U.S. Borax has two tailings disposal requirements which are uniquely different in many respects, but with the common goal to minimize the impact on the environment, utilize dependable technology and minimize the economic impact. The existing borax mine in the grid Mojave desert of Southern California has gone through a series of changes in tailings disposal practices in the 56 years of operations, The other tailings disposal requirement is a new molybdenum mine, presently in the feasibility phase, in the high precipitation setting of Southeast Alaska. II. Introduction U.S. Borax is faced with two tailings disposals situations, at diverse locations:

Since the early 1900s the geotechnical community has investigated every significant failure of a tailings dam, improved our knowledge of the behaviour of the tailings storage facilities, developed analysis methods, compiled lessons learned, and committed to zero failures. The rate of occurrence of tailings dam failures has reduced since the 1980s, however, failures continue to occur and continue to surprise us. At BHP, we have decided to take an approach to the tailings management that is similar to the approach to safety. We are looking at ways to eliminate, substitute, separate or engineer around the hazard (tailings dam failure). As such, our ultimate long term goal would be to eliminate the need for new tailings facilities. Unfortunately, we have not developed yet technologies for extracting many of the common metals and minerals without producing tailings. Our shorter term goal is to substitute the current conventional slurry tailings facilities with less risky dryer facilities. We are working with vendors and research organizations to develop technologies that can be efficiently applied on a large scale. At the same time, we are committed to using the best available engineering to reduce the risks associated with our existing and new conventional tailings facilities. The best engineering can be achieved by people with the appropriate education, experience, attention to detail, discipline and authority. We have implemented a system of governance to make sure, we have the best engineering applied to all our facilities, considering the specific conditions at each site.This paper presents the current tailings governance process at BHP, and the initiatives that were undertook towards achieving a zero failure goal. "This paper describes the evolution of the Waste Management Program at the Lupin Mine through the years 1982 - 1988. The program was developed in response to the terms and conditions of the Water Licence issued to the mine in 1981 by the Northwest Territories Water Board. Echo Bay Mines Lupin Mine is located on the western shore of Contwoyto Lake in Canada's Northwest Territories about 80 km. south of the Arctic Circle.The gold mine commenced production in 1982 and the Waste Management Program was based originally on the total containment concept. Due to an expansion of the mill circuitry and increased throughput, it was apparent that the total containment concept would require reevaluation since discharge from the pond would be required within a few years. During the initial years of production, an investigative program was established to determine the most effective means for treating the tailings pond water. This program incorporated both laboratory studies as well as monitoring of the tailings pond contents and environmental conditions as the impoundment area was filling. The program showed that natural degradation phenomena, if properly utilized, are effective in lowering the concentrations of all contaminants to within Licence limits with the exception of arsenic. To ensure compliance with arsenic limits, an iron salt was added to cause arsenic to precipitate from solution in the tailings pond.As a result of our studies, the tailings management system finally implemented at Lupin Mine includes the following components:Tailings pulp retention cells constructed by dyking off one end of the tailings impoundment area.Two tailings ponds in series operated in a sequential decant and fill fashion.An iron salt solution preparation and metering system.A syphon system into which the iron salt solution is injected as the contents of the first pond are decanted into the second pond.A second syphon system for decanting the contents of the second pond to the receiving streamThis paper discusses the findings and conclusions of the waste management investigative program, describes the civil work completed to reach our final operating scenario, describes the sequence of operating the treatment system, reviews performance data, and comments on abandonment and restoration of the tailings impoundment area."

This paper describes the evolution of the Waste Management Program at the Lupin Mine through the years 1982 - 1986. Echo Bay Mines' Lupin Mine is located on the western shore of Contwoyto Lake in Canada's Northwest Territories about 80 km. south of the Arctic Circle. The gold mine commenced production in 1982 and the Waste Management Program was based originally on the total containment concept. Due to an expansion of the mill circuitry and increased throughput, it was apparent that total containment was no longer applicable and therefore studies were undertaken to characterize the tailings, to evaluate the effectiveness of natural degradation of contaminants in the tailings pond and to determine what additional treatment steps would be necessary to meet the requirements of the mine's Water Licence. These studies indicated that arsenic and cyanide concentrations in the tailings pond decant water would not meet Water Licence discharge limits unless certain measures were under taken. As a result of this work, in late 1984 a decision was made to create a two-ponds-in-series system and the necessary civil work was started in 1985. In addition, a series of dykes were constructed to contain the solids portion of the mill tailings in a confined area of the first pond. To remove cyanide, the ponds are operated in a sequential fill and decant mode to take maximum advantage of natural degradation. For arsenic removal, a chemical feed system was constructed for iron salt addition to the decant stream from the first to the second pond. Decanting of the ponds is accomplished by means of a series of 500 mm (20 inch) Sclairpipe syphons.

The purpose of this paper is to discuss the efficient operation of a tailings dewatering circuit comprising a thickener and filter press through proper control and automation. It is common to see thickeners and filter press circuits each with their own control systems. This can cause multiple issues when trying to increase efficiency and reliability of the tailings management process. By automating the thickener and filter press controls, you are eliminating any delays and inconsistencies caused by human error and process variations. When done properly the system can maintain a consistent product as the feed characteristics change. Previously, operators would have to monitor the process parameters and adjust the system accordingly. This can now be accomplished using state of the art process control equipment that continuously monitors and adjusts critical variables using Programmable Logic Controllers (PLC) and Proportional Integral Derivative (PID) loops. The paper will detail the control theory used to maintain these systems, highlight other benefits of having a fully integrated plant such as predictive maintenance and remote diagnostics as well as present examples of how these have been implemented in field examples.CITATION:Baxter, M, Cunningham, R, Williams, R and Zink, D, 2018. The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. This paper highlights the advantages of developing tailings storage facility-specific water balances. A case study illustrates how such focused analysis provides clearer insights into water storage and release, supporting improved conservation, regulatory compliance, and enhanced stability of tailings storage facilities. A robust water balance informed by up-to-date hydraulic data is essential for long term management. It is proposed that tailings storage facility-specific water balances should be regarded as standard practice in mining.

An example of market development is described. The market in rail-lake movement of coal is vital to a rail carrier because of its location. This market is threatened by nuclear and other competing fuel sources and by depressed all-rail unit train rates, The first step to develop the rail-lake transportation market consists of rate adjustments and tariff changes to force tighter scheduling of mines, railroad, port and boats, and thus reduce cost. The second step provides a surge pile at the port to eliminate most of the seasonal disadvantage of rail-lake movement and reduce car detention at the port to almost zero.

Personal risk assessment processes, also known as Take 5 or SLAM (Stop, Look, Assess, Manage) have been utilised in high hazard industries for over 30 years. However, there is limited research to understand if a personal risk assessment process improves safety and health outcomes. The author’s learnings during discussions with training participants in G3/G-MIRM (Risk Management Systems) and G2 (Risk Assessment for Supervisors) courses have provided them with significant insight into understanding if a personal risk assessment process is valued across a number of mining industry organisations. These discussions arise when the four-layer model is presented (Figure 1) where ‘Layer 4’ represents the last resort risk checking activity. In this context, training participants agree that this process has value. However, the consistent opinion is that the personal risk assessment process is not effective, that it is a ‘tick and flick exercise’ and is not achieving the desired outcomes.

Although this is going to appear in the December Issue of &E, it is being written long before the end of the year. December, of course, is the time for a summing up of the year's activities. Perhaps, the best way to begin is to report on what went on at the SME Board of Directors Meeting in St. Louis on October 20. This won't be a chronological report, and I shall take time to comment on some of the items we cover as we go along. You should be encouraged to know that your Directors take their duties seriously. Of the 21 current Directors, 19 were present, and three of the new 1971 Directors came to observe what goes on at an SME Board Meeting.

It is some time since these columns have contained a report to the members on just what is doing in the Society of Mining Engineers. Accordingly, even though it is now a month and a half after the Annual Meeting in Denver, it seems that a report on what transpired at the SME Board Meeting there is in order. First off, I'd like to say that the Members of the Society of Mining Engineers can be justly proud of their representatives on the SME Board of Directors. Of 21 members and officers on the "Old" Board of Directors, 19 were present. President Brower Dellinger chaired the "Old" Board Meeting. Of the 21 members on the "New" Board of Directors, every single one was present. James Boyd, the outgoing AIME President, attended and expressed his appreciation of the support that the Society of Mining Engineers had given him during his year as President of AIME. Members Multiply Robert S. Shoemaker, Chairman of the SME Membership Committee, pointed out that based on figures available, the Society of Mining Engineers had a net gain of 523 members during 1969 while SPE had a 490 net gain and The Metallurgical Society a net loss of 159. This is probably the first time in the last 20 years that anyone has exceeded the SPE net gain in membership. While SME still has a way to go to surpass the Society of Petroleum Engineers in number of members, we did have, on December 1, 1969, 16,369 members. However, 419 were dropped at the end of that month leaving us with a net for the year of 15,950.

I N the introductory chapter to "Man and Metals," T. A. Rickard wrote "Five hundred thousand years ago the first footfalls of man's oncoming echoed down the corridors of time." This phrase has always appealed to me, not only for its resonance but because it seems to place in some perspective man's place in the cosmos. As we go about our daily occupations and as we meet here tonight, we must agree that we have come a long way slowly at first through the ages of change but with a quickening pace that has brought to man's know-ledge and use, within the last hundred years, more ideas, more material advantages, more opportunities and more comforts than were ever imagined or dreamed of in those long corridors of time. Looking back to the dawn of his-tory, a mere five thousand years ago, there is one aspect of the birth and growth of civilization that has particular significance for the miner and the metallurgist.

Miners work in dangerous terrain, around the clock, with heavy equipment. Is there room for improvement in safety and standardization in the mining industry? Recent history would suggest there is a need for action. At a 2011 Spring Thaw conference in Denver CO, one speaker commented, ?We are having a number of incidents with workers getting ?pulled? into rollers or ?trapped? at transfer points when trying to manually clean (it) while the conveyor is still in motion.? It?s a troubling thought. These actions are specifically prohibited under U.S. Mine Safety and Health Administration (MSHA) regulation 57.14202. Another official from MSHA earlier this year indicated with today?s technology and policies presently in place, ?we should not be repeating the same incidents and violations year after year as we currently do.? But we are doing exactly that.

An examination of Canadian school children indicated that they knew very little about the world of work in general, and hardly anything about the mineral resource industry in particular. It calls to mind the story about two youngsters who decided to play house. The little girl played her role well as she went about the house doing things she had watched her mother do every day. When it was the little boy's turn, he grabbed his lunch, waved goodbye to his "wife", jumped on his bicycle and pedalled furiously down to the end of the driveway -- where he stopped. The youngster explained that he saw his dad go out of the driveway each morning, but he didn't know where he went, or what he did on the job. When you stop to consider the number of families today with two working parents, you can begin to appreciate the importance of the opportunities for role identity provided by this project.

The Approach The challenge of teaching the school children of Canada about the world of work and, specifically, the mining industry is the challenge which the Canadian Institute of Mining and Metallurgy met with the Curriculum Development Research project. It started when a small, dedicated group of Vancouver members met Dr. Doreen Binnington. After this meeting, Dr. Binnington, an expert in curriculum development at the University of British Columbia, set herself to develop a curriculum program for the elementary shcools which accomplishes two main goals: It uses the "Identity Approach," developed by Dr. Binnington, an expert in curriculum development at the enable students to understand and appreciate the contribution of people, in this case, working with mineral resources. It has pupils enthusiastically exploring the importance of rocks, minerals, and the mining industry in their lives [(Fig. 1)]. Talc is used as an essential ingredient in a wide variety of plastics applications ranging from polyester body patch compounds through polypropylene automotive, appliance, and household furniture components to high performance parts made from liquid crystal engineering resins. The paper focuses on polyolefin applications; the three tier market for talc in polypropylene; the effects of various talcs in typical compounds; and trends in each market segment. Emphasis is given to emerging markets, examples of which are polypropylene compounds which mimic higher cost resins, and polyethylene films, customer requirements for talcs for these purposes are discussed.

The philosophy, strategy and techniques of successful marketing of talc, differ sharply from those applied to most other mined products. Unlike non-ferrous metals, there are no commodity exchanges to facilitate the transfer of goods. Unlike iron ore and some non-metallics, assured markets by means of long term contracts are practically non-existent. Talc must be sold and sold and sold again. The normal channels of talc distribution are almost identical to those used, by the chemical industry. These consist of a blend of producer marketing staff, field technical service, and sales force; and independent chemical wholesalers. Like the term "chemicals", there is tremendous product diversity contained in the rather loose expression "commercial talc". Certain kinds of talc, processed in conventional ways, are regarded as commodities by the consumer. That is, that material from one source or supplier is considered to be effectively interchangeable with those available from a number of other areas and producers. Under such conditions, lowest delivered price, quickest delivery, and best, customer service, are the key factors in a successful sales effort.

Compared to coal or many metals industries, talc must be considered a small, specialty market catering to niches and dependent primarily on the physical attributes of the mined and processed mineral rather than the chemical attributes with copper, lead or uranium concentrate, the primary objective is the percent metal that ultimately is refined by the smelter, as opposed to the brightness, particle size distribution, trace impurities or morphology. The latter constitute the important determinants of where, how and why talc and similar industrial minerals are used. This paper addresses the talc market-place: where it is, how much of a market there is, who the producers are, available capacity, market growth, and marketing techniques.

This paper presents talc milling guided by a theme of "So You Want to Be In The Talc Business". Such a theme strikes a cautionary note to warn the uninitiated of potential pitfalls, and this paper will cover briefly some of the technical traps as well as one of the larger talc milling operations. It is important to our purpose to pre- sent some of the market and mineral complications that make the business of producing and selling industrial talcs much more intricate than an outsider would perceive. Metal markets by comparison are great worldwide pools into which production streams of generally identical metals can flow over a weir of market prices. Industrial talc markets are not as well defined and often must be developed by the producer working closely with a specific customer or groups of customers to prove out the attributes of the specific product from a new property. All the negatives of a new market seem to work against the introductory talc in the forms of industry or customer reluctance to change, sales prices, cost of delivery, mode of transportation, health considerations of the minerals and many more. Just locating the potential customers for a new industrial talc may be a substantial undertaking. Thus, an analogy of the worldwide metal market might compare starting a new talc operation to trying to gather up enough fallen rain drops to be able to start a production stream of a worthwhile size.
