Many different shapes of drill bits are in use with hammer drills, but little definite information is available whereby to judge which one of these shapes is the best. The following investigation was undertaken in order to determine what effect, if any, the shape of the cutting edge has on the cutting speed and wearing qualities of drill bits. The bits tested were those in common use, namely, the 4-point or cross bit, the 6-point bit, the Z bit and the "Carr" bit. The rock in which the tests were made was the red granite from southeast Missouri. It is a coarse crystalline granite containing an unusually large amount of quartz and is extremely hard, and on account of its uniform texture is admirably adapted to this work. While tests in other rocks might show somewhat different results, nevertheless it is the opinion of the authors that the relative cutting quality inherent in the shape of the bits would be the same in all rocks. Other qualities, such as mudding freely, freedom from fitchering, etc., might make one bit more desirable than another in softer rocks. Description" of Bits Tested 'I'he 4-point bits were the usual shaped bits commonly made on the Leyner sharpener, with 14' taper on the wings and a 90" angle between cutting edges. Some tests were run at 85 Ib. pressure with a 4-point bit made with a 50 taper on the wings; this bit was formed with the Carr bit dies. The 6-point bits were the usual shaped bits made on the Leyner sharpener. The Carr bits were made with a 5º taper and an angle of 100" between cutting edges.

It is not my purpose to write a lengthy article or to attempt the solution of the problem I am presenting, but to call attention to what I believe an important issue, hoping that it may arouse in some one, or in some company, a sense of responsibility. I am referring particularly to modern up-to-date milling plants discharging tailings which under existing conditions cannot be further treated or from which a recovery cannot be made at a profit, but where a quantitative and qualitative analysis shows that a portion of these tailings might profitably be treated at some future time when our metallurgical knowledge has advanced, when we have cheaper power, chemicals, labor or other advantageous conditions. Early Methods In our early milling methods very little attention was given to the care of tailings. It was thought that if the mill could be located by a stream or a river where the final disposal of the tailings could be forever lost sight of, it was highly desirable. We can now see and estimate what was lost in these rich tailings, not recoverable from the streams and the great rivers. Fortunately for many, the depositing of tailings in these streams and rivers was objected to by the farmers and finally prohibited by the State Legislatures. In looking back over our past milling methods, it seems that the first endeavor was to make the maximum amount of money for a particular period, or year, regardless of the future, the depletion of the mine, or the conservation of the total mineral content. TheRe is a small area about Murray where bedded gold quartz veins occur in Prichard slate. The ore taken from the upper levels, during the early days, was free milling and was treated by stamp milling and amalgamation. There was likewise a considerable placer working. The report is current that tungsten (scheelite) was encountered, which interfered with the amalgamation in the stamp mills and which, in placering, collected in the riffles in the sluice boxes and clogged them. Consequently, in the quartz mines, the scheelite, when encountered, was rejected, being thrown into the waste, sometimes inside the mine and at other times outside on the dump. The free surface ores became worked out and as the ore in depth became pyritic and rebellious to amalgamation the mines closed down. Last spring tungsten ore brought a high price, near $80 per unit, 60 per cent. W03 and up. This so stimulated the output of tungsten ore that old dumps were explored and waste stored in the mines was gone over. Tungsten was likewise mined from virgin ground. So the district produced quite heavily for a time. The condition now is different. The price is not so high, about $20 per unit WO3, which makes profits questionable when mining in new ground. The accumulations from early day mining have been exhausted and the output has greatly declined. The Golden Chest mine was the heaviest producer of tungsten. The months of June and July were spent at this mine studying the problem. Since the mine had produced both gold and tungsten, we looked forward to the problem of recovering both from what might be called a gold-tungsten ore. A study of the Golden Chest vein showed this was not to be the case. The earliest mention of the sulphur deposits in what is now Culberson County, Texas, seems to be contained in " Explorations and Surveys for a Railroad Route from the Mississippi River to the Pacific Ocean, United States War Department, 1853-54." Captain John Pope (he was not commissioned Captain until 1856) had charge of one of the divisions of the Survey. In his report on the geology of the route, William P. Blake noted the analysis of a greenish earthy powder from the bed of Delaware Creek, at the springs, which contained 18.28 per cent. of free sulphur. The report states: "From the chemical examination of the waters of the spring, by Dr. Booth, it appears that chloride of sodium is the principal solid ingredient, but considerable quantities of sulphide of sodium are present. ***** The waters from the springs examined by Dr. Booth were alkaline, but it is possible that some of the springs are acid; and in this case the precipitation of sulphur would ensue on the mixture of the acid waters with those charged with alkaline sulphurets and the origin of the deposits of sulphur would be thus explained." This is the first reference to the existence of sulphur in that region, the first mention of the character of the water found there and the first suggestion as to the origin of the deposits. The possibility of the existence of acid waters was confirmed by E. M. Skeats, nearly 50 years later.' In this publication, Skeats says that the water from the sulphur deposits in Section 11, Block 114, Township 6, contains 79.08 grains of free sillphuric acid per gallon. This locality is about 13 miles (21 km.) south . of Delaware Creek and about 35 miles (56 km.) east of the Delaware Springs. The next published reference to the existence of sulphur in Trans-Pecos. Texas is in the Pirst Annual Report of the Geological Survey of Texas, 1889, page 226, where W. H. von Streeruwitz mentions that sulphur is found in that region, but gives no further information. The data which are collected in Table 1 show that the ferrite of low-carbon steel and of electrolytic iron, like the network of hypo- and hyper-eutectoid carbon steel, inherits, either absolutely or relatively, the grain size of the mother austenite from which it is born in cooling through the transformation range. This evidence is so abundant and concordant as to cast doubt on Prof. Jeffries'l hypothesis of what might be called reversed inheritance, by which he explains Mr. Ruder's observation2 that a grain in a "slug of pressed pure electrolytic iron powder" was coarser, perhaps 1,500,000p2, aftcr a 3-hr. exposure to 1000" C. than after a 3-hr. exposure to 1250-1300°, when the grain size was about 35,000µ2. His explanation implies a natural tendency of coarser austenite grains to yield finer ferrite ones than spring from finer austenite grains, so that the inheritance is reversed. What seems to me a simpler explanation is that the enormous grains which followed the 1000" heating were not inherited from the mother austenite, but were formed by the process of natal coarsening, by means of which Stead and Carpenter developed grains of this same order of magnitude in this same kind of material, on heating to 950" or to 1000°, the temperature used by Mr. Ruder, provided the exposure was not unduly prolonged, and it does not seem to have been in Mr. Ruder's case. That their coarsening was natal and not through inheritance is shown first by the fact that their grain coarseness was out of all proportion to their relatively low temperatures and short periods, and hence was very far in excess of the grain size which the mother austenite must have had, and second and more cogently by the fact that the shape of these coarsened grains was evidently determined by the temperature distribution which existed during and immediately after the Ar3 transformation, that during the passage from the gamma to the non-gamma state. This treatise is the sequel of a paper on "Russell's Improved Process for the Lixiviation of Silver-ores," etc., read at the Chicago meeting, in May, 1884, and published in the Transactions, vol. xiii., page 47. The facts it presents are principally compiled from Mr. Russell's notes on his practical experience gained in various places where the Russell process has been introduced. For a complete understanding of this paper a perusal of my former one is desirable, as can be seen from the frequent references here made to it. All silver-ores that do not carry a large percentage of lead or copper can be treated by Russell's process with success and economy. I do not mean to create the impression that from ores containing considerable quantities of lead and copper a high percentage of the silver cannot be extracted by this process. Such ores, however, will, in many localities, be reduced to better advantage by smelting. In case lead-bearing silver-ores are suitable for concentration, it may be profitable to concentrate the ore by Krom's dry system, obtaining a smelting-product high in lead, and to lixiviate the tailings and the dust. This plan has been adopted in a mill recently erected in Cortez District, Nevada. The dry system of concentration deserves the preference because it delivers the tailings and the dust in a condition ready for chloridizing-roasting. In wet concentration the drying of the tail ings would be expensive, and there would be a considerable loss of silver in slimes. Oxidized ores, containing silver chloride and lead minerals, may be lixiviated after crushing, and the tailings may be concentrated for lead. In this case wet concentration would be most suitable. This has been done at the Old Telegraph Mine, Utah. I would give, however, the preference to dry concentration in all cases which, of course, requires that concentration should precede lixiviation. Some years ago, when I was seeking an illusive fortune and gaining a precarious existence in the primeval forests of Brazil, there penetrated, even to my headquarters in that far-off land, the story of a new-found mining district, where mountain peaks were ribbed with silver, and valleys teemed with virgin gold. Such were the stories that caused hundreds of men to seek their fortune in Sierra Mojada, and to return heaping curses, loud and deep, upon the vivid imaginations that had evolved the glittering fiction. Nevertheless, the rumors had some foundation of truth. The ribs of silver exist, if not the placers of gold; and a flourishing town, of some three thousand people, with two leading mining companies and several smaller ones, in operation, represents what was permanent in the excitement of 1879. Geographical Situation. The town of Sierra Mojada is situated in the State of Coahuila, Republic of Mexico, in latitude 27' 24' N., and longitude 26' 40' W. of Washington, 4' 36' W. of the City of Mexico, and 103' 43' TV. of Greenwich. It lies about 70 miles, in an air-line, N. E. of Escalon station, on the Mexican Central Railroad; but by the present wagon-road, which makes a long detour to turn the mountain range, the distance to the station is about 105 miles. The nearest towns are Huajuquilla, in the State of Chihuahua, about 125 miles due west, and Cuatro Cienegas, in the State of Coahuila, 112 miles to the eastward. Between these points and the town of Sierra Mojada, and to the north of this town, the country is an immense desert, entirely uncultivated, almost uninhabited, and very little known. This

Sooner or later in the development of any natural resource it becomes highly desirable to know the quantity of this resource in the country as a whole, as well as of the part that is being developed, for the general course and conduct of the development work must be governed, to some extent, by the total supply available. An accurate estimate of the quantity of any natural resource is difficult to make; yet if one is diligent enough one can obtain a pretty accurate idea of the quantity of marketable timber, the acreage of tillable land, or the horsepower that may be developed from the streams, for these are things that may be measured. But any attempt to estimate the quantity of some mineral in the ground appears to enter the realm of imagination and it seems that the estimate can be nothing more than a blind guess. It may appear to be especially futile to attempt to determine the quantity of oil and gas that is available in the ground, for these minerals are so vagrant that even if the quantity now available should be known quite exactly, the quantity that will eventually be obtained may be much less, for certain losses in the extraction of both oil and gas are unavoidable, and just what these losses will be cannot be predicted. Though necessarily inaccurate, estimates of such mineral reserves are, however, of distinct value, for they summarize the existing knowledge of the deposits of the mineral and thus enable those who are interested in some industry that depends in one way or another on this mineral to formulate a rational commercial policy. Underground mining for gold began in Beaconsfield in 1877 and development of the Tasmania Mine saw the sinking of multiple shafts, including the Hart Shaft over the ensuing 35 years. The mine closed in 1914 at a depth of 455 m due to prevailing economics, eventually reopening in 1999. The modern mine closed in 2012 after extending the mine from a historical depth of 455 m to the exhaustion of the modern Ore Reserve at a depth of 1210 m. West Tamar Council took over the lease for the immediate area around the Hart Shaft as an extension of the adjacent museum. The Hart Shaft and above ground structures became a significant drawcard for visitors. Tasmania was affected by sustained wet weather during May, June and July of 2016 which caused severe flooding and significant Statewide damage. This uncharacteristically intense wet weather caused saturation of the ground surrounding the Hart Shaft. Eventual shaft failure was first identified in August 2016. The failure of the shaft occurred at approximately 50 m below surface and resulted in a plug of material completely blocking the shaft. Significant surface subsidence affecting the surface infrastructure ensued. Due to the unstable nature of the surrounding material, it was determined that addressing the failure above the blockage would not provide a permanent solution to prevent the continued flow of material into the shaft. Many options to stabilise the shaft were considered, however it was assessed that a concrete plug in the shaft in competent ground at a depth of 100 m below surface and well below the blockage, would provide the only long-term solution. Man-entry was considered unsafe. The solution to access ultimately entailed filling the entire shaft with granular fill up to 100 m depth to act as formwork for a concrete plug. The rising mains at 400 mm and 250 mm diameter, which remained in place in the shaft, provided the avenue for placing the fill and ultimately, the concrete plug. Once the plug was in place the remainder of the shaft up to the underside of the blockage and over the top of the blockage to the surface was successfully filled with a combination of more granular fill and flowable cement stabilised sand. The Hart Shaft and surrounding above ground infrastructure was successfully stabilised and re-opened to tourist access. CITATION:Johnson, D, Turner, A and Hills, P, 2018. This paper presents the stability assessment of the steel pipe piles that are used to support a deadman beam to anchor an adjacent bulkhead wall. Finite element analyses are performed to assess the stability of the bulkhead wall and determine the required tie-back force to the pile. The piles are relatively close to the bulkhead wall such that their soil resistance wedge zones are not fully developed but truncated by the bulkhead wall. The reduced lateral resistance capacity of the anchor piles is determined by applying the Coulomb wedge method on the truncated soil passive zones between the pile and wall. Both the conventional soldier pile stability (in terms of force and moment equilibrium) and Winkler soil spring (for soil-pile-interaction) analyses are used to assess the stability of the anchor piles.

The height of tailings pond (TP) embankments is frequently raised to accommodate the ever-increasing volume of tailings released by the mining industries. Excess pore water pressure (EPWP) may develop during the height-raising operations, which can affect the overall stability of TP. This article presents a detailed stability analysis for the embankments of an existing TP, the height of which was increased twice utilizing downstream (D/S) and upstream (U/S) construction techniques. A rigorous two-dimensional transient fully coupled-stress-pore pressure analysis is performed in the finite element-based package RS2 to examine the build-up of EPWP during different stages of construction. Furthermore, an attempt is made to investigate the feasibility of future height raising, with due consideration given to the influence of embankment raising rates. Results from the analysis show a development of higher EPWP within the tailings deposit in comparison to the embankments of TP, indicating the development of an undrained-like condition. The study further reveals that the development of EPWP is highly affected by the rate at which embankments of TP are being raised. A higher rate of embankment-raising results in the development of greater EPWP in comparison to a lower embankment-raising rate, which may lead to the ultimate collapse of TP. Furthermore, based on the stability analysis, the height of existing TP can be further raised by 4 m (two lifts of 2 m height) utilizing the U/S construction technique. A thorough cost and benefit analyses are however required before implementing the results of the current analysis since the storage capacity of TP is reduced while raising by the U/S method.

The equation may be decomposed into two independent equations by taking the divergence and curl of Navier-Stokes equation. The divergence determines the motion and stability of magneto-gravitational waves. The curl of Navier-Stokes equation gives an equation containing only velocity and magnetic field, and states that the magnetic field is driving a circulation pattern in the cell, and this magneto-flow has its own stability conditions. The waves are called Alfven waves, and their stability properties are related only to magnetic field and geometry.

The problem of stability of slopes in reservoirs is one of real interest in civil engineering. The problem is whether the valley walls will remain stable or whether they are likely to slide as conditions are changed by storage of water in the reservoir. If major slides are indicated, as on the walls of relatively steep canyons, one must estimate whether they will be so located and of sufficient size as to interfere with operation of the reservoir-as by blocking the outlets, or by displacing sufficient water to over-top the dam in a huge wave. Some cases involve problems in soil mechanics for slides in earth or weaker rock; other locations need the assistance of rock mechanics for slides in harder rock. While this is not a new problem, attention has recently been focused on its importance by the hugh landslide into the Vaiont reservoir in 1963, which claimed the lives of over 2000 people and forced abandonment of the dam and powerhouse.

INTRODUCTION How often has the thoughtful observer pondered the apparent contradictions experienced in the weather? One can take records of two days, one in the winter and one in the summer. The "degree days" indicate that space heating and domestic load were present in one case and not in the other. The Business Index may be about the same, indicating that the industrial activity of the area and its concomitant use of fuel were about the same. Thus the volume of the products of combustion released to the atmosphere varied only as related to the space heating demand. Yet on one day in winter the atmosphere may be clear and bracing, while on a summer's day the air is thick and murky and the visibility sharply reduced. The situation may be reversed. What are some of the factors that contribute to the creation of these conditions? These few notes have been prepared to indicate some of the influences that are exerted on the problem. THE SOURCES OF ATMOSPHERIC POLLUTION The industrial area of Pittsburgh, Pa., has been a dominant center for the production of iron and steel for over one hundred years. In fact, with the growth of the numerous auxiliary processes Allegheny County which contains Pittsburgh is probably the most industrialized county in the world. In addition, the type of manufacture carried out in this area is predominant dependent on thermal energy (heat). That energy is supplied from coke and coal produced in the vicinity of Pittsburgh. Indicative of the stupendous quantities of fuel that are employed in this industrial area's economy, the following (Table No. taken from the U. S. Census (1940) may I of interest. An influence that has never been fully appreciated by many individuals is the fact that no matter what adventures the gases of combustion experience as they pass through the various processes, ulti¬mately the spent gases are discharged through chimneys to the atmosphere.

Four types of slope failures in waste dumps are recognized debris flow, foundation failure, edge slump, and blowout. The first three types, although at times causing considerable damage to property and interfering with mine operations, are not usually dangerous to personnel because of their slow rate of movement. The fourth type, the blowout, is the most dangerous because of its explosive mode of failure and lack of forewarning. The December 1969 failure at Verona dump is presented as an example of a blowout. Data from piezometer holes indicate that the blowout was due to perched leach solutions near the face of the dump. The level of water in this zone is very closely related to the rate of leach water application on the dump. A detailed analysis of core samples indicates that the impounded water was perched on a zonal accumulation of jarosite which is associated with a buried dump surface. Drain holes proved successful in controlling perched leach solutions in the critical zone near the face of the dump. Monitoring of the water level in the perched zone is considered essential in preventing blowouts. The use of drain and piezometer holes has allowed an increase in the rate of water application on the dump while preventing additional failure.

The subject of this paper implies three questions: whether regulation is necessary; if so, what sort of regulation is wise; and, finally, by what government the power to regulate is to be exercised. In the year 1937 emphasis falls on the third of those questions. This contrasts with the situation prevailing a dozen years ago, when the question was whether regulation was necessary at all; and with the situation a few months ago, when the third question seemed answered by the Supreme Court decisions on the National Recovery Act, Agricultural Adjustment Act and Guffey Coal Control Act, and by the ratification of the Interstate Oil Compact. It then appeared settled that the State and not the Federal Government possessed the regulatory powers and, granting that conservation measures are a recognized necessity, the problem seemed to be to develop the wisest kind of regulation that the Constitution would permit. Today, by virtue of developments during the first months of 1937, the oil industry is faced again by the question of whether the Federal Government is to have power to control its operations, along with those of the other basic industries. Developments in Governmental Control There have been three recent developments. The dominating one is the President's proposal that he be authorized to increase the size of the Supreme Court to 15 members. The implications of that plan ought to be perfectly plain to the oil industry. This suggestion is made in lieu of offering an amendment to the Constitution, to reverse the Supreme Court decisions mentioned. In those decisions the Court held that production does not constitute commerce, and hence that the Federal power to regulate interstate commerce does not extend to the regulation of production. These holdings were contrary to the Government's contention that the stream of commerce begins in the factory and ends with the consumer and may be regulated at any point from beginning to end. That position was urged in the Government briefs in Amazon Petroleum Co. v. Ryan, defending the petroleum code, and repeated as late as Feb. 10, 1937, in the case of National Labor Relations

1 apologize for attempting to talk in a field in which 1 am by no means a specialist, but some of the problems brought up have much in common with other minerals. It touches the field in which we are all interested and it is a field in which our Mineral Inquiry has been giving special attention during the last two years. While it is the primary business, of course, of this Institute to consider the physical facts and technology of minerals, we now face the necessity of considering the minerd industry in its broader economic, social, and political relationships. We have run into a traffic jam—as though a load of hay had been spilled on the road. It makes no difference whether we are drivers or passengers, technical or nontechnical men, we have to get the load off the road before we can go farther. We are conscious of very many difficulties which are outside of the ordinary range of cost accounting or methods of mining or the usual thing with which we concern ourselves. We have extensive readjustments to make in our social and economic and political contacts. It is up to us to find out what is the matter. As a matter of fact, we do not know what is the matter in any comprehensive way. We have many suggestions as to difficulties here and there. Many people are working on the problem, but when the mineral industry as a whole is asked what is a reasonable course of procedure, what is its program, what would be a reasonable state or national policy, I think you will agree with me that we have no spokesman able to outline even a semblance of such a general policy. We sit back and criticize when somebody else steps in, as Governor Murray stepped in, and as many others of our state governors and legislators are stepping in, to do things which we do not think are reasonable. When they say, "What is a reasonable program? " we find ourselves caught napping. We have not agreed on a program.
