The purpose of these opening remarks is to establish a viewpoint, which will form part of the basis for later discussion between panel members and between the panel and the audience. Important issues will be identified. These ideas in the form of questions and answers, hopefully, will provide the necessary background for the ensuing dialogue. Is There An Urgency? We do not believe there is the urgency for immediate control legislation that has been depicted by some Congressional sources, environmental groups, and certain segments of the press. Emissions of sulfur oxides in the United States have decreased 15% during the 19701s, even though the use of coal by electrical utility power plants increased nearly 80%. That trend will continue as the older plants are phased out of operation and are replaced with newer plants, which must meet the New Source Performance Standards (NSPS) requiring the use of "scrubbers" to reduce sulfur dioxide emissions by 70% or 90%. The present Clean Air Act Amendments of 1977, by allowing the logical progression of economic events- -depreciation, retirement, replacement, and growth--will produce approximately a 50 % reduction in SOX emissions by the year 2015.

On May 21, 1990, EPA released its Strawman II draft program for mining wastes. It proposes to expand RCRA regulation of mining operations to include materials other than wastes. Strawman I1 would establish strict standards for the states to follow, rather than technical guidance. It proposes to establish performance standards; design criteria; monitoring requirements; and corrective action, closure, post-closure, and financial assurance requirements. It suggests "pollution prevention" concepts for mining operations. This paper explores the Strawman II proposals, particularly the technical criteria, and addresses several of the important concerns raised by industry.

Mining wastes have received individual attention under the Resource Conservation and Recovery Act (RCRA) since its inception, in recognition of the special characteristics that distinguish mining wastes from other solid wastes. The Environmental Protection Agency (EPA) has recognized that: - Mining wastes are generated in much larger volumes than other industrial wastes. Most material handled in mining is waste (over 99% in many cases) and not marketable product, whereas waste is a small portion of raw materials used in most industries. Consequently, controls used for hazardous wastes may be technically infeasible or economically impractical. - Nearly all mining waste is managed at the site of generation and is land-disposed. . - Mining wastes typically pose lower hazards than other industrial wastes. Mining operations are located predominantly in sparsely populated areas and in arid or semi-arid areas with little surface water runoff and deeper water tables.

"An information system has been developed for the use of companies considering developing a new mine which may be liable to secondary sulphide ignitions or by existing operations. The system uses the Comdale X expert system to analyze information about a particular mine. The system will indicate whether the mine is likely to experience ignitions and what precautions can be taken to reduce or prevent their occurrence. The advantage of an information system using expert system and artificial intelligence principles is that it can recommend action when there is an incomplete knowledge of all the system parameters. By interrogation of the user it can determine the state of knowledge and react accordingly. It is considered that such systems could be of significant use in mine planning for new and existing properties, especially where operators have limited expertise regarding secondary sulphide ignitions. IntroductionSulphide ignitions occur in the underground mines of several countries, including Australia, Canada, Finland, South Africa and the United States of America (1·3) and there has been a significant increase in their number and severity over the last decade(2.4). The basic causes of such ignitions are not well understood and man incidents are not reported or documented.Sulphide ignitions can pose a serious threat to the health and safety of mine workers and to the cost and efficiency of the mining operation (1-5). Byberg(6) described the three major problems associated with sulphide ignitions as:1. the force of the initial explosion can endanger workers and equipment;2. the intense heat of the ignition's flame front can endanger workers and equipment and may also ignite combustible material resulting in mine fires; and3. the sulphur dioxide produced by the ignition may be of such quantity and concentration to endanger workers, as was tragically demonstrated at Geco. In this incident in October 1985, a worker was killed at a position 2400 metres from the ignition point of a sulphide ignition at Manitouwadge, Ontario."

Uncertainty about the future and orebody should significantly impact evaluation of mining projects. Scenario planning, widely used in other industries, for example in the petroleum industry, can provide organisations with an opportunity to explore the consequences of uncertainty on their future plans. By developing plausible scenarios, scenario planning assists decision makers by allowing them to make systematic and possibly effective decisions for the future. This paper reviews existing mine project evaluation in the context of a new framework called scenario-based project evaluation (SBPE) (Vann et al , 2012) that addresses many shortcomings of existing approaches. SBPE uses conditional simulations (CS) models as inputs which are evaluated against future alternative project pathways (æalternativesÆ). These alternatives are evaluated using multiple plausible images of the deposit (CS realisations) which capture realistic variability and as an ensemble, map uncertainty of various orebody attributes at fine scale. The alternatives can involve different mining, stockpiling, blending and processing strategies. The ultimate output is a (stochastic) set of cash flows for each alternative from which financial measures, such as NPV, can be derived. Alternatives can then be explored in the presence of against external scenarios such as changes in prices, costs, and taxation. The obvious problem with such data rich results is knowing which scenarios or group of scenarios are optimal.An innovative approach to robust stochastic optimisation (RSO) suited to the SBPE framework is presented here for the first time. This approach to RSO aims to deal with the large number of alternatives generated from SPBE. The goal of applying the RSO approach to SBPE is to identify robust strategic alternatives (project configurations) which have the flexibility to deal with variability and uncertainty of geological and processing inputs such as density, grade and process performance. By applying the proposed RSO method, it is possible to deal with uncertainty and identify the best project configuration in the face of a large number of envisaged scenarios. A case study is provided, in which we have tested the application of the proposed method and compared the result with conventional methods. An important conclusion from this research is that selecting the value of the penalty coefficients in the RSO approach proposed is (as is all optimisation) an exercise of trade-offs; a higher net present value (NPV) is generally associated with a higher risk and a lower risk is associated with a lower NPV. "A key barrier to vertical mineshaft construction is the construction access required for workers. A suspended work stage is used to provide this access for the mechanical, electrical and structural applications and other tasks. Work stage design is complicated considering the numerous types of construction activities that are executed simultaneously, the confined environment in which the work stage operates, the significant corrosion attack that is present, the weight limitations imposed by the mechanical hoist systems, and the risks associated with worker safety. Also complicating the design, these structures and their construction environment can vary with time. Hence, they can be described as 4D structures. The author has discovered significant synergies and advantages with integrating engineering design with detailed three-dimensional (3D) fabrication design. The significant reduction of minor design errors needing field correction will be underscored. The tender process is also accelerated since the design output is fabrication shop drawings including a detailed quantity takeoff output which lists each component required and its specific quantity. The paper presented will document the numerous advantages to the project using this approach. This design is a time consuming process. The post tender award is meticulous and requires strong teamwork between the steel fabricator and the consulting engineer. This teamwork may or may not be present and is dependant on the experience and relationship the team members have working together as well as other factors."

A portable electronic instrument was developed which will measure change of longitudinal wave velocity with change of uniaxial stress in rock columns. The instrument is a solid-state device powered by nickel-cadmium batteries. It uses a probe of two piezo-electric crystals spaced inches apart to send and receive a pulse through a stressed rock. A one-inch cathode ray oscilloscope visually displays the longitudinal wave. A reference chart is used to find the stress. Laboratory results have indicated that the average stress on a sandstone column can be found to within 35 psi. The feasibility of using this instrument to determine stresses in mine pillars is to be studied. The instrument may be used to investigate physical properties of rock.

The R&D landscape for ore pre-concentration technologies within mining is characterised by the development of individual technologies and point solutions. This presents METS and mining companies with the combined challenge of understanding how to apply pre-concentration technologies to create maximum value, and how to sustainably integrate the technologies into their businesses to maintain the value. The paper will consider the requirements of an integrated pre-concentration system and presents a portfolio of R&D projects that have co-developed and integrated a suite of new precencentration technologies and methodologies across the mining value chain. Focus areas include in-situ orebody characterisation, blast design, real time cross belt mineral sensing, and consideration of how much data needs to be acquired in order to make value based decisions between ore pre-concentration options. An ore pre-concentration workflow is presented to demonstrate how additional optimisation opportunities are enabled both by moving decision points further upstream in the value chain, and by integrating the concepts of pre-concentration into the design of mineral processing equipment. Additionally, several research projects examine the non-technical factors that present barriers to uptake of new technologies within mining companies. Organisational culture, risk management and socio-political factors are discussed and a set of management tools are presented that allow organisations to self-assess their readiness for new technology uptake, along with process models to assist management with identifying and navigating the ecosystem of stakeholders that are decision makers in the use of pre-concentration technologies.

"The revamp of critical process assets that require a significant plant outage (shutdown) presents a unique and demanding set of challenges for plant operators. They are executed in a more complex Brownfield environment, typically with limited working space and often involve unknown conditions or scope. For plant operators, such a project is often a high cost event both in terms of opportunity cost of lost production and the resource cost of labor and materials. It can also be a high risk event in terms safety, environment, and future plant reliability/availability. This impacts current and future performance or Overall Equipment Effectiveness (OEE). In our experience, the sequential nature of the EPCM approach does not provide the proper framework to facilitate the level of coordination, stakeholder cooperation and detailed planning required to adequately address the construction and shutdown complexity of a critical asset revamp projects. This paper proposes a more integrated approach to handling shutdown revamps of critical assets. Its main thesis is to involve the key performing stakeholder groups early in the project lifecycle (engineering team, procurement team, construction team and plant operations) to form an integrated shutdown management team that is focused on ensuring delivered results are aligned with project objectives. In this model, the construction team executing the shutdown/construction is preparing the detailed shutdown/construction planning concurrently with detailed engineering and procurement planning. This allows construction/shutdown requirements to influence engineering and procurement, with the desire to optimize safety, speed, quality and cost. The paper also discusses how to overcome the procurement hurdle in applying such an approach. The outcome of this integrated approach is better planning, coordination, communication and alignment between the project stakeholders, a shutdown/construction driven planning approach that more fully addresses the challenges of these projects and delivered results that are aligned with project objectives."

At Tropicana gold mine (TGM), mine planning is completed from ‘one source of truth’ known as the Integrated Planning Model (IPM). The IPM is a block model which forms a core component of the TGM Mine Planning System – used for short, medium and long-term mine planning cycles, and for Mine to Mill reconciliation.The IPM was developed from a desire to consolidate long-term information contained in mineral resource and ore reserve models, with short-term information from the grade control processes, including grade control models and ore polygons.The IPM is informed initially by resource models, upon which the longer term budget and schedules are based. The IPM is routinely updated with grade control models and ore design information, providing increased confidence for short to medium term mine planning. In this format, the IPM also provides a framework for reconciliation of resource performance with grade control, mining actuals and mining schedules, and ultimately milling. As well as a means for analysing past performance through reconciliation, it has proven its worth as a predictor of variation and an input to successful schedule sequencing and change management. The IPM is a critical component of the TGM Mine Planning System, providing a centralised framework for short interval mill feed prediction through to life-of-mine (LOM) planning.Current development of the IPM is working towards incorporating Mine to Mill optimisation and real-time material tracking projects at TGM. If successful, the model will provide a truly powerful mine planning data source. Current development outlines a mechanism for tracking material from Mine to Mill, and for transferring mill performance data back to the IPM. Increasingly advanced material classification and mine planning, incorporating the multiple geometallurgical variables, will enable the mine to provide consistent mill feed products and result in a steady state and optimised mill.This paper outlines the vision, creation and benefits of the IPM at TGM. "Three issues of relevance in a modern tailings storage facility (TSF) are:geotechnical stabilitymanaging acid rock drainage (ARD) from pyritic tailingsmanaging the tailings from cyanidation of gold ores. Drawing on examples from both copper porphyry flotation and sulfide-hosted gold ores, this paper demonstrates that giving some weight and importance to the process tails properties upfront can influence the flow sheet and not only improve tailings management effectiveness but also impact positively on economics. In the case of a typical copper porphyry ore with moderate pyrite content, the rougher tail in a conventional high pH selective flotation step is usually classified as potentially acid generating (PAG). To avoid the generation of ARD within the tailings and the requirement for a costly plastic lining, subaqueous deposition is recommended, which in turn has negative implications for tailings stability, consolidation and closure. Adopting a neutral pH rougher stage rejects silicate gangue but recovers pyritic material to the cleaners for a subsequent selective flotation stage, often after regrinding. This effectively quarantines the PAG pyritic material in a much lower volume cleaner tail, which can then be appropriately encapsulated within a larger non-lined flotation tails facility. It also facilitates cyanide leaching of the cleaner tail for gold recovery, with the encapsulated tailings facility being suitable for cyanidation tails storage. A case study from Europe is examined. For gold ores where the gold is sulfide-hosted, but not refractory, a flotation route with cyanidation of the concentrate can similarly produce the majority of tailings as a benign flotation tail and again quarantine the low volume concentrate leach tail in a small encapsulated cell with appropriate residual cyanide management measures applied. Overall economics for intensive leaching of a low volume concentrate stream can also be surprisingly positive. A feasibility study design example of the process and TSF is presented. Human ventures into space are entering a new phase in which missions formerly driven by government agencies are now being replaced by those led by commercial enterprises – in launch, satellite deployment, resupply of the International Space Station and space tourism. In the not-too-distant future, commercial opportunities will also include the mining of asteroids, comets, the Moon and Mars. This research examines the role of off-Earth mining in a growing space economy. In this investigation, the term ‘mining’ is taken to embrace minerals, ice/water and other in situ resources. As the off-Earth mining initiative could be the engine that drives the space economy, it would be useful to understand what off-Earth mining market conditions and technology requirements are needed for that economy to prosper. These specific elements are studied in the wider context of creating an economy that could ultimately support a sustainable Mars colony. A thorough improvement in mine safety is contingent on many factors that require scientific decision-making for selection and prioritizing of important factors for safety improvement. Their analysis using an established scientific method can improve mines’ safety conditions and assist the administration for informed decision-making. This research establishes a mine safety evaluation index and proposes an integrative model based on the entropy weight and grey clustering methods. In the evaluation index, 27 significant factors of safety are identified and categorized into 7 criteria. The proposed evaluation system analyzes all indicators according to Pakistan’s current mine safety situation and their significance for potential safety improvement in the future. Results reveal that current safety practices are outdated due to a lack of mechanization in the mining industry and minimal capability of the management to achieve the desired safety targets. Appropriate safety policies and safety education are missing in the daily working environment. The lack of overseeing the execution of safety operations and the lack of ambition and strong work ethic workers contribute to the paucity of mines’ safety conditions. The prevention and control systems to manage risks and hazard are not in place, and the working environment in mines remain difficult. Therefore, to have enhanced mine safety, important factors can be addressed in chronological order, as presented in this paper. The proposed methodological approach can be applied to other prioritization applications to analyze the indicators and determine the appropriate management strategies.

Flotation was used to achieve improved separation of magnetite from the float and sink products obtained from heavy medium separation and to reduce the load of the medium cleaning circuit. The investigation was carried out in two successive phases. In the first phase, tests were performed on in-plant samples from the Homer City Coal Perdition plant to determine what effects variables such as medium density, particle size and magnetite source had on the efficiency of the process. In the second phase, the optimum conditions determined in the first phase were used to determine the applicability of the process to other selected coals from central Pennsylvania. It was observed that flotation was very effective in the separation of magnetite from coal. In most of the cases investigated, the magnetite recovery was approximately 99% with a magnetite grade ranging from 95 to 99%. The grade of the magnetite decreased as the ash content of the coal increased and the particle size of the magnetite decreased.

"For several years, the existence of a deposit of barite (BaS04) near Brookfield, Nova Scotia, has been known. A very large deposit of strontium (SrS04) near Sydney, Cape Breton, is a more recent discovery. Cape Chemical Syndicate has been formed to work the deposits. A five-million-dollar integrated mineral processing and chemical plant is planned for Sydney to produce various compounds of barium and strontium. The mineral processing plant includes the Jones Wet Magnetic Separator and will produce high-purity barite and celestite. These products will be processed further in the fine grinding plant and the chemical plant. The general project is described, covering the deposits, processing and markets."

This paper addresses the question ?What constitutes the right level of investment in community goodwill?? Mining companies are still grappling with this subject even though the business case for community investment has been accepted at a general level, as a strategy for competitive differentiation, risk mitigation and a desire to deliver - and to be seen to deliver - a ?net benefit? to affected communities. Gaining senior management commitment to long term social projects, by definition characterized by uncertainty and complexity, is made easier if projects are shown to benefit the site?s strategic goals. Case study research amongst mining companies, including interviews with social investment decision-makers, has assisted in developing a SI-DAT (Social Investment Decision Analysis Tool), a decision model for evaluating social projects in order to create value for both the company and community. Multi-criteria decision analysis techniques integrating business planning processes with social impact assessment have proved useful in assisting mining companies think beyond seeking access to required lands and peaceful relations, to how they can meet their business goals and contribute to regional development.

The Barrick Osborne concentrator has gone through a number of upgrades since commissioning and has increased production from the original 119 t/h design capacity to a milling throughput of 265 t/h in 2008. This was achieved incrementally over several years, by maximising operating efficiencies, in order to minimise capital expenditure, and take advantages of economies of scale; but more importantly it was reached with no measurable loss of recovery. Osborne currently processes a blend of underground and open pit material from the nearby Trekelano deposit. Following primary/secondary crushing, the material is processed through a rod/ball mill grinding circuit ahead of rougher/scavenger flotation that produces a copper concentrate. Osborne was seeking a further increase in plant throughput of the order of 15 per cent, but at more sustainable levels of secondary crusher plant utilisation. In early 2008, Osborne contracted Metso Process Technology and Innovation (PTI) to review the entire process from run-of-mine feed to final copper concentrate. This review would be done concurrently with surveys of both the crushing/grinding and flotation circuits being performed at the same time. The outcome would be a steady-state model of the complete flow sheet allowing the crushing/grinding model to interact with the flotation circuit model, such that overall process optimisation was possible. This was to apply both by exploring the operating limits of the currently installed plant, as well as looking at the logical next stage of capital plant expansions. Surveys of the crushing and grinding circuits were conducted at the Osborne concentrator in May 2008. The main objective of the surveys was to review the potential of increasing grinding throughput whilst maintaining the flotation feed 80 per cent passing size. This would also require improving the efficiency of the crushing circuit which was already operating in excess of 80 per cent of the time. Steady-state simulations were performed using the developed circuit models to identify opportunities to increase throughput and alleviate high circulating loads in both the secondary crushing and grinding circuits. Due to operational changes, the recommendations resulting from this project were considered by Osborne but have as yet only been partially implemented.  This paper covers part A or the crushing and grinding component of the project. A separate paper discussing part B or flotation is also being presented at this conference. The results of interactive simulations between the flotation and grinding circuit models are included in part B of this paper.

Success has been achieved in developing mathematical models of rod mills, ball mills and recently to a limited extent autogenous grinding mills. There is also considerable activity in the development of mathematical models of various mineral concentration opera¬tions, such as flotation, magnetic separation and electrostatic concentration. However, at present there is a technological gap which hinders the integration of both size reduction and mineral concentration models into an overall process simulation model. This gap exists because size reduction models have been aimed at describing the size of the product and have not dealt with the equally important problem of identifying the product composition in each size fraction. Without this information the concentration model is ineffective. This situation is especially critical in the simulation of the magnetite-taconite beneficiation process, where a portion of the ore is rejected from the process following each stage of size reduction. Consideration has therefore been given to the merging of a size reduction model and a mineral liberation model to permit prediction of mineral composition as a function of size. The results of this integration of size reduction and mineral liberation models are discussed from both theoretical and practical viewpoints using batch grinding data for a magnetite iron formation sample as a demonstration vehicle.

"Concepts of an integrated steel plant for sheet products to be built and operating in the year 2000 will be described. The design and operating methodology of this market driven facility will integrate process uniqueness, standardization, manufacturing automation, artificial intelligence and information flow.An integrated steel plant for the year 2000 is defined for this article as one that will be built on a greenfield site and ""started up"" in the year 2000 with a capacity of three million tons per year of flat rolled products ranging from cold rolled and electrical steels to high strength formable steels and a full range of coated products.It may seem that the 21st century and the steel plant we're discussing are far into the future. The startling truth, however, is quite the opposite. As shown in Figure 1, even with accelerated development, a new process on which laboratory development work is begun today might just barely pass through the laboratory phase, pilot plant, and commercial feasibility stages such that it can be considered viable for construction and start up in the year 2000.On that basis, it is very unlikely that this 21st century steel plant will utilize any technology that isn't at least under investigation in the laboratory in 1988. As a result, we recognize that planning and selecting the facilities for this plant is, in fact, a pragmatic rather than futuristic process, and that its main value is in providing a bridge to longer-term predictions."
