As mining projects get larger and more complex there is a need to examine the use of project management techniques developed for large construction projects in order to ensure completion of the project on time and budget. In recent years the construction/civil industry has sought new methods to ensure that multimillion dollar projects involving multiple contractors, working in an increasingly legislated work environment, are delivered to the clients satisfaction. The paper describes these methods, which range from program management to systems and tools to gather all project information such as schedule and cost, and relates how these can be applied to large international mining projects. The paper also describes the benefits that an independent project manager can bring to a client or owner?s team by setting up the relevant organization and controls together with the appropriate contract and procurement strategy.

Some months ago a gentleman gave me a handful of minerals which he had collected in an arroyo, or dry stream-bed, that ran through the town of Ramos, State of San Luis Potosi, Mexico, as a sample of the class of ore that might be expected in the mines of that section. I was, however, familiar with those mines and their ores, and cast the pebbles aside as of no interest. I afterwards returned to Mexico and took charge of two groups of mines, one in the State of Zacatecas, and the other in the town of Ramos, State of San Luis Potosi. While I was thus engaged, it was a very frequent occurrence for parties to bring me specimens of rock, ores, etc., for my opinion on them; and one day a man brought me a half-dozen or more small pieces of a very black shiny mineral, desiring to know what it was. I did not recognize it, and desired him to give me the specimens for analysis, which he promised to do in a day or two. He never did give them to me, for he lost them ; but he said there were plenty more where these came from—at Ramos—and he could get them at any time for me. I thought no more of the matter until after my return to this country, when, one day, in looking over some of my old " trash," I came across the specimens at first referred to as having been cast aside so carelessly. I noticed two distinct minerals among the pebbles : one being erubescite or tetrahedrite, the predominating mineral of the mines of Ramos, and the other a hard black shining mineral, the same that I had wished to analyze in Mexico. On testing for hardness I was surprised that it scratched topaz with some degree of ease, thus placing it above 8 in the scale of hardness. Trying it with a corundum, I sometimes succeeded in scratching it, but at other times it would scratch the corundum, and at still other times neither would produce the slightest effect on the other. Crystallized topaz would be ground to a powder in attempting to scratch the black mineral, without abrading it in the slightest. It must, therefore, be placed at 9 in the scale of hardness. There hare been made at one or two places in Ohio, during the last year or two, some irons of rather unusual phosphorus-percentages. The first of these which I had occasion to examine came from Moxahala Furnace, in Perry county. The furnace was built originally to smelt an ore found in large deposits near its furnace in the " black band" horizon. The deposit was easily exposed by simple stripping;" it was from six to eight feet thick, being a blne carbonate ore, very free from silica. This ore yielded, on analysis, from two to 3 per cent. of phosphorus, when carefully sampled. The furnace company had trusted entirely to old analyses made on "outcrop" ore, well weathered, and received all other results with indifference. The result of the first run of the furnace was an iron in large whitish-gray crystals, and so brittle that it could be pulverized in a mortar. This iron contained 4.90 per cent. phosphorus. A limited quantity only was made, which was gradually disposed of as a great ('softener" to foundries. The Moxahala Furnace was subsequently run on Lake Superior ore mainly. The second case of such iron occurred last summer at Mt. Vernon Furnace. A deposit of what was locally known as "Hallelujah" ore, was opened for the furnace. This ore was a blue carbonate, similar to the first-described. The iron made was pure tin-white in color, and showed large crystals without a trace of the grain of ordinary pig-iron. Having recently had occasion to make a series of analyses of fire-clays for the present Ohio Geological Survey, I found that the amounts of potash and soda determined indirectly by measuring the chlorides volumetrically did not " check " with those obtained directly. Investigation with the spectroscope showed the presence of lithia in what seemed very appreciable quantities. The examination was made of a considerable number of samples, and in every case this element was found, though in varying amounts, as judged by the intensity of the spectrum. To guard against error from the impurity of reagents, the whole process was repeated, using the same reagents in corresponding amounts, but leaving ont the clay. In no case did these " blanks" show lithia; hence the presence of this element in the clays seemed to be established conclusively. In the same series of analyses, titanic acid, in amounts varying from three-tenths to nearly two per cent., was found. The presence of titanium was first observed in the Ohio clays, nearly three years ago, in the examination of clays from Logan. The occurrence of this element is, of course, not unusual in clay, but I believe that none of the published analyses of Ohio clays give it; certainly none of the former Ohio geological reports speak of its presence. In a paper contributed by W. A. Goodyear, M.E., on "Water Gas as Fuel," read at the Boston Meeting, February, 1883,* the following statenlent was made: "The latest experiments on a scale of some magnitude in our citier, in the way of heating buildings and furnishing power for manufacturing purposes, have been by the distribution of high-presslire steam through pipes laid in the streets. Hilt these experiments (1) have not hitherto been very successful; and when we consider the high cost and (2) the great and unavoidable loss of heat and power, which always accompany the conveyance of high-pressnre steam to any considerable distance in pipes, to say nothing of (3) certain practical difficulties in the management of the pipes themselves, (4) it is evident that all such methods must eventually disappear before a system which can furnish a cheap gas of great heating power, easily distributed wherever wanted, without requiring pipes to stand pressures of 50 to 75 pounds per square inch, and (5) without keeping the whole mass of ground in the streets through which it passes hot, gratis, for a distance of ten or fifteen feet, in all directions around the pipes!' For the purpose of controverting Mr. Goodyear's statements in regard to steam-distribution in cities, I hare numbered the points made in his indictment, my principal object being, not a professional discussion of the technical and theoretical merits of steam vs. watergas, but a simple statement of facts, in regard to the present state of the street system of steam distribntion. Taking Mr. Goodyear's points in their order: 1. Concerning what he terms " These experiments," saying that they " have not hitherto been very successful," I propose to show, that the problem of stearn-distribution has passed beyond the experimental stage, and that its practical solution is highly successful. Some operational difficulties have been encountered in the transfer of carbon-in-pulp technology to Australian conditions. Many gold mines? are located in remote and arid areas where the available ground water is highly saline. There is a gradual depletion of free milling oxidised gold ore reserves resulting in the necessity to treat deeper primary sulphide .deposits which can be refractory. Some near-surface ore-bodies and tailing dumps are contaminated by natural vegetative matter which can interfere with the adsorption of gold from the cyanided pulp,. Advances which have been? made include potable water conservation in elution, a new type of regeneration kiln, inter-stage screens, alternative leaching systems transportable carbon-in-pulp plants and efficient open-cut mining methods. Academic and applied research is well supported by government and industry and the results are normally rapidly disseminated and put into practice by the gold mining industry.

INTRODUCTION After a mining company has discovered a mineral deposit, the problem is then how to mine and process that deposit the best way. The principal problem facing managers or engineers who must decide on mine plant size, equipment selection, and long-range scheduling is how one can optimize a property not only in terms of efficiency but also as to project duration. Mine opti¬mization is dependent upon the interaction of con¬tributing parameters which leads to maximizing the net present value (NPV) Realistic mine planning is the key, to the analysis. The process is to be used when evaluating undeveloped properties or when a complete revamping of existing facilities is scheduled The proc¬ess is not intended for detailed mine design but rather for property evaluation and feasibility studies. The derivation of the various input parameters will only be discussed to the point where a meaningful correlation can be made with the overall analysis. The interrelationship of the parameters will be the central point because most company guidelines and financial analysts have their own standards when deriving the various inputs. Assume that the data is totally acceptable and pro¬vides at least the following categories of information and guidelines- (1) mineral and waste inventory; (2) geologic, hydrologic, and geotechnical criteria; (3) topographic layout including property boundaries; (4) metallurgical flowsheet, recovery and design criteria; (5) access, water, power, and environmental base-line study; and (6) financial constraints (minimum rate of return, payback period, etc).

"IntroductionLocationTHE PROPERTY of Aunor Gold Mines, Limited is in Deloro township, Ontario, about three miles southeast of the town of Timmins. It consists of a group of eleven claims located between those of Buffalo-Ankerite Gold Mines, Limited, and Delnite Gold Mines, Limited.GeologyThe ore zone at the Aunor mine consists of a narrow band of fine grained pillowed andesite, irregular bands of 'brown to green carbonated andesite, and lenticular bodies of quartz feldspar porphyry. The zone strikes N.80°E., dips 60 North, and has been traced for 5,000 feet across the property. It varies in width from 0 to 250 feet and is bounded on the north and south by masses of dark bluish-grey tale chlorite schist. These schist bands have widths up to 500 feet.The ore occurs in a series of parallel and branching veins confined to the limits of the zone. These veins tend to terminate and die out on the footwall schist contact, striking generally parallel with the ore zone. In wide sections of the zone, 150 to 250 feet, the veins range in width up •to 3.5 feet and may occur in two or three horizons across the width of the zone, each mineable independent of the other. They tend to dip a little flatter than the general dip of the zone. Where the zone is narrow, the veins are so closely spaced and numerous they can be mined together and in some places the complete zone has been mined from schist to schist."

Hydrometallurgical recovery of rare earth elements (REE) from NiMH battery waste can be performed using sulfuric acid leaching followed by selective precipitation as double salt (REENa(SO4)2•H2O) by adding Na2SO4 as a precipitating agent. The formed double salts can be treated further with NaOH solution to form REE hydroxides. This study focuses on metamodeling of a simulated flowsheet with design of experiments (DOE). Based on literature survey, a process flowsheet was developed using HSC Sim software. The created flowsheet focuses on circulation of solution containing Na+, K+, SO42- ions and impurities liberated in the NaOH treatment of double salt precipitate. The effect of seven parameters (P1-P7) on seven responses (R1-R7) were modeled using central composite design (CCD). INTRODUCTION Nickel metal hydride (NiMH) battery waste can be considered as an urban mineral due to the presence of valuable metals like: Ni, Co and rare earth elements (REE) (Larsson et al., 2013). In NiMH battery waste leaching experiments, sulfuric acid has often been employed as a lixiviant (Pietrelli et al., 2002,Zhang et al., 1999,Rodrigues and Mansur, 2010,Porvali et al., 2018). The key advantages of sulfuric acid are its stability and cost-effectiveness compared to other mineral acids such as HCl and HNO3. However, the usage of sulfuric acid in NiMH battery waste leaching poses simultaneous challenges and advantages. Limited REE solubility can be taken as benefit when recovering REEs double sulfates after solid-liquid separation. However, sodium and potassium hydroxide, present in electrolyte residues in the battery waste, can cause in-situ precipitation already during leaching due to limited solubility, thus decreasing the total REE recovery (Porvali et al., 2018). However, this problem can be circumvented by washing the electrolyte residues off the raw materials. Subsequently, the REEs may be precipitated in bulk as a mixed double salt out from the solution at very low pH with minimal co-precipitation of Ni and other metals. This relatively easy separation method can be extremely advantageous in the case of such a complex solution matrix with relatively high REE concentrations (conc.). Once REEs have been precipitated as double sulfates as per eq. (1) (Porvali et al., 2018), the resulting double salt precipitate lacks applications without further treatment. Direct thermal treatment would generate sulfur dioxide emissions and likely require high temperatures in order to transform double sulfates into REE oxides. Furthermore, the precipitate contains Na ions, which would need to be removed by chemical treatment from the calcined REE product. In the context of circularity of raw materials, it can be taken of a remarkable benefit if the sodium and sulfur present in the double salt could be reused instead of wasting them into the side streams. To that end, in this simulation study, the double salts are converted by dissolution and precipitation to hydroxides which are readily treatable, e.g. with total dissolution and solvent extraction, for further purification (Abreu and Morais, 2010):

Major cities are not only the focal point for AustralianÆs work, leisure and homes, they also are the focal point for the flow of resources into the built environment, motor cars and transportation and urban consumables. The steady increases in æstockÆ and waste generation, in line with GDP growth, means that cities will become the mine sites of the future if the inherent value is recovered from these materials at end of life. The urban waste stream can be characterised as containing approximately nine per cent hydrocarbon-based materials; 57 per cent biomass-based material; 28 per cent fully mineralised materials that are inert, five per cent metals and less than one per cent of problematic materials that are potentially hazardous and toxic. In order to convert these wastes into value added inputs into the economy, a number of technological interventions are required. These æurban waste mining techniquesÆ revolve around source separation and material streaming. One issue that needs to be overcome when determining which mining technique to implement, is identifying the option that will deliver optimal value, both from a financial and a sustainability perspective. The difference between embodied energy and calorific value is a case in point. Highest net resource value (HNRV) is a concept that can assist in choosing between different resource recovery options. The assessment can be done at a strategic level, or can be used to work out material specific issues. For example, used tyres can be recovered for their energy content at an approximate cost of $120 per tonne, whereas mechanical processing of used tyres can deliver a net benefit of $192.

HERBERT HOOVER had to sit through an hour and a half of eulogy of himself at Carnegie Hall last night, said the Sun and New York Herald of Feb. 19. When his turn to answer came he remarked that, although one of the speakers had referred to him as a modest man, he would never, in view of this experience, be able to prove it. The occasion was the presentation by the Civic Forum to Mr. Hoover of its medal of honor for distinguished service, the only recipients in past years having been General Goethals, Thomas A. Edison, and Alexander Graham Bell. Only by distortion of intent could there be said to be anything political in the affair, which was carefully described by the chairman, Charles E. Hughes, as non-partisan. Nevertheless, the praise bestowed on the former Food Administrator by the former Republican candidate for President, proved specially interesting to a much applauding audience which filled the hall to the uppermost gallery. A piece of real news was supplied by Horace V. Winchell, whom Mr. Hoover succeeded on Tuesday as President of the American Institute of Mining and Metallurgical Engineers. He said that Mr. Hoover, when in Europe after the . armistice, caused to be collected the literature of the war in all Europe.

CIVIL engineers seem to number in their ranks more advocates of licensing than are found among the practitioners of other branches of the pro-fession. Licensing was not originated by civil engineers but it was forced upon them in two ways. In the first place, the civil engineering profession has hangers-on like every other profession. The first legislative result of their imperfect accomplishments with which I am familiar occurred in the far West. It was found that early irrigation works were so badly planned in some cases that not only were water rights made very uncertain but considerable sums were invested in structures and ditches which proved inadequate and occasionally complete failures. Water was too valuable to be wasted in that way and money too hard to obtain. In those sections, therefore, laws were passed many years ago which made it obligatory for the design of irrigation works and other structures utilizing water to be made by engineers who had satisfied a board of examiners that they possessed the technical qualifications to plan such works properly. The basic thought on which such laws rest is the same as that on which laws governing the licensing of boiler operators rest, namely, the safety and welfare of the public. While boiler explosions still occur and irrigation works are built which are not wholly satis-factory, these laws have helped the, public, it is gener-ally agreed.

The need for mechanized drilling to decrease mining costs has resulted in the development of the jumbo from column-and-bar drill carriages to hydraulically controlled jib jumbos. Resultant savings from use of improved jumbos have been high enough usually to retire the machinery investment within a year. The jib jumbo unit has been applied successfully to development and preparation programs and flat-bedded stopes, and an even wider field is forecast for its use.

The recovery of heavy minerals by gravity concentration during grinding is practised widely in the minerals industry. Studies have shown that the grade and recovery of the concentrate depends not only on the performance of the concentrator but also on the degree of liberation achieved in the mills and the scavenging action of the hydrocyclones closing the grinding circuit. In the current study, consideration is given to the development of mathematical models to quantify and unify the operations of comminution, liberation, classification and concentration. The models are based on test work done at production scale with gold ore.

The grade control process undertaken at mines aims to maximise the value of the ore (valuable product) mined and fed downstream for processing or sale. The full range of grade control activities includes: reserve estimating, drilling/sampling, assaying, modelling, ore block design, blasting, ore mark out, excavating, stockpiling, processing and reconciling. Over the last 25 years, the grade control process has undergone significant improvements and this is in part due to the developments in grade control blasting. This paper discusses the development and classification of grade control blasting applications in surface mining. A review by the author in 1988 (Little and van Rooyen, 1988) is used as a benchmark for discussing the very significant progress that has been made.Two major technology initiatives have enabled this development. The first was the development of a method for the measurement and analysis of total displacement during the blasting process. Currently, the Blast Movement Monitor (BMM®) is a practical tool that has been used around the world to improve the industry’s understanding of three-dimensional blast movement dynamics. The second technological enabler was the development of electronic detonator systems. The unique aspects of electronic detonating systems are their higher accuracy and that all detonators are activated at time zero (initiation). From a grade control blasting perspective these features and other improvements allow experimentation and, ultimately, more complex, multiobjective blasts to be designed and implemented.This paper reports on a classification and review study undertaken by the author. In all, five selective blasting methods and nine bulk blasting methods are classified and reviewed. Five important observations are made: there is value in classifying the range of grade control blasting strategies, and the blasting objective framework presented is helpful in this regard the range of strategies available to designers is increasing as enabling technology develops, so too do the ambitions of blast designers and the expectations of downstream customersgrade control blasting and Mine to Mill concepts are merging, and this paper caters for this trend using multiple blasting objectiveshaving a technical primary blasting objectives framework, combined with the classification system presented here, should assist practitioners and stakeholders with lateral thinking in regards to future technological innovations, grade control blasting and Mine to Mill initiatives.CITATION:Little, T N, 2015. THE classification and preparation of non-ferrous scrap metals is a subject of interest to every individual and corporation that employs in its processes of manufacture non-ferrous metals and alloys and accumulates in such manufacture scrap from these materials for disposition in the form of turnings, borings, short ends, punchings, clippings, grindings, washings, etc. All too frequently the disposition of such scrap is left to individuals who have no knowledge of the subject either from a metallurgical or a commercial standpoint, or both. Much money is thus lost which with a little more intelligent effort might be saved, and in this day of fierce competition and small profits such an opportunity cannot be ignored. The Mineral Resources of the United States for the year 1925, the latest issue available (Part 1, page 221), gives the secondary non-ferrous metals of certain classes recovered in the United States for the year 1924 to 1925 as shown in Table 1. The figures are tabulated simply to give the reader some idea of the scope of the secondary non-ferrous metal industry. Approximately 900,000 tons of an annual value of $244,000,000 were recovered in the year cited. In 1916 (again using the Mineral Resources of the United States as authority) the tonnage reclaimed was approximately 632,000 tons and the value, because of the high prices for metals prevailing at that time, amounted to $265,000,000. It is not the purpose of this paper to discuss smelting and refining operations or the feasibility of an organization, primarily engaged in some other activity, conducting smelting and refining operations to convert its own non-ferrous scrap metals and alloys. The classification and preparation of these non-ferrous materials is a preliminary step, regardless of what subsequent operations the material may pass through or where these operations may be conducted. For that reason the subject can be readily discussed without any reference to subsequent activities. Space must be provided, with suitable handling facilities, scales and the necessary storage bins where the material may be accumulated. The scope of the activity, the nature of the industry and the tonnage handled will determine, in a large measure, what preparation, if any, it may be desirable to give these scrap materials to put them in the best marketable condition. THE DEVELOPMENT OF CLASSIFICATION WHAT is the use of a classification of mineral deposits? From the days of Agricola, the founder of the science of ore deposits, successive authors on the subject have attempted classifications, none of which have attained unanimous indorsement of miners, engineers, or geologists. The miner and engineer naturally have little regard for a classification that does not help them to find ore. Mining geologists may share this feeling, and deplore the overemphasis that may be placed on classification by their academic brothers. Apparent effects of such overemphasis may be reflected by students or new graduates who have grown to think that each deposit must fit perfectly into some pigeonhole of the more or less arbitrary scheme that has been drilled into them. Diversity in mineral deposits as in other natural phenomena, however, is too great to be fully expressed in the usual tabular classification, and experience is essential for the appreciation of the value or usefulness of a classification. The succession of classifications has closely followed the growth of the science of mineral deposits and reflects that growth, as well perhaps as the limited or comprehensive viewpoint of each proponent. The earliest classifications were based on metal content, and were superseded by those based mainly on form of deposit. Source of materials also became a basis, and was followed by physical and chemical conditions and processes. In spite of this development it is interesting to note that in many of the latest reports on mining regions the authors adopt special classifications suited for their particular districts. Some of these, like the earliest classifications, are based primarily on metal content, and others are most conveniently based on form, and it may be convenient to modify these by reference to source of material or temperature of deposition.
