[SECRETARY'S NOTE.-This paper, presented in oral abstract, at the San Francisco meeting, was not at first supposed by Mr. Bain to be required for publication in the Transactions; and the excursion to Japan, in which he took part, immediately after the San Francisco meeting, delayed his presentation of the manuscript. After his return to San Francisco, Mr. Bain, in view of the importance of his paper and its discussion, kindly furnished it in full. The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain's paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. To some, the change from the freest individualism is welcome; to others it is intensely unacceptable. To this fundamental difference in view-point may be imputed much of the vigor with which the controversy regarding coal-lands has been waged. In 1911, a young mining engineer named Bartlett Thane assembled a large claim block, 4 miles southeast of Juneau, Alaska. Across the Gastineau Channel on Douglas Island, the Alaska Treadwell Gold Mining Company had, by 1904, produced gold valued at more than three times the purchase price of Alaska in 1867 (Kelly, 2010). Thane knew his deposit was lower grade than other mines or prospects in the area; however, if the deposit was developed on a large-scale, the trend and size of the deposit made the project potentially economic. In 1911, Thane developed a business plan for the project and successfully attracted investor interest. In 1912, Daniel C Jackling visited the property at the request of an east coast investment group. Upon inspection of 5 years of production records for the Perseverance Mine, Jackling saw an opportunity to apply the low-grade/high volume milling technology which was widely adopted to the copper porphyry deposits of the southwestern U.S. With a design capacity of 6,000 tons per day (5,454 tonnes/day), Jackling’s innovative mill design would require high volume underground mining methods and the power of two new hydroelectric projects. By 1915, the Alaska Gastineau Mining Company was in full production. Between 1915 and 1919, the mine and mill set production records for haulage and throughput. The hydroelectric projects proved to be successful engineering marvels. Operational difficulties related to ore grade, refractory elements and labor shortages interrupted production on an increasing basis. In 1921, the mining company permanently shut down operations. INTRODUCTION The Juneau Gold Belt begins at Windham Bay near the southern end of Stephens Passage and extends approximately 100 miles north to Berners Bay (Figure 1). The first large-scale and sustained underground mine, operated by the Alaska Treadwell Gold Mining Company in the late 1880’s, established the Juneau-Douglas area as the regional hub for transportation and development. In the mid-1890’s, the combined population of Juneau and Douglas reached approximately 3,000 residents, largely driven by employment and support demands of several small to mid-size underground gold mines in the region. By 1904, the value of the cumulative gold production of the Alaska Treadwell was five times greater than the purchase price of Alaska in 1867 (Kelly, 2010). By the turn of the 20th century, economic growth in the Juneau-Douglas area relied on supplies delivered from the lower 48. Passenger and freight shipping lines required 3 to 4 days to make the one-way trip from Seattle to Juneau. Established shipping routes required experienced crews due to navigation hazards and adverse weather conditions. Even with precautions at the time, steam ships and freighter vessels experienced breakdowns or encounters with natural hazards that resulted in damage or in some cases, sinking. Interestingly, with no roads or railroads connecting Juneau to other communities in southeast Alaska, Juneau still relies on seaborn shipping in the 21st century.

NO thought had been given to deep level mining at the Alaska Juneau mine prior to 1930, but in that year a prospect winze was started and continued for 1000 ft. vertically below the main haulage or adit level. The point at which this winze was started was selected entirely by the prevailing physical conditions, such as proximity to established workings, convenience, and the presence overhead of a substantial pillar of dimensions sufficient to lo¬cate the sheave wheel and loading pocket. It was, therefore, with some surprise that the unusually high-grade ore found just below the collar of the winze persisted, with certain vari¬ations, to a full depth of 1000 ft. vertically. Likewise this unusually high-grade ore was found to persist on the various crosscuts driven on levels at 200-ft. vertical intervals. To be brief, this deep level work found richer ore than any yet found in the mine over like areas, and inasmuch as the area was sufficient to plan for extensive deep level mining, plans for such work were given extended consideration.

Alaska is a land of immense proportions and resources. Its very name, derived from an Aleut term, means "The Great Land." Yet, in a state slightly larger than Texas, California, and Montana combined, there are presently only two-large scale mines in production, excluding dredge operations. Once referred to by its territorial governor as "a storehouse of minerals," Alaska is, in the opinion of many industry observers, at least 20 years away from a healthy, productive mining industry. The mineral potential of the state is tremendous: coal deposits on the North Slope alone have been hypothetically pegged at 1.5 trillion tons. Copper-zinc deposits on the south flank of the Brooks Range are conservatively estimated to be worth $4 billion to $6 billion. "Following a brief explanation of the land arrangements under the Alaska Native Claims Settlement Act, this paper will examine both a mineral exploration agreement and a mining development agreement negotiated between two large mining companies and two different Alaska Native institutions. One of the institutions is a village corporation involved with an exploration agreement and the other is one of the Alaska Native regional corporations, which is party to a mining and development agreement with Cominco Alaska for the development of the Red Dog lead and zinc mine.Special attention will be given to the factors to be considered when dealing with small aboriginal owners with few resources in the context of an exploration agreement, including development issues which must be considered early in the process. The paper will also discuss the unique royalty and taxation structures developed for the Red Dog Mine Agreement as well as environmental issues. The paper will also consider the ways in which the cultural and differing economic interests of an aboriginal owner and a large mining company have been accommodated in the both the exploration and development agreements"

Intermittent coal mining has been conducted in Alaska for over a century. The first report of coal in Alaska was by the Veechy expedition of 1826 and 1827. Whaling ships used coal from Corwin Bluff near Cape Beaufort during the early and latter parts of the 19th century. The first coal mine in Alaska -- and probably the oldest in the Pacific coast of North America -- was opened by the Russians at Port Graham on the southwest tip of the Kenai Peninsula. The mine was operated from 1855 until 1867 when the United States took possession of Alaska. From 1880 to 1915 coal mining was carried on intermittently at several localities including Unga Island, Herendeen Bay, Chignik Bay, Kachemak Bay, and several points along the Yukon River. Small coal mines along the Yukon River provided fuel for the river steamers traveling from St. Michaels to Whitehorse. The area of sustained coal production began with the completion of the Alaskan Railroad from Anchorage to the Matanuska coal field in 1916 and to the Nenana field in 1918. Coal production continued to increase until 1953, at which time the oil and gas fields in Cook Inlet were developed. Oil and gas eventually replaced- the Matanuska coal as a means of providing heat and power. The military in the Anchorage area shifted from coal to oil in 1967 causing a decrease in production. The increased demand for electric power in the Fairbanks area offset the decline and coal production started to increase. In 1969-1970 the Golden Valley Electric Association constructed a mine-mouth power plant 70 miles southwest of Fairbanks near Healy and a power line to Fairbanks. LOCATION OF COALS IN ALASKA Coals are found in all geographical subdivisions of Alaska. Coal in Alaska ranges in age from Carboniferous to Tertiary, and grade from lignite through anthracite. Figure 1 shows the locations of Alaskan coal fields. The only fields that have been developed extensively are the Matanuska and Nenana. Figure 2

A party, consisting of George I. Adams, of the United States Geological Survey, A. H. Purdue, of the University of Arkansas, and Ernest F. Burchard, was engaged, during the summer of 1902, in the study of the zinc- and lead-deposits of Northern Arkansas. An extensive report on this field is now in preparation. The following preliminary statement of results and conclusions is made in advance of the final publication, which will be accompanied by detailed geologic maps and other illustrations and a fuller treatment of the subject. Location.—The Northern Arkansas field embraces Marion county and adjacent portions of Boone, Baxter, Newton and Searcy counties. Outside of this area there are a few scat tered mines, notably in Sharp and Lawrence counties. The mining development lies north of the Boston mountains, in what is known as the Ozark Plateau. The country has a broken surface, as a result of dissection by streams, and there are numerous exposures of the mineral-bearing horizons in the valley slopes. This has greatly facilitated prospecting. History.—Lead-ore was discovered in Northern Arkansas by the early explorers and pioneers, and at first was utilized for rifle-ballets. Later, it attracted considerable attention, and in the '50's was smelted in the vicinity of Lead Hill. There was a revival of the industry during the "70's, but the cost of transportation was so great that it was practically abandoned. Zinc-ores at first attracted little attention, probably because they were not so well understood. Before the Civil War, however, some zinc was smelted. IN THE Alumni catalogue of Amherst College and with the Class of 1848 is recorded the name of Louis Palemon Ledoux, who on graduating studied for the ministry at the Union Theological Seminary in New York and was ordained by the Presbyterian church. Louis Palemon Ledoux entered college from Louisiana and, as his name implies, was of French ancestry. His departure from the traditions of his forebears in register-ing in a Protestant college and later becoming a Presby-terian minister brought about some alienation from his family which, however, softened with the passage of years and disappeared between later generations. In time the Rev. Louis P. Ledoux was married to Kate C. Reid of New York City and was stationed for a year at Newport, Ky., where on Nov. 2, 1852, his oldest son Albert Reid Ledoux was born. The next year, the family moved to Monroe, Mich., where for two years the young clergyman was pastor of the Presbyterian church. A call to Richmond, Va., then led them to live from 1855-1858 in the, Virginia capital, but the father became afflicted with what was then regarded as a mysterious ailment, malaria, and to escape it migrated in 1858, when the young boy Albert was a little over five years old, to Cornwall-on-Hudson, and became pastor of the Presbyterian church in the lower village near the river. In 1861 he was honored with the degree of D.D. from the State Uni-versity of Indiana. Some years later throat trouble compelled the Rev. Dr. Ledoux to give up preaching and led him to establish a school for boys, known as the Storm King School, above Cornwall, on the slopes of Storm King Mountain. As a boy Albert Ledoux roamed the woods of Storm King and became deeply attached to this .wonderful hillside, commanding as it does an extended view of Newburgh Bay to the north and the remoter reaches of the Hudson. In his later years he built his home on its slopes and continued to roam its woods for his recreation. In later years, also, the writer used to look each October for the fringed gentian which Dr. Ledoux gathered in some secret nook to wear in his lapel. In the Storm King school, Albert Ledoux and his brother Augustus Damon, seven years younger, were educated and entered the School of Mines of Columbia College.

The Alcan Bayer Process Experimental Centre (BEC) is an essential development tool for the Bauxite & Alumina researchers at the Alcan Arvida Research and Development Centre in Jonquiere, Quebec. Between the laboratory tests and the industrial prototypes or the industrial applications, the BEC is a key element for technology transfers. The Bayer process is the extraction of aluminium oxide (or alumina) from the bauxite ore. The Bayer Experimental Centre's history and flowsheet are presented. The major pieces of equipment are described. Safety and design considerations are presented. Finally, examples of applications, double digestion and pressure decantation, are briefly described.

A simple algebraic method of aligning large scale underground excavations such as a crusher station or workshop or indeed any large cavern or mine layout to the optimal stress condition is outlined. The method uses the stress transformation law to determine how the component stresses vary as the stress tensor is rotated around its axis. The aim is to define the orientations at which the maximum and minimum horizontal stresses occur such that the excavation can be aligned with its long axis paralleling the trend of the maximum horizontal stress leading to the minimum potential for overstressing of the side walls. The physical environment in which the stress field is acting is unchanged. At the design location, the trend and plunge of the major principal stress is unchanged. However, the coordinate system by which the location of the stress field is described is arbitrary and the stress transformation law allows that coordinate system to be rotated to a more convenient orientation and for the component stresses to be calculated within the alterative coordinate system. The stress field is typically described in terms of normal and shear stresses aligned to a north–south, east–west, vertical, coordinate system. In this scenario, there are two orientations in the 360° horizontal plane defined by the coordinate system where the horizontal normal stresses are equal, and at 45° to those orientations, two orientations where they diverge to the maximum extent. Those orientations of maximum divergence correspond to the trend of the maximum and minimum horizontal stresses, usually designated σH and σh, and that is what the algebraic manipulation seeks to determine. This technique is a first pass assessment which relies on a knowledge of the full stress tensor. It is not a replacement for numerical modelling or detailed design, but a tool to guide planning.

ON THE 6TH JULY in the year 1953 an announcement was made to the public that touched off one of the greatest staking rushes in the history of mining in Canada and resulted, in tl1e space of a few short years, in the development of the greatest reserves of uranium-bearing ore in the world. It was ?On this date that the famous "Blind River back-door staking bee" was completed with the acquisition of some 2,000 claims by the Preston East Do me-Technical Mine Consultant teams under the direction of Mr. Franc Joubin and Mr. Robert C. Hart. That story has been told from coast to Coast and is too well known now to re-quire elaboration. Suffice to say that, in the short elapsed time of less tl1an five years from that momentous summer of 1953, three of the Algoma mines are in full production, three more are rapidly nearing full production, five more 1are approaching the production stage, a new hard-surfaced highway, 108, has been built to serve the area, and a brand new, completely planned city, Elliot Lake, is being built to provide the amenities of living to the 22,000 people already in the area.

"The Algoma (or Blind River) uranium district is centred in an area of some 600 square miles on the north shore of Lake Huron, about half way between Sudbury and Sault Ste. Marie, Ontario (Figure 1). Its favourable location, adjoining the main provincial highway and Canadian Pacific Railway line which follow the lake shore, has contributed greatly to its rapid development.By Canadian standards, the district has long attracted geological attention, beginning with the discovery of the Bruce mine in 1846. It has been repeatedly prospected at intervals since then, chiefly for copper and nickel but also for lead, zinc, cobalt, silver, iron, and gold. Numerous discoveries have prompted the suggestion by Yates (13) and others that one metal-logenic province embraces the entire mineralized area from Michigan through Sudbury and Cobalt.Geological mapping was initiated by Murray in 1847, and the area attracted much interest as the type locality of the Huronian, the correlation and stratigraphic position of which are still not entirely agreed on. Subsequent contributors to the geological literature of the area have been very numerous, and the bibliography at the end of this paper includes only some of the more modern reports.The history of uranium in this part of Ontario also dates from 1847, when J. L. LeConte identified as uranium-bearing a pitchblende-like mineral which he named ""coracite"". The specimens came from Theano Point, north of Sault Ste. Marie. In 1948 a search for the source of these specimens led to the discovery of the Camray uranium field. Occurrences in this field consist of numerous small and locally rich pitchblende-bearing fractures, within or along the contacts of diabase dykes cutting Archaean granite and gneiss.None of the showings explored proved large enough to justify production, but they stimulated prospecting of adjoining areas and thus led to the Algoma discoveries.The first find of radioactive conglomerate in place was made in 1949 in Long township, and it was partially staked as the Fisher-Audette-Breton property. Rusty, overgrown rock-cuts indicated that the pyrite-bearing conglomerate had been investigated years before, probably during searches for base metals and gold. Examinations were made at this time by a number of geologists, including the senior author. In spite of high radioactivity, sampling returned only negligible uranium. The claims were allowed to lapse and the showings reverted to obscurity."

Any organization that subjects its activities to a continuous improvement process must be able to adequately measure the results of the implemented changes in order to pursue better results over time. This is no different for mining companies. When it comes to blasting, an accurate fragmentation analysis can correlate blast design and rock mass parameters to particle size distribution, enabling us to further analyze the correspondence of specific design patterns, applied to specific rock mass properties and the result in measured fragmentation indicators, such as P80 and fines percentage.

The title of this paper implies the presence of silver, nickel, and cobalt minerals at, the Alhambra mine. Perhaps this should be amplified to include uranium, as pitchblende also occurs, possibly in mineable quantifies. A brief history of the Alhambra mine is of interest, both from a historical angle and as pointing up the importance of geology in the-present development. The Alhambra is one of several mines in the Bullards Peak or Black Hawk dis¬trict, ass it is more familiarly known, in southwestern. New Mexico, which was mined for silver in the 1880?s and 18901s, Silver valued between $500,000 and $1,000,000 was extracted from the mine in the 10 years prior to 1893, when operations ceased. Almost all the silver mined was native silver, although a small quantity of argentite was produced. Nickel and cobalt were recognized in the ores, but they were thought to be of no consequence.

A resource model serves two main purposes depending on the stage of a project. The first is to provide an early indication of likely tonnages and grades at certain cut-offs so that decisions can be made on whether continued spending on the project is justified. The second is to provide a basis for mine planning, feasibility studies and reserves. Resource models are not designed for selection of actual blocks in the ground for processing. This is the purpose of a grade control model, which is created at a stage beyond both resources and reserves.Inferred, Indicated and Measured Resources contain different levels of uncertainty with respect to the accuracy of the resulting grade and tonnage curves. These uncertainties arise from three broad areas: quality of information, geological assumptions and estimation technique. This paper focuses on known problems with the ordinary kriging (OK) estimation technique. Resource estimates often produce smoothed block grade distributions with much lower block grade variability than true selective mining unit (SMU) block grade distributions. There are two main factors that are involved in this smoothing. Firstly, where the block size used for estimation is larger than the SMU block size, this will smooth the block grade distribution and move the grade and tonnage curves away from the true SMU block grade and tonnage curves. Secondly, and less well recognised, is that smoothing is inherent in the OK estimator. This also moves the grade and tonnage curves away from the true SMU grade and tonnage curves, even when the estimate is done at the SMU block size. There are a number of techniques, such as simulation, uniform conditioning and degraded search neighbourhoods that can provide a better approximation of the true SMU block grade and tonnage curves at the expense of individual block accuracy.This paper aims to explore the extent to which OK resource estimates designed to maximise individual block accuracy can differ from (an estimate of) the true resource at SMU block size in terms of grade and tonnage curves. The differences at economic cut-offs and above are examined. In some cases these differences are significant. Both the OK estimation technique and block size play a part in the differences observed. To do this we will examine a number of commodities and deposit types using real project data.The conclusion is that the current industry standard default practice of targeting maximum individual block accuracy (conditional unbiasedness) using OK at resource stage, without consideration or evaluation of the extent of associated smoothing at SMU scale, can lead to significant errors in fundamental mine planning decisions. This then has implications for resource classification if the classifications are based heavily on the OK quality without consideration of the true SMU distribution.CITATION:Kentwell, D, 2014. In 2012 the Bureau of Meteorology, under the banner of the Water Accounting Standards Board, released the Australian Water Accounting Standard 1 (AWAS 1). This standard has been in development since 2007 with key milestones being the release of the Preliminary Australian Water Accounting Standard in 2009 and the exposure draft of the Australian Water Accounting Standard in 2010. Throughout this period, the Minerals Council of AustraliaÆs Water Accounting Framework has developed concurrently with the Australian standards and the standards have informed elements of the framework. However, the framework is not identical to the standard as the objectives between the two are different. The objective of the Water Accounting Framework is to create consistency in water reporting of the minerals industry and to assist companies reporting to corporate sustainability initiatives. The objective of AWAS 1 is to provide information to water management bodies to facilitate decisions about the allocation of water resources. Companies are to report on an annual basis - not only physical flows of water but contractual requirements to supply and obtain water - regardless of whether the transaction has been fulfilled in the reporting period. In contrast, the Water Accounting Framework only reports on flows that have physically happened. The paper will provide summary information on aspects of AWAS 1 that are most relevant to the minerals industry, show the alignment and differences between AWAS 1 and the Water Accounting Framework and explain how to obtain the information for the AWAS 1 reporting statements.CITATION:Danoucaras, A N and Woodley, A, 2013. The technical challenges for accurate drilling positions increase with deep underground structures in inner city areas. Designed for jet grouting, specific sensors have been developed to record the alignment of rods during drilling by integrating microchips into the drilling rods. By feeding the rod with constant electric current, microchips, integrated in special couplings, can be read during the drilling process and tracked on monitors installed in the operator’s cockpit. The orientation for the drilling rod is provided by magnetic points and a compass, positioned above ground on the drilling rig. In combination with asymmetric drilling bits, it is now possible to steer the drilling hole to predetermined positions to compensate for deviations in deep bores. This type of drilling rod for jet grouting has been used in Berlin since summer 2019.

Investor confidence can be compromised when one observes large discrepancies between the SAMREC reserves and the mining plan. It is therefore up to the responsible persons to ensure that all contributing factors get taken into account when determining a reserve declaration. Confounding factors could be further aggravated by large oscillations in the commodity price thus resulting in major changes to the mining plan, if the accepted price was either too optimistic or pessimistic. Additional factors that must receive our attention are, uncertainty in geological facies type, mining practices, geology and grade estimation. The paper outlines (in the authors? opinion) some of the important factors that need to be taken into account, in order to ensure proper alignment between the estimates of the life of mine (LOM) reserve grades, and the corresponding actualisation of the mining plan. These parameters provide an historical insight into what actually happens when attempts are made to implement the mining envisaged in the LOM plan. In turn these allow judicious application of discount factors that enable a realistic estimate of SAMREC reserve classification and declaration. Some of the factors that will be covered are: - 1) Flexibility of developed reserves and the ability to maintain this. 2) Mining control mechanisms and their overall efficacy. 3) The ability to extrapolate facies types and its effect on grade control. 4) The ability to control the mining mix and value variation. 5) Finding a happy medium between optimism and pragmatism.

Eight oil sand ores with the bitumen content ranging between 3.6 and 15 wt.% and the fines content (-44 micrometers size fraction) between 9 and 69 vol.% were subjected to the standard alkali extraction test used to measure the degree of oxidation of metallurgical coals. The results showed that there is a strong correlation between the absorbance of extracted solutions at a wavelength of 520 nm and the ratio of the fines content to the bitumen content. The latter factor is directly relevant to assessing the extractability of bitumen from oil sand ores. Bitumen extraction tests showed that the bitumen recovery decreased from 90 % to 30 % when the absorbance at 520 nm increased from 0.23 to 0.64. A comparison of the UV/visible spectra of solutions obtained from the alkali extraction tests with solutions of Aldrich Humic Acids suggest that low bitumen/high fines oil sand ores release substantial amounts of organic matter very similar, if not identical, to humic acids. In contrast, high-bitumen and low-fines ores do not release as much of the organic matter, and UV spectra of these leached substances are quite different from those of humic acids. Overall, the results show that chemical composition of bitumen in the tested ores varies greatly with ore type and oxidation, and that the alkali extraction test is a promising technique to quickly assess the extractability of bitumen from a given ore type.
