THE town of Rancagua, at the junction of the state and Braden Copper Co. railroads, is located 82 km south of Santiago, the capital of Chile. From Rancagua 70 km to the east, situated in the Andes at an elevation of 7000 ft, is the town of Sewell, the location of a millsite. Two and one half km east of Sewell by underground railroad at an elevation of 7500 to 10,000 ft is the Teniente ore-body. The history of El Teniente dates from the eighteenth century, when according to legend a Spanish lieutenant, or teniente, a fugitive from justice, escaped to the Andes and camped at what afterwards became known as the Mineral El Teniente. This man reputedly discovered a vein of high grade copper ore. The first official records date from 1819, when some exploitation was begun, and continue until 1870. The orebody was large and of relatively low grade and was beyond the capabilities of the small groups attempting to operate it. No effort was made to erect a concentrator until William Braden became interested in the property. RECENT interest in germanium centers around its use as a semi-conductor of electricity in electronic devices. It is generally believed that germanium transistors, diodes, triodes, photocells, and rectifiers will largely replace the present-day vacuum tubes. The germanium electronic devices are much smaller, lighter, and more resistant to shock, and they require only a small fraction of current required for conventional devices. Hence only a small amount of heat is given off by the equipment. This development will require many times the quantity of germanium now being produced, which in 1948 was approximately 1000 lb' and was obtained almost entirely from zinc ores in Missouri, Kansas, and Oklahoma. No one knows with certainty what the demand will be for ger-manium by 1956. It may be 40,000 lb.1 Known concentrations in zinc ores are not sufficient to

The ventilation of metal mines is becoming more of a fundamental requirement than it was 10 or even 5 years ago. There are many reasons for this, and in general they are based on economy or efficiency rather than health or safety, yet the latter enters into the picture in at least some instances. One Montana metal mine which had installed mine fans and a general ventilating system shut down the fan when there was a period of cessation of work; within a few weeks it was found that the underground timbers were becoming so covered with fungus that the fans were put into operation and thereafter continued in operation whether the mine was worked or not. The fungus soon disappeared and the cost of operating the fans was held to be far less than would be the numerous losses from timber decay which quickly started when cessation of air flow was encountered. A large iron ore mine in Michigan had much difficulty in holding men in a slicing region due to foul air under certain surface conditions as to direction of wind. Upon the placing of a moderate sized fan on the surface with some doors, stoppings and regulators underground, not only was the bad air condition removed but there was found to be a decided increase of tonnage per man per shift and timber decay was retarded to a very considerable extent. This particular mining company was rather inclined to be angry when I called attention to some of the what I considered very bad working conditions underground, and the mine superintendent for about a year and a half was on anything but friendly terms with me. Later on when the effect of the placing of the fan was found (the fan had been placed over his protest), that, man came through very nicely with a letter and congratulated me on the recommendation made and congratulated himself and the company on the conditions obtained after the installation of the fan. A FEW years ago a novel electric detonator known as the split-second or millisecond delay electric blasting cap was introduced for use in quarry blasting. Regular electric blasting caps fired in series may be depended upon to fire within a millisecond or so from the first to the last in a series. Regular delay electric blasting caps are provided that fire one period after the other period in intervals of 1/2 to possibly 11/2 sec. Most split-second or millisecond delays are designed to fire one period after the other period in possibly 25 to 50 millisecond intervals. The ear is not capable of detecting time intervals of this magnitude. The primary thought at the time millisecond delays were introduced was to investigate the results on rock breakage by firing a line of holes in a quarry face so that charges in adjacent holes would not be detonated simultaneously. This could not be accomplished satisfactorily with regular delays. The time interval between successive periods of 1/2 to 1 sec was sufficient to permit considerable movement of the burden. If the burden of one hole was reduced to a great extent by the firing of an adjacent hole, the firing of the hole with the reduced burden would likely reveal this lack of confinement by a terrific report and wild throw of rock. In the early blasts with millisecond delays it was observed that instead of the usual sharp report, the blast had a muffled sound and vibration was not as perceptible as when simultaneous firing was used. Because many quarry operators were being threatened with injunctions or suits for damages by neighbors who claimed structural damage to their buildings, millisecond delays were tried extensively in quarries. In the majority of these trials, the results were very satisfactory. The seismologists recorded the ground movement created by many blasts and verified the initial observations that millisecond delays could be used to reduce vibrations appreciably. In the past few years the advantages of this principle of nonsimultaneous firing of the charges in blasts has become generally accepted. Today the quarry operator who has vibration troubles, inadequate breakage, and excessive backbreak and has not investigated the possibilities of millisecond delay blasting is ignoring a remedy that has proved satisfactory for many. His complacency may be costing him money. Because of the results attained in quarry blasting, it was logical that millisecond delays should be tried in construction work such as in road cuts. As formations in this type of work are likely to change rapidly with advance of the cut, it is more difficult to evaluate results than in quarry blasting. However, this improved control over timing has been beneficial in limiting throw, promoting fragmentation, and reducing overbreak. In blasting near buildings the reduction in vibration and in throw has been especially helpful. As blasters employed in construction work learn what may be accomplished by closer control over the time of firing of explosives charges, more and more millisecond delays are being used to supplant instantaneous electric blasting caps. Improved Fragmentation Underground With this background of promising results, it was not surprising that millisecond delays should go underground. In limestone mining use of millisecond delays as compared with use of cap and fuse or electric blasting caps showed improved fragmentation in stopes and in slabbing operations. Then an opportunity developed to use millisecond delays in some tunnels being driven in a limestone mine (fig. 1). Using the normal charge employed and merely substituting three millisecond delay periods for three regular delay periods, there was a noticeable difference in the appearance and the position of the pile of rock after a blast. A greater portion of the face was exposed, the crest of the pile was farther from the face, and the pile was heaped high along the center line of the tunnel leaving room to walk along the ribs to the face. Fragmentation was appreciably increased. It gave the impression that the slabs had been thrown against each other with tremendous force, promoting the movement of the broken rock along the center line of the tunnel away from the face. Because the drilling and the charge weights were unchanged, the evidence was convincing that the difference in timing was responsible for the difference in results. Probably a greater portion of the energy from the explosives had been expended in doing useful work on the rock. Zeros followed by two periods of millisecond delays were used in the V cut and in two slabs to either side of the cut in this simple round. MUCH descriptive matter has appeared on the subject of suspension roof supports, or roof bolting, as it is more commonly called. The widespread introduction of roof bolting into coal mines and metal mines is truly phenomenal. Mine operators were quick to recognize the advantages of supporting wide openings without hindrance to machine maneuverability and ventilation. Although suspension roof support has long been installed at St. Joseph Lead Co. mines in southeast Missouri,'" its application to coal mining presented new problems, such as proper anchorage and bearing for the bolts, bolt diameter, and spacing of bolts. After continuous testing and experimenting at the mines, standard roof-bolting materials were determined.'!' The study reported in this paper is not concerned with such details as bolt diameter, which may be considered already solved in practice. In the tests discussed here, small models patterned on actual bolts were found to function in the same way and as satisfactorily as their prototypes. The aim of these tests was rather to investigate the influence of roof-bolting systems on the stress distribution around mine openings and to study the fracture patterns obtained in actual testing. Little was found about this in the literature, as testing of suspension roof methods and quantitative measurements are only now coming to the fore. Several suggestions and actual measurements have been made to evaluate critically the functioning of roof bolting systems, single roof bolts, and parts thereof. Outstanding among them is Bucky's outline of structural model tests.'" Since none of the suggested testing equipment was available, however, for the experiments discussed below, a different approach was chosen. The response of a mine roof under stress has often been compared to that of a beam. The slow coming down and bending through of beam or plate-like banks of shale, sandstone, or top coal is a familiar occurrence, extensively cited in the literature." It was felt that testing of roof-bolt systems installed in a concrete beam which was loaded in bending would be a fair approximation of the behavior of a mine roof underground. Another school of thought considers the roof behavior over an underground opening in connection with the stress distribution all around a circular or rectangular opening. This is more accurate, and leads to the concept of a dome-shaped zone of material destroyed under tensile stress. This is likewise a common sight in unsupported roadways where the continuous fall of roof results in what has been called the natural outline of roof fracture. This theory could not be tested and is treated separately in Appendix B. It is important to note that according to both assumptions the immediate roof fails in tension; the use of a beam in these tests, therefore, should give information valid for either of the two theories. With the testing equipment at hand it was possible to load concrete beams 6xlx0.5 ft under two-point loading, giving an equal bending moment over the center part in which the model bolts were installed. A comparison was made of the ultimate loads needed to break plain beams and beams in which roof bolts were installed. Arrangements were made with: 1—plain beams; 2—bolts with plate washers, some with holes drilled at 90" angles and others with holes drilled at 45" angles; 3—bolts with channel irons underneath; 4—bolts in holes filled afterward with cement; and 5—bolts anchored in a stronger stratum. The foregoing arrangement is made in order of increasing strength, as assumed from the theory of reinforced concrete. Likewise, laminated beams with wooden model bolts and with combinations of the foregoing set-ups were tested. All in all, 21 experiments were made out of the much greater number of combinations possible. There were, too, some trial tests. Enough observations from this limited number were made to interpret the behavior of mine roof, supported by various types of suspension bolts, at fracture. In present-day concepts, which have been proved by mathematical derivations and stress analyses, any opening driven underground will change the distribution and magnitude of the stresses existing around it. It does not matter whether the stresses become visible, as in rocks whose strength is less than the forces acting upon them, or whether they are invisible, as in the gangways lacking evidence of rock pressure. In this latter case the rocks can withstand changes in stress-distribution. To consider the mine roof as a beam, there are, with transversal loading, tensile stresses in the lower fiber and compressive stresses in the upper layers above the neutral axis of the beam. Beams of brittle material such as rock and concrete fail exactly as shown in Fig. 1. Nearly all model beams showed the same fracture pattern as that of a tension crack. Probably the newest thing in mining safety, or safety for mines, is the apparent dissatisfaction on the part of the mineral industries, as represented by both management and labor, and the general public of the Nation, with the safety record of the mining industry. This is reflected by published comments and papers in the technical press;l-9 in labor periodicals,10,11 in popular journals and periodicals,l2, 13 and in the daily press; also by discussions of the Safety Committees sponsored by the National Safety Council,9, 14-15 the American Mining Congress,l.l6 the American Institute of Mining and Metallurgical Engineers,2,4 the Mine Inspectors' Institute of Amerthe Coal Mining Institute of America,5 19 the American Standards Association, and others.20.21 Mining safety is a joint problem of management and the individual workman. Safety is not attained and will not be attained solely by laws, decrees, and commands because, if it could be done in this manner, acceptable mining safety would have been achieved long ago by the individual states in our Nation and by the nations abroad. The best safety performance is found at plants where management provides a safe environment for the workers; where supervision is efficient and super- visors, others concerned with promoting safety, and the individual worker know through training, experience, and personal contact the safe and unsafe practices of their field; and where the trained individual worker has become safety-minded by experience, quiet influence, unconscious suggestion, and personal guidance. Despite what may be said to the contrary, progress has been and is being made in mining safety. This is shown in Fig 1 to 4. It is beyond the scope of this paper to give possible reasons for the valleys and peaks in the fatal-injury rates. Some recent factors that appear to be contributing to the improvement in these rates are briefly discussed. Aside from mining equipment, "what's new in mining safety" for some mines has been in effect or was tried by others long ago. A safety pro- gram is a living thing; as such, it must be vitalized and continuously fed with enthusiasm, constructive action, and improvements. Because safety is concerned with human conduct, it is necessary to practice safety at all times; if not, it is soon forgotten, and accidents occur. Mining-safety Records The large employment and production concerned with anthracite contribute much to the mining-safety records of the mineral industry. Approximately 81,000 persons are. employed in this industry having mines concentrated in an area of 480 square miles in northeastern Pennsylvania. Because of the achievement of the anthracite industry in safety during 1948, the other branches of the mineral industry can profit by a study of what has been done to achieve that record. Where one mineral is produced by other large groups having methods of mining that are similar in many respects to the anthracite-mining methods, an achievement in such a large industry is important. Salient factors concerned with safetye in the anthracite industry are: no radical change has occurred in the mining-safety regulations pertaining to anthracite mines. "MR. CHAIRMAN AND GENTLEMEN :I begin this talk by making a couple of comments which are of the nature of disclaimers.Firstly, and as the Chairman has otherwise indicated, I was neither ""born into"" nor have I spent more than a few years of my professional life in the mining industry. I mention this because many might, and perhaps rightly, consider that an added qualification in presenting a report of what the industry has accomplished. Indeed, I am not here to blindly defend all of its actions and inactions in respect to environmental control over the years. Nor am I here to seek absolution of the industry's past transgressions - if indeed that is the word. Mistakes might be a better one. I concluded some time ago that the effects of those mistakes are too difficult to assess against the sea of errors of our total society. I should mention too that I am not an environmental engineer or specialist - only a portion of my interest is involved with this field. Perhaps this permits a perspective which allows a more accurate and objective view.One further comment here. My job today, as I understand it, is to generally report upon the nature and extent of the response of the metals mining industry to control of the environment. In the case of an industry operating at more than a hundred locations and for various reasons at various stages of progress, it is not an easy job. On the other hand, I wanted to avoid the use of generalities because, especially within the context of environmental or ecological opinion and of the practice of condemnation of industrial segments, I think we've had about enough of generalities until we know far more than we do.Finally, I am quite aware that a statement of future plans to achieve environmental control does not impress or satisfy as many people as it may have done some years ago. Public opinion demands to know what is currently underway, today."

"Sediments in the vicinity of the hydrothermal seafloor massive sulphide (SMS) mounds are characterized by high concentration of metallic particles. They result from a long process of weathering of the primary mineral deposits and have been accumulated in depressions by mass wasting and hydrothermal plume fall-out. We present here the first results obtained on pore waters analyses of such sediments in distinct geological seafloor environments (in low-temperature hydrothermally active zones, on extinct hydrothermal mounds and in a remote depositional channel). Vertical concentration profiles suggest that the pore fluid composition is affected more by seawater circulation compared with hydrothermal fluid flow in all environments. The composition of pore fluids is affected by diagenesis and redox processes in the distal depositional channel where Mn2+ is released at depth with Cu2+.IntroductionMarine hydrothermal fields, hosting seafloor massive sulphides, are potential resources for future deep-sea mining and might become economic reserves for the industries. They are widespread at mid-oceanic ridges, arcs and back-arc spreading centers (Hannington et al., 2011; German et al., 2016). Sediments in the vicinity of these fields can contain unusually high concentration of Fe, Mn, Zn and Cu among other metal elements (Shearme et al., 1983). These hydrothermal, or metalliferous, sediments result from a combination of processes such as collapsing and weathering of chimney material, filling of the channels by turbidite-like mass wasting, in situ authigenic mineralization and hydrothermal plume fall-out (Goulding et al., 1998; German et al., 1990). The sediments contain important indicators reflecting the development of the hydrothermal systems. Because of their widespread distribution and metal content, they themselves can be considered potential mineral resources. Circulation of seawater through these deposits, however, often modifies the sediment composition by oxidizing the sulphides into oxyhydroxides and clays causing mobilization of the metals. To address the importance of alteration and diagenesis of these hydrothermal sediments, including the result of seawater circulation, we investigated the post-depositional processes occurring in the hydrothermal sediments at the TAG Hydrothermal Field (Mid-Atlantic Ridge, 26°N), focusing on the mobility of metallic cations in a number of different seafloor environments."

I HAVE been puzzled by two lines of thought'; one emanating from Washington, D. C., to the effect that we must all cheer up, that in a very short time, measured in terms of months, prices would begin to recover, business would become normal, and prosperity would continue on its way just as before the interruption of a year ago; and a second, coming from certain industrialists and economists, expressing fears that all commodity prices were in for a long downward trend, which would cause much unemployment, eventually drag down wages and so restrict purchasing power as to further aggravate the situation. One basis for the fear of a downward trend in commodity prices' is that ifter great wars a depression could last for something like 40 years-the downward trend to such a depression after our recent World War having been postponed for some reason or other; and the basis for another fear was that the production of gold was becoming less. I had 'also been trying for some time past to refresh my recollection as to how my ow11 particular lead interest climbed out of the depression of 1893; and as all the metals have had, and still have. relative values and prices, I can best express what I have in mind by talking principally about lead.

"Metal prices are central to a mineral investment decision and have a profound impact on the financial performance of companies in the mining industry. At its most basic level, metal prices are influenced by the disequilibrium between international metal volume supply and demand. That is, the commodity price is a regulator that equates international metal supply and demand where inventories act as a buffer between the emergence of this disequilibrium and its dissolution through a price change.From this viewpoint, mining companies are required to forecast metal and bulk commodity prices when evaluating minerals projects through discounted cash flow (DCF) analysis. While supply-demand models are instructive, many companies use historical prices, spot prices, futures/forward pricing and consensus opinion (or a combination of all of these) to develop price forecasts.This paper discusses the definition, fundamentals and differences between futures/forward and consensus pricing and the appropriateness of each in a DCF model for mine project economic evaluation.Our results demonstrate that great care is required when using either futures/forward or consensus pricing and that the decision to use one rather than the other requires consideration of other important elements in the DCF model (ie the risk-adjusted discount rate).CITATION:Martinez Tipe, L A, McKibben, J and Barry, S, 2016. Wetting agents used for heap leach gold applications would appear to have technical merit in aiding in recovering higher levels of precious metal. Many questions, however, remain as to whether they will function in practice, on what type of ore are they effective and if there are any negative affects associated with their use. A series of experiments are conducted at Bateman Labs, Sparks, Nevada, to determine under what conditions reagents of this type are useful. Carbon kinetics test work was also performed to determine if there are negative aspects associated with carbon loading with the use of these treatment chemicals. This paper outlines the results of these research evaluations, the general chemistry associated with action of wetting agents on leach ores and future work which is planned to further determine the viability of these products in the mining industry.

In the Netherlands, bottom ash contains typically about 18% metals originated from the MSW, and current industrial practice could recover about 10% metals through magnetic and eddy current separators. The remaining 8% as the finer particles is difficult to recover through current physical separation technology. Among various alternatives, vitrification is one of the promising options to immobilize the ash and recover the remaining metals. During vitrification a homogeneous glassy slag and a Fe-Cu based alloy were obtained. In the cur-rent study, the metal alloy recovered from the bottom ash originated from a Dutch Waste-to-Energy plant contains about 82 wt% Fe, 12 wt% Cu and 6 wt% other alloying elements and impurities such as C, S, P, Ni etc. The generated alloy does not have direct commercial applications, and separation of copper from iron-based alloy is critical to obtain the market value of both copper and ferrous constituents. To find a suitable processing route of this metal alloy, various alternative approaches have been considered for an efficient removal of copper from the alloy, and the focus in the present study was on the sulphide treatment at elevated temperatures of 1400 ~ 1500oC. The tested sulphide systems include pure FeS, FeS containing sulphide mixture (such as Na2S and Al2S3), pyrite (FeS2) mineral, ZnS containing sludge as an industrial waste. It was found that the carbon saturation of the alloy is proved to be an essential condition for a proper phase separation. The results showed that FeS mixed with Na2S, ZnS containing sludge and pyrite are effective sulphide systems for copper removal with a removal efficiency of 92% by using pyrite and 95% by zinc sludge at a S/Cu ratio of around 7 times of the stoichiometry. The copper content drops from 12 wt% to about 2 wt%. However, it is still difficult to remove copper completely from the alloy in a single step, and a multi-step operation is needed. The present research is expected to contribute both to the utilization of the metal recovered from bottom ash, and to the general recycling of steel scrap where copper removal from the steel scrap is a critical issue.

Various sulfide compounds such as Na2S, Al2S3 and Ni3S2 were added to promote the copper removal. Pyrite and zinc sludge (containing ZnS) as waste streams were studied with specific interests. The results showed that both zinc sludge and pyrite are effective for copper removal with the highest removal efficiency of 95% by using pyrite. The copper content drops from 12 wt% to about 2 wt%. However, it is still difficult to remove copper completely from the alloy in one step, and a multi-step operation is needed.

In Electric Arc Furnace (EAF) steelmaking, dust emissions are collected in a baghouse to prevent their escape to the Environment. This fine dust, predominantly iron oxide, also contains oxides of various other metals introduced into the EAF from the scrap charge. For example, mixed or galvanized scrap brings with it zinc, lead, and small quantities of cadmium which preferentially accumulate in the collected off-gas dust. Stainless steel scrap brings chromium into the charge, some of which also makes its way into the baghouse dust as hexavalent chromium-containing oxides. Because many of the contained heavy metal oxides are water-leachable, the U. S. Environmental Protection Agency has listed EAF dust as a hazardous waste which, as of August 8, 1988, cannot be 1andfi11ed without first being treated. Moreover, beginning August 8, 1991, all dusts with zinc concentrations of 15% or greater will be required to undergo high temperature thermal treatment to remove the heavy metals prior to any further disposal. This deadline represents several EPA-granted time extensions to the original requirements; extensions which were granted to allow for further development of process technologies.

The INMETCO process has been modified so as to recover nickel. chromium and Iron from a wide variety of metal containing waste-streams. This now includes the recovery of metals from spent acid solutions such as chromic acid etching I1quids. nJcke1 and chromium plating solutions; stainless and superalloy pickling solutions. etc. In addition. hazardous electric furnace stainless steel and. superalloy baghouse bags can be processed so as to recover the valuable metall1cs. A detailed review of the above new recovery techniques w1ll be discussed as well as the current operating methods used at INMETCO.

History The birth of the mining industry of Canada took place about 1670. According to Salone (Salone E., La Colonisation de la Nouvelle France, page 205) the first discovery of ore in the country was made by an iron-master, Monsieur de la Potardiere, near Trois Rivieres, Quebec. Under French rule some prospecting was done; but at this time no one seemed to consider the working of mines practicable. It was not until the time that Begon became Intendant, when the Marquis of Vaudreuil was Governor, that mining was attempted. Begon was a patron of industrial arts and did his best to promote home manufactures. The mining industry was developed under his regime and discoveries of copper and lead ores were made in 1730. About this time the St. Maurice Forges were erected to treat bog-iron ore, and they were in operation for many years. Prior to 1747, iron pans to the value of £21,000 were manufactured, together with bar-iron and plough-shares. About 1769, that is, ten years after the conquest by Wolfe, stoves and other articles, and, later, potash kettles, appeared. What is still more interesting to us-or was, at least, to General Wolfe-is that cannon balls made at the St. Maurice Forges delayed his operations. A map dated 1744, a copy of which appears in the report of the Ontario Bureau of Mines for 1913 (Vol. XIX), indicates the extensiveness of the wanderings of the French and also shows the location of the lead mine on the east shore of Lake Timiskaming. Bog-iron ore was turned into metal, with charcoal for fuel, at Norman-dale, Norfolk county, Ontario, in 1813, and at Clementsport, Nova Scotia, in 1825. In a volume published in 1672, reference is made to the occurrence of coal on the Atlantic seaboard, and in 1677 Monsieur Duchesneau, the Intendant, levied a royalty of twenty sous per ton on all coal taken from Cape Breton.

The Miami Copper Co., Arizona, is asking Congress to reimpose the import duty of two cents per pound on copper which, by law, has been suspended until June 30, 1950. C. Donald Dallas, chairman of Revere Copper and Brass, champion of a duty-free regime as regards the red metal, has been answering E. H. Westlake, Miami president, now that Mr. Westlake's statement to stock- holders has been salted away for posterity on wire recorders. Even prior to this action and at the instigation of two prominent consumers of pig lead, the House of Representatives has, in the confines of committee, not yet reported out, as of June 16, a bill to suspend the duty on lead for another year from expiration of the present law June 30, 1949. But apparently the bill was started too late. Thus the tariff issue becomes a Rip Van Winkle again after having slept for several years in the mountains of metals scarcity. During the wartime scarcity and the boom days that followed, most metal producers welcomed a considerable influx of foreign metal since it gave them a little surcease from constant teleibhone calls asking why that delivery of 300 tons of lead, 250 tons of zinc, and 1000 tons of copper had been delayed. These were the days when it was such an undisputed sellers' market that the sellers had even thrown away their certificates of ownership.
