The following paper deals with some of the aspects of the law as it relates to the oil and gas industry in the Province of Alberta, but it should be stated here that consideration of this large subject will be confined to discussion of only those laws, rules, and regulations which affect actual exploratory operations. The paper will not touch on those branches of the law which deal with such matters as income tax, customs, and other kind red subjects which are of a highly technical nature and which are more properly the field of the specialist. Generally speaking, any system of law consists of certain major components. There must be, firstly, a national authority capable of ensuring the existence of the state itself and of maintaining the stability and continuity of its institutions; secondly, a philosophy of government covering the relationship of the state to the individual and of the individuals to one another; thirdly, a body of law to effect the purposes of the philosophical principles; and, fourthly, a judiciary to arbitrate any disputes that may arise from such relationships. All of these components and the system itself are, of course, subject to a varying degree of modification with the changing times and with the influence upon them of other systems of law. Now. while it is true to say that all systems of law comprise these similar basic features, it is apparent that the end result of any two systems of law in their impact upon the individual may be quite different.

The bodies of mammals possess a very efficient mechanism for ridding themselves of inhaled dust. When the lung is healthy this mechanism works very well, and dust is quickly and completely expelled from the lung either by the respiratory tract or the lymphatics. The mechanism, however, is easily upset, and slight alterations in the condition of the ciliated epithelium or the circulation of lymph are sufficient to interfere with it, therefore the second mechanism comes into play and the dust is fixed and immobilized in some part of the lung. This, however, is not a real cleansing process, since the lung becomes a dust-trap, and may become'pneumokoniotic. The mechanism is protective at first, but later, when the accumulation of dust is considerable, it gives rise to trouble. The lung cannot become, so to speak, a physiological dust-trap, and still retain its normal structure and function; pneumokoniosis begins, which is essentially a disease due to the mechanical presence of large amounts of inert foreign material.

The study of the pathogenesis of the disease leads to fascinating problems of cytology and cytochemistry. Two problems present themselves for examination from an analytical and critical point of view: 1. The first reactions of the alveolar walls to inhaled dusts. 2. The precise nature of the action of mineral dusts.

There are two places in the world where potash, trade name for potassium chloride, is economically recovered from naturally occuring brines by solar evaporation. One is at the Dead Sea and the other at Wendover, Utah. American Potash and Chemical at Trona, California recovers potash from natural brines, but uses fuel to accomplish evaporation. Under proper meteorological conditions the use of solar evaporation might be desirable from the economical standpoint. Of course, this may not be true when, if by artificial evaporation, a group of very valuable salts are recovered. This is the case of the American Potash operation at Trona. Solar evaporation has its limits. The working temperature is low. We may say, just to cover most areas of the world where solar evaporation may be practical, that it will take place between 18°C and perhaps around 45°C. In most cases the average working temperature expected will be around 25°C.

INTRODUCTION WHILE TITANIUM, the element, has been known for over 150 years, titanium, the metal, is a relative newcomer to the metallurgical and industrial scene. The reasons for this chiefly lie in the refract1Hy nature of titanium compounds; the high melting point of the metal; the great activity of elemental titanium, particularly at temperatures close to .and above the melting point; and the pronounced deleterious influence of certain impurities on its mechanical proper-ties. Early efforts at production of the metal were, consequently, either unsuccessful or resulted in products having sub-metallic properties. With the considerable improvement in equipment, materials, and skills that have developed within the past twenty-five years, later investigators have had a better opportunity to overcome some of the inherent practical obstacles and to come to grips with the essential technical problems. NATURAL ABUNDANCE OF TITANIUM Titanium is one of the most abundant metallic elements. It has been estimated (1) that titanium comp-rises about 0.65 per cent of the earth's crust, and therefore ranks fourth among the structurally useful metals in the order: aluminum, iron, magnesium, titanium. It must be appreciated that the relative abundance of the element is only a crude indication of its potential availability, since a very substantial proportion is present as a minor constituent in practically all igneous rocks. By comparison, present-day ores of titanium are relatively few and are but a minor fraction of the estimated total titanium contained in the earth' s crust.

IF the tendency toward extending the scope of the workmen's compensation system to include life, health, accident, old age, and unemployment insurance for workers is not promptly altered, I believe there will be a complete breakdown of that system. This is not because of any objections, there may he to requiring industries to provide these additional forms of protection in whole or in part to their employees. It is rather because our workmen's compensation laws, their scale of benefits, and the administrative procedure under them are not adapted or suited to such situations. If the compensation principle is limited to its own proper sphere and is not enlarged so as to include all the ills that the flesh is heir to, it is practical, "workable, and beneficent. If it invades foreign realms, it is bound to grow into a veritable Frankenstein' which will harm principally those it 'is supposed to aid, and, at the same time, will promote waste, fraud, and Industrial demoralization. Compensation risks will become almost uninsurable; the cost to business will be intolerable; and the development of sound relief measures which will give to labor the protection now sought by the uneconomic device of enlarging the compensation law territory will be retarded.

In this paper is presented a review of the changes that have taken place in certain Canadian non-metallic mineral industries since 1909. The fifteen-year period 1909 to 1923, inclusive, has been selected for two reasons. In the first place, statistical treatment of the subject under review has been nearly uniform throughout the period. In the second place, this decade and a half is itself further subdivisible into three well marked quinquennial periods, the middle one covering the period of the great war when industrial conditions were greatly disturbed. It then becomes possible to institute certain comparisons between equal periods before and after the war disturbances. The items selected for inclusion in this review are certain of the more important members of that class of minerals usually grouped together under the heading of non-metallics. They are all minerals of which Canada is known to possess important resources, and which are indispensable to many of our greatest manufacturing industries.

YOUR committee asks that I speak today on the relations of the engineering profession to public affairs. That takes in a lot of ground. This being a cheerful occasion, I will assume that I should exclude the engineer's function as a taxpayer. This being a nonpartisan occasion, I will assume that I should not refer to his voting emotions in 1940. Perhaps what was in the minds of your committee was the application of engineering thought to the confusions of the times. That is also a lot of ground. I fear, however, its boundaries disappear in mirages and rainbows on all sides. Now any entry of the engineer into public affairs involves his breaking into the fields of the sociologists, the economists, and the politicians. However I don't know why, seeing the difficulties these professions are having, they should not welcome a little help.

Abstract Many investigators have been interested in developing some non-destructive method for detecting or determining the changes in physical properties in steel occurring during endurance tests or normal service life of a part which fails in fatigue. This paper presents a broad discussion of some of this work and the possibilities of developing useful test procedures based on some of the information obtained in the past. Changes in magnetic properties, electrical resistance, damping capacity, X-ray diffraction patterns, and remaining fatigue life at load different from service load have all been investigated as possible means for following the sequence of events during fatigue failure. In some special instances, tests such as these may be used to predict fatigue failure. As an in stance of practical application of the continuous determination of changes in magnetic properties during fatigue, a brief account is given of work done in non-destructive inspection of mine hoist-rope. As a result of extensive experiments and field crisis, it has been found possible to detect the beginnings of failure in a wire rope in service. The test method used will detect plastic deformation in a wire rope, no matter what its cause. There is no possibility of determining the remaining useful life of a rope by calibrating changes in magnetic properties in terms of remaining fatigue life. A change in magnetic properties at a point in a rope may indicate a decrease or increase in fatigue life, depending on the overload history of the rope. A continuing change in magnetic properties ac a point, however, does reliably indicate a developing weak point which will eventually lead to failure. The important point about any change in magnetic properties is not the magnitude of the change, but whether or not it continues.

A great part of the research on froth flotation of gold ores deals with ores containing gold associated mainly with sulphides, resulting in a largely accepted view that what takes place with sulphides (eg pyrite) in a flotation cell also happens to gold particles. This paper is concerned with the influence of some inorganics (CuSO4, CaO and NaCN) on gold particles flotation, using ethyl or amyl xanthates as collectors. The bench-scale tests were carried out with ground quartz and gold particles mixtures. Some findings stemmed from this study: flotation of the gold particles of size 0.16 mm was efficient adding only frother; larger gold grains were better recovered by the use of stronger collector CuSO4 did not seem to be an activator for gold; the addition of NaCN up to 200 g/t or CaO up to 2000 g/t did not depress the gold grains when amyl xanthate was used as collector although with ethyl xanthate the gold depression was verified.

AUTHENTIC records show that coal mining in Cape Breton dates from the year 1720, when the French military authorities obtained coal from what is now known as the Blockhouse seam, in the Morien district, for use at Louisburg, where the fortress, now of such historic interest, was being built. Thereafter, coal was mined more or less continuously, and although, for many years, in a very haphazard way, there was, on the whole, a steady growth towards a better regulation of the industry, culminating in the year 1825 with the arrival of the General Mining Association in Nova Scotia. This Company, more generally known as the G.M.A., had acquired extensive tracts in Brazil and Colombia and had also purchased the mining rights for the whole of Nova Scotia-excepting such areas as had been previously leased-the attraction being the rich veins of copper currently reported as occurring in the Province. These fabulous copper veins, upon examination, failed to materialize, but the engineer sent out to report on them returned with such good accounts of the coalfields he had seen that steps were taken immediately to investigate them. From that rime onward, the history of coal mining in Nova Scotia is one of progress and achievement. One of the first acts of the G.M.A. was to acquire the areas already leased to other concerns and develop these in a masterly fashion, employing the best machinery and talent available at that time. Such dominant control over the minerals of the Province, although it led to orderly development in the several coalfields, also, later on, resulted in restricting operations in the various coal centres to such an extent that a determined effort was put forward by the people of Nova Scotia to end such a state of affairs. Consequently, in 1857, the original lease of the G.M.A. was abrogated, the Company, however, being allowed to retain certain areas in the districts it had already developed. This opened the way for the formation of other coal-mining companies, and numbers of these immediately sprang into existence in the various coal-mining centres. In 1893, the Dominion Coal Company, Limited, was formed by the amalgamation of seven companies operating in the neighbourhood of Glace Bay, in Cape Breton. Later, in 1910, the Dominion Iron & Steel Company, Limited, obtained control of the Cumberland Railway & Coal Company, which had been formed in 1884 to acquire the rights of the two companies working in the Cumberland County coalfield.

Geologists or mining engineers familiar with geology are frequently requested by mine operators to give correlation in-formation regarding some mining property with respect to an adjacent area on one at some greater distance. It is the object of this article to mention a few of the difficulties involved in securing this information and to point out some of the salient factors upon which correlation is dependent. In view of the nature of the following discussion, a brief statement of the general character of coal formations .. seems appropriate. Coal formations, by reason of their environment of deposition which is in fresh or brackish water, exhibit the features common to continental deposits, in contrast to those of marine deposits. Such deposits are characterized by rapid variation in thickness and in lithological character both later-ally and vertically. (Plate 1 A). They consist essentially of sandstones and clay shales with all gradations between them, and also a few beds of coal and frequently some conglomerates.

Mining education in Australia has undergone another cyclical downturn over the past five years and several departments have been discontinued while others are still teetering on the brink of destruction. During this downturn Curtin UniversityÆs WA School of Mines (WASM) has managed to stay alive and well, but this has not been by accident. This paper outlines some of the strategies and experiences that have kept WASM in a strong position and offers hope to other departments and schools elsewhere that are still experiencing difficulty. This paper is also directed at all mining departments and schools that are certainly going to see it all happen again after the next mining boom turns to bust.

This paper presents the main features of coal mining in Japan, as determined by the author while attending the International Coal Conference in October of 1963. The general economy of the country is considered, and the requirements for coking coal are outlined. Statistics and comments on production and consumption are then given, with accompanying cost figures, and the characteristics of Japanese coal mining are compared with those of Canada. Mining methods and underground transportation are covered, with emphasis on undersea mining. Finally, a description is given of a visit to the Miike colliery, the largest in Japan. I T was my privilege to attend the International Coal Conference held in Tokyo in October, 1963, to meet many prominent members of the Japan Coal Association and to visit one of the major coal fields. THE greatly enlarged demand for small sizes of seamless copper tube which has recently occurred, due particularly to the rapid growth of the electric household-refrigerator industry, has emphasized the superiority of phosphorized to tough pitch copper for the purpose of producing this commodity. In the manufacture of this material exceedingly heavy reductions by cold drawing are employed, customary practice involving as much as 90 per cent. reduction of cross-sectional area in four runs without intermediate annealing. Although this superiority has long been recognized by tube makers, no quantitative expression of it has heretofore been published. It is believed that the data herewith presented mill serve this purpose. Recent investigators are not in agreement as to the relative mechanical properties of copper containing small amounts of oxygen as compared with copper containing sufficient oxygen to produce that condition known as tough pitch. Hanson, Marryat and Ford1 found that "oxygen has a relatively small effect on the properties of copper." Johnson, on the contrary, states "it cannot be denied that it (tough pitch copper) is inferior to deoxidized copper . . . where severe mechanical manipulation is concerned." These authorities in the reports of their investigations, as might be expected from their conclusions, do not present data of a character requisite to a conclusive determination of the question.

WE are now assembled in this hall for the eighteenth lecture in honor of the memory of our greatest American metallurgist, Henry Marion Howe. Many of his most intimate contemporaries, led, as was fitting, by Professor Sauveur, have described his vital accomplishments in three fields: as a leader in technical industrial development; in theoretical research; and finally as a teacher and source of inspiration for nearly two generations of students. In 1914 Professor Howe had retired from active teaching, but maintained his laboratory at Columbia University under the care of Arthur G. Levy, with whom he published many of the papers that later were incorporated into his last book, "The Metallography of Steel and Cast Iron." My position at the time was that of personal assistant to Professor Campbell-no pay, no duties, but the great privilege of preparing specimens, taking pictures and attending to some of the current consulting work. Whenever possible, I visited Howe's laboratory to chat with Levy and gather ideas about the wonderful field of metallography-in which I was a rank amateur, rescued by the quiet enthusiasm of Donald Smith of Princeton from an instructorship in civil engineering. Levy let me act as a fly on the wall during the Professor's occasional visits. Busy as he was, Professor Howe took the time and trouble to encourage my interest, as he had done for hundreds of others. He told me how he went about gathering his own information speculating as to causes, considering experiments, and verifying his conclusions. I ventured to mention some tests I had run on the irregular stretching of wires of different metals. He read the small volume I had prepared of ill-assorted facts and fancies and remarked: "Nobody cares for your theories or the history of your tests. Describe what you found as briefly as possible and perhaps I can help you to publish." Curiously enough, among my discards were some autographically recorded load-versus-electrical-resistance measurements. Taken with inadequate knowledge and equipment, these curves did not reproduce consistently, but if the relationship between strain and resistance had then been explored, the latest type of strain gauge might have been in useful service for the past 25 years. Professor Howe was a gifted teacher, perhaps because he was primarily an ardent and assiduous student. His own eagerness to learn and his willingness to revise and extend his opinions constantly encouraged those of his environment to be diligent and painstaking in the pursuit of knowledge. In honoring his memory, I also wish to bring to mind the kindly, humorous and quiet Levy, and join his name again, as it was for too brief a space in the past, with that of many-sided Henry Marion Howe. Much has been written about hydrothermal alteration and the compositional changes induced by it in the wallrocks of mineral deposits, especially in alummino-silicate wallrocks. So much has been written and the descriptions so varied, in fact, that the casual reader frequently is bewildered by the extreme complexities and lack of uniformity, real or apparent. Certainly the mineralogy and chemistry of altered rocks are not as simple as most of us would like, but neither are they as complex in their principal aspects as pa of what has been written would lead us to believe. The trend until recently seems to have been toward greater complexity and hence greater confusion, but the straightforward presentation of Creasey (1959), it is hoped, marks a reversal in this trend.

Elemental sulphur occurrences are widely distributed in two geological environments: -1-Basins containing hydrocarbons and zones of Cenozoic vulcanism. However, very few of these constitute deposits large enough to be of commercial importance. Almost all of the elemental sulphur mined in the world comes from bioepigenetic deposits in petroliferous basins. These deposits occur in two general structural styles: diapiric (salt domes) and stratiform. Examples of diapiric deposits occur in the Gulf Coast basins of Texas, Louisiana, and southern Mexico. Examples of stratiform deposits occur in the Fergana and Amudarya depressions of Central Asia, the Mesopotamian Depression in Iraq, the Cis-Carpathian Trough in Poland and Russia, and the Permian Basin in Texas. Economic bioepigenetic sulphur deposits range in size from approximately 1 million tons of sulphur in the smaller salt dome deposits to more than ZOO million tons of sulphur at the Mishraq stratiform deposit in Iraq. Total world production from bioepigenetic deposits amounts to approximately 16 million tons of sulphur per year, one-half of the world's present annual consumption of elemental sulphur. Most of the balance of the annual consumption is recovered from sour gas and petroleum. All bioepigenetic sulphur deposits share remarkably similar origins and characteristics. They are formed by anaerobic bacterial replacement of gypsum or anhydrite in tilted basins where evaporite beds are underlain by petroleum. Figure 1 illustrates a generalized cross-section of a salt dome sulphur deposit. Figures Z, 3, and 4 are cross-sections of three types of stratiform sulphur deposits. In terms of sulphur genesis, the only significant difference between the salt dome and stratiform deposits is that the positioning of the anhydrites above the petroleum in the salt domes is caused by diapiric rather than sedimentary processes. In the salt domes, the residual anhydrites of the cap-rocks are accumulated by solution and removal of halite by artesian ground waters.

In 1939 the Geological Society of America published a summary of the geology of the ore deposits of the Mississippi Valley region, This volume, edited by E. S. Bastin, contained contributions from the foremost students of the area which described theregionalgeologic setting of the various deposits as wel as the detailed geology as then known. The various ideas as to the origin of the ores were discussed with the general, though not unanimous, conclusion that the deposits were hydrothermal products, Only those deposits in the immediate Mississippi Valley area were considered without any attempt to introduce evidence from other districts generally accepted as being of the "Mississippi Valley type." Since 1939, much new information has come from extended studies of two of the important districts described in the 1939 report andimportant extensions of the known ore have been found. Likewise, concentrated geologic efforts have been fruitful in severa "Mississippi Valley type" districts - both U. S. andforeign - not treated in the 939 paper. The wealth of new field information on the structural and stratigraphic relations of this interesting ore type, coupled with the results of theoretical and laboratory studies of the past 18 years, makes desirable a review of our present knowledge and interpretation of these important deposits which for many years have yielded over 20 percent of the world's annual production of lead and zinc, together with large amounts of fluorspar and barite. No restatement of the details of the geologic evidence willbe attempted here; the interested student is referred to the papers cited. Slide No. 1 shows the distribution around the world of the deposits under consideration. A principal thesis of my remarks is that there is so much similarity in all these deposits that it seems necessary for all of them to have had a similar mode of origin, whatever that may be. Variations in the shape, size and mineralogy of the orebodies give each district some individuality, but there are enough of the "typical" characteristics present in all cases to make classification in the "Mississippi Valley type" agreeableto most geologists. Thus the overall process giving rise to the ore solutions surely was the same for all in the group. Either they all have igneous affiliations or they all do not. Acknowledgment of this kinship between deposits in the various districts offers many advantages in trying to arrive at a decision as to just what the origin may have been, for the amount of guiding and limiting evidence which must fit into the hypothesis is greatly increased over that available in any one district, To a certain extent this was recognized by the authors of Special Paper 24 in treating all of the immediate Mississippi Valley areas together; by expanding the consideration to include ore deposits of this type all over the world the changes of success, i.e., arriving at the correct answer, are improved several fold. Since most of these districts are quite simple structurally, a number of hypotheses might fit the facts in any one of them, but if the facts to be met can safely be drawn from all the districts, then the explanations which will fit all the data are much less numerous. One purpose of this paper is to call attention to the field facts that have been reported from the .various areas which seem to have an important bearing on the kind of ore fluid that was responsible for the ore and on the way it circulated.

Hydrometallurgical processes are not free of environmental regulations. A clear understanding of the regulations under which the minerals industry operates delineates processing requirements at early stages. This paper deals' with federal environmental regulations with emphasis on the hazardous waste regulations promulgated in May, 1980. The procedure of EP toxicity test and an example of the test are described. Brief account is given of the current trend and future outlook of regulations.
