UNLIKE most previous Howe lecturers, I had not the good fortune to be associated with Henry Marion Howe, nor to be directly one of his students. Yet, through his writings, he has been my teacher, as he has of all American metallurgists. Instructive as his writings are-I use the present tense because Howe thought so keenly and reasoned so surely, seeing clearly, as if by intuition, what was hazy to lesser minds, that his writings are still vital-it is not, those books and papers, nor even the minds he trained in his classes, that were his most outstanding service. It was the spirit of Howe in his: approach to the problems of metallurgy, his broad-mindedness and fair-ness, his recognition of the need for theories and hypotheses to explain metallurgical phenomena, his willingness to use them as servants, as well as his questioning attitude-his refusal to accept them as masters-that comprise his greatest service. This most thoroughly warrants the honor the Institute pays each year to his memory. These traits I so respect and honor in any man that I glory in this opportunity to do reverence to him in whom they were so notably united.

Introduction The rapidly expanding and increasingly complex Canadian industrial structure, with the mining, metallurgical, and chemical industries as a large integral part, has, in recent years, brought greatly increased importance and value to our industrial minerals. In the modern economy of our mineral industry the importance which is due the non-metallics has been somewhat overshadowed by the great value of our large metal production and, in addition, by the glamour and fascination usually associated with the mining and treatment of gold ores. The term 'Industrial Mineral' is used in this paper in its usual sense and refers to non-metallics other than fuels. Coal and petroleum products, including natural gas, are considered as industrial minerals in those applications in which they are used for strictly chemical process purposes. Certain reduction metallurgical industries are so closely allied to chemical industries that for purposes been of this discussion no attempt has made to differentiate between them. Chemical industry in Canada today is a fairly large factor in our national economy, whereas in 1898, when the Canadian Mining Institute was born, it was very small indeed. Chemical concerns are largely dependent on industrial minerals for raw materials and process supplies and, as the country has developed industrially, so have the demands for non-metallics increased, not only by chemical industry but also by other large consumers, such as the construction and metallurgical industries. At the present time there is a greater than normal incentive prevailing for new discoveries, due to the serious lack of balance that exists in our import and export trade. This fact has resulted in intensive efforts to rectify the situation by locating new deposits and re-assessing those already known in an effort to enlarge and improve our home production of raw materials and also to extend their processing in Canada for our own needs and for export. The rapid advances in science and technology that have taken place since 1900 have also resulted in many cases of beneficiation and utilization of otherwise too low grade materials in order to satisfy current demands. The purpose of this paper is to indicate the history and the trends of the utilization of industrial minerals in established industry and to indicate the important part played by non-metallics in connection with the opening up of new industries. Some consideration has been given to the continual competition between natural and 'synthetic products and to the general tendency towards more rigid specifications.

"In a rewarding career spanning nearly two thirds of a century, the author has worked at the frontier of such diverse fields as the creep of metals, structure properties and production of novel dental and surgical materials, molten salt electrolysis for titanium production, greatly improving the productivity of large iron blast furnaces and of oxygen steelmaking. While each of these has given great satisfaction, special thrills have derived from the development of new methods for the continuous production or refining of both ferrous and non ferrous metals. A rewarding segment was the evolution of various aspects of WORCRA technology. Unfortunately, several of these inventions have been ""ahead of their time"". Introduction""I am greatly honoured by the convening of this meeting to recognise my contributions to pyrometallurgy. My appreciation is the greater because this is the third Howard Worner Symposium; the first took place in the University of Newcastle in 1988, close to my 75th birthday. It was arranged by the local branch of The Australasian Institute of Mining and Metallurgy with the theme, ""Frontiers in Pyrometallurgy"". The second was organised by the University of Wollongong in conjunction with the Australian Academy of Science and the Australian Academy of Technological Sciences and Engineering; it celebrated my 80th birthday and, at my request, covered a broad range of topics under the heading of ""Recent Advances in Science and Technology"". Now, this very international meeting on ""Injection in Pyrometallurgy"" has been convened by the G K Williams Co-operative Research Centre for Extractive Metallurgy in my alma mater. I am both delighted and honoured that the cosponsors are the TMS (USA) and ISIJ (Japan).Dr Madhu Nilmani consulted me about the field to be covered and I readily concurred because ""injection"" has been of keen interest to me since the beginning of the 1960s when I began my pioneering work on sequential oxygen (or air) injection into flowing streams for both refining of blast furnace hot metal to steel and for the continuous smelting-converting of copper and nickel."

The limit of Hall - Petch relationship in ultra fine grained steels has been examined based on dislocation pile-up mechanism. When the grain size becomes small the dislocation multiplicity ceases resulting in very low work hardening rate in these materials. An approximate analysis of the theories of hardening indicates that H-P relation is obeyed up to 100nm. It appears that grain refinement is not the suggested approach to improve toughness as well as strength below a critical size.

"Sonic drilling is a relatively new technology even though it has been in development since the late 1940s. It was initially funded by the U.S. petroleum industry and then, in the late 40s, Russian scientists worked on developing sonic drilling, their interest based on drilling rates 3 to 20 times that of conventional methods. In the early 1960s, the Shell Oil Company backed research that resulted in a down-hole device with a series of eccentric weights driven by drilling fluid to generate vibration. Hawker Sidley, in the early 1980s, developed the first modern prototype sonic drills in Vancouver B.C. and the North Star Drilling Company in Minnesota became the first contractor in the U.S. to operate sonic equipment in 1985. In 1994, North Star became a division of Boart Longyear, headquartered in Salt Lake City, Utah.What’s Unique about a Sonic DrillA sonic drill rig appears and operates very much like any conventional top-drive rotary rig. The key difference is that a sonic drill has a specially designed hydraulically powered drill head, containing oscillators, that generates adjustable high-frequency vibratory forces. The sonic head is attached directly to the drill pipe or outer casing, sending the high frequency vibrations down through the drill steel to the face of the drill bit. This creates displacement, fracturing or shearing action depending on the material being drilled. The oscillator uses two eccentric, counter-rotating balance weights or rollers that are timed to direct 100% of the vibration at 0 degrees and 180 degrees. An air spring houses the oscillators and separates the vibration from the drill rig itself. The vibratory frequency is controlled to suit operating conditions and to achieve optimum drilling rates.When the vibrations coincide with the natural resonant frequency of the steel drill rod or casing, a natural phenomenon called “resonance” occurs. It allows the rig to transfer timed vibratory energy into the top of the drill string, utilizing the natural stored energy of the steel. This causes the drill string to use inertia and act like a flywheel delivering tremendous amounts of energy directly to the bit face. In friendly overburden formations, a sonic drill rig can achieve penetration rates of one ft per second."

"The copper smelting industry faces increasingly stringent environmental regulations and must continue driving innovation to reduce energy usage in its production chain. With the coming of age of ‘bottom-blowing’ copper technologies in China over the last decade, much renewed attention has been brought to tuyere bath smelting for clean copper-making. Since bottom-blowing sonic injection was originally developed and implemented in steelmaking in the 1970s and lead smelting in the 1990s, the time seems appropriate to revisit the sonic injection concepts and dispel some myths. After reviewing the trends in the copper industry and providing a brief historical context of research and development related to sonic injection, the author presents a comparison of the main submerged tuyere bath smelting technologies, namely the Noranda Reactor (NR), the Teniente Converter (TC), and the Chinese Bottom-Blowing Smelting Furnace (SKS/BBS) for copper, and the Queneau-Schuhmann-Lurgi Reactor (QSL) for lead. The core of this article, however, consists of a brief description of the fundamental theories for sonic injection (jetting regime) and ‘sonic flow mapping’ to illustrate the relationship between the minimum tuyere back-pressure required to achieve sonic flow and the tuyere internal diameter. The article also offers a comparison between side- and bottom-blowing in jetting regime before concluding with the author’s vision of the new trend in submerged tuyere bath smelting. IntroductionIn the last decade, developments in the copper smelting industry have been driven by two key concepts: (1) increasing cleaner smelting capacity to meet the world’s growing copper demand, as illustrated in Figure 1, and (2) increasing process off-gas capture to comply with more stringent environmental regulations and abide by a corporate social responsibility ethic of a clean work environment (for smelter employees) and clean air (for families living around smelters). The copper smelting industry has also faced some major challenges in the last few decades, including (1) low treatment and refining charges (TC/RC or processing fees) impacting custom smelters, (2) lower concentrate quality and grades with higher levels of impurities (e.g. As and Hg), (3) higher processing and transportation costs due to the rising cost of energy, (4) restrictions in process intensification (tonnage oxygen usage) due to furnace integrity limits, and (5) scarcity of educated and trained personnel due to fewer metallurgists graduating from pyrometallurgical school programmes combined with a high retirement rate of skilled workers."

"By using the latest generation of medium voltage frequency converters, new possibilities have arisen to improve the grinding process. Beside all the direct and indirect advantages, several dedicated functions have now been implemented for ring geared grinding mills in the minerals industry. The advanced operational functions ensure a smooth, safe and reliable operation with minimum stress for the mechanical equipment and therefore highest availability of the mill. Several papers have already been presented concerning the benefits of using this state of the art technology for mill drives (Ravani von Ow and Bomvisinho, 2010; Ravani von Ow and Gerhard, 2010). However this paper will not only show and explain the operational benefit of these functions, but will focus on the experiences gained with this kind of sophisticated ring geared mill drive system. Several measurements of different operating conditions (starting, frozen charge remover, controlled roll back, backlash, etc.) made on an installed and commissioned 2 x 5 MW dual pinion ring geared mill drive system will be shown and discussed. Also the accuracy of the load sharing between the two 5 MW motors during starting, normal operation and stopping will be demonstrated using real measurements from an operating system. Finally the inherent features of these drive systems are briefly discussed.INTRODUCTIONLooking at the demands of grinding mills, we can split them into operational, maintenance and protective demands. For smooth and safe operation, it is important that critical situations are avoided as much as possible. Maintenance functionality must be quick and easy to execute, while protection of the system is important during all operating conditions. ABB has considered all these demands during development of their dedicated mill functions. By adding an additional controller (mill controller), not only a lot of application related functionality and protection is included, but also the interface between the mill drive system and the customer’s distributed control system (DCS) is simplified."

Clay sorbents from the North Bohemian Brown Coal Basin represent important but still some-what neglected accessory raw material. Submitted paper is concerned with relation between mineral structure, sorptive efficiency and reclamation exploitation of these rocks. Characters and localities of main clay sorbents from the North Bohemian Brown Coal Basin are shortly evaluated in an introduction. In next part, methodology of mineralogy survey for these accessory raw materials is stated, it is based on diffract analyse with D 5000 Siemens X-ray diffracto-meter. At the conclusion results are stated of mineralogy analyses from several clay sorbents. The determination of the zeolite and montmorillonite localities was accentuated. The paper presents also possibilities of practical clay sorbents utilization, especially by reclamation works.

"At processing of some kinds of wastes (electronic scrap, secondary materials, spent nuclear fuel) in nitric acid solutions, and also in technology of silver refining, the significant amounts of palladium and platinum passes into a solution. The ion-exchange concentration of palladium and platinum in nitric acid solutions (5-500/dm3) are investigated. More than 30 various classes of ionites are tested. The most chemically resistance resins at the given conditions are identified. It is shown, that the maximum sorptive capacity to studied metals at high acidity the complexing, synthetic and inorganic sorbents possess. To definition of platinum metals sorption optimum conditions the kinetics is studied, isotherms of a sorption at various parameters from nitrate solutions are obtained. The conditions of the platinum and a palladium desorption from the pregnant sorbents and its regeneration with the subsequent reuse of materials were defined. The raw materials containing precious metals have very diverse composition and physical properties. Commonly the materials are processed by hydrometallurgical way. If gold or PGMs there are in raw materials to its opening hydrochloric acid solutions are applied. As an oxidizer nitric acid, hydrogen peroxide, gaseous chlorine, etc are used. Nevertheless, at processing of argentiferous materials and preliminary treatment of a waste including the spent nuclear fuel, nitric acid solutions are often used and the specified metals in some extent pass into solution [1]. Therefore selective extraction of PGMs from nitrate solutions is an actual problem. In the present work the ion-exchange concentrations of palladium and platinum in nitric acid solutions (5-500 g/dm3) are investigated. At the testing more than 30 various classes of ionites the most chemically resistance resins at the given conditions are identified. These resins are synthesized on the base of polyacrylate, styrene-divinylbenzene and vinylpyridine. For a selection of the most effective resin among what are made in Russia and overseas, a number of ionites with various functional groups were studied. Influence of functional groups type on a PGM sorption is shown for extraction of a palladium as an example (table 1). The presented data shows, that palladium concentration in a phase of ionites depends on sorbent type. If the increasing of solution acidity essentially reduces palladium sorption by sulfonic cation-exchange resins (KU-2×8) than its sorption by strongly basic anionites is approximately equal. Intermediate position is occupied by complexing sorbents. The latter (AN-31, SN-3, ANKB-35, Lewatit TP 207, Purolite S 930) are the most effective for extraction of PGMs from nitrate solutions from the point of view of capacity value. According to [2], solution behavior of Pt (II) and Pd (II) are similar. As is known from coordination chemistry, ligand environment of the metal ions substantially impacts to character of electronic spectra. The figure 1 shows the results of measurements of optical density of platinum bearing solutions with various concentration of nitric acid at ?=400 nanometers"

Accidental explosions in coal mines are due to various causes, but many of them can be directly attributed to coal dust; others that probably in no way depend on dust as a primary cause are propagated, greatly intensified, and made more disastrous by the presence of coal dust. The fact that coal dust in a bituminous mine will explode as a result of a fire-damp explosion has been generally accepted for many years, but the belief has also been held by many that coal dust is not in itself dangerous when unmixed with an explosive gas. Therefore, in past years little attention was given to dust in mines free from fire damp, and many disastrous explosions have resulted from lack of knowledge of the danger from coal dust. In the explosives gallery and experimental mine of the Bureau of Mines experiment station, Pittsburgh, Pa., it has been proved repeatedly and conclusively that coal dust will explode violently when no inflammable gas is present. PROPAGATION OF DUST EXPLOSIONS A coal-dust explosion is an extremely rapid burning or combustion of the coal particles. Their burning consists essentially of the combination of the hydrocarbons in the coal with the oxygen of the air, a process that generates heat and flame and produces hot gases and water vapor. These gases and vapors have a volume many times that of the original coal particles; thus they exert an outward motion and pressure which constitute the explosive wave. When fine particles of coal are suspended in the air, each particle is surrounded by the oxygen of the air, and thus is well placed to oxidize or burn rapidly whenever the temperature is high enough. If some particles are ignited from any cause they will fire others, and the combustion will extend from particle to particle with extreme rapidity wherever enough coal dust of sufficient purity is present.

Quality control (QC) of reverse circulation drill sampling commonly involves regular duplicate subsampling to monitor the extent of imprecision or random error in the subsampling system. In gold mining in Australia, the subsampling tool is usually a cone splitter.Other sources of error, including delimitation error and bias (systematic error) in the subsampler are often assumed to be negligible or ignored for being too difficult to QC.This paper describes actual sampling errors and error mitigation based on quality assurance and quality control (QA/QC) of surface and underground reverse circulation drill sampling at a high-nugget gold mine at Sunrise Dam, Western Australia.CITATION:Carswell, J T and Sutton, K, 2014. INTRODUCTION It is my intention in this paper to deal with gold, uranium, diamonds, platinum, manganese, chrome, vanadium and heavy mineral sands. These are the most important strategic minerals produced by the Republic of South Africa which are not covered in other sessions of this program. In each case I have high- lighted the statistics and peculiar advantages which combine to make South Africa a vital source of these minerals. Before proceeding to give individual attention to these minerals I believe it would be useful to define what I mean by 'strategic'. The Concise Oxford Dictionary defines strategic in the context of materials as 'essential for war'. However it is commonly used in a much broader sense than this (often, in fact, very loosely) and I prefer to define it as 'concerned with the acquisition and maintenance of power, whether economic, political or military.' A VITAL SOURCE In dealing with the individual minerals I have quoted statistics which are contained in Tables 1, 2 and 3. Table 1 clearly shows the absolute size of the South African mineral industry. However, it can also be used to demonstrate the importance of the industry to the South African economy if compared with the GNP in 1980 of about R60 billion. Table 4 illustrates clearly how important South Africa is as a supplier of these minerals to most of the important industrialized countries of the Western World. Gold If anyone had any doubts about the inclusion of gold in a list of strategic minerals I am sure that the above definition of 'strategic' will convince them that it certainly belongs there. Similarly no one is likely to have any doubt about the fact that South Africa is a vital source of supply. Tables 2 and 3 show that in 1980 we had 51% of the world's reserves and accounted for 55% of world production. The figures for the Western World are considerably higher. The only other major producer, of course, is Russia, with small but significant production in the Pacific Rim area coming from Australia, Canada, Latin America, Papua New Guinea, Philippines and the U.S. All South African mine gold production is shipped in bullion form containing about 88% gold and 9% silver to the Rand Refinery which is a modern refinery with large scale units capable of refining half a ton of bullion at a time. The Refinery is equipped to produce standard 'good delivery' gold as well as 9999 gold and 999 silver. The Refinery also produces the 22 karat blanks which are, used by the South African Mint to produce Kruger Rands. It goes without saying that the South African gold mining industry leads the world in all aspects of deep-level, narrow-reef mining technology. The industry's metallurgists, too, have a record of tenacious and continuing efforts to improve extraction to the level of the present finely honed efficient process used on all the modern mines. Uranium In 1980 South Africa had 14% of the uranium reserves of the Western World and accounted for 14% of production. In view of the paucity of data I am not in a position to estimate figures for the total world. All the other major sources of uranium in the Western World are situated around the Pacific Rim, with the U.S. and Canada already being major suppliers and accounting for 38% and 17% of Western World production in 1980. Australian production at the time was small but they have very large reserves and production is already rising rapidly. The U.S., Canada and Australia account respectively for 22%, 19% and 29% of the uranium reserves of the Western World. South Africa has been a major producer continuously for 30 years. Nearly all the uranium produced, amounting to about 115 000 tons up to the end of 1981, was a by-product or co-product of gold extraction. During that time the industry has frequently led the world in technological innovation, and has established a reputation as a reliable producer of a consistent, high-grade product. In the latter respect, it is helped by the fact that production is marketed by one company, Nuclear Fuels Corporation, which also blends, dries and calcines the product from the individual mines and samples and assays it before shipping. Diamonds Diamonds are the rock on which the South African mineral industry is founded. The discovery of diamonds in 1866 gave rise to the first major mineral industry in the country and the profits from diamond mining helped to finance the gold mining industry 20 years later. Although now overshadowed by gold, diamonds are still very important in the overall picture of mineral production and exports, as can be seen in Table 1. There are really three separate diamond markets - gem, natural industrial, and synthetic - and, to be meaningful, statistics should be provided separately. Unfortunately separate figures are not available. The figures in Tables 2 and 3 show that, for gem and natural industrial together, South Africa ranks third in the world in production and second in reserves. South Africa is a leading player in the international ferro alloys industry. Historical factors that have contributed to this dominant position include an abundance of natural resources and relatively low cost electricity. A number of relatively recent developments are potentially threatening this position. These include new legislation affecting the mining and minerals industry, a shortage of some types of suitable reductants, depletion of surplus electricity generation capacity with resultant threat of real escalation of electricity prices and pressure resulting from the recent strengthening of the South African Rand. The industry is addressing these challenges in a number of ways to ensure long-term viability. Some of these measures include investments in more efficient technologies that have economy of scale benefits and are less dependent on expensive reductants and electricity. Local macro-economic impacts include new legislation regarding ownership of enter-prises, mineral rights and royalties on mineral sales, development plans for port and rail infrastructure, as well as initiatives to expand electricity generation and coke production capacity. The fundamentals for being a successful ferro alloy producer are still largely in place for South African producers. Therefore the South African ferro alloy industry will remain competitive and is well placed for continued growth in line with the international growth in ferro alloy demand. The industry should emerge leaner, more efficient and ready to respond to any future demands of the industry. This paper will cover the present status of the industry, the factors that are impacting thereon and a view on its future outlook.

A wide range of minerals is found within the Republic of South Africa, many of which are exploited to a greater extent than in similar deposits found elsewhere. It is often asked whether this is atributed to the high grade of the ores encountered in this country, or whether such factors as fiscal and Infrastructural incentives create an economic climate that has en bled the mining industry to successfully extract and market minerals at a profit. This paper views South Africa's mineral resources in a regional and global context In an attempt to place the country's geological wealth in perspective. It represents the author's own Views, and not necessarily those of the Department of Mine al and Energy Affairs.

At its peak in the 1970s, South Africa was responsible for around 80% of global gold production and, according to the US Geological Survey, it still has the largest share of gold reserves - as well as 90% of the world's platinum. But, in January 2015, gold production reached a new monthly low, generating 87% less than it did in January 1980, and South Africa is now the world's sixth ranked gold producer. It is with a certain amount of trepidation that a man considers gathering his family of six, traveling across a continent, two oceans and a sea, and going to live in a foreign land. But "pioneering" is still possible, and a nation is "foreign" only until one has lived in it. We've had eight years of pleasant experiences in South Africa on which to base that contention. It was in January 1938 that my brother first extolled the virtues of South Africa to us, and just three months and a thousand small problems later my wife, two daughters, three sons and I were boarding a ship in New York, bound for Cape- town. We arrived in May, and within a week had found a furnished home with beautiful lawns, tennis, court, a garden, and everything needed for family comfort. The children were soon located in school, and I settled down to the task of entering the importing business, as had been my original intention. The importing business started out slowly but was coming along nicely when on Sept. 3, 1939 the war started in Europe and a declaration of war by the Union of South Africa was made on the following day. With the declaration came import and export controls. In fact we were controlled completely out of business in one stroke. Liquidating the business, I went to Johannesburg intending to find work in one of the mines. Government health and safety regulations require that all underground mine employees have a red ticket from the Miners Phthisis Bureau certifying that they are not susceptible to silicosis, the scourge of the Witwatersrand gold mining industry. I made application to the Bureau, completed a form covering my whole past life, and was given a complete physical examination. The following day I was startled to find that I had not only been refused a red ticket but had been classified with a green ticket which for- ever bars one from working underground in any scheduled mine in the country, and all this in spite

Introduction It is estimated that nearly 40% of all the gold ever mined in free world countries has been produced by South African operations. There is concern that this immense productive capacity will soon decline. Such a decline could reduce world gold supply and lessen the ability of market economy countries (MEC) to exert the major influence upon the world gold market. This paper addresses three general issues concerning South African gold production: • How much gold remains to be recovered from the demonstrated resources of the 44 evaluated South African mines; • How long can production at current levels continue; and • What will be its cost. Table 1 provides production data on the world's 10 largest producers for the years 1971, 1981, and 1983. As shown, South African gold production declined significantly from 1971 through 1981. As of 1981, annual South African gold production had dropped by more than 311 t (10 million oz) in 10 years. Despite this, its mines still produced 656 t (21 million oz) that year, about half the world total. From 1981 through 1983, this trend was reversed. Annual South African gold production increased by more than 21.8 t (700,000 oz). The trend reversal was also evident in the US, Canada, and Australia. This illustrates the general, inverse relationship between gold price and gold production. In South Africa especially, as gold prices increased substantially during the 1970s, the average grade of ore mined (pay limit) was lowered as new, lower grade areas and materials were exploited. Gold production declined in volume. But gold revenues increased, and the lives of the operations were extended. The 1981-83 period was one of declining (US dollar-based, average annual) gold prices that resulted in increasing South African production as average ore grades were raised. South Africa currently accounts for 50% of world production (Fig. 1). Figure 2 illustrates South Africa's contribution to total MEC production in 1971 and 1983. Although South Africa's relative share of production has declined, it still represents the single most important source of new gold supply. In 1983, it supplied more than 65% of total MEC production. South Africa currently produces more than twice as much gold as the Soviet Union (ranked second in world production), and 11 times more gold than the US (ranked fourth in world production). This paper addresses the long-term cost and availability of primary gold production from the Republic of South Africa. Forty-four major producing or developing operations were evaluated. The analyses present estimates concerning 1) total refined gold potentially available from demonstrated resources, 2) annual production potential into the next century, 3) long-term weighted average total costs for underground mine production and surface waste reprocessing, 4) the expected annual decrease in gold production, and 5) the ability of other market economy countries to compensate for the anticipated decline in South African gold output. This paper draws upon the data and analyses of a recent Bureau of Mines, U.S. Department of the Interior, Minerals Availability Program appraisal that evaluated the worldwide availability of gold and silver from primary precious metal operations and as a byproduct of base metal production.

"The Mine, Health and Safety Act No. 29 of 1996, as amended, embodies worker self-regulation to advance health and safety in the workplace. An important provision for this is the Right to Refuse Dangerous Work (RRDW). This paper explores worker perspectives about the implementation of RRDW on South African mines against a backdrop of revised guidance in the sector: ‘Guideline for a Mandatory Code of Practice on the Right to Refuse Dangerous Work And Leave Dangerous Working Places’, gazetted in February 2016 by the Department of Mineral Resources (DMR). A mixed methods study conducted at mines (n = 14) included a survey of workers (n = 293), focus groups (n = 6) and in-depth interviews (n = 16). Workers reported a high level of awareness, a positive attitude, and experience of the formal RRDW. However constraints to the formal RRDW meant that informal worker resistance to dangerous work was commonplace. Evidence of informal non-confrontational consultation, cooperation, and collaboration in the event of a dangerous workplace also emerged between workers, and supervisors. The research underscores the importance of the RRDW and worker health and safety representatives to mine health and safety. The revised guidance addresses RRDW implementation gaps, but of concern is the potential partiality towards management interests. IntroductionEnsuring that mineworkers act on their duties and responsibilities for health and safety remains a concern across the globe. Article 13 of the International Labour Organization (ILO) Convention Safety and Health in Mines (176 of 1995) entrenched the Right to Refuse Dangerous Work (RRDW) as an important mechanism through which workers act in the best interests of their own occupational health and safety (OHS) and is considered a cornerstone of worker self-regulation (ILO, 1995). Countries ratifying Convention 176 are under obligation to make this right available to workers through OHS legislation that frames the circumstances, procedure, and protection of workers from discrimination in the event of a formal work refusal. The Convention has been ratified by 31 countries, with South Africa becoming a signatory in June 2000 (ILO, 2000). Worldwide studies show that workers use this right with caution (Hilgert, 2013) and cases associated with work refusal are rarely presented in court (Gunningham, 2007; Cooper, 2013). Rather, in cases of formal notification of a work refusal, issues arising out of this are addressed either in the immediate workplace or through the site OHS system and/or at industrial tribunals or similar mechanisms (Harcourt and Harcourt, 2000)."
