Graham Macfarlane, Louisville, Ky. (communication to the Secretary*):—In the paper by S. Whinery under the above caption mention is made of the occurrence of Clinton iron-ore in Kentucky and Tennessee. I believe that this is really a ferruginous limestone in what the Tennessee Geological Survey calls the Fernvale formation. In Davidson and Sumner counties, Tennessee, this occurs at about the horizon stated by Mr. Whinery. The maximum thickness of the deposit is from 10 to 12 ft., but it averages between 6 and 8 ft., lying practically horizontal. The Red River Furnace Co., under my direction, opened a mine in the Fernvale " red rock" near Goodlettsville, Tenn., several years ago. When it was first found we assumed it to be Clinton ore, but the absence of the characteristic Clinton fossiliferous structure and other evidence satisfied us that it is really limestone saturated with iron oxide. I think the very low ratio of SiO2 and Al2o3 to iron content as compared with the usual ratio in the Clinton ore is also evidence in favor of its being the Fernvale. The Tennessee Geological Survey states that at outcrops where this ore has been leached it carries about 44 per cent. of iron; under cover, from 20 to 25 per cent. of iron and from 3 to 6 per cent. of silica, the remainder being chiefly calcium carbonate. Its phosphorus content is irregular and generally rather high for a foundry-iron mixture. Since it is more than self-fluxing, we have at times operated with a mixture of brown hematite and red ore with no limestone.

Under the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been, that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. Almost half a century has passed since the Siemens brothers, after tedious and costly experiments, finally began the manufacture of open-hearth steel. The furnace of that time was very small, having a hearth-capacity of from 3 to 4 tons, and we can appreciate the wonderful development that has taken place in those 50 years by the knowledge that to-day furnaces of 50 times the original capacity are in operation. As the new steel process assumed importance, and furnaces began to grow in number and in size, a question arose, to which no satisfactory answer has ever been given, and that was: aWhat is the safe and economical limit of the open-hearth furnace ?" Various stopping-places have been suggested, and 20, 30, 40, and 50 tons have each been advocated, but all such arbitrary restrictions have been passed, and 60 tons would probably represent the average furnace, although in a few instances from 70 to 80 tons are regularly tapped into one ladle. The furnaces which are the subject of the present paper have gone far beyond even these limits, and since, in my opinion, they mark another step in the progress of open-hearth steel, they will be considered fairly and frankly, in order that those to whom the matter may be of interest may be able to judge and form their own conclusions. Short accounts of the work of these furnaces have appeared from time to time in various technical journals, of which the following is a brief résumé. These furnaces are the property of the Phoenix Iron Go., of Phœnixville, Pa., and their distinctive and important feature is, that they charge to twice the capacitl of one ladle, and tap simultaneously into two ladles, with a device for controlling the flow into either. In this way the capacity of the furnace is not limited, as formerly, but heats of any size within the capacity of two ladles may be charged.

The taking of proper samples of crude ores seems to he less thoroughly understood, or less carefully practiced, than its impor tance requires. We all know how often we encounter the reports of very accurate assays and analyses, the weight of which as evidence wholly depends on the method of obtaining the sample, and is very probably nil, because there has been no proper sampling. Pissages might be cited from technical books, and from current technical literature (all the work of writers whom we delight to honor) to show that even among high scientific authorities there is too little acquaintance with the practical art of the sampler. There is no metallurgical or chemical establishment which does not frequently receive samples truly representing nothing. They consist usually of bits of ore, or what not, selected because they are worse or better than the average of what they are meant to represent. And they are worthless, no matter who made the selection. Where conscious choice is permitted to enter into the operation, a fair sample will not result, unless by a miracle. The work of sampling is often looked upon as within the realm of boys and of pensioners only. At least, though the manual labor be left to subordinates, the principles on which it is conducted and the safeguards with which it is surrounded are not unworthy of the study of experts; and experts should he ready to teach these principles and enforce them in practice. For exact sampling is the indispensable first step towards learning the value of any boxful, carload or shipload of ore. I propose to give a simple account of the method of sampling by hand, such as I have always pursued. There is nothing new about it. So far as I know, it is the immemorial old method, as old at least as Cornish copper-mining. Perhaps my fellow-members in the Institute may suggest improvements in it. If not, it will constitute a record in our Transactions to which laymen and beginners may be referred.

Joseph E. Thropp, Jr., Indiana Harbor, Ind.:—To what do you attribute the fact that in some localities the by-product coke sells at a premium over the ordinary bee-hive coke for foundry use ? If the cell-structure is preferably soft and rather thick in coke for foundry use, as I understand it, do you mean that by-product coke has soft and thick cell-walls ? William H. Blauvelt, Syracuse, N. Y.:—As I say in one of the paragraphs of my paper, the tendency seems to be towards the manufacture of foundry- and furnace-coke under somewhat different conditions. The development of the best cell-structure in coke, of course, has not reached perfection, but we are making progress, and we are inclined to believe that under ordinary conditions the best furnace-coke, that is, coke with the hard cell-wall and the well-developed cell, is produced at fast coking-time and high heats, whereas the best foundry-coke seems to be produced at somewhat lower heats. In one of our plants we are making furnace-coke in 16-hr. coking-time, and foundry-coke in 20-hr. time. Foundry-men want the strong, tough coke. I think the furnace-men present will agree that the best furnace-practice requires a hard coke, with a well-developed cell-structure. Replying to the question as to the reason for higher prices being realized for by-product foundry-coke than for bee-hive coke, of course, the immediate reason is that it suits the foundry-men better. Perhaps one cause may be that we are able, by the selection of coals, which is not usually practicable at bee-hive plants, to get a quality and analysis best suited to foundry-work, with high carbon-content, and with cell-structure and physical strength especially suited to the foundry-men's ideas.

This paper is offered with considerable diflidence, since some of the statements made may not agree with the opinions of other members of the Institute. What I give is the result of some years of experience in the operation and construction of coke-ovens, and observation of plants in America and Europe. Although my title is " The Manufacture of Coke," I have found it impossible to do justice to the subject without touching on a number of points which, while not strictly involved in the making of coke, yet are of paramount importance from an economic standpoint. There are, indeed, many points of interest, on each of which a separate paper of considerable length might be written, but the scope of my paper will permit me only to touch lightly some of them, in the hope that what I say will promote a full discussion on the whole question. Those of us who are interested in the manufacture of coke are under an obligation to the American Institute of Mining Engineers, which has opened its meetings to the discussion of this subject. I do not believe that there is any question to-day more worthy or more in need of discussion. When geologists and mining-men tell us that, at the present rate of consumption, our coal-fields will be exhausted in a few generations, me should welcome any means that will conserve these deposits as far as possible, and give us the greatest amount of heat or power from every ton mined. I shall try to show that much can be done in this direction through the by-product coke-oven, and that it should stand second to none as an economic factor in the industrial world. I shall here deal exclusively with the by-product oven, except for the comparative statement I hare prepared, showing the saving to be effected by coking in by-product instead of beehive orens. In taking up this subject it is first necessary to define our terms. Efficiency, in its engineering usage, means the ratio between actual and theoretical results, and efficiency-records thus involve the use of scientifically determined standards with which all results are compared. Scientific management is the methods used in increasing efficiency, and includes the use of efficiency-records. Efficiencj-records do not alone constitute scientific management, but they are necessary to it, and any so-called system of management which is not based upon standards and standardization is fundamentally wrong. An efficient management and efficiency-methods in management are not the same thing. There are some people who have an instinctive genius for management and accomplish results without exactly knowing how they do it. Such a manager may obtain a very high efficiency without the aid of scientifically determined standards. On the other hand, it sometimes happens that poor results will accompany the use of efficiency-recorcis, due to a weak or indifferent management, which fails to make use of the information acquired. Efficiency-records are only a tool, and like other tools are worthless unless used. The ordinary cost-sheet and production-statement do not go far enough. They tell what has been done, but give no information as to how well it has been done. It is true that the man who is familiar with the industry and the plant in question may draw inferences and form a general idea of good work or bad work, but it can only be a very general and hazy idea. The general usage of engineers, manufacturers, and merchants, is gradually, bat surely, fixing the answer to this question. In every country rails, boiler-plates, and machinery bars, whether hard or soft, are almost universally called steel, when they are made from cast ingots. Other names for the softer steels, such as " homogeneous metal,'' "Bessemer iron," " Martin iron," and the like, have failed to obtain general recognition. The meaning of the term steel, before it was enlarged to cover newly developing varieties, has been traced, by a recent writer, down through Percy, Shakspeare, and the Bible, in a most interesting manner, from an archœological point of view. Undoubtedly, it did characterize hardness arid other qualities imparted by carbon. It is within the memory of most of us, that all steels were tool steels, and that the soft, structural varieties were introduced—varieties which harden but little, which bend cold, and which, in many physical properties, are akin rather to wrought-iron than to tool-steel. But, since both the hard and the soft steels are made by the same processes, and have their great, distinguishing structural feature in common, viz., homogeneity resulting from fluidity, it has come to pass, despite every other proposed nomenclature, that all the compounds of iron which have been cast in malleable masses, are called steel, the term wrought-iron being still confined to malleable iron made from pasty masses, and hence laminated in structure. No inconvenience has been found, so far, in distinguishing between the more or less carburized products, in general, by the terms " highsteel," "low-steel," "tool-steel," etc., and, in particular, by prefixing the percentage of carbon and other ingredients, to the terra steel. Steels which contain distinguishing ingredients other than carbon, are called "chrome-steel," "titanium-steel," and the like, just as variously compounded bronzes are called " phosphor bronze," " aluminium bronze," etc. Thus the combination of several words or symbols, and figures, may completely disclose the characters of the metal, in terms that are subject to no misunderstanding. But inasmuch as several high metallurgical authorities and clever writers have of late proposed to disturb this natural and somewhat settled nomenclature, it seems important to consider the claims of the various classifications. People in economically developed societies demonstrate inherent human care for Earth and want to stop pollution. Yet efforts to clean Earth seem bogged in confusion from wildly contradictory and alarmist predictions of æclimate crisisÆ. Supposed experts openly disagree yet weÆre told thereÆs universal agreement humans are causing æthe end of life as we know itÆ. The turmoil combines with peopleÆs feelings of fear, guilt, anger, hopelessness and even resignation and apathy to trigger æclimate alarmÆ. The paper enables people to rediscover clarity, hope and support for Earth by understanding how climate alarm and confusion were created and how they actually increase pollution. Many people seem to think global warming is as serious as pollution and worry that questioning alarm will enable pollution. Yet theyÆre different. We need be even more concerned about climate alarm because history shows repeatedly that when buried by ignorance and panic real problems grow overwhelming. Environmental credibility is endangered by confused politicians and sensationalist media. When weÆre willing to re-evaluate what weÆve been told we replace fear and confusion with facts and freedom to identify opportunities. Combining this with practical understanding of human behaviour and leadership enables opportunities to be identified and action taken. The paper shows how confident, informed leadership leads and supports higher productivity and effective care for the natural environment.

In recent years, mining operations have experienced the impacts of climate variability, increasing costs, and changes in the socioenvironmental dynamics of the territories. For this reason, the aggregates industry needs to design and define concrete and immediate actions to address climate change. An appropriate way to achieve this is as follows: • Calculate greenhouse gas emissions, sources, and relevance factor. • Make projections of future scenarios. • Design and implement action plans The proposed climate change mitigation and adaptation projects are logistical optimizations of mining equipment (mitigation). In spite of the increasingly polarized and politicized view of climate science and climate change in the United States, many of the principles behind the ?theory? of Anthropogenic Global Warming (AGW) or Global Climate Change (GCC) are in fact firmly established both in fundamental physics and detailed observations and are widely accepted elsewhere. The discovery of the earth?s ?greenhouse effect? dates back nearly 200 years to the work of French mathematician and physicist Joseph Fourier in 1824 and 1827. In 1872, John Tyndall an English physicist and mountaineer, described the capacity of various gasses to absorb radiant heat. He identified water vapor and carbon dioxide as the principal ?greenhouse? gasses. The work of Fourier and Tyndall was the foundation for the theory that increasing carbon dioxide (CO2) in the atmosphere might be responsible for an increase in global temperatures developed by the brilliant Swedish chemist Svante August Arrhenius in 1896. This was backed up by the additional work of Gilbert Callendar in the 1930s, and Gilbert Plass, Hans Suess and Roger Revelle in the 1950s. There is little scientific dispute about the physics by which this occurs: carbon dioxide in the atmosphere absorbs long wave radiation that would otherwise escape into space, thus warming the lower atmosphere and respective temperatures worldwide. The Intergovernmental Panel on Climate Change (IPCC), approximately 2500 climate scientists from around the world, has concluded that increases in carbon dioxide resulting principally from the burning of fossil fuels are responsible for most of the continuing increases in global temperatures (IPCC, 2007). NASA?s Goddard Institute for Space Studies (GISS) states; ?The ten warmest years all occur within the 12-year period 1997-2008? (GISS, 2009). 2009 was the second warmest year on record and 2010 was tied with 2005 for the warmest year on record (GISS, 2010, 2011). The science is in fact settled; the earth has not cooled since 1998 as some have claimed. It continues to warm as evidenced by not only surface temperature records but also ocean temperature records as well as changes in physical and biological systems (IPCC, 2007).

"The objective of this research is to evaluate the magnitude of carbon prices required to drive process development and innovation for the global nickel industry in a direction that tackles the multifaceted sustainability challenges that the industry faces, including air pollution reduction and greenhouse gas abatement. The results suggest that the currently considered carbon prices are not sufficient to drive innovations in processing methods or upstream pollution prevention. The co-benefits of climate change mitigation and pollution prevention cannot be readily realized under climate change policy alone. Increased coordination between climate change policy and performance-based environmental legislation is necessary. INTRODUCTIONNickel is an important metal in our modern society as it is used in stainless steel, alloys, electroplating and rechargeable batteries, all of which are integral to our economic growth and development (Eckelman, 2010).However, nickel production is energy intensive and therefore susceptible to emerging climate change policies, which may lead to production curtailment and/or increased unit costs of production unless changes in efficiency or energy sources are made (Mudd, 2010). The industry is faced with multi-faceted constraints: future technology must not only deal with metallurgical, financial and environmental constraints but also promote low energy and low carbon practices. This presents a challenge for this industry where technology innovation, development and commercialization are often lengthy, risky and costly processes (Imrie, 2006).Climate change is one of the many challenges faced by our society. Others include other pollution to air, water and land, resources shortage and economic development. From a policy perspective, it is important to balance multiple and often competing needs in an integrated manner. It would require some levels of trade-off in order to maximize the overall effectiveness but also to ensure that one policy does not undermine other policy objectives.The aims of this study are to evaluate how developments in climate change policy would affect the nickel industry in the context of existing environmental regulations and how the industry could respond under these constraints."

Oil, coal, and gas account for approximately 80% of global primary energy, but only a portion of total airborne CO2 eq (approx. 35% at GWP20 to 65% at GWP100), even though they account for 95% of total measured CO2 emissions. The benefits of these energy sources, as well as their related costs, are not all incorporated in current energy policy discussions. Global greenhouse gas policies must include documented changes in measured airborne CO2 eq to avoid spending large amounts of public funds on ineffective or sub-optimal policies. The authors examined airborne CO2, which is less than half of emitted CO2, as well as reported CH4 emissions and the global warming potential of CH4 as published by the IPCC for coal and natural gas. The surprising conclusion is that surfaced-mined coal appears ‘better for the climate’ than the average natural gas, and all coal appears beneficial over LNG. Therefore, current CO2-only reduction policies and CO2 taxes are leading to unintended consequences and the switch from coal to natural gas, especially LNG, will not have the desired impact of reducing predicted future global warming; in fact, quite the contrary. A large portion of anthropogenic global warming is attributed by the IPCC and IEA to CH4, but it must be noted that CH4 emissions from natural sources and from agriculture account for approximately 40% and 25% of annual global CH4 emissions respectively. Energy accounts for about 20% of documented CH4 emissions. CO2 contributes only approximately 35% of annual airborne anthropogenic GHG emissions after accounting for CH4, over a 20-year horizon. At a 100-year horizon, the contribution of CO2 increases to approximately 60%. Energy policies that do not consider all GHG emissions along the entire value chain will lead to undesired economic and environmental distortions. All carbon taxation and CO2 pricing schemes are incorrect and need to be revised. At IPCC’s GWP20 an approximately 2%1 higher loss of CH4 across the value chain prior to combustion of natural gas versus coal will lead to ‘climate parity’ of coal with natural gas. According to public data, natural gas value chains have high CH4 and undocumented CO2 losses. On a global average, using only IEA-documented CH4 data, natural gas emits approximately 15% more CO2 eq than surface-mined coal, over a 20-year horizon. This difference will increase as the use of shale gas and LNG expands. Investors should support all energy systems in a manner that avoids an energy crisis, including intermittent renewable energy systems where they make sense. If CO2 emissions need to be reduced, one of the most effective ways would be to install ultra-supercritical power plants with CCUS technology. However, the undisputed benefits of increased CO2 concentrations in the atmosphere because of its promotion of photosynthesis and plant growth effects (fertilization) need to be considered in energy policy decisions as well. The authors suggest that future research and development should concentrate on reducing net emissions from fossil fuel power plants and providing cost-effective and reliable new conventional power generation capacity, utilizing clean coal and clean natural gas technology.

A new framework that collates and interprets pre-existing data to assess vulnerability and ultimately plan to avoid or minimise flood-related risk to infrastructure, people, downtime, environment and revenue has been developed. The æClimate Related Adaptation from Terrain Evaluation ResultsÆ (CRATER) method tested at a coal mine in Queensland, provides semi-quantitative information to assist decision makers when designating investment for minimising vulnerability of mining operations to climate. Here we present the processes involved in this three-step approach that uses pre-existing spatial data of the mine site and local knowledge to build a set of visual tools to assist decision-making. The first step of the process is performing multi-criteria evaluation (MCE) within a geographic information system (GIS) on ranked natural conditions at the mine, such as elevation, slope, drainage, soil and vegetation, which is performed to identify critical flood areas. Secondly, a fault-tree analysis identifies how impact can occur and what options there are for impact reduction. Finally, a resource assessment of the mineÆs capacity to adapt reduces the adaptation options to those most suited to the mine. The results are confidential, but for the purpose of introducing the methodology, we present simplified results, particularly of steps 2 and 3. CRATER can also be used for future æwhat-ifÆ flooding scenarios to identify the most suitable locations for roads, buildings or other critical infrastructure. The methodology is transferable to any mine, series of mines or locations along the mining value chain that have sufficient data, providing a practical decision-making tool to identify æno-regretsÆ actions that not only could reduce downtime after or during an event, but in some cases may enhance production between extreme events. The global warming and the associated changes in climate variability would increase the risk to the mining industry in both magnitude and frequency. Consequently, extreme climate conditions would disturb the infrastructure, equipment and mine closure strategies in areas that have not consider this potential impact. To cope with these climate-associated risks is critical to understand the exposure and vulnerability with a local perspective. Having a clear knowledge of the current climate risks, the vulnerability of species, ecosystems, and ecological processes in the watershed where the mining operations are is essential to inform how patterns of risks and potential benefits are shifting due to climate change.

Future climate variability and change will impact on mining operations and their attendant communities. To minimise this impact, early and informed risk management is warranted. However, research into the risks posed by climate to the Australian mining industry has so far been limited. We are conducting a systematic study of the mining life-cycle to identify the main areas of vulnerability and adaptive capacity of operations and communities. This project aims to assess what adaptation activities are currently being undertaken within the mining industry and its communities across Australia and to develop a risk management approach that will aid the adaptation of practices in and around the industry, better assuring the security of people, jobs, revenue and the environment under changed or extreme climate conditions. The Canadian mining industry was recently assessed through a similar study, which found that many mining companies perceive a real risk to mining from climate change in the future, despite few companies being actively involved in managing such risk. At a workshop held by CSIRO involving mining specialists, the most vulnerable stage in the mining process in the Australian context was assessed to be production. In particular, impacts on water and energy supplies and also transport and infrastructure were of high concern. Additionally, heat stress on workers and equipment, changes in groundwater flow and increases in geohazards were also identified as important factors in the short and long term if problematic climate events become more extreme or more frequent. Risks in the planning and post-mine stages were also identified. Based on literature reviews and preliminary discussions with mining experts, here we present an initial assessment of the climate adaptation issues relating to mining and its associated communities and describe our future work plans in this area.

This presentation will cover: the importance of high-quality safety leadership; insights from a Safety Climate Survey that includes responses from 7903 employees working at 19 Australian mining organisations; the results of a critical control verification (CCV) coaching intervention; and recommendations for improving safety leadership in high-risk work settings. Safety climate is a representation of the deeper culture that exists in an organisation. Safety climate is predictive of behaviour, performance and reporting in organisations. Leaders play an important role in the establishment and maintenance of culture. Perceptions of safety climate were collected from 19 Australian mines (n = 7903 employees). These results indicate that the Australian mining sector is doing well in team support for safety and supervisor safety commitment. There were negative perceptions of willingness to report errors, employee involvement in safety initiatives, psychological safety and emergency readiness. Perceptions of safety leadership were in the fair range, with recognising behaviours perceived lowest, falling in the poor range. The underreporting rate was at 25 per cent indicating that 1 in 4 incidents are not being reported. Analyses exploring climate, leadership, safety behaviour and well-being will also be discussed. The integrity and success of critical risk management systems is often determined by the quality of safety leadership. Leaders need a mix of technical safety knowledge and interpersonal skills to be able to support the workforce to build critical control knowledge that invites open and collaborative discussions to find new or improved solutions. Forty leaders at a major mining operation completed training and 5-weeks of coaching focused on developing critical control verification competencies. The follow-up evaluation demonstrated significant improvements in relationship building, observation of controls and overall capability. Overall, insights from multi-organisation climate data and a prepost coaching intervention will be discussed and recommendations and practical guidance for leaders will be provided.
