A STUDY of subsidence and ground movement in the copper and iron mines of the upper peninsula of Michigan has been made by W. R. Crane of the United States Bureau of Mines and published as Bulletin 295 of 66 pages and 49 illustrations. As a result of subsidence, the country adjacent to the mines and over- lying the mine workings in this district is often broken to such an extent as to affect its value; mine shafts and development openings are occasionally so damaged as to be rendered useless, and water can enter the workings through fractures and cave-ins. The problem is more serious in the iron-mining districts, where villages and towns not owned by the operating companies have grown up around mining operations.

The knowledge-feigning, theory- straining mining engineer." -Anonymous INTRODUCTION Taxes levied against mining properties and operations are a critical cost in the economic evaluation of mining investments. Indeed, taxes represent a substantial cost of doing business in the minerals industry and often have a significant impact on corporate investment decisions. A good example was the postponement of mineral development in the state of Wisconsin, primarily because of what was perceived to be excessive taxes imposed by that state. In many respects mining investments are no different from other industrial investments. Astute taxing authorities should recognize that geologic endowment is a necessary but clearly not a sufficient condition for mineral investments. The fact that a mineral deposit exists does not necessarily mean that it will ultimately be developed-a point that many taxing authorities fail to recognize. While it is true that ore deposits are not mobile in the sense that they cannot be physically moved to a district having more favorable taxes, corporate investment capital certainly is mobile and flows to ventures which maximize wealth to the firm. In short, higher taxes reduce project yields and tend to drive investment capital elsewhere. The appropriate type and level of taxation imposed upon the mining industry continues to be a very controversial and emotion-charged topic. Mining activities have been taxed at various levels over the years due to widely differing taxation philosophies. Location has also influenced taxation policies, as evidenced by the diversity of tax laws and assessment procedures applied to mineral deposits by the various states. Indeed, mineral taxation varies from state to state, from county to county, and from one mineral commodity to another. Whether or not a given tax is appropriate for a specific mineral deposit, or even an industry, is a difficult problem to assess. First, the type or kind of tax which should be imposed must be considered. Second, it is most important to define a fair and unambiguous base against which to levy the tax. Finally, one must consider the tax rate to be applied to this base. It is the combination of these two components

FOR some reason or other, Mine Taxation has never been a popular subject for discussion in meetings of this kind, and it has never received the study and consideration its importance demanded. By way of explanation, two reasons may be suggested. In the first place, the computation, adjustment, and final payment of taxes, have been looked upon in most cases as a Head Office chore. Secondly, since taxes represent an uncontrollable cost item, they have been treated as an added rather than an inclusive factor in calculating unit costs. Perhaps because I am half Irish, and therefore resent taxation of all kinds, perhaps because I am half Scotch, and am therefore concerned with the results, I have always taken a keen interest in this subject. Moreover, by some peculiar set of circumstances, I have been a participating party in many, perhaps I can say most, of the discussions on this subject that have taken place between the Governments and the representatives of this industry during the past thirty years. Looking backward, certain very definite impressions remain. Political considerations have never had any part in these discussions. Views have been exchanged upon the frankest possible basis, and, when we disagreed on some particular detail, we agreed to disagree, and followed through in harmony and? good faith. We, as an industry, have refrained from importuning and fault finding in ways that might be considered as petty or selfish, and it is only upon occasions such as this, where conditions necessitate action, that we lay our troubles before the powers that be. The Ontario Mining Tax Act was drafted by men who were earnest and practical as to purpose, and that Act has stood the test of time. It is, in. truth, a mode! Act, for it has been copied in its general clauses by both Quebec and the Dominion of Canada. We all know that, when a machine is running smoothly, we should leave it alone. The same is true of a well designed, easily applicable, taxation measure, and our present difficulty with respect to this Act arises out of an amendment made in 1916. In that year, you will remember, the Dominion imposed a wartime Income Tax Act. It was described as a wartime necessity and it was intimated t:1 at with the end of hostilities its application would be restricted and finally cancelled. The rate of taxation was modest, and when the Ontario Government was asked that the Dominion Income Tax be allowed as a deductible item, they readily acquiesced. This was looked upon as a temporary arrangement.

THE first year to which the Revenue Act of 1936 has applied is now passed. It is appropriate to try to give some calm thought to the plan of Federal income taxation as now imposed and what it will mean to the business and industry of the country if this plan of taxation is continued unchanged. Whether or not we like to pay these taxes is beside the point. Taxes are high and may be expected to be high for many years. The important question is whether the taxes to be imposed will destroy or injure business enterprise and development, and, in so doing, lower the standards of employment, living, comfort, and welfare of our people. The power to tax is the power to destroy. That destruction may come suddenly as a cyclone, or slowly as dry rot. What, if any, features are there in the present plan of Federal income taxation that have these destructive tendencies? A few of the points follow that seem to call for consideration.

A LUCID, thorough and powerful review of the impact of your tax laws on mining operations has already been presented by Granville S. Borden*. He has brought into focus and relief the pressure-points at which the shoe pinches most, has suggested some remedial measures, and enunciated much sound doctrine about the inter-relationship and interplay of taxation policy and mining activity. Under the heading "What Every Lawmaker Should Know", he laid down the fundamental proposition that "the magnitude of our mineral resources varies inversely with the magnitude of the taxes levied upon them." With this, as with his other major premises, all mining men must be in hearty concurrence. There can be no doubt that a flourishing and expansive future for the mining industry in this country, in Canada, or anywhere else will depend on the thoroughness with which these fundamental propositions are grasped by legislators, by national policy-makers and by public opinion at large. Coming to the specific points to which Mr. Borden has drawn our attention, I will touch on the corresponding provisions in Canadian federal tax law, by way of comparison and contrast.

Early in my term of office it was announced that my Presidential Address would make particular reference to the subject of Mine Taxation in Canada. With this purpose in view there was drafted a Balance Sheet and Earnings' Statement of a Gold Mining Company. This in turn was submitted to the Dominion Income Tax Authorities in Ottawa and to the Minister of. Mines of each of the several Provinces of Canada. The response to the invitation was not as complete as we had hoped it would be, but the figures that were obtained will be presented during the present meeting, and they constitute, I hope, a sufficient basis for extended study and additional enquiry during the year to come ( 1) . In the form letter that accompanied our request to have the submitted earnings assessed, I made the following assertion: "In this work we have three objects in mind. 1.--We will get direct comparison between the different Provinces in Canada. 2.-We will in this way educate our members concerning taxation as it affects the mining industry. 3.-We will publish the details as to how the assessment is calculated by each body, so that a Mine Manager in the most remote district will have a ready reference to guide him in his annual return to the taxing bodies. As things stand, there is no intention of making this a basis for a critical attack on the present rates assessed. It is intended as an authoritative summary of actual conditions as they presently exist".

IN preparing this paper on Canadian mine taxation, there has been no attempt to detail the requirements of the various taxing bodies; but rather to consider the matter from the standpoint of its underlying principles and give a general idea of the methods adopted. I have added an Appendix setting forth the principal features of the various Acts, which should be used for general reference only, since new rulings alter minor details from time to time. In current legislation, many important points are left to the discretion of the Ministers and their deputies. We are, indeed, fortunate in having in Canada an able and conscientious body of permanent officials, who bring a sense of justice and courtesy to their work which is most commendable, and which has done much to simplify the working out of general problems. The production of metals may rightly be deemed a form of manufacture, but differs from the average manufacturing business in three important respects: (1) In its early stages, it is wholly speculative, since it is impossible to make any definite appraisal of value or possibilities. (2) The principal asset of any mine, i.e., the ore in the ground, is a wasting asset, and is irreplaceable. (3) Any additional burden by way of taxation cannot be passed on to the public but must be borne entirely by the producer. Having regard to the first of these differences, it is apparent that, since the risk of loss is great, the reward in case of success must be correspondingly great. This fact seems to be constantly overlooked by those who regard the all too few outstanding successes in Canadian mining history as fit prey for predatory legislation. As an illustration of the speculative nature of early mining development, let us consider the Province of Ontario-and I take this illustration simply because I am more familiar with conditions there, and not because I believe it differs greatly from any other province. From 1907 to 1933, 165,243 claims were staked and recorded, from which 43 mines were developed which paid one or more dividends. There was, of course, some duplication through re-staking; also, on some claims very little work was done, and most mines have more than one claim. But, since staking and recording cost real money and effort, each of these claims must have been considered to have had merit.

TAXATION has become a major item in the operation of Canadian mines, and, as such, merits our most serious consideration. I feel it was a splendid idea for the Institute to set aside this time for a frank discussion of this important subject, and believe great benefit will result from a better understanding of the methods and underlying principles involved. Mining, as a great national industry, may quite properly be called upon to pay its fair share of the cost of running the country; and there is no tendency on our part to avoid this responsibility. There is, however, a very definite demand that the proportion be just, and fairly and sensibly applied. I believe that Mr. C. G. Williams, Secretary of the Canadian Metal Mining Association, and others, are giving details of the various Provincial and Dominion regulati6ns, so I shall not touch on that phase of the situation. However, there are some important factors to which I should like very briefly to call your attention. The first is the vital need for stability. As you all know, a considerable period must elapse between the preliminary stages of any mining venture and the time when it comes to production-or is finally abandoned as un-profitable. These early days are fraught with many unavoidable uncertainties. If, to these natural hazards, the apprehension of instability of governmental action be added, the risk becomes so great that capital seeks other and safer fields for investment, and many otherwise promising projects are thus discarded. There probably never has been a time in recent years when so much money was seeking investment as now. Under favourable conditions, the development of our great mineral resources would be a natural and attractive outlet for this money. The amount of taxation which the mining industry can properly absorb is of the utmost importance at this time, and it might be well to consider this question in its relation to the economic stability of our country, for it cannot be too greatly emphasized that direct taxation is only one item in the net return which our governments derive from the mining industry. Indeed, the many indirect benefits are so manifest that it would seem almost unnecessary to enumerate them! We almost invariably think of mine taxation as a direct company tax-overlooking the fact that sales tax, customs duties, acreage tax, income tax on mine dividends, foreign shareholders' dividend tax, and others, must all be taken into consideration. It would seem that the economic value of non-ferrous metal mining in Canada is not sufficiently understood and appreciated.

The report of the Forestry Committee, presented to the recent Imperial Conference at London, is discouraging in its view of the future of timber resources and supplies. From a review of the forestry situation throughout the world, there is every likelihood that, thirty years from this, a shortage of the soft-woods will be severely felt. In the United States, only about one-third of the present forest area contains virgin timber. This will be cleared at the rate of five and a half million acres a year, so that in twenty-five years it will be about all gone. Canada has only about 27 per cent of her original forests left, and her virgin soft-wood will last but another half century. At the present time, the value of her lumber products is over $300,000,000 annually. During the summers of 1909 and 1910, the Government of Nova Scotia caused an examination to be made of the forest conditions in this Province. The reconnaissance, which was under the direction of Professor B. E. Fernow, of Toronto, involved an examination of the various soils, the rate of growth of the wood, and a general survey of the forest area. The importance to the Province of conserving its forest resources was clearly shown, and a number of recommendations were made, which; however, were never acted upon.

Due to the global financial crisis, the world economy has turned upside down and most major economies in the world are facing severe recession for the past one and half year. During this period most commodity prices have tumbled by more than half from their peaks and such a sudden and severe economic downturn is not seen since the great depression. This sudden drop in commodity prices and lack of credit made many mining operations unviable and even those mines that are marginally viable at this point are operating under severe cost pressures and capital expenditure restrictions.

Fluctuations in periodic reconciliations between the mine and the mill are an expected and common experience in mining and processing operations. These fluctuations are caused in part by errors in the estimates of tonnage and grade of the mined material as well as errors in the millÆs assessment of the material processed. Keeping these errors small and unbiased is an important aspect of an efficient operation whose primary goal is to derive maximum benefit from the exploitation of the mineral resource.These fluctuations in periodic reconciliations can also mask subtle but economically important problems which may take years to identify and resolve. Such problems can result from a poorly-conceived model of the mineralisation which affects both the spatial distribution of the ore as well as the tonnage - grade distribution over the range of cut-off grades. Poorly conceived models of the mineral resources and ore distribution can arise as a result of insufficient and inadequate?drilling and sampling of the mineralisation, inappropriate?application of geological?constraints in the estimation process and the use of inappropriate methods to estimate the block grade distribution. This paper presents three case studies from gold and copper mining operations, two of which experienced significant problems with their mine to mill reconciliations over extended periods of time. For the gold mine in case study 1, sampling problems were ultimately considered to be the main cause of the poor reconciliations between grade control predictions and the mill which persisted over a period of 18 months. In addition, incorrect application of resource modelling methods contributed significantly to a mismatching of the mill capacity with the mine at the beginning of operations. For the underground copper mine in case study 2, a change in the approach taken to resource modelling brought marked improvements in ore definition and more accurate predictions of ore grade and better production forecasts.The third case study describes the background to the expansion of production to exploit a large tonnage of lower-grade stockwork mineralisation in an open pit gold mine. Several years of favourable Mine to Mill reconciliation data from the mining and processing of higher grade and lower grade stockwork styles of gold mineralisation provided the confidence in the approach to grade control to support the expansion plans during a period of low gold prices.The paper is intended to complement the discussion of mineral resource estimation methods and risks in Section 6.1.3 of the Mine ManagersÆ Handbook to be published by the Australasian Institute of Mining and Metallurgy (Schofield, 2012).CITATION:Schofield, N A, Moore, J and Carswell, J T, 2012. Reconciliation has become very topical over the last ten years but how do we distinguish what is good practice, and even more importantly, show how it adds value? Reconciliation at Anglo American has received support from the very top of the company and this has enabled success in the design and implementation of a range of processes, reporting activities and actions. Focus has been on full Mine Value Chain Reconciliation (MVCR) from Resource to Product and on proactive cross-functional engagement. A standardised set of reconciliation definitions and relationships are used at all mines across the company to diagnose planning and performance issues. Results are formally presented in an efficient dashboard format, accompanied by a concise narrative to communicate what has been learned and what is being done to correct, improve or change practices. Importantly, effort has also been made to sustain MVCR by embedding good practice and quantifying the benefit of reconciliation explicitly via linking results to value.This paper sets out the lessons learned from the past two-years’ journey, highlighting areas where good practice has been defined and achieved. A ranking for quantifying reconciliation confidence over time is presented as a means of putting results into context and continuously improving the reconciliation process. Finally, a solution to define the value that can be derived from reconciliation is described, detailing how cross-functional personnel meet monthly to review results and implement actions that are tracked in terms of value creation.CITATION:Morley, C and Arvidson, H, 2017. Much new data on the flow of gases have been discovered by recent experiments by the United States Bureau of Mines and others. Although additional investigation is still desirable, the information now collected seems sufficient to attempt a tentative coördination of the friction factors. This study is confined entirely to fluid friction when the density throughout the duct is so nearly constant that it may be so considered. In the subsequent discussion the following notation is used: v = mean velocity of fluid in duct, feet per second. v' = mean velocity of fluid in duct, meters per second. R = hydraulic radius of duct, feet. R' = hydraulic radius of duct, meters. S = the hydraulic slope. P = pressure absorbed by friction, pounds per square foot. p = pressure absorbed by friction, pounds per square inch. p' = pressure absorbed by friction, kilograms per square centimeter. A = sectional area of duct, square feet. O = perimeter of duct, feet. L = total length of duct, feet. L' = total length of duct, meters. d = diameter of a cylindrical duct, inches. w = density of the fluid, pounda per cubic foot. g = specific gravity of the fluid compared with water = w % 62.4. A standard set of coal mining laws for the entire United States is hardly practicsble, yet the numerous variations in the state laws for almost every item seems entirely unnecessary. The same useless variations appear in almost every comparable section with no apparent reason except that no attempt has ever been made to codify them, and as they were developed over a long period of time by innumerable individuals and legislatures, the present situation is the logical outcome of lack of cooperation between states. The ventilation of a mine is affected indirectly by many provisions not listed specifically under this heading, so that it would be necessary to tabulate the major portion of all the laws to secure a complete comparable digest; therefore only a few of the more important have been set down here. This point is well illustrated in the section providing for clearance between car and rib, which is intended as a safety measure against personal injury, but is very important from the standpoint of ventilation because of choked airways in mines on two-entry system. Confusing Phraseology Misinterpretation and confusion may be expected from the phraseology alone; one state provides that the scale of the mine map shall be "not more than 100 ft. to 1 in.;'' another state demands "not less than 100 ft. to 1 in." Both probably mean the same thing and seek to prevent the operator from furnishing a map on which the workings will appear SO small that the detail is illegible. Legislation is certainly indefinite that specifies structures must be fireproof when "near" a mine opening, and just what is a "dusty" or "gaseous" mine is open to argument in most of the states. The variation in spacing crosscuts and break-throughs and the limited number of men on a split seem entirely unnecessary, as the distance is not reduced in gaseous fields, excepting in Arkansas and Tennessee, which states produce a comparatively small amount of coal, and the number of men differs 100 per cent. and more for no apparent reason.

If I told you tonight at the outset that my prognastications for the future of mine ventilation were imparted to me by a palm reader or inspired by a vision, you'd dismiss what I had to say before I said it! If, on the other hand, I told you that my forecasts were the result of an elaborate computer model, derived from a complex algorithm, which in turn relied on finite element analysis -- and the entire projection confirmed by on-site experiments with a turbo hybrid-flow mine fan -- you'd sit up in anticipation and hang on my every word!! All of which places me in a terrible dilemma, because my predictions really lie somewhere in between. My intent is to talk to you out of my background of forty years in mine ventilation, looking ahead to conditions that I expect to prevail in the next fifteen years. You may be curious why I picked an unlikely time span of 55 years for my overview, and my response is that it bridges a career lifetime. "The last forty", of course, corresponds with the period of my professional employment since graduating with a B.S. and M.S. here at Penn State. "The next fifteen" bridges the period I expect (the Lord willing) to remain professionally active -- and coincidently brings us into the beginning of the 21st century. (I must confess to stacking the deck a bit: Since it's infinitely harder to look ahead than to look behind, I purposely minimized the forecast period and maximized the history! Besides, "forty" and "fifteen" have a nice phonetic ring, perfect 20/20 vision sums to "forty", etc., etc.). With these disclaimers, I'll invite you to join me now in a fast 55-year overview of mine ventilation, of necessity limited to a broad-brush treatment of the subject. (After all, this is an after-dinner talk, not a marathon!) In each- segment, I've selected the seven topics that seem to me of paramount importance: in the first part, seven accomplishments in retrospect, and in the last, seven expectations for the future. (The number "seven" needn't confound you, either: In the bible, it signifies "wholeness" or "completeness".))

Rio Algom Limited are currently undergoing a major expansion of their mining operations in the Elliot Lake area. To date this has involved the increase of output at the Quirke Mine from 4080 to 6350 tonnes per mill day (4500 to 7000 tons), the rehabilitation of the Panel Mine to produce at the rate of 2990 tonnes per mill day (3300 tons) by 1980, and the rehabilitation of the Stanleigh Mine to produce 4540 tonnes per mill day (5000 tons) by 1984. In addition, the planning for the rehabilitation of the Milliken Mine to produce 4990 tonnes per mill day (5500 tons) is now underway. This major expansion is taking place at a time of increasing awareness of occupational health matters and has involved very high capital expenditures and detailed planning related to the ventilation system to endeavour the provision of an acceptable environment. The paper discusses the ventilation systems, established and proposed, and relates them to historical and current data on mine air contaminants.

THIS paper offers examples of some of the typical calculations which occur in the ventilation of metal mines. The fi.rst section of the paper discusses the problems associated with natural-draft pressure; the second section presents the more common of the calculations concerned with the operation of mine fans; the third section illustrates the integration of the individual problems covered by the preceding sections into the larger problem of determining the operating characteristics of a fan for a particular mine duty. There is a very definite limit to the extent to which pure arithmetic can be successfully applied to the solution of min<; ventilation problems. As mines advance from the exploration, development, and initial production stage to the rime when underground workings become exceedingly complex, there is a considerable increase in the relative importance o theory and judgment in the solution of ventilation problems. These calculations illustrate the application of mathematics to ventilation, but they also in-elude examples of instances where arithmetic cannot be conveniently applied, and important estimates, based on judgment compounded of experience and a knowledge of the theoretical consideration involved, must be made. The inclusion of such estimates is intended as a guide and a warning to the reader; a guide in assisting him to recognize and estimate his own incalculables; and a warning that the solutions must not be blindly applied to his apparently similar problems. These sample calculations are intended to assist the reader in applying the theory contained in the standard texts on metal-mine ventilation. They have been selected from the ventilation experience of a British Columbia mine.

Common operating problems, such as vibration, parallel operation, mechanical failure, erosion, corrosion, and deficient fan performance are covered. Apart from identifying the potential operating problems, likely causes and suggested remedies are given. Fan type, fan accessories, and likely system effects and fan testing are discussed. Suggestions on what should be covered when evaluating different fan options and proposals and suggestions on the verification of supplier claims and guarantees, including cost of operation, the evaluation of initial capital cost, estimate on maintenance costs, and likely replacement expenditure over the life of the fans. In addition, fan reliability, operational flexibility, suggested construction details and fan vendor past history and experience are reviewed.

MINE ventilation has for many years been the subject of intensive study by numerous investigators who have presented their findings in forms that are understandable to the average mining man, and all this writer hopes to do is to review those findings in relation to the &apos;manager&apos;s&apos; problem in mine ventilation. It would not, perhaps, be wholly correct to acclaim practical mine ventilation as an exact science, because of the many variables entering into the problem. Each mine has its own particular problem and ventilation characteristics. Fan design, in contra distinction to mine ventilation, is an exact science, but the designer cannot always take into proper consideration the practical variations to which each mine is subject. Fan designers, accordingly, are forced to base their design on such data as the mine manager or engineer is able to supply, and, when it is borne in mind that the mine characteristic is constantly changing, it is not at all surprising that fans do not always show efficiencies hoped for. In many instances, fans work far beyond the de-signer&apos;s limitations, and, in consequence, are an economic disability in the colliery cost-sheet, and it is of paramount importance that the colliery manager evaluate all the factors involved in relation to fan performance for the colliery to receive full benefit from its investment.

THE South African Mining and Engineering Journal recently pointed out that no satisfactory solution of the question of compensation for silicosis can be arrived at by placing further liability of an inequitable nature upon the mines. There are at present 35 scheduled mines liable to contribute to the annual levy of $800,000 and provide for the net outstanding liability of $6,400,000. Several of these mines have, as yet, not been able to set aside sufficient funds against their out- standing liability to the Compensation Fund. The gold producers declare that the gold mining industry today is passing its zenith, and that the production of gold will decline, with a consequent lessening of the spending power of the mines, which in about ten years will be reduced to a great extent unless encouragement is given for the opening of new mines. It is during this period of decline that the mines will be required to meet the large burden already created by miners&apos; phthisis. In England the Workmen&apos;s Compensation Act, 1925, was extended to industries involving exposure to asbestos dust.
