The mining, metallurgical, and petroleum industries can be viewed as financial or as social institutions or both. The differences between these two conceptions of their businesses will influence their environmental 'and social actions. During the next 10-20 years western industry will be subject to a drop in the growth of a more highly educated labour force and to the emergence of holistic economics, new national goals, and a new ecological perspective. The profitability of the mining industry may therefore be influenced by the human side of its business to a greater degree. The increasing human, social, and environmental responsibilities can be discharged by improving the miner's equipment; by learning to look at situations through the eyes of all those involved; by developing common 'languages' which governments and the public can understand; and by mediating where feasible on the international scene.

Giving the keynote address in the final session of a conference dealing with closely related topics has a disadvantage in that much of what can be said has been said. It also has an advantage, however, because it presents the speaker with the opportunity to integrate and analyse the material presented by the various speakers. I would like to look to the near future in Australia and the United States of America, to the risks, problem areas, and changes of a rapidly evolving post-industrial era-an era we are beginning to experience where industry no longer 'calls the tune'. We miners have been quick to point out and emphasize, that ours is a 'high-risk' industry in the world of business and commerce. Yet, clearly those who have survived, and been successful, have learned to anticipate and cope with risk and change. This ability has been a 'distinguishing feature of the industry's leaders who, in market studies and commodity selection, exploration and development, mine planning, metallurgical pro- cessing, and general administration and operation 1. identify areas-of risk or inevitable change, 2. analyse, test and quantify those factors of risk or change, and 3. design methods, systems, equipment to eliminate, moderate, or control or economically compensate for predicted risks or changes.

Applied geophysical methods such as the surface seismic method have been applied for many years and in many places, mainly for oil exploration and to a lesser extent for mineral deposits? exploration in sedimentary basins. The seismic method fundamental is based on the variations of acoustic impedance in a layered earth model and such variations at each main geological interface create reflected waves that are processed and imaged in order to output a clear picture of the subsurface structure. The geology of South Africa was historically, and even until recently, considered as unfit for seismic exploration and the mines were always reluctant to spend any portions of their exploration budgets on these techniques. Hard rocks and high P-waves velocities were creating quite a hopeless model for any mine geologist or geophysicist (if any), unsuitable for the proper use of seismic waves to image their subsurface problems. Boreholes were considered the only reliable tool to derive a geological image of the mine structural features and were linked sometimes with surface methods such as aero-magnetism. The obvious flaw of this methodology was the inability to derive a continuous image from a discrete set of measurement points. Surface 3D seismic is the tool that gives a reliable solution from the initial model extracted from the boreholes, as even the aero-magnetism mapping gives a flat image, unable to show any depth correlation from well to well. The first 3D surface seismic surveys were recorded in the early Nineties only for the gold mines of the Witwatersrand, after a series of serious new shaft sinking failures. The wrong geological locations of these shafts resulted in financial loss of several hundred million rands. The era of3D seismic just started in South Africa and till 1997, all seismic done in the country was for gold exploration with geological target depths close to the oil exploration average depth of investigation. A very important breakthrough was reached when the depth accuracy of the seismic image was tested in real scale as the stopes were surveyed. An error of amplitude of 20 m was usual when true depth was compared with the seismic image predicted depth and shape. This accuracy, completely unknown in oil exploration, started to gain supporters of seismic methods in the mining community but the cash problems and the concentration/disappearance of gold mines in the late Nineties, led to the belief that seismic would be just a very short exploration activity for the mining sector. ort exploration activity for the mining sector. But starting in 1998 with Impala, a tremendous and continuous 3D surface seismic activity occurred in the platinum mining sector. The seismic world got used to new terms such a Merensky and UG2, which have replaced the VCR and black reef. If the primary expectation of platinum surface 3D seismic was to determine and ascertain new shaft locations, as for the gold mines, the quality of seismic data led the mine geologists to require smaller and smaller imaging of geological objects. In addition to the main structural image, small faults, potholes, and shear zone were common expectations of platinum seismic. In a constant velocity environment, what saved the day was the sharp density contrast between the PGM reef and the embedding geology. A good contrast of impedance exists in the whole Bushveld and is sufficient to have enough reflected waves from the PGM main layers to build a high quality seismic image of the subsurface. Recent advances in technology have led in less than 10years to major improvements in the seismic acquisition by using high frequency vibrating seismic sources, but also in processing and interpretation. With these latest improvements, seismic can detect objects of 7.5 m size, either fault throws, flexures, etc. The PGM formations of the Eastern limb of the Bushveld Complex are now accessible for seismic imaging, with cost per square kilometre comparable to the borehole cost of the same surface unit. The economically acceptable seismic surveys can be used for UG2 structural imaging up to a depth of 210 m below surface. Linked with borehole information, 3D seismic today offers a wide range of information for mine development: structural imaging, small fault detection, pothole and shear zone identification. All users of 3D seismic have also used this technique as a tool in the process to qualify their mineral reserves and especially from the category ?inferred? to the category ?measured?. Junior mining companies, in the feasibility stage of their projects, are also quite eager to use seismic as a reserve certification tool, when they present financial statements to future potential investors. The current high demand on platinum, pushes the seismic towards new technologies to be implemented in order to improve the final image. Using surface and borehole seismic together or acquiring seismic surveys with multi-component receivers have been just introduced in South Africa. In less than 10 years, surface seismic by adapting its methods to the special case of the Bushveld, became a mandatory step in mine development and ore resources evaluation. As part of the ?seismic? world we are proud to be a major player the ?surge? of platinum exploration and production in these last years and we will certainly increase our synergy with the mine sectors in the exciting coming years.

As I drove in from the airport on Sunday somebody said 'On the right you will see Duntroon, which is the military training school of Australia.' So I asked the driver, where did they get that name? 'Oh,' he said, 'from some people who built a house there. That was it's name- Duntroon.' It strikes a note with me because, that's the name of a 12th century castle on the west coast of Scotland where I spend what leisure hours I have and, therefore, it establishes the long connection between Australia and my native land. There is also a story I should tell you about the oil industry and its upsurge in Scotland recently which has resulted in great prosperity. And in Edinburgh, the walls of the banks are bulging-because of the incursion of foreign exchange and other resources. Charlotte Square, as some of you know, is the centre of the Scottish financial world and at one of the corners of Charlotte Square, where ho streets intersect, there are three stores-three emporia on the ground floor. Two of them at opposite corners are banks: The Royal Bank of Scotland, and not to be beaten by that, The Bank of Scotland. But the third building is occupied, or was occupied, by a furniture store over many years-very high-grade, high quality furniture that the elite of the Edinburgh society always supported. And suddenly, the store was cleared out and in came a bunch of carpenters and other people busily engaged in rebuilding the store, and finally the new tenants arrived on the scene.

I must tell you at the outset that I come to this conference deeply disturbed at the 'role of Government in international dealings in mineral and energy resources'. I am disturbed by- the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the constant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

1. INTRODUCTION It gives me great pleasure to extend my warmest greetings to everyone attending the 30th International Conference of Safety in Mines Research Institutes. I would also like to bid a special welcome to all of the international delegates who have travelled to Johannesburg to take part in what surely be a most rewarding session of deliberations. As you come together over next four days, you will have a wonderful opportunity to exchange ideas and information on strategies and practices for the implementation of sustainable patterns of development. The objectives of this meeting are both timely and far-reaching, as countries around the globe work towards the sustainable use of the world resources. Each of you brings a high level of expertise to these deliberations. I know that you will make the most of this opportunity to address the challenges and opportunities to highlight the most innovative and technologically efficient methods of social protection in order to ensure an increase in the quality of life, health, safety and living environment for the peoples of the Africa. Our country, although endowed with an immense and diverse array of mineral deposits, is perhaps best known in the mining industry for the fact that it is the world’s biggest producer of gold. Although South African gold production has declined over the past years and the industry faces serious problems, it is a myth that the South African industry is moribund. There is a new energy coursing through the South African producers which will ensure their powerful presence for many years to come, based not only on their domestic production but also and probably increasingly on their external operations. Africa features prominently in the latter category.

The machine for the hybrid method called JACSMAN is ordinarily a dual shaft machine. Each shaft has augers at three different levels and nozzles for jetting at two different levels. The distance between two shafts may be changed according to the particular requirements. Figure 4 shows single shaft and a treated soil column created by the method. The diameter of the auger is 1.0 m. As the jetting nozzles locate at the periphery of the auger, jetting can achieve the additional treated soil column beyond the diameter of the auger. The diameter of the jetting improvement is fixed at 2.3 m.

In spite of recent concerns in certain European countries, I believe that silicate-ester grouts will continue to be employed in practice, unless more cost-effective inorganic grouts are developed for the treatment of fine sands. It is also noteworthy that over the past 40 years, there has been a record of good experience where silicate-ester grouts have been used in ground improvement. Nevertheless, there is now a need via the European Standard EN 12715 (2000) "to assess the environmental impact, particularly the toxicity of the grout and grout components, and their effect on ground and drinking water should be considered before grouting." "When testing the grouting material for environmental impact, the following aspects should be considered: ? Whether during processing, transport or grouting, substance can be generated or released which could be hazardous to the environment or the grouting crew; ? Whether noxious substances can spread upon mixing with ground water; ? Whether reaction products can be produced or released which influence the water quality; ? The type of particles eroded from hardened grout; ? Chemical reactions between hardened grout and the ground water."

In order to get a clear overview of the grouting works carried out, to avoid misinterpretations of the data and functions shown on the display of the grout monitoring device, it is recommended to keep the flow rate as constant as possible. Obviously, at the beginning of the process, the flow rate will increase from nil to the selected "basic" value. An important question frequently addressed is also how to reduce the flow rate in nearing the GIN limit so to finally reach the target intensity. Depending on the actual conditions, there are different manners to proceed. However, the following one appears to be the most convenient. It is represented on Figure 25. Being GIN the target intensity, two new limits at, let's say, 0.95 GIN and at 1.05 GIN as shown in the figure should be defined. The selected basic grout flow rate "q0", is kept as constant as possible all along the grouting process until the 0.95 GIN limit is reached. The flow is then reduced step wise to 2/3 q0, 1/3 q0 and zero at crossing each of the three limits. A similar rule can be used in respect to the maximum pressure, while for the maximum volume the process can be stopped at one time. Obviously the number of successive limits and thus the number of steps in reducing the pressure, as well as the width of the fringes defined in said way may be adapted to the local conditions.

Generally, water-soluble polymers are effective in convergence of water jet ejected from a nozzle as they add viscosity to water. However, excessive additional polymers (added to keep water viscous) could increase friction on the contrary. Therefore, we have totally modified the jetting system from every possible aspect, such as the shape and upstream conditions of a nozzle in order to keep the flow spread to the minimum as stated in my presentation.

The purpose of using experimental subjective and/or perception methods is: (a) to understand human subjective impressions of the physical characteristics of vibration; (b) to determine the relationship between the subjective perception of some aspect of the vibration and an evaluation index of the physical vibration characteristics; and (c) the establishment of target values for design of vibration environments in terms of human sensation of vibration characteristics. In order to understand the relationship between a physical measure of the mechanical vibration and the subjectively perceived aspect of the vibration environment, experimental methods shown in Table 1 have been used1. [ ] The constant measurement methods of Table 1 are mainly used for measurement of the threshold of human sense. The subjective scaling methods are mainly used for obtaining subjective (or proportional) scaling between the perceived quantity and physical quantity. In this review, the fundamental approach of experimental methods for obtaining the target values used in the design of vibration environments, and the different findings between the subjectively perceived methods for evaluating human response to vibration characteristics and the physical quantity of the vibration environment are summarized. Fundamentals of Subjective Scaling The relationship between the experimental psychological methods for providing target values in the design of the vibration environments and the physical quantities is illustrated in Fig. 1. Vehicle mechanical vibration can be characterized using many metrics, and these can be considered the ‘input’ to the human. In order to predict subjective responses to the vibration, it is necessary to link the characteristics of the source of vibration and human reactions, the ‘output’.

Science involves the study of the nature and behaviour of natural things and the knowledge we obtain about them. Scientific endeavour leads to the unfolding of new knowledge and adjustments to our understanding and our behavior. To indicate that we ‘know’ something may merely mean we do not feel able to, or that we do not wish to, disagree with others who claim to know; or it may mean we have either heard about it, or studied it, or understand part of it, or accept that it is true, or have seen evidence to be convinced of its veracity. What do we ‘know’ about the health effects of vibration? There are many unknowns in the field of human responses to vibration. Not all would agree on what is known and what is unknown. This paper seeks to summarize what we know that we know, what it is sometimes claimed that we know, and what we know that we do not know about the relation between exposures to vibration and our health. It also speculates on what we do not know that we do not know. Hand-transmitted vibration What we know we know We know that exposures to hand-transmitted vibration result in various disorders of the hand, including abnormal vascular and neurological function. Not all frequencies, or magnitudes, or durations, of hand-transmitted vibration cause the same effects. What we may claim to know To enable exposures to be reported and compared, they are ‘measured’ and ‘evaluated’ using defined (e.g. standardised) procedures. This involves identifying what is to be measured and specifying how it is expressed by one (or a few) numbers. Summarising a vibration exposure in a single value involves assuming the relative importance of components within the vibration (e.g. different magnitudes, frequencies, directions, and durations), so standards define ‘weightings’ for these variables. The importance of the weighted values may also be suggested, allowing ‘assessments’ according to a criterion (e.g. the probability of a specific severity of a specific disease). Standards for the measurement and evaluation of hand-transmitted vibration define a frequency weighting and time dependencies that allow the severity of vibration exposures to be assessed and the probability of finger blanching to be predicted 1. What we do not know We do not know that the frequency weighting in current standards reflects the relative importance of different frequencies and axes of vibration in producing any specific disorder. We do not know whether the energy-based daily time-dependency inherent in A(8) reflects the relative importance of vibration magnitude and daily exposure duration. Consequently, the relation between A(8) and the years of exposure to develop finger blanching, as in an appendix to ISO 5349-1 (2001), is not well-founded. We do not know, or at least there is no consensus on, the full extent of the disorders caused by hand-transmitted vibration (e.g. vascular, neurological, muscular, articular, central), or the pathogenesis of any specific disorder caused by hand-transmitted vibration, or the roles of other factors (e.g. ergonomic factors, environmental factors, or individual factors). Born in Bothaville (OFS) on the 26th August 1919, Daniel G. Krige grew up in Krugersdorp on the West Rand. Hematriculated from Monument High School in Krugersdorpin 1934 at the age of 15 and graduated with a B.Sc. (Eng.)degree in mining engineering from the University of the Witwatersrand at the end of 1938 (age 19). In 1938 he joined Anglo Transvaal where he worked on a number of gold mines until 1943, gaining a wide range of valuable practical experience in surveying, sampling and ore valuation. He then joined the Government Mining Engineer’s Department where he worked for 8 years during which time he participated in the uranium negotiations with the British and American authorities and designed the uranium pricing formula for the contracts which led to the establishment of South Africa's profitable uranium industry in the early 1950s. During the same period he began his pioneering work in the application of mathematical statistics to the valuation of new gold mines using a limited number of boreholes and of ore reserves for existing mines. His early papers in the application of mathematical statistics, some republished in French, created world-wide interest that led to the development of the science and concepts that surround the spatial evaluation of mineral resources and reserves known as geostatistics. This technique has contributed to improved ore evaluation techniques as well as the reduction of the financial risks associated with investment in mining enterprises. Furthermore, it led to the recognition of his contributions to the evaluations of mineral deposits through the coining of the term ‘kriging’ that is used to describe a spatial mineral evaluation process known and practised in international mining circles. He continued his work in geostatistics throughout his career as Group Financial Engineer of the Anglovaal Group until his retirement in1981 and afterwards for ten years as Professor of Mineral Economics at the Witwatersrand University. He is still active as a consultant and is a registered Professional Engineer. He has published some 90 technical papers both locally and overseas, some in Russia, and has lectured and participated in international congresses in many countries. His contributions were recognized by the Witwatersrand University through the award of the D.Sc. (Eng.) degree in1963, by three honorary degrees (from the universities of Pretoria, UNISA and Moscow State Mining University), by many awards from the South African Institute of Mining and Metallurgy, the International Association for Mathematical Geology, Die Suid Afrikaanse Akademie vir Wetenskap en Kuns, the SME of the American Institute of Mining Engineers, the International APCOM Council in1999, the University of Antofagasta in Chile, and by the South African President (Order for Meritorious Service, Class 1, Gold). He has served on various Government committees, notably that for State Aid for gold mines (1967/8) and designed the State Aid formula which enabled many mines to survive a period of low gold prices; also various taxation committees, and the mining mission to Iran in 1974. He is a fellow and/or honorary life member of various technical societies locally and overseas, including the Royal Society of South Africa. During the period in the Government service he also handled several of the post-war lease applications in the Free State and Klerksdorp goldfields. The fact that decisions on new gold mines of critical importance to the State and the economy as a whole, were being taken on a limited number of drillholes without any scientific analysis of the risks of failure, stimulated him to start basic research into ore evaluation. His approach was based on the application of Mathematical Statistics to these problems, an approach of which very little was known world-wide at that stage but which had already been initiated in South Africa by Sichel via the lognormal frequency distribution model. In Krige's 1951 paper published in the Journal of the Chemical, Metallurgical and Mining Society of South Africa he covered the statistical explanation of the conditional biases in ore block valuations and stimulated the use by several gold mines of regression corrections for routine ore reserve valuations, a technique which, in effect, was the first use on an elementary basis of what is now known as kriging. His 1952 paper introduced, inter alia the basic geostatistical concepts of ‘support’, ‘spatial structure’,’ selective mining units’ and ‘grade-tonnage curves’. His 1951 paper was based on his M.Sc. (Eng.) thesis submitted in the Department of Mining Engineering to the University of the Witwatersrand, and expounded his pioneering work in geostatistics in more detail. His early research papers that had stimulated interest in several mining circles overseas, were republished in French in1955, resulting in a major research effort by French mining engineers in this field. This, in turn, led to the establishment of the now world-renowned French school of ore evaluation in Fontainebleau, Le Centre de Geostatistique de l’École des Mines de Paris. "This is a reprise of the paper ‘Back to the Future – Why Change Doesn’t Necessarily Mean Progress’ presented to the Tenth Mill Operators’ Conference in 2009. It was observed that the ‘boom and bust’ cycles of the industry, together with trends in tertiary education and the effects of fly-in fly-out (FIFO) operations raised serious questions about the sustainability of human capital in the mineral processing sector.In 2016 we find ourselves in a ‘bust’ after enjoying a decade of the longest commodity price ‘boom’ in a century. In the ‘boom’ did we:make any technological breakthroughs?put measures in place to improve our human capital, especially in the area of ‘professional formation’?The paper makes observations on the current performance of mineral processing engineers and the organisational milieu in which they operate. It questions whether mineral processing engineers are actually ‘adding value’ at some sites given their organisational and operational practices.Some technical trends are examined and what it might mean for mineral processing engineers.Given the above and demographic trends for mineral industry professionals, changes to the seemingly current laissez-faire model of professional development are proposed.Citation:Munro, P D, 2016. "The industry that supports operations and new projects is suffering a rapid decline in the currently severely curtailed capital investment environment. This is evidenced by a decline in the number of skilled teams, who are now centred in fewer locations. Other features are an aging and retiring ‘Baby Boomer’ generation, coupled with a low uptake of new graduates and the uncertainty in predicting future capital expenditure programs and requirements. Combine this with a reluctance of cash-poor operations to modernise and adapt in an environment of low metal prices, and there is a real uncertainty in how service providers will meet industry needs as they evolve.The industry that supports operations and new projects is suffering a rapid decline in the currently severely curtailed capital investment environment. This is evidenced by a decline in the number of skilled teams, who are now centred in fewer locations. Other features are an aging and retiring ‘Baby Boomer’ generation, coupled with a low uptake of new graduates and the uncertainty in predicting future capital expenditure programs and requirements. Combine this with a reluctance of cash-poor operations to modernise and adapt in an environment of low metal prices, and there is a real uncertainty in how service providers will meet industry needs as they evolve.Trends amongst service providers will be put forward as well as developing options and alternatives. These embrace a whole gamut of agile alternatives in the areas of partnering, alliances, commercial and shared risk models and mutual innovations. These will be discussed with some case studies and suggested approaches.Particular emphasis will be upon brownfield expansions and upgrades which have emerged recently as a preferred lower capital and focused way to achieve best practical outcome at lowest cost. There are a number of specific features of such brownfields projects including the requirement for very close cooperation between the execution team, operators, maintenance and suppliers and a maximum usage of site resources and ingenuity. Often, required investment hurdle rates are high, downtime allowed is minimal and site resources usage is maximised. This requires mutual trust, good planning and high health, safety, environment and community (HSEC) standards and practice. In many ways the practices and skills needed are the exact opposite of the historical ‘big greenfields’ project with which the industry has been geared for more recently.Another developing area has been with innovative commercial models and practices. These have been as a direct result of the more challenging investment criteria being adopted and the relative hunger of service providers. It has become more common to look at these commercial/costing alternatives very early in the project cycle as an essential project tool and not just as a possible option. These commercial solutions cover such alternatives as leasing and rental, deferred payments, build–own–operate–transfer (BOOT) and build–own–operate (BOO), whole-of-mine preferred spares and maintenance terms, and aggressive performance targets with real assurance penalties. "Continuous improvement on metallurgical treatment plants is possible only when good data and analysis of the data are available. Good data implies appropriate and accurate mass measurement coupled with good sampling practices and accurate chemical analysis especially when carrying out monthly metallurgical metal reconciliations. Adequate characterisation of key samples (eg tailings, feed, concentrates and others) at timely intervals is an important part of a good continuous improvement program. The data from this will help identify opportunities to improve operation performance and thus profitability. The instrumentation and monitoring of rock behaviour have played an important and necessary role in the practice of potash, rocksalt, gypsum, trona and coal mining. The art of rock instrumentation applied to soft rock and coal mining has progressively evolved over the past years and will surely continue to advance at a faster pace in the future as a result of the technological revolution we experience today. The development of sophisticated mine-wide data communications systems is being used for instrumentation and sensor automation, and laser, sonar and geophysics technology are being continuously adapted for rock monitoring purposes. "Accurate delineation of the contact between a kimberlite pipe and country rock at production level depths is a challenge due to limited geological data. Geological information is obtained from widely spaced diamond core boreholes which are drilled either from surface or from higher mining levels within the pipe. Kimberlite pipe/country rock contacts are notoriously irregular and variable, further reducing the confidence in contact positions defined by the drill-holes. At Finsch Diamond Mine (FDM), the opportunity arose to further improve the confidence in the contact positions relative to the planned slot (end) positions of each sublevel cave tunnel during the development stage of these tunnels. As a result, the accuracy of the 3D geological model has improved.The use of diamond drill core for this purpose is expensive due to site establishment requirements. The lengthy time taken during site establishment also delays the development of tunnels and support cycles, thereby extending the completion dates. FDM has reduced delays during development by adopting percussion drilling, in conjunction with gamma ray logging. The S36 drill rig is mounted on a moveable platform and does not require a costly and lengthy site establishment. The holes are generally drilled (0°/flat) on grade elevation, and these holes could also be drilled from the rim tunnels (developed in waste) into the kimberlite pipe. A single-boom production drill rig is normally used to drill holes about 20 m in length.On completion of the contact delineation drilling, gamma logging of the holes is conducted using the GeoVista geophysical sonde (or probe) to log the natural gamma signature of the dolomite/ kimberlite contact. The advantage of this tool is that the readings are continuous within centimetre intervals, and due to contrasting characteristics between kimberlite (rich in clay minerals) and dolomite, the contact position can be determined accurately. The better definition of contact positions also adds value to tunnel stopping distance in terms of developing the tunnel’s slot at the optimum distance from the contact (easier blasting of longhole rings, avoidance of contact overbreak and premature waste ingress, and other matters relating to extraction of ore from these tunnels). This method is highly successful and has reduced development costs (on-time completion), improved definition of the pipe’s contact position for geological modelling, improved blast design, and mitigated early waste ingress by maintaining the contact’s integrity."
