This paper analyses the scope and instruments employed by the Basel Convention for regulating the transboundary movement of hazardous wastes, the present and projected hazardous waste regulations of Chile, reviews the Chilean import/export trade of wastes of the period 1985-1995, and discusses, the influence that the Basel Convention has had on mining trade, its perceived benefits and costs, and possible effects on Chile's trade of the application of the Convention's Decision III/l. There is no quantitative estimation as to the effect of the Convention on the general volume of imported or exported materials destined for recovery, recycling, reclamation, or reuse. All recycling imports, with the possible exception of residues of petroleum oil, which occurred during the decade 1985-1995, can be classified tentatively as non hazardous. The entry into force of the Convention has had several effects on Chile's trade. It has brought home the need to have a comprehensive hazardous waste legislation, it has been a base for applying import restrictions, which in all likelihood, would .have otherwise not been applied, The benefits and costs of this import restriction, as well as those of the multilateral export ban are analyzed.

This paper presents the Enaex group approach to addressing the blasting challenges and outlines the solutions created. Aspects such as rock mass damage occurrence as a function of blast vibration frequency content has been studied, as well as the development of blasting methodologies for guaranteeing the full 100% extraction of all infrastructure blasts, including the all-important drawbell volumes. The development of such infrastructure volumes in one single event using electronic detonators and the associated achievement of ambitious productivity goals, are described as a critical part of the successful construction of one of the most ambitious UG projects currently present on the world.

Chile is responsible for 30% of the global copper production; the world ́s largest. However, significant challenges are faced in this industry; declining grades (1.13% in 2002 to 0.61% in 2015), high cost of energy, scarcity of water, and environmental concerns. Mining trends suggest the future of the industry will be focused in the underground space, specifically due to the depletion of economically viable surface mineral deposits. For example, the largest block cave mineat Codelco ́s Chuquicamata mine is expected to reduce energy costs by 50% and dust emissions by 97%compared to the open cut mine. To access these underground deposits, critical infrastructure is required; horizontal tunnel developments, extraction levels, vertical raises, and ore passes with the on-time delivery of the highest quality outcomes being a requisite for successful project delivery (Lift 1 of 3 at Chuquicamata Underground has over 1000drawbells).One aspect that makes this scenario even more challenging for deeper underground operations is the increased risk profile (people, equipment, and geotechnical) that forms part of the general environment. Furthermore geotechnical risks should be considered and they include rock burst and windblast. The safe interaction with this environment must be sustainable throughout the full life of the project. (written discussion *).-Mr. Len-nox's paper is decidedly interesting in that he shows that a field exists for the Chilean mill, in which its efficiency compares favorably with that of more modern grinding devices. The figures he has given clearly indi-cate that a coarse feed is conducive to higher efficiency than the fine feeds which the Chilean mill has usually been called upon to grind. The fact is also apparently indicated that operating the Chilean mill in closed circuit with a mechanical classifier results in still higher efficiency, and that in such cases the percentage of returns should be kept below 100 per cent. to obtain best results. It would be interesting to see the results of further tests with what Mr. Lennox calls "Mixed Feed," since the data given in Table 4 seems to' point to the fact that a mixed feed,

On March 18, 1964, the 52,000 dwt ore carrier M/S Houn Maru called at the port of Coquimbo, Chile, on its maiden voyage to take iron ore to Japan. This marked the first time a vessel of this size ever arrived at Coquimbo, and the event promises to drastically accelerate henceforth iron ore exports from Coquimbo province. This was made possible by the use of a versatile shiploading system recently installed by Cia. Minera Santa Fe. Coquimbo has no mechanized loading facilities other than six conventional 5-ton cargo cranes. Limited space on shore further complicates the stocking problems. To make the best of what is available, a meticulously organized semi-hand-loading system has been developed through the years.

Two Arvedi ESP plants going into operation in 2015 will allow a Chinese steel producer to better serve the extremely attractive local and export markets for high-quality, thin-gauge strip products. The energy consumption and the related costs are reduced by up to 45% compared to conventional casting and rolling processes. This also means a major reduction in CO2 emissions. The new plants are designed for an annual production capacity of 2 x 2.55 million tons of high-quality, ultra-thin, hot-rolled strip products with widths of up to 1,600 mm and thicknesses down to 0.8 mm. The project scope also features a comprehensive training and assistance package for plant start-up and operations by personnel from the existing ESP plant at Acciaieria Arvedi SpA, Italy. The plant setup, the trainings and assistance program as well as latest results from the ESP plant in Italy will be presented. While this project is under execution three further ESP lines have been ordered by the same customer summing up now to five ESP lines at the same location.

The rare earth elements (REEs) are a group of 17 chemical (metallic) elements. REEs are used widely in high-technology, clean-energy products as well as weapon systems. China's dominant position as a producer of over 95% of the world REEs output and the world's increasing reliance on REE products have highlighted concerns about the future availability of rare earths in recent years. This paper briefly reviews the REEs world reserves, production, consumption, the impact of our heavy reliance on REEs products and China's changing policies on REE export on world supply chain.

China, India and South Korea are three developing/newly industrialized countries that can show a very positive economic development in latter years. Moreover the three countries also feature amongst the countries with the highest level of activity in deep seabed mining today. India was the first country to achieve Pioneer Investor status in accordance with the UN Convention on the Law of the Sea. The country has carried out comprehensive exploitation of nodule deposits in the Central Indian Basin. India has an active programme for development of mining technology and internationally, India is probably the leading nation today as far as processing technology is concerned. China for its part has established a central coordination unit for its deep seabed involvement and its exploration and technology development is already well underway. South Korea has applied for Pioneer Investor status and much indicates that it will be allocated its own minesite in the autumn of 1994. The three countries are in mutual contact in the area of the Law of the Sea. Korea contacted both China and India when drawing up its application for pioneer investor status and allocation of minesite. However, no cooperation exists between the three regarding for example technology development, economic analysis or in studies of the environmental consequences. The main purpose of this paper is to focus on why and how the three countries would be well advised to cooperate in the above areas. Economic, technological and organizational aspects all point in that direction.

The tide has turned. Developments in China that have continued to unfold over the last four years or so have now reached a point where the supply market dynamics of certain industrial minerals have changed significantly. No more is this sea change better exemplified than by the supply market for magnesite, and in particular, its processed derivative grades of dead burned magnesia (DBM), caustic calcined magnesia (CCM), and fused magnesia (FM). But what has compounded the barrage of influencing factors impacting this sector, which include the widespread effects of energy and freight cost increases, has been rising demand from certain end use markets. Clearly, the magnesia market is experiencing bittersweet conditions. But those western producers which have monitored and responded to this market transformation, stand to taste success in the near and medium future. REVOLUTION IN WORLD SUPPLY STATUS In essence, while China, as host to a wealth of magnesite resources in Liaoning province, remains a huge producer of magnesia, its supply dominance on the global magnesia market has been considerably weakened. In future, it will mainly aim to supply domestic, and to some extent east Asian markets. Magnesia consumers outside China are now scrabbling for alternative, ?western? sources of supply. At the same time, magnesia producers outside China that weathered the storm of low cost Chinese DBM and FM imports flooding their regional markets for the last 20 years (and many did not), are busy investing in production capacity increases to meet not just demand from falling Chinese supply, but also demand from end use markets which is picking up. And it is not just a matter of expanding capacity of existing magnesia product lines. In the face of plentiful lower cost DBM and FM substitutes from China over the last couple of decades, many western magnesia producers started to switch their focus to the non-refractory markets (eg. environmental, specialities) which promised lucrative opportunities (and still do) and crucially, a lessening of sales revenue dependence on the DBM refractories market. Now we have the likes of Baymag (Canada), Bommag (Serbia/Turkey), and Kumas (Turkey) not only expanding capacities but seriously considering diversifying into DBM and FM production. Perhaps DSP (Israel), having ceased its famous high purity DBM activity as recently as 2005, might even reconsider a return to the ?other side?. But it?s not all DBM and FM. The CCM and specialities markets are also demanding a response, and so Baymag, DSP, Martin Marietta (USA), Premier Chemicals (USA), Qmag (Australia), MGR (Spain), and Magnifin (Austria) are also stepping up to the market on the non-refractory side. From most accounts, the situation with regard to Chinese supply has been described as one of turmoil, with prices rising, leading to improving opportunities for western producers. The majors are conducting huge expansion programmes, such as Qmag, Magnezit (Russia), and the new look Magnesita (Brazil). Even smaller players such as Causmag (Australia) and Dalmia (India) are looking to increase production. In short, the western magnesia supply sector is witnessing a landmark event in capacity investment and market share penetration as China?s previously dominant role begins to weaken (for a review of western capacity expansions see Industrial Minerals, September 2008, p.28). MERGER & ACQUISITION ACTIVITY Another response of course has been a raft of mergers and acquisitions in order to secure resources and supply outside China. These have included private equity groups taking over Magnesita and Qmag; Imerys entering the FM business through UCM; Peñoles further consolidating the electrical grade FM market by acquiring Minco; Martin Marietta acquiring Morton Salt?s Specialty Magnesia Group; Bomex entering the market through Calmag (now Bommag); LWB acquiring Magnesita; and Magnezit?s pursuit of Slovakian magnesia, with Slovmag aboard while currently wooing SMZ. Interestingly, RHI has gone ?the other way?, and has invested in a state of the art joint venture operation at Dashiqiao, Liaoning, with which it aims to secure high quality feedstock for its Chinese refractory plants. Tata Refractories Ltd has announced intentions to follow suit, and other majors, such as Qmag are known to be interested in seeking options. Naturally, there is now renewed interest from several parties in the idled 50,000 tpa DBM/10,000 CCM Jormag facility, Jordan, and the commercially undeveloped Zhargat project, Saudi Arabia. Elsewhere, there will no doubt be suitors for stakes in SMZ, in Slovakia, and Magnohrom, in Serbia, whose respective ownerships are on the block. THE ?CHINA FACTOR? The ?China factor? has been key to magnesia?s market change, and has significantly influenced prices and availability of material to global markets. Resources & production China hosts the largest share of the world?s magnesite deposits, accounting for 26% or 3,319m. tonnes of predominantly sparry magnesite (followed by North Korea, 24%, and Russia, 22%; Wilson 2008). China accounts for 44% of total world magnesite mined (19m. tonnes in 2007) and 50% of the total world magnesia produced (8.2m. tonnes CCM, DBM, FM; Wilson 2008). Russia follows China at 13% of magnesia supply, illustrating China?s dominance of magnesia production. Apart from one producer in Shandong province, central eastern China, the country?s magnesite resources and production are concentrated around the cities of Haicheng and Dashiqiao in Liaoning province, north-east China. Although there are also producers in the Xiuyan district of south-east Liaoning, the Haicheng-Dashiqiao Magnesite Belt hosts the majority of producers. In total these may number 200-300 of large,

FOR the benefit of those readers who may not be in close touch with present practices in the geophysical prospecting for ore, brief reference will fiat be made to the advantages and shortcomings of the methods to be discussed. Magnetic and electric methods are generally accepted as the most useful for ore prospecting. By magnetic methods, magnetic intensities that are not normal may be recorded and outlined. From these can he located concentrations of such highly magnetic minerals as magnetite or pyrrhotite, which sometimes occur in such large masses that they are of economic value in themselves. More often. however, these magnetic min¬erals are associated with others, such as copper, zinc, lead, gold, and silver, which, if existing in sufficient concentration and quantity, may constitute valuable ore bodies. It is therefore only when pyrrhotite and magnetite are present in these bodies that the magnetic method can be used to indicate their presence.

In my experience, perhaps the most interesting problems came up during the testing, prospecting, developing and equipping of the Chuquicamata and Braden Copper Mines in Chile, and it is proposed in this article to give as briefly as possible what some of those problems were, their solutions, and the decisions made as to the different methods to be employed. The romance of mining is still a great lure to the young man who is making a choice of a profession to follow. The thought of travel to strange and out-of-the-way places, the glamor of pioneer life, the excitement of discovery, the constructive work of building something, entirely "from the grass roots up," or of reconstructing a played-out property and making a success of it-all of these phases have a strong appeal and often influence the young man in the choice of mining as a profession. "INTRODUCTION Foam, unless intentionally created, in any industrial process presents operational problems, or at a minimum, is a nuisance. Some foam problems are unique to a given industry and others are common across many industries. A few problems foam presents to any particular industry are: (a) Poor Housekeeping, (b) Environmental impact, (c) Safety Hazards, (d) Slower Production Rates and, (e) Reduced quality of the end product. Defoamers address these issues. Sadly, the assumption in most industries is all defoamers are alike. In reality, a lot of chemistry is involved in the manufacture of even the simplest defoamer sold today and rarely are any two defoamers “just alike”. Today’s defoamers can include polymer chemistry, fatty esters, alkoxylated alcohols, silicone chemistry, silicone surfactants, ethoxylated and propoxylated block polymers, and a tremendous amount of emulsion chemistry just to name a few. This paper will discuss the various types of defoamers, defoaming mechanisms, the advantages and disadvantages of defoamer selections, and how to choose the proper defoamer for your application. Before a discussion of defoamer can be brought about, foam generation and composition must be discussed. WHAT IS FOAM? Foam is a colloidal suspension of a gas dispersed in a liquid. Most often foam consists of air dispersed in water. If a stream of air is introduced into a liquid, the bubbles produced assume a spherical shape. As the density of the bubble is less than the liquid the bubble rises. When the individual bubbles reach and pass through a surfactant free liquid they collapse. Air from the bubble dissipates and the liquid previously surrounding the bubble flows back.It should be noted a pure liquid will not foam. In the case of air dispersed in water a surfactant is necessary to make the water support a stable foam. A surfactant is a term used to describe a surface active agent; a compound with a hydrophilic end and a hydrophobic end on the same molecule."

Pumped co-disposal of coal processing waste was promoted in the 1990-2000s as a low-cost highperformance alternative to tailings dams. In particular it would avoid high up-front capital for rejects trucks and dam embankments, and would produce a combined waste deposit with better geotechnical properties than either coarse rejects or tailings. Overall, the promise was not delivered; in particular, upon discharge the waste segregated by size, and operators responded by moving the coarser waste to contain the finer waste. In consequence, not only did design analysis lag behind construction, but some of the initial expectations persisted with the result that analyses did not fully represent what was occurring on the ground. After more than twenty years inspecting, designing and tending Co-Disposal Areas (CDAs), it is apparent that they are essentially upstream constructed tailings dams with some more favourable aspects but also a few unique quirks. Although waste management technology has moved on somewhat, the high cost of changing CHPP waste circuits means that most mines with pumped codisposal will continue to discharge mixed waste slurry into CDAs. It is therefore worthwhile to share some lessons in the hope of promoting sounder design, operation and rehabilitation. These include: • Discharged waste does not form a homogeneous wholly competent deposit but instead comprises materials ranging from sandy gravel to silty clay with the distribution determined by movement of the discharge and decant structures; • CDAs circulate and contain a lot of water; • As a result of the first two points, some areas of the CDA comprise saturated fine waste that is no different from tailings and, like tailings, often behaves in an undrained manner; • Seepage is inevitable and desirable because strength improves as water is removed. However, stability is strongly impacted by pore pressures and in design these need to be rationally rather than optimistically considered; • As CDAs are built to about 40m or higher, strength-deformation characteristics of the foundation become more important; • Even if geomechanically stable, CDAs will need covers to prevent salts and acids from reaching the surface; and • Erosional stability of the cover material(s) will probably dictate maximum slopes for rehabilitation.

"There are signs that the commodity downturn that has battered the mining industry for the past five years is beginning to ease up. As the dust begins to settle and mining companies begin to take stock of the battle, Newmont Mining Corp. will be one that is standing strong with just a few scrapes and bruises thanks in large part to the leadership of president and chief executive officer Gary Goldberg and his right hand man and chief operating officer, Chris Robison.As he closes in on retirement (for a second time) Robison, a third-generation miner from Nevada, took time to speak with Mining Engineering about a 33-year career in which, among other things, he is credited with not just helping Newmont survive the turbulent times but with steering the company to a safer, more productive and more profitable heading.“I think we did it better than anyone else,” Robison said when asked how the company fared during the past five years. “We didn’t talk about it a lot, we just put together a strategy and we delivered.”What Newmont, the world’s second-largest gold mining company by production, delivered since Robison took the position of chief operating officer in 2013 are improvements in costs, porduction, projects and safety.Operating under the mantra of “live within your means,” Robison was pulled out of retirement from Rio Tinto and into a challenging situation at Newmont. The price of gold was in a nose dive from a high of nearly $58/g ($1,800/oz) and heading to levels closer to $38.60/g ($1,200 oz).“Newmont is a big ship that can’t be turned, but has to be steered,” said Robison. “We recognized that we had to set a new course. The direction the ship was going was great for $1,600 to $1,800/oz gold but we were chasing ounces.”Like the rest of the gold mining sector before the falling gold prices, Newmont was focused on volume and was looking for gold wherever it could be found. The slogan at Newmont in 2011 was “7 million ounces a year by 2017.”When Robison came on board it was a different reality.“We had to begin focusing on value over volume as the cornerstone of Newmont going forward,” he said."

Christmas morning 2020, an IED in an RV was detonated along an evacuated section of downtown Nashville, Tennessee. The blast damaged over 40 buildings, including AT&T’s Main Central Office and caused internet and cell outages across 1,200 zip codes for three days including the airport and EMS services. Published investigations by the ATF and FBI were inconclusive in determining the explosive composition and size. Video captured a large fireball that may indicate a fuel-air-mixture explosion which would create lower peak pressures than high explosives, but longer pressure duration and significant impulsive loading. Blast pressures were amplified by reflections in the urban environment bordered by the 8-story AT&T building and a row of multi-story historic buildings. Some structures had little damage as they were shielded from the blast pressure by closer buildings, and seemingly far-field structures contained damage from the pressure wave after multiple reflections and propagation through porous parking garages. Damage to the reinforced concrete frame AT&T building included snapped masonry ties, cracking and spall to the closest column, and vertical displacement of the elevator, even with the brakes applied. The historic structures directly across the street from the blast partially collapsed. Initial damage included complete failures of unreinforced masonry façades, broken timber beams, and uplifted roofs. Secondary, progressive collapse took place over months as the brick walls and weakened historic mortar could not resist typical wind and environment loads. One of the close historic structures was renovated in the 1990’s and structural retrofits to comply with building codes were required. The addition of steel columns and façade tie-ins improved survivability and it remained standing with a high percentage of the front brick intact. Generally, the observed blast damage was related to a structural component’s mass and flexibility. Internal timber framing was unscathed, but many steel studs required replacement. Glazing damage was observed several blocks away and many roof membranes were punctured by falling debris. Secondary damage from broken sprinkler lines and loss of environmental control often led to more costly repairs than the initial blast pressure damage. The proliferation of bomb-making knowledge leads to hundreds of bombings each year in the US. Building risk considerations should include explosive threats along with other hazards. ASCE structural standards and design manuals have been published to address these risks and may be useful guides for building construction.

"Continuous converting of copper matte produces slag with high cuprous oxide content. The corrosion of chrome-magnesite refractories with slag of high cuprous oxide content is a major problem. Properties of olivine type of slag make the slag very attractive for matte smelting and converting.Analysis of phenomena determining the slag infiltration into the porosity of a refractory and dissolution of refractory components in the slag allowed for better understanding of the mechanisms of refractory destruction.The results of laboratory scale tests of the olivine slag infiltration into open porosity and corrosion showed dominating effects of slag temperature and cuprous oxide content. The optical and X-ray examination of slag samples permitted the definition of the mechanism of formation of new phases and refractory deterioration. 71"

THE Eastern Townships of Quebec have been the chief Canadian source of chromite. Production, however, has never been large and, except for a period of steady but small output between 1894 and 1909, mining has been active only in war time. The known deposits are too small or too low grade to compete with overseas sources in normal times. During the last war, shipping difficulties and a greatly increased demand in the United States resulted in high prices and a ready market for low-.grade material. The Quebec chromite industry flourished and played an important part in relieving the wartime shortage. Shipments in 1918 .amounted to 15,600 tons of crude ore and 6,400 tons of concentrates. At the outbreak of the present war it was natural to turn again to the Quebec field as a possible source of this strategic mineral. Some of the old properties have since been opened by private and government money and some new deposits have been found. Total mill capacity is 750 tons per day, as compared with 200 to 300 tons in 1918. During 1940, 1941, and 1942, about 85 chromite deposits were examined by the Geological Survey in a belt 100 miles long and up to 7 miles wide. A part of this belt, about 35 miles long, in which the geological features ?were not well known, was mapped on a scale of 1/2; mile to an inch.? Small ..areas around some of the deposits were mapped in detail, on scales of 20 to 200 feet to an inch. Some geophysical work was done but did not result in the discovery of ore. Prospecting by stripping and trenching was then undertaken and chromite ore was uncovered at several localities. The above work was done by the writer and by J. W. Ambrose, who has kindly contributed his results for incorporation in this paper. Y. O. Fortier actd as assistant in the geological work and, in 1942, was in charge of a sub-party engaged in geological mapping. The author is indebted to H. C. Cooke and J. W.
