(communication to the Secretary): Mr. Rothwell's condemnation of my paper on the International Correspondence Schools as not giving an impartial view of the whole field of such enterprises, because it was confined to the description of a single one, might be legitimate if I had undertaken or professed to do anything else than that which I was requested by the Secretary of the Institute to do—namely, to give an account of this particular institution. This is a sufficient answer to all his direct or implied criticisms upon my omission to mention either persons or organizations outside of the special limits set for me. Recognizing fully that personalities have no place whatever in the Transactions, I regret the necessity of making the following statement in answer to Mr. Rothwell's charge that I omitted to give due credit to Mr. Ewald, a former principal of the International Correspondence Schools. The Colliery Engineer School of Mines was started in 1891, and its first student was enrolled October 16, 1891. During the fall of the same year the mine-mechanical course was laid out along the same general line that had already been followed in the mining course. This mine-mechanical course was the foundation from which sprung the later developments of the several mechanical courses. PRESIDENT PRYDE: I think that the overcutting machine undoubtedly presents a great many benefits, especially where the roof is frail. I have found a good substitute for the Arcwall, getting a lighter machine by equipping a machine with a turret truck, you get a much lighter weight, and while the cutter is not movable vertically, you cut not on top of the seam, but about the middle of it. MR. SC'HLOSS: I would like to ask Mr. Pryde the advantages of cut- ting with this turret-mounted Shortwall machine. PRESIDENT PRYDE: It is better for development work in narrow places. In development work you have a lot of narrow places. MR. LITTLEJOHN: Mr. Chairman, we were compelled at Winter- quarters, one time, to introduce them for reason of sand rolls'. We have in that mine a condition-we have sand rolls from twelve inches to two and a half feet, sometimes higher than that-usually twelve inches to two and a half feet, and we had to get some of the C. E. 7's on the turret there and used them for advance work not only in the entries, but in rooms; not only in that particular district, but in fact all the districts in the mine-we have abandoned the power trucks. You can cut without unloading, and that is one of the principal advantages, and when the sand rolls come in it enables you to cut over the top of the sand roll, but the particular objection, we were working a nine-foot wall, and some of the coal was twelve feet thick, so that the miners have raised a little objection to the drilling.

A. 11. P. WYNNE, San Jose de Gracia, Sinaloa, Mex. (communication to the Secretary): In the comparative tests reported by Mr. Tays, the stamp-batteries were provided with various styles and mesh-sizes of screens, while the Bryan mill was run throughout with a slot-punched Russia iron, equivalent to a 30mesh wire screen. This is a somewhat onc-sided method of comparison. Should not the Bryan mill also have had the chance to show what it could do with other screens? I cannot wholly approve Mr. Tays's proposed improvements upon the Bryan mill. In my judgment, the inventor has given us a machine well-adapted to the work for which it was designed, namely, the crushing and amalgamation of soft ores. In my judgment, the principal cause of failure to amalgamate satisfactorily in the Bryan mill is not, as Mr. Tays thinks, the shallowness of the basin, or the lack of copper plate about the inside periphery of the mill, but rather the want of experience and practical knowledge on the part of most amalgamators. Having had experience, not with one Bryan mill only, but with several, and taking into consideration the experience of other capable mill-men, I am positive that the proper way to save gold ill this mill is: first, to use enough quicksilver to keep the amalgam liquid, thus allowing it to accumulate in the annular space between the dies and the rims of the basin; secondly, to replace the old dies, when a little more than half worn-out, with new ones; and, thirdly, to clean up the mill at least every two weeks—or oftener, if rich ore is being treated. It is evident that Mr. Tap endeavored to amalgamate quite " hard," as is done in a stamp-battery, in which case the swash of the pulp would scour off portions of the hard amalgam adhering to the inside plates and dash it through the screens— after which a considerable amount would be lost through floating on, or in, the pulp in its journey over the outside plates, and

Victor G. Hills, Cripple Creek, Colo. (communication to the Secretary): In continuation of the subject of the perform ance of "baby machine-drills," presented by Mr. Thane, I sub mit the following records of work done with these drills in the Cripple Creek district of Colorado. Two years ago, the Anchoria-Leland mine began to use baby drills ; and, to make the experiment more complete, began by purchasing two machines, of the same size, but of different make. The little drills were first used for stoping and up raising, in which they achieved at once an unqualified success. Soon after, they began to be used for the smaller branch-drifts and prospecting cross-cuts, while the large two-man drills were still used for the main drifts. Now they have almost entirely superseded the large drills, since it has been found that they will do any ordinary work in the mine at less cost, both for labor and for powder, per ton of rock broken. The large drills, of course, make more rapid progress; but it is only where time is a specially important factor that they are now used. The Portland mine, where, until within a year, only the large machines were used, is now using some small drills for stoping, and also for drifting. Mr. Thane speaks of having two men to operate a baby-drill; but in this district the baby-machine is always worked by one man without help. Again, in Prof. Christy's postscript, the quoted extract from a letter of Mr. L. T. Seymour, the South African engineer, mentions a " 2 1/2-inch Little Giant," as though that were the smallest machine used in that region. These statements leave some doubt as to just what Mr. Thane means by a " baby-drill." To avoid any such uncertainty as to the present communication, I will say that the large or two-man drill in common use at Cripple Creek has a 3 1/8-inch cylinder; while a few mines employ a 3-inch, and a few, in running large tunnels, a 3 1/2-inch drill. The paper’s intent is to evaluate pumpable foamed cementitious mine seal material by determining the shear strength of a generic foamed cement in the laboratory. The tests were conducted on three scales: small-size specimens, consisting of cylinders 4 in. in diameter or 3-in. prisms; double shear medium- size specimens, measuring 13 in. by 10 in.; and large-size specimens, measuring 6 ft by 4 ft by 4 ft. The small-specimen shear tests resulted in average peak and residual shear strengths of 128 psi and 56 psi, respectively. These values are fairly consistent with published shear strengths of foamed cementitious material. However, the other two types of shear tests did not achieve the shear strength of a typical pumpable foamed cementitous mine seal material. Based on the test results, the paper concluded that the structural analysis of cement foam seals should be based on their residual shear strengths, approximately 20 psi, determined from small laboratory-scale tests of the cement foam/concrete or rock interface, and not be based on their peak strengths.

CHARLES CATLETT, Staunton, Va.-A great many important things have been said in an interesting way but the most startling, to me, is that for 25 years, the price has been in the neighborhood of $1.00, with a minimum of 86 cents and a maximum of about $1.25. It is evident that during all that time the price was inadequate. The amount paid to be divided between the land owner, the capitalist, and the laborer was too limited or too irregular to permit of a healthy condition; yet it is evident that the enormous industrial development of this country was fostered by this very cheap coal, probably the cheapest that has been provided in quantity in any country. I entered the coal business when the price was lowest and my interest and sympathy went out to the man who spent his days in the dirt and foul air of a mine and I was filled with schemes for helping. But at the end of the year, after exercising every economy and in blissful ignorance of proper depreciation and obsolescence, there was still only a profit of 1 cent per long ton for what I think is one of the best coals in the world, the best grade of New River coal. We are now paying a great deal more than we did a few years ago and probably will continue to pay more for some time; but any one who thinks we will not have low prices again is very young or very forgetful. Yet we must have larger profits if the industry is to be healthy, if the three parties to the production are to get adequate returns and be in shape to provide the improvements which will be needed to take the place of and supplement the man-power. This will come when the men are making so much money that the operator wants to replace the man by a machine, and when the operator is making so much money as to be in a shape to make the improvements. He will not put in machinery unless the machinery will save money. We have got to pay a higher prime cost for coal, but engineering skill will teach us how to handle it better and use it more economically, and the ultimate result ought to be of advantage to the public.

THE Engineering Education Committee of the Institute convened at the Engineering Societies Building on Feb. 18, .1929, with. E. A. Holbrook, dean of the Schools of Mines and Engineering, University of Pittsburgh, in the chair. STATISTICAL' STUDY OF STUDENTS IN MINING The first paper, a statistical study of the students enrolled in courses leading to a mining degree in 40 institutions, was presented by H. D. Keiser,, assistant editor of the Engineering and Mining Journal; who gave a brief outline of an article he was about to publish in ?that journal?. The complete article appears in the issue for March 30; 1929: To avoid repetition the results are summarized as follows: A request was sent to 42 institutions which give courses in mining' for the number of students enrolled as freshmen; sophomores; juniors, seniors and special students in mining for the years 1925-26, 1926-27, 1927-28, 1928-29. Two of these colleges replied that there were no students in mining. Students' enrolled in courses in metallurgy, geology and engineering, other than mining, were excluded from the statistics:. R. T. Hukki (Finland Institute of Technology, Helsinki, Finland)—Two schools of thought are developing concerning the order of the rate of flotation. The paper by Morris is intended to show experimental evidence in favor of the first order rate. Arbiter, on the other hand, has presented an earlier paper" to demonstrate the validity of the second order rate equation. Unfortunately his method of plotting is open to criticism, as pointed out by Morris." A more sensitive method of plotting has been described by the writer,= whereby the data presented by Arbiter demonstrate the superiority of the second order plot. The general rate equation may be written in the following forms for the integrated first and second order equations: (A) t = -1/k In Co-R/Co (first order) [4] 1 (B) 1/t = - kCo + kCo2 1/R (second order) As a first approximation the value of Co may be taken as a unity, 100 pct or 1. Whether or not this is the case in all tests performed by Morris is impossible to judge, owing to the fact that the flotation times are extremely short, e.g. 150 sec in tests A. It would, indeed, be very interesting to know what the total recovery R would be after 1 hr of flotation, for example, instead of after 150 sec. Certainly there are circumstances when C, approaches unity within a very small margin of error. Morris has used the same approximation in his example D "since the feed to this cleaner

The negative charges on diaphragms of quartz, tungstic oxides, stannic acid, acid dyestuffs, soaps, and glass have for a number of years been explained on the basis of chemical equilibria—a hydrogen ion or light metal ion passes into solution leaving the solid complex ion negatively charged. While there are a number of observations which indicate a proportionality between the ( potential and the streaming potential it should be recognized that all the experimental evidence thus far presented shows that if hydrogen ion concentration is kept at a constant value, electrokinetic phenomena are influenced by salts. The multivalent ions exert the greatest effect on the reduction of osmotic flow. In the interpretation of all electrokinetic data the assumption is made that the potential of the solid remains constant. That this is not true is evidenced by the values of [ potential for quartz in contact with conductivity water as reported by the several investigators and by the authors of this paper. It is apparent that the nonreproducibility of surfaces will always prevent the obtaining of exactly comparable data. At best the experimental technique described depends on a theory which is capable only of showing a trend—another quartz surface should exhibit similar but not identical potential curves. It seems entirely reasonable to assume that the negatively charged laurate ions should have little or no attraction for a negatively charged quartz surface. The weight of previous experience in selection of flotation activators points unerringly to the usefulness of the multivalent metallic ions. The primary reason why the divalent barium ion is not available to two negative charges on the quartz surface might easily be that of distance between such adjacent negative charges. Otherwise activation could not occur, and the quartz could not assume the remaining unit positive charge of the barium ion. For this case no electrical double layer theory seems necessary. Clearly this is, at the negatively charged quartz surface, a case of partial chemisorption of the cationically divalent barium ion followed by the anionic neutralization of the remaining cationic charge by the freely moving laurate ion. If we assume that testing of the model started at time t1, that time t2 was the instant at which the elastic limit of the material was passed at the points of the maximum stress, and that at time t3 the failure of the model was completed as shown in the typical photograph (Fig. I), then actually the photograph shows the final results of what took place between time t2 and t3. By the principle of similitude all conclusions drawn from the behavior of the model were applicable and valid for actual mine roofs up to the time t2 after time t2 motions and friction came into play during the destruction of the model. The events between t2 and t3 and the photograph itself are not representative of the events expected in an actual mine roof unless corrections imposed by the principle of similitude are made. It can therefore be stated that all conclusions and observations of the author from the photographs are applicable only to his small-scale experiments and not to actual mine roofs. Without investigation of the true stresses or the combined maximum stress induced in the beds it has been assumed by the author that failure occurred solely due to bending stress caused by loading of the beds. (The author states that D was taken to be the theoretical strain given by elementary beam theory.) Fig. 1 shows that the beds were clamped together. This clamping was necessary to prevent slipping of the beds due to the horizontal shear. However, this clamping caused an uncontrolled and undertermined com-pressive stress S at the end of the beds, and this com-pressive stress caused a true tensile stress ?S (? PoiS-son ratio). This true tensile stress combined with the tensile stress produced at the end of the beds due to loading (fixed beam uniformly loaded), and the horizontal shear which is maximum at the end appears to be the most probable maximum stress produced in the beds. It is therefore evident that the author in performing this experiment has introduced stresses in the model not existing or dissimilar to actual mine roofs, and therefore his conclusions may be applicable to his small-scale experiments but inapplicable to actual mine roofs. Louis A. Panek (author's reply)—The discusser's difficulty is related to mechanics of materials rather than similitude. The effect of time did not enter into the tests in any way, being simply excluded from consideration in this study, because all quantitative results entering into the design equations are based on measured (between time t1 and time t2) bending strains that are well below the breaking strain (i.e., in the elastic range) for the model material. Time does not become a significant factor until the rock stress reaches 80 to 90 pct of the breaking stress." The objective of this investigation was not to predict that bolted roof will fail after time t, but was instead to develop a safe roof, that is, roof in which the bending strain is much less than (say less than 50 pct of) the breaking strain. The models tested to failure had no direct bearing on the design equations. Although for some rocks time may influence the magnitude of stress or strain at which fracture occurs, breaking stress or breaking strain values were not employed for any purpose in this investigation. Tests to failure were made only to obtain additional evidence regarding the behavior of the bolted laminae' as evinced by the locations of the cracks. As stated in the last paragraph of the paper, if one wishes to predict the time or stress conditions for which the roof will fail, additional information is required. The reason for clamping the laminae is to make them behave liked clamped beams, which closely approximate the clamped-plate condition of the actual mine roof beds (Ref. 5, p. 1; Ref. 6). The writer has previously demonstrated that the bending stresses induced by centrifugal loading in a clamped model beam are in agreement with those predicted by theory;' hence clamping has no significant effect on the bending ,trains measured during a test. Moreover, actual ,in, roof beds are likewise subject to a clamping effect due to weight of superincumbent strata carried by the pillars or ribs on each side of the opening. It is emphasized that this study was restricted to evaluating only the reinforcing effect produced by the bolts. Procedures employed in the experiments and in the data analysis were such as to deliberately exclude the effects of other factors. The objections offered are therefore invalid,

C. J. Barber (U. S. Smelting Refining & Mining Co., Salt Lake City)—In his paper Donald describes how New Jersey Zinc Co. made surveys for a connection between the Ivanhoe and Van Mater shafts at Austin-ville, Va. Except to say that the two faces had to meet "accurately" on line and grade, Donald does not indicate the required precision. Assuming that there were 24 angles in the 11/2-mile traverse and 15 in the one-mile traverse, it can be shown that if the average error in plumbing each shaft was 230" and the average error in measuring each traverse angle was 210". then the average error at the point of -connection would have been about ±1.9 ft normal to the line between the shafts. This calculation assumes that any errors in the triangulation would be negligible compared with the errors in the plumbings and traverses, and it also neglects taping errors. With no constant errors or blunders, the latter would be important only in lines normal to the line between the shafts. To make the average error at the connection less than 1.9 ft would, therefore, require either reducing the error in the plumbings to less than ±30", or that in the traverse angles to less than ±l0", or fewer stations, or a combination of these. Referring briefly to the triangulation, because of the problem of fitting a new triangulation into older surveys of the district the orientation deserved some mention, even though the connection could have been made with an assumed bearing. It would be interesting to know how many triangles were required and what the average summation error was before making any adjustments and without considering the algebraic signs. Perhaps this is referred to indirectly in the statement that the maximum angular error distributed was 2". Turning to the shaft plumbings, it would be helpful to know how many men were employed and how long each shaft was in use. Donald says that the surface positions of W-2 and W-3 were carefully surveyed from the collar position of W-1, without indicating how this was done. The length of the backsight would be particularly important. There must have been some error in setting W-1 vertically below the stations in the headframes. How immovable were the headframes, especially the Van Mater, which appears higher than the Ivanhoe and subject to more vibration because of skip hoisting? Donald does not say whether the plumbing wires had been previously restraightened to minimize spinning (otherwise they behave like weak helical springs). The use of light steel weights is most surprising because there seem to be excellent reasons for using heavier, nonmagnetic weights. Did the shafts contain no steel sets, pipes, power cables, etc., which might attract steel? The plumbing method described by Donald was designed for deep shafts in South Africa but differed from the South African practice in two important respects. As described by Browne,6 in South Africa the line between the wires was made parallel to the long axis of the shaft, whereas in the Ivanhoe shaft the lines between the wires were diagonally across the shaft. The main reason given for the South African practice is to insure that the gravitational attraction between the wires and the rock walls is the same on both wires, and therefore does not affect the bearing of the line between them. It seems probable, however, that the effect of air currents might be minimized in the South African procedure, and might be serious with the wires in the diagonal position at the Ivanhoe shaft. In the South African case cited by Donald the wires were swinging freely (although the plumb bobs were sheltered from air currents) but in the Ivanhoe case they were dampened with the plumb bobs set in water. In the discussion of Browne's paper R. St. J. Rowland said:' It has been the practice for a long time to damp the oscillations by immersing the bobs in oil or water. The time per oscillation is thus increased, thereby extending the time taken to complete the work. The longer the suspended wire the less there is to recommend the practice . . . The theoretical time for one swing of a simple pendulum 1050 ft long is approximately 36 sec, which would be increased by dampening the plumb bob in water. Hence very few complete swings would be observed in the 5 min intervals used at the Ivanhoe shaft. In the two South African cases described by Browne, the length of plumb line in one shaft was 5425 ft, the calculated period of swing was 81.6 sec, the average actual period was 76.6 sec, and 94 complete swings were observed in 2 hr. In the other case the length of plumb line was 3116 ft, the calculated period of swing was 61.8 sec, the average period was 63.5 sec, and 86 complete swings were observed in 1 hr 31 min. Browne concluded that observations of more than 30 swings are not likely to result in sufficient gain in accuracy to be justified. Returning to the Ivanhoe and Van Mater plumbings, an objection to the method used is that all four azimuths were taken from fixed points instead of swinging wires, and that each pair of observations would— barring blunders— check closely, and so perhaps give a false feeling of security. In fact, it seems that only two azimuths were obtained from one plumbing, and not four as stated by Donald. Nevertheless, the tying in of each pair of wires from both sides of the shaft has much to commend it. Donald's description leaves the impression that if each shaft was plumbed only once, the engineers were fortunate indeed if the average error in the underground orientation was as little as 30". Because the survey was done over a period of three years, it seems likely that the plumbings were repeated, perhaps more than once. The underground traverse angles were measured by conventional methods, but because the number of angles in the overlapping traverses was not given, the angular closure given by Donald does not indicate the accuracy with which this was done. Donald's description of a method of taping lines of irregular length is welcome. The literature on taping is usually confined to lines of about one tape length, generally 100 ft. Such lines are rare in metal mining because the time, trouble, and cost of setting points at 100-ft distances underground are not warranted. (Nevertheless civil engineers may go to this expense
