We Americans fondly believe that ours is the greatest , most progressive and most civilized country in the world , but the cold statistical facts reveal that we apparently have little appreciation for the lives of those whose efforts of various kinds give us whatever greatness we have . The latest available statistics indicate that the annual death rate per 100,000 persons , from accidents is nearly 80 , or far higher than that of any other country in the world ; it is more than double the rate in Denmark , Belgium, Netherlands , France , Sweden , Italy , Ireland , Germany , Norway, and Austria; it is practically double the rate in England and Wales and in Japan , and is from 25 to 60 per cent higher than the corresponding rate in Scotland , New Zealand , Australia, Switzerland , and Canada . And added to this is the fact that of the main industries of the United States mining has by far the worst accident record , viewed from either the frequency or the severity basis . The National Safety Council's latest figures for 27 of the country's main industries give mining the highest or worst accident frequency rate, 74.43 in 1929 ; meat packing comes next with 55.94 , and construction third with 50.41 . In accident severity in 1929 mining also was the worst offender , with a rate of 9.99 ; quarrying is second with 6.11 , and construction third with 4.62 . Metal mining's frequency rate in 1929 was 52.16 , as against 69.25 for bituminous coal mining ,99.68 for anthracite mining, and 74.43 for the entire mining industry ; accident severity for metal mining in 1929 was 5.99 , as against 11.69 for bituminous coal mining , 10.87 for anthracite mining , and 9.99 for the mining industry as a whole . Although this figure indicated that metal mining is on a much safer plane than either bituminous or anthracite coal mining, the frequency rate of 52.16 for metal mining was higher in 1929 than the frequency rate of all but one of the other 26 industries about which data are available ; the metal mining severity rate of 5.99 , while much better

Pumice and pumicite are siliceous volcanic substances quite similar in chemical composition , but somewhat different in physical properties , manner of formation , and mode of occurrence . Production in the United States has increased from 23,271 tons valued at $ 94,943 in 1910 , to 56,843 tons valued at $336,099 in 1930. Both pumice and pumicite are included in these figures as it has been impractical to collect statistical data on the separate commodities .

Quartz maintains a rather conspicuous position among gem stones , despite its being the commonest and, in its natural form, the most easily recognized of mineral substances . This prominence is due primarily to the extensive use of amethyst , which provides stones of the finest violet color , and also to the wide employment of yellow quartz ( citrine ) which is called topaz by jewellers and vies with the true topaz in color and brilliance . Unlike many less costly gem materials quartz is hard and durable .

Vanadium, although widely spread in minute quantities through the crust of the earth, is found in few places sufficiently concentrated to be economically mined and prepared for use. Most rocks carry from a trace to a few hundredths of a per cent of vanadium oxide, and coal ash may carry about as much as the rocks, Much of the "coal" quoted in the literature as carrying vanadium has been asphaltite, and in other ccal the vanadium is of late introduction. The ash of the petroleums, though usually present in very small quantity, may carry a large percentage of vanadiun, so that production of vanadium from it has been seriously considered. Naturally the ashes of soze asphaltites similarly carry vanadium.' The great deposit at Minasragra, Peru, to which further reference will be made, is probably an altered asphaltite. Ilmenite and cther iron minerals usually carry vanadium 10 and some has been saved from the minette ores of France. 11 Many veins that carry lead copper and zinc minerals also carry a little vanadium, which, especially if the veins are in a comparatively dry region, such as the southwestern United States, northern Mexico, Northern Rhodesia, Southwest Africa, or Spain, collects in the oxidized parts of the veins as vanadinite,

This paper , describing the operation of the Ward Sand and Gravel Co.'s plant at Oxford , Mich . , is one of a series being prepared for and published by the United States Bureau of Mines on methods and costs of mining and preparing sand and gravel throughout the United States . These papers are designed to disseminate technical information regarding the methods used . The cost tabulations represent local operating expenditures only and not total production costs . It is recognized that publication of total costs might in some instances cause embarrassment to individual producers as well as to the industry as a whole . On the other hand , operating costs are essential to the technical discussion and study of the methods employed . The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue . The plant described is a dredging operation with many unique features ; especially noteworthy are the mining of the sand and gravel with hydraulic jets operating on the principle of a water ejector , the unusual construction of the dredge and the self- unloading barges that tend it , the transportation of the sand and gravel to shore in barges instead of in pipe lines , the large storage capacity of the plant , and the fact that all material goes into storage before being shipped .

Changes in existing airway and fan-installation conditions offer the most common opportunities for effecting economical operation of mine ventilating systems, but the largest possibilities for securing this result lie in the original design of the main airways for efficient service. Formulas, and. charts for their graphical solution, are presented herewith for the determination of the elements of airways design when the conditions of service are known, or may be roughly approximated. Although the analyses are made with particular reference to metal-mine airways, there is no essential difference between metal and coal mine main airways, and the methods presented are equally applicable to both. Little attention is paid to designing airways for maximum economy in the ventilation of metal mines. Most of the openings used as main airways are originally designed and used for transportation and other operating purposes. Even where openings are made primarily for ventilation, the possibility of their future use for other operating purposes, or even custom alone, usually results in the selection of a size and shape similar to those of existing openings. Natural conditions, such as heavy ground, often seriously limit the size of opening that can be maintained without excessive expense; and various operating factors, such as velocity limitations on traveling roads, often dictate size requirements in excess of those required for economy in ventilation only. In metal mines the main airways are, as a rule, too small rather than too large for economic service, with the general result that the quantities in circulation are often less than the mine's proper requirements over long periods, even though excessive amounts of power are applied in an effort to remedy conditions.

The Tri-State district, as its name indicates, is composed of portions of three States, the southeastern corner of Kansas, the northeastern corner of Oklahoma, and an adjacent strip of Missouri east of these portions of Kansas and Oklahoma. An area approximately 40 miles long in a northeasterly-southwesterly direction, and 30 miles wide at right angles thereto, containing minable occurrences of ore at widely scattered locations, comprises the district. However, what has been and is the main productive area, is a strip about 35 miles long and 10 miles wide, which begins at Miami, Okla., as its southern extremity and runs in a northeasterly direction through Commerce, Picher, and Hockerville, Okla., Baxter Springs and Galena, Kans., and Joplin, Webb City-Carterville and Carthage, Mo. Almost the entire present production comes from the area between Commerce and Baxter Springs.

Hammer machines are now widely used for underground sampling and exploration. Their application to such work can be divided into two classes - sampling and testing with ordinary drilling equipment to shallow depths of 22 feet or less, and "long hole" drilling with heavy machines and special equipment to depths of as much as 250 feet or more. In the first category hammer drills are employed for either of two distinct purposes: first, as a means of checking the results of grab or cut samples or, in certain types of ore deposits, as a substitute for these methods; and second, as a method of sampling the ground 5 to 20 feet beyond existing faces and thus aiding in the control of stoping operations or in the direction of development headings, as the case may be. The deep-hole drill, in the second category, has proved to be a valuable adjunct to the old established methods of exploring, end developing ore, provided it is employed under natural conditions to which it is suited, handled by men thoroughly familiar with the technique of its operations, and used with its possibilities and limitations clearly understood.

This paper describing the milling practice of the Hecla Mining Co. is one of a series being prepared by the United States Bureau of Mines. The concentrator of the Hecla Mining Co., which utilizes combined gravity and flotation methods, is located at Gem, Shoshone County, Idaho, about 2 miles south of the Hecla mine at Burke. It has a maximum capacity of 900 tons per day and all ore treated is drawn from the company's Hecla mine. Milling ore for 1910 contained 9.7 per cent of lead, 1.2 per cent of zinc, and 4.77 ounces of silver per ton.

Some mines after passing through the prospecting stage and becoming sizable enterprises still adhere to the development program of the prospect, extending their workings without definite plans. In mining operations where definite structural conditions do not exist, a prearranged layout of mine development is not feasible; but where exploration and preliminary development have indicated the extent and probable limits within which the ore is expected, careful planning of development will result in a lowering of mining costs and a consequent increase is profits. A lack of definite plane for laying out mine workings is one of the contributory factors to unnecessarily high costs. Although this paper deals primarily with the influence of level spacing on mining costs, still other phases of mine development, such as the proper spacing of ore chutes and raises, can be analyzed on a cost basis in a similar manner, as shown herein. LEVEL SPACING The problem of establishing a new level or levels in order to exploit steeply dioping ore deposits and prospect the ground at depth recurs at intervals during the active life of mines. Driving levels is largely "dead work" and therefore costly. By the judicious selection of the proper level interval after balancing the opposing factors involved in the problem, a considerable saving in mining costs can be effected. Although much has been written in regard to the various methods employed in ore extraction, mining literature is still incomplete in regard to the factors-influencing level spacing at various mines. Level spacing involves procedures not lending themselves readily to description, and, moreover, it is a phase of mining operations that is apt to escape criticism, because only those in close contact with the operations are equipped with the necessary familiarity with the conditions to pass judgment.

This paper describing the timekeeping and pay-roll methods of the Britannia raining and Smelting Co. (Ltd.) is one of a series being prepared for and published by the United States Bureau of nines regarding office procedures in connection with mining operations. The general office of the Britannia Mining and Smelting Co. (Ltd.) is located at Britannia Beach, B. C., a town of about 600 inhabitants at tidewater on the east side of Howe Sound and about 30 miles from Vancouver, B. C. The Beach, as it is locally termed, is a company town consisting largely of about 250 employees of the company and their families. Here is the milling and concentrating plant of over 6,000 tons daily capacity- the main service units comprising the electrical, mechanical, blacksmith and woodworking shops and the local electric-furnace foundry; the central-heating steam plant; the air and electric generating units; the ball-manufacturing plant; the warehouses; and the general store, which serves this community and also acts as distributor for the general stores located elsewhere on the property.

"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. The pigments, whose colors are due primarily to iron exides and iron hydroxides, comprise a variety of yellow, brown, red, and sometimes black paint-coloring agents, both natural and artificially prepared. The natural pigments in this group include ocher, umber, sienna, mineral paints, paint rock, and mortar colors. When the natural color or tinting power--either in the raw state or after treatment--is too weak, these pigments may be "forti- fied" or strengthened. Ocher, umber, and sienna, rhile often described as "iron oxide pigments," are also known as "earthy" rigments. Inasmuch as the iron content of these pigments is, in general, somewhat lower than that of other iron oxide pigments, the ochers, umbers, siennes, and other brown earth pigments are not discussed in the present paper. In addition to a discussion of natural or artificial pigments whose color is due to the presence of iron oxide in some form, this paper contains data on mortar colors, which are medium or low grade pigments used for tinting mortar, cement, and concrete. A great variety of materials are used for theso purposes, including "blue billy" (residue left from roast- ing pyrite), ground slate and shale, and even culm from coal washeries. Dur- ing the past three years, there has been a definite trend among the producers of iron oxide pigments to push the sales of the better grades of colors for tinting mortars. Due to the amount of low-grade coloring matter that is re- quired to impart a strong color to concrete (in soro cases as high as 15 per cent of pigment is necessary) the strength of the cement may be materially impaired. The addition of some 2 per cent of the higher grades of iron oxide to the concrete mix imparts a brighter and stronger colcr, does not weaken the material, and in the end is not as expensive as the low-grade pigments formerly used. Iron oxide pigments occur in nature in various shades and colors, but the red pigments are the most important and account for the larger part of the total red pigments used.3/ The nomenclature of these red pigments is involved and the names given to them are descriptive of the shade rather than of origin, method of produc- tion or chemical composition. In most cases the red pigments under this class may occur naturally or may be produced by heating hydrous iron oxide pigments such as yellow ocher to a sufficiently high temperature to drive off the water of composition. They may also be prepared by fortifying naturally-occurring pigments with stronger natural or synthetic oxides or with coal-tar dyes (e.g. alizarine lake), Most of the mineral reds derive their color from the presence of ferric oxide (Fe2O3), the mineral hematite. This may be present in relatively small percentages, as in the red slates and shales, or it may constitute as much as 90 per cent or more of the material, as in Spanish red. The principal iron oxide pigments used in the manufacture of paint are discussed in the following pages.

At the time of the preparation of the monograph upon the mining legisla- tion of Newfoundland, by the Imperial Institute of London, the existing local statutory law (as distinct from case laws and the applicable English acts) con- sisted of the following legislation: 1. Chapter 129 of the consolidated statutes, entitled "Of Crown Lands, Timber, Mines and Minerals," as amended by the Crown lands act, 1928. 2. Chapters 131 and 132 of the consolidated statutes (acts relating to mines regulation and rewards for discovery of minerals, respectively). 3. Within recent years , people have begun to realize the importance and significance of the mining and allied industries . The leading part the engineer plays in civilization is becoming recognized . However , accurate quantitative knowledge of the industrial importance of mining is still seldom possessed except by those close to this business . It is true that there are a few who go to the extreme and represent the whole progress of civilization as a reflection of man's gradual mastery of mineral utilization , but on the whole , the magnitude of the industry is underestimated . The uncertainties of mining , as evidenced by the variable results of prospecting on surface or underground , in an unknown new field or from the bottom levels of a mature mine , the ins and outs of tonnages and metal contents , the possibility of a widespread or even a sudden change between cost and realization-price , add to its picturesqueness and make mining attractive to some . To many , the fact that results are generally more uncertain and less predictable than in other industries lends added charm . The following pages may serve to call attention briefly to the importance of mining relative to other industries in the United States , in Canada , and in the world . Ordinarily , the annual primary mineral production of the United States amounts to about 5 billion dollars . The average for the last five years has been a little over 5 billion dollars . Last year , sadly enough , it was less than 34 billions . Just now , we are on the decline , and have been for the past two years . In Canada , the 5-year average was about 268 million dollars . Last year it was 227 million . Due in part to gold output ( in 1930 , for the first time , Canada's gold production exceeded that of the United States ) , the Canadian average is holding up better than ours . It has been estimated that the average world mineral production over the past five years has amounted to about 12 billion dollars , while in 1931 it was less than 8 billions . The mineral industries are as indispensable for the conduct of modern society as are those of agriculture , but , in the United States at least , they receive far less recognition from the Government . With us , agriculture is fostered by a great department that is maintained by enormous appropriations , while the mineral industries get but little financial support . In the United States , in the calendar year 1930 , the value of production by these two industries were as follows : to 1 . Agriculture ( inclusive of forestry ) 9.9 billion dollars ; mining 4.8 billions ; ratio 2 Direct appropriations by our Federal Government were 109 million dollars to agriculture and 2.8 million to mining , a ratio of 39 to 1. Obviously this is out of balance to the extent of 19 to 1 in favor of agriculture .

The hazards connected with work under abnormal air conditions are becoming of increasing importance from a financial as well as a physiological stand- point, due to the extension of compensation laws to include diseases caused by dusts, toxic gases, and abnormal temperatures and humidities. The United States, with the excention of California, North Dakota, Wiscon- sin, Massachusetts, and Connecticut, is the only English-speaking country to-day where silicosis is not compensated.3 Cases of permenent total disability or death due to silicosis mar aprear in common-law courts, particularly in the States that have not recognized silicosis as an occupational disease for which compensation should be provided. Such cases have recently been tried in one State, according to a magazine editorial, not providing scheduled commensation for employees affected by silicosis, with results favorable to the claimant. Clearly established cases definitely linked with occupation as the cause may be expected to be recognized as deserving by juries and courts, and awards will be made. In one Atlantic Coast State, according to this editorial, 108 claims for silicosis, including 21 deaths therefrom, are said to have been filed against two small plants engaged in finely pulverizing quartz sand.
