An atmospheric acid leaching process for leaching nickel and cobalt from highly-serpentinized saprolitic fractions of nickel laterite deposits has been developed and patented [I]. The process involves leaching the highly-serpentinized saprolitic portion of the nickel laterite ore profile in strong sulphuric acid solutions at atmospheric pressure and temperatures between 80°C and 100°C, essentially autogenously, to extract over 85% of its contained nickel content and a large proportion of its cobalt content after leaching times of about one hour. The amount of sulphuric acid used in the leaching process is between 80% and 100% by weight of the finely ground highly-serpentinized saprolite ore on a dry weight basis. The routine use of gravity gradiometry for the detection of orebodies with no outcrop is now being undertaken. The commodities and orebody styles range from banded iron ore formations to volcanogenic massive sulfide (VMS) style polymetallic deposits. This recent innovation of flying gravity gradiometry was pioneered by BHP Billiton and Lockheed Martin with the Falcon technology (Lee, 2001), and now two additional systems, also using Lockheed Martin instruments, are deployed. In South Africa, magnetic gradiometry is being developed and deployed with the same objectives in mind. In this case, a system from Institute of Photonic Technology (IPHT) is being used. The detectable wavelengths from such systems have decreased to less than 200 m in the last year, and it is expected in 2011 that wavelengths to less than 100 m, with anomaly signal strengths of less than 2 Eotvos for gravity gradiometry will be viable. The key to these advances lies in the improvements of processing software and geological modelling. In particular, methods using all the tensor components are starting to be routinely deployed to filter, level and grid the observed signal. These methods do, however, require full insight and understanding of the reference coordinate systems used by the various instrument designers and survey operators. The digital terrain models need also to be observed to an accuracy of better than 20 m cell sizes, using such techniques as Lidar. Then the terrain effects can be modelled. The topographic surface represents the largest and most proximal density contrast encountered in an airborne survey. Hence terrain effects can have significant impact on airborne gravity gradiometry data. A decorrelation of the terrain effect with the observed signal requires a method of best fitting with a regional surface density. A novel technique has been developed for this purpose. This technique uses a tensor algebra to estimate a density between 1 - 4 g/cc that explains the average observed signal. Armed with this result, the anomalous buried bodies can be revealed by subtraction.

Those who have had an occasion to apply geostatistics to the estimation of ore reserves are familiar with the conventional approaches of estimating average grade of quality values for arrays of regular grid squares or blocks. Further, the technology to perform geostatistical analysis and prediction for irregular two-dimensional areas has been available in a practical, readily useable form for some time. However, the generalization of this technology into three dimensions has been hampered by lack of a suitable geometrical characterization for realistic, three dimensional shapes and volumes. The extension of these estimation techniques into three dimensions has now been made possible by a successful integration of the volume modelling capabilities of 3D Component Modelling with proven 3D Geostatistical Techniques. The result is a powerful new technique for mineral ore reserves estimation in a practical, useable form. The technique allows direct geostatistical estimation of grade and quality values for precisely defined, irregular, realistic, geological, and mining shapes or volumes. This paper describes the two technologies, their integration and their application in practice to the estimation of mineral ore reserves. The paper closes with a discussion of the benefits provided by the new approach, in terms of accuracy, efficiency and practicality.

This session has been organized to suggest to you that the development of direct reduction is important to the iron ore mining and coal mining industries. The papers presented this morning will include a discussion of the costs of making direct reduced iron (DRI), the iron ore and coal supplies needed to produce DRI, the financing of direct reduction (DR) projects and, probably most important, the impact of the DR development on the iron ore and coal industries. For starters, this opening presentation offers a brief statement about DR practice and DRI, under the title that should surprise no one: "Direct Reduction: What Is It?" There is always the chance? that a brief statement may become long and complicated. But, by mixing some slides borrowed from Hal Lownie with a larger number of photographs accumulated from other sources, I hope to avoid such pitfalls.

A segment of high-pressure steel petroleum pipeline needed to be replaced on a hillside and beneath a waterway within an existing right-of-way containing multiple petroleum pipelines. The pipeline replacement required excavation of sedimentary rock to allow placement of the new pipe. As a result of an existing right-of-way limitation, steep slopes, and hard rock, blasting would be required as close as 7.8 meters (25 feet) from two operating pipelines. Existing pipeline company standards would have effectively precluded the construction of the replacement pipe by blasting rock. To facilitate the required construction and evaluate actual pipe stress during blasting to ensure pipeline integrity, a comprehensive evaluation methodology was developed by a team of pipeline, mechanical, geotechnical, instrumentation, and blasting engineers. A total of 60 strain gages were affixed to the steel pipe and seismographs were buried at the surface near the blasting area. Test blasting allowed pipe stresses with corresponding ground motion to be monitored. A conservative analysis approach evaluated individual peak strains and revealed that only small pipeline strains, and therefore stresses, were induced in the pipeline as a result of blasting. This evaluation allowed specific procedures to be developed to inform the blasting operation of maximum explosive loading and minimum charge distances. Additionally, this effort provided the pipeline operator with appropriate pipeline operating pressures during blasting activities to limit total stresses in the pipeline to be below allowable stresses imposed by code, regulators, and company operational limitations. Recommendations were developed to measure the blast generated ground vibrations with seismographs buried at the depth of the pipe, near the pipe, and limit the ground vibrations from blasting to 150 mm/s (6 in/s). If ground vibration intensities of 120 mm/s (4 in/s) or more were observed, additional engineering review is recommended. Finally, all blasting would be suspended and all activities reviewed at peak ground vibration intensities of 230 mm/s (9 in/s). The evaluation effort resulted in effective and efficient construction of the pipeline replacement and allowed the pipeline operator to better understand blasting induced stresses on their assets.

Renewed interest in the underground gasification of coal evolves from comprehensive studies of earth fracture systems that indicate that the movement of fluids can be controlled in the coalbed. In particular, directional property studies of natural microfissure occurrence, permeability, ultrasonic velocity, tensile strength, and orientation of intervals of inherent rock weakness, together with geologic structure setting and fracture trace analysis, can predict the gaseous flow paths in the coalbed. Having this information, the dominant direction in which gases generated and/or liberated by heat would move can be determined so that appropriate well patterns can be developed. Together with advances made in drilling technology that permit long horizontal holes to be drilled through the coal seams, tests can be conducted to determine whether directional control will permit devolatilization of the coalbed and gasification of the remaining hot coke in a systematic manner to produce a low-Btu gas suited for the generation of electricity.

Nearly three decades of intense research, corresponding with a period of unparalleled discovery and the advent of scientific advances and hypotheses of ore formation, has resulted in a great body process-focused research concerning how ore deposits form. The development of process models and their application has proceeded more or less in step. Discoveries have been made in mineralized regions such as provinces and districts but generally without a comparably developed understanding of why provinces and ore bodies exist and, except in general terms, where ore deposits are within districts and regions. The process of discovery is still referred to as search and exploration budgets are heavily weighted toward exploration drilling.

While there could be as many directions on regulations as there are viewpoints surrounding the asbestos controversy, there are a few basic criteria that generally will influence government thinking, namely: - their definition of the problem to be regulated, - their interpretation of the scientific evidence available to them, and - their sensitivities to the views of, and the implications for, various interest groups in society. Clearly, different assessments of these criteria by various governments will lead to differing regulatory regimes. The consequence, of course, is a patchwork of non-conforming regulations among nations, with all that thin implies for the distortion of international trade and the unsettling of international relations. I would therefore argue that when governments are examining regulatory action, they should explicitly take into account their common interests in stable and cordial international relations, and when possible, efforts should be made to ensure that movement on regulation is at least, in principle, in accord with the general views of the international community.

The following specific actions were taken by the Board of Directors in relation to the six recommendations in the Summary of the Report as published: (1) Mr. Haider, Chairman of the Petroleum Division, presented the formal request of his Executive Committee that the headquarters of the new Secretary of the Petroleum Division be established in Dallas, Texas. After lengthy discussion in which the point was made that the success of this program would depend upon effective co-operation between the Chairman of the Division, the Secretary of the Petroleum Division, and the Secretary of the Institute, the request was approved. "Tunnel professionals should inform project stakeholders on the reality that tunnel projects are not 100 percent devoid of the need for excavations or public inconveniences during both design and construction phases. Competing stakeholder objectives to limit these disruptions must be weighed against the need to mitigate risks and to produce a constructible, operable and maintainable end product. Perhaps the approach we should take with stakeholders, also known as Authorities Having Jurisdiction (AHJs), is sharing memorable case studies that bring to life the potential risks so often buried within lengthy risk registers. This paper provides a sobering case study describing what can occur if the presence and/or location of utilities and other obstructions are not fully understood due to restrictions placed on exploration or mining operations. In this instance, the Microtunnel Tunnel Boring Machine (MTBM) encountered a buried concrete structure, followed by rows of abandoned wood piles, before finally colliding with an active high-pressure gas main under a bustling coastal highway. Multiple stakeholders imposed tight logistical and other work restrictions, compounding the difficulties experienced during the drive. However, the difficulties were effectively managed through the project team’s proactive collaboration and communication with everyone involved. INTRODUCTION Some of the most important decisions that influence the ultimate success or failure of a project may not be made by design engineers. Instead, these decisions are often made by project stakeholders and third-party agencies. Tasked with protecting the best interests of their users, these agencies are cautious of potential impacts associated with project construction and subsequent use. Unfortunately, actions required (or restricted) by stakeholders often result in unwanted ripple effects that negatively affect the very users they are trying to protect. For example, a mandate limiting a shaft site to an unreasonable size may be intended to reduce local business impacts, but may actually increase impacts as more supply and truck hauling is required."

Planning today for what hopefully will never happen is one of the surest ways to decrease the chance of it happening. As Napoleon proved and Ian Mitroff wrote, "The heat and stress of battle is the worst time to make decisions of strategic importance." Mitroff also wrote, "The value of a plan is not that it will ever perfectly match reality, but going through the process of planning speeds the process of recovery. It allows the organization to emotionally work through the worst before it actually happens." This paper concentrates on things miners must consider; on the need for plans to be like a belt conveyor strong enough to carry the load, flexible enough to stretch a little; on the criticality of throwing away fax machines and telephones, and having certain officials at the scene rather than back in head-quarters; on the training of fire brigades and mine-rescue teams; on having company-controlled chromatographs; on having people who can look at trends rather than numbers. Some of the things in this paper might anger some readers; for that, I can only ask them to consider first the problem not their position.

The equity market is now very much within a global village environ- ment, with various exchanges acting as agencies for the big casino. In this predicament, mining companies, who provide the most extensive, but relevant risk assessment information, will be best placed for favoured treatment by potential international investors: But what risk assessment information in summary form can be provided to support a resource/reserve statement? Even more importantly, does "objective" data exist, whose trends will support a resource/reserve state- ment? A prime need of the informed mining investor is to determine whether or not the resource/reserve statement is believable? But more importantly will it be realised? While the implications within the text of the majority of reports on resource/reserves suggests that the estimates are conservative, the record indicates that very few estimates are. In fact, to date, reports claiming to be conservative in respect of the overall grade estimate at a specfic cutoff have not reflected the realised grade at the stated cutoff; it has been more common for the realised grade to be lower than implied by the resource/reserve statement. Further, it is not uncommon for penalty elements to be understated and these components are rarely incorporated within resource/reserve statements.

"Discontinuum Mechanics is based on two foundations: the idealization of the internal structure of substances, and the principle of the arithmetic mean value. For a linear discontinuum, the methods of Crystallography are used to describe their structure, in which nodes stands for the position of the homologous points such as molecules, grains, or any other motif. The principle of the mean value states that the value of any discrete function at a node is equal to the arithmetic average of the values of this function at the neighboring nodes. This principle leads to an elliptical linear differential equation of the second order, with coefficients given by the statistical second moments of the Cartesian components of the metric vector. As long as those coefficients are components of a symmetric second-order tensor, there are three mutually perpendicular directions, in which the variances reach their extreme values and the covariances are zero, showing that the mean value principle transforms the discontinuum into a statistically equivalent orthotropic continuum.The application of Discontinuum Mechanics to linear rock masses is simple and direct. It is sufficient to define the motif as the plane of geological discontinuity, and the metric vector as the normal vector to this plane, whose magnitude is the spacing between two consecutive planes belonging to the same set of discontinuities. Furthermore, heterogeneities of rock masses can be also included in this description by substituting the plane of discontinuity by a zone of weakness. In this way, the magnitude of the normal vector results from the product of the spacing and the RQD or the RMR. In going further in this theory, at least three conclusions show up. First, in the evaluation of rock masses, it is necessary to determine the orientation, spacing, and RMR for each set of discontinuities. Second, the conventional method of finding the principal families from the contours of equal concentration of poles on the stereographic projection excluding the spacing does not have any physical meaning. Third, any problem of rock mechanics can be solved in a rigorous and reliable way by integrating the differential equation of the mean value."

"The concept of risk is well established in the mining industry. It is acknowledged when estimates of reserves are expressed as proven or probable, when mining and metallurgical recoveries are applied to the ore, and when contingencies are added to costs. However, it is difficult to provide a quantitative assessment of risk. The significant sources of risk in a mineral project and how these are addressed in project evaluations are discussed. The discount rate is examined as a fundamental means of reflecting risk in discounted cash flow evaluations. Current industry practice is discussed, and a methodology for the analysis of risk levels is proposed that assesses the constituent components of the discount rate: real interest, mineral project risks, and country risk.IntroductionThis paper examines the components of the discounted cash flow discount rate and proposes a method of estimating project-specific discount rates. The motivation for this work comes from experience of project evaluations in which owners and purchasers had agreed on virtually every aspect of the evaluation except how much the project was worth. Agreement was reached on reserves, grad~, recovery, capital costs, operating costs, taxes, and, by combining these components, even on the fmal cash flow values. The only difference in opinion concerned the discount rate to be used in the calculation of the net present value. Depending on the life of the project, such differences of opinion can cause a variation of more than 50% in the value placed on a project! This is illustrated in Figure 1."

"This paper examines the impact of the various assumptions that go into an economic evaluation, and shows how these can be combined to show an exciting result that may not really exist. An example of an embellished case (the kind that one frequently sees when projects are being promoted) is developed and the cumulative impact is analysed to show the actual project underneath. The paper also points out some areas to watch for overly optimistic assumptions such as prices, inflation, and debt. The concept of a ""bare bones"" base case is proposed (constant metal prices, constant dollars, no inflation, no debt, no interest, on a project basis, after tax) as a common reference point.As well, the discount rate is examined as a fundamental means of reflecting risk in discounted cash flow evaluations. Current industry practice is discussed, and a methodology for the analysis of risk levels is proposed that assesses the constituent components of the discount rate: real interest, mineral project risks, and country risk.INTRODUCTIONOften, the first time that all of the technical and economic data for a mineral project comes together in one place is when the economic evaluation is developed. Mineral valuation may appear to be a special field of financial valuation when in fact it is a subset of general investment decision theory. The only significant difference in mineral valuation is that in the case of valuing an on-going mineral asset, ie a mine, often there is no initial capital outlay involved. One is required to determine what the mineral asset as it stands is worth. But this is the same problem as determining the maximum one could pay today and not incur a loss over the life of the asset. In other words one needs to determine the Net Present Value (NPV) of the asset. The two most widely used discounted cash flow methods, NPV and Internal Rate of Return (IRR) came of age with the rapid adoption of the personal computer and spreadsheet programs. The two methods are directly related as the IRR is a special case of NPV. NPV measures the absolute increase in real wealth that can be expected from a certain investment, which makes it particularly suitable for mineral asset valuation, but ignores the efficiency of the investment. In contrast, IRR gives the expected efficiency of the investment but ignores the increase in wealth aspect. IRR has two serious theoretical weaknesses; multiple IRR's and a very rigid assumption about the rate of return of reinvested proceeds, plus if no initial equity expenditure is involved there is no IRR. The choice of the ""hurdle"" rate can also be a problem and in certain circumstances one can obtain different rankings of mutually exclusive projects using IRR and NPV. Although NPV and IRR supposedly measure financial risk, in fact they only address a very narrow area of risk, namely the time value of money given the real discount rate. They side step the issue of what the real discount rate should be and varying degrees of risk. The classical way to establish the real discount rate is to use the weighted average cost of capital.

I told you, as I believe you will remember and so again I repeat, that a very great and constant diligence is required by one who wishes to operate a mint well, or to have it operated, because it has many parts which it is necessary for anyone who enters this work to understand very well; indeed, if he wishes that all the work of his helpers be done well, he will have to do it himself. And if it were possible, he should have a hundred hands and a hundred eyes together, and at the same time should be in different places, because some loss often occurs in what is handled because of the carelessness of the workers or because of their little real trustworthiness.
