The environmental and economic impacts of a significant dependence on fossil fuels are affecting the future of sectors such as of mining. These impacts are prompting the Australian Government to seek solutions for reducing its dependence on fossil fuels more generally, such developing clean energy and improving energy efficiency. However, limited research has been undertaken to assess the potential synergies between clean energy and mining in an uncertain global future. This paper analyses current energy use by mining in Australia and reviews the drivers and opportunities for energy efficiency and cleaner energy technologies to be coupled to mining under three future scenarios. Linkages between mining and clean energy are investigated for three global scenarios for mining and metals to 2030, developed by the World Economic Forum (WEF), namely Green Trade Alliance, Rebased Globalism and Resource Security. These scenarios are applied to assess how they could change the barriers, opportunities and trade-offs required for the development of a more sustainable energy sources by the minerals industry in Australia.

Compliance with the EPA's emerging Clean Water Act regulations can be challenging. Open pit copper mines in Arizona have found themselves in a tangled web of changing rules, regulations, and guidance documents regarding storm water and process water discharges. Large mining properties must come up to speed on a myriad of issues including the definition of zero discharge, what constitutes a process related spring or seep, and tailings and waste rock Best Management Practices. The example of the Pinto Valley Mine in Arizona is used to illustrate National Pollution Discharge Elimination System regulatory issues.

This paper provides a discussion of the various federal and state laws governing water quality as related to mining operations. The specific laws addressed are the Clean Water Act, and the Arizona Mined Land Reclamation Act. Topics that will be addressed are mine water and process water discharges, storm water discharges, pollution prevention, dredge and fill, spill prevention control and countermeasure plan, and surface water protection. Proposed changes to the laws and regulations will be discussed. Compliance strategies will be suggested to prevent potential noncompliance and enforcement.

The Clean Water Act, as administered by the Environmental Protection Agency, has mandated industry, government and the public to comply with potentially conflicting and vague water quality statutes, regulations and guidelines. Universal regulatory strategies have been developed which have introduced and have created regulatory, compliance and institutional conflicts. Conflicts have been created because National water quality performance goals and design standards are vague, and, in many cases, cannot be scientifically justified. Because of regulatory technical requirements to define background and environmentally impacted water quality characteristics, the ability to achieve regulatory compliance is difficult. Difficult issues requiring resolutions includes but are not limited to site specific surface and ground water quality classification systems, water quality standards and guidelines, point and non point pollution sources etc. Because of these statutory and regulatory complexities, a confrontational regulatory system has been created as it relates to: - defining performance criteria in relation to design criteria; - resolving water quality statistical compliance conflicts; - defining laboratory precision requirements; - determining background groundwater characteristics; and - locating a representative point of compliance. Because of these complex regulatory issues, the ability to balance goals, needs and economics has not been achieved or in many cases has not been attempted, without legal intervention. A few examples illustrating where water and waste management compliance conflicts have been experienced.

The Cadia Hill concentrator at Newcrest’s Cadia Operations has undergone several modifications and upgrades to treat an increased throughput rate of harder ore from the Cadia East block cave mine.Subsequent to the commissioning of the expanded circuit, the flotation cleaner block has undergone a systematic optimisation programme tackling all facets of circuit operation. In 1977, an article in World Mining1 reported a total of 2726 rotary blasthole drills in service. This figure included only those machines produced by three of the manufacturers building drills of this type. The total, therefore, is much higher. Rotary drilling in the mining industry is big business to the manufacturers and suppliers involved, and a significant cost item to mine operators. The time has come to take a hard look at rotary drilling technology with an eye to reducing costs by increasing drilling efficiency. The efficiency of any rotary drilling operation is best measured in terms of the rate of penetration achieved by the bit. In blast hole drilling, there are five factors which affect the rate of penetration. They are: (1) bit selection, (2) weight on the bit, (3) rotary speed, (4) hole cleaning, and (5) formation properties. Of these factors, all but one may be controlled by the operator. Looking at any one in detail may reveal possible improvements in the system. One of these factors -- proper hole cleaning - will be discussed in this paper. In order for a bit to perform at its maximum capability, each tooth or insert should strike fresh clean rock as it falls into its drilling position. If the tooth or insert lands on previously drilled cuttings, a major portion of the energy delivered to the bit is absorbed in redrilling this broken material. A major portion of the interest, therefore, should be directed to the proper cleaning of the bottom of the hole. In an in-depth study of the cleaning of large diameter holes, Allen2 reports that horizontal air velocities of 38.10 m/s are necessary to prevent the saltation of drilled cuttings on the bottom of the hole. The exact flow pattern on the bottom of the hole, however, is not generally known. The air leaves the bit through the jet nozzles and the mouths of the cones, but where it goes from there is uncertain. This problem should be investigated by the bit manufacturers because they can best utilize the results of such an investigation to provide a more effective product. Some work has been initiated in this area and competition will probably increase its intensity. Bailing velocity is the best criteria to measure the cleaning of the hole, including the bottom, and is the factor on which efforts toward improvement must be concentrated. The first consideration is "What should the bailing velocity really be?" In drilling deep holes for oil and gas, 15.24 m/s is the generally accepted figure. In blasthole drilling, the figures of 25.40 m/s for average rock to 35.56 m/s for iron ore were first mentioned by Capp3 in 1962. The recommendations are the same to this day. A number of questions could be asked in regard to the apparent disparity between these two sets of figures. Various investigators have derived formulas which support one or another of these criteria. A thesis on the subject was written by Alexander4 who derived a formula based on research which resulted in velocities in the lower end of the ranges quoted previously. He set out to compare this figure to laboratory tests and his tests indicated that the velocities given by the derived formula appeared to be high.1 Perhaps the best reason that the 25.40 to 35.56 m/s range has been used, is that these velocities seem to work. Below the accepted figures, low bit life and slow penetration rates occur. Above these figures, increasing amounts of abrasive wear on the drill pipe and stabilizers seem to appear. There is a fallacy to this entire approach, however. The entire velocity calculation is made using nominal bit and pipe sizes and compressor deliveries with no compensation made for losses in the system. Perhaps an examination of some of the things that are not presently considered could lead to some practical improvements in the operation.

The installation of the Chance flotation system for the preparation of anthracite demonstrated the need for some means by which the specific gravity of the fluid mass in the separating cone could be determined with a fair degree of accuracy. The means used (with the original cones) was a set of wooden balls attached to ropes or chains, each with a different specific gravity. In the Northern Anthracite field, where the cones are generally operated with the specific gravity at 1.65, these gravity balls are provided with a range of 1.6, 1.65, 1.7 and 1.75. The operator of the cone from time to time would place one or more of these balls in the cone and estimate its specific gravity by the action of the balls. The margin of error with this system was very great, because there was the possibility that the test ball might be held in suspension and carried around by material floating beneath the surface of the cone in what is known as "island " formation—a formation resulting from a low sand line in the separating cone. The inaccuracy of this system of determination of specific gravity was indicated also by periodic tests of the final refuse bank, which showed excessive losses of coal to the refuse. Further evidence of the unsatisfactory operation of the cone was the uneven appearance of the market product, which caused spasmodic condemnation. Maintenance of Even Preparation With the critical market condition of today, it is essential that the preparation units operate consistently to maintain an even preparation. If a plant wishes to maintain a 1.65 specific gravity preparation, which means that all material of a specific gravity greater than 1.65 is classed as "reject," if the specific gravity of the fluid mass runs to 1.70, the market product will not be satisfactory; or if the specific gravity of the fluid mass is 1.60, the market product will be entirely satisfactory but the losses at the slate ends will be excessive. The water cyclone washer has a number of advantages that makes it a desirable machine for the cleaning of fine-grained and friable materials such as 1,4 x 0" slack coals. In this paper results are presented of tests carried out on a shaly coal containing a high percentage of inter-grown materials from the Minto area, New Brunswick. The tests were con-ducted in the pilot plant of the Western Regional Laboratory in Edmonton. The test results show that the cleaning characteristics of this coal can be improved by lightly grinding the recirculating middlings fraction, which constitutes approximately 30 per cent (1.45-2.00 fraction) of the raw feed. • The cleaning of 1;4 x 0" fines by water cyclones compares favourably with other coal cleaning machines and has an added advantage of being extremely simple to operate, low in capital and operating cost, and high in capacity. It is not uncommon for overall quality of coal from a mine to deteriorate as the mine is developed or for an improved-quality coal specification to be imposed during the life of the mine. Either of these conditions typically results in management pressuring mine personnel to take greater care in delineating the seam from top and bottom rock. When mining and seam conditions require a portion of the seam to be removed to ensure sufficient rock is removed to meet the quality specification, physical-coal cleaning may become economically competitive with in-pit seam grooming. The additional cost of coal cleaning may, in some cases, be justified by permitting higher recovery of the coal seam than is possible when cleaning the seam with excavators in the pit. This paper compares projected coal cleaning results with present in-pit grooming techniques and reports the economic results.

Due to a tight ash constraint on the clean coal product and difficult middlings washability characteristics, a considerable amount of coal was being lost in the jig middlings at the Monterey No. 2 Mine. An investigation was conducted into circuitry to recover this lost coal with minimal effect on the total clean coal ash. A reverse two-stage hydrocyclone system cleaning at low specific gravities was selected. This system is currently recovering approximately 5.8 kg/s (23 tph) of 11.5% to 12.5% ash coal. The specific gravity of separation for the system is about 1.5 and the probable error is 0.13.

"Since all gold mills must sooner or later be cleaned up for permanent shutdown it was felt that a record of what was done at one mill might be of some help to those who will have to do the same job in the future,In cleaning up the mill of Delnite Mines Limited, I had an advantage that most mill superintendents will not have in that I started up the mill and was there until it was shut down, It was also known for two years approximately when the shutdown would be and for a year almost the exact time. This, of course, made careful planning possible and enabled me to get advance information that wouldn't have been available had the shutdown come unexpectedly,Early in 1964 calculation of ore reserves and the known number of working places available indicated that the mine would run out of ore sometime in August or September but not later than October, The time of course would vary with the number of competent miners that could be retained until the shutdown. Since the mining method used exclusively on the ore then remaining was cut and fill, it was known that once mining operations ceased it would require at most two days to crush and grind the last of the ore.In March 1 964 I took samples of the concrete floor under the precipitation presses, in the flux room and furnace room of the refinery and from the assays obtained proved that there would be no profit in breaking up the concrete to recover the gold from it, Samples taken from the top half inch of the concrete floors assayed less than 0, 10 oz per ton,"

The California Surface Mining and Reclamation Act (SMARA) is the nation's first legislation establishing a statewide mineral resource policy governing mining activities that recognizes regional needs and retains local autonomy. The Southern California Rock Products Association supported this proposed legislation. It was through our efforts that SMARA was passed in 1975. The local planning and zoning processes, which are so critical to the mining industry, have been significantly improved with implementation of SMARA. Recognition of the importance of the mining industry is now being developed by the State Mining and Geology Board and the California Division of Mines and Geology (CDMG).

The notion prevails that writing is a knack, that the skilful use of the pen is a gift of nature. This is an error. Dogberry may be responsible for it; he said: "To be a well-informed man is the gift of fortune, but to write and read comes by nature". Because Dogberry said it, we may be sure that Shakespeare thought otherwise. Ability of any sort may be partly innate, but my own observation and experience lead me to conclude that most of the easy writers have become so by constant practice. As I recall the names of men successful with the pen, I remember that most of them have written a great deal and have taken particular pains to improve their style. The suggestion that proficiency in the difficult art is a happy accident provokes a sardonic smile. The larger part of the great writing in our literature is the result of persistent effort. An easy fluency has been the undoing of many; their flamboyant and fantastic scribbling has proved as perishable as froth. This criticism applies to technical writing also; in order that a technical description or discussion may hold the interest of the reader, at least long enough to cause him to read it to the end, the writing must be done carefully and systematically; otherwise it will fail in its purpose of conveying information. Clearness is absolutely essential. "It is not enough to use language that may be understood; it is necessary to use language that must be understood."* The purpose of writing, at least of that which is meant to be read by others, is not only to express ideas but to communicate them. OUR own Institute of Metals and Iron and Steel divisions cooperated with the Iron and Steel Division of the American Society of Mechanical Engineers, the American Welding Society, and the American Society for Steel Treating in a busy week at Cleveland. The morning sessions were held at the Hotel Cleveland and the afternoon ones at the Auditorium, where the metallurgical exhibition under the auspices of the American Society for Steel Treating not only occupied the arena of the Auditorium but completely filled the huge adjacent Annex. In the intervals of sessions the members thronged the exhibits but in the evenings the local attendance was so great that if the crowds had been any larger it would have been difficult to see the exhibits. With so many firms, both producers of metals and of equipment accessory to their production and use, it would be impossible to mention them -all and unfair to single out a few, since no two individuals' judgment would coincide as to relative interest and importance. In any case an exhibit is a thing to be seen rather than described, and these were well worth seeing.

Those engaged in pumping from shafts, or other mining works, may be intereited in the following suggestion of what is believed to be a novel method of raising moderate quantities of water against a considerable head. It is admitted that the ordinary Cornish pump, as generally used in mines, is hard to beat, on account of both its extreme simplicity and its easy adaptation to the requirements of mining; its great drawback, however, being the enormous weight of heavy rods and successive plungers that have to be kept in motion, not to mention the necessary " balance-" and " angle-bobs," with all their accompanying friction and wear and tear. It is contended that the following method would, to a great extent, overcome these drawbacks ; though, no doubt, many old miners may say it would also introduce new ones. Possibly, this may be the case. It is only desired that this pump may be judged upon its merits. The chief novelty of the method consists in employing the almost unlimited pressure obtainable from a high column of water, augmented, if necessary, by a hydraulic ram or press at the top, to work a small-diameter piston or plunger at the bottom of a shaft or well. This high-pressure plunger, indicated at E, in Fig. 1, transmits power direct to a larger-diameter plunger, F, constituting, together with the ordinary H-piece, valves, and wind-bore, the actual pump, which raises the water, by column C, to the adit-level or other discharge, placed as far as possible below the head of the high-pressure column A and ram W. It will thus be seen, that it is only necessary to maintain a prmsnre on the small piston, E, equal to that on the larger one, F, by means of the small but high column of water, A, in order to cause F to descend, and thus force the water up through C. In China all minerals are, theoretically at least, the property of the Emperor, and the Imperial permission must be got from him for the privilege of working them. A direct tax is levied on this privilege, and by simple command, the Emperor can close a mine at any time. Occult geomantic influences are a large factor in determining the opening or the arbitrary closing of a mine. The location with reference to points of the compass, graves and natural objects, may be really or professedly considered as indicating that those influences are favorable or unfavorable. The consequence, is, of course, that for the authorization and encouragement of any considerable enterprise, friends' at court, practical politics, and more or less bribery, are required. As a result, most Chinese mining is illicit, and is carried on in a small way only. Often along a single vein, or over a small section of mining country, a few individuals obtain rights over all the openings, most probably by loaning money to the head-men of the operators and holding the mines as security for the debt. [In discussion of the paper of Mr. J. C. Bayles, read at the New York meeting of September, 1890, Trans., xix., p. 18.1 It is often so difficult to locate the causes of failures of machinery and apparatus which can be examined and studied at leisure, that it is not surprising that the causes of explosions should escape detection. Usually the explosion is the first evidence that anything is amiss, and the time for observing the conditions is necessarily brief. An incident in a welding-works near Essen, Germany, might be cited as exemplifying what trifling causes may lead to disaster, and how difficult, under the most favorable conditions, it may be to discover them. A blowing-engine was arranged with two suction-pipes at each end of the blowing-cylinder—one leading to the air, and the other to the gas-holder. Each pipe was provided with a valve, and all were so adjusted that the cylinder drew in gas and air in the proportions found most advantageous. The gases from the cylinder were carried directly to the furnace through suitable pipes, and while the cylinder was provided with relief-valves, every effort was made to prevent explosions, principally by compressing the gases to a point where the rate of efflux of the mixture was greater than the velocity of combustion, if the expression is here allowable. It was found that the apparatus would work satisfactorily for some time, and then the relative proportions of the mixture would change, and an explosion might have been the result. Experiments consuming days were made to discover a method of averting this danger, but they were unsuccessful, until it was observed that the change in the composition of the mixture of gas and air took place when the gasometer began to rise or fall—the back-pressure due to friction when the holder was rising or its absence when falling being sufficient to change the conditions. In the olden days the making of alloys was an art, and the secrete of the craft were jealously guarded. To-day it has become a science, though the old ideas in regard to the secrets and formulæ are dying hard. Modern progress may be attributed to scientific research and testing of materials, and the substitution of chemical analytical control for " cook-book " methods. We know to-day a great deal about the constitution of alloys, the reasons of the change in structure and physical properties by heat and mechanical treatment; and this new knowledge is due for the most part to the physical chemist and metallographist, who have shown us that alloys are simply solutions, and as such obey definite laws. The application of the theories of solutions and of the phase rule tells us what ought to happen when our alloys are in a state of equilibrium. The working-out of the temperature-composition diagram (thermal diagram) for numerous alloys has thrown a light on the structure and constitution which has dispelled most of the darkness in which we labored before the advent of metallography. The work began with the determination of the freezing-point curves, and here the research of Le Chatelier,' Gautier,2 Roberts-Austen,3 and the other pioneers broke the ground. Next the physical chemists, Tammann,4 Rooseboom,5 Bancroft,6 and their colleagues, showed us the complete thermal diagram and its meaning.
