Summarized Foreword This paper is one of a series arranged by Institute Divisional Committees for the Fiftieth Anniversary Meeting, reviewing the experience of the major mining and metallurgical industries during the life of the Institute. The viewpoint is national and broadly technical. Geology is stressed on a continental scale without regard for provincial boundaries. The boundary between Canada and the United States is, however, so decisive a factor in our coal-mining economics and our political evolution that mention of its implications cannot be avoided. The Laurentian Shield in Canada makes the occurrence of coal deposits a geological impossibility between the St. Lawrence Lowlands and the Great Plains. All but five per cent of Canadian coal resources occur west of Winnipeg. The utilization of this ninety-five per cent of our coal wealth has to date been a consequence of transcontinental railways' development, and the small fuel needs of thinly populated wheat farming and cattle-raising territory, in what- to judge from the development of mixed farming and greater population density of Manitoba- is merely an initial stage of agricultural intensification and accordant population growth. There is no useful purpose in measuring coal resource against consumption rate in the West as a whole, because the resource is but partially known, and it is difficult to believe that industrialism based upon coal utilization is in any but its infant stage of growth. Canada west of Winnipeg possesses, moreover resources of petroleum and natural gas, which, together with the power-potential in the long watershed of the eastern slope of the Rocky mountains, give to population centres such as Calgary and Edmonton a choice of energy resources that is almost an embarrass des riches.

It was not many years ago that people would have argued that a coal session did not belong at an International Mining Convention. Historically, steam coal has always been used domestically due to its natural geographic diversity and high transportation expense. Times have changed. With the help of Opec, steam coal has gone international. As opposed to metallurgical coal, whose trade routes have a long history, whose supply sources are more limited and whose market growth is seen by most to be relatively flat, steam coal export forecasts are calling for more than a doubling by 1990 and a quadrupling by the year 2000. Suddenly, one must be familiar with coal mining on a global basis in order to predict which regions will be able to fill these markets.

The coal mining cost models described in this paper represent a computerized estimating procedure for analyzing mining costs and requirements of proposed coal mining projects. Both surface and underground mining analyses can be conducted through the use of these models. These models were developed by the NUS Corporation for the Electric Power Research Institute (EPRI). The methodology design of the cost models follows a process engineering approach for determining mining requirements and costs similar to the logic typically employed in preliminary mine feasibility studies. All capital and operating costs associated with a new coal mining project are thereby estimated. The results of these analyses are then entered into a financial analysis framework which computes annual cash flow summaries, utilizing a profit and loss statement approach, to solve for either the coal value/ton (minimum required selling price) or the rate of return on equity for the project. The coal value/ton is also referred to as the economic cost of production (F .O . B. mine, including preparation).

Challenges include a relatively mature technology, a resource base which has deteriorated significantly in some areas, rapidly escalating freight rates, and a constantly changing regulatory environment, wherein reduced sulfur emissions will probably be required.

This paper is in the nature of a protest against the dangerous propaganda afoot for the prevention of new mining undertakings and which is based on the imaginary 'blue ruin' conditions supposed to exist in the industry. An article by Mr. G. R. Pratt, A.M.E.I.C. in the first issue of the Western Canada News, February 2nd, 1925, and entitled "Review of Coal Mining in Alberta", is an excellent example of this type of propaganda. The article is a tissue of misstatements, faulty deductions and erroneous conclusions. For instance it contains the statement that some coal measures in Alberta are mined at great depth - whereas we all know that there is no coal mined at great depth anywhere in the province; another error is the classification of all mines under one head irrespective of whether they are mining prospects, 'country banks', or pukka mines equipped with railway facilities; and I believe that suppressio veri is tantamount to suggestio falsi. The bulk of his article hinges on a Table 1, which shows the details of coal produced in Alberta during 1923. Studying this table Mr. Pratt, in the manner of a conjurer producing rabbits from a hat, offers the following for the confusion of the public:- (1) "Waste effort, want of capital, waste of coal resources which result from unrestricted development"; the fact being that the waste is due to the failure of the Department of the Interior to exercise the powers which are inherent in the form of lease.

The major purpose of this bulletin, as indicated in the preface by Dr. John W. Finch, Director of the Bureau of Mines, is to give a critical review of the coal-mining methods used in the principal producing countries of Europe, to describe the reasons underlying the adoption of these methods, and to contrast them with coal-mining methods employed in the United States. The report includes discussions of various subjects intimately related to coal mining, such as geology of the principal coal fields; production and resources of the several countries; mine safety and health research; Government mining regulations; mine inspection and rescue procedure; safety lamps; fixed lighting methods under-ground; testing electric motors, mining machines, and mining explosives for permissibility; and special mining hazards, such as explosions of gas and coal dust, mine fires, instantaneous gas outbursts, ground movement and surface subsidence, and bumps. Commercial, economic, and labor problems of European coal mining, including miners' output, wages, and social-insurance schemes, as well as cost of mining, prices of coal, etc., are briefly described. It will be noted that data on most subjects are not given for Russia, which has become an important coal-producing country, owing to the lack of reliable published information concerning Russian coal mining.

"The Ruhr region in Germany’s North-Rhine Westphalia is going through significant change. By the end of 2018, the last two underground hard coal mines in the Ruhr, Ibbenbüren and Prosper-Haniel collieries, will close their portals and bring an end to more than 200 years of coal mining and an industry that was once the economic and cultural backbone of the area. Ruhr is undergoing an impressive economic and cultural transformation, as it gradually shifts from being a region once dependent on coal and steelmaking to a post-mining region focused on redesigning itself as a cultural center. This article focuses on the socioeconomic impacts of the transformation into post-mining and the roles of the government, labor unions and local community to aid the transformation from the perspective of an American student. It will look into the cultural values that are helping to drive the transformation and compare them to American standards and values in order to determine if a similar approach can be used in the United States and its coal industry. History and backgroundUnderground hard coal mining has had a long history and a significant impact on the culture and economy in Ruhr since the early 19th 20century. The Ruhr region is located in the heart of the German state of North- Rhine Westphalia. Ruhr is bounded by the Rhine River in the west, the Ruhr River in the south and the Lippe River in the north, with the Emscher River running through its center.The Ruhr is home to around 5.1 million people and spans an area of approximately 4,500 km2 (1,730 sq miles). Before the era of industrialization, the Ruhr was a rural, agricultural region. Small-scale coal mining began in the 13th century, with coal being used for heating, cooking and metallurgical processes, including steelmaking. With 19th-century industrialization, coal mining became a significant driver of the region’s economic structure. Steam engines, and soon, electric motors, allowed for the pumping of mine water and for powerful hoists hauling from deep shafts, enabling miners to reach deeper coal seams that were once thought impossible to mine. The Ruhr mining boom began in the 1850s, supported by Prussian economic policies that attracted many workers and their families to the region. The population grew from 400,000 in 1850 to 5.7 million in 1957. The coal and steel industries were key contributors to Germany’s “Wirtschaftswunder” — or “miraculous economic recovery”— in the 1950s. In 1956, the coal industry reached its peak production of around 112 Mt/a (124 million stpy) of coal and employed almost 600,000 miners."

To forecast the future of coal intelligently, one must first consider the market outlook. Coal can be used for many purposes, but currently about 25% of it goes into metallurgical coke, while 75% serves as fuel. Coal for metallurgical coke should show a modest growth for at least the next decade, primarily because of increased exports, but the important factor in the coal outlook is energy. Today, this country faces a serious shortage of energy, and its requirements are growing at an almost unbelievable rate. Last year the United States consumed 68 quadrillion Btu, or double the energy it consumed in 1950, and, if projections are correct, this figure will grow to 150 quadrillion Btu by 1990. Thus, in one working lifetime, the nation's energy consumption is expected to increase by roughly five times. The future of coal hinges on its degree of participation in meeting this energy need. The Federal Power Commission predicts that coal consumed by electric utilities will increase about 4-576 per yr, reaching 472 million tons by 1980 and 615 million tons by 1990. If this projection proves correct, 1980 consumption will be double that of last year and, even more startling, the utility industry alone will use more coal in 1990 than the entire coal industry produced in 1970. This is a tremendous increase, but in view of the projected energy growth, it is difficult to see how this country's needs can be satisfied with- out a coal contribution of this magnitude. Unless some new source such as solar energy is discovered, it must be assumed that the projected energy will come principally from the present-day sources-oil, gas, nuclear materials and coal.

"THE FOLLOWING notes on coal mining in the Edmonton city area are based, in the main, on scattered reports and accounts as little coal mining has been done in this area for about 20 years and few people are left who were involved in what was at one time an important industry of northern Alberta. Although coal mining is not likely to be permitted in the city area itself in the future, a record of this work is warranted to indicate the ·conditions and problems that may be encountered if underground mining again is proposed in the district in the same geological formations and in similar strata. Coal mining in the Edmonton area developed with the influx of settlers in the latter part of the nineteenth century and the first part of the present century. Probably local coal was used by the Fort's blacksmith as early as 1841, and the early settlers probably were 'gopherholing' into the outcrops along the river banks by the 1870s. The first report of commercial coal mining was in 1880 when a contract was let by the Hudson's Bay Company for the provision of 300 tons. As the population in the city and northern parts of the province grew, many new mines were opened along the river and in the district, and coal was even shipped by barge to points in Saskatchewan(1 ,2) By 1909 the Department of Public Works reported that 'Edmonton stands as the second largest domestic coal producing centre in the province'. It continued to hold this position until 1942. From about 1912 to 1951 annual production from mines in the city and surrounding district ranged between 0.38 and 0.65 million tons, depending on weather, wars and strikes. Production began to decline in 1951 because of the increasing availability and consumption of natural gas which was piped into the city and then provided to other towns and rural areas in the northern part of the province. Taylor noted that between 1880 and March 1970, when the last mine within the city area closed, the total of mines and prospects within the Edmonton city area rose to 153. Most of them were small; not more than 20 produced more than a quarter of a million tonnes during their entire life, and only three produced a million tonnes or more. As described by Taylor ""within the city district workings extend discontinuously from the apex of a narrow triangle near Groat Bridge to the base of the triangle in the Clover Bar area"". The larger mines were in this latter area. Approximate locations of the old mine workings in the city are shown in Taylor's atlas. A number of other coal mines were worked in the Rabbit Hill, Big Island, St. Albert, Namao, Cardiff and Morinville districts around the city."

Although pig iron from iron ore and red cedar charcoal preceded the mining of coal by many years, for tradition says that Alabama iron was used to shoe the horses of Andrew Jackson's soldiers, coal was not produced until 1830. In that year, coal was mined in Tuscaloosa County, in the vicinity of what is now the University of Alabama, and shipped on flat boats (obviously during the wet season, for there were many shoals) down the Warrior River to Mobile. About that time, the first railroad, the Decatur & Tecumseh, was being constructed in northern Alabama to overcome the obstructions to freight traffic caused by the now well-known Muscle Shoals in the Tennessee River. This railroad was patterned after a railroad at Mauch Chunk, Pa., which was used for hauling anthracite from the Panther Creek valley. The Alabama railroad, which required about four years to complete, was 46 miles long and was used solely for the transportation of cotton. Although it was a failure, it demonstrated the practicability of the undertaking, and the succeeding railroads, which were begun in 1834, 1848, 1852, and 1853, added immeasurably to the development of the coal resources of the state. Between the years 1830 and 1860, practically all the coal mined in the state was dug from the outcrop near the river or from the river beds, and shipped by boat to Mobile. Transporting coal down the Warrior River was an undertaking of great risk, required much skill, and frequently had heavy losses. It is recorded that this coal was sold to the gas company in Mobile in 1844; it was most likely mined from the Black Creek Seam. In 1914, on the completion of Lock 17, the Warrior River became a navigable stream from 9 miles above Cordova, Ala., to Mobile and offers a great opportunity for the future development of the coal resources of the state. Coke for foundry use was first made in Alabama in 1855. It was 21 years later, however, in 1876, that pig iron was made from Alabama ore with Alabama coal.

THe Pocahontas district occupies the extreme southern end of West Virginia, principally McDowell, Mercer and Wyoming counties, and a part of Tazewell county, in southwestern Virginia. The first record of the coal field is a report by Prof. J. P. Lesley, of Pennsylvania, about 1880, in which he mentions a coal opening at the upper end of Abbs Valley, Tazewell county, Va. C. R. Boyd, a mining engineer of Wytheville, Va., published a series of articles in 1881, mentioning coal on Indian Creek, Tazewell county, and on Horse Pen creek, which coals, he stated, extended toward the Ohio River. He also mentions the Abbs Valley coal reported by Lesley. In 1881, F. J. Kimball (who became president of the Norfolk & Western R. R. in 1883)) after examining the Scott mine in Abbs Valley, went northward across Abbs Valley Mountain to the place now known as Pocahontas, where he located what has since been called No. 3 vein of Pocahontas coal. In November, 1882, Jed Hotchkiss and others prepared a cross-section of the Flat Top Mountain coal measures, some notes on which were published by Mr. Hotchkiss, between 1880 and 1892, under the title of " The Virginias.' In May, 1881, the Norfolk & Western R. R. was organized through the purchase of the Atlantic, Mississippi & Ohio R. R., an old line running from Norfolk, Va., to Bristol, Tenn., with branches from Petersburg to City Point and from Glade Springs to Saltville. At that time, charters had been granted for three railroads tributary to the New River Valley, but their proposed routes would indicate that the promoters were concerned with minerals, timber, and a connection with the Chesapeake & Ohio R. R., rather than the development of any coal in the Pocahontas district. One of them was projected to extend up Bluestone River a short distance, but not far enough to reach the coal in the Bluestone Valley, and a little grading was done for a narrow-gage road between New River Station and a point in Giles county, Virginia, near the West Virginia line. All charters and railroads in this district were acquired by the Norfolk & Western R.R.

Introduction The issue of coal mining safety plays an important role in the United States' growing dependence on coal to supply its future needs. This article will address the federal government's role, principally the US Bureau of Mines, in meeting this challenging growth and demand while reducing the social and economic costs attributed to injuries and fatalities in underground mining. Some interesting facts and projections with respect to the nation's energy picture will be discussed. This includes the distribution of its reserves and the projected role of coal in the energy and economics of the nation's future. Underground mining will continue to be an important means of providing this coal. The author will discuss how the Bureau of Mines' research program addresses the problems of health and safety that grow out of the demand for more coal. Future projections First, a synopsis of salient facts and projections concerning the US's situation with respect to energy and the economy. Figure 1 depicts the relative quantities of recoverable energy reserves in the United States by their type. Most people are aware of the nation's use of oil. We hear a lot about natural gas. And we are aware of the controversy over the use of nuclear energy. But, while looking at Fig. 1, the question becomes, "Where will our fuel to meet the demand for energy in the future most certainly have to come from?" With 82% of the nation's recoverable fuel reserves being coal, the answer is irrefutable. Coal will be that source. Figure 2 is the present market for coal. It shows that 77% of the coal mined goes to supply electric utilities. Therefore, the coal industry as a whole is most sensitive to the trends and demands for electricity. It is less affected by what happens in other markets, such as export and direct industrial use. In fact, the coal industry is three times more sensitive to the electric utility market than to all other markets combined. Therefore, the trend in the demand for electricity must be examined. Electricity demand is expected to increase steadily over the next 15 years. It is projected to grow from its present 2.3 trillion kWh per year to 3.5 trillion kWh per year by the year 2000. The fuel to supply this increase in demand must come from somewhere. The question is "How much of this extra fuel will be coal?" Although the demand for electricity is predicted to increase, the demand for coal does not necessarily follow. Coal must maintain its fraction of the energy sources used for electricity generation if its demand is to increase at the same or greater rate as electricity. Except for a near-term dip in demand due to a slight increase in nuclear capacity, the domestic electric generation accruing to coal will go from 56% in 1985 to more than 60% in 2005. Thus, the predicted trend is for coal to become a larger part of the fuel mix for electric power generation. Similarly, looking at the most recent forecast for total coal consumption trends, it can be seen that for electric power generation alone, the coal industry must be able to supply an additional 316 Mt/a (348.5 million stpy) by the year 2000 (Fig. 3). It must be stressed here, though, that without significant improvements in mining safety, it can also be easily predicted that injuries and fatalities will increase in proportion to the increase in coal production. Will society consider that acceptable? This author does not believe so. Figure 4 examines the effect of coal prices on the price of electricity. The projections show that the already high proportion of fuel cost will become a greater fraction of the consumer price for electricity. Specifically in 1985, 36% of the price of electricity was the cost of the fuel. In 1995, 46% of the price of electricity will be the fuel cost. That implies that the price of coal will have an increasing influence on the consumer price for electricity. Thus, as coal is used more to generate electricity and as fuel becomes a greater

FIGURES for the first 11 months of 1935 indicate that the total coal production of the United States for 1935 will be approximately 416,000,000 tons, or almost identical with the production figures for 1934. Bituminous production will show a gain of about six million tons, and anthracite production a loss of about the same tonnage, compared with the previous year. This does not take into account so-called "bootleg" anthracite coal amounting to approximately 5,000,000 tons. Twenty-nine years ago, in 1906, the production of coal was almost identical with this year's production. At that time, 626,000 men were employed in producing this tonnage, which took a toll of 2138 lives from accidents. In 1935, approximately 540,000 men were required to produce the same tonnage with an estimated loss of 1155 lives. This shows definite safety advancement in the industry, but even so accidents are still costing an average of 3c. a ton more than they should.

This paper presents only the highlights of previous research on the paleobotany of coal. The accumulated material has become so vast that a comprehensive review of all findings relating to paleobotany would be far too long. The fact that coal is derived from plants is now so well-known that no further comment is required, but knowledge of the mode of transformation of plant substances into coal is not so general. The plant matter goes first through processes of semirottins-, maceration, and elimination of certain material to form peat, which is then further transformed into coal. The first stage has been termed the "biochemical process," because the more important changes take place under the influence of micro-organisms. Near the end of the biochemical action an unconsolidated peat is formed. The second or "dynamochemical process," caused by the addition of superincumbent rock strata such as sandstones and shales and application of additional pressure and possibly heat through mountain-building forces, results in the formation of higher-rank coals ranging from brown coal to anthracite. These stages in trans-formation of plant material to coal have been described in previous reports.4 The main object of this paper is to bring to the notice of paleobotanists the fact that coal contains an enormous amount of material in a remarkably good state of preservation. Although some of the coal-forming matter has lost its identity, much of the original structure is retained. A large proportion of the coal, therefore, particularly of common bright coals, comprises constituents or components that invariably have retained some of the original plant structure, and many of these structures may be assigned to certain plants. The identity of these plants and of the remains forms the subject of this paper.

This paper reviews the circumstances that led to the development and construction of a commercial-scale vertical shaft carbonizer at Conmore, Alberta. This form coking process may be regarded as having potential application in other areas. Coal pelletizing offers a promising method of decreasing coal agglomeration costs under certain circumstances. Pellets can be rolled easily from -35-mesh coal, provided that a minimum of -200-mesh coal is present. Bentonite was found to be the best binder and was most effective when added in amounts of about 2 per cent. The water content of the coal pellets was observed to vary from 18 to 23 per cent. As a by-product of this investigation, it seems possible that fine coal could be converted into stoker feed by this process. A short investigation of the effect of heating rate on the carbonization of pellets was conducted. This paper describes measured data on strata behavior obtained in recent years from sites in the United Kingdom and the implications for pillar design. The data include results from overcoring stress measurements adjacent to coal mine roadways and deformation monitoring related to longwall extraction. The stresses adjacent to mine roadways or entries have been measured at a number of coal mine sites in the United Kingdom. The results are analyzed with regard to the information they provide on pillar behavior and strength estimates. A reduction in stress consistent with yielding of the strata adjacent to the roadways is evident. This is consistent with the confined core model for pillar behavior. The pillar strength is dependent on the rate atwhich vertical stress can increase with distance from the pillar edge and hence the confinement provided to the yielded material. The measured data indicate a wide range in pillar strengths. Two groups of results are identified that show significantly different behavior corresponding to differing effective pillar strengths. Estimates of pillar strengths derived from the measured data for these two groups are compared with established equations used for pillar design. The differing behaviors and strengths are attributed to variations in the amount of yielding and deformation in roof and floor strata and hence in the amount of confinement they provide to the coal seam. Numerical modeling is used to provide a comparison with the measured data and to indicate that this provides a feasible mechanism to account for the measured data. As the depth of mining increases, pillars tend to become increasingly wide and squat. In such cases, it is possible for the surrounding roadways to become badly deformed and damaged while the pillars remain stable. The criteria of comparing pillar strengths and loads to establish pillar stability become less applicable in these circumstances; rather, considerations of roadway stability may be the limiting factor in determining suitable pillar dimensions. This is the case for pillar dimensions typically employed around longwall panels in the United Kingdom. Depending on the properties of the site and what are deemed to be satisfactory roadway conditions, this can lead to wide variations in required pillar dimensions. Measured data for deformations in roadways influenced by adjoining longwall workings are presented. These show that in some circumstances the influence of longwall extraction can be transmitted over large distances and confirm the variability in required pillar sizes depending on site properties.

"The Tabas Central Mine (TCM) is one of the underground coal mines located in the Tabas coal region, in the mid-eastern part of Iran. This mine is the first mechanized coal mine in Iran that uses the room and pillar method. Pillar design is one of the most important issues in underground coal mines, especially in room and pillar mining. In this paper, a new method for coal pillar design in the main panel of TCM is presented. This method is able to estimate the magnitude of the various loads (both development and abutment loads) that pillars might experience throughout the mining process. Also, the method reduces the pillar failure risk. Based on this method, proper pillar sizes in TCM are obtained (11.6 x 11.6 m (38.l x 38.1 ft)).INTRODUCTIONPillar design and stability are two of the most complicated and extensive mining problems related to rock mechanics and ground control subjects. Although these problems have been investigated for a long time, to date only a limited understanding of the subject has been gained. Prior to this, the dimensions of a pillar were largely determined by experience based on trial and error, intuition, or established rules of thumb; any research available tended to be isolated and sporadic. But nowadays, various pillar design formulas have been developed based upon laboratory testing, fullscale pillar testing, and back-analysis of failed and successful case histqries. In 1980, a number of ambitious field studies conducted by the U.S. Bureau of Mines developed the ""classic"" pillar design methodology. It consisted of three steps (Mark, 1999, 2006):1. Estimating the pillar load using tributary area theory2. Estimating the pillar strength using a pillar strength formula3. Calculating the pillar safety factorAlso, Bieniawski (1981) presented a step-by-step method to determine coal pillar dimensions in room and pillar mines. In this method, similar to the classic method, pillar load is estimated by using tributary area theory.Currently, in mqst of the room and pillar mines, remnant pillars in panels are recovered by retreat mining (pillar recovery). Hence, the above mentioned methods are not appropriate for pillar design, because in these methods pillar load is estimated by the tributary area theory, and the effects of abutment loads, which result from retreat mining and the creation of a mined out gob, are ignored. Abutment loads affect the pillars in the adjacent of pillar line and a load greater than what is estimated by tributary area theory is applied on the pillar. So, pillar design without considering the abutment loads leads to pillar failures during retreat mining. Pillar failures continue to be one of the greatest single hazards faced by underground coal miners. Pillar failures are responsible for unsatisfactory conditions, which include the following (Mark et al., 2003):"

"Current coal pillar design is the epitome of suspension design. A defined weight of potentially unstable overburden material is estimated, and the dimensions of the pillars left behind are based on holding up that material to a prescribed or user-defined Factor of Safety. In principle, this is seemingly no different to early roadway roof support design. However, for the most part, roadway roof stabilisation has progressed to reinforcement, whereby the roof strata is assisted in supporting itself. This is now the mainstay of efficient and effective underground coal production. Suspension and reinforcement are fundamentally different in their roadway roof stabilisation approach and, importantly, lead to substantially different requirements in terms of roof support hardware characteristics and their application. In suspension design, the primary focus is the total load-bearing capacity of the installed support to ensure that it is securely anchored outside of the potentially unstable roof mass. In contrast, reinforcement recognises that roof de-stabilisation is a gradational process with an ever-increasing roof displacement magnitude leading to ever-reducing stability. In a reinforcing situation, key roof support characteristics relate such design issues as system stiffness, the location and pattern of support elements within the roadway, and mobilising a defined thickness of the immediate roof to create (or build) some form of stabilising strata beam. The objective is to ensure that horizontal stress acts across the roof of the roadway and is maintained at a level that prevents mass roof collapse. This paper presents a prototype coal pillar and overburden system representation where reinforcement, rather than suspension, of the overburden is the stabilising mechanism via the action of in situ horizontal stresses within the overburden, the suspension problem potentially being an exception rather than the rule, as is also the case in roadway roof stability. Established principles relating to roadway roof reinforcement can potentially be applied to coal pillar design under this representation. The merit of this assertion is evaluated according to documented failed pillar cases in a range of mining applications and industries found in a series of published databases. Based on the various findings, a series of coal pillar system design considerations and suggestions for bord and pillar type mine workings are provided. This potentially allows a more flexible and informed approach to coal pillar sizing within workable mining layouts, as compared to common industry practices of a single design Factor of Safety (FoS) under defined overburden dead-loading to the exclusion of other potentially relevant overburden stabilising influences."

Large reserves of coal pond fines are found in the Illinois Basin-over 40 million tons in Western Kentucky, over 65 million tons in Southern Illinois, and over 35 million tons in Southern Indiana. If these fines are used to produce coal-water slurry (CWS), fuel costs, NOx. emissions, and pond closure costs can be reduced. Coal fines from this region that are used to produce CWS for co-fire or re-burn may require processing, however, to attain proper particle size distribution and fuel quality. To evaluate the effectiveness of using coal cleaning technologies to control these CWS quality parameters, a simple flowsheet for recovering and processing coal pond fines was designed and tested. Coal fines processing consisted of using classifying cyclones to size at nominal minus 200 mesh, cleaning the classifying cyclone underflow using spirals, and cleaning the overflow using column froth flotation. Ash content of the dean coal from the spiral was reduced to about 10 percent, which is satisfactory to use for CWS co-firing in a cyclone-fired boiler. The clean coal from column flotation may be used for re-burn in a cyclone-fired boiler or as co-fire fuel in a wall-fired or tangentially-fired boiler. Heating value recovery during laboratory-scale, pilot-scale, and commercial-scale coal cleaning testing was about 80 percent.

Coal preparation is based on the properties of noncombustable materials (impurities) in coal being different from the organic constituents. The most commonly used property difference is density, via its affect on settling rates; and either gravitational or centrifugal forces can be used to remove impurities. However, examination of various particles settling rate correlations shows that at smaller sizes, particle drag becomes a very important factor. Classification, based on differential settling rates, becomes impractical and some property other than density must provide the basis for fine coal cleaning. Froth flotation and agglomeration employ differences in surface properties to clean coal. These methods are very successful except that the oxidized surface of a pyrite particle is somewhat hydrophobic and will tend to be collected with the organic portion of the coal. Surface property cleaning techniques have not been very effective in rejecting sulfur, except for two-stage flotation.
