The National Environmental Policy Act of 1969 (NAPA) provides guidance for federal agencies in making informed decisions. The Act has been used to determine the potential environmental impacts from mining and other natural resource operations, primarily in the Western USA. To accomplish the purpose of the Act, a process for developing environmental documents was established. The documents (EA/EISs) evaluate environmental impacts and are produced by federal agencies through public participation and cooperating agency review. Effective interactions and up front coordination between agencies and industry is required. An abbreviated history of environmental protection in the USA leading to NEPA, the driving regulation, objectives, provisions and limitations of the Act, and select mining related NEPA projects III the Western U.S. are discussed in this paper.

To respond to ever-increasing challenges, mining companies have been experimenting with new business models and technologies in order to speed mine development, production, processing and transport. The various experiments involve mobile access to data, intelligent sensors, advanced analytics, virtual collaboration, virtual reality, automated equipment, remote operations centres and strategic partnerships. A synthesis of all these components creates a ænetwork effectÆ that can dramatically improve the overall effectiveness the entire operation. The concept of the Network Centric Mine borrows from a variety of industries, including defence, aerospace, aviation, petroleum, utilities and manufacturing. Central to the concept are improvements to the way we connect people, process, information and technology, resulting in a more highly collaborative business model, with roles and processes designed to take advantage of new technology. The components of the mining operation act as a connected network aimed at a common goal, regardless of the boundaries of organisation and location.The design of this new organisational ecosystem needs to take into account the recent advances that enable the æplug and playÆ integrated collaborative environment, including cloud computing, mobile devices and social networking, as well as advances in augmented reality, robotics, geo-location, digital labelling, simulation and analytics. However, the most consistent lesson from other industries is the need to properly enable the behaviour and process changes necessary for success.Benefits from adopting a network centric approach include the more effective use of scarce expertise, improved data and information analysis, reduced process variance, and more informed and faster decision-making. The future of mining will see more technology savvy workers who will drive the adoption of new processes. In this paper, the model of optimizing selection on preparation of Powdery Emulsion Explosives(PEE) is established by the Neural Net Theory(NNT). On the basis of some data in the study of PEE, the training, prediction and optimizing selection of the Neural Net (NN) model are finished by a compiling procedure. WHEN this Government was founded, the framers of the Constitution wrote into that instrument a provision that Congress should "coin money and fix the value thereof;" and the Constitution prohibits making anything but "gold and silver" lawful money. So silver is written into our basic law. Shortly after President Washington took office in 1789 the Congress passed the first Mint Act, setting up the U. S. Mint. In that Act, signed by President Washington on April 2, 1792, the weight of the American dollar was fixed, and it was provided how much silver should be contained in a silver dollar and how much gold should be contained in a gold dollar. It was decided that 371 1/4 grains of pure silver was to be the standard dollar of America. That standard with respect to the pure silver content of the dollar has never changed.

"Coal mining in New Brunswick dates from the year 1639, when, as today, coal was produced from the area surrounding Grand Lake near the geographic centre of the province. Current production by N.B. Coal Ltd. is approximately 453,000 tonnes per year and comes from a single, thin Pennsylvanian age seam. The history of development and understanding of the geological setting of New Brunswick coals is discussed, beginning with the work of A. Gesner in 1839. The lithostratigraphic sub-divisions of the Pennsylvanian strata proposed by various workers are summarized and the present hypothesis that only biostratigraphic subdivision is possible is detailed. The Pictou Group, which includes the New Brunswick coals, consists of repetitive sequences of sediments consistent with flu vial and upper delta plain sedimentation. The development of coal mining in the province has progressed from horse-powered stream-bank stripping operations prior to the late 1800s through to the present use of open stripmining techniques utilizing eight walking draglines of various sizes. During the intervening years the introduction and eventual phasing out of underground mining occurred with the near termination of the coal mining industry in the province prior to 1973. The coal seam worked by N.B. Coal Ltd. averages 46 cm in thickness, has never been found to be more than 76 cm thick and has both high ash (12.4 -31.1%) and sulphur (4.9-7.8%) content. The wide variety of coal beneficiation studies and tests completed on New Brunswick coals have lead to the conclusion that a washed New Brunswick coal product could be expected with 10 to 12% ash, 5 to 6% sulphur, and 30,225 to 31,388 1/gm. Recoverable coal reserves, including those in the area licenced to N.B. Coal Ltd. and those licenced, although not yet in production, to both the St. Lawrence Cement Co. Ltd. and Provincial Holdings Ltd. at Lake Stream and Beersvil/e, total 60 million tonnes. At present, coal in New Brunswick is removed from prospecting and staking and all existing and future coal exploration and development will be administered by agreement under the Mining Act. Based on the results of a recently completed drilling project undertaken by the Department of Natural Resources, seventeen coal exploration blocks which carry minimum work commitments will be offered to the New Brunswick Electric Power Commission on a sixty-day first right ofrefusal basis. Those blocks not taken up by the Power Commission will be offered under the same commitments to the private sector."

"In May 2015 the New Monte Bianco aerial cableway, operating on the Italian side, have been completed. It connects the lower station in Pontal d’Entreves (1300 metres above sea level (m a.s.l.)) with the intermediate station at Pavillon de Mont Frety (2160 m a.s.l.) and with the top station at Helbronner Peak (3460 m a.s.l.). A new underground link between Helbronner Peak and New Torino Refuge has also been built. The link is divided into two different sections: the first one, a 70 meters deep vertical pit created using the “Raise Boring”, descends underground from Helbronner Peak station; the second section, a 160 meters long sub horizontal tunnel, emerges at Torino Refuge. After a first introduction focused on the general layout of the project, the paper will present the geomechanical survey aimed to evaluate the effect of permafrost on the stability of intensely fractured granitic mass. Finally, it will describe the relevant issues related to the highest construction yard in Europe (3400 m a.s.l.): difficult conditions such as extremely cold and windy weather and restricted spaces. INTRODUCTION The new cable way connects the lower station in Pontal d’Entreves (1300 m a.s.l.), close to Courmayeur, with the top station at Helbronner Peak (3462 m a.s.l.) and its territory, as well as links with France and, through the French territory, with the town of Chamonix (1000 m a.s.l.). The overall layout is divided into two sections (as shown in Figure 1): the first section, “Pontal d’Entreves – Mont Frety”, has a length of 1700m, elevation differential of 886m, a capacity of 800 persons/hour and cable cars for 80 passengers; the second one, “Mont Frety – Punta Helbronner”, has a length of 2630m, elevation differential of 1276m, a capacity of 600 persons/hour, and cable cars for 75 passengers. The new system is designed for fully rotating cable cars moving at a constant rate of 9.0 m/s. The track requires constructing special cables supports, three for the first section and two for the second one."

"In 2017, Petra Diamonds completed the construction and commissioning of a modern, fit-for-purpose diamond processing plant at Cullinan Diamond Mine (CDM). The design of CDM’s milling circuit is unconventional in that it comprises an autogenous (AG) mill with a grate discharge with large ports, low-revolution jaw crushers, and high-pressure grinding roll crushers with large operating gaps. In this paper we review the design to provide guidance on what is expected from the milling circuit and to demonstrate how the design aims to address challenges experienced in the old plant, which was based on staged crushing technology. We assessed the performance of the CDM AG milling circuit from commissioning and early production stages to examine its impact along multiple dimensions. In the assessment we sought to understand the lessons from our milling circuit regarding diamond liberation, energy consumption, and the future of diamond processing as a whole. IntroductionCullinan Diamond Mine (CDM), previously known as Premier Mine, is an underground diamond mine owned by Petra Diamonds. Petra Diamonds is a leading independent diamond mining group and a growing supplier of rough diamonds to the international market. Petra Diamonds is listed on the Main Market of the London Stock Exchange under the ticker ‘PDL’. Petra’s total resource of 305 million carats ranks third by size after De Beers and ALROSA (Petra Diamonds, 2018).CDM was established in 1902. The mine rose to prominence in 1905, when the 3106 carat Cullinan Diamond — the largest rough diamond of gem quality ever found — was discovered there. The mine has produced over 750 stones that are larger than 100 carats and more than a quarter of all the world's diamonds that are larger than 400 carats. Cullinan is renowned as a source of large, high-quality gem diamonds, including Type II stones, as well as being the world’s most important source of very rare blue diamonds (Petra Diamonds, 2018)."

THE mineral industries in this country have now had about a year of national planning. Al. though the period is short, the volume of activity and legislation designed to make that planning effective has been nothing short of enormous. Those who have been privileged to see and study a few of the codes to regulate our mineral industry, such as those for oil, coal, steel, and copper, are driven to the conclusion that nothing was really known about the proper way to conduct those industries in this country prior to June, 1933; or if anything was known, nobody in actual practice made use of that knowledge. And yet those industries, in days gone by, helped to make this country the most prosperous in the world, and to maintain a standard of living even today higher than that of any other country. Without wishing to assume any first-hand knowledge of the Russian standard of living, I must confess that the evidence seems to indicate that even with dictatorial authority, national planning encounters unexpected difficulties. THE application of electric power for driving, mine hoists handling heavy loads at high speeds has recently been extended by the installation of what is probably the largest electrically driven hoist in this country at the Granite Mountain shaft of the North Butte Mining Co., Butte, Mont. While the weight of rock which is hoisted by this machine is not the largest now being handled by electric mine hoists, the speed of hoisting is so, and the combination of the high speed with the heavy load has resulted in a machine of considerable interest to all those actively engaged in mining. Aside from mere consideration of size, this installation deserves attention because of the careful attention given, not only to the question of economy of operation, but to the details of construction and installation of the entire equipment. The conditions to be met in this installation were as follows: Weight of rock to be raised per trip, 7 gross tons 15,680 1b. Weight of skip 8,0001b. Weight of cage 1,8001b. Maximum depth of hoisting 4,000 ft. Diameter of rope 153 in. Total weight suspended on one rope from drum 42,000 1b. Normal hoisting speed 2,700 ft. per minute. Maximum hoisting speed : 3,000 ft. per minute. Desired capacity-200 tons per hour from 4,000 ft: depth. The ore is mined in several levels and hoisting is carried on from the 800-ft. level down to the 2,700-ft., which is at present the maximum depth from which the ore is raised regularly. Development is proceeding and a depth of 2,900 ft. has already been reached. The rock is handled underground in cars holding ¾ ton, and about 10 cars are the usual load for a skip. All of the ore is clumped into underground bins, which are of different capacities varying up to 250 tons. From the bins the ore is fed into the skips without passing into measuring pockets. Specifically, today we will be reviewing the engineering approach to an age old problem of ship loading and unloading. You may be puzzled by the title of this paper and we will attempt to explain this for you--particularly the use of the words "New Era", since high speed automated facilities are nothing new to the material handling engineer. The new era in material handling designs refers to an all out concerted effort to provide custom engineering tailored to specific operations and economic requirements of the client. It shuns hardware type of engineering wherein existing machines and devices are dusted off and reapplied. It provides automation when automation can be justified and it exemplifies the application of systems engineering to solve specific problems.

"The New Face of Mining is a recognition of the central role of human beings in mining and the underappreciated power they can have in generating breakthroughs in business performance and shareholder value. The key is people creating, aligning on, and subsequently enacting the future of mining. A methodology that is effective creates a corporate environment for alignment to be possible and then transforms operations by embedding the necessary behaviors, processes and practices. The people within the organization then are empowered to find and to implement solutions quickly, as measured business results demonstrate in case histories of diverse mining challenges around the globe and over the decades.Urgent case for actionThe physics of mining does not change fundamentally over time, but the context in which it operates changes rapidly, periodically requiring a new face of mining. “The New Face of Mining,” which has been used as a metaphor for the campus-wide mineral resources research organization at the University of Arizona, has many facets, including societal, generational, technological, financial and environmental, but at the center, always, is humanity. The New Face of Mining is not necessarily about age, it is about people first imagining and then creating a new future for mining. The challenges facing the global industry evolve from year to year and differ in individual companies or mines at any one time.Quantified outcomes from case studies indicate that a methodology, now also offered annually in a four-day, open-enrollment leadership program tailored to the mining industry, is effective at generating breakthrough results in the mining business. Such challenges range from those with important technical components to others that are mostly social challenges. Our focus, however, is the centrality of people in aligning on and enacting the future of mining. We use the phrase New Face of Mining for leadership and ways to empower people in organizations that commonly are overlooked in the mining industry. Much has changed in the 26 years since that meeting:• The world GDP has increased from US$25.4 trillion to $75.8 trillion.• The annual number of U.S. patent applications increased from 186,000 to 629,000.• The number of websites has increased from 100 to 1 billion.• The number of academic references to artificial intelligence has climbed from more than 16,000 to more than 1 million.• The number of cell phone subscribers grew from 11 million in the United States to four billion globally."

IMAGINE a spinning sphere of hot matter about 8000 miles in diameter, rushing through space at a velocity measured in miles per second, and you have a rough idea of what our earth is supposed to have been like about two to four billion years ago. By applying all of the science known to man and, more especially, by determining the velocity of earthquake waves at different depths, making comparisons with meteorites, studying densities, compressibility of rocks and the nature of surface rocks, a fairly definite conception of the general constitution of the earth has been obtained.1 The earth is supposed to have a central core rich in iron containing a substantial amount of nickel and small percentages of several other elements. The density of the core is assumed to be about ten times that of water and the diameter about 4200 miles. An intermediate shell of density about 4, and thickness of about 1800 miles, is sup- posed to consist of heavy rocks including sulfides, oxides, and silicates. The outer rock shell, probably about 100 miles thick and with a density around 2.8, is thought to be composed mostly of silicates, becoming in general more siliceous as the earth's surface is approached. The opportunity to cooperate with the Mining Department of the Pennsylvania State University in their Student-Trainee Program is accepted by The New Jersey Zinc Company who believes that the participation in this type of a program will lead to a larger supply of high calibre engineers in mining. Trainees compete with other employees to earn the cost of their education while gaining practical experience in the mining industry. The practical experience is arranged to complement the technical education through a variety of work assignments. Job opportunities for the trainee are related to the work requirements of the Company and to the performance of the trainee. Management must consider and deal with a good many problems uncommon with regular, full 'time employees. For a number of reasons this program is recommended to other companies as a means to encourage outstanding young men who are interested in a career in the mineral industry to obtain a professiona1 education.

The rapid production and accumulation of mineral processing wastes in the environment can present serious threats to environmental quality and human health. Phytostabilisation with native plant ecosystems is, in many cases, a preferred option for rehabilitation of mine waste storage facilities. However, much of the literature has focused on species selection in short-term experiments to test their suitability under the often extreme chemical conditions in the wastes without addressing the fundamental requirements – ie hydrogeochemical stabilisation and functional root zones. As a result, successful examples of phytostabilisation of mine wastes such as base metal tailings have been rare, especially if success is defined as meeting the completion criteria of non-polluting and sustainable land system at rehabilitated sites. Conventional capping options to isolate reactive tailings/wastes by using physical break and/or sealing layers are often not reliable in the long term (particularly under semi-arid climatic conditions) and, in many cases, they may not be feasible in the field due to the large areas to be covered and the lack of adequate suitable materials at mine sites. By using sulfidic tailings as an example, we have proposed a new paradigm for phytostabilising mine wastes – ecologically engineered pedogenesis in tailings involving accelerated physical, chemical and biological weathering of tailings minerals to achieve hydrogeochemical stabilisation and the development of soil functions, soil horizons and functional root zones.Ecologically engineering functional root zones firstly requires controlling geochemical reactivity in the wastes (ie hydrogeochemical stabilisation), which can cause polluting effects in the root zone and plant toxicity. By means of ecological engineering, in situ weathering of primary minerals (eg pyrites) in tailings may be accelerated by adding functional materials (eg functionalised biochars and organic matter) in the waste slurry during the process of deposition. This will remove or diminish key risk factors (eg potential acidity in tailings and elevated soluble heavy metals) in the solid phase, before placing growth media for reconstructing root zones and transplanting/sowing target plant species. However, much of the acidity, soluble metals/metalloids and other salts would be transported out of the solid phase into the wastewater, which can be addressed by on-site water treatment facilities during mine operation. The trajectory and state of engineered pedogenesis in the weathered tailings may be manipulated to provide specific soil horizons within future root zones that are dynamically evolved toward fully functional soil subsystem within rehabilitated plant ecosystems.CITATION:Huang, L, Baumgartl, T, Zhou, L and Mulligan, D, 2014. The new electrolytic copper refinery situated at Copper Cliff, Ontario, has been in operation for over a year and a half. This plant is operated by the Ontario Refining Company, Limited. The associated companies behind the enterprise are the International Nickel ?company of Canada, Limited, the American Metals Company, Consolidated Mining and Smelting Company of Canada, Limited, and Ventures, Limited. The plant was an outgrowth of the rapid development of copper resources in the nickel-copper ores of the Frood and other great mines in the Sudbury district, and of the desire to have all primary production units grouped together as compactly as possible. Starting anode furnace operations in June, 1930, and electrolytic refining on July 1st of that year, after a record-breaking construction programme completed in only fifteen months, the plant soon settled into its stride and the usual starting-up difficulties were .rapidly overcome. The rated capacity of the plant, namely, twenty million pounds of refined copper per month, has, of course, never been reached, due to depressed business conditions and latterly to the world copper agreement limiting production. It may be said, however, that the present installation has proved its ability to produce in excess of its rated capacity, and with relatively minor additions to plant and equipment that capacity can be doubled. Owing to the severity of the winters, when temperatures of from 20 to 40 degrees below zero are to be expected, the building of this refinery involved a number of problems in insulation, layout, ventilation, etc., which were rather unusual in copper-refinery construction.

"This paper covers the new six-strand curved-mould billet casting machine at the Contrecoeur Works of SidbecDosco. It commenced production of 3 Yz-in. square billets at the beginning of January 1972. Together with two 100- ton ultra-high-power electric furnaces in a new meltshop, it is the principal source of billets for the existing rod and bar mill also located at Contrecoeur. The paper develops the reasoning for casting-to-size 3Y2 -in. billets and for choosing a six-strand machine. It indicates the significance of Sidbec-Dosco Montreal Works' extensive experience in operating a four-strand curvedmould billet machine since 1965 and the ways in which this experience influenced the design and operation of the new caster. Machine features are described in detail, as are the reasons for some of the features. The installation, checkout and crew training are briefly discussed as well as the tundish teeming trials. The first cast on January 5, 1972, is covered and a log is shown of the first casts to an empty ladle. There are operating statistics covering the first 100 casts, which produced 8000 tons of good billets in ten weeks of operation. Machine performance and billet quality were good and the few minor problems encountered are described."

St. Marys Cement Company operates two cement plants in Southern Ontario, Canada. The original plant, located at St. Marys, a town 20 miles north of London, Ontario, began operations in 1912. A second plant, located at Bowmanville, Ontario, 40 miles north east of Toronto, began operations in 1967. In June 1973, St. Marys Cement began feasibility studies of modernizing their wet process plant at St. Marys. Over its 61 year life, this plant had been expanded from 335 m. tons per day (375 s. tons per day) to 2000 tpd (2200 s. tons per day), with all the original equipment retired several years ago. The objectives of the feasibility study were to develop a conceptual plan for a dry process plant and to de-, fine the appropriate process method and equipment. This study proceded along four fundamental fronts: a) How could the clay raw material, a glacial till with up to 20% boulder content, be processed in dry form and beneficiated? b) Were the raw materials suitable for the most efficient form of dry process kiln, the 4-stage preheater? If a 4-stage preheater kiln is selected should it utilize a precalciner? c) What type of clinker cooler should be used? d) What environmental constraints would be imposed on this plant and how can they be reconciled with capital and operating limitations? During the feasibility stage, pilot plant work was done on two possible solutions to the clay problem, operating plants in Europe were visited and discussions held with kiln and mill vendors.

"The JKMRC researchers have been redeveloping the suite of breakage testing techniques to more realistically align with the breakage environment in comminution equipment. Computational modelling, especially with the DEM, has highlighted the modes of impact and contact, along with the energies of these interactions in a wide range of equipment. This has driven the need to match these modes in laboratory ore characterisation tests. The objective has been to build a continuum of breakage tests and associated models that span the required range of breakage forces and environments. The ore sample is subjected to a sequence of tests covering: abrasion (surface breakage) of angular through to smoothed particles; single particle impact from high energy single impact breakage down to low energy; incremental breakage covering 60 mm down to 50 µm particles; particle strength distribution; and bed breakage over a range of compression and energy input. These tests are suited to multi-component ores with a distribution of strengths. A modelling technique is also being developed to utilise primary breakage for modelling breakage under different types of confinement. This paper draws together these techniques, previously published by the authors, into a coherent whole. The suite of tests is approaching the point where a fixed set of tests can be used to model the performance of a full range of equipment, removing the need to conduct repeat ore characterisation tests for each different piece of equipment incorporated in a circuit design. This path should open up the application of different circuit configurations and novel equipment in comminution circuit design.1 INTRODUCTION Comminution modelling utilizes a wide range of ore characterisation techniques and methods to deal with the range of comminution equipment available for production use. In general, the tests have been designed to correlate with specific pieces of equipment, using calibration factors to provide the link between the small-scale test and industrial-scale performance. The majority of tests focus on estimating the power requirement of process equipment to achieve a desired throughput and grind size. Overall, this approach has achieved acceptable outcomes in the past, but the reality is that equipment sizing suffers from considerable uncertainty, in excess of ±20% is not uncommon. This uncertainty is covered by safety margins and automatic scaling factors in equipment selection. In striving to improve reliability, the industry tends to add more adjustment factors to the tests, and design margin rather than question the basic validity of the testing process. As the tests are often correlated to production equipment via carefully guarded databases, they are also locked into historic operating inefficiency, not providing direction or revealing opportunities to improve production efficiency in comminution equipment or circuits. Safe in the knowledge that they are achieving the expected production based on test work predictions, a site is unlikely to set their sights on reducing specific energy consumption by 10%."
