The Resource Conservation and Recovery Act, commonly known as RCRA, which amends the previous Solid Waste Disposal Act, was signed into law on October 21, 1976. Members of the mining industry began their contacts with EPA in this area two to three years before the Act finally was passed, and that seemed and probably was all to the good. We reviewed and commented upon their studies and in general tried to acquaint them with the peculiarities and the uniqueness of the wastes generated by our industry, of which they were abyssmally ignorant. I suppose we thought that through the bureaucracy we might have some influence upon the provisions of the solid waste legislation that was being bandied about on the hill. Certainly the industry, in general, did very little direct lobbying, as I recall, and there were several reasons for that. For one thing we conceived that the legislation was aimed at the chemical industy and believed that if their people looked after their interests, ours would be safeguarded automatically. Also, the Federal Land Policy and Management Act (FLPMA) was heating up at the same time and, in fact, was signed into law on the same day. In addition, a great deal of lobbying activity was required by amendments of the Clean Air Act and Federal Water Pollution Control Act that were being put together in Congress. These were conceived to be of far greater importance to our industry than a bill to control mostly chemical wastes and, in fact, new bills in both areas became law the following year. Finally, the solid waste bill, RCRA, was patched together by committee staffs over one weekend and was reported out by a conference committee rather hurriedly. Some little goodies about mining were almost after-thoughts in this process.

"Mathematical modeling in conjunction with mineral characterization is widely used as a method for design and optimization of comminution circuits, to simulate the processes of crushing, grinding and classification. An important input parameter to the simulation models is the Run-of-Mine Particle Size Distribution (ROM PSD). The run-of-mine size distributions due to blasting have a great influence on the performance of a semi-autogenous grinding (SAG) mill. In this paper, a mine case study was conducted where there are four primary geologic units and the material properties between the four units vary considerably. Also, the mixture of the four unit that will be mined at any given time also vary considerably. This presents a challenge in terms of optimizing the blasting for mill production throughout the mine life. As part of the case study, field rock mass characterization, laboratory rock mechanics tests, and laboratory breakage tests were conducted. The field characterization and rock mechanics tests provide material properties used to simulate the effect of different blast designs on run of mine particle size distributions (ROM PSD). The JKSimBlast software was used for these simulations. The rock breakage tests provide material properties used to simulate crushing and grinding performance. The JKSimMet software was used for these simulations. The goal of the mine is a mill throughput of 95,000 tonnes (104,720 tons) per day (TPD). Based on this goal, run-of-mine fragmentation analysis was conducted for four blasting designs resulting in powder factors of 0.44, 0.54, 0.64, and 0.94 kg/t. The powder factor of 0.44 represents a standard blasting design, while the 0.54 and 0.64 kg/t designs are high-energy blasts specifically to assist with mill production. The 0.94 kg/t design was investigated for the one geologic unit with very high strength. The results of the run-of-mine fragmentation analysis was then input into a crushing and grinding simulation model to predict the mill throughput for the time periods of 1-5 years and 6-10 years. The results indicate that certain blast designs are able to achieve the 95,000 tonnes TPD (104,720 tons TPD) goal, while other blast designs were not. A standard blast design with a 0.44 kg/t powder factor, for example, was not able to achieve the throughput goal, while a design with a 0.64 kg/t powder factor was able to achieve the goal in both the 1-5 and 5-10 year time periods. With the scarcity of fresh potable water on mining sites, particularly those in arid and remote regions, the use of sea water is being contemplated and actually used at a number of mineral concentrators worldwide. The use of sea water, with its associated high dissolved solids content and ionic strength will affect all aspects of processing (e.g. frothing and froth stability, buffering capacity for pH control, solubility of minerals and corrosion of media and equipment). Selective depression of pyrite is more difficult in sea water due to the increased lime addition to achieve a high pH. This results in a reduction in molybdenite recovery. The use of grinding media with various chromium contents and its effect on subsequent Cu and Mo flotation has been investigated in the current study, with both grinding and flotation testing conducted in artificial sea water. Pulp chemistry (pH, Eh and DO) have been logged during grinding, and flotation testing was conducted on subsequent slurries. The flotation results show that the system is remarkably robust and able to cope with wide ranges of pulp chemistry parameters. The present study was carried out to investigate the impact of slag refractory lining reactions on the formation of inclusions during ladle treatment of steel. The experiments were conducted on an industrial scale in the ladle at Uddeholm Tooling AB in Hagfors, Sweden. The inclusion chemistry and population during ladle treatment were studied along with the composition of the ladle glaze, taken from the ladle lining. The inclusions in the steel were classified into four groups according to the Swedish standard SS 111116. SEM/EDS analyses were carried out to identify the phases present in both the inclusions and the ladle glaze. The number of inclusions in the steel before deoxidation was found to increase with the ladle age, i.e. the number of times the ladle had been in use. A similar increase was also found after vacuum degassing and before casting. A great portion of inclusions before casting was found to be supplied by ladle glaze. This observation was further confirmed and explained by thermodynamic analysis. The present results show that ladle glaze is a major source of inclusions in the ladle at Uddeholm Tooling. Public concern over possible degradation of groundwater resources has resulted in an array of Federal laws and corresponding state laws to regulate contaminates from solid and hazardous waste. A mine owner must be familiar with environmental regulations which could impact his operation and must know what precautions and corrective actions to take in order to protect his mining operation from potentially expensive remedial actions. The Environmental Protection Agency (EPA), has issued few regulations controlling the management of mining wastes. Federal regulation of mining came primarily under the Surface Mining Control and Reclamation Act (SMCRA) administered by the Office of Surface Mining (OSM). Waste generated from the extraction, benefication and processing of ores and minerals was exempt from regulation under the Resource Conservation and Recovery Act (RCRA), which is EPA's major instrument in controlling surface contaminates. On December 31, 1985, EPA submitted to Congress a report entitled "Wastes from the Extraction and Benefication of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale", which will be referred to, henceforth, as the Congressional Report. This Congressional Report assessed the possible adverse effects of mine associated wastes. This report is the first step toward developing regulations with which EPA can regulate waste from the extraction, benefication and process of mineral ores.

Missouri is a state rich in mineral commodities. There is a variety of types of mining as well as minerals in the state. Different phases of mining are controlled by a variety of state and federal laws. What I hope to do today is to present briefly some of the interaction and interplay that has occurred in the recent years between the mineral industry and the Missouri regulatory agencies, as well as some of the interactions by federal agencies. First a little history which dates back to the late 1600's. For many years Missouri has been a leader in the production of lead and zinc. In fact, recent studies have indicated that Missouri produces better than three-fourths of the nation's present lead supply. Less well known but important resource is iron mining. Some of these operations were the source of confrontation during the Civil War. Major battles were fought in and around Ironton, Missouri where iron mining has occurred for many years. One of the largest pelletizing operations in the state is currently located within the city of Ironton. Joplin, Missouri, the home of Thomas Hart Benton, the famous Missouri painter, has a history of lead and zinc mining, going back to the later 1800's. Many of the paintings by Benton contain reference to the early days of mining in Missouri. There is a Benton mural in the City Hall at Carthage depicting the early days of lead mining in that area. Later, the center of lead mining moved to southeast Missouri near Bonne Terre and Flat River. The names of the towns in this area reflect the history of mining, examples - Leadington, Old Mines, Rivermines, etc. The history of lead mining in Missouri has been referred to in some detail in various publications(l).

Since the discovery of high temperature superconductors has led to extensive interest and conjecture regarding their potential to change contemporary technology, discussions of the impact on the metallurgical and other industries have naturally arisen. In this paper we present data showing the possible impact of these developments on the materials related to the fabrication and proliferation of devices based on superconductor materials. We observe that the largest volume of effort with LTSC will be for the demonstration of high power devices while applied research relating to processing will remain the principal HTSC activity. We also note that in the next decade copper consumption in the US is expected to remain essentially at the current level while the need for Nb and Sn,; two major components of LTSC, will grow at a faster rate both in the US and the world. Although the use of superconductor-based magnetic separation is anticipated to increase, no major impact of these components on the metallurgical industries is expected.

Due to the remote locations of the mining projects and the demand for long transmission lines to provide electrical power, mining sites often operate with poor network power quality and low short circuit capacity. In order to cope up with this situation, more and more mining projects are considering the installation of appropriately designed Synchronous Condensers(SC) together with Power Factor Correction and Harmonic Filter System(PFC&HFS). The installation of these power quality equipments is viewed as a technological advancement in the mining application. An adequate level of short circuit power is essential and has to be ensured for the safe and reliable operation of especially large cycloconverter driven gearless mill drive systems used for grinding application. Increase in plant short circuit power is generally achieved by lowering the impedance of the supplying network. The SC also provides smooth voltage control during mill starting or major load trips, thereby regulating the plant voltage within the required limits. This paper will explore the impact, technical advantage and reasoning for the selection of the advanced hybrid technology mentioned above, in order to cope with the power system challenges for future mining projects. It also highlights the potential problems and how to address them carefully.

"Carbon has been the principal reducing agent in producing metals for centuries. Carbon is an inexpensive reducing agent, but also an effective one, as any undergraduate who knows her Ellingham diagrams is aware. Even in the production of aluminum, an electrolytic process, carbon consumed at the anodes serves to reduce the voltage of the Hall-Héroult cell. The interest in reducing the amount of anthropogenic CO2 has led to this examination of whether a switch to hydrogen as a major reductant is feasible and economic. The main source of hydrogen is natural gas and its production entails the generation of CO2; however, that CO2 is more easily captured than, say, the CO2 leaving an iron blast furnace. Calculations and speculations lead to conclusions about whether there is significant benefit to be obtained from such a radical change in our way of producing metals and the approximate cost of such change.IntroductionThe 1991 paper by Forrest and Szekely1 was one of the first to examine the impact of CO2 emissions from the primary metals industries on global climate change. These authors compared data from 1968 and 1985 and reported a drop in carbon emissions from 115.8 million tons to 65.6Mt over this period, the latter figure representing approximately 1% of the world’s greenhouse gas emissions. Much of this reduction was due to a drop in steel output (with carbon emissions increasing within the aluminum and copper industries in this period) but some were due to technological changes such as increased use of continuous casting. A more recent paper on CO2 emissions, focused on the steel industry in Japan, is that of Ariyama and Sato2. These authors report CO2 emissions of 182.4Mt from the Japanese steel, industry in 2003, down from 194.8Mt in 1990. The former represents 14% of the GHG emissions for Japan in 2003. Large differences between macro and micro grindability relationships have been discovered for mill design measurements using the patented SAGDesign(TM) test. Crushing, Rod and Ball Mill Wi tests, and breakage parameter measurements have previously been used to design SAG mills but have not revealed the true magnitude of these differences. A SAGDesign(TM) test measures the SAG/Bond Wi Ratio (defined below) for every sample tested and gives a good design result because the F80 of the SAG stage test feed is 19 mm and because the test includes a Bond Ball Mill Work Index on SAG ground ore. Good flotation operation demands properly sized grinding mills and steady feed to the flotation circuit.

The research reported here was part of an effort to evaluate the safety of a process to recover TNT from MK-9 depth bombs by the autoclave meltout process. In this process the depth bombs are heated to 121oC so that the TNT will melt and run into a vat. Unfortunately, asphalt lining the inside surface of the bomb also melts and flows out with the TNT. Prior to this study, it was not known what effect the asphalt contamination and the higher than normal process temperatures (121oC) would have on the sensitivity of the TNT.

The research reported here was part of the effort to evaluate the safety of a process to recover TNT from MK-9 depth bombs by the autoclave melt out process. In this process the depth bombs are heated to 121°C so that the TNT will melt and run into a vat. Unfortunately, asphalt lining the inside surface of the bomb also melts and flows out with the TNT. It is not known what effect the asphalt contamination and the higher than normal process temperatures (12°C) would have on the sensitivity of the TNT. Testing was conducted on molten TNT and molten TNT contaminated with 2 pct asphalt at 90, 100, 110, 120, 125, and 130°C. In the liquid drop test apparatus with a 2 kg weight, the molten TNT yielded a 50 pct probability of initiation at a drop height of 6.5 cm at 110°C,decreasing to 4.5 cm at 130°C. Asphalt-contaminated TNT was somewhat less impact sensitive than pure TNT at temperatures of 110 to 125°C, but became more sensitive at 130°C; 50 pct probability of initiation at a drop height of 7.8 cm at 110°C, decreasing to 3.3cm at 130°C. In the card gap test, the molten TNT detonated at high velocity for a gap of 0.25 inches at 90 to 125°C and detonated at high velocity for a gap of 0.5 inches at 130°C. For gaps of 0.5 to 3 inches at 90 to 125°C and 0.75 inches to 3 inches at 130°C, the TNT did not detonate at high velocity but produced a violent explosion that caused significant damage to the test fixture. For gaps of 4 inches the TNT did not react. In the gap test there was no significant difference between the pure and asphalt-contaminated TNT. The thermal analysis test results showed that when asphalt is present in TNT, it greatly accelerates the exothermic decomposition of TNT, starting at temperatures near 200°C. The research demonstrated that asphalt-contamination of recovered TNT does not appear to have a significant effect on TNT shock sensitivity, but does adversely affect impact and thermal sensitivity. The results also showed that molten TNT seems to be more shock sensitive than previously suspected. It appears that at relatively low shock stimulus levels, the molten TNT may be undergoing a low velocity detonation, wherein the shock wave traveling through the gap test pipe cavitates the molten TNT, greatly increasing its sensitivity.

The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. Hydrocarbon fuel oils are one of the main components of ammonium nitrate-based explosives, including ANFO (Ammonium Nitrate-Fuel Oil) and emulsions. While a wide variety of fuels can, and have, been used in the manufacture of ANFO and emulsion products, No. 2 diesel, particularly dyed, off-road diesel, is widely used due to its ready availability and use in fueling mining equipment. However, a number of alternatives to standard diesel have been introduced over recent years, namely, biofuels, ‘high-performance’ diesels, and renewable diesels. The pressure to adopt these alternative fuels come from a variety of sources, such as initiatives to reduce carbon footprints, increased lifetime of equipment, and cost-advantages from tax credits. While these factors may provide a very real benefit to the mine site, a consideration that is often missed is how the use of these fuels can impact the formulation and characteristics of the ammonium nitrate-based explosives. Herein will be presented a discussion of these alternative fuels from a chemical perspective as well as the results of several studies focused on how the inclusion of various alternative diesels influences the production and performance of ammonium nitrate explosives. ANFO and emulsion were manufactured using representative fuel sources and studying in terms of the manufacturing parameters, shelf-life, interaction with other chemicals using in mining explosives. Detonation data was then collected for these products and compared to the behavior of products made with standard diesel fuels.

Somebody sure gave me the wrong title. I can talk much more freely about the impact of the anti-nuclear movement on the DRILLING industry in New Mexico. In a word, it is being "clobbered." It doesn't seem like very long ago that my brothers and I were busy trying to find enough new equipment (and trying to talk bankers into lending us enough money) to keep up with drilling work we could get. Seemed like no matter how hard we worked, and how much money we borrowed, we were always one step behind where we wanted to be. We had so many holes to drill that all our crews were working three shifts a day, and over several states. The nation needed energy, and we were ready to help supply it. Exploration and development drilling jobs were all going full-blast. We had trouble keeping up with them. With luck, we figured we'd be able to get all our equipment out of hock before all the necessary uranium mines were developed.

Copper, the newest addition to the critical mineral list, is an essential metal whose electrical and heat conductive properties label it as a vital mineral for the creation of renewable energy sources and the reduction of Greenhouse Gases (GHGs). However, despite copper’s leading role in the transition to sustainable energy and mining practices, the mining industry has faced various battles in the extraction of this valuable material. These challenges are based on mining’s negative reputation and extensive impact on the environment, nearby communities, and human rights. To ensure the survival of mining in the future and achieve mineral demands, an emerging topic that has initiated the revolution of the traditional sector into a more environment- friendly and transparent industry, is Environmental, Social, and corporate Governance (ESG). ESG has motivated companies to seek growth opportunities and standardize risk accountability and transparency based on its collective framework that creates, modifies, and implements local, national, and international standards. These standards focus on improving environmental, social, and governance issues faced by companies and their projects. ESG has served as a guideline that investors utilize to assess companies and promote sustainability, responsibility, and disclosure to create positive and balanced relationships with stakeholders and the environment. Nonetheless, concerns have been rising which state that ESG is negatively impacting the mining industry by targeting what fuels the industry and world: ore deposits and their resources. Therefore, this research focused on answering the following research questions: what are the impacts of ESG on the copper supply chain and how will stricter ESG standards affect future copper production?

Fatigue is a major contributor to haul-truck incidents in mining, with up to 65% of fatigue-related events associated with operator drowsiness or microsleep episodes, Williamson et al. (2011) and Caterpillar (2007). This study examines whether operator fatigue produces measurable and repeatable signatures in haul-truck telemetry. Eight confirmed fatigue-related disengagement events were analyzed using 20-minute telemetry windows centered around the incident. Statistical descriptors, Z-score normalization, first- and second-order derivatives, sliding-window variability, and cross-signal correlations were extracted from engine speed, throttle position, fuel rate, ground speed, and brake indicators. A logistic regression classifier was trained and evaluated using leave-one-event-out cross-validation. The model achieved a receiver operating characteristic (ROC) area under the curve (AUC) scores of 0.75–0.79, demonstrating consistent discriminative capability. A characteristic shutdown sequence characterized by sudden throttle collapse, fuel-rate decay, RPM reduction, and unbraked coasting was observed across all events, indicating operator disengagement rather than mechanical malfunction. Earlywarning indicators appeared 90–500 seconds before shutdown in the events analyzed, suggesting practical potential for real-time fatigue prediction.
