Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau's responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau's mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman's appointment as acting director, he has spent considerable time on the road explaining his agency's redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau's 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau's history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency's eventual demise. We felt the Bureau's mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow's technologic advances. Don't confuse us with policymakers, we're not. But we are policy analysts; we're scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I'm biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. A considerable part of the sulphuric acid requirements of the Aluminum Company of Canada's Arvida smelter comes from the burning of 180-200 tons per day of zinc '"'sulphide concentrates in a 22-ft.-diam-eter fluidized bed roaster. The plant and its operation were fully de-scribed in a publication that appeared about ten year ago (1). A simplified flowsheet of the roasting and gas-cleaning sections of the plant is given in Figure 1. The wet zinc sulphide concentrates are un-loaded into a pug mixer, by means of a Pay loader, and mixed with water in a mixing tank to make a slurry of 80 per cent solids. The slurry is transferred to a .feed tank and then introduced into the roaster at a point four feet above the constriction plate, which is the height of the settled bed of zinc calcines. The objectives of the business case are to examine a proposed metallurgical project and answer fundamental questions about project feasibility, risks, opportunities, and value. A business case fulfills these basic functions: estimates economic value; helps to understand competitiveness; serves as a risk management tool; and serves as a communication tool. A business case evolves with the project life cycle, and supports the gate reviews at the end of each phase of engineering, through to project construction and operations. A business case must be holistic, including all elements of scope that can impinge on project risk and value.

MINING is one of the world's oldest industries and has pioneered the civilization of all new lands. Today, mining is not only one of the essential and basic industries of the world, but it is constantly growing in magnitude and becoming more important. We think that the most of our mining is done in the western portion of this country, but in the old State of Pennsylvania mines and products derived from minerals account for about two-thirds of the entire productive wealth of the State. As our forests are denuded, mining furnishes substitutes for timber in the way of concrete, gypsum board, etc. ; and as civilization increases the wants of mankind, mining is producing metals and minerals of every kind in increasing quantities. For example: during the past ten years the per capita consumption of copper in the United States has increased 49 per cent, to 14.56 Ib.; that of lead has increased 35 per cent, to 12.24 lb.; and that of zinc has increased 70 per cent, to 9.57 Ib. The consumption in European countries is about one-half of this, and there are other countries with large populations where there is virtually no consumption; so when all other countries catch up in consumption with our country, you can see what an enormous demand there is going to be for the metals, even to the extent of having to find substitutes for copper, lead, and zinc.

Through the use of case studies, the paper explores how companies and industry associations have used LCA to their advantage: from evaluating capital investments, meeting customer information needs, supporting new product applications, and developing credible marketing information on the environmental performance of their products. It also explores the dynamics of LCA adoption and integration within companies, and provides recommendations to further strengthen institutionalization of LCA.

THE treatment of slime is of special interest to those engaged in cyaniding gold- and silver-ores. The usual practice is to make as small a percentage of slime as possible. In many instances the slime is given no treatment, but is impounded in dams in the hope that the future will develop some method of economically treating this product. The filter-press was the first step upward from ordinary decantation, but, on account of heavy labor-charge and high cost, its use has been limited to high-grade material. The slime at the Combination mill at Goldfield averages perhaps $20 per ton, and although the values are quickly dissolved the filter-press installation was not entirely satisfactory, resulting in the erection of the canvas-cell filter, developed by Chas. Butters and his staff. This filter is a great improvement over the filter-press, and the following description of it will be of interest to those engaged in treating slime produced in crushing ores, especially in view of the fact that, by the use of this filter, slime can be treated at a lesser cost and with a higher percentage of gold- or silver-extraction than in the ordinary treatment of sand; and, moreover, the initial outlay for an all-sliming plant is less than that for the ordinary sand- and slime-plant. The economy of construction of the Butters filter-plant is clearly shown in Figs. 1 and 2, which illustrate the 20-frame filter of 40 tons capacity, now being installed by the Nevada Goldfield Reduction Co. In this construction the slime-pump is so connected that it can pump to or from either tank or the filter by changing the valve-settings-a combination which is necessary in this particular installation, since sufficient fall is not available for filling and discharging the filter by gravity. THE construction and operation of by-product coke-oven plants in America are essential to strong national defense and of the greatest importance to many widely diversified undertakings as well as to safety and health. CARBONIZATION PROCESS Coal used under a boiler or in a locomotive is consumed by combustion. Coal used in a by-product oven is distilled or carbonized, meaning that heat is applied to the coal, out of contact with air, causing a distillation that removes the volatile matter in the coal in the form of gas and vapor, leaving coke as a final product. From the gas and vapor distilled from the coal, many valuable substances can be secured, known as by-products. Hence the name "by-product oven." The simplest example of this principle can be shown by means of an ordinary clay pipe. If powdered coal is placed in the bowl of the pipe, the opening of the bowl is plugged with clay, and the bowl placed in a flame, the bowl will become hot, transferring the heat through the wall of the bowl to the coal within. When this coal attains a temperature of about 950°F., gas will begin to pour out of the pipe stem, and this gas may be lighted. A black liquid also will exude from the stem of the pipe. This is tar mixed with certain other products. What remains in the bowl after distillation is coke. A coke oven corresponds to the bowl of the pipe. A modern oven of the latest type is a refractory brick chamber approximately 42 ft. long and 14 ft. high, averaging 18 in. in width. The oven is filled with coal through closable charging holes in the oven top. Each end of the oven consists entirely of a self-sealing door, the removal of which permits the finished coke to be discharged by means of a power-operated pusher machine. The ovens are built in batteries, and the heating is effected by gas burned in vertical flues in the oven walls, each set of flues heating the walls of two adjacent ovens. Such ovens carbonize a charge of approximately 18 tons of coal in 18 hr., or have a daily throughput of 24 tons per oven, producing about I 7 tons of coke. In times of need, the output may be increased by raising the temperature of flues, thus shortening the coking time. There is one great essential difference in principle between distillation in a clay pipe and in a coke oven. In the 18-in. oven, the distillation proceeds from two parallel walls held at a high temperature (over 2000°F.) and instead of all the coal being heated at once, the distillation is a progressive one creeping inward. The average travel of this heating is 1/2 in. per hour from each vertical wall, and as the volatile products are formed progressively they must push away from the interior toward the wall through the previously formed hot coke, then up the walls and over the top of the coal charge, finally escaping through the outlet pipe. This results in a cracking of the components into many different and valuable substances not formed when the carbonizing temperature is low.

GRAHAM BRIGHT,* East Pittsburgh, Pa.-Bee-hive coke ovens are usually located at the mines, where the gases from the ovens are not strongly objectionable because the communities are not thickly built up. The byproduct oven will naturally he located near centers of industry, to which the coal can be brought from different directions and desirable mixtures can be made; where also the byproducts can be readily marketed, while the gas can be utilized for industrial and domestic purposes. Not much thought seems to have been given to the gases escaping from the byproduct coke oven, which are more or less objectionable in thickly populated sections. When the byproduct oven shall have been more widely installed, this question is likely to become serious, and it will be necessary to apply remedies. May I ask what has been done, or is going to be clone, in this direction? S. A. Moss, ? Lynn, Mass.-One cause of escaping gas is that the gas exhausters do not supply the proper suction. If a satisfactory regulating governor is applied and the correct kind of gas exhauster is used, the trouble will be eliminated. J. I. THOMPSON,? The smoke caused by the operation of the byproduct coke ovens is infinitely less than that caused by bee-hive ovens.

"Cable bolts are an important support component in modern underground mines. If an optimized cable bolt system is to be achieved, it is insufficient to focus on cable bolt layout design or on cable bolt installation in isolation. Cable bolt support, like all engineered systems, requires a holistic approach, encompassing integrated elements of design, implementation and verification. The “Cable bolting Cycle” described in this paper incorporates these components along with related tools and procedures which should be used together to ensure effective and efficient cable bolt support.Design involves the consideration of demand, capacity and constraints as outlined in this paper. The demands imposed on the sup-port system by the rock mass response to excavation under the combined action of stress and gravity must be matched to the capacity of the cable bolt array. The cable bolt system capacity is a function of the component strengths of the steel strand and the bond (load transfer) and by the deformation response and retention characteristics of the system. The design is bounded by operational and economic constraints.Implementation of the cable bolt array can then proceed and must include appropriate protocols of communication, training and quality control, in addition to both general and site specific installation procedures. Caland Ore Company Limited, a subsidiary of Inland Steel Company of Chicago, Illinois, leased an iron ore deposit from Steep Rock Iron Mines Limited on January 1, 1953.. This deposit lay underneath a lake and was covered with 161,000,000 cubic yards of Jake bottom material, mainly silt. Removal of this material was done on a contract dredging basis. This contract was divided into a plant phase and an operating phase. The plant phase consisted of supplying two cutter-type suction dredges, each with two booster pumps in the discharge lines. All six pumps were centrifugal, had 36" discharges and were powered by 10,000 horsepower electric motors. Peak demand was 59,157 kilowatts. One hundred and forty miles of steel tower line were built to bring power to the site. The balance of the plant consisted of tugs, 12 miles of discharge line, varying from 36" diameter to 42" diameter and attendant land-based equipment. A number of interesting dams were constructed

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Watershed tungsten deposit is located in the Hodgkinson Province of north Queensland, Australia. The deposit is hosted by Siluro-Devonian flysch-type meta-sediments of the Hodgkinson Formation, which were subjected to four major deformation events. Mineralisation has occurred syn- to post-D4 and is related to the intrusion of S-type granitoids of the Permian Whypalla Supersuite.Watershed is located within a regional NW–SE-striking melange zone composed of brecciated and intermixed arenites and shales. The major NW–SE-striking Tullah fault zone is situated in close proximity to the east of the deposit.The Watershed deposit occurs within a tightly folded upright anticline with NW-plunging fold axis. The anticline contains a major package of coarse-grained to conglomeratic arenite, which harbours the Watershed mineralisation. Several alteration styles occur within the arenites, of which Fe-poor calc-silicate alteration dominated by clinozoisite/epidote is the most significant. Less widespread but locally important alteration styles comprise garnet-dominated calc-silicate alteration, albitisation and sericitisation. The arenites are enveloped by unmineralised carbonaceous shales and shale breccias.Tungsten mineralisation occurs solely as molybdenum-poor scheelite and can be found as three styles: disseminated mineralisation in calc-silicate altered arenites, vein-style mineralisation with quartz-albite-scheelite veins and minor but high-grade mineralisation in albitised felsic dykes.Contact metamorphic rocks and geophysical data indicate the proximity of an underlying granitic body. It is believed that this granitic body was the main driver of the hydrothermal system generating the Watershed deposit. An early mineralisation stage caused the selective calc-silicate alteration of the arenites, while a second stage caused the vein-style high-grade mineralisation. The folded shales enveloping the arenites worked as an effective barrier that kept the mineralising fluids in a confined rock volume.The scheelite mineralisation at Watershed is open to depth, with a granite-hosted porphyry or greisen-style mineralisation anticipated below the current resource.CITATION:Griessmann, M and Williamson, J, 2015. If the emission of methane into any particular area of an underground coal mine remains constant, then the calculation of ventilation requirements is relatively simple. This is also true if the ventilation system is recirculatory. However, the emission of methane into a working area can vary considerably. There is always a risk that the ventilation will not be able to dilute the emission of methane to acceptable levels, because there are often short-lived peaks of emission which are very large. The ventilation design must therefore consider what is an acceptable level of risks and calculate the airflow requirements to meet this level. The acceptable level of risk can be calculated by examining the historical variation in methane emission into the area to be ventilated. For example, consider that an acceptable level occurs when methane emission peaks only exceed the capability of the ventilation one day in twenty. Then, from the history of methane emission, it is possible to calculate the necessary ventilation requirements. This method has been used since the early 1980s for conventionally ventilated districts. This paper examines the application of this technique to districts ventilated by recirculatory ventilation.

PETROLEUM industry forecasts are constantly made and revised but are not in the nature of predictions. Particularly in the field of demand, many of the factors are far beyond control by the producing industry. Supply reacts on demand and demand reacts on supply. Competent economists in the oil business forecasted a year ago, on the basis of experience, that demand would now be at a much lower level than it is. This increased demand increased the price of crude oil and products, and in turn those increased prices have brought forth increased supply. A reduction in demand would lead to a reduction in supply. Shortages are now world-wide, and costs of secondary importance, so if there were extra supplies in California they would be moved into what are termed "unnatural markets." For example, Argentina is in the market today for California gasoline; that is an unnatural market because of the greater transportation distances from California to Argentina than from normal sources.

The Canada Mining Innovation Council (CMIC) Exploration Innovation Consortium developed a 10-year business case for developing new discovery criteria, exploration techniques, and better data management and analysis to improve exploration success in deep, remote, and covered terrains. Within this context, the CMIC devised a five-year project proposal to create improved multiparameter exploration tools to detect ore systems and more efficient vectoring toward high-grade mineralized cores. The Footprints project was approved March 2013. More than CAD$13 million funding was provided through the CMIC-led joint sponsorship from 30 companies and the Natural Sciences and Engineering Research Council. Consistent industry leadership and integration of dedicated industry and academic expertise has the project on track for reaching its well-defined objectives.

"Representatives of various industries and the Canadian coast Guard formed a Bulk Cargoes Committee three years ago. In 1976 and 1978, I have attended the meeting which take place once per year here in Ottawa as representative of the Canadian Mineral Processors, Dave Hendricks from Granisle accepted the charge in 1977. Our Secretary, Bob Bruce, has suggested repeatedly that I report to the Membership on the deliberations to this group. Twice I found good excuses; this year I did not. I was reluctant to address you since the Committee's deliberation proceeded at a pace which might be identified as Government squared. The Committee advises a Government agency which in turn negotiates with foreign Government agencies.At the outset, I will describe the developments which led to the formation of the Committee and its purpose.The Canadian Mining Industry ships annually millions of tons of products to overseas customers; be it iron ore, coal, fertilizer, or base metal concentrates. Most loadings are in vessels of foreign registry and all will be directly affected by Canadian or International regulations of the transport of such bulk commodities. The major shipping nations are members of an Intergovernmental Maritime Consultative Organization (IMCO). This organization elaborates regulations which govern shipment of all cargo, bulk materials and concentrates included. At IMCO'S deliberations, Canada has one vote, one voice on the Consultative Committee and is represented by our Coast Guard. The Coast Guard has over the years been in contact with industries when discussions concerned shipment of bulk cargoes. In the early sixties, a ""Concentrate Committee"" did exist. It consisted of metallurgists from a number of mining companies and Government representatives. This committee was instrumental in the development of what became known as the ""Concentrate Code"", legislation which has evolved into the Canadian Bulk Cargoes Code as it is known today. The concepts of the flow moisture point and transportable moisture limit originated from its work. Incidentally, both criteria are widely accepted and utilized world-wide. The Concentrate Committee faded away once the Concentrate Code has been adopted."

WHILE 1931 was a most important year in the history of Canadian copper smelting and refining, nevertheless, due to the low price of copper and the in- ability of the International Nickel Co. to market its full capacity of nickel. the production of both copper and nickel was considerably less than the total installed capacity for the production of these metals. IIY the nor- mal course of events, 1931 should have seen a great increase in the production. of both copper and nickel in Canada, because the large extensions to both the copper smelting plants and the copper and nickel refinery capacity, which had largely been completed in the year 1930, should be showing their effect.

After considerable input from the mining industry, the Canadian Securities Administrators (CSA) finalised National Instrument 43-101: Standards of Disclosure for Mineral Projects. This Instrument, which became law across Canada on 1 February 2001, applies to all technical public disclosure on mineral projects and requires all technical disclosure to be based on the work of a æqualified personÆ (QP). While the QP is quite similar to the Competent Person in Australia there are important differences when it comes to all disclosure. This paper will summarise the main areas in which the Instrument introduces major changes to Canadian disclosure standards on mineral projects including the role and responsibility of the qualified person; the increased requirements to file technical reports; the incorporation by reference of the October 2000 CIM definitions of resources and reserves and additional rules governing written disclosure of scientific and technical information. In October 2001, eight months after the implementation of NI 43-101, the CSA compiled a list of frequently asked questions (FAQs) and CSA responses to assist mining industry participants and their advisors in understanding and applying NI-43-101. This document has been well received by industry. The CSA plans to update the FAQs when further guidance is requested. Two industry committees have been established to provide the CSA with technical advice on the application of NI 43-101. As recommended by the Ontario Securities Commission/Toronto Stock Exchange Mining Standards Task Force, the CSA has established an external industry advisory committee û the Mining Technical Advisory and Monitoring Committee (MTAMC) û to monitor the application of NI 43-101 and advise the CSA on industry and professional developments. The role of the CSA-Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Working Committee on Reserves and Resources is to ensure that the future changes and updates to the CIM Standards can be efficiently and effectively incorporated in NI 43-101. During this first year, the Canadian securities regulators have seen an improvement in the quality of disclosure on mineral projects, which will increase investor confidence in the industry.
