I. INTRODUCTION. DURING the past 50 years the attention of mining-men has been turned to Africa, and within the past decade prospecting-expeditions sent into Central Africa have resulted in the opening-up of several mines. Having recently spent two years in the Belgian Congo for the Société Internationale Forestiere et Miniere du Congo, it is our purpose to outline briefly the mining-conditions in that part of Central Africa. Before it became, in 1908, a Belgian colony, this region was known as the Congo Free State. II. LOCATION AND AREA. The Belgian Congo lies in southwestern Central Africa, west of the continental divide, is illustrated in Fig. 1. It has a coastline of but 20 miles on the Atlantic, but widens rapidly eastward to points 5° north and 14° south of the equator. Its area is 908,000 sq. miles, which is almost one-quarter that of the United States and Alaska, or more than one and one-half times that of Alaska. Stated in other terms, its area is nearly one-third that of the United States, exclusive of Alaska and the insular possessions, or more than that of all the United States east of the Mississippi river. This meeting marks the point at which the long-standing dissatisfaction with the mineral-land laves, the innumerable protests against them, and the many isolated efforts to obtain relief, have developed into a general movement for the: revision. That part of the mining industry which is affected by these laws has three general organizations to speak for it: the American Institute of Mining Engineers, Mining and Metallurgical Society of America, and the American "A Mining Congress: all of which are represented in this meeting. In the series of able and thoughtful presented here, prominent men have discussed the evils of the present laws aid some of the reforms which should be made in them. We all appreciate fully the ultimate value of these studies; but we are also painfully aware of the fact that discussion of this kind has been going on for a quarter of a century without any other effect than a steady increase in the mass of printed records stored on library shelves. In order to get any practical result we must induce an indifferent government at Washington to act, and to do this we must unite in pushing some practical plan whereby it may act in a simple and effective way and with the least possible amount of criticism or opposition. The actual question before us is not whether the mining laws are bad; for their evils and absurdities are not only beyond discussion but also beyond the resources of a temperate and dignified vocabulary. It is not what particular changes ought to be made; for it is premature to make specific recommendations until there is some one to listen to them. Moreover, we all know that there are wisdom and experience enough available, and awaiting that time, for the creation of a code which would be a model to the mining world. The practical question now is, how to obtain the revision; and since the American Mining Congress has of late restricted its attention to this phase of the problem I wish as one of its representatives here to present its views upon the matter.

(Presented by invitation at a meeting of the Spokane Local Section of the institute, Feb. 17, 1912.) THE Pilares de Nacozari mine is located in Sonora, 75 miles south of Douglas, Ariz. The town of Douglas is on the International Boundary and is the place at which the ores from the Bisbee mines are smelted. The Moctezuma Copper Co. owns the mines at Nacozari, and the copper-concentrates shipped to the Copper Queen smelter, at Douglas, make a good smelting-mixture with the Bisbee ores. The Moctezuma Copper Co. and the Copper Queen smelter at Douglas, as well as the railroad from Douglas to Nacozari, are owned by the Phelps Dodge Co. The ore-deposit occurs in the form of a large ellipse with a major axis of approximately 2,000 ft. and a minor axis of about 600 ft., the major axis bearing about 90 W. of N. The whole of this ellipse is more or less mineralized; the surface being principally an iron gossan with some occasional copper-stains. Below the oxidized zone, which is not more than 50 ft. deep, the minerals are pyrite and chalcopyrite, with occasional seams of chalcocite, the latter being rare. There appears to be no well-marked zone of secondary enrichment, the oxidized gossan over the greater part of the deposit changing suddenly to what is apparently the original unaltered ore. The copper-values are concentrated around the perimeter of the ellipse, and it is principally around this perimeter that the mining is done. The ore mined averages a little more than 3 per cent. of copper, with a small amount of silver, less than an ounce per ton. Some ore of considerably higher grade than this has been shipped, however, but the above average is of the mill-run. The ore is wider near the two ends of the ellipse than along the sides, and is mined in some cases to a width exceeding 200 ft. Risk capital for mining ventures becomes harder to get each year as the costs for exploration, construction and money continue to skyrocket in today's inflationary economy. Because of this and because mining prospects must compete for the same dollar as many other needs of a diversified company, then the success or failure of any new proposal depends on how well its return on investment compares with all other capital requests. Mr. Kruger presents case histories showing what it costs to explore for new mines, how many of these prospects reward their promoters with success and how well some of the more famous mines have paid off.

The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Universities and other training institutions are meeting the traditional skill needs required by the industry, but are the skill needs going to be the same in the near future? The answer may be no. Mining is changing because of increased liabilities and costs of environmental and safety is-sues; lower grades of minerals in traditional mining activities and the advent of new bio-chemical processes and robotic equipment. More productive and economic alternatives, and larger, more sophisticated and automatic equipment, are also changing the industry. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs and productivity. And, the industry will likely be engaging in more undersea mining, possibly space-based processing, less human interaction and more remote control of events than was previously thought possible.

Within the past decade, incidents of mining–community conflicts have grown dramatically and represent one aspect of a phenomenon known as social risk. Research published in 2014 indicates that a lack of social acceptance is now a leading and costly cause of delays for mining projects.The rise of social risk, complemented by the need to earn the trust of an increasing number of stakeholders so that mining projects can be developed effectively, is problematic for the industry. Conflicts are occurring in situations where companies are fully compliant with regulatory and legal requirements, despite initiatives by mining companies to earn social acceptance and despite the proliferation of tools to support corporate social responsibility. Intensifying the impact of social risk is the fact that it has increased during a time in the global mining sector when companies have had to grapple with declining commodity prices, increasing capital costs and debt levels and the challenges of mining lower-grade deposits.This paper will explore a hypothesis that in today’s interconnected society, social risk in the mining sector constitutes a legitimate business risk that must be managed strategically. The reality facing mining companies is that information, once considered confidential, now travels quickly on social networks and via a growing number of groups and individuals that have earned a legitimate right to be classified as stakeholders in projects that affect their communities. To be successful, it is suggested that companies will benefit from increasing internal collaboration and providing training to equip teams to mitigate social risk to mining projects and protect reputation capital. The mining industry’s image is molded by what the public knows, or thinks it knows about mining. As Caterpillar prepared for the production of its educational video, Common Ground, the public’s perceptions about mining needed to be established. Before we could educate people about mining, we had to find out what they already thought. As those perceptions were analyzed, we were able to narrow the video’s focus to relevant, realistic approaches. We found out what people did not know about mining. And, most importantly, facts they should know were singled out - facts that could create more favorable attitudes. This research was instrumental in the final direction of the Common Ground project. What the public believes As these perceptions about mining were researched, it was found that the beliefs of the general public are dominated by four concepts. Quotations from interviewees are included with the discussion of each of these concepts. Figure 1 shows an overview of people’s beliefs before education.

There was once a speculative period of interest in small mining companies that is commonly referred to as "the uranium boom of the 50's." In the late 60's, there was a second mining stock boom: it centered around uranium and silver, when silver had reached a new high of $3.60. In the mid 1970Js, there may be a new boom in the making, and it appears that substantial public and institutional interest in mining equities will finally result in a viable long-term capital market rather than the boom-or-bust pattern of the 50's and 60's. The reason for Wall Street's renewed interest in mining is understandable: most mineral commodities have recently gone up in price. Domestically, these price increases have come in the wake of the inflationary spiral unleashed by years of unbridled government deficit spending and erratic fiscal and monetary policies. Internationally, of course, the biggest push for higher prices has come from third-world countries whose primary income derives from indigenous natural resources. Many of these countries-whose fiscal and monetary policies haven't been models of excellence either-have attempted to cope with the worldwide economic mess by forming cartels that could control the price of commodities. What's happened to petroleum is well-known; what's happened to copper, bauxite, phosphate, and uranium is part and parcel of the same syndrome.

At its Copper Cliff Smelter, Inco Limited processes a bulk copper-nickel concentrate in two Inco oxygen flash furnaces, The furnace matte is converted to low iron matte for further processing, and the molten converter slag is recycled to the flash furnaces. The flash furnace slag is discarded. Natural gas or coke supplies a minor proportion of the process heat requirements, thus limiting the flash furnace matte grade to the target 45% CuNiCo. Coke addition to the furnace offers a potential means of establishing a reducing barrier on the surface of the molten bath. Such a practice would be conducive to producing sulfur deficient (partially metallized) matte. At the same iron content, the iron activity of sulfur deficient matte is higher than that of regular matte. A supernatant coke barrier could, therefore, be expected to lead to higher nickel and cobalt recoveries, reduction or even elimination of magnetite furnace bottom build-up and increased sulfur elimination as S02 in the flash furnace. Preliminary experiments were conducted in a miniplant flash furnace to investigate the effect on process metallurgy of the suggested modified scheme. This paper presents the experimental results and discusses key aspects of the possible operation of the Inco flash furnace with a coke barrier separating the freeboard from the molten bath.

Two key strategies for a new generation of mining are developing domestic raw material production and doing so in an environmentally responsible way, according to presenters at the 83rd annual meeting of the SME Minnesota Section in Duluth (the 71st annual University of Minnesota Mining Symposium). From technical sessions detailing how to build com-munity support, to a short course on international perspectives in iron ore mining and processing, the two-day meeting emphasized the potential of Minnesota state deposits and the importance of maintaining productive community relations both locally and globally. The meeting of more than 300 mining industry professionals began on April 20 with a traditional convocation celebrating the values of northern Minnesota. The accompanying tradeshow, with a record 131 booths, showed the speed and vigor of the economic rebound. Keynote speaker Scott Anderson, vice president and senior economist at Wells Fargo, stated the prevailing mood of the conference: ?Wow, what a difference a year makes.? With metal prices and sales up and heading higher, he said, it was clear that the production-centered economic recovery is reaching the mining and the minerals industry. However, Anderson sounded a few notes of caution. Serious threats to economic stability remain, including the burgeoning national de?cit, high unemployment and the still out-of-control foreclosure crisis. Overall, he predicted a below-average recovery and stressed the importance of developing a long-term business strategy.

APROXIMATELY one third of the world's iron ore is mined in the United States; and about 80 per cent of this third is mined in the Lake Superior ore region, and about 60 per cent in Minnesota. The Lake Superior iron ore region covers a vast area in the vicinity of Lake Superior that contained in early geological times large areas of iron-bearing sediments, which today form metamorphosed iron-bearing rocks, such as jasper, chert, taconite, and slates. Concentration of the iron content chiefly through solution and resultant removal of silica produced the ore bodies we find today in rock folds as on the Menominee range, at dike or impervious wall intersections such as on the Gogebic range, and blanket-type enriched ore bodies ly¬ing on or within the ore formation, such as occur on the Mesabi and in steeply pitching ore lenses elsewhere. In many places, folding and subsequent erosion of the tops of the folded areas has resulted in steep dips in the ore formation and contained ore bodies. The upper eroded edges are mostly buried under glacial over-burden. The slightly dipping Mesabi formation is the principal exception as to steeply dipping ore bodies.

The concept of "heat recuperation" for the grate-kiln pelletizing system was first implemented at the Sydvaranger plant in Norway in 1974. Essentially, heat recuperation involves bringing hot air from the second stage of the pellet cooler to the drying zone to increase drying-air temperature to the maximum limit. 'Burner-fuel savings result from a lower kiln secondary-air mass flow at a higher temperature. Because of the fuel benefits achieved at Sydvaranger, heat recuperation has been included innumerous new grate-kiln plants built since then, and some older plants have been retrofitted for heat recuperation. In recent years there has been much confusion about the fuel benefits of heat recuperation. To answer some of the questions, a mathematical model was developed and plant tests were conducted at Minntac Phase 111. Minntac is a magnetite taconite concentrating and pelletizing plant, and Phase III has two indurating lines. This paper presents the results of the studies and plant tests.

Small pilot scale experiments have shown that it is possible to almost fully eliminate the minor elements (ME), namely As, Sb, Bi and Pb contained in smelter dusts by vacuum calcination of mixtures of the dust with sulphidizing agents such as dirty copper concentrate or elemental sulphur at 900 °C and 80 +/- 30 Pa for 90 minutes. The products of this calcination are a residue comprising a purified mixture of copper containing compounds along with the gangue constituents and a high sulphur condensate comprising a mixture of the minor element compounds. In particular, the Cu:ME ratios of the concentrate and dust were increased from 250 and 50, from 28 and 12 and from 36 and 8 to roughly 3000, 3000 and 100 for the calcine, for Bi, As and Sb, respectively. It has also been calculated that (i) the copper content of the vacuum calcine may be recovered by feeding it into a Peirce-Smith converter during its slag blow, and (ii) the resulting recycling could increase the minor element treatment capacity of a smelter by 100 % while also reducing the blister As content by a factor of three. The experimental results are briefly discussed and a treated dust recycling option is examined. Example operating conditions are presented and available commercial technology for the vacuum calcination of the mixtures is reviewed.

The unique and irregulator distribution of working places in a mine always poses the two questions: - which and how much production equipment is to be used, - what production can be expected. Since the development of analytical methods would be impractical for such cases, a lot of computer programs has emerged in recent years trying to simulate the productiom process and thus find the best answer. The usege of a simulator has its dark side well felt by the author(s) of such a program: the credibility and the confidence of the customer. Using the simulator means to respect and to incorporate all the restrictions imposed by the narow underground space, methods of production, safety regulations etc., which can turn out to become a major programming effort. If the program is not properly structured, it will be used for a single special' case only, and never again. In this paper the structure and internal mechanism of the simulator is described for which the author believes that can easily be adapted to conditions of various underground and open pit mines. MINSIM tries to reach the following rather ambitious goals: 1) Estimation of the production before opening the mine, or a part of the mine. 2) Training the personnel to make decisions. 3) Making the daily time schedules for the entire fleet of the equipment units.

The thirtieth regular meeting of the Rocky Mountain Coal Mining Institute was called to order at 11: 20 o'clock A. M., Wednesday, June 3, 1931, President G. A. Kaseman presiding: PRESIDENT KASEMAN spoke in part as follows: I have in mind to say a few words of welcome to the coal operators, but I am afraid that the words I might have said would be hardly appropriate, because I believe the coal operators are in the minority today. It demonstrates to my mind something that has been running through it for some little time. When the hard times came on a year ago, we thought we were going to get over it rather lightly. I recall at this time a year ago we thought that the depression was about at an end. The National Administration from Washington told us we had reached bottom and things were going to perk up, and for a few weeks or maybe a month or more there was a sort of optimism throughout the country. I had been East, and when I re- turned to Albuquerque I said to my friends and associates that things were getting better in the East and that they would soon be better out here and we will not have felt the hard times very much. But I have learned differently since. I have learned that hard times are no respecter of communities or corporations, or persons, or activities, and that we all suffer alike. On that account we find that our Institute is suffering just the same as other activities, whether national, state, local, social, or what- ever it may be. Our attendance is light or, that account. We all know when times are hard we have to stay at home and watch things closer than when they are good. And when they are good we feel that the machine will run of its own momentum and in this way we can get away to see what is going on in the world. When times are hard we have to stay at home and look after everything from day to day and hour to hour.

The time allotted to this paper will permit only the sketching of general principles and practice as generally employed in the industry to maintain and preserve the physical well-being of the miner and his family. Let it be emphasized on behalf of the industry that coal opera- . tors, individually and collectively, have given primary consideration to the appointment of a mine or community physician who is charged with the responsibility of caring for the sick and injured. However, it too frequently happens that with the selection or appointment of the camp doctor many operators wash their hands of further responsibility toward the health and the working efficiency of their employees. The coal industry is so organized in most of the coal-producing areas that not only is the health of the individual miner an important production problem but the collective health of the entire mining community is a fundamental operating problem. This is particularly demonstrated when epidemics of communicable diseases attack entire communities, with resultant loss of life and production and general community distress. The problem and responsibility of maintaining high health standards among miners and their families should be given as much consideration as safety, economical production and efficient distribution are given in the successful operation of coal mines. Company Policy In the inauguration or administration of a medical program for a large mining operation or for an individual mine, the first question to be solved is what the company policy is to be with respect to the following factors pertinent to a medical program: 1. On what basis will the company and the employees finance the program ? 2. Should a contract doctor or a full-time doctor on salary be employed ? 3. What measure of service is to be rendered the employee and his family in return for his monthly contribution to the medical program?
