In evaluating fracture treatments, the need to answer such questions as "What zone or zones were actually treated?" and "What was the vertical extent of the treatment" is necessary, since determining effectiveness of the fracture treatwrent depends on knowledge of the reservoir portions stimulated and the vertical extent of the fracture system or systems. Injection of hot or cold fluids during fracturing operations will transfer heat to the surrounding formations and fracture faces mainly by heat conduction. Once injection ceases, temperature anomalies will develop opposite the zone fractured because the rate of temperature decay is less than that opposite zones heated or cooled by flow inside the wellbore or along the cement sheath. Thus, temperature surveys can he used to determine where fractures were generated outside the wellbore and to reasonahly estimate the vertical extent of the fractrires. This technique has been used successfully to evaluate over 344 fracture treatments at depths ranging from 1,500 to 15,700 ft. Examples of actual temperature surveys are presented to show how this method of fracture treatment evaluation can be used effectively and beneficially. INTRODUCTION Stimulation of producing or injection wells by fracturing is commonplace in the industry today. In evaluating these treatments, two basic questions which arise are "What zone or zones were actually stimulated?" and "What was the vertical extent of the treatment?". Knowledge of the reservoir portions stimulated and vertical extent of the fracture system or systems is vital to effect efficient and economical well completions and to assure maximum recovery from reservoirs. Not all fracture treatments are successful and many times the desired or anticipated results are not achieved. When this occurs, it is in most cases the engineer's job to determine why. The answer to this problem forms the primary basis for deciding whether to spend more money for development drilling and/or completion attempts or to forego additional expenditures to improve the particular zone. Also, knowledge of the reservoir portion actually stimulated is invaluable in planning future workovers. This is especially true in wells producing from reservoirs containing multiple porosity stringers or zones. For various reasons, all zones within a reservoir may not be perforated on initial completion with the thought of developing remaining zones through future workover operations. Because particular zones are perforated and fracturing fluid pumped down the wellbore, it cannot be assumed that all perforated zones are stimulated, and in turn drained. Occasionally, unperforated zones which are planned for future development are actually stimulated on initial completion. eliminating the need for future recompletion attempts or all zones perforated initially are not stimulated, thus requiring additional completion work to insure that these zones are adequately drained. In most cases, it is costly. if not impossible, to determine with assurance why a fracture treatment is unsuccessful after the job has been completed and the results tested. Further, unpredictable upper and lower fracture barriers. as well as possible borehole communications (cement channels), do not permit it to be taken for granted that the formation opposite the perforations is the only zone receiving the fracture treatment. Thus. evaluation of fracture treatments is necessary for efficient and prudent well completion practices and should be done simultaneously with the fracture job. Several methods have been used to locate fractured zones, all of which are based on detection of radioactive tracer materials added to either the fracturing fluid or the propping agent. These methods have been helpful in increasing knowledge of fracturing operations; however, they are seriously limited because of cost and inability to detect accurately radioactive tracer material more than a few inches away from the borehole. To develop a better diagnostic tool to pinpoint which zone or zones had actually been fractured, temperature surveys were run after fracturing with heated and cooled fluids. Significant temperature anomalies were found to exist opposite zones suspected of receiving the fracture treatment. From the analysis and examples to be shown, it can be seen that temperature surveys run in a stabilized wellbore several hours after a fracture treatment using hot or cold fluid will yield temperature anomalies which show the actual reservoir portion stimulated, the vertical extent of the fracture system or systems and a qualitative indication of the portion of fracture-fluid volume entering a given depth interval. The experience and illustrations used in this paper are based on evaluation of over 344 fracture treatments during the past three years using this diagnostic tool at depths ranging from 1.500 to 15,700 ft and fracture volumes ranging from 2.000 to 110.000 gal. Based on analyses of these temperature surveys, analyses of fracture gradients and evaluation of several open-hole packer impressions in the West Texas area,' vertical fracturing is the predominant mechanism and horizontal fractures occurred frequently, if at all.

A rational approach to the selection of the appropriate perforator to use in each specific zone of an oil well is presented. The criteria presently in use for this choice bear little resemblance with actual down-hole condilions. These environmental conditions affect the elastic properties of rocks. One of these elastic properties, acoustic velocity, is suggested as the leading parameter to adopt for the choice of a perforator because, being currently measured in the natural location of the formation, it takes into account all of the effects of compaction, saturation, temperature, etc., which are overlooked in the laboratory. Equations and curves in relation with this suggestion are given to allow the prediction of the depth of perforation of bullets and shaped charges when an acoustic log has been run in the zone to be perforated. INTRODUCTION When an oil company has to decide on the perforator to choose for a completion job, I wonder if it is really understood that, to date, there is no rational way of selecting the right perforator on the basis of what it will do down-hole. This situation stems from the fact that the many varieties of existing perforators, bullets or shaped charges, are promoted on the basis of their performance in the laboratory, but very little is said on how this performance will be affected by subsurface conditions such as the combination of high overburden pressure and high temperature, for example. The purpose of this paper is to show the limitations of the existing ways of evaluating the performance of perforators, to show that performances obtained in laboratories cannot be extended to down-hole conditions because the elastic properties of rocks are affected by these conditions and, finally, to suggest and justify the use of the acoustic velocity of rocks, as the parameter to utilize for the anticipation of the performance of a perforator in true down-hole environment. EVALUATING THE PERFORMANCE OF A PERFORATOR It is natural, of course, to judge the performance of a perforator from the size of the hole it makes in a predetermined target. Considering that the ultimate target for an oilwell perforator is the oil-bearing formation preceded in most cases by a layer of cement and by the wall of a steel casing, the difficulties begin with the choice of an adequate experimental target material. For obvious reasons of convenience, the first choice that came to the mind of perforator designers was mild steel. This is a reasonable choice for the comparison of two perforators in first approximation. Mild steel is commercially available in a rather consistent state and quality, and is comparatively inexpensive. The trouble with mild steel is that it represents a yardstick very much contracted; minute variations in depth of penetration or hole diameter and shape may be significant though difficult to measure. The penetration of projectiles in steel being a function of the Brinell hardness of the steel (Gabeaud, O'Neill, Grun-wood, Poboril, et al), it is often difficult to decide whether to attribute a small difference in penetration to a variation on the target hardness or to an actual variation on the efficiency of the projectile. Another target material which has been widely used for testing the efficiency of bullets or shaped charges in an effort to represent a formation—a mineral target as opposed to an all-steel target—is cement cast in steel containers. This type of target, although offering a larger scale for measuring penetrations, proved so unreliable because of its poor repeatability that it had to be abandoned by most designers. The drawbacks of these target materials, and particularly their complete lack of similarity with an oil-bearing formation, became so evident that a more realistic target arrangement was sought until a tacit agreement was reached between customers and designers of oilwell perforators on a testing target of the type shown on Fig. 1. This became almost a necessity about seven years ago because of the introduction of a new parameter in the evaluation of the efficiency of a perforator, the well flow index (WFI). The WFI is the ratio (under predetermined and constant conditions of ambiance, pressure and temperature) of the permeability to a ceitain grade of kerosene of the target core (usually Berea sandstone) after verforation. to its vermeabilitv before perforation. The value of this index ;or the present state if the perforation technique varies from 0 to 2.5, the good perforators presently available rating somewhere around 2.0 and the poor ones around 0.8, There is no doubt that, to date, the WFI type of test is by far the most significant one for comparing perforators. For many years the author has been cognizant of the difficulty encountered by some in treating with the water influx formulas for unsteady-state fluid flow as pertain to the material balance equation. This has particularly applied in establishing reservoir performance and identifying reservoir pressure, which to the practicing engineer has entailed a trial-and-error procedure, and for others has necessitated resorting to computing devices and reiteration processes. In retrospect this difficulty stems from the fact that reservoir pressure in the material balance formulas, as well as associated with the water influx equations, is an inexplicit term, and the work reported in the past is irrefutable. However, what will be presented in this paper is another approach to the problem, whereby the entire material balance equation will be treated by the Laplace transformation, and reservoir pressure which hereto has been inexplicit, can now be isolated by mathematical procedure to relate that parameter with all the factors contributing to its change. This is the simplification entailed, that treats first with an undersaturated oil reservoir as an integrated effect from the inception of production. The second phase pertains to saturated oil reservoirs that encompass a survey traverse. Although both methods of approach are necessarily different in aspect, the most interesting fact is that the mathematics so deduced are identical. Both the linear and radial water-drive systems are incorporated. for which an illustrated factual example is offered for the latter, treating with a saturated oil reservoir. INTRODUCTIO N What is performed in this work is the simplification of an involved computation by advanced analysis. Although such may be construed as a contradiction when one treats with higher mathematics; nevertheless, when direction is given to such an undertaking the results car. be most revealing. Likewise, it is to be mentioned that the bases for these mathematics have been developed on the expediency of the occasion. This is not to be inferred as a qualification of this work, but rather the demands frequently placed upon the author in his private prac- tice in meeting a time limit. A situation, instead of being fraught with hazards, often has given emphasis to creative thought. What will be entailed in this work is the simplification of the material balance formulas by the Laplace Transformation., Although this reveals entirely new horizons that will be given expression in a forthcoming tract, it suffices in the present instance to limit our attention to this phase of the development that treats both with an undersaturated and saturated oil reservoir. To orient the reader's thoughts as to what is involved in this simplification is the recognition that reservoir pressure, as such, is an inexplicit term in the material balance equation. This is the independent parameter that defines the total history of performance in the author's' unsteady-state water influx formulas, as well as the basis for the physical dependency of fluid behavior within the formation as prescribed in the Schil-thuis' material balance equation. Therefore, to isolate reservoir pressure, which is the most essential factor in any reservoir study, is rather a cumbersome procedure entailing either a trial-and-error calculation for the engineer; or as some prefer, a reiteration process performed on a computing device. However, once such an equation can be transcribed as a Laplace transformation, this inexplicitness so expressed can be alleviated to identify reservoir pressure as an explicit function of all the factors contributing to its change. This is the simplification encompassed, that will treat first with an undersaturated oil reservoir as an integrated effect from the inception of production, and secondly, with a saturated oil reservoir as a survey traverse. Although the two approaches are necessarily different because of the uhvsics involved. it is an interesting commentary that the mathematics are identical, showing the interdependency of the two methods. In order to acquaint the reader with this development, the simplest case will be treated first; namely, an under-saturated oil reservoir subject to a linear water drive. However, what may be construed for this example as an idealistic case is actually a most practical application in certain parts of the world, where the size of the fields are so large that radial water-drive approaches the configuration of a linear drive. The Cretaceous limestone wells of the Mara/Maru-caibo Dist. of Venezuela are extremely prolific producers. To maintain production on cessation of natural flow, large scale gas-lift operations were commenced involving high production rates on caring Flow. For the design of these gas-lift installations it was essential to have some knowledge of the pressure gradients involved in casing flow, so that the required injection pressures, optimum gas injection raws, etc., could be forecast. This paper presents a method of calculating these annular pressure gradients. Basically the method makes use of an energy balance equation coupled with an empirical energy loss factor derived from field data. The calculations have been put in a form suitable for "punch card-type" calculating machines. A set of gradient curves for Mara/Maracaibo conditions covering flow rates up to 12,000 B/D, and GOR's of 500 to 2,000 cu fd/bbl is presented. From these curves the flowing BHP can be predicted from surface data and the vertical pow performance under varying conditions of gas injection can be estimated. The method has been applied to La Paz and Mam gas-lift operations for over three years and has given consistently accurate results. INTRODUCTION The Cretaceous limestone fields of the Mara/Maracaibo area in Venezuela are characterized by the presence of widely distributed fissure systems. Under these conditions individual wells frequently have extremely high potentials and such wells are generally flowed on the casing-tubing annulus in order to reduce the pressure loss in vertical flow. To maintain production on cessation of natural flow, an extensive gas-lift system was planned. As a first approach to this gas-lift design problem, an attempt was made to construct a set of empirical flowing gradient curves from the available subsurface pressure data. Such a method has been used successfully for tubing-flow conditions in California by Gilbert'. Unfortunately, the empirical construction of casing-flow gradient curves presents additional difficulties, as pres- sure bombs cannot bc run in the casing-tubing annulus against high rates of flow. Thus, the Full flowing gradients cannot be defined by actual measurement and the best that can be done is to obtain spot pressures at the tubing shoe. Under these conditions a vast accumulation of BHP data is required to construct a set of gradients. To the La Paz and Mara fields the majority of the available flowing pressure measurements fall into a relatively narrow GOR range, in the neighborhood of the solution ratio. While there appeared to be reasonable prospects of constructing gradient curves for this limited range, measurements at higher GOR's, which were of major interest for gas-lift operations, were relatively few and the prospects of constructing empirical curves cor~spondingly remote. As an alternative approach, the possibilities of a mathematical analysis of vertical flow conditions were investigated. May and Laird2fV n 1934 presented an excellent analysis of the vertical-flow conditions in the Anglo-Iranian Oil Co.'s fields. Their analysis was based on an energy-balance equation and calculated the losses due to kinetic energy, friction and slippage separately. By combining these losses with the total calculated available energy, the required depth-pressure traverse could be deduced. On applying the method to La Paz conditions, good results were obtained for tubing flow at high tubing-head pressures. However, for lower wellhead pressures (300 psi and under) the discrepancy between calculated and measured values increased appreciably. It was considered that this was probably due to energy losses caused by slippage or liquid hang-up in a continuous gas phase, for which it was difficult to visualize any analytical approach. In 1952 Poettmann and Carpenter4 presented a method of pressure gradient calculation which, while based on an energy-balance equation similar to that employed by May and Laird, made no attempt to evaluate the various components making up the total energy loss resulting from irreversibilities of flowing fluids. Instead, they proposed a method of analysis which assumed that all significant losses for multiphase flow could be correlated in a form similar to that of the Fanning equation for frictional losses in single-phase flow. They then derived an empirical relationship linking measurable field data with a factor which, when applied to the standard form of the Fanning equation, would enable the energy losses to be determined. Neutron activation analysis for mineral identification has attracted the attention of numerous investigators, judging from the publications on this subject in the past few years. 1-9 The appealing aspect of this method of mineral analysis is its proven sensitivity in the laboratory. In principle, activation analysis is one of the few petro-physical methods whereby a direct analysis for a mineral itself is possible in a borehole. The successful application of activation analysis requires the use of particular neutron reactions, measurement of selected gamma-ray energy intervals, and optimum bombardment and detection times. For copper analysis, Labanov et al., 10,11 using a low-energy PuBe source, reported an acceptable logging means. On the other hand, Pradzynski12, in analyzing ores and process tailings, used high-energy neutrons and photons for surface measurements of process samples. The work of Labanov et al. was based on measuring the rate of decay of the activated copper and hence was not as definitive as might be desired. Equipment is commercially available to carry out activation studies in the field 13,14 Gamma-ray spectra can be successfully transmitted over ordinary logging cables and, with borehole high-energy neutron accelerators and lower-energy chemical neutron sources, a variety of neutron activation methods can be studied. The purpose of the study discussed in this paper was to determine the feasibility and practicability of logging for copper using neutron activation techniques and commercially available equipment. The laboratory study showed that Cu could be detected in rock samples in the laboratory by high-energy neutron activation of 63 Cu. In the field, however, due in part to the large volume irradiated, the direct detection of copper using high-energy neutrons was not as promising. Detection of copper by measuring both the direct gamma-ray emission and the excessively strong low-energy gamma-ray absorption appears promising. Copper was not detected either in the laboratory or

The article speaks specifically about the particularities and differences in the logistical requirements in the explosives sector. Starting with questions of safety, handling and quality up to the legal basis, there are special requirements regarding the logistics in the explosives sector. The results of innovative logistics solutions are presented using three examples from daily work practice.

A combination of the needs of business, employee desires and safety and health considerations is stimulating increasing attention to the time spent by people at work and the timing of that work. Particularly we are seeing: - innovative work schedules for 24-hour mining businesses; and - response from industry to accommodate the needs, even the desires, of employees in return for systems which are more productive and more capital efficient. There appears to be an evolutionary trend for business management to become more sophisticated and responsive to the need for achieving close to best cost work schedules to sustain continuous improvement. The underlying motivating forces driving this trend for improved techniques in organising attendance at, and time spent at work, is the seemingly inseparable combination of technological advance and ever-increasing accumulation of capital. The mining industry has not remained untouched by this thrust for ever-increasing need for best use of labour, to adopt advances in technology and to provide attractive opportunities for putting accumulated capital to work. An essential component of this on-going thrust is a substantial effort by the mining industry to improve the performance of labour by providing most-productive work schedules.

Para melhor sincronizar a programação do alto-forno (AF) e a do forno elétrico (FEA) é importante ter um conhecimento prévio de quais corridas do FEA usarão gusa líquido. Foi desenvolvido este projeto visando auxiliar na tomada de decisões da programação do AF e do FEA, a partir de uma simulação da logística de movimentação das panelas de gusa em cenários pré-determinados. Dentre as respostas que podem ser obtidas por essa contribuição técnica destacam-se: o número mínimo de panelas que devem ser utilizadas no circuito, quantas e quais corridas do forno elétrico serão atendidas com gusa líquido e a contribuição de cada meio de transferência de calor para a perda térmica total.

The use of the walking dragline as a stripping tool has increased dramatically in the past two decades. The reasons for its increased popularity and some historical background on its introduction into the mines are given in a recent paper by Learmont. (l)* The history need not be recounted here except to show the trend to longer booms which has accompanied the growth in machine size. Figure 1 shows the change in maximum operating radius on Bucyrus-Erie machines which has occurred over the years and Figure 2 shows the corresponding change in maximum boom lengths. Reference 1 also presents some of the reasons for expecting this trend to longer booms to continue. There are many design parameters affected by the increase in boom lengths; swing power, hoist and drag rope lengths, and drum capacity, to list just a few. The purpose of this paper is to discuss only the structural implications of using longer booms. As in the design of any structure, the various facets of boom design are interrelated and a process of optimization between them must be worked out either by evolution or by conscious iterative effort. The decisions we have reached about such things as material selection, structural arrangement, and applicable criteria, have not come into being overnight but represent instead many years of design experience and a fair amount of recent concentrated analytical effort. In the following pages an attempt will be made to first, state those decisions, second, explain how we arrived at that particular result; and third, describe what we expect future developments to be which might influence us to change those decisions.

"IntroductionIn respect to The Human Dimension by M. Phyllis Bray, this author's impression is that research on long distance commuting (LDC) is long overdue. This type of mining is not new to many workers, especially those from areas such as the Maritimes, who have had to look for work away from their families for at least a decade. Perhaps to the industry the over-all set-up is new, but to workers who have faced mine shut-downs in their areas finding a job was the main objective and if the security of long-term employment was evident, then the families might join them later. This was the situation with which the writer' s family was faced.LDC LifestyleBeing the wife of an underground miner, the author has personally experienced this lifestyle for almost 10 years, and has never experienced accommodation in a company town. The first five years of marriage were spent in a small rural municipality within 50 miles of the worksite, but the town had industry separate from mining and was not affected by the mine shut-down.Since her LDC lifestyle began her family has been pretty much city-based, out-of-province commuters with two children and a third to arrive some years later. She therefore lived a fairly normal married life with a husband home daily. The author has experienced life with a husband who worked away for five-day stretches and then drove long distances to be home weekends or the portion of time left over from driving and fatigue. She has done the 3D-days in/l4-days out routine, and for approximately the past four years has been existing on a two-weeks in/two-weeks out ritual .The author does not agree that the ""bottom line is that mining families go where the jobs are"" . The miners go where the jobs are and the families fend for themselves with the assistance of the pay cheque making it home each pay period.Perhaps because there are many personal frustrations with this type of lifestyle, perceptions may be inaccurate. Having only dealt with underground operations, there may be gross differences between the pressures and demands of other forms of mining."

TBMs can last for decades and be rebuilt project after project with proper maintenance. How successful can rebuilt TBMs be? At the DigIndy Tunnel System in Indianapolis, Indiana, USA, a rebuilt TBM was used to great effect. The 6.2 m diameter Main Beam, originally manufactured in 1980, bored 40+ km of tunnels and set three world records in its size class of 6 to 7 m, including a best month of 1,754 m. In this paper, the authors analyze the TBM rebuild, performance and lessons learned to make recommendations for future projects seeking to use rebuilt TBMs over long distances.

The area of Canada with which we are here concerned consists of Yukon Territory and Northern British Columbia. Generally it lies west of the coastal mountain range and access to the sea can be gained at only selected points which are relatively few. It is served by the Alaska Highway as well as a provincial and territorial system of roads permitting transport of mining products to Whitehorse in Yukon Territory. This town it the northern terminus of the White Pass and Yukon Route, which system provides a rail service between Whitehorse and Skagway, Alaska a distance of 110 miles, and thence to Vancouver, British Columbia, by the coastal Motor Vessel C. J. Rogers, a distance of an additional 890 miles. At present the service between Vancouver, B.C. and Whitehorse, Y. T. is on a fourteen day basis. The coastal vessel, capable of carrying 3,200 tons of cargo, was specially designed and built in 1955 for handling containerized cargo and general cargo northbound, and containerized and palletized asbestos fibre, and palletized lead and zinc concentrates southbound.

In most instances, the preferred mining methods in steeply dipping narrow vein deposits are selective methods such as cut and fill or shrinkage. The main advantage of these methods lies in the higher degree of control over dilution that can be achieved. However, where ore body geometry lends itself to it, high yield bulk methods can also be attractive. Higher productivity (and the associated lower costs) and lower worker exposure are some of the significant advantages that have made such methods so popular. The Lapa gold mine located in North-Western Quebec uses the long hole mining method (with cemented rock fill) very successfully despite challenging ground conditions. This paper focuses on the experience of the mine with regards to drilling and blasting practices. Firstly, the reasons that prompted the selection of this mining method at Lapa are examined. Secondly, the challenges that the difficult ground conditions found at Lapa pose to drilling and blasting are discussed. Finally, the results of trials of different drilling and blasting strategies that were performed at the mine are presented with particular emphasis on the lessons learned.

This paper discusses the design of long panels for longwall mining at Twentymile Coal Company (TCC) from conception to implementation. The case study of the long panels at Twentymile includes extensive mine plan reengineering in the early 1990's to world record production months in 1996 and 1997. The obstacles of subsidence engineering, environmental regulations, conveyance, ventilation, equipment design, and continuous miner (CM) development timing had to be overcome to successfully begin longwall production within a 4 year time frame. The background and some detail for each of these areas listed will be discussed to show how the coordination of many facets must be pulled together to implement a successful long panel mine plan.

I presume that the questioner is not asking about the reduction of sulfate in groundwater to hydrogen sulfide as a result of biological activity promoted by organics in the grout hardener and that the question relates to sulfate attack on cementitious grout systems. For the project in Spain presented in my paper, we used a very high pulverized fuel ash (PFA) content in the cementitious material. This gives good sulfate resistance and indeed the chemical interaction will actually cause the permeability to drop for about 50 years without any question of sulfate attack and damage to the whole thickness of the grout - of course there will be attack at the exposed face of the grout where it is in contact with the contaminated groundwater. The mix had over 75% PFA, and also a very high overall cementitious content. The mix was the contractor's design and showed excellent behavior in laboratory proving trials. In grouts as distinct from concrete, PFA gives significantly better sulfate resistance than ground granulated blast furnace slag which is often used in Europe as a component of bentonite-cement mixes for slurry trench cut-off walls.

Retaining wall systems of soldier pile ground anchors (SPGAs) have been used for many decades to stabilize landslide activity. Due to successful use of these walls to address slope instability on the California state highway system, their use has expanded to include larger, more complex landslide mitigations. The increase in size and scope of SPGA wall applications, combined with more stringent seismic design standards, have created new and unique challenges for design and construction. Constructability issues are revealing themselves in real time in Northern California, where the California Department of Transportation (Caltrans) recently completed two large SPGA wall projects on state highways: the Peregrine Slide Project in inland Mendocino County, and the Westport Slide Complex located along coastal Highway 1. Each presented unique construction challenges that needed to be overcome quickly to make the projects successful. This article highlights some construction difficulties encountered on these projects, in greater depth, than what I covered last summer at DFI's S3: Slopes, Slides and Stabiliza- tion conference in San Francisco. Also covered are what steps were taken to overcome these difficulties, and mitigation advice for future wall designs. Specifically, ground anchor installation interference, ground anchor elongation variance, and difficulties with large diameter ground anchor drilled holes will be discussed.

A two year program of research into the feasibility of long-hole drilling for improved gas emission control has been undertaken at Appin Colliery. State of the art equipment was employed involving cableless electronic surveying and down-hole motor drilling. The project involved the drilling of 1000 m long, in-seam boreholes in the Bulli seam and boreholes of similar length drilled cross measure and then in-seam along the underlying Balgownie seam. A new concept for gas drainage was defined, employing long-holes for both predrainage and post drainage.

Introduction The February and April 1984 issues of MINING ENGINEERING have already provided introduction to the long-range planning efforts of the Society of Mining Engineers (SME). These efforts are intended to provide the basis for effectively maintaining and improving the Society in the face of the changes that are besetting the mineral industry. This requires that SME recognize what changes are occurring and determine how these will impact the membership. Then a plan must be developed and implemented so that the Society successfully meets the challenges of the next decade. The Board of Directors has charged the Long Range Planning Commission with the responsibility for meeting these goals. This article provides a summary of the work done by the Management and Organization Committee of the Long-Range Planning Commission. This committee's task was to analyze the Society's current organizational structure and management process. Then a set of recommended improvements was to be developed. In doing this, the Committee has been careful to operate under that popular axiom, "If it ain't broke, don't fix it." Thus, changes were not proposed simply for the sake of change, but only where the present system appeared to be less effective than desired. Bases For Action The Committee began by establishing a set of premises about SME and its membership. These premises provided the bases for subsequent actions and recommendations by the Committee. Highlights from the premises included: • The Society should be run on a business-like basis. However, its "business" is that of a not-for-profit scientific, technical, and educational public institution. SME enables professionals involved in or associated with the mineral industry to serve the public purpose of benefitting mankind. • The Society operates as a national (US) organization with transnational (worldwide) interests. It recognizes its obligation to make its goods and services available to minerals professionals throughout the world. In addition, the Society recognizes its obligation to translate technology for the "lay" public, who then also become users of its goods and services. • The Society's Board of Directors is the policy-making body of SME and has final approval of all programs. These responsibilities will become greater when the Society becomes a separate corporation. • At present, the Society provides the following goods and services: publications, meetings/programming/short courses, academic education support, information dissemination - internal and external, and individual member services. • Planning is an ongoing process. It is best performed on a decentralized basis. That is, each major service category should have a responsible group authorized to conduct planning for that category, subject to the Society's master plan and the Board's approval. • The Society is privileged to have highly qualified and motivated members who volunteer their time and efforts on behalf of the Society. The best of these volunteers should rise to the highest positions of leadership - the Presidency of the Society and Institute (AIME). • The Sooiety is strongly committed to the protection and promotion of the history, traditions, and identity of AIME and the use of AIME as the unifying forum for the Constituent Societies. Identification of Potential Problems Once the premises about the Society and its membership were well in hand, the committee began examining the many facets of SME's organizational structure and management process. This was done in order to identify problems or potential problems in these areas. After considerable review and discussion, 10 areas of potential concern were called out for more detailed study and possible recommendations for improvement. These 10 areas include: • A lack of continuity at the Board level and among officers due to the established turnover policy. • A series of subboards that serve, by practice, to diffuse management authority and accountability, rather than enhance it. • A question as to whether the dissemination of information has been adequately planned, organized, and staffed. • An apparent illogical divisional organization. Two divisions are discipline oriented and two are commodity oriented. • A regional organization that does not adequately fulfill its purposes. • Uncertainties about the per-

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society's Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC's Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society's business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth's mineral resources, only wellpumped oil and gas lie outside the Society's specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. Among their numbers they count the most distinguished of engineers, applied scientists, and managers. "The Society is based in the United States, is active on a worldwide basis, and is open to nationals of any country. Certain qualifications must be met for attaining and maintaining membership." Purpose of the Society As to the question "What is our business?" the Scope Committee restated our purpose in light of current practice and the constitution of AIME and the bylaws of AIME and SME. The Board of Directors accepted the following proposed purpose of SME: "To further the professional development and well-being of its members by publishing and distributing technical writings, news, and information; by sponsoring meetings of members; by providing forums for discussions and for continuing education; and by fostering communication on the subjects within its purview. INTRODUCTION To provide a background for discussing long-range financial and operational planning in the mining industry, we would like to begin by describing the role of planning in Codelco. Having taken part in Codelco's planning process since its inception in 1976, we believe that useful conclusions may be drawn for the experience we shall relate. Although Codelco is a state-owned copper producer with an important role in the Chilean economy, and is consequently very much at the core of national economic planning, the following discussion is not related to government planning but to planning in an operationally and commercially autonomous business concern with all the characteristics of a private enterprise. The only way in which Codelco differs from private business is that its financial successes or failures have a more direct impact on the countryls ability to participate in international trade, to meet its international financial commitments and to achieve economic and social growth. Thus, what follows is a presentation of the conceptual features of the planning process at Codelco and a description of the current state of planning in the company. It is understood that certain conceptual components are basic to any formal strategic planning process, and that the components of Codelco's planning process are therefore generally applicable in similar companies. First, the mission and scope of operation of the company must be defined, and goals must be set to achieve leadership in the business activities in which it engages. Having set this framework, the company must constantly scrutinize those internal elements and conditions that are essential to fulfill its mission and achieve leadership. In Codelco this means considering the actions which can best serve to define future capacities, taking into account declining ore grades and determining optimal production levels; watching over the productivity and skills of its labor force, and; keeping abreast of technological developments in non-ferrous mining and processing. If the company is proficient in these three areas, it will be cost efficient and there- fore competitive. Codelco must also watch over the business environment in which it operates. The company sells concentrate, blister and fire-refined copper, wirebar, cathodes and wire rod and must study the behavior of the market to attune its product mix to the demand existing for these various commodities in the international market and the copper consuming industries in general. By examining the internal and external environment in which the company conducts its production and commercial operations, it is able to diagnose its strengths and weaknesses, to identify the hazards it must overcome to stay ahead in the copper trade, and to take full advantage of business opportunities as they arise. CHARACTERISTICS OF CODELCO-CHILE Although our subject is Codelco, readers should keep in mind that there are many other copper producing operations in Chile, all in the private sector, and many valuable deposits that may be exploited in the future. Codelco is the only public sector copper producer, although there is one other state enterprise that operates smelting and refining facilities principally to serve a large number of very small producers of copper concentrate. In the mid-19801s, Codelco is the largest copper mining company of the world and the largest producer and exporter of copper with yearly sales totalling close to US$ 1.8 billion in 1983. Moreover, it is a highly profitable copper company at a time when the world copper industry as a whole has reported losses for several years. Codelco-Chile is a fairly new organization. The history of the four mining operations it manages is much longer: El Teniente was opened in 1912, Chuquicamata in 1915, Salavador in 1959 -- with installations of the old Potrerillos mine dating from 1927 -- and Andina in 1970.
