Navy and Maritime Commission made it apparent that a much greater amount of magnesium must be provided in 1943. The new figures are huge but the censor will not per-mit their disclosure.

THIS is a day of surpluses, some good and some not so good. One can hardly pick up a newspaper, magazine, review or economic treatise without confronting the fact that we have or are threatened with more .of certain goods than we have use for, whether it be corn, wheat, cotton, coal or oil, -lumber, 'leather, newsprint, automobiles, zinc, lead, copper or what not. How did this unprecedented state of affairs arise? Who is to blame? How shall we avoid smothering ourselves in our own production? The voice of the farmer is raised in appeal to the Government to relieve him from the dilemma of his own fertility. In answer the Government employs thousands of experts and spends millions of dollars to aid the farmer. But to what end? To make him still more efficient so that he may produce even greater surpluses? THE downward trend of metal prices seems to act something like a reagent that precipitates selfishness in most business men's hearts; in the same way the upward trend precipitates altruism. Operators do not say: "I continue working my mine without curtailment because I can afford the present prices while my neighbor cannot and thus will give me way." They say: "I continue working my mine because 1 consider it a service for consumers. They will get better prices on a free market. Any curtail¬ment would be an attempt to raise prices artificially, that is to say, bad economics." Copper producers have learned how fallacious is such an opinion. It perhaps was not fallacious in olden times when all mines were worked on a small scale even if operating on a big deposit. At that time the supply and demand law played fair. When prices were too low and profits were vanishing for many mines, they would. shut at once, then little by little the metal scarcity would induce prices to climb up again; finally these prices would reach the point when it became profitable to again work the closed mines. Re-opening and shutting down mines was then a normal custom. Workers and operators weakly deplored this unstability, but there was nothing effective they could, do about it.

Over the last 30 years, a transition away from end-anchored bolts to fully grouted rock bolt systems has occurred in many underground mines. It seems geomechanically intuitive that the success of such bolts, which interfere with rock movements around underground excavations through a variety of complex interactions, is precisely why they remain challenging to instrument and monitor. Whereas measuring the load profile for an end-anchored mechanical bolt is trivial, for a fully grouted system, the load may vary dramatically due to discrete rock movement at cracks and joints. Despite the challenges, measuring the strain (i.e., load) along fully grouted rock bolts remains very appealing, and a lot of valuable research has been conducted using foil resistance strain gauges, particularly in US coal mines (Signer and Jones, 1990). Despite good intentions, more widespread adoption of this instrumentation remains unlikely for the following reasons: (i) The technology is expensive, partly because Intrinsically Safe (IS) requirements limit the number of suppliers and solutions. (ii) The technology is perceived as challenging to successfully implement except by those who are skilled in the art. (iii) The reliability of the technology is questionable in harsh environments. (iv) The technology relies on discrete pairs of strain gauges that may not capture the complete strain distribution along the bolt. No existing alternative technology can offer a solution to all of these limitations. However, in this paper, we introduce results from a new Distributed Optical Sensing technology that promises significant potential. Since the technology is capable of distributed sensing, our results suggest that this new technology can, for the first time, reveal the detailed strain profile along fully grouted rock bolts.

For too long we, as an industry, have borne the brunt of irrational claims, poor science and even worse, journalism with regards to our affect on the environment. To some of us, the overwhelming media attention on greenhouse warming, the polluting outputs of mineral processing or unthinkable depletion of natural resources has left us embarrassed and more unfortunately has turned bright young people away from a career in the minerals industry.This paper shows the hypocrisy associated with an element of the green movement and dispels some general myths on mining disseminated by radical environmentalists.The fallacy of the greenhouse warming effect will be scrutinised by common sense and the mining industryÆs use of land will be discussed and put in proper perspective.Problems associated with safety and emissions and the means to overcome such are discussed briefly.

The aim of the paper is to discuss the possibility of producing aggregates with an increased content of regular particles, as well as to present a method of aggregate production which has not previously been used in the industry. Traditional aggregate production circuits require the application of three or four grinding stages (depending on the particle size of the feed), but for fine particle fractions of aggregates, irregular grains occur on average with a content of 10%. The innovative technological circuit can produce the aggregates with the content below 3%, even in a single- or two-stage crushing circuit. Downstream jig beneficiation of such prepared material results in higher separation sharpness, lower probable error index (Ep) and imperfection (I). Fibras de fique (Furcraea Andina) estão entre as lignocelulósicas naturais com grande potencial para utilização em compósitos poliméricos. O presente trabalho avalia a resistência ao impacto deste tipo de compósito com matriz epoxídica reforçada com diferentes percentuais de fibras de fique. As fibras foram embutidas sob pressão em mistura com resina epóxi DGEBA/TETA curada à temperatura ambiente por 24 horas. Os corpos de prova normalizados foram confeccionados com percentuais de até 30% em volume de fibras de fique alinhadas ao longo de todo o comprimento, estes corpos de prova foram então ensaiados em pêndulo de impacto Charpy e as superfícies de fratura analisadas por microscopia eletrônica de varredura, MEV. A resistência ao impacto aumentou substancialmente com a quantidade relativa de fibra de fique reforçando o compósito. Este desempenho foi associado à dificuldade de ruptura imposta pelas fibras bem como ao tipo de trincas resultantes da interação fibra de fique/matriz epoxídica que ajuda a absorver a energia do impacto.

Questões socioambientais têm maximizado a permuta entre o uso de materiais sintéticos para o uso de materiais naturais. A fibra de fique disposta no presente trabalho na forma de tecido, extraída do folha da planta do fique (Furcraea Andina) demonstra grande potencialidade como reforço de compósito polimérico. Nos corpos de prova para os ensaios, as camadas de tecido foram misturadas à resina epoxídica DGEBA/TETA e justapostas sob pressão em um molde retangular metálico à temperatura ambiente por 24 horas. A quantidade de tecido de fique nos corpos de prova gerados, foram de até 5 camadas, cortados a partir das dimensões matriciais, seguindo a norma ASTM D256. Testados e após analisados por microscopia de varredura eletrônica (MEV). Pode-se notar o aumento significante da resistência ao impacto de acordo com o crescimento numérico de camadas fibrosas que reforçaram o compósito. Tal performance pode ser associada ao mecanismo de fratura, gerada da interação entre o tecido de fique e a matriz.

A sociedade cada vez mais está buscando por materiais ecologicamente corretos em detrimento de materiais nocivos ao meio ambiente. Nesse novo contexto as fibras naturais estão, cada vez mais substituindo as fibras sintéticas, por exemplo, a fibra de vidro. Além das vantagens ambientais, as fibras naturais são mais baratas do que os sintéticos. O ensaio de pullout estuda a adesão da fibra na matriz de poliéster e a interação das fibras com a matriz de poliéster, também chamados de biocompósitos. Portanto, o presente estudo analisou a fibra de PALF por meio de ensaio de pullout. O ensaio verificou que o comprimento de embutimento crítico da fibra de PALF em matriz de poliéster é de 1,20 mm e a tensão cisalhante na interface fibra/matriz é de 11,66 Mpa.

Atualmente, uma das principais preocupações da humanidade está relacionada à questões ambientais, que motivam pesquisas para o desenvolvimento de materiais com recursos renováveis e amigáveis com o meio ambiente. No entanto, este estudo pretende comparar, à resistência dos compósitos reforçados com fibras naturais, portanto, favoráveis ao meio ambiente e compósitos reforçados com fibras de vidro, que por sua vez têm impactos ambientais desde a fabricação até à disposição. Treze compósitos foram confeccionados para essa pesquisa, contendo 0% de fibra, 30% de fibras de curauá e 30% de fibras de vidro em matriz epóxi e testados em uma máquina de tração. Os resultados mostraram valores mais altos para as amostras reforçadas com fibras de vidro, no entanto, para relacionar a tensão do compósito com à sua densidade de fibra, verificou-se que os compósitos reforçados com fibras naturais apresentaram resultados melhores do que os produzidos com fibras de vidro. Concluindo, pelo ponto de vista da propriedade mecânica, as fibras de vidro podem ser substituídas pelas fibras de curauá.

In 2012, in response to an increasing potential unfunded liability, the Western Australian Government passed the Mining Rehabilitation Fund Act 2012. The intent of this Act was to introduce an annual levy on tenements covered under the Mining Act 1978 based on the area of disturbed land. The fund generated from these levies could then be used to rehabilitate mining sites where all other options to ensure rehabilitation had been exhausted. The fund could also be used to rehabilitate abandoned sites or features which, in Western Australia, number over 10 000.The Mining Rehabilitation Fund (MRF) was implemented on 1 July 2013 for an initial voluntary year. It becomes compulsory on 1 July 2014. By the end of March 2014, nine months into the voluntary period, over $6.5 million had been paid into the fund. The incentive for tenement holders to voluntarily enter the fund was the opportunity to have unconditional performance bonds held against their tenements retired. While there will be circumstances where bonds will continue to be applied, it is the State Government’s intention to retire most of the bonds.The MRF has received mostly accolades from industry and companies that have entered. Most have found the system easy to use. The MRF was also cited as a reason for Western Australia’s improved position in the Fraser Institute’s annual survey of mining jurisdictions. Work is now starting on processes to select priority abandoned mines for rehabilitation.This paper explains the background to the MRF and its development, and reviews its implementation during the first, voluntary, year. It also discusses how the fund will be managed into the future and what this will mean for both abandoned mine features across Western Australia and any future abandoned mine sites.CITATION:Leybourne, M L, 2014. In pyrometallurgical operations, structural integrity of a high temperature furnace plays a crucial role in the overall safety, profitability and ecological footprint of the plant. Furnace integrity is related to how reliable a furnace is and it can be compromised, for example, by having poor operating and maintenance practices, an inefficient cooling system and flaws in the overall furnace design. These flaws and poor practices might lead to unexpected shutdowns, production losses, increased emissions, or worse. This paper presents the main factors to consider when engineering a furnace and developing its operating practices, while ensuring safe and reliable operations without compromising process efficiency and quality of the final products. In this respect, Outotec’s solutions for the cooling system and for automation systems like PROSCON, Process Advisor, Sentinel and our Smelting Information Management System, are also introduced.

The Australian industrial relations system is in a state of constant change. We are undergoing a transformation from a compulsory arbitration and an award based system to one which is fundamentally rooted in the concepts of enterprise bargaining. This is true both at the State and Federal level. The structural changes which facilitate the movement away from the predominance of Awards to enterprise agreements has been fostered by both sides of the political spectrum and is a cornerstone of their respective industrial relations platforms.In determining what form or combination of forms of industrial instrument(s) should apply to the individual enterprise, employers must have regard to the viability and sustainability of each form in the changing industrial climate. In particular employers should have regard to the needs and agendas of their employees and unions which may purport to represent Them.

Enterprise optimization is a relatively new optimization approach to mine planning used to jointly consider all aspects of a mining operation affecting the mine planning process and related valuation. In this paper, it is applied at SEMAFO's Mana operations in Burkina Faso, consisting of several open pits and a proposed underground mine. The surface-minable ore is relatively shallow, and the pits are long and linear. The underground operations, as currently envisioned, will consist of a stoping operation accessed by two ramps from the surface. Power is a concern at this property due to local power being produced largely by diesel generators, and it has become one of the key optimization constraints. Other important parameters are the mining and processing rates, underground configuration and cutover elevation. Enterprise optimization was found to improve net present value for the Mana Operations property by simultaneously optimizing multiple parameters and constraints to arrive at an optimal pit and mining phase design, optimal cut-off grades over time, and optimal ore feed based on ore hardness, power constraints, and head wades. Reserves were expanded several times over the course of the study to improve the valuation of the mining operation and put SEMAFO in its present enviable position of ongoing reserve increases.

The enterprise wide optimization (EWO) of steelmaking and manufacturing is a multi-level, hierarchical problem which spans higher level corporate planning and scheduling through to the lower level operations of processes that produce and manufacture steel. External and internal system dynamics combined with process unit co-ordination create complex changing circumstances for the enterprise. This paper presents a scoping study as a prelude to enterprise wide considerations at an integrated steelworks to help inform the choice of appropriate model types and optimization techniques. The hierarchical, multi-level structure of the enterprise and the important spatial-temporal scales to consider are defined. Insights into the system were gained by analyzing a large set of dynamic operational data. Over two years of data were subject to both univariate and multivariate analysis with the intent of understanding the complex interrelations of energy flows on site, the inherent system dynamics of the energy network, system operational modes, aspects of planning and scheduling and the coordination between major processing units. This analysis was further used to evaluate the performance of the system in regards to energy utilization and understand the potential economic benefits derived from improved operational decisions.

The adsorption of heterocyclic collectors such 2-mercaptobenzothiazole (MBT), 2-mercaptobenzoxazole (MBO), 2-mercaptobenzimidazole (MBI) and their derivatives on pyrite form a basis in understanding the flotation reactivity that may be applicable in a wide range of sulphide minerals. This study uses a computational and experimental approach to determine the heat of adsorption of MBT, MBO, MBI and modified MBT collectors onto pyrite surfaces. Computational calculations found that the adsorption energies were in the order: MBO > MBI > MBT. The heterocyclic collectors were adsorbed in their thiolate form on the surface. In the case of the pyrite (100) surface, the MBT adsorbed through the exocyclic sulphur atom, while MBO and MBI adsorbed through the exocyclic sulphur and N atoms onto the 5-coordinated Fe atom. The (111) surface was found to be more reactive and different adsorption mechanisms were predicted, where the MBT exocyclic sulphur atom bridged on the 5- coordinated Fe and surface 2-coordinated sulphur atoms, while the N atom adsorbed on the 5-coordinated Fe atom. In the case of MBO and MBI, dissociation of the exocyclic sulphur atom from the collector occurred with subsequent interaction with the surface 5-cordinated Fe and 2-coordinated S atoms. This resulted in the collector carbon atom adsorbing on the surface 2-coordinated S atom, while the N atom adsorbed on the 5-coordinated Fe atom. The adsorption of the modified MBT was found to be more exothermic than the MBT, which showed that introduction of a –CS2 group on the exocyclic sulphur atom improved the affinity of MBT on the surface, and was thus a better flotation collector. The computational results were supported by experimental enthalpy of adsorption measurements and microflotation tests. The chemistry of the heterocyclic thioamides is complicated by the fact that they can exist in a number of tautomeric and ionic forms at different pH’s. This is discussed in relation to the flotation and calorimetric data.

Entrainment is a process by which fine and ultrafine particles are transferred to the flotation froth from the top of the flotation pulp, and eventually discharge to the concentrate product, evenwhen they are not attached to gas bubbles. Therefore, entrainment can be considered as a two-step process, one at the upper layer of the pulp to the flotation froth, and the other from froth to the concentrate. Entrainment is inevitable for both hydrophobic and hydrophilic minerals and is one of the significant factors affecting concentrate grade. This paper provides a comprehensive review of the entrainment mechanisms and entrainment models, as well as a summary of the main factors affecting entrainment and the techniques thatmay be used to lower or eliminate entrainment. Based on the review, we point out that selective aggregation of fine and ultrafine gangue minerals using appropriate process aids (polymeric depressants, inorganic salts, etc.) to increase their particle sizes appears to be a convenient and economical method. Directions of further research along this line are discussed.

Water is a most remarkable substance, essential for life of all kinds. As well as needing water to survive, man has always used it for agriculture, transportation, recreation, and many other things. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created. However, with our growing population and an ever-increasing demand for goods and services, the public, industry, and government at all levels have become acutely aware of the need to manage the nation's water resources more efficiently. Abundant energy from many sources has helped this nation to become the greatest industrial nation in the world. Coal has contributed a major portion of this energy, generating electricity, running railroads, and maintaining national security during wartime. The result has been the highest standard of living in the world and a time of widespread economic prosperity. The use of water in coal mining is somewhat different from its use in most industries. With the exception of water used in cleaning plants, for underground dust control, and for fire protection, most of the water en- countered in coal mining operations serves no useful purpose. In other words, it is an undesirable element and must be removed, otherwise it will interfere with operations, cause potential water quality problems, and may even stop operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Pumps with piping were installed at sumps or low spots in the mine and the water was pumped to the surface or to drainage control facilities constructed for the operation. Ditches were often used to collect and drain the water by gravity to the outside or to main sumps for pump discharge. In either case, the water was allowed to flow into the nearest stream or river. The concept of "water is water' was generally accepted without too much concern for what was in the water since low-cost products and services, rather than clean water, were the public demand.

From Alaska to Florida and California to Maine, the National Forest System (NFS) is host to unprecedented levels of prospecting and development. The NFS is large (191 million acres), geologically attractive from the mineral standpoint and relatively unexplored. Significant recent finds and developments involve silver, gold, platinum group metals, molybdenum, cobalt and phosphates. Exploration and development are closely regulated, but most of the NFS is open. The Forest Service endeavors to be a good host to the mineral industry, but increasingly is asked or forced to delay or disapprove mineral projects to protect the environment.
