"INTRODUCTION Burning refuse dumps are a common and by no means pleasant sight in most coal-mining distracts; they have been and largely continue to be accepted as a necessary, if undesirable, adjunct to coal-mining operations. The odor, smoke, and fumes emanating from the burning dumps have caused much property damage, as well as aroused unfavorable public sentiment in the areas thus affected; and there is reason to believe that, in at least some cases, they have had an adverse effect on the health of certain communities, adjacent to mines. In some instances such communities have been owned or controlled by the mining companies and in others they are incorporated towns.After the start of World War II, it was necessary for Great Britain to take prompt and effective measures to extinguish or at least blanket the burning refuse dumps at collieries, since the fires served as beacons for the enemy planes; the problem thus became a matter of national security rather than one of local inconvenience. If the United States should become involved in a bombing war, these dumps might became a source of national danger, hence now is a propitious time to at least make a start on available methods of solving this problem. Much progress was made in Great Britain in extinguishing the dump fires that had burned for years and in preventing newly made dumps from taking fire.Burning refuse dumps have not been a national problem in the United States, but they are a nuisance and frequently a danger and often a fruitful cause of poor public relations on account of the odor and fumes. Many progressive coal-mining companies are taking effective and positive action in trying to extinguish old dump fires and to build new dumps so they are less likely to fire.The purpose of this paper is to provide information about the problem as well as on ways to extinguish refuse dump fires, to describe methods of constructing dumps that probably will prevent them from firing, and to point out some of the danger that exists when dumps are improperly built and when they are on fire."

In preparing for war , Japan built an iron and steel industry that ranked high with other industrial nations . Deficient in raw materials for making iron and steel , it had to acquire the bulk of its iron ore and much of its coal and scrap iron from foreign sources . Steel manufacture, and fabrication , however , were reserved mostly for the Home Islands , where modern integrated plants produced the implements of war . The vulnerability of relying on imports during the war was recognized early, and steps were taken to exploit iron-ore deposits and develop treatment processes on the Home Islands in order to be as self - sufficient as possible . Although the industry had expanded considerably, the capacity of the large plants still was insufficient for military requirements, so other meth- ods of producing iron and steel were adopted, which in some ways illustrate the desperate effort made to supply the war machine. In developing the iron and steel industry, modern practices of other countries were studied and followed with modifications to suit Japanese con- Aitions. German and American technical ability and equipment played a large part in the program; however, the Japanese had competent furnace technologists capable of obtaining proper equipment performance. For the most part, the standard practice consisted of smelting iron ores in blast furnaces and then refining the pig iron to make steel in open-hearth furnaces. Electric furnaces played an important part, especially in the manu- facture of alloy steels. Various other methods yielded minor but significant production. Among the various other treatment processes used, the production of sponge iron in rotary kilns 'probably was the most important in producing melt- ing stock for steel making. Of special importance was the fact that sponge iron made from low-grade ores contained critical metals, such as nickel and chromium, so that the results were more significant than was generally believed.'

This , the twelfth annual report of research and technologic work conducted by the Bureau of Mines on coal and coal products , summarizes the research and tests conducted frah July 1, 1946, to July 1, 1947. The organic act of Congress establishing the Bureau of Mines authorized tech- nologic investigations of all phases of mining, preparation, treatment, and utilization. These investigations cover eight main fields of activ-. projects varies from time to time. The on ity. The emphase-half of the coal reservos of the world. United States These reserves are not always of the quality desired or in the place where they could best be used. It is necessary to continue research in order that increased output, greater recovery, and better quality can be main- tained under safe mining conditions. Coal comprises 98 percent of the known fuel reserves of the United States and ad eventually must take over much of the requirements now supplied by petroleum and natural gas.. The purpose of this report is to bring to the reader a resume of the work of the fiscal year. The material presented herein is based largely upon publications. In a few instances the results of research that would not otherwise be available in the immediate future are presented. For details concerning the research, it is suggested that the readers consult the publications given in the footnote references." "INTRODUCTION The necessity for protection against the hazards of lightning manifests itself from time to time in the mining industry by reason of loss of life, damage to electrical equipment, fires in surface structures at mines, and accidents in the handling and use of explosives. This paper is intended to assemble, correlate, and present some of the salient points embodied in the available literature on the subject and at the same time give some factual data concerning instances of such loss of life and damage to property, with special application to the mining industry.The annual loss of life and destruction of property by lightning is considerable; the former may be prevented to a limited extent, though use of common sense as to exposure is required and not always followed; the latter can be prevented to a considerable degree. The manufacturers of electrical equipment, through improved types of lightning arresters, have done much toward the protection of electrical equipment, with consequent safeguarding of life and of property. Education based on unfortunate experiences has gone far to discourage the handling of explosives and blasting accessories during thunder storms, especially in open pits and quarries, and to a much smaller extent in underground workings. The lowly lightning rod plays an important role in the protection of certain types of buildings (especially isolated buildings), stacks, monuments, and other structures.LIGHTNING PHENOMENAIn 1751, Franklin proved that, lightning was simply a visible display of electricity - an extended spark; and until a generation ago little had been added to his exposition to define the various phases of the phenomenon. This paper is one of a series on mining methods and costs being published by the Bureau of Mines. It describes briefly the mining methods employed since the start of operations in 1937, with emphasis on the diamond-drill blast-hole method of ore breaking and slusher-drift method of ore drawing at the Holden mine of the Howe Sound Co., Chelan Division, Holden, Wash. The Holden mine is in the north-central part of the Cascade Range, 11 miles up Railroad Creek from Lake Chelan. The nearest railroad is at Chelan Falls, 40 miles by boat and 4 miles by highway from the mine. All freight comes into the mine and all concentrates are shipped out via Chelan Falls. The altitude of the main haulage level is 3,500 feet. Railroad Creek Valley is covered with a dense growth of fir and spruce, while most of the surrounding mountains are rocky, with sparse timber growth.

In the fiscal years 1946 and 1947 the number of mine explosions decreased compared with the preceding years. However, the loss of life was so serious during the fiscal year 1947 the period when the Government administered bi- tuminous-coal and lignite mines that from April to June 1947 extraordinary measures were taken in mines then under Government possession to obtain com- pliance with provisions concerning rock dusting, ventilation, and blasting that had not been followed. The great loss of life in explosions during the fiscal year 1947 as compared with 1944, 1945, and 1946 is not easy to explain, but the necessity for maintaining adequate protection has been definitely demonstrated. Management, workers, and inspection agencies alike must keep the mines reasonably safe against explosions or allow them to lapse into a condition where chance is the principal protection against disaster. The at- tention given to protecting coal mines and the men employed in them against mine fires, following the disastrous fires in 1944 and 1945, has at least tem- porarily controlled this hazard loss of life from coal-mine fires was re- duced to 1 fatality in 1947. The number of fires was also less, and progress has been made in reducing the heavy losses in both life and property from un- derground coal-mine fires that occurred in the two years mentioned. Fatalities from mine explosions during the past 6 fiscal years, July 1942 to June 1947, totaled 674, and there were 149 explosions; during the preceding 6 years there were 655 fatalities in 132 explosions. The 6 fiscal years 1942- 47 cover the active period of Federal coal-mine inspection. During the fiscal year 1947, there were 154 fatalities from explosions compared with 58 during the fiscal year 1946, 64 in 1945, 94 in 1944, 152 in 1943, and 152 in 1942.

Much has been written and said concerning tables of permissible or maximum allowable concentrations of various toxic substances in air, but not enough attention has been given to their limitations and how to use them intelligently . There is a tendency to place too much reliance on figures , with little or no consideration of their real meaning . The repeated publication of a figure often adds significance to it far beyond that intended by the original author or publisher . How are these figures referred to as "maximum allowable concentrations " established? What is their real meaning? To answer these questions it is necessary first to define maximum allowable concentration . The usual definition is somewhat as follows : "The average concentration to which an industrial worker can be exposed for 8- hours daily for an indefinite period without injury or occupational disease . This definition is made up of the following items : ( 1 ) Average concentration, ( 2 ) 8 - hour day , ( 3 ) indefinite exposure period , and ( 4 ) lack of injury or occupational disease . There is some controversy regarding item ( 1 ) , items ( 2 ) and ( 3 ) are usually though not invariably accepted , and there is definite disagreement regarding the interpretation of item ( 4 ) . . To reach a more satisfactory interpretation of maximum allowable concentration , attention is directed to ( 1 ) the development of tables of maximum allowable concentrations , ( 2 ) criteria on which limits are based , and (3 ) methods used to obtain data on which limits are based .

Ammonium nitrate (NH4NO3), a white crystalline chemical compound composed of 35 percent nitrogen, 60 percent oxygen, and 5 percent hydrogen, has again attracted attention, due largely to the recent catastrophe on April 16 and 17, 1947, at Texas City, Tex. The fire and subsequent explosion on the steamship Ocean Liberty, outside the harbor of Brest, France, on July 28, 1947, has fur- ther increased the interest in the properties of ammonium nitrate. As a result of the Texas City disaster, several laboratories have undertaken research to determine more certainly what causes ammonium nitrate to detonate and under what circumstances. This is not the first time that ammonium nitrate has been involved in a disaster, and its properties reviewed from the standpoint of safety. The disaster at Oppau, Germany, in 1921, which involved an equimolec- ular mixture of ammonium nitrate and ammonium sulfate, prompted an intensive study in Europe and in America. In the United States the properties of am- monium nitrate are now of especial concern because very large quantites are being manufactured and shipped in interstate commerce and abroad. Many an- monium nitrate factories, which were built during the war, will manufacture increasing amounts of this compound for use as a fertilizer. It is the purpose of this report to present a brief summary and biblio- graphy of the published experimental facts about the properties and behavior of ammonium nitrate. The reader is referred to original publications for greater details of the investigative work, and for theoretical discussions. This report also includes a survey of ammonium nitrate fertilizer of the type involved in the Texas City explosions. In the past, authorities have not always agreed on the degree of hazard involved in the manufacture and handling of ammonium nitrate, as the following quotations from the literature indicate: Munroe (82) quoted the following from Turner's Chemistry (a book pub- lished in 1835): "When this salt is exposed to fire, it liquefies, emits aqueous vapor, dries and detonates." Berthelot (14) in his book, Explosives and Their Power, 1983, wrote: "Ammonium nitrate from the point of view of its volatility, and cn account of many considerations, may be regarded as a typical explosive substance."

This paper summarizes precent knowledge of the ignition qualities of pure hydrocarbons likely to be present in modern Diesel engine fuels, as shown by an extensive search of the technical literature. The report also discusses the possible significance of cetane number and hydrocarbon struc- ture. Cetane or cetene numbers, and other physical properties, are tabu- lated for about 100 hydrocarbons, and a bibliography is appended. In recent years the Diesel engine has enjoyed increasing popularity due to its dependability, inherent characteristics of fuel economy, and the fact that it operates on a fuel that hitherto has been available in comparatively large quantities at a low price. These qualities have en- abled the compression-ignition engine to compete very favorably with other types of prime movers in many fields and have led to predictions of fur- ther rapid expansion in the application of Diesel power. In a survey of the field of all petroleum fuels for combustion engines, Holaday et al (9) have predicted that by 1948 railroads will be using 10 times as much Diesel fuel as was used in 1939 and that over-all consumption will have doubled that of 1939. Other estimates of the yearly demand for Diesel fuels five years hence vary from 2,6 to 5 times the amount used in 1944. Into this picture has come the question of whether the greatly in- creased production to meet this estimated demand is compatible with the maintenance and possible improvement in quality of fuels necessary to satisfy future engines. Unfortunately perhaps for the Diesel engine, factors other than those of simple arithmetical multiplication must be considered. For example, the consumption of oil in central heating plants doubled from 1935 to 1943, and a further increase of 57 percent of the 1943 demand is expected by 1950. Jet propulsion has been developed to the stage where it is entirely practical for military aircraft. Catalytic cracking plants, many of which were constructed to meet the war- time accelerated demand for high-octane gasoline, are taking their place in the refining industry. All these developments, as well as the Diesel engine, require material of approximately the same boiling range. Virgin gas oils make excellent burner fuels, perform most satisfactorily in the gas-turbine units for aircraft according to present information, and are at a premium as catalytic cracking stock.

"INTRODUCTION The provision of escapeways from coal mines is a moral and, in most States, a legal obligation of mine owners and operators. The obligation is not always fulfilled because of the hope that no occasion will ever arise requiring the use of such facilities, and, as time passes without the need for using them, a false sense of security is born in the belief that ""it can't happen here.""The disastrous fire in a mine in Ohio on July 5, 1944, again focused attention on the importance of escapeways in averting disasters and made it clear that one or more dependable exits must be provided from a mine and parts thereof where men might be trapped by being cut off from the regular travel route. This matter of always-having available travelable exits has been advocated for many years by the United States Bureau of Mines."

The United States Bureau of Mines was created by an act of Congress in 1910 as a governmental agency to work , on a national scale , toward reducing the huge annual loss of life in the production and processing of the Nation's minerals . From 1906 to 1910 , inclusive , nearly 2,500 miners lost their lives in 84 major explosion disasters , and more than 13,000 suffered fatal injuries from all causes in the coal mines of the United States . Also , conditions in the metal and nonmetal mines were proportionately hazardous during this period , and the total loss of life in all mines and quarries exceeded 3,000 annually and approximately 250,000 workers suffered serious injuries . Under these conditions it is readily understandable why Congress took notice of this " high cost of mining" , and from the investigations and hearings of the day emerged the Bureau of Mines charged with the prevention of accidents and the preservation of the health of all those engaged in the mineral industry; this has continued to be a most important part of the work of the Bureau . Throughout its existence the Bureau of Mines has had no legal authority of enforcement , except during war years , when enforcement necessary to the national security was given to it . The Bureau believes that persuasion , with factual evidence , is the proper and best way to obtain compliance with the safety suggestions made by its engineers and scientists . There is no panacea for accidents , nor will any single " approach " , instill safety consciousness in all workers , and without it accidents will occur --and occur again . To persuade men to work safely, numerous forms of appeal are required to reach the various temperaments of workers in many types of mines operating under diverse conditions .

Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. The mining industry of the United States has long been severely criti- cized because of its high rate of accident occurrence, not only as compared with other industries of the United States but also with the mining industries of other countries, particularly Europe. Statistics, often not strictly com- parable, indicate that the accident-frequency rate in all mining is currently about three times and the accident-severity rate is about seven times as great as the average for general industrial work in the United States. These fig- ures are by no means comforting to humanitarian mining men, irrespective of their status in the industry, and they constitute a challenge that certainly cannot continue to be ignored much longer. The picture becomes much darker when the above statistics are augmented with data indicating that on an exposure basis our mines (more particularly our coal mines) have accident rates two, three, or even more times as great as more or less similar mines in Europe, particularly England, Wales, Belgium, France, and Germany. The sting is alleviated to some extent by the knowledge that our coal mines produce about 4 to 5 times as much coal per man day as is produced in at least some European mines. However, all of these foreign acci- dent statistics should be analyzed carefully before we become very much con- cerned about them, because they are not strictly comparable, for several reasons, not the least of which is the fact that foreign methods of compiling or recording accident statistics often differ materially from ours. Moreover, foreign mining and other conditions are definitely dissimilar to ours in many phases, and numerous other factors affect the comparability of foreign mine- accident statistics with those of the United States. Unquestionably, it should also be taken into consideration that the accident rate of the 140,000,000 or more constituting the populace of the United States as a whole is much higher than that of any other major country in the world and is two, three, or more times the rate of the European countries that have more favor- able mine-accident rates than those of the United States (table 1). Moreover, it is significant that the mine-accident-severity rate of British mines is about six times the average accident-severity rate of the major industries of the British Isles, or but little more favorable than the comparable figures in the United States; namely, that mining has an accident severity rate about seven times the average of about 30 of the major industries of this country.

"FOREWORDVirtually all government agencies undertook many additional responsibilities during the period immediately preceding World War II; these responsibilities increased vastly in importance and scope after the actual declaration of war following the attack on Pearl Harbor. The Bureau of Mines was one of the agencies thus affected, and it was called upon to perform many duties foreign to its normal peacetime activities.The Health and Safety Division of the Bureau of Mines, at that time designated the Health and Safety Branch, was given several important and difficult duties and responsibilities of an unusual nature because of the war while of necessity-continuing its normal functions of assisting the mineral industries in the preservation of life and health and the protection of property, this being of especial importance in wartime because of the pre-eminent importance of having maximum output of essentially all types of mineral products. Some of these additional functions were given to the Health and Safety Division because the organization of the Division, with its field set-up dividing the Nation into districts with competent, experienced personnel in charge of its work, provided the nucleus of personnel and procedure through which rapid and smooth expanded functioning was feasible.In addition to the responsibilities directly attributable to definite war activities, such as the administration of the wartime Federal. Explosives Act and the Mineral Production Security Branch a new branch (then designated division) was formed to investigate coal-mine health and safety problems after the enactment of the Federal Coal-Mine Inspections and Investigations Act, which became a law on May 7, 1941, but which actually began to function actively after the declaration of war in December 1941.The purpose of this publication is to provide a brief historical record of the activities of the Health and Safety Division as a whole and of its individual branches during the war. Because of Mr. Rhodes' extensive experience in these fields and the impor- tance of the subject material to the coal producers and those utilizing coal-tar products, both reports are issued by the Bureau of Mines. Over fifty reports were written by the members of the Solid Fuels Mis- elon. "INTRODUCTION The use of black blasting powder as an explosive in coal mines has long been recognized as hazardous and has been responsible for many of the worst disasters in American coal mines. One of the most pressing of the numerous problems confronting the Bureau of Mines, upon its creation in 1910 was to determine methods that would lessen the hazards created by the use of explosives in coal mines. The Bureau continued the study begun by the Technologic Branch of the Geological Survey as to the nature of explosives and made numerous tests to determine types of explosives suitable for blasting in coal mines. The Bureau has tested and approved hundreds of types of explosives and has disseminated information on methods and conditions for use underground to make them permissible as to safety. The Bureau of Mines has encouraged the use of permissible explosives for coal-mine blasting, and its experts both in the laboratory and in the field believe that the use of black blasting powder in any form (granular or pellet) is hazardous in any underground coal mine. Despite the information published at various times and innumerous ways and the general knowledge of the hazards that the use of black blasting powder in any form creates in the blasting of coal, the coal mines in the United States, during 1947 used approximately 34 million pounds of black blasting powder (granular or pellet), or approximately 11.8 percent of the total quantity of explosives used by the coal-mining industry.Many coal mines of the United States, for various and sundry reasons, probably will continue the use of black blasting powder, and this circular has been written for the benefit of such users, not that any suggested method or methods will make the use of this explosive safe, but it has been found that methods and conditions of use of black blasting powder can be improved so as to lessen, though not eliminate, the hazards created by its use."

"SUMMARYA chronological list of accidents at metal and nonmetal mines and quarries (excluding coal mines) in the United States in which five or more lives were lost has been compiled. Many accidents were described in more detail because of their unusual features. Tables have been included to indicate the number of major disasters and fatalities by the principal product mined, by State, and by 10-year intervals prior to 1945. The number of men employed to indicate man-hours exposed is unavailable; therefore, a true picture of disaster data by principal product mined, by State, and by 10-year intervals is not possible. However, the data are presented to indicate the causes of major accidents and bring to the attention of those affiliated with metal and nonmetal mines and quarries the hazards involved and lessons that can be practiced to keep such accidents at a minimum.INTRODUCTIONThe Bureau of Mines was requested to compile a chronological list of accidents at metal and nonmetal mines and quarries (excluding coal mines) in the United States in which five or more lives were lost. Data have been assembled on accidents from all causes in these mines and quarries from the earliest available information (describ¬ing an underground mine fire in Nevada in 1869) to the last reported major accident (a fire at a company-owned bunkhouse in Arizona in 1945).The accounts of the accidents were taken from articles in the technical press and from published and unpublished reports of the Bureau of Mines. Many of the accidents have been selected for more detailed descriptions because of the unique circumstances and to show the variety of dangers involved.Tables are included to indicate the number of major accidents, with resultant fatalities, by the principal metal and nonmetal producing groups, by State, and by 10-year intervals previous to 1945. This paper describes metal- mining practices at the Harrington -Hickory lead - silver - zinc mine at Milford , Beaver County , Utah . The operations of the Harrington-Hickory incorporate a number of features that should prove of interest and value to other operators of small mines . These features include employee participation in profits , a well- laid -out electrical system, adequate financing , a well - balanced equipment and supply inventory , a well - organized system of bookkeeping , adequate roads , and good management . As crude ore is shipped directly to smelters and mills in the Salt Lake Valley , close attention is paid to see that the ore is segregated by classes and treated where it can bring the greatest not return . A combination of these features has resulted in maintaining relatively low costs, considering the grade and size of ore shoots at a time , during and following the war , when equipment , supplies , and labor were costly and difficult to obtain . The period covered in this report includes two war years and two years following , from April 1, 1944 to June 30 , 1947 .
