The question, Who won the war?, has been the text for innumerable newspaper, and magazine articles, the answers running from "bread and butter" to "poison gas," in a material sense, and from the "Y. M. C. A." to the "boys in the front lines," humanly speaking. Personally, I think the margin by which success was secured was so narrow that none of the complex, interdependent factors could have been .spared, and that, as Admiral Sampson said after the battle of Santiago: "There is glory, enough for all." But if any one human factor can be said to have been absolutely indispensable, I think all will agree that it was the engineer. The engineer, as a rule, is a modest fellow, so modest in fact and so averse to publicity of any kind that, referring to him as a class, he was hardly occupying the place he should in public estimation before the war. By way of illustration, in the early history of a mine in Bisbee, the chief owner was also the proprietor of a saloon and spent most of his time there. When asked why he did not pay more attention to the mine, lie replied: "Oh! I can hire a boy to look after that; it takes a man to run this bar." Comparisons of the position and pay of engineers with other occupations are sometimes made to show that the engineer is not getting all that he should, considering the time of preparation and the qualifications required. Perhaps at least a part of the cause may be his aloofness from many of the practical affairs of everyday life. Whether he won the war or not, the part played by the engineer has certainly placed him on a sort of pedestal in the public estimation at present and it is very desirable to keep him there and maintain the position he has made for himself.

SHORTLY after Denny, Robson, and Irwin(l) published their first paper, in 1937, on the prevention of silicosis by metallic aluminium, experiments were begun on the practical application of the discovery. It was thought at that time that aluminium powder, to be effective in aluminium therapy, would have to be intimately admixed with siliceous dust at the latter's source. There followed several years of experimental work underground, during which the application of aluminium powder was tested in: (1) Shakers on machine columns, vibrated? by drills (2) Vials placed in drill holes to be blasted (3) Both homogeneous and heterogeneous. mixture with explosives ( 4) Packages with tamping (5) Compressed-air lines (6) Special compressed-air ejectors for use while drilling and after blasting (7) The discharge of ventilation fans (8) The filters of respirators It was concluded from this research that any adequate method of introducing aluminium powder into a mine atmosphere would require too much extra gear, supervision, and aluminium powder, and would interfere unduly with underground routine. Later, animal experiments by Denny, Robson, and Irwin(2) showed that aluminium powder provided effective therapy when inhaled independent of silica dust. Therefore, some means of surface treatment was deemed more practical.

An evaluation of the function of the engineer, so that means whereby education can best serve his needs can be adopted. THERE has been a steady increase in specialized branches of engineering during recent years. Some of these are simply specializations in the function of engineering, such as welding engineering, tool and die engineering, petroleum engineering, and refining engineering. Others are associated more closely with the basic sciences, as for example, geological engineering or engineering physics. Still others tend toward the border line of business, such as administrative engineering or general engineering.

Engineering design follows a six–step sequence. Demonstration of this sequence in materials engineering is less common. A case study is presented, using the 1989 paper by Gafner on the development of 990 gold-titanium alloy. This paper identifies a need, develops the problem, identifies alternatives, demonstrates the use of metallurgical principles to identify alternative responses, and shows how more favorable options are selected. The paper can also be used to illustrate engineering design as an iterative process. The paper is also useful as a starting point for more in-depth examination of specific elements of the design process, and lends itself to the creation of student exercises.

September 20, 1917. As this meeting terminates the year's agreement under which the Engineering Foundation has appropriated its income to the National Research Council, a brief summary of what has been accomplished seems called for. The Research Council was organized Sept. 19, 1916. The Executive Committee was appointed at that meeting; since that date two other meetings of the Council have been held, one in Boston, on Nov. 13 and 14, the other in Washington on April 19. During the intervals between the meetings of the Research Council, the Executive Committee has conducted all of the business of the Council. There have been 29 meetings of the Executive Committee, 13 in New York up to the first of May, 15 in Washington subsequently, and one in Boston. The meetings in New York were devoted to the organization of the Research Council and especially to appointment of committees. At the outset, the Council had no very clear idea of the way in which it was to organize; there were several other groups of scientific men at work, among them, the Research Committee of the American Association for the Advancement of Science and the Engineering Committee of the Advisory Commission to the Council of National Defense. Time was spent in straightening out these two principal complications, both of which were satisfactorily adjusted. The upshot of these negotiations is to leave the Research Council as the only representative, national body of research men, assisting the Government. During the period up to May, the Executive Committee in New York selected carefully the personnel of some 25 principal committees, and of a large number of sub-committees; so carefully were these chosen that of the entire number, several hundred, there have been only one or two declinations. Some of the important steps in the development of the Research Council are the establishment of the Military Section, composed. of the members of the Council connected with the Government and resident in Washington. This Section put the Research Council into close contact with the most important officials of the Army and Navy. From it has grown the Washington office of the Council, and the recognition of the Research Council as the "Department of Science and Research of the Council of National Defense; " and the establishment of the Washington office after the Council of National Defense had officially recognized the Research Council. About this time Dr. Hale, Chairman of the Council, appointed Dr. Millikan to be Vice-Chairman to represent the Council in Washington, and Dr. Millikan has since then been in charge of the work of the Council. At the request of the Secretary, Dr. Millikan has prepared a brief report of some of the work of the Research Council during its first year, which is appended to this report. It shows that the Research Council has been active in much of the important work. under way in our preparations for war, and that it has rendered effective services to the Government.

The California Department of Water Resources is concerned with the development, distribution, and protection of the State's water resources. Geologic activities of the Department relate to planning, construction, and operation of water projects, supervision of the safety of over 900 dams under state jurisdiction, and investigation and control of ground water supply. The Department is engineering oriented, and the role of the geologist is to assist with the solution of engineering problems. Some of these problems require the integration of many talents, including not only those of geologists and engineers, but also those of economists, lawyers, seismologists, chemists, geophysicists, and hydrologists, Frequently, a task force of several disciplines will attack a problem as a team.

HOW the Engineers' Memorial clock and carillon at Louvain has impressed the people of that city is indicated by the following letter sent by the Secretary of the University of Louvain to the Secretary of the United Engineering Society. We are still full of the memories of that splendid July 4, when we came into such .delightful contact with our American friends and more specially with the representation of the engineering societies of the United States. It was a great joy for all the members of the University to see those, American friends who have given to us such a splendid memorial in honor of- the brave men who fell in the Great War.

IT is not my purpose to write a lengthy article or to attempt the solotion of the problem I am presenting, but to call attention to what I believe an important issue, hoping that it may arouse in some one, or in some company, a sense of responsibility. I am referring particularly to modern up-to-date milling plants discharging tailings which under existing conditions cannot be further treated or from which a recovery cannot be made at a profit, but where a quantitative and qualitative analysis shows that a portion of these tailings might profitably bee treated, at some future time when our metallurgical knowledge has advanced, when we have cheaper power, chemicals, labor or other advantageous conditions. Early Methods In our early milling methods very little attention was given to the care of tailings. It was thought that if the mill could be located by a stream or a river where the final disposal of the tailings could be forever lost sight of, it was highly desirable. We can now see acid estimate what was lost in these rich tailings, not recoverable from the streams and the great rivers. Fortunately for many, the depositing of tailings in these streams and rivers was objected to by the farmers and finally prohibited by the State Legislatures. In looking back over our past milling methods, it seems that, the first endeavor was to make the maximum amount of money for a particular period, or year, regardless of the future, the depletion of the mine, or the conservation of the total mineral content. This paper addresses the challenge to define a concept of entropy (state of order) for a textured particle system. Both the particle texture, the intergrowth respectively, and the particle size influence the order of a particle system. The smaller the particles become, the more particles form the solid system and the more permutations of the structure of the particle bed are possible. The texture within a particle is fixed, as long as it is not subjected to changes due to comminution, flocculation or agglomeration. The paper will present a definition of entropy, which is able to reflect qualitatively and quantitatively the intergrowth and the size (distribution) of the particles. Theoretical examples will show how different breakage mechanisms can be identified using the entropy definition. The Environment process, invented by Prof. H.K.Womer and developed at the University of Wollongong, simultaneously treats ferruginous and organic wastes via bath smelting. Conceived in the late 1980's, the patented process was originally developed using steelworks dust to settle solids from sewage, producing a composite material suitable for smelt reduction. Work began on the process in 1990 with the Australian patent having a priority date of February 1990. Early research focussed on settling of solids from sewage, while pyrometallurgical investigations examined smelting in small induction furnaces. By 1992 smelting trials had been undertaken in pneumatic and electric arc furnaces, the process being successfully demonstrated up to on 8 tonne scale. The success of this particular trial, and other smaller trials, resulted in construction of a 100kg DC arc furnace which was commissioned in 1993. By 1994 the main project focus was on development of the smelting technology. Over 3 years of trials on the DC arc furnace have identified and clarified many of the pyrometallurgical reactions. optimum operating parameters, as well as demonstrating the versatility of the process for treating a wide range of wastes. Currently the Illawarra Technology Corporation (lTC), the commercial arm of the University of Wollongong, is pursuing commercialisation of the process.

The recycling of MgO-C refractories as a slag conditioner in EAF (electrical arc furnace) foaming slags have been evaluated by the Albany Research Center. The amount of MgO in the slags is critical for the foaming quality. Good foaming slags provide the benefits of high energy efficiency and low refractory consumption and require saturation with MgO. A computer model predicting the chemistry of MgO saturated foaming slags was designed to predict suitable amounts of MgO additives from MgO-C spent refractories. This model can also help to reduce the amount of slags and to improve the economics of producing steel. The implementation of this recycling program is underway at steel plants and the experience of recycling spent refractories will be discussed.

Discussion of a Paper by Mr. C. H. White, read at the Atlantic City Meeting, February, 1904. (Annual Meeting, February, 1005.) ARTHUR JARMAN, Sydney, New South Wales, Australia (communication to the Secretary*) : All designs for modern metal¬lurgical and chemical laboratories should provide each student's desk with a hood or cupboard for the removal of fumes, but I doubt the advisability of placing air-baths and similar apparatus close to the hot plate. It seems to me that unless the draft be exceptionally strong the fumes from ordinary wet assay work will corrode the iron-work of the fittings, in which case the baths would have to be removed to a general desk in order to lighten the work of the laboratory attendant. Since the laboratory described by Mr. White has been in use for two years, I should like to ask if any inconvenience has resulted from this corrosion. If not, it is certainly an important improvement to have the air-baths and similar apparatus placed -on the student's desk. The hoods described by Mr. White are supplied with a good draft by means of a fan, which gives them a great advantage over those at the metallurgical laboratory at the University, Sydney, in that no doors to the hood are needed. Each hood in the laboratory at Sydney is connected by a glazed earthenware drain-pipe with a vertical flue, 20 ft. high, having a lighted gas jet at the bottom to assist the draft. Although the draft is good, fumes of sulphuric acid cannot be drawn o$ unless the doors of the hood are lowered more than half-way. In my opinion, a fan should be used for the purpose of creating the draft, and glazed drain-tile should invariably be used for the flues because no other material possesses the same advantages. HUDSON MAXIM, Brooklyn, N. Y.-Immediately after the creation of the Naval Consulting Board, Admiral Strauss, Chief of the Bureau of Ordnance of the Navy, told members of the Board that the most important problem for the scientists to solve was erosion in large guns. The Navy, for years, had been working on the problem with marked suceess, but there was much yet remaining to be accomplished. As Chairman of the Committee on Ordnance and Explosives of the Naval Consulting Board, I communicated with several experts in the manufacture of steel, principal among whom was Prof. Howe. He generously agreed to help in every way possible, and the work that he has done and the time that he has spent upon it can he appreciated only by reading his paper. Prof. Howe asked for some rings. from a, certain 14-in. gun which Admiral Strauss had mentioned in particular, and in which, he had informed us, at each shot the bore of the gun, was enlarged about 0.001 in.,' and that after a relatively small number of rounds it was considerably eroded. It has puzzled scientists for a long time to account for the peculiar erosive effect produced by the powder gases in a gun, arid: what Prof. Howe has done in his paper is worthy of Sherlock Holmes. He is a veritable Sherlock Holmes of science.

A novel hydrometallurgical process for Escondida copper concentrates has been developed by The Minerals Laboratory of BHP. The Escondida Process consists of concentrate leaching, solution purification, electrowinning and residue flotation. Part of the copper will be sold as high grade concentrate and part as high purity SX-EW copper. Contrary to previous efforts for the development of a hydrometallurgical process for copper concentrates, this patented process does not advocate the total dissolution of copper. It only aims for the copper that is readily soluble in a mildly oxidizing environment with an ammoniacal or acidic lixiviant. Both lixiviants were studied, but ammonia was preferred because of fast kinetics at ambient temperatures and pressures. By controlling the oxidation potential, the formation of sulfate ions and, consequently, of an ammonium sulfate byproduct, is precluded. These mild leaching conditions also prevent the dissolution of unwanted impurities and result in the production of ultra-high purity electrowon copper. Solution purification is carried out by solvent extraction with LIX-54. The very high loading capacity of this organic results in a compact SX circuit, consisting of two loading, one scrubbing, and one stripping stage. As the organic is selective for simple copper ions, the copper amine complex is broken down and free ammonia is regenerated and recycled for leaching. High purity copper cathodes are produced in a conventional sulfuric acid based electrowinning system. One scrubbing step is needed to separate the ammoniacal circuit from the acid circuit. Limiting copper dissolution to less than 50% also provides an opportunity to produce high grade concentrates by residue flotation. Copper recoveries in excess of 98% with precious metal values reporting to the final concentrate can readily be obtained. Complete breakdown of the copper mineral- pyrite middlings results in a final concentrate grade that can be even higher than the original feed material. The Escondida Process also provides an opportunity to accept lower grade copper concentrates producing improved copper recoveries in the mill and yet high quality concentrates for marketing. The Esperanza mine of the Copper Division of Duval Sulphur & Potash Co. is located in the Twin Buttes District, 32 miles southwest of Tucson, Ariz. Records of mining activity in this vicinity date back to the 1850's. The New Year's Eve mine, which was last active briefly during the years of World War II, made the first actual penetration into what is now Duval's Esperanza property. Duval's exploration department became interested in the Esperanza in the fall of 1954. The first test hole was started on May 8, 1955. Two years of intensive exploration work together with metallurgical studies developed the basis for the decision to establish an operation.

INTRODUCTION SOONER or later in the development of any natural resource it becomes highly desirable to know the quantity of this resource in the country as a whole, as well as of the part that is being developed, for the general course and. conduct of the development work must be governed to some extent by the total supply available. An accurate estimate of the quantity of any natural resource is difficult to make; yet if one is diligent enough one can obtain a pretty accurate idea of the quantity of marketable timber, the acreage of tillable land, or the horsepower that may be developed from the streams, for these are things that may be measured. But any attempt to estimate the quantity of some mineral in the ground appears to enter the realm of imagination and it seems that the estimate can be nothing more than a blind guess. It may appear to be especially futile to attempt to determine the quantity of oil and gas that is available in the ground, for these minerals are so vagrant that even if the quantity now available should be known quite exactly, the quantity that will eventually be obtained may be much less, for certain losses in the extraction of both oil and gas are unavoidable, and just what these losses will be cannot be predicted. Though necessarily inaccurate, estimates of such mineral reserves are, however, of distinct value, for they summarize the existing knowledge of the deposits of the mineral and thus enable those who are interested in some industry that depends in one way or another on this mineral to formulate a rational commercial policy. Some time ago, when the price of gasoline suddenly rose in a rather spectacular manner, the writer was one of the U. S. Geological Survey geologists called upon to help to estimate the quantity of oil that could be obtained in the United States, for the fear had become widespread that perhaps the rate of increase in the price of gasoline was a measure of the rate of depletion of the supply of petroleum. "Mining executives are becoming increasingly involved with decisions of the ""What would happen if ... "" variety. Potential changes in government policy, such as tax incentives, E.G.M.A. allowances, etc. affect the economic future of present and proposed mining ventures.This paper will discuss various measures of effectiveness normally used in assessing this future, such as discounted cash flow, etc., and will describe means of introducing uncertainty into the computations. As the recognition of risk and attitudes toward accepting it are very important in the life of a mine executive, there will be a brief discussion of utility theory and its application to risk analysis.Risk models are usually of a size to warrant the use of an electronic computer. Therefore, to demonstrate the simple interaction necessary between a financial analyst and such a model, data will be read into a remote computer from a time-sharing terminal in the meeting room. It will be shown that changes may be rapidly made and alternative policies investigated ""on line"" to a computer."

Glass is one of man's most versatile creations. ---The earliest glaze known---is about 12,000 B.C. ---The oldest pure glass is a moulded amulet of about 7,000 B.C.---. Indicative of a knowledge of properly-proportioned, quality raw-material, means were found for producing the first relatively clear, transparent glass at about the beginning of the Christian era. The fundamentals of almost all the modern, technical processes of manufacture were established during the 3rd Century. (1) Glassmaking, practiced in Colonial America, was moved toward the Ohio Valley in response to increasing demands for fuel. This move, beginning in the 1860's resulted in the use of the glass sands contained in the Oriskany (and St. Peter) sandstone. (2) Glass sand,(3) virtually pure, fine-to-medium-grained quartz sand(4) is the principal raw material used in the manufacture of glass; it constitutes proportions which range to a maximum of about 72% and seldom is glass made without it. However, acceptable glass sands are, invariably, those which most nearly fit the glass-producer's economic needs and any method used to evaluate a raw material's potential must finally prove equatable with such needs. As used in the United States, source-rocks of glass sand include sandstone, unconsolidated silica sands, quartzites and vein-quartz. Admixtures of silica sand and other (principally clay and feldspar), readily separable components have been proven viable. However, the silica sand, refined by nature to a high degree of purity, is the desirable product of exploration. If the term, standard, is justified by long-continued use, the Oriskany - and St. Peter sandstones are, together, the nonesuch of the glass sand industry they provide the principal tonnage of melting sand. According to Grimsley,(5) Ottawa, Illinois, glass-sand is considered the standard glass-sand of the West and the analyses of Berkeley Springs sand (Oriskany) compare most favorably with this sand.

Laguna del Rey is the name of a dry lake bed located in the State of Coahuila, Mexico in a semi-desertic terrain typical of the basin and range physiography. Química del Rey, S.A., a subsidiary of Industrias Peñoles, has been producing sodium sulphate since 20 years ago, from brines pumped from the sub-surface of the present playa. The spent brine is used as raw material for the production of magnesium oxide. An extensive, lenticular deposit is found just below the playa. It consists mostly of glauberite (sodium-calcium sulphate) and blöedite (sodium-magnesium sulphate). The glauberite occurs as thin crystals oriented at random and leave many void spaces among them. These intercrystalline spaces are partly filled with mud, but the whole mass of the evaporite is still very porous. A brine that contains in solution ions of sodium, magnesium, sulphate and chlorine occupies the voids of the sponge-like evaporite body.
