The measure of value of an oil property is approximated by the length of time it takes to "pay out;" viz., the time required for it to return the original investment. This time varies in different fields. In the Appalachian and Mid-Continent fields, a good investment pays out in about four years; in California, it requires a slightly longer time; and in the Gulf field about two years. The two principal methods for establishing these values are based on acreage, as in California, and on production, as in the Appalachian field. The method of establishing values based on production1 was worked out in the Appalachian fields and approximates the value remarkably well in some fields; but it is a rule of thumb and should be used intelligently. Briefly, the method is as follows: An arbitrary number of dollars (called the barrel-day price) multiplied by the number of barrels of settled daily production of the property gives the value. In its crudest application, the barrel-day price is determined by the "$10 to $0.01" rule, which means that the barrel-day price is one thousand times the prevailing price of oil. For instance, with oil at $3.50 per bbl. the barrel-day price would be $3500 per bbl. This rule, however, is not strictly applied, for the barrel price is varied according to whether or not the wells "hold up." But when a barrel price for a district has been fixed it is quite general to raise or lower the price with the fluctuation in the price of oil; here the"$10 to $0.0l"ruleisused extensively. However, the prospective purchaser takes into account tangible equipment upon the property, the extent to which the drilling program has been carried out, whether or not the wells are "shot" or natural, depth of wells, spacing of wells, paraffin trouble, etc. The basis of this method is settled production. As soon as production is considered settled, a flat barrel-day price is generally applied to all properties, no matter what their age. If it were possible to show that this flat rate was erroneous and that the value of the property depended on the point on the decline curve at which the wells happened to be (in other words, their age), and also on the operating costs, the future price

ChaRles William HenRy Kirchhoff was born March 28, 1853, at San Francisco, Cal., where his father, Charles Kirchhoff, was at that time consul for his native country, Germany. A few years later, the family moved' to Hoboken, K. J., in which city the son received his preliminary education at the Hoboken Academy, proceeding later to Germany, where he was graduated in 1874 as mining engineer and metallurgist at the Prussian Royal Mining Academy of Clausthal, in the Harz. Upon his return to the United States, he became chemist of the Delaware Lead Refinery at Philadelphia, and retained that position for three years. But in 1877 he began what was to be an almost uninterrupted life-long association with David Williams, the publisher of The Iron Age, of New York, who established in that year, and continued for a brief period, a journal entitled the Metallurgical Review, on the editorial staff of which Mr. Kirchhoff received a place. The enterprise was doubtless an attempt to cover a wide metallurgical field outside of that which properly belonged to The Iron Age. But it was soon abandoned, and Mr. Williams wisely concentrated his energies upon the older journal, which, under his vigorous and skillful management, and the labors of the able editors and correspondents whom he selected, became one of the greatest institutions of its class in the world. From 1878 to 1881, Mr. Kirchhoff was assistant editor of The Iron Age. From 1881 to 1884, he was managing editor of the Engineering and Mining Journal; in 1884 he returned to The Iron Age, to become for five years its associate editor, and in 1889, on the retirement of James C. Bayles, editor-in-chief. This list of dates and employments, without further comment, sufficiently indicates, at least to the eye of an expert, that Mr. Kirchhoff had found his congenial career in trade journalism. His qualifications for this profession were somewhat exceptional. He possessed the scientific training, the knowledge of foreign languages and literatures, and the power of making and keeping friends, which enabled him to get early notice of technical novelties; he had the taste for statistics which made him both industrious and intelligent in their collection and use; and to these traits he added a mastery of the meaning of such accumulated data, and a sane, critical judgment of the situations which they represented, as well as of the sources and the figures themselves, which made his opinion weighty

Floris Osmond, Honorary Member of the American Institute of Mining Engineers, born in Paris, March 10, 1849, died at Saint-Leu near that city, June 18, 1912. Taken suddenly ill with congestion of the brain while on his way from Paris to his home, he reached it in time to write on the typewriter his last wishes, one of which was that no biographical notice of his life should be published. Holding Osmond's memory sacred, as those who have known him will, is it our duty to conform with his desire ? Shall no mention be made in our Transactions of the beautiful life and great achievements of one of our most honored members? Is it not, on the contrary, incumbent upon us to disregard Osmond's instruction in this matter and to place on record our admiration for the nobility of his life, for his talents and for the importance of his work, that younger men may be inspired by it with a desire to be guided by worthy motives in the path of unselfish pursuits ? I cannot feel that in following this course I am disloyal to Osmond's memory and I am strengthened in this belief by the opinion of men of high honor whom I have consulted before undertaking the writing of this obituary notice. One of them, Professor Henry M. Howe, justifies my decision better than I could do it myself when he writes : " Let us look frankly at the matter. Here we have a most extraordinary life, a life of rare beauty and power of inspiration to the rest of mankind. In my opinion we should not deprive mankind of the stimulating influence of the example of M. Osmond simply because he shrank from publicity. Our young men see every day how greed and vulgar push succeed, and with what material rewards they are crowned. They see too rarely the more valuable crown which comes to self devotion. A permanent and public recognition of the beautiful qualities of Osmond's life cannot fail to appeal to the imagination of young men and to help to deflect them toward leading a noble rather than a sordid life. Therefore I feel that the Revue de Métallurgie and other bodies owe it to the public to give prominence to his career by means of biographical notices."

The Iron and Steel Committee of the American Institute, of mining and Metallurgical Engineers held a joint session with the American Foundrymen's Association during the Annual Meeting of the Institute in February, 1928, for the purpose of discussing blast-furnace operations and the character of pig iron and castings. Dr. Richard Moldenke presided. H.. H. Sweetser, who was named on the program as the presiding officer of the session, was unable to be present, but sent a letter in which he said: " The meeting we had here last year and the meeting held in Chicago last June showed a desire on the part of blast-furnace men and users of pig iron to get the facts regarding the influence on castings made from pig iron produced in blast furnaces under varying conditions of temperature, mixture and local furnace operations. It has been my hope that at this Round Table we might he able to formulate a series of tests that, would give us the desired information. "Several independent blast-furnace investigations have. been, and still are being, carried on in different sections of the country. The furnaces investigated include a southern furnace, a middle-west furnace, a western furnace and a Chicago district furnace. The results so far show distinct characteristics for each of the four furnaces. It is possible that a furnace in the eastern part of the United States would be different from all the others. "It is hoped that a plan of action can be worked out at your meeting today whereby the IT. S. Bureau of Mines will be able, to carry on more extensive work in connection with the research departments of the different iron and steel companies and the big consumers of pig iron. "No one group can get all of the, information but if the different investigations can be coordinated it will he possible for us to (Iran. conclusions regarding the effects of varying conditions in blast-furnace practice on the pig iron produced and the castings made there from." THINKING that it may prove of interest to the Institute, 1 have prepared a short; account of the blowing in and subsequent working of the "A" furnace of the Edgar Thomson Steel Works. This furnace was built for the purpose of making spiegel, but has been started and is now running on Bessemer iron. The shape and size of the furnace are shown in the accompanying drawing. It will be seen that the section is formed of lines making very small angles with each other. In fact, an arc of a circle can be drawn, from the top to the tuyeres, which will nowhere deviate more than two inches from the lines given. In building, also, great pains were taken to gradually round the angles, so that the most careful observer, standing in the crucible and looking upward, could not tell at what points the slopes changed. It will also be seen that the widest part of the furnace is almost exactly midway between the bottom and the stock line. The flattest slope is maintained for 20 feet above the crucible, and is about 18 inch to the foot from the perpendicular. The furnace is lined with small brick throughout, and has six tuyeres four inches in diameter, which project seven inches inside of crucible. There are three Siemens-Cowper-Cochrane stoves, each 15 feet in diameter by 50 feet high. Blast is furnished by an upright engine with 32-inch steam cylinder, 84-inch air cylinder, and 48-inch stroke. The steam cylinder has balanced poppet valves, working horizontally. The steam valves are worked by a Porter link-movement in order to obtain a variable cut-off. The exhaust valves are worked by a separate eccentric. In his highly interesting paper, Piping and Segregation in Steel Ingots,' Prof. Howe emphasizes the effect of successive phases of internal pressure in the ingot in the evolution of gas, and the consequent formation of blow-holes. From his statements in other places, it may be inferred that he does not here intend to ignore the other variable factor, temperature, but rather to discuss this one more particularly. At all events, it is my purpose not to engage in controversy with Prof. Howe, but, rather to contribute, towards the complete elucidation of this important subject which we all desire, my own views and experience. If, in doing so, I specially emphasize other factors than pressure, I need not be understood as denying what I do not think it necessary to discuss fully. Nor, in presenting my own original conclusions, need I be understood as claiming to be the first who ever reached or announced them. Many things are asserted or suggested upon inconclusive evidence; and to confirm such tentative propositions may be as valuable a service as to overthrow them. In the following passage, Prof. Howe adduces analogies, based upon the behavior of charcoal and of water, respectively, which seem to me questionable : "In general, the solvent power falls as the pressure falls ; and in general it rises as the temperature falls. Thus, to heat a solid, for instance charcoal, may expel part of its dissolved gas ; and a tumbler of water drawn cold from the faucet gradually evolves gas, as it stands and warms up on the sideboard." (p. 72.) Charcoal is a solid body, which has the property not only of absorbing gases in large quantities, but also of expelling the thus absorbed gases upon heating. To most mine operators, it seems evident that there is a drill-steel problem, although under certain conditions the amount of drill-steel breakage does not appear serious. What is at fault? It may be one or a combination of circumstances. The development of rock drills to the hammer-drill type in place of the old reciprocating piston drill, probably is one important cause for the greater steel breakage. Perhaps the manufacturers of drill steel have failed to realize what alloys are needed for this new service or have overlooked the changes in the art of rock drilling. Although suitable alloys are provided, they may not be SO handled in the manufacturing process as to be in the best condition to withstand the demands of rock drilling. The mine operator may be at fault in desiring to use the smallest possible drill-steel section in order that the gage of the drill bits may be correspondingly small and the amount of footage drilled per unit of labor may be greater; or the black-smithshop practice at the mines may need improvement. The miner who uses the drill steel may also require more intensive supervision and education. Again, the manufacturer of rock drills may have failed to study the types of blows the steel alloys will withstand satisfactorily and which their tools are delivering and so he may not know whether or not a different design of rock drill would equal or excel their present drilling speeds without treating the drill steel so severely. All of these hypotheses probably have their supporters. On the other hand, perhaps we are seeking too much service from drill steel and we need a fuller realization of the fatigue strains developed and should prepare to relieve these by a periodic heat treatment of the steels. However, we do not find any proof that any of these suppositions may be held responsible for the drill-steel breakage attendant to mining. The proposed investigation of this matter by the U. S. Bureau of Mines is fully warranted in the promotion of the conservation of labor and material, and the safety of the workmen. The apparatus in which the process of bright annealing of copper wire was carried out consisted of a section of iron pipe, 6 ft. long and 3 ft. in diameter. The pipe was provided with flanges to which were bolted the end plates for sealing, also with inlet and outlet tubes to allow for the displacement of the air in the pipe by natural gas. After charging with copper wire, sealing and displacing the air, the pipe was heated to 350' C. (662" F.). It was expected that the natural gas would furnish a neutral atmosphere which would prevent oxidation and give a satisfactory bright-annealed product. It was found, however, that the outer layers of wire were discolored and not suited for the use for which they were mtended. To obtain an idea of what was taking place in the annealing furnace, skeins of the hard-drawn wire were placed in a glass tube so that all changes in appearance could be observed as they were heated to different temperatures and under varying conditions. The temperature in each case was determined by means of a thermocouple placed in the tube close to the wire. Following is a summary of the results of these experiments: 1. When the wire was heated for 1 hr. in a current of natural gas at a temperature of 350") 400") or 500" C. (662", 752", or 932" F., respectively), there was a marked darkening of the wire throughout the skein. 2. When heated for 1 hr. in natural gas at a temperature of 600" C. (1112' F.), there was no coloration, the wire remaining clean and bright. 3. When heated in natural gas to 350" C. until darkened and the treatment continued with the temperature raised to 600' C., the coloration disappeared and the wire became clean and bright.

The boiler from which these stay-bolts have just been obtained was that of the locomotive Catasauqtia, Lehigh Valley Railroad, built at the company's shops, South Easton, Pa., in 1864. The iron is Lowmoor, and has been in use nearly ten years. The stay-bolts have become highly crystallized from some cause, and are very brittle, only requiring three blows of an ordinary machinist's hammer to break them. On the other hand, when annealed they are remarkably tough, as shown by the doubled sample. The majority of the broken bolts were found to be along the curve of the shell from a to c, Fig. 6. All of them were broken just inside the shell, and in no case next the fire-box. The fractures seem to have been of slow procedure, beginning at the top of the bolt, gradually working deeper and deeper until the pressure of steam overcame the tenacity of the remaining parts. Unequal contraction and expansion of the parts of the boiler seems in this case to be the only existing cause for a fracture. We cannot, from the data obtained, prove to an absolute certainty the manner in which the combined forces generated by the unequal contraction and expansion of the parts have arrived at their resultant work ; but we can, from these data and from existing circumstances, arrive at what seems to be a fair supposition, and thus at least anticipate the truth. The contraction and expansion in locomotive boilers has a large range between its extremes, and is very variable, both with reference to time and to their component parts. The shell and fire-box do not, perhaps, at any time, contract and expand at the same rate, nor proportionally; but, on the contrary, owing to the great changes in temperature that take place both in the atmosphere around the shell, and in the fire in the fire-box, their condition is often changed suddenly, and widely from that which they just previously had. OUR mineral-land laws need revising so as to provide definite title at the outset to the mineral deposits within any definite piece of land. The laws as they now stand, especially those applicable to lodes, breed uncertainty as to rights of possession prior to patent; and to my mind this is the worst feature of all, worse even than the apex bugbear. It is now almost impossible for anybody to tell-with certainty what mineral rights exist within any area that is not covered by patent, or whether any valid rights exist at all. Our system is unique in permitting individuals to appropriate and exploit mineral lands of the public domain without notice of any kind to the Federal government, and to relinquish them without any ceremony at all. The result is a clouded record that cannot be cleared up until each claimant is put to some sort of final proof. In order to accomplish this, new Federal legislation will be required. The requirements for a mineral survey and the proceedings for patent have always been cumbersome and expensive; and perhaps out of regard for the poor claim owner, who can ill afford the outlay for that sort of thing, the law does not require him to go. through it unless he chooses to do so. Consequently, every active mining district has become encumbered with tangled groups of doubtful or conflicting locations, whose rights and boundaries, when any valuable ore is found, must usually be determined by lawsuits that are as expensive and as distressing as the stakes are high. So deeply has litigation entered into our mining system that a claim whose rights have never been disputed would probably be set down offhand, by $miner of the old school, as of no value. Think of the litigation over rights of possession on the Com-stock lode—12 leading companies involved 'in an aggregate of 245 suits within a period of less than eight years! Ambiguous local records; the chance of erroneously placed or obliterated monuments; doubt as to the sufficient performance of the statutory annual labor; uncertainty as to prior conflicting or overlapping locations; anxiety as to the changing attitude of the Department of the Interior and the Forest Service—such considerations as these make an unpatented mining claim an unclean thing in the eyes of possible investors. Studies relating to the behavior of coal toward oxygen may have for their purpose the determination of the fundamental factors that underlie spontaneous combustion, weathering and deterioration, and the general topic of storage, as well as those properties that have to do with the underlying principles of carbonization. There is also involved the possibility of developing information relating to the constitution of coal, or at least the chemical properties inherent in the type substances of which the coal is composed. It is the purpose here to record certain results bearing on this latter idea of the chemical properties that characterize the main constituents of bituminous coal. The avidity of freshly mined coal for oxygen has long been known. What happens to the coal or to the oxygen is not so clear. Is the oxygen absorbed or chemically combined, and what are the conditions as to time, temperature, texture, or components that are most involved in the phenomenon? If we subject a weighed quantity of coal maintained at a constant temperature to a current of oxygen, we may obtain three factors of interest—the weight increase of the coal, the weight of the water, and the weight of the carbon dioxide formed in the reactions involved at that

Among engineers engaged in mining coal for river transportation, probably no other subject of equal importance has received so little attention as the methods of transferring into barges and other craft. The liability of all our streams to sodden freshets and their attendant drift and ice-gorges, seems to have had little effect upon the design and construction of what are commonly known as rivertipples, beyond the building of breakwaters, and other similar devices, to guard expensive structures from damage. The first method adopted for such transfer was a simple incline, with a movable cradle, which could be raised or lowered to suit the different stages of water. This system, though limited to a small capacity, and to cars not larger than those commonly used underground, possessed two advantages. The first cost was comparatively small; and, since the structure did not obstruct the channel, there was little risk from freshets, the utmost damage from which could be repaired at small expense. Its disadvantages, however, were many, the principal among them being the breakage of the coal by reason of the necessarily high dump; the damage to barges from the same cause; and the difficulties of screening and distributing the different sizes into separate barges. That system has been almost wholly abandoned of late, in favor of the basket-arrangement, lowering vertically into the barge, with the aid of counter-weights, which return the empty basket; while pipes or chutes convey the small coals into other barges, from a complete set of screens, which this method will readily accommodate. During the prosecution of the aircraft-production program in 1917 and 1918, the writer visited many plants engaged in the manufacture of motors, planes and parts, in carrying out his duties as chairman of the Committee on Aircraft-engine Forgings. On several occasions, when the question of expansion was discussed, it was noted that there was confusion in the use of the terms: the true coefficient of expansion, a physical constant, and distortion in hardening. One engineer, referring to a steel shown in the accompanying table, stated that he could not consider it for crankshafts because of its excessive coefficient of expansion, while another steel, also Iisted in the table, was said to be especially good because it had no coefficient of expansion, since it came out of the oil bath perfectly straight. Many years ago one of our employees designed a new oil furnace; when asked what became of the products of combustion, he replied: "There ain't any, we burn them all up." While the coefficient of expansion is not without its effect in volume changes in hardened steel, it is not a determining factor in the matter of distortion and going out of shape. Irregular heating, uneven furnace bottoms, and carelessness in withdrawing the part from the furnace, as well as the manner in which the part enters the quenching bath are of greater moment. Generally speaking, also, steels of relatively low hardening temperature will distort less than those requiring higher hardening heats. The coefficient of expansion must be considered in engineering design most frequently when different metals or alloys are used in the same construction. For example, the difference of expansion between a steel crankshaft and an aluminum crank case might be of real importance and a steel with no coefficient of expansion would be much less desirable than one with the normal coefficient. About 15 years ago, the writer made many determinations of the coefficient of expansion at low temperature ranges, usually between 20' and 100" C. Among the materials tested were: Pure forged electrolytic iron, 11.73 parts per million for l° C.; cast aluminum (99.93 per cent. AI.),

Albert Sauveur, Cambridge, Mass. (written discussion).— In his introductory paragraph, the author states that he has come to bury Beilby, not to praise him. The paper, however, gives the impression that while he may have dug the grave, Beilby is still at large. I am not one of those whom the author calls enthusiastic supporters of Beilby's amorphous theory and in support of this claim quote from a book I am writing: "Attractive as the amorphous theory is, and notwithstanding the ability with which it has been presented and the renown of its sponsors and supporters, it should not be accepted without reservations as a demonstrated fact.... So long as it explains more satisfactorily than other theories a greater number of phenomena in which it may play a part, we should use it in preference to others as the best available. Let us avoid the danger, however, into which too many fall, of accepting as indisputable truths, statements and theories emanating from those whom we hold in great esteem. It is not what those men themselves would wish us to do. I am entitled, I think, to occupy a position in the middle ground. Neither should Howe be classified with the enthusiastic supporters for he has written that the theory should be classed rather among the precious working theories than among those firmly established," a very wise and prudent statement. Jeffries, on the other hand, I would not hesitate to describe as an enthusiastic supporter. The author reproaches the advocates of the amorphous theory with having taken whatever properties they needed and with having assigned them arbitrarily to the hypothetical amorphous phase. He then applics their method to small crystals. If the existence of an amorphous phase is assumed, its greater tenacity and greater hardness is satisfactorily explained in the words of Howc: '(This greater strength is natural, because the amorphous state lacks the cleavages and slip planes which weaken crystalline substances." Can the greater strength and hardness claimed for small crystals be as satisfactorily explained? Nor do I think that the cold deformation of metals through successive slips within the crystalline grains can he accounted for as acceptably by the "small crystals theory."

Albert Sauveur, Cambridge, Mass. (written discussion).— In his introductory paragraph, the author states that he has come to bury Beilby, not to praise him. The paper, however, gives the impression that while he may have dug the grave, Beilby is still at large. I am not one of those whom the author calls enthusiastic supporters of Beilby's amorphous theory and in support of this claim quote from a book I am writing: "Attractive as the amorphous theory is, and notwithstanding the ability with which it has been presented and the renown of its sponsors and supporters, it should not be accepted without reservations as a demonstrated fact.... So long as it explains more satisfactorily than other theories a greater number of phenomena in which it may play a part, we should use it in preference to others as the best available. Let us avoid the danger, however, into which too many fall, of accepting as indisputable truths, statements and theories emanating from those whom we hold in great esteem. It is not what those men themselves would wish us to do. I am entitled, I think, to occupy a position in the middle ground. Neither should Howe be classified with the enthusiastic supporters for he has written that the theory should be classed rather among the precious working theories than among those firmly established," a very wise and prudent statement. Jeffries, on the other hand, I would not hesitate to describe as an enthusiastic supporter. The author reproaches the advocates of the amorphous theory with having taken whatever properties they needed and with having assigned them arbitrarily to the hypothetical amorphous phase. He then applics their method to small crystals. If the existence of an amorphous phase is assumed, its greater tenacity and greater hardness is satisfactorily explained in the words of Howc: '(This greater strength is natural, because the amorphous state lacks the cleavages and slip planes which weaken crystalline substances." Can the greater strength and hardness claimed for small crystals be as satisfactorily explained? Nor do I think that the cold deformation of metals through successive slips within the crystalline grains can he accounted for as acceptably by the "small crystals theory."

The experimental investigation described in this paper was conducted to determine the relative combustibilities of different samples of blastfurnace coke when burned in a current of air in a small furnace. It was undertaken in connection with the work done by Perrottl and Kinney2 on the process of combustion in the blast-furnace hearth.3 Reference is often made to the "combustibility" of coke by blastfurnace men, but exactly what is meant by the term "combustibility" is somewhat vague. Brassert,4 in a paper before a meeting of blastfurnace men in 1914, refers to combustibility as follows: The value of the coke in relation to the heat reactions in the furnace is determined not only by the carbon content but even more so by its combustibility. This, in turn, is governed by its size, the physical and chemical composition of the carbonaceous substance forming the cell walls, and the interior and surface structure of the coke pieces. These properties are, in turn, influenced by the chemical and physical properties of the coals used for coking, the density of the cake of coal in the oven, the coking time, temperature and heat regulation of the ovens, and last, but not least, by the method of quenching, screening and handling the finished coke. What principally concerns the blast furnace is the rate of progression of the combustion, which depends not so much on the chemical analysis as on the physical qualities of the coke. It is this rate of progression that we term combustibility, which is the speed at which the carbon molecules in the coke combine with oxygen under given conditions. In general, what the blast furnace requires is a coke which will burn rapidly and with intensity at the tuyeres, yet which has a sufficiently strong structure and hard surface to resist abrasion and solution by CO2 in the upper part of the stack.

Ik presenting this paper I will attempt to answer certain questions proposed at this meeting and describe and illustrate methods of producing sound steel in an economical and hence commercial manner, which are adaptable to the production of practically all steel manufacturers, by readily effected rational changes in the methods of casting, cooling, and subsequent handling of the ingots. In some of the high-grade mills of America, where it is essential to obtain perfectly sound billets or blooms, it is the practice to discard from 35 to 40 per cent. of the crop- or pipe-end, and even with this excessive discard, secondary pipe or shrinkage-cavities are frequently discovered during subsequent working of the blooms and billets into their various manufactured products. The usual discard of from 10 to 20 per cent, from the crop-end of the ingot, which is made by the present generally employed methods of form and solidifying of the castings, certainly does not give the slightest assurance of the saleable product being physically sound or chemically homogeneous. I am aware that in the past there has been and at the present time there still is a decided difference of expert opinion as to what constitutes physically sound steel. Physically sound steel, as I would classify it, must be free from blow-holes as well as pipe. The line of demarcation between harmless and harmful blow-holes is exceedingly difficult to define. It is certainly the better and safer practice to eliminate blow-holes from the saleable portion of the ingots and to form a well-defined shrinkage-cavity or pipe at the upper crop-end of ingot. The higher grades of steel are all piping-steels. Is not their superior physical quality due to this fact as well as to their better chemical composition ? Such
