MANY changes were made in the methods and equipment used in the mining of pebble phosphate rock in the generation immediately preceding the present World War and it would be extremely interesting to note the improvements that will be made during the next generation. Literally, much water has gone over the dam since the days when we used local cordwood for generating steam and drying pebble phosphate rock. belt-driven centrifugal pumps operated by steam engines. and floating dipper or centrifugal dredges; when we removed overburden by small steam shovels and transported it by dinkey locomotives and six-yard cars; when washing machinery was installed on wooden structures the washers being replaced every four to six years. Those were the days when men were plentiful, and 47 different mining companies were selling their products, based on .decidedly meager information; and. like so many mining operations, little thought was given to conservation. As the importance of phosphate rock has become more prominent in the thoughts of our economists, a more intelligent approach has been made to mining problems. Phosphate is one of the most important minerals in our world today. It contains the life-giving element of phosphorus, which is essential to the growth of every living cell in plant, animal, and man. This vital mineral is found in twenty-three states of the United States; however, for more than 70 years, Florida has led the nation in phosphate-production and now produces 70% of the requirements of this country. Since the early 1880% when rich phosphate deposits were accidentally discovered in a river-bed in Central Florida, the industry has developed into a multi-million-dollar operation. Phosphate mining began in Florida in 1887 with very crude methods and equipment. The original process was necessarily slow and tedious, resulting in total production of 3000 tons in 1888. Progress was made in improved mining operations, and by 1894. Florida had grabbed the lead as the nation?s largest phosphate-producing area, and is still in the top position.

This paper has been confined to the consideration of the working of thick seams, from six feet to sixteen feet, which are pitching at about thirty degrees to the horizontal. The discussion has been limited to these set conditions because they are the ones of commonest occurrence in the Southern Alberta bituminous coal district, because, from the point of view of safety, thin seams are more easily worked, and because a discussion of all the possible combinations of thick and thin seams pitching at angles varying from zero to ninety degrees with the horizontal would involve a task impossible in the time available. It has been assumed that the mine makes gas freely and that the coal is friable and tends to make inflammable dust which is highly explosive. Since the problem requires the taking into account means of maintaining a high proportion of lump coal, it is further assumed that lump coal commands a price considerably higher than the price which can be obtained for run-of-mine or for slack coal. Figure 1, tabulating the various factors which must be considered and their relation to each other, indicates diagrammatically the complexity of the problem. Any method of working becomes divided into two distinct components, the active workings of the mine and the old abandoned workings. While these are in a measure distinct, they are nevertheless inter-related, as shown in the diagram.

WITH the exhaustion of the sections of iron ore bodies amenable to opencut mining the iron ore miners raise the question: "How can we mine the extensions of these ore bodies in depth with the same costs as obtained in opencut work?" This question brings to the fore the relationship between mineral exploration and research on mining procedures. The iron miners must either find new de? posits amenable to their known methods of mining or develop new mining methods for deep deposits. It is understood that the oil companies will spend $30,000,000 next year in the search for new oil fields. How much the metal mining companies will spend in the search for new ore bodies is unknown, but without doubt the amount will run into several millions of dollars. If the mining companies that concern themselves with metals, nonmetallics, and fuels will set aside a substantial sum for fundamental and applied research in mining methods, they can not only lower their costs but increase their reserves thereby. Any increases in mining efficiency automatically result in increased ore reserves at no cost.

PRIOR to :1937 any discussion of mining and transportation in the iron mines of Minnesota would have been limited largely to conventional methods which have been used for years in the iron ore industry. Today, however, an inspection trip to the crest of almost any open pit on the ranges will re- veal great progress underground mining and the transportation of underground ore have also developed rapidly and if and when underground mining of iron ore again becomes generally economically feasible; these mining methods will probably witness a transformation equal to that which has taken place in the open pits.

INTRODUCTION ASARCO Incorporated purchased the East Tennessee Zinc Mines of the American Zinc Company and commenced operating on November 29, 1971. Presently, three mines are operating producing 6620 t/d (7300 stpd). The ore mined is sphalerite which occurs In lower Ordovician carbonates of the upper Knox Group and occurs in open space and fracture filling. Orebodies range from 3 to 46 m (10 to 150 ft) thick with dips from flat to 20º. The mining method is random room and pillar modified by shrinkage and bench stoping. Like other mining departments, the mining group at the Tennessee Mines Division is constantly looking for methods to improve productivity and safety and to reduce mining costs. This involves testing new equipment, trying new ore extraction ideas and making mining plant alterations to meet changes in operating conditions. The areas of change that will be described in this paper are longhole raising, jumbos and LHD loading, shaft sinking, conveyor transport of ore and sublevel haulage developments. LONGHOLED RAISES Raise driving has always been a hazardous occupation for miners and today it is becoming more difficult to get competent people for this kind of work. This problem has led us to seek an easier, safer way in which to excavate raises. IN Polk County, Florida, the mining of raw phosphates began some 50 years ago with dredging operations on the Peace River, and in other near-by places by removal of shallow overburden with negroes and wheelbarrows, or with mules and scrapers, and the excavation and screen-ing of deposits found close to the surface. There were many individual operations of comparatively short life. Later steam shovels removed the overburden, and still later hydraulic methods were substituted for the steam shovel. Within the last 10 years large electrically operated drag-lines have almost entirely replaced hydraulic mining for overburden removal. The matrix is still mined by hydraulic giants and pumped to the washer or recovery plant. The many small operations have long since disappeared and the most desirable phosphate lands have gradually been acquired through purchase or merger by the seven companies that are operating in the field today. These companies are producing and selling about 2,000,000 long tons of phosphate per annum, or about two-thirds of what the industry likes to think is the normal output, with 1929 and 1930 in mind. To produce these 2,000,000 long tons of raw phosphate, they mine and treat about 1,000,000 tons of tailings from older and less efficient opera-tions, about 11,000,000 tons of matrix, and remove from above this matrix some 22,000,000 tons of overburden. The mining practice that has made possible the excavation and handling of 34 million tons of material to win but 2 million tons of merchantable product, selling for probably an average of only $4 per long ton when dried, should be of interest to the mining profession, though little has been written of it. The Florida Pebble Field, as it has come to be known, comprises an area (Fig. 1) within a radius of about 18 to 20 miles centering around Mulberry in Polk County, a small town 30 miles east of Tampa, Florida's largest port on the gulf coast.

"The molybdenite property of Brynnor Mines Limited, Boss Mountain Division (wholly-owned subsidiary of Noranda Mines Limited), is situated approximately 360 miles northeast of Vancouver on the east slope of Takom-kane mountain in British Columbia's Cariboo District. Orebodies at the deposit fall into two categories; quartz breccia, and veins and stringers. The development of the breccia ore zone was started in June, 1964. The bulk of the ore is being mined from the stringer ore zone. The ore-body has been divided into 100-foot stopes and pillars. A sub-level blasthole method is used and the broken ore is handled in drawpoints and scram drifts. The development, drilling, blasting and handling of the ore are reviewed. The future pillar recovery operation is also analysed. The paper is also concerned with a scheduled shaft sinking program."

Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012). This is the second part of a three-part series. The first part was published in the October 2013 issue of Minining Engineering magazine and can be found here at www.me.smenet.org. This paper discusses methods of assessing the overall risk associated with those variables, and presents a statistical model based on a survey of 31 experts. The third paper, to be publised at www.me.smenet.org on Oct. 14, presents an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved.

One of the prime objectives of the mine industry is to develop a low cost way to clean up what has been called "The Rape Of Mother Nature". The project falls under the broad umbrella of reclamation, which is now considered an essential part of the mining cycle. As such, it is being given full consideration in the initial planning of all surface operations. In most areas, if a proposed mining system does not lend itself to proper reclamation, it is not an acceptable system. By combining mining and reclamation plans, a producer not only can minimize reclamation costs, but can also restore the land to usefulness and insure continuing profits after a deposit is depleted. As long as fifteen years ago, many of the larger mining companies were already deeply involved in this extra cost work. Even then the involved companies were projecting a great need for a bigger bulldozer, Bigger than anything commercially available. At that time, the D9 tractor weighed about 60,000# bare weight.

The George Fisher Underground Mine at Mount Isa applies the long hole open stoping methodology. During the reconciliation process of transverse stopes in the George Fisher North mine it was identified that excessive underbreak was regularly experienced, with the major contribution coming from the toe area inside the stope.While over break and the resultant dilution was well investigated and well understood, limited work was done on underbreak improvement. It was decided that a re-engineering process would be followed in an attempt to improve results. The prevailing stoping practices were scrutinised and the possible causes were listed.Some of the identified causes were design, drilling accuracy, equipment condition, mucking practices and direction of firing. It was identified that in most instances the underbreak was initiated in the slot area of the stope during the first firings. Once this happened, it was impossible to get good recoveries on the rest of the stope. The slot area was carefully scrutinised and the blasting practices were changed individually.During the following two years several different strategies were trialled to increase the toe recoveries. The results indicated an overall improvement of six per cent reduction in underbreak on average, by ensuring drilling accuracy and changing the direction of firing. The economic significance of these results outweighed the time and additional work load expended to establish the cause of the problem. This paper outlines the continuous improvement process undertaken to identify and rectify the major contributing factors to the problem. It also presents a set of recommendations to be followed in order to achieve positive results.

Since its creation in 1910, the Department of the Interior's Bureau of Mines has pioneered in the development of mineral technology, through research. From the very beginning, research on mine health and safety has been a dominating concern, and a responsibility that expanded markedly as a result of the Coal Mine Health and Safety Act of 1969. Until the mid-1970's research on fuel technology and coal production also was an important part of the Bureau's work. But in the four years following the 1973 oil crisis, Congress established a reorganized Federal energy research apparatus in which all fossil fuel research-encompassing extraction, use, and conservation-was centralized. Today, the Department of Energy houses Federal research on coal mine production technology, while research on coal and noncoal mine health and safety and environmental technology, and on noncoal mine production technology, remains in the Interior Department as a continuing responsibility of the Bureau of Mines. Learning is an iterative process, and we might reasonably expect that after more than a century of mining during an era of sustained technological development, (following a millenium or two of unrelieved hard physical graft), that the more obvious physical hazards could by now be competently managed. It is perhaps a reflection on the perversity of human nature that we have not fully learned our lessons in this exacting environment, and that worse, we have still too often failed to profit by the experience of those lessons. The more obvious underlying factors which impact on this situation are examined briefly, as a prelude to consideration of some outstanding examples of recurrent problems experienced in recent years. Reasons for the continued existence of sub-standard practices are outlined, with a focus on the human element, and finally proposals for appropriate remedial strategies are summarised. This paper therefore seeks to examine and discuss some of our deficiences and to suggest some directions for the way ahead.

Following a review of life-of-asset work at MMG’s Rosebery mine in which a proposal to increase production from 0.8 Mt/a to 1.2 Mt/a was mooted, questions were raised as to the seemingly arbitrary reasoning for the production increase. They included: Did the proposal actually add value? Was the production rate from the mine sustainable? Was it the best identifiable value-adding configuration?A multiple scenario analysis study commenced to model how various cut-off grade values against mill throughput, along with associated capital expenditure, would impact on the potential value of the operation. This was carried out utilising the ‘hill of value’ approach promoted by AMC Consultants.The traditional approach to these studies uses a constant cut-off value (NSR – net smelter return) for the whole mine analysis. This was thought to potentially introduce a large amount of variability to the model as different ore types were thought to have different processing costs and different underground lenses were thought to have different mining costs. With the aim of developing a consistent value measure that would be comparable between the lenses, an alternative measure was suggested for all ore block values in this model, irrespective of lens location.The new measure used was a mine variable value (MVV). This allowed for the variable factors of final metal concentrate production to be removed from the ore value. From a mining point this was the haulage distance from ore source to run-of-mine (ROM). For the mill it was the amount of reagents required, varying based on grade together with the amount of power required for crushing, grinding and tailings handling.From the initial run of the model, preliminary results lead to a conclusion of increased value being gained by either increasing cut-off grade or increased mill throughput rate. The validity of the result was tested using alternative price scenarios, which although changed the absolute value achieved did not significantly change the identified value-adding strategies. The realisation of these value increases identified are however contingent on higher sustainable development rates being able to be achieved mine-wide, higher backfilling rates being able to be achieved and overcoming recognised ventilation constraints. Further detailed studies are being put in place to identify the practicality of overcoming these recognised constraints and achieving the higher-value strategies identified.The ongoing objective of the hill of value model built is to keep the model alive as a life-of-asset planning tool and to continue refining the foundation data, such that various mining strategies can be analysed with increased confidence.CITATION:Hills, A J, Hall, B E and Poniewierski, J, 2014. THOMSON, president of the Montana School of Mines, gave an interesting talk on mining schools of the past, present and his ideas of the future before a recent meeting of the Montana Section of the A. I. M. E. He covered the history .of the various mining schools and com- pared the three main types of schools; those attached to or forming part of an endowed college or university such, for example, as' the Columbia School of Mines, the Mining Department of the Massachusetts Institute of Technology and the Mining Department of Stanford University. These resemble in a general way the second class, those attached to the state universities and colleges. The schools of this general type have had varied success.

The Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), also known as "Superfund", requires a listing of sites that have known releases or threatened releases of hazardous substances, pollutants, or contaminants throughout the U.S. When EPA determines that a significant threat exists, it places the worst contaminated sites on the National Priorities List (NPL). CERCLA provides EPA broad authority to clean up hazardous sites that threaten human health and the environment. There are currently 52 sites on the NPL that were placed on the list because of high human health or environmental risk as a result of non-coal mineral extraction, beneficiation, or processing operations. This list covers mining sectors from aluminum to zinc. While some of these sites were abandoned, many are still operating. (There are additional mine sites that have been recently proposed to be included on the NPL that are not included in this paper.) EPA is continuing to develop a mining program to address human health and environmental threats from active non-coal mines. EPA has performed a comprehensive study to assess the waste management practices at all of the 52 mine sites on the NPL. In addition, EPA is continuing to collect information on the specific mining sectors (i.e., gold, copper) that represent many of the NPL mine sites. One of the goals of this effort is to attempt to identify the types of mining practices that lead to human health and environmental problems at the NPL mine site. EPA estimates that there are currently 500 to 1,000 active mines (not including placer operations). While some mining NPL sites began operations before the turn of the century, only a handful of the NPL mines entirely ceased operations prior to 1970. Of the 52 NPL sites studied by EPA, 12 are currently active. By definition, these mines represent current mining practices. Approximately 17 additional NPL mines that ceased operations between 1970 and 1990 represent some degree of current mining practices. Therefore, at best, less than half on the 52 NPL mine sites can be said to definitely represent past mining practices. Although some mining waste management practices have changed over time, the basic technology for extraction and beneficiation of mineral ores have remained fairly constant over the last fifty years. While the use of acid to leach copper dumps, the use of cyanide to leach gold in heaps, and the spread of solvent extraction techniques has changed some aspects of mining, the basic operation of removing ore from the ground and concentrating it through beneficiation has remained fundamentally the same as when most of the non-active

"This research sought to facilitate improved stakeholder (community) analysis using discrete choice theory (DCT). The work considered 16 project attributes and four demographic factors. The discrete choice experiment was conducted in Salt Lake City, Utah to illustrate the usefulness of DCT in mining stakeholder analysis. The data was used in discrete choice modeling of individual preferences. The approach answers three important questions for enhanced stakeholder analysis: (1) What are the factors that affect individual preferences? (2) What is the effect of demographics on individual preferences? (3) What is the value of environmental and social impacts to individuals in the community? INTRODUCTION Stakeholder analysis is crucial for effective stakeholder engagement because it is important to identify and characterize stakeholders in order to effectively engage in dialogue with them. This is not only true for all stakeholders but true for characterizing the members of a particular stakeholder. The local community is usually the largest and most diverse single stakeholder group. Also, the local community is perhaps the most important stakeholder group. Thus, analysis of the local community is essential for project management. Conventional mining stakeholder analysis is a three-step process, which involves evaluating: (1) each stakeholder’s view of the project (positive, neutral, or negative); (2) how influential each stakeholder is (high, medium, or low); and (3) how they will be impacted by the project (high, medium, or low) (ICMM, 2012). The results of this evaluation are documented in a stakeholder analysis matrix (Table 1), which is used to classify the stakeholders into three groups: highly influential supporter of the project, neutral about the project, and highly influential opponent of the project. This process can be used to describe groups of stakeholders (e.g. community, non-governmental organizations, etc.) or individuals making up a particular stakeholder group (e.g. members of the local community)."
