ERIC GUTIERREZ: With that, we'll go ahead with the final speaker of the day, Andrew Neale. Andrew has a master's of science degree in mineral processing from the University of Alberta. He worked at the Falconbridge in Sudbury area, also at Brenda Mines, and then he became part of the Brenda Process Technology group in British Columbia. He joined Freeport in late 1993 in Indonesia, and was involved in process control and automation. He is now the senior manager of metallurgy in New Orleans. He's responsible for designing Freeport's new 100,000-ton-per-day expansion concentrator, which is currently being commissioned. Please welcome Andrew. ANDREW NEALE: With the ongoing explosion in digital computing power, there seems to be no limit to what can be modeled, simulated, and controlled in the mineral processing plant. However, at each stage of development of a control system, it is necessary to complete a cost-benefit analysis for justifying the move to a higher level of control. Incremental improvements in plant performance, while often significant, must be weighed against the costs of implementation and long-term maintenance. This presentation will provide examples of what the author believes are misplaced or misguided process control efforts and make a case for the KISS principle as applied to process control.

In September 1985 we published a questionnaire asking about the content of MINING ENGINEERING and about your interests. By Dec. 10, our cutoff date, we had 430 responses, representing about 1.5% of the 28,238 people who received the September issue of ME. In the data that follow the tabulation and percentages are based on the number of individuals who responded to the particular question. About ME Through responses to the questionnaire, we were hoping to learn more about you, your interests, and how the magazine could better serve you. Those of you who responded told us something positive - you look at or read the magazine. Of the 430 respondents, 428 or 99.5% indicated that they had read or looked through the July and/or August issues. Those of you who refer to the magazine once are 207 or 48.5%. Those of you who refer to the magazine two or three times are 193 or 45.2%. Those of you who refer to the magazine four or more times are 27 or 6.3%. How much time do you spend reading the magazine? Of those responding to this question: 64 spent up to 1/2 hr 15.0% 224 spent up to 1 hr 52.6% 115 spent up to 1-2 hr 27.0% 23 spent more than 2 hr 5.4% In an informal survey among our staff, we determined that most people spend 1/2 to 1 hr reading magazines to which they subscribe at home. Does that match your experience? Many of you, 335 or 79%, clip your magazine for further reference. Also, many of you, 313 or 73.6%, do not pass your copy on to another reader, indicating that you are clipping it or receiving the magazine at home. This paper discusses the trials and tribulations of obtaining Velocity of Detonation (VOD) readings in small diameter blast holes in an underground mine. Montana Technological University (Montana Tech) obtained a time-domain reflectometer (TDR) type VOD monitoring unit. Purchase of the VOD monitor was justified on verifying explosives performance used in Montana Tech’s practical underground mining class and provide a teaching aid for the school’s rock fragmentation class. Before demonstrating the unit to students, we figured we better learn how to use it first so we give the students an appropriate experience. Our first learning was in obtaining the correct coaxial cable for the VOD monitor and how to properly terminate the cable. Once the cable was on-site and terminated, VOD testing could commence. Use of the VOD monitor was tested underground in small diameter holes (1.5-inch, 38 millimeter) pneumatically loaded with ANFO. After a few failed trials, and follow-up discussions with the supplier, VOD readings were obtained for the ANFO loaded holes. Additional readings were obtained for a pre-split product and detonating cord to satisfy our curiosity that the unit was performing as specified by the manufacturer. This paper will share our learnings in the hopes that others can benefit.

Insights into uranium mining projects of the future can be gained by a careful statistical analysis of past and present deposits, as well as an examination of recent trends for uranium resource evaluation and primary uranium production. The International Atomic Energy Agency (IAEA) provides the necessary data and corresponding mechanisms as inputs for methodologies that enable strategic and scientific evaluations of long-term security of supply uranium required to sustain the demand for nuclear fuel. Sustainability of the uranium mining industry and subsequently new uranium mines of the future requires innovation and expertise to lower operating costs, maintain or improve uranium recovery while meeting the requirements of stakeholders in regard to protection of the environment and safety of the workers and general public.

The analysis of equipment trends in AUSIMM?s Revision of Monograph 19; Australasian Mining and Metallurgy Operating Practices (AMMOP) in the paper by Dight et al (in press) raised some interesting and in parts disturbing trends in the Open Cut Mining Industry. According to the US Bureau of Labour Statistics the US mining and petroleum industries? productivity is down by 12% since 2004 while the Australian Bureau of Statistics shows the productivity of the Australian mining industry is down by 34% since 2001. In terms of open cut equipment median output for draglines is down by 15% since 2003; electric rope shovels are down by 41% since 2003; hydraulic excavators are down by 39% since 2008; front end loaders are down by 39% since 2007 and trucks are down by 41% since 2006. Clearly the boom has not been good for the efficiency of the mines. During this same time, best practice (defined as the average of the top 10% by annual output per unit of input) has declined but not by as much as the median (eg. shovels down by 8%, excavators down by 19% and FEL?s down by 5%). This paper will build on the analysis of AMMOP to understand the differences occurring between median and best practice and identify the factors contributing to the decline in performance. As the industry enters a period of potentially lower prices for commodities and reduced margins pressure will be brought to bear on mine sites to start moving more with the equipment they have. An understanding of where efficiency has been lost will be a key component in that. The information contained in AMMOP, and the subsequent analysis of that information in papers such as this one will be crucial to reversing the decline in open cut equipment performance.

The Australian Bureau of Statistics and the United States Bureau of Labor Statistics publish data for a range of industries, allowing a measure of performance to be quantified, called multifactor productivity (MFP), and allowing performance between industries to be compared on a consistent basis. At the time of writing, the last released data was for 2011-2012. For Australia, the plot of mining industry productivity and a basket of the 12 most significant industries in Australia?s economy (including mining) are shown in Fig. 1. For the United States, mining and petroleum and all manufacturing productivity are also displayed in Fig. 1. The trends are as follows: ? The MFP in the Australian mining sector rose 36 percent from 1986-1987 to 2000-2001. There was a 47-percent decline in MFP from 2000-2001 to 2011-2012 (Australian Bureau of Statistics, 2011). ? The MFP in the United States mining sector rose 17 percent from 1986-1987 to 2004-2005. There was a 7-percent decline in MFP 2004-2005 to 2010-2011, (Topp et al., 2008).

SILVER is not only of paramount importance to millions of people as a medium of savings and to other millions as a medium of exchange, but it is also valuable and useful in industry. Mexico continues to be the largest producer of this metal, followed by the United States, Canada, and Peru. The largest consumers are China and India, which normally absorb about two-thirds of the world's mine production, hoarding it as savings. The imports by these countries exert a powerful influence upon the price, yet neither country is on the silver standard. China having abandoned it in 1935 and India in 1893, when the rupee was definitely linked to the pound sterling. Other nations such as Persia, Ethiopia, Mexico, and many of the South American countries either have been on the silver standard or have used silver as their chief circulating medium, and most large nations use it for subsidiary coins, this use accounting for 20 to 30 million ounces annually. The arts and industries have consumed 35 to 40 million ounces each year.

Two separate but closely related projects now under construction on the St. Lawrence River- the Seaway and the St. Lawrence Power Project- are providing the impetus for what may become one of the most significant economic expansions in the Northeast. By 1959, or even earlier, electric power will be flowing from the largest single hydroelectric installation east of the Rockies. Simultaneously there will come into existence a great new commercial waterway which will provide cheap transportation from the farm and industrial heartlands of the U. S. and Canada to the markets and resources of the world. When the Seaway is completed, vessels with five to ten times the capacity of those now using the Canadian canal system will be able to move from the Atlantic Ocean to Lake Superior.

With the next mining boom looming, the industry will once again struggle to meet skills needed as the current generation boomers are set to retire. In order to meet these needs it is going to need to focus on what underutilised human resources - in particular women - want!   Women comprise around 14 per cent of the mining workforce, compared with a 45 per cent participation rate in the work force overall. Within the industry, women still make up only one per cent of trades people, eight per cent of operators/production employees, 12 per cent of engineers and 11 per cent of executive management.   It may be worth pointing out that mining has an age profile skewed towards the older end of the spectrum. When it comes to employee retention, what women want may be a good starting point to examine, more broadly, what all employees might want (but are too afraid to ask!).   Women in mining want the following: To be scrutinised for their work and performance, not their personal lives, appearance or relationships. True pay equity. This is addressed at lower levels between companies but at professional levels the salary differentials begin to appear and little is done to identify why this continues to be the case. Recognition and acceptance that women can have different work-styles, and that diversity of work-styles is an asset to be nurtured not a threat to be neutralised! Recognition that a more diverse workforce demographic that better reflects society at large will assist the company in its dealings with many diverse stakeholders from society at large. For employers to recognise that a career break to accommodate caring responsibilities does not mean that an employee's commitment to progressing their career is any less than that of someone who has not taken a career break. Similarly, for employers to recognise that working part-time for to accommodate caring responsibilities does not mean that an employee's commitment to progressing their career is any less than someone who works a more traditional roster. Access to affordable and quality child care compatible with mining rosters in mining towns. Zero tolerance for bullying and harassment, and workplace cultures that promote respect and safety. æSustainabilityÆ is one of those words that has gained more usage in popular discourse than in the dictionary. In fact it is not in many dictionaries at all. Typically, given this, it also seems to mean different things depending on whose lips it emerges from. It is now like a code word in that if people say it, you donÆt have to think about its meaning; it is just æthereÆ and is taken for granted. This is a problem for the mining industry as we are now using the term too and to be effective in what we do, we need to have a reality check and see how those outside who have views on us (æstakeholdersÆ maybe) use it. The core issue seems to be æsustainability of whatÆ: the industry?, a company?, the global environment?, particular ecosystems?, the community? At these levels, the term seems almost meaningless. If we do not even agree on what it is, at least broadly, our communication and possible partnerships for going forward will be difficult to say the least. One reference to æsustainÆ in my thesaurus is: æTo keep from failing during stress or difficultyÆ. This may be a clue to something approaching a common notion. I suggest that to use æsustainabilityÆ we make the following assumptions:that we are talking about human activity aimed at making a living that has an impact on the natural and social environment; that humans must make a living (though what this needs to include is problematic); that the impact of particular activities has been problematic to date and needs to be monitored, altered, stopped, etc; that there is stress on both social and natural environments; and that change can be effected in order that particular activities such as mining minimise their negative effects and maximise their positive. This is why we are taking part in sessions such as this one today. Two more initial observations: First, it strikes me that even with the above assumptions laid out, æsustainabilityÆ and æsustainable developmentÆ are too abstract and general as concepts. We have to break these high and mighty ideals down into workable, bite-size chunks, into practical ways of dealing with the world outside our sites and companies. Second, sustainability, on both sides of the fence, too often focuses on nature and environment as though they are independent of people and community. I would argue, perhaps provocatively, that sustainability is primarily a people issue and has to be tackled as such. I want to look at the overall climate for business today and how it has responded before I return to what we can and need to do as the mining industry to make æsustainabilityÆwork.

Fracture mechanics (Atkinson 1987, Broek 1988, Rossmanith 1978-2002, 1983, 1997, Kanninen & Popelar 1985) and wave propagation (Graf 1975, Rinehart 1975) form the main ingredients in the new electronic detonator based blasting technology. The full potential of using short delay initiation timing in bench and underground blasting can only be exploited if the underlying physical processes are properly understood. From a structural geology point of view, in many open pit mine operations, blasting is performed in incompetent and/or loose rock. Under such conditions the stress waves produced by blasting very quickly dissipate in the rock mass and often their energy cannot effectively be put to work. This contribution shows the effect of open and closed joints – and to some degree also faulting – on the blast wave field and shows the influence of structural geology on the blasting result. A simple engineering method which combines wave propagation and impact mechanics is developed in order to assist the non-scientifically trained blaster in understanding blasting in blocky rock formations. Extensive use will be made of the so-called Lagrange diagram which was introduced in detail in the author’s previous lecture at ISEE 2003 (Rossmanith 2003). This presentation can be considered a continuation of the 2003 presentation.

In January we published a questionnaire asking about the content of MINING ENGINEERING and about your interests. At the same time we hired an outside firm, READEX Inc., of St. Paul, MN, to send the same questionnaire to a sampling of about 1000 US members, selected on an nth name basis, so that we could have some preliminary numbers for the Annual Meeting in February. READEX sent us the final results of its survey in March. At that time, 525 responses of the 992 surveys sent out had been returned, for a 52.9% response, an extraordinarily high return for a low-key (no incentive for return) random sampling. On May 7, we cut off on tabulating returns from the magazine so that we could report the results to you in this issue. At that time, we had 594 questionnaires returned. Our 594 and READEX's 525 (we have assumed that relatively few people returned both), represent a 1119 return, about 3.5% of the approximately 32,000 who received the January issue of ME. Of those responding, 797 or 75.3% indicated a preference for dual notation of SI (metric) with English units; 228 or 21.5% preferred all SI units; while 34 or 3.2% preferred SI with dual notation of other metric units. Based on the preliminary numbers reported by READEX for this question, the MINING ENGINEERING Committee in February voted to return to a policy of dual notation. This decision has been implemented. We asked for your appraisal of the technical level of the magazine. Of those responding, 78 or 7.4% indicated it is too technical, 147 or 13.8% indicated it is not technical enough, and 836 or 78.8% judged it to have the correct tech¬nical level. In response to the question about whether you like to read an occasional feature that is not technically oriented, 32 said no, but an overwhelming 97% (1024) said yes. This paper is for mine managers. It is about maintenance of mining equipment. This is an extremely broad subject so this paper is given with the caveat that it necessarily contains generalisations, not true in all cases, but broadly correct. The job of mine managers is to be good at making money from the excavation and preliminary treatment of mineral. To do this well, they need to understand the cost and value drivers in the business. This includes understanding the drivers associated with maintenance. Maintenance is often identified as a problem at mine sites. It is frequently listed as the cause of production shortfalls when reporting. The state of maintenance within mining as an industry is generally among the lower end of the range, when compared to manufacturing, petrochemicals, etc. Why is this? Experience and review of many audits and evaluations of maintenance has shown that some patterns are consistent with good performance and some consistent with poor performance. These often centre around the time horizon of the management team and are associated with knowing the sensitivity of the business to certain maintenance drivers and the mechanisms of maintenance and their results. To summarise, some common misunderstandings can be listed as statements that are obvious and extrapolations from those, which are not necessarily correct. For example: High availability of equipment is necessary for production. Incorrect extrapolation:focus on availability will produce high production. Design is often the greatest factor in determining the reliability of a mining machine. Incorrect extrapolation: the newest and biggest machines generally have the lowest cost operations. Operation has an enormous impact on machine productivity and reliability. Incorrect extrapolation: the fastest operators are generally the best from a productive point of view. Some maintenance improves the performance and reliability of machines. Incorrect extrapolation: more maintenance will give you more reliability. Some maintenance depends on disassembly and reassembly of components. Incorrect extrapolation: assembly is basically the reverse process of disassembly. Maintenance improvement in the mining industry in the last 15 years has focused largely on planning and systems improvement. Incorrect extrapolation: most of the problems in maintenance can be traced to a lack of planning. Actions based on flawed extrapolations will steer a business suboptimally. It is therefore important that the mine manager understands these issues so that the improvement effort can be directed to the greatest benefit.

With a productive output growing at an annual rate of 8%, the Soviet mining industry should emerge as the world's leader in total mineral output during the 1980's. (The Soviet Union's share in the world's total mineral output in 1973 was estimated at 22 to 23%.) According to estimates by Soviet mining experts, the mineral potential of the Soviet Union will sustain the current 8% annual growth rate in the future.

Transportation is the minerals business. Once upon a time the geologist, the engineer and later the metallurgist reigned supreme, but the leading role in mineral development today is the economist-especially the transportation economist. Obviously this trend is more important for large volume, low value mine-to-market movements of such commodities as iron ore, phosphate, potash, coal and petroleum. But, transportation is of sufficient importance to all mining activities to be included in forward planning. Civilization has been influenced by transportation developments to an extent little understood or appreciated. Although industrialists are capable of intelligent historical analysis of this phenomenon, too frequently they have failed to project, or anticipate those changes in transportation techniques which will influence the pattern of industrial growth.

Minerals are certainly where they are found. The undemocratic distribution of the world's mineral wealth has created an incongruous inbalance: mineral-rich, scarcely populated countries supply highly-populated industrialised countries that in turn consume more minerals than they produce. This has been as much a generating force for colonisation, invasion, and war as religion, political ideals, or megalomania. The Industrial Revolution of the seventeenth century was born in Britain, a country with large domestic resources of coal, iron, lead, zinc, copper, tin, etc., as well as a large population. As consumption outstripped production imports filled the gap, particularly from its worldwide colonies. For example, when Canada was founded in 1867 more than 905 of its investments were British financed, and much of these were mineral-based. The British made similar investments in South East Asia, Australasia, the Caribbean, and elsewhere, as did the other industrialised Western European countries hungry for raw materials. Later the United States emerged as a leading industrial power, again due largely to its abundant natural resources. Consumption soon exceeded production and foreign sources were saught. American business went exploring abroad ant many a mineral resource was developed almost totally on the basis of the US market many .thousands of miles away. Closer to home, Canada was also an obvious target for the US with its rich mineral resource base, small population, and geographical juxtaposition, so much so that about the time of the 1914-18 War the US took over from Britain as the major investor in Canada, and this peaked in 1967 when the US accounted for 80% of the country's foreign investment. After the 1939-45 War Japan joined the ranks of the USA and Western Europe as industrialised powers, and they too searched the world for the deposits lacking in their homeland.

Probably the newest thing in mining safety, or safety for mines, is the apparent dissatisfaction on the part of the mineral industries, as represented by both management and labor, and the general public of the Nation, with the safety record of the mining industry. This is reflected by published comments and papers in the technical press;1-8 in labor periodicals, 10 11 in popular journals and periodicals,12 13 and in the daily press; also by discussions of the Safety Committees sponsored by the National Safety Council, 9, 14-15 the American Mining Congress, 1, 16 the American Institute of Mining and Metallurgical Engineers, 2, 4 the Mine Inspectors' Institute of America,6,8,17,18 the Coal Mining Institute of America, 5, 19, the American Standards Association, and others.20,21

The preoccupation with cyanide as an environmental issue has been described as virtually an obsession for state and federal agencies enacting regulations for environmental protection. This seems likely to continue in legislative planning, as well. This is despite the fact that the only significant group of cyanide-related incidents has been the bird-mortality occurrences, predominantly in arid areas, and these have been greatly reduced by a concerted effort by operators. What follows is a brief list of areas for which the industry may need either additional information or plans for defensive strategies over the next two to five years.

THERE are a lot of good things about this great industry of ours. Let us stop commiserating and consider some of the things that are right in this business. Coal is number one in the basic material industries. Our civilization owes more to it than to any other basic commodity. We are literally immersed in the benefactions of coal. In cur man-made world it is indispensable and we are constantly surrounded by objects, materials, and services which owe their existence to coal. Practically all the important materials, such as iron, steel, brick, cement, lime, rubber, glass, cotton, and wood have felt its magic touch.
