The western public domain acquired by the United States through trcaties, as the result of conquest or purchase, was invaded after Marshall's re-discovery of gold in California, by an overwhelming multitude of prospectors and miners from all parts of the world. he mineral lands of the whole Pacific slope were practically unsurveyed. Congress, disgusted with the experiment of leasing mineral lands, which it had tried for 40 years, and abandoned in 1847, enacted no laws for the management of these public mineral lands, and the pioneers made their own laws governing mining titles. These local regulations applied at first to gulch-mining in the auriferous river-beds only; and they constituted a simple and practical system. adapted to the needs and means of primitive communities—significantly called " camps." They had the means of measuring distances, but not angles; they knew no property except personal property in the form of pickaxes, pans, supplies, camp-equipage, horses or mules, and mining rights. The earliest codes which they developed expressed what might be called the law of the lariat. With the lariat they measured the distance assigned to each miner along the gold-bearing gulch—a double portion to the discoverer, and a single portion to his successors, in the order of their coming. With the lariat, they hung, after such due process of law as was available, the rascal who stole a horse, or a bag of gold-dust, or a mining claim, or killed another man without giving him fair notice and a chance to defend himself. In these pioneer codes, adopted in mass-meetings and enforced by the same authority, two features concern us most: 1. They measured mining property by one dimension only. So many feet of the gulch, held by one man, meant a distance into either bank, and a distance in depth, extending as far as gold might be found.

The information contained in the following paper was collected at the request of the U. S. Coal Commission, and is published with the permission of that body and of the various companies furnishing the data. For obvious reasons, the names of the companies are not given. No data were obtained from states south of Virginia or west of the Mississippi River. The data about the amount of labor, in man-hours, required in producing a ton of bituminous coal have been collected with the idea of showing what is being done at some well-managed plants, and not to show the average amount required by all mines, which undoubtedly is considerably higher than the average of the figures shown.* Almost all of the figures were supplied by the various companies in reply to a questionnaire; when they were obtained from other sources the company was asked to verify them. On account of the amount of work required, the data were only requested for one or two months for each plant, and the figures represent in each case a month when the car supply was good and the work was practically steady. In the case of most of the West Virginia and Kentucky mines, these conditions were best met in May and June, 1922. The mines for which the figures are given are arranged by states and as to whether the mine operates under union or non-union or open-shop conditions. The union mines listed are generally considered to be as well-managed as are the non-union ones. The production per month in a few cases includes the amount of slate which is loaded and hauled out of the mine, as of course this requires nearly as much labor per ton as does the coal. These cases are noted. The number of days worked includes only the total time in which the tipple operated; not the number of days on which the mines operated. This makes the output per day appear slightly higher than it should be in

I. Introduction. This cavern was discovered Oct. 32,1904, by Mr. Charles 8. Deutschman, in company with whom I made, May 29 to June 3,1905, at the request of Mr. Howard Douglas, Superintendent of the Canadian National Parks, the first exploration of it for the Canadian government. The results were stated in a paper, orally presented, with lantern-views from my photographs, at the British Columbia Meeting of the Institute, Victoria, B. C., July 5, 1905.* The present paper embodies also the results of a second examination, made Oct. 25 to 29, 1905. The accompanging map, Fig. 1, will serve as a guide to the following description. 11. Location. The cavern is situated at snow-line, at the head-waters of Cougar creek, on the west slopes of the Selkirks, about 2 miles north from Ross Peak water-tank, and 5.5 miles west from Glacier station, on the main line of the Canadian Pacific Railway. It was then reached by an arduous climb from the water-tank, up the ravine of Cougar creek, for 8,000 ft. (2,000 ft. of altitude) over rock- and snow-slides, and through a thick tangle of alders. But an easy and very picturesque trail has, during the past summer, been opened by the government from Glacier station, which is also a hotel of the railway company. Figs. 3, 3 and 4 represent views, not heretofore published, of the grand scenery of this region, so rapidly becoming the object of attraction to thousands of tourists from all parts of the world. Eppelsheimer, * Middletown, Ohio.—The housing of employees has so many and so varied aspects that in order to reach even an approximately correct solution it is necessary to have in mind a few fundamental principles; but it is not possible as yet to write these housing principles in the clear and correct form that is possible with many of our natural laws. Manifestly, the problem depends first on the kind of people it is necessary to house. What is suitable for the Southern unattached negro is not suitable for the married skilled American. The influx of colored labor has affected quite a number of what were satisfactorily housed communities. The second important factor is the relative proportion of the number of employees to the total employable population of the community in which the industry is located. The employer of a hundred men in a large city has little responsibility in the matter of housing his employees. If he employs 75 per cent. of the employable population in a community of 27,000, as is the case of the company with which the writer is connected, it means a large responsibility. In the establishment of an entirely new plant in a more or less isolated place, the responsibility becomes greater. As engineers, we design and write the specifications for the machinery to accomplish a definite purpose, and proceed to house it, provide the necessary buildings with their accessories in the way of cranes, or heating systems, or sprinkling systems, as the case may be. There is no reason why the operating force should not be built up in very much the same way: design the organization, write its specifications so that the employment department can secure the proper men, and then house that organization with just as much thought and care as is given the plant. In the plant, the various machines will work along certain definite lines and accomplish certain results; but even if we start with the proper organization it takes considerable time to get that organization working together. One of the most important elements to this end is the proper housing of the organization. A man usually spends more time at home than at work. Proper surroundings and a comfortable, convenient house of good appearance exercise an influence that cannot be denied, and an employee situated in such surroundings is far more inclined to follow the policies of his employer and take an active part in furthering them than one dissatisfied with his home and surroundings, which feeling

Those who have followed the rapid progress in rock-dusting bituminous-coal mines must admit that opinion crystallized during the year just closed in support of this preventive of coal-dust explosions. Up to 1924 only one mining company in America practiced rock-dusting on a large scale, but during 1924 forty-two companies had adopted this safety measure, and the "boom" is expected to extend over the next two or three years. Alabama is represented by 1 company, Colorado by 3, Illinois by 4, Kentucky by 1, New Mexico by 4, Pennsylvania by 20, Utah by 8, and Wyoming by 1. A total of about 500 miles of entry has been dusted. Illinois leads with 275 miles of dusted entries and Pennsylvania holds second place with about 175 miles. In each case there is a sense of great security, not only on the part of the operator but by the miner as well. It is also interesting to note that during 1924 the compensation rating or inspection bureaus in twelve of our coal-producing states revised their rating schedules so that a credit would be given for rock-dusting. This credit ranges from 10 to 20 cents per $100 payroll. Recent drastic federal and state regulations approved by mine operators made rock-dusting compulsory in bituminous coal mines in Utah, beginning July 1, 1924. Legislative action favorable to rock-dusting may be expected in other states. Colorado has already proposed a change in its laws, and Pennsylvania, Maryland, Washington, and West Virginia are giving the matter consideration. If the rock-dusting problem is handled properly and proves to be entirely successful, no mining man of any standing will delay applying it in his mine. State legislation regarding this matter may or may not solve the problem. At present, the mining companies that are rock-dusting of their own choice are doing it carefully and thoroughly. In Utah, some are doing it conscientiously, trying to get what benefits can be obtained while others are reported to be doing it only to keep within state regulations. In any event, if we are to have new legislation, it is essential that the various states know what they are about and then, if possible, work for uniform regulations.

Is an accurate measurement of the efficiency of a screen under a given set of operating conditions valuable? If so, what is the efficiency of a screen and how can it be measured? Sizing, especially of the finer sizes of material, has increased in importance in the development of flow sheets as a result of the perfecting of the rapid vibrating screens. More consideration should be given screens in the preparation of ball-mill feed, where they permit the admission of a dryer feed than the classifier. Where possible, the introduction of a screen ahead of the primary ball-mill, and the diverting of ore below, say, 4 mm. to a secondary mill, might result in a greater overall economy because of the thicker feed and the better adjustment of crushing media and mill operation to the reduction demanded. With the present trend back toward a combination of gravity methods and flotation, rather than flotation alone, the accurate, economical sizing possible with the new screens makes fine jigging a method to be considered. W. o. Borcherdtl and John Bland= discuss the screening problem and also the value of close sizing in the concentration of some of the rare-metal ores. If a screen is to be used, it should be selected in competition with others; other things being equal, that screen which makes the cleanest oversize should be preferred. The quality of the screening and the tons handled per dollar together determine the choice and, therefore, both of these must be accurately measured if a correct decision is to be reached. Too frequently in mill design, the capacity has been considered almost to the exclusion of the completeness with which the undersize is separated from the oversize. Some time ago, at ameeting of the Institute Prof. J. W. Richards1 said, "I take exception to the statement that all the factors in the production of electrolytic zinc were known long ago.... There is possible in my opinion an improvement of perhaps 50 per cent. in the new electrolytic processes." An examination of the literature of the subject will show the justness of Professor Richards' contention. The work of the earlier investigators was carried on in the shadow of difficulties that, today, are hardly more than memories. We seldom hear now of zinc sponge, that bête noir of the electrolytic-zinc pioneers. Zinc sponge was the name given to a peculiar, soft, black, non-adherent form of zinc deposit that was utterly useless for melting into ingot form. At the big plant at Cockle Creek, New South Wales, in 1897, Edgar Ashcroft2 said that the solution in the plant would suddenly, and without ascertainable cause, go' "bad" and begin to deposit spongy zinc. The most delicate, even spectroscopic, methods of analysis were unable to detect any difference between "good" solution and "bad" solution; either form might change to the other on being kept for a while. When it is added that an outbreak of this insidious disease (which appeared to be infectious, or at least contagious) could be dealt with only by discarding the solution and washing out all tanks and pipe lines, some idea may be gathered of the troubles of the zinc electrometallurgist in what may be spoken of as the "sponge age" of electrolytic zinc. Thanks to the efforts of a number of investigators, we are today able to diagnose with considerable certitude the nature of the malady that puzzled Ashcroft and his co-workers. There is apparently no end to the doubts, inconsistencies and absurdities in which the courts of our mining States and Territories are involved in their attempts to apply to conditions of ever-increasing complexity the provisions of our anomalous mining law. In previous papers, I have called this statute " the law of the apex," because it based upon that vague, novel and mysterious condition the most important grant of title. But the apex is scarcely a more essential feature than the end-lines and the side-lines; for the rights which it may confer may be limited in various ways by these; so that we have, in many a case, the most ridiculous result that the United States, in return for the money of a citizen, conveys to him with much solemnity, under its broad seal, nobody knows what, bounded nobody can tell how. A decision recently made at Butte by Judge De Wolfe, of the United States District Court of Montana, in the case of King et al. vs. The Amy and Silversmith Mining Company, furnishes a fresh illustration of this criticism. In nearly all ore-dressing operations it is a common practice to discharge mixtures of fine ore and water through spigots; for example, from classifier pockets, from jig hutches, from settling tanks, etc. As a general rule it is desirable to regulate the composition, i.e., the ratio of water to sand, of such discharged products; and this can usually be done by varying the size of the orifice or spigot through which the material is discharged. Thus it is that problems similar to the following are frequently encountered: With a given quantity of solids per unit time, of a given specific gravity, to be discharged with water under a given head, and with a given ratio of water to solid, what must be the size of the spigot opening? If the spigot is to be open continuously, there are, aside from its form, but three factors governing the rate at which it will discharge a mixture of sand and water, namely: the head of water above the spigot; the area of the spigot opening; and the viscosity of the material to be discharged. The term viscosity, as used here, means the ratio of the volume of pure water that will flow through a given orifice under a given head in a given time to the volume of the material under consideration that will flow through the same orifice in the same time under the same conditions. While the actual viscosity of water containing sand in suspension is not increased by the presence of the sand, nevertheless the volume-rate at which such a mixture will flow through an orifice is less than that at which pure water will flow, by reason of the friction of the particles of sand against each other and against the sides of the orifice. In other words, the flow is retarded as it would be by increased viscosity; and therefore, for the purpose in view, we may speak of the viscosity of a mixture of ore grains and water as defined above. The head of water above the spigot is generally fixed by the form and design of the classifier or tank to which the spigot is attached. The finishing and casting temperature of steel is a subject concerning which there is so much to learn that some temerity is required to write about it. This paper is, therefore, suggestive rather than dogmatic, though the views expressed seem now to the writer to be correct; nevertheless, they may be modified by future developments or discoveries but until then may be of some utility, particularly to beginners in the making of steel. Consideration is limited to the temperatures of simple steels, also called carbon steels, which are those in which carbon is the only element introduced for the purpose of conferring desired physical properties. Alloy steels will receive attention later. Three things largely determine what a batch of steel really will be; via., composition, casting temperature, and rate of teeming. Each has its advocates as being the most important; but they are so interrelated that each must conform to or be right for the other two. When one is claimed to be the most essential to have right, that, probably, was the one that it was found had to be of a certain description, within narrow limits, to suit the already adopted variations of the other two; that is, it was the last of the three to be brought into line. The term "casting temperature" is rather indefinite as there ale several temperatures to which the term may be applied. Most writers who have mentioned casting temperature of steel have alluded to it in relative terms. The few who have given actual temperatures, including Langmuir, Burgess, Styri, and Bash, do not give full information about them. Their results demonstrate the efficiency of pyrometers used rather than aid the steelmaker. In order to understand and use the temperatures, one should know in each case what the steel was, the stage at which the temperature was taken, whether it was usual or not, and whether or not it was right for that steel at that stage. In the investigation of the magnetic properties of iron-nickel alloys,' it was found necessary in order to make the alloys forgeable, or malleable, to add small quantities of some other element. Iron-nickel alloys have been known for nearly a century, but have been made in commercial quantities only since 1885. Their remarkable mechanical properties were disclosed by Riley in 1889 and from that time on a large amount, of research work has been done both to discover new properties and to correlate the results obtained.2 Lately the Bureau of Standards has collected the published data in a special circular" giving in compact form an account of the properties of the iron-nickel alloys. It also contains a clear historical sketch of the development as well as a selected bibliography. The chief difficulty with the development of iron-nickel alloys was that the "pure" alloys do not forge readily. The addition of small amounts of manganese, however, made the alloys forgeable, and manganese has therefore come to be regarded as a necessary constituent of nickel steels. The present paper shows to what extent manganese is needed for various nickel contents and also what is the effect of other alloying elements on the forgeability. It also touches upon the cause of forgeability but refers to other sources for more exhaustive treatises on the subject. The alloys were prepared by melting electrolytic iron and electrolytic nickel with or without other alloying elements in the desired proportions in a magnesia crucible in a vacuum furnace under a pressure of 1 mm. mercury. The ingots, weighing about 2 kg., were allowed to cool in vacuo. If pipes or blowholes were present, the ingots were cut in such

In 1920, 531 million barrels of crude petroleum were coi~sumed in the United States. As imposing as this figure is, the fact that the domestic consumption of crude petroleum has increased at an average rate of 10 per cent. a year for the past decade is more striking. Will this rate of increase in demand continue? If so, the year 1930 will call for 1260 million barrels of petroleum—a staggering volume. On the other hand, may we expect the demand for petroleum to grow as rapidly as it did when the automotive industry was having its most phenomenal expansion? If not, to what extent will the growth of oil requirements decrease? When and to what degree will the petroleum industry become affected by the economic law of diminishing returns? Obviously, this matter requires careful analysis, especially as both national and industrial planning must be predicated upon present estimates of the requirements of the future. The purpose of this paper, accordingly, is to project, as closely as present limitations of knowledge permit, the course of the demand for petroleum in the United States over the next ten years. At first, the problem of estimating the future of a demand as complex as that for petroleum might appear insoluble. Fortunately, hon~ever, therc are several scientific methods of approaching the problem, centering around a study of rates of industrial growth, which lend considerable hope that the requirements of the immediate future in this field may be approximated with sufficient closeness to have practical value as a basis of action. A glance at the list of papers1 that have been published since 1920 on the general subject of flotation suggests the variety of ideas that exist regarding the underlying cause of the phenomenon. Among these ideas, we find several coherent theories, but none that adequately and completely explain the phenomenon. Ralston2 and Bains3 suggested an electrical theory which has to do with the attachment of mineral particles to a bubble by the attraction of unlike electrical charges. This theory has its root in the fact that a bubble of air in pure water is electrified in such a way that the surfacc is negatively charged while the body of the water is positively charged. This result, which was first discussed by Helmholtz, also obtains when the water contains anything except a high concentration of hydrogen ions, or ions which are trivalent or tetravalent. The theory also holds that the mineral particles have positive charges on their surfaces, and so there is attachment between bubble surface and mineral particles by the old law of electrostatics, which states that unlike charges attract. Contact Angle and Oil Attraction The contact angle—the angle formed by a fluid-fluid boundary when both are in contact with a solid-—has been indicted several times for complicity in the phenomenon of flotation. This angle is supposed to indirectly measure the surface energy of a solid. Thus if we have two fluids in contact with a solid, we may express the difference between the two fluid-solid tensions as equal to the fluid-fluid tension times the cosine of the angle between the two fluids.4 If the two fluids are in contact with the solid, this is, no doubt, an excellent way of establishing relative surface energies. However, in flotation, we deal with substances which are not wetted by water. What assurance have we, then, that the angle

In these days, when detailed investigations of stratigraphy, structure, and sand conditions so frequently result in the discovery of new oil fields, and applause from oil companies and the public, geologists do well to walk humbly, and punctiliously to admit that the geologic principles controlling the distribution of oil and gas have as yet been discovered only in part, and that what remains yet to be learned is probably vastly more than what is already known. The few experiments already attempted have been fragmentary, and somewhat desultory, and however positive each of us may be with respect to certain theoretical conclusions, many of the fundamental questions as to the origin and mode of occurrence of petroleum are subject to radical disagreement. Of the chemical changes attending the generation of petroleum from organic matter, little is actually known. Most of the postulated formulas are liable to be misleading, through ignorance of essential factors. Open-minded-ness is therefore a prime essential at the present stage of our science. Nevertheless, adopting the hypothesis that oil originates in some manner fundamentally connected with the organic theory, and in possible departure from such open-mindedness, the writer will pay no attention to the so-called inorganic theory, since every attempt to apply this theory to the study of old oil fields, or to the discovery of new ones, affords cumulative evidence of its inadequacy. In this paper, some of the factors affecting the occurrence of petroleum that the writer believes worthy of consideration by the prospector for oil in any new region will be discussed. Some of these, which arc less generaLly understood, will be considercd somewhat in detail. Other points, the significance of which cannot now be determined, require more field study, and for that reason are here brought to the attention of the field geologist. On the other hand, certain theoretical points which do not bear especially on the oil possibilities of a new region will be given little or no attention. The main topics that will be discussed are: (1) sufficiency of carbonaceous detritus and residues in the oil-forming rocks; (2) stage of carbonization of the organic matter in the oil-bearing formations; (3) folding of the strata; (4) thickness of sedimentary formations; (5) conditions of deposition.
