This paper examines the potential for controlling longwall-induced subsidence by pneumatically backstowing waste rock into the void created by mining. The paper also examines scheduling the process as a unit operation of the mining activity. Based on a review of background literature and interviews with representatives of various mining companies, public-interest groups and state and federal regulatory agencies, a hypothetical case-study evaluation of pneumatic stowing at a southwestern Pennsylvania mine was conducted. The study indicated that current stowing technology cannot keep pace with the production potential of longwall systems in the United States. Further, at the mine used in this case study, concomitant stowing would reduce subsidence by only 50% of what would normally be incurred during full longwall caving, and the longwall coal-production rate would decrease from 3,630 t (4,000 st) per shift in the nonstowing case to 1,360 t (1,500 st) in the stowing case. A preliminary cost analysis reveals that pneumatic stowing would add from $5.79 to $11.57 per t ($5.25 to $10.50 per st) to the operating cost of producing coal at the case-study site.

or more than 50 years the Portland Cement Association has represented the United States cement industry in matters relating to the technology and use of cement and concrete. Interestingly enough, PCA?s emphasis has been on concrete and its uses rather than on Portland cement. The cement industry realized long ago that cement is basic and serves its fundamental purpose as an ingredient in concrete. Cement could never be successful if concrete were not. Work with the users and specifiers of concrete had to be done at its end point of application--in a building, bridge, dam, highway or home. PCA, over its half century of existence, has been dedicated to this job. I should like to talk to you today on the less technical side of concrete--what it has been--what it is today--and what it can offer in future construction. Concrete, in many forms, has a long background extending from such notable historic times as the Roman Empire. Here, concrete made from pozzolanic cement from the slopes of Mt. Vesuvius was used to construct the Coliseum, home of the Roman circus; for the Appian Way, the ancient forerunner of the Interstate system; and the miles of aqueducts throughout Europe, many of which still carry water. Concrete-infused cloth is used in several civil and mining surface applications whose circumstances are similar to some of those in underground mining. A feature of this material is that it cannot be overhydrated. In underground conditions, however, the excess supply of water to the cloth for hydration could lead to muddy and potentially unsafe working conditions, as well as resource wastage by supplying more water to the construction site than is needed. The objective of this study is to verify the water-to-cloth ratio and study the effect of hydration level on the strength of the Concrete Cloth product. We found that the strength increases with increased hydration up to a 1:2 water-to-cloth ratio by weight, after which the strength holds steady regardless of additional hydration. This confirms the 1:2 water-tocloth ratio by weight for hydration and confirms that strength is retained even if the cloth is excessively hydrated.

"Concrete is a common denominator to the building process and portland cement is an integral and necessary component of concrete. The cost of portland cement is nominal and its cost comprises, in most instances, a small portion of the total cost of ""put-in-place"" concrete.The domestic demand for portland cement in Canada is projected to be slightly less than 11 million short tons in 1980. In order to achieve this projected goal, stabilization or lowering of the cost of put-in-place construction is necessary. This enhancement of the cost of building can be achieved by:(1) improving the building process;(2) refining and improving design techniques; and(3) developing improved and economical concrete products.Some of the techniques and materials that will lead to building cost stabilization include systems building in its broadest sense, slipforming, precasting, prestressing, computer design, lightweight aggregates, fibrous concrete and integration of building components."

The concrete block industry can trace its beginnings to the early 18th century when most of the experimental work was being carried out in England. In America, the concrete masonry industry got started shortly after the Civil War and has had sometimes a spectacular, but always a steady growth since then. From a few hundred thousand concrete masonry units made in the late 19th century, the industry today produces approximately 3.3 billion concrete masonry units making it the largest industry in the United States for masonry wall materials. There were 3500 concrete masonry plants manufacturing these units after World War II. This nwnber decreased to 1500 by 1970 although the production of concrete masonry units increased by over 100% in the last 25 years. One of the reasons for this increase in production by less than half of the plants which once existed, is the tremendous strides made in automation of production machinery. The concrete masonry plant of today is probably one of the most automated small businesses in existence. Within a few years it will be possible to push a button and the entire manufacturing process will begin with no human hands touching the units until they are laid up in a wall at the manufacturing plant and are trans-ported to the job site. No other concrete product has reached this state of manufacturing sophistication and it is one of the reasons why the price of a concrete masonry unit is not much different than it was 2S years ago. Because of automation, it is safe to say that concrete masonry will remain a highly competitive building material for many years to come. The problems that beset the continued use of this material are not related to the cost of manufacturing and delivering the product. What are some of the problems as well as some of the opportunities and is the golden age of opportunity knocking rather than a wolf in disguise? The use of concrete masonry has grown each year because a larger unit was provided at less cost than other competitive materials. Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

Geostatistical literature has been dealing with recoverable reserve estimation techniques for the last 30 years. There have been well established support correction techniques (Le. affine correction, indirect log-normal correction, etc.) to deal with volume -variance relationship globally in determining what will be the reserves above a cutoff grade during mining. Kriging has become the accepted technique in the mining industry for ore reserve estimation. Many large companies are using this method for gold and copper deposit modeling. In general, the estimates coming from kriging are smooth. The variances of the block grades estimated by kriging are often lower than the material that will be mined selectively. As a result, kriging tends to under estimate reserves at high cutoff grades and overestimates them in low cutoff grades. It is necessary to perform additional steps after kriging if the goal is to determine recoverable reserves at some cutoff and not the in situ resources. In the mining industry, it is becoming more and more common for the low grade heap leach projects to consider whether the higher grade portion of a deposit may be processed by a mill at higher profits. Similarly, a concentrator -refinery operations are implementing heap leach -SX-EW option for the lower grade portion of their deposit. These options are making it very critical to estimate the low and high end of the grade distributions more accurately. Ore reserve estimation is normally done by using widely spaced exploration data which has very small size support (Le. core samples). Selective mining is carried out on ore control that is based on closely spaced blasthole data normally averaged into larger polygons based on some cutoff grade. Estimated grades from exploration data need to reflect the variability of the grades of the selectively mined units if they are used without further adjustments to predict recoverable reserves.

This subject is too broad and comprehensive to be dealt with adequately and authoritatively in this paper. It calls for the knowledge and experience of many men, but the results from such collaborative effort would be of great value, particularly if similar reports of the principal mining districts of the world were made on a standardized basis so that conditions everywhere might be directly and accurately compared. In considering conditions affecting mining in British Columbia, unfavourable as well as favourable factors must be taken into account. The unfavourable are apt to loom large and to be exaggerated rather than minimized; for it is human nature to see the blackness of the cloud rather than the silver lining; to think that one's own undertaking is beset with peculiar difficulties, and to attribute lack of greater success to out-side causes rather than to personal shortcomings. It should be recognized, however, that there is no country where the conditions for mining are ideal. The ideal mining country is the product of imagination, invested with every favourable condition found anywhere, but with none of the unfavourable conditions that are always present in reality. So if British Columbia has some handicaps to the industry, it is in good company. What is important is that the advantages compensate for the disadvantages, that the balance will compare favorably with that of competing states, for mining, like every other industry is competitive, and the cost of one's product must have a definite relationship to its price in the world's market.

THIS paper is presented in the hope that it will be instructive in view of the future large expansion of the mining industry in the west-coast countries of South America. There is a more or less general impression that the Spanish-American workman is inferior to the American, but after some years of experience and observation I doubt the correctness of this view. Taking into consideration all the elements which make for efficiency of labor, it has been found, particularly in Chile, that under proper organization native labor yields as much, man for man, and more, dollar for dollar, than in the Western United States. If a manager is willing to accept unreservedly the c costumbres del pais, without combating intelligently and patiently the ones tending to inefficiency, he should expect no better results than he deserves. He must conscientiously insist that a " square deal " be given and exacted; that liquor be excluded from camp as far as possible; that comfortable quarters and other uplifting elements of life be provided; and that the costumbres del pais shall not be over-ridden roughshod. He should also insist upon the gradual and reasonable adjustment of these conditions to the exigencies of the work; and (by no means the least difficult of his tasks) he should select the most competent men to patiently direct and teach the natives in the several departments, and by their own example encourage self-respect and decency. While the Braden mine is by no means as yet operated on a large scale, according to modern rating, it will nevertheless be interesting to note what has actually been accomplished there. Roasting of refractory gold ores has been a commercial process for many years. Improvements in design of fluidised bed roasting technologies and low capital and operating costs compared with other refractory treatment processes can potentially make roasting a viable option.However, gold extraction from roasted ores carried out on laboratory scale equipment often invariably yields lower recoveries than other processes such as bio-oxidation or pressure oxidation. Non-optimal laboratory roasting conditions can incorrectly write roasting off as a process option.Low gold recoveries from the cyanidation of calcine products from roasting can often be attributed to roasting conditions not favouring gold liberation and agglomeration processes, particularly if lockups of elements such as arsenic are being pursued for environmental reasons.This paper reviews the conditions favoured for gold agglomeration and accessibility of gold to cyanide, test conditions to achieve gold liberation and agglomeration on laboratory scale and designs that incorporate staged decomposition and roasting to make roasting a more commercial option.CITATION:Aylmore, M G and de Klerk, L W, 2013. The writer has been asked to set forth for this Institute, the experience of the past eleven months in the mining operation conducted at Sweetwater Mine in which coal has been produced by the use of Link-Belt Conveyors on long faces. The coal in this mine has an average of six feet three inches in thickness, and lies on an average pitch of five degrees. The roof is a sandy shale of medium hardness and has been generally considered as good top in the room and pillar method of mining. When our company became interested in conveyors, the writer visited most all of the mines in the East where conveyors and other mechanical methods of mining were in use and decided that the modified method of w-hat is in use at the Norton-West Virginia mine would be the most feasible for our conditions. We in- stalled three hundred feet of conveyor as an experiment to see whether or not our roof could be handled and taken care of on long faces. This three hundred feet was installed as two separate conveyors, one as a face conveyor-100 feet in length, the other as a heading conveyor that delivered the coal into the mine car on the main entry. This face was worked directly on .the strike and down the pitch. This did not prove to be a success as the caving of the roof carried over to the working face and necessitated propping between the conveyor and the face and it was also necessary to shovel coal on the conveyor up the pitch. After working out this block, 200 feet in length, we installed these two conveyors at a place adjoining this worked out block, but on a half V shape shown on the sketch. This block of coal was sixty feet wide. This method proved to be very successful. We cut a place, moved the conveyor against the face before shooting and carried two rows of cribs between the conveyor and the cave, and caved the roof every second cut. After working out this block we were satisfied that this system was feasible with our mine. We then ordered twelve hundred feet more of the same type as the trial conveyor with the exception of a very few modifications. We then installed this fifteen hundred foot unit on the four faces shown on the sketch, with one hundred feet to each face, two hundred feet on each heading and three hundred feet on the main conveyor that delivered the coal into the pit cars. We also had a head and rear section for each of the four advancing places shown on the sketch. As the sections were taken out of the heading conveyors they were installed on the advancing conveyors, and when the faces approached the main conveyor, the main conveyor was taken out and installed in the next uphill or main conveyor place. The roof caved very well in line of the points and was broken about every twenty feet. It broke in a straight line and did not curve at each V. We encountered no trouble unless we permitted one of the points to get behind. The maximum tonnage possible to be produced on this method was estimated to be seven hundred and twenty-five tons a day, assuming that all places were cut and cleaned up in one shift, and this we did for several consecutive days. Federal Regulations require that coal producers conduct a written, in-house investigation with every lost time injury accident. Besides their obvious value in accident prevention, competently conducted investigations can provide a number of additional benefits to include positive supervisor involvement, the control of rising worker's compensation costs and a measure of protection from civil/criminal proceedings. The paper describes such topics as MSHA minimum requirements, investigator selection and training, accident site procedures, witness interview techniques and the management review process. The reader is also presented with a number of information resources available through MSHA, the National Safety Council and other sources.

Pre-concentration has potential to significantly improve Mineral Resource efficiency by removing gangue early in the process, before energy intensive and expensive comminution and fine processing. However, there are numerous options for pre-concentration and the performance and benefits of these are very case specific. To determine the best option for a particular deposit and to successfully integrate it into the overall mining and processing operations requires comprehensive evaluation. This needs to consider orebody suitability, technology capability and economic viability. The in-situ variability of a deposit and how it is influenced by mining methods and the liberation size of gangue are key factors which are generally not well understood. Geostatistical methods provide an insight into orebody variability, and the overall selection of any pre-concentration solution must be an integrated approach between geology, mining and processing. Many pre-concentration evaluations investigate the potential of just one option. Technology selection should start wide and may include: selective mining, pre-screening (with or without selective blasting), sorting (bulk and or particle), coarse gravity separation (e.g. jigging, DMS), coarse particle flotation, magnetic separation, etc. The upgrade performance of these processes is very ore specific and should be determined from testing, with detailed multi-component modelling used to determine the overall process performance. Many of these pre-concentration processes require significant ancillary equipment, feed preparation and materials handling. It is important to realistically estimate all costs to understand overall economics and select the best option. Some examples showing evaluation and comparison of pre-concentration options are presented in this paper. These include assessments of in-situ variability using geostatistical tools, process modelling of pre-concentration options and overall performance, preliminary layouts and cost estimates, and economic evaluations.

At first glance this paper may seem unique among those comprising this symposium on designing for powder metallurgy, since it is evidently concerned with everything but Powder metallurgy. This paradox mill be at once resolved, however, when the real Purpose of the symposium meeting is understood—to present factually and objectively the things that can and cannot he done with powder-metallurgy methods, and especially to set forth with brutal frankness the limitations of Powder metallurgy, so that costly over-enthusiasm and misapplication may be prevented. Since much of powder metallurgy's future development (and many of its present disappointments) has been in competition with other and long-established methods of fabricating parts, it is easy to see that its true competitive possibilities in any given case cannot be accurately appraised without rudimentary knowledge of what the competition can do. This paper, therefore, presents a few reminders of things you all know—a background to be kept in mind as you examine the data on each of their specialties given by the authors of the papers that follow. From the standpoint of the design engineer powder metallurgy is often in Competition with one or more of the following: sand casting, die casting, permanent-mold casting, precision investment casting, ma- chined bar stock, screw-machine parts, cold-heading, drop-forging, and stamping and drawing. We will here briefly discuss each of these individually, and set forth so, rough (and therefore dangerous) generalizations about its competitive position, especially with respect to powder metallurgy. Sand Casting Sand-casting of small parts is sometimes an inexpensive method of manufacture, for its raw-material costs (i,e., for gray iron) are the lowest of the various methods and it involves the use of no tools and dies of jewelry quality. its design flexibility— that is, the ability to make complicated, cored and undercut parts in one piece—is about the highest of the competing processes and in this respect it can do many things that are impossible by powder metallurgy. For small castings its production rates may be higher, by using multi-impression molds, than can be achieved with parts of the same size by powder metallurgy. But its labor charges for melting, pouring, patternmaking and molding are comparatively high and the waste it entails in gates and risers is always considerable. Tolerances of sand castings are wide (+1/6 to 1/32 in- per in.) and where precision approaching that of powder metallurgy is required sand castings must be machined to final size, thus increasing their cost. Steel sand castings are more expensive and less precise than iron, and nonferrous the most costly of all.

T. D. Yensen.*—As my information is of a negative nature, I think it belongs under this paper. We are particularly interested in magnetic materials and we would like very much on occasions to make use of powder metallurgy. We have tried repeatedly to use powder metallurgy in preparing our nickel alloys but always. with negative results; that is, we cannot get as good magnetic properties by powder metallurgy as we can by starting with a molten material. We have tried by all possible means to make materials' like 50 per cent iron-nickel alloys by powder metallurgy. The compacts can be regularly lorged and rolled but no matter what we do in the way of annealing, the magnetic properties come out very much poorer than if we start with molten material. F. V. Lenel. †—I want to mention one characteristic of articles made from metal powders which distinguishes them from die castings; that is, their wear resistance. Die castings usually are made from zinc or aluminum alloys and a few copper-zinc alloys; all of them are comparatively soft and not very wear resistant. I know of a number of cases where powder metallurgy rather than the die-casting method was used for producing a certain part because higher wear resistance was needed than could be attained in die castings. A, J. LanghammeR.*—The subject of powder metallurgy is somewhat difficult to discuss, and portray, in the time that his been allotted. Most of you would rightly be bored if we went into details. However, I will cite one incident that possibly will help illustrate some of the potentials. Last summer I was in Washington and met Navy officials for the purpose of studying the possibility of making a certain part by powder metallurgy. The part is highly intricate and I happened to remark that the material cost would be high; that is, the cost on one raw material. Promptly a high-ranking Navy officer said: "Mr. Langhammer, if you must pay x dollars a pound for the raw material, but achieve the desired results, the cost of the finished part would still be low."

R. P. Seelig.*—Dr. Lenel is to be congratulated on his presentation of a particularly interesting paper describing the use of the powder metallurgy process for the production of magnetic pole pieces. The only thing that might be added is that we have been successful in producing pole . pieces with a narrow hysteresis curve by the use of considerably lower sintering temperatures than the ones used by Dr. Lenel. It is quite possible that this use of lowe- temperatures has considerably widened the field of commercial application for pole pieces made from metal powders. Development work is currently being done on an a.c. application of a sintered iron part. However, I am in full agreement with Dr. Lenel that if eddy currents are an important factor in the application, we cannot substitute sintered material for laminated sheet-metal structures. Mr. Peters' remarks concerning the limitations of machine parts were well taken. The emphasis of the limitations makes it easier to define clearly what we can do and-what the advantages are of machine parts made of metal powders. When I mention metal-powder machine parts, I mean those of relatively high density, although complete elimination of porosity is not possible at this time. The limitations of the field for this type of parts are largely economical. I believe that Mr. Langhammer has made that point very clear. The following questions are very often asked: How large a part can you make? How close can you hold the dimensions ? How fast can a part be produced? In a majority of the cases, it depends on the cost at which the part can be produced. A large variety of shapes and sizes of a number of materials can be formed. However, the main requirement in this field of endeavor is whether this can be done more economically by powder metallurgy than by other manufacturing methods. As a general indication, it may be stated that densities up to 95 per cent of that of rolled material can now be produced commercially in simpler parts. Tolerances of plus or minus 0.001 in. are common, but where special conditions justify, closer tolerances can be held; we are producing a part of which one dimension is held to 0.0003 inch. Finally, as far as maximum size is concerned, technically this would depend on the capacity of the press and furnace equipment available. Actually, we find that the economical limit of powder-metallurgy machine parts is approximately one pound. From there on, each individual case must he studied on its own merits.

A. J. Langhammer.—That is rather asking a question of the wrong man. However, I will reply to the question from our point of view. There is a considerable amount of iron powder available but the properties vary over a wide range. Powder metallurgy has progressed to the stage where we recognize certain requirements in powdered iron, and what may be a good powdered iron for one application will not necessarily fit the picture for the next one. Further, I believe that there is room for great improvement in the properties of powdered iron. Also, that there is only a limited quantity of powdered iron available having certain specific properties in which we are at the moment interested. F. P. Peters.—May I have a word? With all possible respect to the contributions of the Chrysler Corporation (and they have been tremendous) to the war effort, I think it is easy to get from part of Mr. Langhammer's discussion a false impression of vaster possibilities than really exist. It would be well if in addition to Mr. Langhammer some other manufacturers of machine parts' might tell us in the next few minutes some of the limitations they have found. For example, what is the maximum tensile strength that is being produced in a commercial part in production today? And what is the actual size limitation on bearings that are in operation and are standing up well? We should always bear in mind the fact—and I think Mr. Langhammer will agree with me— that quoting on a particular part does not necessarily mean placing it in production. In many cases it may be several months before the quotation is resolved and we know whether the part can be made. Let us open up this thing for a little free-for-all discussion of some of the ceilings that do exist in the design of machine parts made by powder metallurgy. The ceiling is not unlimited, and Mr. Langhsmmer will agree with that, 3 am sure. H. Hendriks.*—I do not think that there is so much limitation in the making of powder metallurgic manufactured parts as mentioned. Last year we had the problem of making dies for a special machine used in the manufacturing of slide fasteners. This part was wearing out very fast. It was very hard to make, it had to be hobbed out of a special steel and it was a difficult thing to manufacture in general. The tolerances were one half of one thousandth of one inch on all dimensions. We submitted this die to a manufacturer of powder-metal parts. He thought that it was impossible, but we were not as skeptical as he was and decided to try it anyway. The Canadian General Electric Carboloy Division, in Toronto, gave us then the design for the dies, which we made to their specifications. When the first part was delivered, we submitted it to our Inspection Department and its check showed that all the tolerances were right on the dot. They delivered I9 parts of exact specification, then they went off the beam; they could not keep to the tolerances. It took them a long time to get back again. We do not know what happened, but the main point I want to' make is that if a problem is attacked in the right may, the dies are made right and corrected as to dimensions found out by experiment, I do not think that there is so much diffculty in making powder-metal parts to close tolerances.
