Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutions' funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industry's concept of the unwritten `social licence to operate' is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

The work of the Committee on Industrial Preparedness* is well summed up in the following letter written by Thomas A. Edison, Chair-man of the Naval Consulting Board, after President Wilson and signed the army appropriation and army reorganization bills: "The Committee on Industrial Preparedness of the Naval Consulting Board, of which committee Howard E. Coffin is chairman, after a five months' campaign in many ways unique in vigor and vision has played a very definite part in the measures for the national defense which have just become law. It is responsible for having laid the foundation for a true industrial preparedness in this nation. "Five months ago the committee, wholly non-partisan in make-up, acting with the civil, mechanical, mining and electrical engineers and the chemists of the country, members of five great scientific bodies, began its work in' every nook and cranny of the land. The purpose was to prepare American industry efficiently to support the armed forces of America in the event of war. "The public, the business men and the legislators at Washington knew little regarding the demands on industry in connection with modern war. No department at Washington was charged with the duty of coordinating the needs of the army and navy with transportation, industry, and kindred functions. The purchasing, quartermaster's and ordnance departments of the army and navy were unable to buy military supplies except by competitive offering in the open market. No one had considered the need, and no legislative machinery was in existence, for preventing the presence of skilled workers on the fighting front when they would in time of war be needed in the factories, mills and mines of the country. Neither at Washington or elsewhere was there even a list of the industrial resources of the nation in such shape as could be used for practical purposes in case war should come. "The three things, then, that the committee headed by Mr. Coffin set out to do and that now have been brought about were as follows: First, to mobilize concretely the business men of America and their output against a day of need. This meant chiefly to discover in fullest detail just what equipment our manufacturers possessed that might be swung over to supply the army and navy swiftly and bountifully from the hour the colors were raised. In a few weeks this initial task, which has been a truly colossal one, will be at an end. A complete report of the equipment of practically every concern of substantial size in the country is now in the hands of the - committee. Directly in charge of the great inventory has been W. S. Gifford, Supervising Director of the Committee. The second step was to procure legislation making possible the placing by the war and navy departments of annual orders for munitions in small quantities to American manufacturers now not producing such things, so that quietly, efficiently and thoroughly they could learn in time of peace how to supply the government in time of war. The new laws make all this possible. It should be said here that this practice will bring about a geographical diffusion of munition plants all over our country, instead of affording us only a few such concerns for the most part near the exposed seaboards, as at present. It is obvious that this system will also throttle all talk of a munitions trust.

Commodity currency intrigues most of us because of the problems it offers to solve for the Third and the First Worlds. What problems might be solved, if commodity currency were to be adopted in the Third World? That is really the question we are probing here right now. It would take a while to think through all their subtle consequences of this question, but, off the top, it might well have at least three important impacts. Most important of these to this audience is relief from unfair Third World competition. Second, it might well liberate Third World economies from financial indebtedness to the First World and give them freedom from the liquidity limitations. The third benefit is that it might help relieve World trade tensions. All three benefits are interrelated. We could start our speculations on the application of commodity currency from anyone of these starting points. But let us use the starting point most important to you, unfair competition to the U.S. mining industry. From there we might wind up with some thoughts on things you, yourselves, can do to improve things.

1. Domestic Production and Use: In 1974 twelve companies operated 31 primary aluminum reduction plants, three firms accounting for 64% of production. Washington, Oregon, and Montana accounted for 32% of the total production; Gulf Coast States, 24%; Northern States, 33%, and other Southern States 11%. Output of primary metal in 1974 was valued at $3.4 billion. About 80% of the secondary recovery was from new aluminum base scrap and 20% was from old scrap. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1974, building accounted for about 27%; transportation 19%; electrical, 13%; packaging, 15%; and consumer durab1es, 9%.

Common clay is a natural, fine-grained material composed of hydrous aluminum silicates. Shale is a laminated sedimentary rock formed by the consolidation of clay, mud and (or) silt. Government and legislative programs The U.S. Environmental Protection Agency (EPA) invited industry to nominate representatives to a review panel that will help the EPA develop rules to regulate air toxics from the production of brick and structural clay products. The EPA was required to establish a review panel because these regulations will significantly affect small businesses. The regulation of air toxics falls under the Clean Air Act.

Mineral Resource and Ore Reserve estimation is a challenging and demanding field, requiring application of professional knowledge, skill and experience of the highest order. If the many potential pitfalls are to be avoided, however, there are two other requirements which are of equal, if not greater, importance:good communication, and common sense. Estimation of Mineral Resources and particularly of Ore Reserves is almost always a team effort, involving a number of disciplines. Good teamwork requires good communication, both between team members and between the team and other parties having an interest in the process. Breakdown in these lines of communication can have far reaching effects on the project under consideration. The need to use common sense during a Resource or Reserve estimation exercise would seem to be self-evident. It is surprising, however, how often rigid adherence to procedures and methods prevails at the expense of clear thinking, usually with adverse and sometimes fatal effects on the project under consideration. This has become increasingly true as computerised methods have assumed a central role in Resource/Reserve estimation. The critical question that estimators should ask themselves at all stages of the process is: æIs what is being done sensible given the data available, what is known of this deposit and the purpose of the exercise?Æ

The Federal Government's White Paper on Tax Reform received further major criticism in the reports of the Committees of the House of Commons and the Senate, which recently completed a lengthy review including public hearings of the government's proposals. These reports both criticized the emphasis placed by the White Paper on its concept of tax equity rather than on a system which would promote economic growth. However, the Finance Committee of the House of Commons was prepared to accept, with modifications, a number of the White Paper's key reform proposals. The Senate Finance Committee was more critical of the basic thrust of the tax reform program and recommended that a modification of the existing tax system would be more appropriate to Canada's needs. Both Committees re-commended a more favourable treatment of mining income than that originally proposed in the White Paper, and to some extent both Committees suggested proposals that were even more favourable to the industry than those set out in Finance Minister Benson's amended proposals made in August of this year. This article out-lines the principal recommendations and comments in the reports of both the House of Commons Committee and the Senate Finance Committee.

Geometallurgy aids the understanding of ore body variability but has the most value if the data is easily available along the entire mining value chain. This requires cross-discipline communication and collaboration across traditional silos, and an organizational culture that encourages that to flourish. Data that are collected by the numerous groups (i.e. mining, geology, milling, processing, refining, smelting, marketing, environmental etc.) involved in the mining process may have relevance to other stakeholders; mineralogical and textural data for example has value to all these groups. Data required for modeling comminution or identifying acid potential from waste rock may already exist, however it needs to be made available to all the relevant stakeholders in the right format at the right time. As part of the GeM (AMIRA P843 & P843A) project the opportunity has been taken during the sponsor meetings, short courses, case studies etc. to ask the question: ‚What information do you want from further up the chain?? For example, to metallurgists ‚What information would you like from the geology group before the ore enters the mill?? The geology group may already have information important to mineral processing but not know it is of interest. This could, for example, be in the form of a geometallurgical drill core log that contains quantitative measured values. This paper focuses on the interaction between the mining, geology, mineral processing and environmental groups, using ore properties resulting from geological alteration to identify potential impacts throughout the mining process and discusses how a cross discipline approach can benefit all.

"This paper describes a case study that illustrates how detailed geological engineering results were communicated to address a range of stability challenges in a producing mining environment. Instead of using standard geological engineering terminology, findings and recommendations were communicated as mine design options and mining responses to accommodate possible slope instabilities and associated risk. The resulting medium- to long-range mine plan integrated the potential slope instabilities and associated mining responses to provide a higher probability of planned resource extraction. It also reduced the potential for long-lasting production and processing delays.RÉSUMÉ Cet article décrit une étude de cas illustrant l’intérêt de la communication de résultats détaillés de géologie appliquée pour résoudre un éventail de difficultés relatives à la stabilité dans un environnement minier en production. Unfortunately, the geotechnical engineering cycle—characterization, slope design, displacement monitoring, instability management, and failure remediation—that is necessary to manage slope-failure risk is not always well known or understood outside the geotechnical engineering profession. The first introduction many personnel have to geotechnical engineering is when a slope failure starts to develop and appears to threaten the safety and livelihood of their workplace.At that point, the task of communicating the risk management of slope failure falls to the geotechnical engineer, who must summarize analytical methodology, design concepts, monitoring trends, and analysis results, frequently to an audience with limited exposure to the geotechnical field. All too often, the response has been to present a risk-management plan in the vernacular of geological engineering— using terms such as factor of safety (FOS), pore-pressure reduction, and slope unloading—instead of expressing the problem and solution in more readily understood mine production terms."

Multiple versions of an educational message can reach a diverse population more effectively than a single version. For instance, some workers are trained in formal classrooms while others are self-taught. The National Institute for Occupational Safety and Health has developed multiple versions of a hearing loss simulator (an interactive software package, a Web-based module, and an electronic slide show) to show how a single set of information can be readily adapted to different delivery methods. The three versions of the simulator were developed with a minimum of effort and expense compared to a single, less-flexible version. The interactive software is best for training sessions led by a hearing conservation professional, the Web pages are best suited for an individual worker, and the slide show is best for a small, more-generalized, training class. This paper will describe additional advantages and disadvantages of different delivery systems and will show what considerations are helpful in designing content that can be readily adapted to alternate presentations.

This is a new era for the minerals industry. Never before has there been more need for effective communication. So said Robert Anderson, chairman and chief executive officer of Hanna Mining Co. He was speaking to the American Mining Congress's Communication Workshop. The question is whether there is enough industry concern to meet the challenge. Anderson observed that increased workshop attendance, in continuing tough times, reflects the industry's concern for communication. But, why were students, faculty, engineers, supervisors, and managers not at the conference? Communication applies to every manager, Anderson said. But he was the only operating manager present. And only one company sent operating supervisors. The remaining conference participants were public relations personnel, generally with nonmining backgrounds. And the program dealt mostly with public relations issues. Role of Communication in the Minerals Industry. It is well known that the minerals industry faces economic, political, and social problems. Economic shifts and foreign competition have created an international minerals industry and an international marketplace. This, in turn, calls for worldwide communication. Other factors effecting communication are: • Governmental protectionism as well as regulatory reforms call for increased interaction with governing officials. • Changing social values have created environmental issues and anti-industry attitudes. This intensifies the need for improved public relations. • Traditional work values are shifting towards self-actualization and humanistic movements. The work force is better educated and more informed. Employees demand more satisfaction, equality, and job autonomy. • The mining industry's task of managing its human resources is complicated by layoffs, job uncertainties, and bleak outlooks concerning employee morale and motivation. Technology and Information for a New Era As noted, this is a new communications era, one propelled by technology and information. Technology has led to reduced demand for raw materials by developing substitutes. Copper demand, for example, will never fully recover. Copper cables are replaced by fiberoptics; copper transmission lines, with aluminum. Technology has shifted the US from traditional to high tech and service industries. The speed, frequency, and scope of information transmission have greatly increased. But the most significant characteristic of this information is not the pace of advancing technology. It is the dramatic increase in the importance and frequency of our personal transactions. Knowledge has replaced raw materials and capital as the strategic resource. Information has replaced energy as the transforming resource. And the game against nature has become an interpersonal game (D. Bell, Post-industrial society, Physics Today, '76). In Megatrends, John Naisbitt says that information will soon double every 20 months. So, professionals will become "information workers." And communication will be the life channel of the information age. Thomas Wolfe said you can't go home again. Hanna Anderson said we are, indeed, facing a new day. It will never again be "business as usual." We must move into the information age with the rest of society. We cannot trust that the world will continue to rely on our products. Nor can we place the responsibility and control for problems and solutions outside the minerals industry. Improved communication is not a panacea. But, Anderson said, it is critical to the minerals industry. What is Communication? The word communication is overused. It is applied to every aspect of our lives. Satirist Tom Lehrer got sick of hearing about the need to communicate. He said, "It seems to me that if someone is having all that trouble communicating, the very least he can do is shut up!" The Mine Health and Safety Act No. 29 of 1996, as amended, embeds an occupational health and safety management system that facilitates communication between representatives of the state, capital, and labour. In underground mines, two communication loops between these role players serve to separate the production chain of command from the political tripartite relations. Worker-elected health and safety representatives are involved in both communication loops, but are severely constrained in escalating their occupational health and safety concerns to the legalpolitical level. This has a direct bearing on the exercise of the Right to Refuse Dangerous Work (RRDW). As previously reported, health and safety representatives were found to primarily consult their production supervisors in preference to their trade-union representatives. This follow-up article presents production supervisor perspectives on the RRDW. The study demonstrates how, for mineworkers, the two distinct communication subsystems constrain, rather than facilitate, implementation of the RRDW.

Besides, exchange of ideas and information is essential in meeting the needs of an ever-expanding world economy. The function of advertising is communication. Viewing the advertisements of mineral suppliers exposes the reader to a broad spectrum of purposes: announcements of new products, availability and supply, departmental services, company image, etc. It is the advertiser's hope that the message being conveyed is the same message being perceived by the viewer. To maximize this probability, the advertiser at least must carefully construct precise copy, identify the target audience and select the appropriate advertising medium. A truly successful and efficient ad, however, also must accurately reflect a product's life cycle, i.e., the rise and fall in demand for a product. Buggy whips and radio tubes are classic examples of items formerly in high demand. Industrial minerals are similarly affected by occurrences of product life cycles.

"OPENING REMARKS Yesterday and today we have heard some very interesting papers on operating matters and some of you are probably wondering what we are now doing talking about Communications in Plant Design. Let me tell you! Before the techniques we have heard being discussed can be used, there has to be a properly operating plant. It is certainly a fact that many mineral processing plants achieve only limited success and a number of them can even be said to be failures. Some of you sitting here are probably living with operating problems that are clue to errors in the design.If the histories of these problem plants are examined, it will be found that in many cases, the necessary skills were available during the period of the plant design. There was extensive operating know¬ledge together with a full range of project expertise. Why then the failures? In a substantial number of cases it can be traced to the old, old problem of communications. As plants get bigger, money costs more and smooth startups become more important, it becomes less and less economic to fix up any design errors during plant operations.During our careers in mineral processing, nearly all of us will be involved in at least one plant design and I feel that it is as well if we understand some of these communication difficulties that can lead to a problem plant. There is little point in us being experts in mineral processing if the knowledge we have acquired doesn't somehow get incorporated into the plant.I would, therefore, like to present this short paper that mentions a few of the significant communication problems that can occur during the design of mining and mineral processing plants, together with some thoughts on answers to these problems."

The world's largest gold heap leach operation, Minera Yanacocha has installed community assistance programs in Peru concerned with health, education, electrification, agricultural assistance and road improvements. The programs are conducted with joint venture partners consisting of the company, the community people, the contractors and suppliers, government and non government organizations and a ladies association composed of the employees' wives and female staff.IntroductionThe l 990's is the decade highlighted by enormous investments in mineral exploration and mining projects in the developing world. Figure 1 illustrates the distribution of exploration spending by mining companies in 1995."

The Chagres Smelter is located 80 kilometres north of Santiago - Chile, in the middle of an agricultural valley which is also one of the poorest districts in the country. This condition sets the main focus for the smelter's Corporate Social Responsibility (CSR) programmes, which ultimately aim at building self sustainable social and economic capital in accordance with the local capacities. With the help of Anglo American's SEAT (Socio Economic Assessment Toolbox), a corporately developed instrument designed to help the operations understand the needs of the communities and the impacts of those operations, the Chagres Smelter implemented several programmes, such as the CETTA (Experimental and Applied Technology Transfer Centre) programme. This project started in 2003, and consists of creating a centre for the transfer of sustainable techniques and skills for the small agricultural and livestock producers that live in the rural areas near the Chagres Smelter. Its main impacts are: Improved production quality (goat cheese and bee honey) and access to relevant markets, improved training and self-sustainability levels of producers, enhanced socio-economic level of the District's inhabitants by improving their income earning opportunities and technical knowledge, creation and promotion of a local brand as a symbol of quality products from the valley and a positive environmental impact of good breeding and native flora protection practices in the area. Other relevant social programmes are the 'Environmental Strivers', which created a recycling centre in the community; and the 'Beautiful Valley" project, which provides management knowledge and skills to local youngsters and leaders who can contribute to finding solutions for local environmental needs.

Context ? Community engagement has become an increasingly significant and challenging part of mineral exploration and mine development; indeed, opposition from communities proximate to a proposed mine site has been known to derail technologically- and financially-sound projects. ? These cases suggest that mining firms need to better understand how to engage constructively with local communities in the pursuit of their claims. ? While a range of publications exist promoting various community engagement strategies, these recommendations, when viewed as a whole, are disjointed and largely untested in real development contexts. Aims of Presentation 1. Synthesize industry, NGO, government and academic publications focused on community engagement best practice in order to highlight those practices that are most commonly recommended. 2. Review the (Canadian) mining industry?s experience with some of these strategies based on existing case material in order to identify the extent to which commonly prescribed strategies are used and validated in practice.

When is it the proper time to initiate engagement with various stakeholders, including Indigenous communities? This paper will demonstrate what stage of a project’s evolution is the appropriate time to initiate a stakeholder engagement plan. It will look at aspects to consider when identifying the communities to involve. It will describe the contents of a Stakeholder Engagement Management Plan as well and touch on how tried and true options analyses, such as a Multiple Accounts Analysis can be used to inform the results of the engagement, guide the development of your project and clearly document the engagement process. It will illustrate the benefits of initiating engagement at the appropriate point in your project’s schedule, and the limitations of doing so too early and at later stages of the project engineering. The benefits of this approach can be realized within any legislative Jurisdiction including the Canadian Environmental Assessment Act 2012 and Canada’s new Impact Assessment Act.
