When Dr. David Gully solicited this paper last spring a few questions basic to commodity trade between the U.S. and world markets appeared perplexing. Why, for example, when the demand for aluminum was at a peak and when little expansion of capacity had taken place, was the dollar price half of what it had been at the previous peak? Or, why in 1984 when imports surged by 50% as the U.S. economy pulled out of its recession did the dollar not fall, but rather rose by 35%? And, why when the experts all seemed to agree that the dollar was grossly overvalued did the price of gold continue to decline? Surely these were extraordinary times for the mineral economist. When this paper was written in late July, 1985 the answers seemed clearer. The prices of many commodities were not low - the dollar in which they were denominated was too high. In other currencies many commodity prices were indeed high. The dollar was overvalued in trade terms by some 40% caused by an influx of short term coupon investments made by foreign money managers to take advantage of the higher short term interest rates in the U.S. relative to other international banking centers. With a decline in the relative difference in interest rates, an unhealthy buildup of foreign bank accounts and a perception that the dollar would fall, the dollar did start to decline rapidly.

"Studies have shown that there is a correlation between commissioning and start-up time, i.e. time to reach full plant design capacity, and the degree of innovation and technical/engineering uncertainty in the project design. The paper describes the types of start-up curves for plants according to the level of technology or uncertainty in the process design. The need to properly describe and understand the commissioning and start-up time is examined using these curves and the importance on project success is highlighted. A number of case histories of recent mining and metallurgical projects are also reviewed. Finally, the paper reviews how to better assess the level of start-up uncertainty associated with a project and makes suggestions for decreasing the commissioning time due to technological risk.INTRODUCTIOThe start-up of a new mining and metallurgical facility, a much anticipated event, is a critical step in the life of such a project. Achieving a successful start-up and reaching the design capacity on-time requires careful planning, a thorough understanding of the key technological and engineering components involved and a well-trained and adequatelystaffed start-up crew. In this paper, some of the aspects related to start-up of a mining/metallurgical project will be explored, and in particular, the impact of the technology component will be examined. In order to illustrate this, a number of case histories based on recent mining and metallurgical projects will be discussed. Ways of assessing and understanding the uncertainty associated with technological issues related to start-up of a mining and metallurgical plant will also be examined.The history on mining and metallurgy is full of success stories of great mines and mills that are now considered “company makers” (well known examples of such successes include the Horne mine for Noranda which had a 1 year start-up in 1926-27, the Dome mine for Placer Dome, the Grasberg deposit for FMI in Indonesia). Less well documented are specific studies relating to plant start-ups and what constitutes a success or a failure, however there are a few notable references in the literature and these will be reviewed."

The impact of conversion on the coal industry can be summarized very briefly: We are going to have to mine an awful lot of coal. Fortunately, the United States has the coal reserves available, and given the right conditions, we can mine it. The coal reserves of the United States are enormous. If we consider them on the basis of proved reserves, using the standards of the petroleum industry--that is, resources mapped and explored and recoverable with present techniques at close to present costs--and compare that with the reserves of other fuels, coal constitutes 88 per cent of the proved recoverable energy resources of the nation. That includes oil, natural gas, oil shale and uranium, so long as the uranium is used in burner reactors. If we consider resources on the basis of "ultimate recoverable" reserves, that is, those resources which can be extracted with improved technology and at somewhat higher costs--and if we include those resources of all fuels not yet found but believed to be waiting discovery--coal still accounts for 74 per cent of the national total. We have built a hydrocarbon economy in which about 76 per cent of our total energy needs are supplied by petroleum and natural gas, and about 20 per cent by coal. Domestic resources of oil and gas are running dangerously low and, assuming a continued hydrocarbon economy, the 20 per cent supplied by coal may increase dramatically. We already import nearly a quarter of the petroleum we consume, and the chief source of additional imports seems to lie in the politically unstable Middle East. Natural gas is in even shorter supply, and the problems of importing it seem at least as difficult as those of oil. The fact is, the United States is already relying to an increasing extent on foreign fuel sources. There is an obvious national risk in making an important part of energy supply hostage to foreign governments of uncertain tenure and friendliness. Copper sulfate is traditionally used to activate various types of sulfide minerals. The list of users includes Falconbridge Sudbury operations, where copper sulfate solution is added to the pyrrhotite/pentlandite middlings at the scavenging stage. Results from some batch tests reported in the literature suggested that copper activation is helpful for the improvement of pentlandite recovery, especially in the difficult to float fine particle range. Any improvement in pentlandite recovery is important since it is the main nickel bearing sulfide mineral. The impact of copper sulfate for this function has been investigated. Since the focus of current investigation was the flotation behaviour of minerals at the scavenger stage, rougher flotation was kept as constant as possible at two different weight recoveries, namely 13.2 per cent and 15.5 per cent that is relevant to industrial practice. Samples taken during batch testing were extracted using DETA and flotation products from selected tests were analysed to determine the recovery by size behaviour in relation to the use of copper sulfate. Results provide significant evidence that the addition of copper sulfate to these middlings does not yield greater nickel recovery, either on an overall or specific particle size basis. It is concluded that copper sulfate is wasted in the process and that self activation behaviour of the ore at a slightly reduced pH is sufficiently significant to maintain the scavenger recovery of pyrrhotite and pentlandite at desirable levels. Results obtained from limited circuit trials have shown supporting evidence for this conclusion.

What is the "best" copper smelting technology? When a future Agricola examines the development of copper smelting in the 20th century, he will be amazed at how little took place in the first half of the century and how much in the second. In a period when the technology of transportation, communications and chemical processing advanced many fold, copper smelting remained practically static. The result of tightening energy supplies and stringent environmental controls in recent years has been a spate of development activity that not only is challenging the supremacy of the reverberatory furnace, but threatens to wipe out pyrometallurgical techniques entirely.

We investigate the relationship between corporate financial performance (CFP) and environmental and social performance (CSP) in a sample (n=165) of large, publicly traded U.S. mining and oil and gas firms. Using optimally scaled principal components analysis to generate aggregate measures of CSP strengths and concerns, we find higher concerns are related to higher volatility of unexpected earnings and discount rates. Furthermore, these earnings shocks are more likely to be negative as concerns increase. Decomposing this relationship shows that negative environmental performance dominates proactive environmental management as a driver of unexpected earnings, but proactive community efforts increase the magnitude of earnings shocks. We document some evidence of the strategic use of CSR, with those firms that have greater risk investing more proactively in CSR.

Much of our knowledge of the behaviour of underground coal dust explosions has been derived from less than full-scale experimental explosions in facilities as small as 0.25 m diameter pipes. Although a substantial body of research has been undertaken in larger galleries approaching the size of full-scale modern mine roadways, there are still questions regarding the scaling of results to full-sized roadways in modern coalmines. Questions also surround the issue of comparing or scaling results between smooth and rough walled galleries, round and rectangular galleries and galleries with differing wall thermal properties due to different materials of construction.This paper will examine the influence of gallery size, cross-section area and wall roughness and thermal properties upon the characteristics of a coal dust explosion. Data from past explosion research will be examined and assessed for its application to the problem along with theoretical considerations for these factors.Recommendations on the design and minimum appropriate size of explosion galleries for assessing the performance of explosion inerting strategies, passive and active explosion barrier performance and determination of appropriate pressure ratings for ventilation structures will be made.CITATION:Humphreys, D, Collecutt, G, Greenwood, J and O’Beirne, T, 2015. "The conversion of a concentrator from one grinding media type to another is a major undertaking in terms of both financial and technical risk. So, a strategy of completing sufficient laboratory and field tests to mitigate this risk, and give the operation confidence that advancing to plant trial will give a high probability for success.The objectives of this paper are twofold: to provide the reader with a strategy for mitigating risk prior to undertaking a plant trial; and to provide a statistical basis for analysing plant trial data. That is, when employing an electrochemically inert grinding media in the primary grinding circuit it is possible to change the pulp chemistry of the system and improve the metallurgical response of the ore.This paper tracks the changes in pulp chemistry and metallurgical performance of Rosh Pinah Zinc Corporation’s silver/lead/zinc concentrator as the primary ball mill was converted from forged steel grinding media to high chrome grinding media. The changed in metallurgical performance are correlated to the shift in pulp chemistry.INTRODUCTIONTheoryBruckard et al (2011) recently published an article describe the effect of the grinding environment on the flotation of copper sulphides. While this paper confined its discussion to copper sulphides the arguments presented apply equally to other sulphide mineral systems. Broadly, these studies indicate that most sulphide minerals are more noble than the grinding media used during comminution. Therefore, the sulphide minerals are cathodic with respect to the forged steel grinding media, and the following reactions apply:Cathode (sulphide mineral): ½O2 + H2O + 2e- ? 2OH- (1)Anode (grinding media): Fe ? Fe2+ + 2e- (2)A galvanic couple between the grinding media and the sulphide mineral(s) exists, which increases the corrosion rate of the forged steel media. The corrosion products of the grinding media, iron oxy-hydroxide species, invariably precipitate on to the surfaces of the sulphide minerals thereby affecting their floatability (Johnson, 2002).The application of more electrochemically inert grinding media to “real” ore systems at an industrial level to improve metallurgical performance has not gained universal acceptance. The aim of this paper is to provide a protocol for conducting laboratory and plant test work that clearly demonstrate that metallurgical benefits are not only possible, but measureable, by way of example. A review of the evolution of the North American sulfur market's structure serves to dramatize the kinds of changes that the market is undergoing at the present time. In 1970, the U.S. accounted for 23 percent of world sulfur production. This share has not declined dramatically--to 21 percent in 1993--but the U.S. developed into a substantial net importer of sulfur in the past 25 years. U.S. output was based on large deposits of native sulfur in the western part of the Gulf Coast region with production by the Frasch mining process. Producers of Frasch, or on-purpose sulfur, have historically absorbed cyclical fluctuations in sulfur demand. Two major changes in the North American market from that time to now have been the introduction of increasingly large quantities of by-product sulfur from petroleum refining and natural gas processing operations in the U.S. and Canada, and that Canadian producers have become the marginal supply source for U.S. sulfur consumers.

The minerals sector continues to draw attention from policy makers who would want to see both old and new mineral projects add value to the minerals in the host country. The current technological development in the leaching of manganese oxide ores to produce a high-purity manganese sulphate monohydrate, a compound that is used in the manufacture of batteries for electric vehicles or long-life storage cells for the renewable energy market, has led to junior mining companies spearheading this technology in new projects across the globe. In this paper, we researched the high-purity manganese sulphate monohydrate project pipeline and used projected production volumes and C1 cash costs to construct the industry supply curve for six projects, including the K.Hill project owned by Giyani Metals Corporation near Kanye, in the southern part of Botswana. The aim was to determine the ideal conditions that would provide a comparative advantage for further local value addition to high-purity manganese sulphate monohydrate and to the end user product. The results showed that while the estimated C1 cash costs would place the K.Hill project as the second highest cost producer from among five projects, it would nonetheless have healthy profit margins due to the high projected price of high-purity manganese sulphate monohydrate. The study recommended policy options, which, if implemented, could further encourage the exploitation and value addition of battery metals in Botswana.

This paper is presented from the viewpoint of the mill operator and maintenance supervisor. Its purpose is to highlight the things that have been accomplished by the mill designers to lighten the load for the maintenance superintendent and to reduce the overall costs for the plant operator. The complexity of plant design, the civil and structural engineering problems encountered when the satisfactory maintenance layout is accomplished are appreciated, and the writer is fully aware of the complexities of these problems. However, it is not the purpose of this particular paper to dwell upon these problems, nor to emphasize or de-emphasize the problems of the civil, mechanical and electrical engineers. It is simply that the paper will attempt to review what these people have accomplished in spite of the many technical problems. This paper then is prepared with the operator and maintenance people?s viewpoint. What is their definition of design for maintenance? It is the writer's interpretation that the various design concepts which mean improved maintenance are such items as (I) maintenance areas, (2) laydown space for maintenance materials in specific maintenance jobs, (3) the inclusion of bridge cranes in the plant and specific design of the craneways to accomplish flexibilities for the cranes, and (4) the location of the piece of equipment to allow maintenance people to work around the equipment - - - this specifically includes the orientation of the particular piece of equipment.

In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

The processes involved in the concentration of magnetite ore with process water as the aqueous medium can have a strong influence on the surface properties of the magnetite particles. In this study, different leaching methods, as well as zeta potential measurements, were used to examine the major easily accessible ions on the particle surfaces and their effect on the surface charge. The results show that the enrichment of elements on the surface of the particles appears early in the refinement process. Ca was enriched up to 15 times and Si up to 50 times compared to what pore water alone would have given. The leaching experiments also showed that the addition of water glass increased the surface enrichment of Si and that the collector might hinder desorption of Ca. An alkali leaching method was evaluated, which showed that Si was much more enriched than S and Cl. Zeta potential measurements on synthetic magnetite particles showed that process water resulted in zeta potentials different from the potentials measured for these particles in aqueous calcium and silicate solutions. Therefore, it is important to consider the complexity of the process water when making predictions about the properties of the particle surfaces in the final magnetite concentrate, which most studies do not. Zeta potential measurements were also used to rule out a strong influence from organic matter in the process water on the magnetite zeta potential.

The sulfidisation, acidification, recycle and thickening (SART) process is currently being used at NewcrestÆs Telfer Gold Mine to recover cyanide and copper from the cyanidation tails of the pyrite concentrate carbon-in-leach (CIL) process. While the process has been effective at attaining high recoveries of cyanide and copper, the Telfer SART plant has experienced higher than expected sulfide additions to achieve these recoveries. This paper details the results of surveys on the Telfer SART plant, which show that residence time appears to be causing the high sulfide consumptions. In 1997, damage as a result of Castrol R40 entering the INCO pressure carbonyl plant carrier gas stream was becoming increasingly severe. The oil in the gas stream was adversely affecting both equipment availability and process control resulting in rising unit costs. The main source of the Castrol R40 was determined to be the carrier gas and low pressure gas blowers. Plant personnel initiated a plan to prevent the Castrol R40 from entering the carrier gas stream by replacing the mechanical shaft seals with Ferrofluidics seals on these blowers. The following paper details a brief case history of the Castrol R40 in the carrier gas including impact on the plant. This will be followed by a technical discussion of the new sealing arrangement that was developed by plant personnel, Roots Blower and Ferrofluidics. Lastly, this paper will update the status of the blower upgrade project and document the results to date.

"This paper characterizes quarterly LME copper price fundamentals from 1995 to 2011 by analyzing the transformation of the market mechanism based on structural change perspective. Using chow test for structural change based on the least square multiple regression, we divide the price fluctuation into: Stable price period (1995Q3-1999Q2), Low stable price period (1999Q3 – 2003Q3) and Price fluctuation period (2003Q4 – 2011Q2). The results show the existence of structural breaks disproves the investigation of the full sample period as a whole. In different structural breakpoints the main drivers of copper prices changes and their impact are significantly different. Moreover, the paper examines the role of speculation in copper price fluctuations.Introduction The rise in commodities price volatility and financial and economic crisis have led to questions over the organisation of futures and physical commodities markets. Spikes in commodity prices and volatility have coincided with a surge in financial speculators in the commodity markets inspiring a polarised and hotly debate among academics and practitioners about the role of investors in the development of physical markets. In his seminal work Kaldor (1939) focused primarily on whether speculative activity in the futures markets reduces the variance of commodity spot prices. Yet, part of the literature finds that the introduction of futures contracts destabilizes the spot market. IMF (2006) studied commodities boom and its causes concluding that there is little support for the hypothesis that speculative activity affects either price levels over the long run or price swings in the short-run. The impact of speculative activity on commodity prices remains a highly contentious topic. Other market analysts take the view that the supply and demand for physical commodities remain the major determinants of market trends (Krugman 2008). It is the aim of this study to contribute to the literature by examining the drivers of copper price changes from a structural change perspective. In this context we are attempting to answer to: What are the main drivers leading to copper price fluctuations? Are these factors having the same effect in different periods or not? It is meaningful to understand drivers of copper prices and thereby, their fluctuations because it will help developing countries depending on copper export to anticipate market situation and avoid bad economic development challenges that can result from price fluctuations. Moreover, this can ensure sustainable mineral supply."
