction. All this time and money spent at the beginning of the project has the purpose of developing the optimum tunnel design, assessing the risk associated and implementing mitigation measures to reduce risks to acceptable levels. Following the tunnel design process, sophisticated TBMs are being specified and sourced to ensure the best tool for the job. The question raises here: Are there available experienced/trained professionals capable of operating these sophisticated machines?"

The title of this session is "Wall Street Looks at the Mining Industry," and I am going to attempt to answer the question: Shouldn&apos;t Mining Stocks Sell at Higher Price Levels? Or, What Does Wall Street See When Looking at the Mining Industry? Well, it sees a capital intensive business, a technical industry, and a growing industry becoming more vertically integrated. But, at the same time, Wall Street sees a cyclical industry, a fragmented industry of erratic earnings, spotty public relations, a feast-or-famine business where the public usually does not differentiate between coal mining or metal mining, and does not appreciate either the risks or the rewards. As a result, mining stocks generally sell at relatively low price learnings ratios in comparison to other industrial groups. This PIE ratio, the current market price of the capital stock divided by annual earnings per share, is probably the most popular index of a stock&apos;s value. The average of the price/ earnings ratios of the 30 stocks comprising the Dow Jones Industrial Average is over 14. This diverse group of stocks is widely regarded as being a cross-section and representative of the industrial companies listed on the New York Stock Exchange. However, in comparison to 14, Asarco and Kennecott shares are currently available for about 8 times annual earnings. Even discounting earnings from South America, the stock of these two companies sells at only 10 times earnings. Of course, Peruvian politics is currently preventing Cerro shares from selling above 6 times earnings, and Chilean politics keeps Anaconda shares at a PIE multiple of 7. However, even in better times, these companies rarely sell above 10 times earnings. American Metal Climax and Newmont sell at only 11 times earnings as does Phelps Dodge and St. Joseph Lead. A practical analysis of the three basic elements of a mining shovel&apos;s productive capacity. Payload Speed Reliability Improved dipper fill factor is explored referring to the latest generation of wide dippers combined with higher "bank horsepower" capabilities of modern drive systems. Cycle time improvement is reviewed including overall attachment geometry and coordination of motions. A specific case study is detailed. Basic reliability of welded structures, machinery components, and electrical systems are related to operating costs. Three basic elements determine a mining shovel&apos;s long term productive capacity: 1) Average payload per cycle. 2) Average cycle time; and 3) Reliability. This paper deals with productivity gains that are possible with existing shovels as well as new equipment.
