Sulfur compounds have long been recognized as damaging pollutants of the air. A number of investigations have been made to determine the amount of such compounds existing in the air of various cities; moreover, some study has been given to the conditions affecting the concentrations. This paper summarizes published investigation and includes a bibliography on the subject. The methods of obtaining data have differed to the type of sampling, analysis procedure, hour of sampling, number of locations, and number of determinations made. Sampling methods include both the continuous type, covering a day or a number of days, and what can considered the ?snap? type, covering very short periods. Continuous sampling has, given data representing the average concentration at the location chosen but no information regarding variations from hour to hour, are none that might be said to represent the average for a city. The snap-sampling method, while not giving a true average for any one location or area, has in some instances made available date regarding variations of concentration during different hours of the day and at various locations or zones within the area chosen. Although the sulfur compounds in the air nay include sulfur dioxide, sulfur trioxide, hydrogen sulfide, and organic compounds of sulfur, most investigators report on the basis of sulfur dioxide. This gas unites with moisture to form sulfurous acid.

Since ventilation adequate in quantity as well as quality is of paramount importance to the health and safety of men working underground in coal mines, mining officials, employees, and State inspection departments should give it the closest possible attention. MINING LAW OF ALABAMA The law governing, and regulating the operation of coal mines in Alabama was enacted in 1911 and amended or revised in 1923, 1925, 1930, and 1935. The original law and subsequent revisions were progressive steps in safeguarding the health and safety of underground employees.

A general survey of the mineral industries of the Black Hills is being made by the Bureau or Mines, but this report is confined to the tin deposits of that region. Because of the strategic importance of tin in a national emergency, special attention was given in the field to deposits of this metal. The present paper outlines the procedure that would be required for determining the potentialities of the most promising deposits as emergency sources of tin and gives estimates of the cost of sampling and rehabilitating some of the old tin mines. Tin mining in the Black Hill was quiescent in 1938. Tin occurs in two areas inn the region. The deposits have received considerable attention, and since 1884 numerous articles have been written about them. It is estimated that between 7 and 15 million dollars has been spent in promotion expenses, acquiring claims, development work, and equipment; production, has totaled about 160 long tons of metallic tin worth about $95,000.3/

Before the present century there existed a fairly persistent demand for the establishment of a Federal Department of Mines, but relatively little was done about it until a considerable number of very serious coal-mine disasters in 1906, 1907, 1908, and 1909 created what might almost be termed a national scandal and virtually forces the Federal. Government to take action to try to solve the problem of the cruse and prevention of such disastrous occurrences. Instead of a Department of Mines, the mining people had to accept a bureau, which was created on July l, 1910; and while the Bureau of Mines was given numerous functions, unquestionably the promotion of safety in the mineral industries was and continues to be one of its main "jobs." The Bureau's organic act was approved in 1910 and amended in 1913. Both the original and amended acts indicated that promoting; the health and safety of the mine workers constituted the chief function of the Bureau, and that this was the construction placed on its activities by those put in charge in 1910 is shown very definitely by the fact that as soon as the Bureau came into existence on July 1, 1910, both health end safety activities were started in its Mine Accidents Division. Before the end of the first fiscal year (June 30, 1911) 6 mine safety stations had been established in various parts of the United States, add 6 nine safety cars had been put into the field; by October 1910 first-aid-training work was being done in mining regions. The Bureau eras able to function so promptly in its safety work largely because sections of the Geological Survey, which had been doing some coal-mine safety work since 1907 or 1905, were transferred into the Bureau when it began to operate in July 1910. On October 30, 1911, a national First-Aid Meet was held at Pittsburgh, Pa., at which first aid and mine rescue were demonstrated. During the fiscal year 1910-11, the first year of the Bureau's existence, 509 persons were given certificates indicating completion of the Bureau's training course in first aid.

Although the hysteria. with regard to silicosis end other occupational diseases seems largely to haws passed, and more careful sober consideration is being given this subject, it would be very poor policy for any employer to take the stand that the storm has blown over and that he can safely relax and revert to the status of 5, 10, or more years ago in such matters. The real fact is that occupational-disease compensation is nor in its infancy and can be expected to grow by leaps and bounds. At present, while 46 States of the Union3/ and the District of Columbia have compensation acts, only the following have some fern of occupational-disease legislation: California, Delaware, Connecticut, District of Columbia, Illinois, India a, Kentucky, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, New Jersey, New York, North Carolina, North Dakota, Ohio, Pennsylvania, Rode Island, Washington, West Virginia, and Wisconsin. Silicosis appears to be compensable under those acts in California, Connecticut, District of Columbia, Illinois, Kentucky, Massachusetts, Missouri, New York, North Carolina, North Dakota, Ohio, Pennsylvania, West Virginia, and Wisconsin; possibly it may be interpreted as compensable in others. Occupational-disease legislation (largely relating to silicosis) has seen under consideration in some form relatively recently in Arkansas, California, Delaware, Idaho, Maryland, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and. Washington at least. It will be surprising if comparatively broad or inclusive occupational-disease legislation will not be on the statute books of nearly every State in the Union within the next 5 years. With this situation confronting him, the far-sighted industrialist who has the best interests of his organization at heart will immediately begin to "put his house in order," if he has not already done so, by studying possible occupational-disease hazards to his employees; moreover, he will promptly apply all known remedial measures or will attempt to devise such measures if none of those already devised seem to apply to his establishment.

The spontaneous combustion of coal lies at the bottom of the subject of storage. It is useless to store coal that is to be lost by fire from spontaneous combustion. Every engineer is familiar with the phenomena of the self-heating of coal, yet, for all that, spontaneous combustion is relatively rare. If we counted the times a portion of cod was stored where it would be undisturbed for a few weeks, the number of such storage operations in any one year would mount into the millions. Of these, a relatively small number show the phenomena of spontaneous combustion and time risk per ton is very small. It is extremely rare that in the smaller operations involving; only a few tons there is any heating. There is no spontaneous combustion of anthracite, and very rarely does the domestic consumer of bituminous coal find troublesome heating. The main interest in the subject lies in the large piles needed as reserves for public-service utilities, and the industries. Everyone desires to have directions for storage that are perfectly simple and yet will insure against loss. Unfortunately, the problem is too complicated for a simple solution. The present discussion first presents data to justify the fireproofing of mine shafts. This is followed by a brief outline of fireproofing methods with examples from practice. A summary of authoritative recommendations on fire prevention concludes the discussion. Acknowledgment is made to D. J. Parker, district engineer, Mine Safety Station, Salt Lake City, Utah, for his valuable criticism of the paper. Fireproofing a mine shaft implies lining the shaft with fireproof material or rendering fireproof the material already composing the shaft lining. A brief study of the part mine shafts and shaft stations have played in disastrous end tragic underground fires furnishes convincing evidence that every possible effort to make all mine shafts fireproof is amply justified. The fire hazard in coal minus obviously is much greater than in metal mines. In this discussion the point of views is mainly that of the metal miner; it is tine opinion of the writer that all fires in metal mines are preventable.

The placing of much, sometimes practically all, of the burden of the expense of mine accidents on the shoulders of the mine operator by compensation laws, and the fact that the problem of protecting the life end limb of workers is now by public opinion largely if not wholly passed to each industry to solve (and present-day thought strongly supports the justice of both of these propositions), are forcing industrial organizations into accident-prevention. Work. This policy is being adopted not alone to protect the companies; in addition, executives alert to their opportunities and obligations are taking part in this work personally to protect themselves. The functions of industrial executives in accident-prevention work are becoming numerous and complex. Executives who are logical in their reasoning, quickly see that before a company can constantly ask or expect the workers to heed safety suggestions, the company and its officials must "put their house in order" by laying down a concrete, definite safety program. For mines this includes primarily adoption of a to a logical mining method, the installation of safe miming equipment and practice the netting forth in definite form (preferably do a printed pamphlet) of the company's minimum safety requirements, and the organization of its operating officials into an accident-prevention body. After the company has its own affairs so arranged that it can go to its workers with "clear, hands" in promoting a safety program, the real work begins; and this is especially applicable in mining.

Corduroy is used for saving gold in small Land large milling plants throughout the world. Investigations by the Metallurgical Division of the Bureau of Mine indicate that corduroy blankets, used with or without a trap or jig in the mill classifier circuit, often are effective in concentrating gold and sulfides, especially if the gold does not amalgamate readily and if not enough sulfides are present to warrant the use of a shaking table, flotation cells, or cyanide plant. Most cold-mining countries include several or many small miner, that produce siliceous ores low in sulfides and gold, which can easily be amalgamated or caught in traps or jigs or on corduroy and shaking tables. At these mines the ore is crushed by stamps or bill mills, and the flow sheets include plates, flotation cells, and cyanide treatment, yet probably nearly as much of the pair minerals may be recovered by the less expensive plant. A well-known western maker of mine and mill equipment asserts, as the result of considerable observation of installed plants, that old and other valuable minerals should be caught as soon as they have been released by a mill, end recommends jigs to do this. A supplier of corduroy has informed us that at some mines this material is being replaced by jigs that catch gold as fine as 400-mesh. But for the small operator, inexpensive equipment such as a corduroy table may be better adapted and give a good recovery of gold and associated minerals.

Smoke abatement is a subject of which fuel technology, although absolutely essential, is only a part. Its successful accomplishment starts and ends with human factors that must be given thorough consideration; between this "start" and "end" fuel technology is applied. Smoke abatement usually starts from the desire of some person or persons to be free from uncleanness caused by the stack of someone else and ends with the sincere desire of the operator of the fuel-burning equipment to maintain a clear stack. Although "smoke abatement been discussed for many years, it is only recently that the public has been mindful of such expressions as "air pollution" and "air hygiene." The subject has duel in common with that of supplying pure water but is more complicated. The public desires pure water, expects pure water, is willing to pay for pure water, and expects to continue to pay for it indefinitely; it is a development of civilization. It is doubtless correct to say, however, that people in general do not et realize the detriment of air pollution to their well-being or give the question enough serious consideration. This is illustrated by the fact that in city smoke abatement it is the mass of small householders that sins the most and is the hardest to handle. It is rather difficult to assemble a group of people in a room without the air becoming contaminated with smoke. Smoke abatement will lag with the lack of desire for pure air - probably the biggest human factor involved in its accomplishment.

The number of completed petroleum refineries in the United States continued to decline in 1938, but the total capacity to process crude oil increased materially. This information was obtained in connection with the Bureau's annual canvass of refinery capacity as of January 1, 1939. In spite of the addition of a half dozen plants in Illinois and the inclusion in this year's list of several more "pot-stills" in Montana, the total number of plants, and inactive, declined from 551 on January 1, 1938, to 538 on January 1, 1939. was entirely in shut-down plants, as the number of operating plants rose from both active The decline 431 to 435. Yost of the plants dismantled were situated in Wyoming and Texas, parts or several from the latter being transported to Illinois. About 10 more East Texas refineries were dismantled in 1938, leaving about 15 plants in the field, only 8 of which were operating on January 1, 1939. Although the total completed capacity increased from 4,351,151 barrels on January l, 1938, to 4,508,555 barrels on January l, 1939, the operating capacity declined, and the inactive capacity increased about 50 percent, or from 380,955 to 574,770 barrels. These shifts in capacities reflect the comparative slump in the refining industry in 1938 after the prosperous year 1937. Daily average crude runs in 1938 were 3,192,000 barrels, from which it may be figured that the operating ratio for the active units was about 81 percent of crude and for all completed equipment 74 percent. The highest daily throughput in 1938 was about 3,400,000 barrels, at which time the reserve capacity represented in the active equipment was at least 500,000 barrels, in addition to about that much capacity shutdown. In an emergency, much more reliance could be placed on the reserve capacity of the active equipment, as much of the shut-down capacity is obsolete at present specifications and prices. Regarding obsolescence, the refiners reported 418,165 barrels of their idle capacity in good condition on January l, 1939 and 156,605 barrels in poor condition. However, it is probable that the former reflects an optimistic viewpoint. Refinery activity, as represented by new construction and dismantling, declined materially in 1938. The new capacity added in 1938 was 378,350 barrels compared with 394,680 barrels in 1937. Probably 1939 will see a much larger decline, as the new capacity under construction on January 1, 1939, totaled only 142,250 barrels compared with 283,020 barrels the preceding year. The capacity represented by the new plants was negligible throughout

For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention. This report3/ gives the reconnaissance of a reconnaissance of the mining districts in Churchill County, Nev., made in the fall of 1938 and spring of 1938 All of the mining districts in the county were visited, but no attempt has been made to include all the mines and prospects within the area; inclusion or omission of a property in this paper has no bearing on its merits, The report gives the situation of the various districts, mineral production, and ownership of properties; describes the ore deposit, mines, and prospects; contains information on past and current activity; and includes other data likely to be useful to those interested in the development of our mineral resources. The various district, were named when they were organized for purposes of record and regulation. When established, the districts embraced large areas n without well- defined borders, so that the names have little geographical significance.

This is the second of two papers dealing with the construction and use of aerial tramways in the metal-mining industry. The first paper3/described aerial tramways in a general way and discussed the engineering principles used in tramway design. The purpose of this paper is to give a more detailed description of equipment and material rind to discuss construction and operating costs. The Secretary of the Interior acting through the Bureau of Mines and the Geological Survey is authorized by the Strategic Materials (Public No. 117 - 76th Cong., Chapter 190 1st Sess.) to make investigation concerning essential minerals of which the quantities or grades obtainable from known domestic sources are inadequate. The Bureau of Mines, in carrying out its part of this program, may investigate deposits of such minerals in whatever manner may be necessary, in order to determine (1) the extent and quality of the are, (2) the most suitable method of mining and beneficiating it, and (3) the cost at which it may be produced. The essential objective in doing these things is to determine where and how supplies of minerals and metals of which domestic production is usually inadequate might be obtained in a national emergency, even though at higher cost than usual.

During the 9 years ended December 31, 1938, 188 fatalities resulted from preventable accidents in and around the coal mines of Indiana; 173 of these occurred at underground mines and 15 at stripping or open-cut operations. In addition, there may have been other unrecorded fatalities during this period. The two organizations receiving notice of accidental deaths at coal mines in this State are the Division of Mines and Mining and the Indiana Industrial Commission. Only deaths occurring at underground mines employing 10 or more men are reported to the former, as neither strip mines nor underground mines employing fewer than 10 men cone within the purview of the Indiana mining law. The mine inspectors have no Jurisdiction over this latter group of mines and do not inspect them. Fatalities at small "wagon" mines and open-cut operations are supposed to be reported to the Industrial Commission; however, in many instances deaths at small mines are not reported, the only record being a death certificate filed with the county or corporation health officer. Thus, many deaths in small mines escape attention, especially when the victim succumbs some time after the injury was received. The data presented here on fatalities in Indiana, during the past 5 years include several instances in which the only record available is a death certificate; possibly others have been overlooked. From 1934 to 1937 the fatality record was progressively worse, that of the larger underground mines in 1937 being more than twice the average for these mines for the previous 4 years and only slightly less than twice the average for all mines, including open-cut operations. The increase in deaths during 1937 was due to two explosions, with 20 fatalities in one and 2 in the other. The number of deaths in the larger underground mines was considerably less in 1938 than in the previous 4 years, but there was no improvement in the number of fatalities at the small mines, or at open-cut mines.

In 1939, American industry got, off to a poor start, slowed down further during the first quarter, quickened after May, speeded up still more when war broke out again in Europe, and ended the year at a pace close to an all-time record. The average index of general business activity for the entire year (105) was well ahead of that for 1938 (86), failed to equal that of 1937 (110), and fell behind the average for 1929 (119) by a wide margin. Because the cutting and polishing of stones are parts of the work of the Bureau of Mines in its study of rocks and minerals and in the determination of specimens sent in for identification, it was decided that a circular covering the subject in a general way would be of practical interest. As several books and periodicals give details of the problems in cutting and polishing, this report will not duplicate their information more than necessary. This paper is one of r series published by the Bureau of Mines dealing with the mineral resources of western South Dakota. The mining of pegmatite minerals is described mainly from the standpoint of the feldspar industry, as most of the other .pegmatite minerals produced are recovered as byproducts from the mining of feldspar. Feldspar is shipped from the Black Hills by three companies, all operating in the southern Hills. Because the pegmatites of the northern Hills, represented by tae Tinton area, have been described in other papers3/ of this series, the present paper is confined to the pegmatite dikes of the southern Black Hills. Emphasis is placed upon the current activity in pegmatite mining; little attention is given to the history of many famous mines in the district, and information concerning them may be obtained by consulting resorts cited in the bibliography. The field work was carried on from July 28 to October 15, 1938. ACKNOWLEDGMENTS The geology of the Black Hills has been studied almost continuously during the last half century. A wealth of literature has attempted to explain the geology and mineralogy of the pegmatite dikes of this region.
