Metal-mine fires in the United States are not of frequent occurrence and relatively for of those that do occur result in loss of life, although many cause heavy property loss or are costly to extinguish. Over a span of years, however, more lives are lost in metal Trines from fires than from any other of the untoward occurrences which afflict metal mining, such as electrical storms, floods, cave-ins, magazine explosions, or strikes. In perhaps more than 90 per cent of the fires. in metal mines' there is no loss of life; hence, the general public, even the general mining public, seldom hears of these fires, though the property loss frequently reaches hundreds of thousands of dollars; on the other end, in some instances the property damage from an underground metal-mine, fire has been negligible and the loss of life comparatively high. In any comprehensive study of metal-mine fires, ventilation is certain to be found a vital factor. The influence of ventilation on fires and the influence of fires on ventilation are of vital importance. In metal-mine fires very few persons meet death from actual contact Pith heat or flame; nearly all fatalities are duo to asphyxiation or suffocation. A well-planned, well-installed, and well-operated mechanical ventilation system is unquestionably one of the best available present-day protections from loss of life and property in case of fire in a metal mine; that this is true is attested by the usual helplessness of mining officials in trying to handled underground fires in a mine that has not had the foresight to install mechanical equipment to control underground air flow. On the other hand, the establishment of high-velocity air currents without sufficient day by day attention to such details as the method of coursing, or controlling, or confining them most certainly tends to increase dangers from fires rather than to aid in the avoidance or elimination of these dangers; the truth of this latter statement is shown by the fact that the greatest, loss of life in metal-mine fires during the past 20 years has been in relatively well-ventilated workings, and in every case the life loss has been due to some more or less trivial or easily remedied defect in the Ventilating system - usually a defect that has had some reference to doors used or supposed to be used to deflect or control air currents.

This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." This paper on the out-and-fill method of mining is one of a series on mining methods published by the United States Bureau of Mines. It has been compiled chiefly from recent publications of the bureau describing in detail mining methods and costs at various mines. Other sources of information were the technical press, the Transactions of the American Institute of Mining and Metallurgical Engineers, the Mines Haudbook, and company reports. References other than those mentioned in Table 1, which lists the mines entering into this discussion and gives general data regarding them, are given in the body of the paper. The authors wish to acknowledge the kind assistance of many operating officials, either through correspondence or in the course of numerous visits to their mines. DEFINITION OF CUT-AND-FILL STOPING The out-and-fill method of stoping is that method in which relatively small sections or slices are taken successively from the lower surface of a block of ground by open-stoping methods, the broken ore being removed and each section filled with waste material before the next is mined. This definition excludes shrinkage stoping, even with subsequent filling; it excludes square-set and fill methods; it excludes the Mitchell slice method, which may be classed as underhand square-setting; it excludes the systematic use of stull sets and filling, which is a variation of square-setting; it excludes any method involving the caving of the ore, walls, or overburden during the process of extraction, although caving may be allowed to take place when the waste fill is withdrawn for use in other stopes; and it excludes any open-stope method without filling. Through variations, which will be discussed later, the cut-and-fill method merges into shrinkage stoping, open stoping, or square-setting. The use of casual timber support, such as props, stulls, or timber cribs for holding up weak portions of the back does not constitute a change from cut-and-fill to square-set mining.

Electrical apparatus and circuits began to be used in mines about 50 years ago. A search of the literature on mining reveals that in 1882, umping was being done by electricity in some aines of England. One account tells of a small electric locomotive being used in 1882 "to drive eight corves loaded with coal" in a mine near Dresden. In an account of his visit to some English mines, en American in 1892 mentions that he saw underground electric signals, lights, pumps, hoists, and one revolving- cutter-bar 19wall mining machine,. Among the carl electrical installa- tions in the United States was an electric locomotive in the Lykens Valley Coal Co. mine at Lykens Valley, Pa., in 1887. In 1889 the Sperry electric coal digger was being tried out. Tarce mining machines were placed in the Prospect mine, East Palestine, Ohio, in 1890. An electrical pumping plant was put in oneration during 1892 in the Woodward mine of the Delaware, Lacka- rahma & Western Railroad Co. Thus we Almost coincident with the proposed use of this new servant in under- ground workings, came the thought of making it safe in gassy mines. find an account of a design for a protected stationary electric mine lamp proposed by Edison in 1831. Enclosed-type motors rere developed in the United States and shiped to English collieries about 1903. From those early beginnings there has been continuous progress until to-day one finds hundreds of pieces of specially designed electrical apparatus distributed in American coal mines and in mines of nearly all important coal-producing countries. Along with introduction of this equipment grew the idea of the necessi- ty of government aid, in standardization. In most coal-mining countries to- day the governments either directly or indirectly have a considerable in- fluence in guiding the design of electrical equipment intended for use in Pasay mine

This paper on the square-set system of mining embodies the results of a special study of the subject made as a part of the Bureau of Mines general investigation of mining methods and costs. Data for the paper were gathered by the authors during visits to mines using square-set mining, from Information Circulars prepared by consulting engineers to the Bureau on mining methods at individual mines, and from articles in the technical press and the Transactions of the American Institute of Mining and Metallurgical Engineers. The square-set system of mining is very widely applied and is one of the oldest methods in use in the United States. It is mainly employed for extracting relatively high-grade ore in heavy ground. It is also useful in taking out pillars left in mining by other methods. It is used to some extent as an auxiliary method with many underground systems and as an alternate with cut-and-fill, shrinkage, and open-stope methods when heavy ground is encountered. In some cases as much as 50 per cent of the ore may be extracted by square-setting at mines listed as using some other method of mining. A large tonnage is mined yearly by square-setting, principally in the Western States.

The mining literature is replete with descriptions of methods and costs of operation at producing mines. To day the mine manager can find published information bearing upon almost any problem with which he may be faced. From this literature he can familiarize himself with methods employed by otter operators for coping with problems similar to his own, under more or less parallel conditions. Transaction of mining societies, publications of the U. S. Bureau of Mines, technical journals, and handbooks all afford valuable information dealing with operating methods and costs, Very little has been published, however, regarding methods and costs of equipping and developing new properties and bringing them to tae productive stage. There may be some question in the minds of many as to the value of papers on this subject, due to the great variety of conditions encountered. No two prospects are alike. Obviously, it is impossible to forecast what expenditure will be required to develop a mine from a raw prospect or even to predict whether the prospect can be developed into a productive mine.

This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. The mining law of May 16, 1884, is still the basic mining legislation in Smeden. To satisfy a demand for a revision of the entire mining law, special commissions have been at work for a number of years; but present indications are that the work will require several more years for its completion. The changes contemplated would affect mainly the relations between the nine operator and the landemer, as the present law, according to general opinion, tends unduly to jeopardize the landowner's right in favor of the miner. The socialist party desires additional changes, especially in the direction of giving more direct control of the industry to the State, a control that it now seems to exercise through individual agreements with mining companies. Its control of the Lapland iron mines comes through its sharing the ownership with the Luossavaara-iirunavaara Altb. In this instance, the Government should be Considered as a private commercial body, since the agreement with the company

[This paper, which describes the milling practice at the San Guillermo concentrator of the Compania Industrial "M Potosi", S.A., located at Chihuahua, Chihuahua, Mexico, is one of a series of similar papers being prepared by the United States Bureau of Mines. The concentrator treats lead-zinc-silver ore at the rata of 2,300-2,400 tons of dry material daily and produces lead concentrate and zinc concentrate by selective flotation methods. The lead concentrate is smelted at the Chihuahua plant of the American Smelting & Refining Co., and the zinc concentrate is shipped to various European smelters.]

The value of protective clothing in the prevention of injuries has long been recognized in many of the leading industries , but the adoption of the idea into mine safety programs is comparatively new . Once started , however , the idea has grown rapidly and the results already obtained by mining companies have shown that it is fundamentally sound . Both coal and metal mining companies are rapidly adopting these protective measures , and since 1924 many mines have become well equipped with eye , head , and foot protection . At the present time approximately 70 percent of the employees in the anthracite mines of Pennsylvania are provided with safety hats . At many metal mines all employees are provided with safety hats, shoes , and goggles . The Pennsylvania mining law provides that all shaft · workers in anthracite mines shall wear protective hats . In According to a study³ made of the nature of 3,485 temporary injuries and of the parts of the body of underground coal mine employees most exposed to occupational hazards , the head and face were injured 665 times , the hands 856 times , and the feet 565 times . Of 2,555 temporary injuries in metal mines , the head and face received 484 , the hands 788 , and the feet 357 . a similar study4 made by a coal -mining company for the year 1928 , of 556 injuries the scalp received 9 , the skull. 4 , the eyes 47 , the hands 62 , the thumbs 21 , the fingers 141 , the ankle , the feet 51 , and the toes 35 . Probably most of these injuries could have been prevented by suitable protective clothing and equipment . This study also revealed that at least one injury occurred

Tunnel driving is recognized as one of the most hazardous of occupations; this is a reflection of the high accident severity rates and resultant high compensation and similar costs in this industry. Most tunnels are driven by contractors who bid for the jobs, taking into consideration the prevailing industrial insurance rates at the time the bids are placed. After the bid is secured the contractor then attempts to complete the job at the minimum cost to himself. In a sense the accident-cost item is fixed for at least one year when a policy is secured. Time is generally an important factor not only for the contractor, but also for the insurance carrier and the assured. If the assured represents a private interest, the cost burden usually is ultimately placed on the general public which avails itself of the service contemplated; if the project is a governmental enterprise the cost burden unquestionably falls upon the general public involved and on the general tax payer. For these reasons it is of vital interest to the public that accidents not only be kept at a minimum as a humanitarian objective, but also because the accident-cost burden, too frequently not even realized and considered to the degree that it should be, can assume proportions that materially affect the cost of the enterprise. The basic industrial insurance rate for tunneling in California in 1932 contemplated an earned premium of 12.12 percent of the labor pay roll. The State has been particularly engaged in large construction enterprises, some of which involve high accident cost rates, notably structural-steel bridge building, which contemplates an earned premium of 19.65 percent of the labor pay roll. When this figure is compared with the much lower rates that apply to other industries it is apparent that a heavy toll in human wreckage is taken by such engineering projects, which must be viewed as monuments to human suffering as veil as to human achievement.

Marked progress in safety has characterized the operation of coal mines in general in the State of Washington during the 5- year period 1928-1932 , particularly during the years 1931 and 1932. Physical conditions such as steep pitches , inherently bad roof and floor , prevalence of gas , and explosibility of the dust of Washington coals present certain definite hazards . Although advances have been made in accident reduction in Washington , the State still has far to go in that direction . The State has endeavored to reduce its coal -mine accidents by the usual method of making certain definite safety requirements mandatory . The value of education has not been underrated , but the educational method used has not altogether achieved the res lts desired by the industry itself , particularly within certain imdividual organizations . The past 2 years have witnessed a growth , in certain instances , of the essential ideas that the observance of safety precautions on the part of all is demanded if accidents are to be reduced , and that the initiating and carrying out of any program to promote and obtain desired results in accident elimination must begin and function from the top downward . Mining operations of Washington mines have been described in various publications of the United States Bureau of Mines .

The greatest hazard of early mining was from explosions of methane ignited by open lights . With the advent of safety lamps and forced ventilation this hazard was greatly reduced until the application of electricity to modern mining not only multiplied the sources of gas ignition but the accompanying , machines and haulage systems increased the amount of explosive dust , through which a methane explosion is more liable to become a major mine disaster , and thus greatly furthered the need of adequate ventilation to keep down the concentrations of methane . Adequate ventilation is still the best preventive of such explosions . However , even with a well laid out and controlled ventilating system the amount of air passing through entries and rooms is liable to vary within wide limits because of open doors , falls of rock , or other accidental causes . The percentages of methane under normal conditions should therefore be kept so small that they will not be increased to explosive proportions by short interruptions in ventilation . Mine ventilation and methane detection are inseparable safety precautions . The increasing importance of ventilation necessitates more accurato determinations of the methane concentrations throughout the mines . This paper discusses in detail some of the steps in the development of methane detection and specially notes the more accurate detectors now available . One of the earliest means of detecting methane was by a candle . About 1835 , John Buddle , Sr. , a noted mining man of his period , when questioned by a Parliamentary Committee as to the safety of using candles , replied :

The social economy, or public interest, and national defense require wise development and efficient use of the oil and gas resources of the United States. In this development and use, and in the prevention of economic and physical waste of oil and gas, the objectives of the petroleum and natural-gas industries, the Government (Federal, State, and local), and the public are the same. Differences of viewpoint generally have originated in the failure of one of the triad to have a clear or complete understanding of the motives behind the activities of the other component groups or full knowledge of what each is trying to accomplish. The Unites States Bureau of Mines through its petroleum and natural-gas division makes technologic and scientific investigations pertaining to recovery,3 preparation, refining, and use of oil and natural gas with the view of reducing waste, increasing safety and efficiency and aiding economic development.

This paper which describes the milling practice at the Golden Cycle mill is one of a series of similar papers being prepared by the United States Bureau of Mines. The mill of the Golden Cycle Corporation, formerly known as the Golden Cycle Mining and Reduction Co., is located at Colorado Springs, Colorado, and has been operated since 1907. It is now and has been from its inception almost exclusively a custom mill.

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . This paper is prepared the United States Bureau of Mines and is descriptive of methods, practice, and costs at the McIntyre Porcupine Mines, Ltd., Schumacher, Ontario. The property is located in the Pearl Lake section of the Porcupine mining district. It is reached by a branch line of the Temiskaming & Northern Ontario Railway from Porquois Junction. There is also a good motor road into the district. The Hollinger Consolidated Gold Mines and the Coniaurum Mines, Ltd., are adjacent properties. Power for both the mining and the pulp and paper industries in the district is supplied by an extensive development of the water-power resources. Weather conditions are favorable for mining operations.

It has been thought desirable for purposes of analogy to include reference to All the members of the group of elements to which helium belongs, and, incidentally, to embody in the narrative certain other information pertinent to the subject.

During the fiscal year ended September 30, 1932, there were 27 fatalities in the coal mines of Indiana. Four of this number occurred in small mines employing less than 10 men, over which the State Inspection Department has no jurisdiction. In addition to these coal mine fatalities, an explosives accident in a clay mine resulted fatally to one man. Tables 1 and 2, which follow, list the fatalities as to cause and occupation.
