Endako Mines' molybdenum operation is located near the geographic center of the province of British Columbia, Canada. The property is six miles south of the Northern Transprovincial Highway and the northern main line of the Canadian National Railway. The area is broken by high hills covered with dense stands of spruce and pine with vast areas of the valley floors covered with aspen and poplar. The climate is moderate with precipitation averaging 22 inches per year. Approximately four feet of snow accumulates in the winter, and temperatures range from 900 F. in summer to -40° F. in winter. The orebody, a lowgrade porphyry type deposit, occurs in a widespread granitic intrusive which has been locally weakened at the intersection of two regional faults. In this vicinity the quartz monzonite has been further shattered to permit the entry of mineralizing solutions and local dykes. Two types of mineralization occur within the orebody. The most prom¬inent is the six inch to four foot wide continuous quartz veins with characteristic ribbons of molybdenite and frequently finely-divided grains of molybdenite within the quartz. The second type occurs as fine fractures filled with quartz molybdenite in the form of a stockwork halo radiating out from 20 to 200 feet from the quartz veins. Minor hematite, magnetite and chalcopyrite are also present. Mineralization is roughly proportional to the extent of kaolinization in the quartz monzonite, kaolinization being one of three distinct forms of hydrothermal alteration. Pyrite is commonly associated with molybdenum mineralization within the orebody and a pyrite halo is recognized on the south side of the orebody.

Open pit production planning is a procedure consisting of multiple stages. Although all the planning stages rely on the geostatistical block models, long- to short-term plans each require their appropriate resolutions and levels of details. The main motives behind using different resolutions are the tractability of the models and the practicality of the generated schedules. The current approach in the mining industry is to use nested pits generated by Lerchs-Grossman as the basis for long-term planning and to use manually generated polygons, within those pushbacks, as the units of production control in mid- and short-term planning. However, the nested pits generated by Lerchs-Grossman algorithm and the polygons drawn by mining engineer do not provide control over the value and tonnage of ore and waste inside the planning units and therefore cannot lead to optimum solutions. In this paper, we first present a pushback determination approach which maximizes the profit of the mine with control over the tonnage of ore and waste within each pushback. We then propose a clustering approach with size and shape control that determines aggregates within those pushbacks; and finally, we introduce a mathematical programming model which uses the generated pushbacks and aggregates as the planning basis and generates production schedules that maximize the net present value of the operation and are practical from the operation?s point of view.

The precise definition of an ultimate or economic pit has, over the years, received much attention in the literature on the subject of mine planning. Unfortunately, relatively little has been published in the area of pit sequencing and scheduling--an aspect which is typically of much greater economic significance both during the life of a mining operation, as well as in the evaluation of an exploration project. This paper discusses an overall mine planning methodology with emphasis on the design of an optimal sequence of pit expansions or phases. Although the concepts given are not new, it is hoped that some practical suggestions will be made. The paper will also describe graphical techniques which have been found useful in comparing the merits and impacts of alternate planning strategies and production schedules.

A strategic mine plan is a fundamental part of any mining operation. It must provide a realistic and operative extraction and processing schedule, and yield the highest value for the business. For open pit mines, the problem can be modelled as a set of blocks representing the deposit, for each of which we need to decide if it is going to be mined, if so, when and where it will be sent (process, stock or dump).This problem can be proven to be of NP-Hard complexity. The traditional approach used by mining engineers to tackle this complexity is to separate the problem into more tractable components, solving each separately. The first step is to use the Lerchs-Grossman (LG) algorithm to obtain the final pit limit, as well as a set of optimised pit shells (nested pits), using different input prices. Then, using this input, operational phases are designed. Third, the set of phases can be used as an input for a phase-bench style optimisation, usually using a mathematical programming-based algorithm.There are, however, several problems with this approach. First, dividing the problem into simpler parts has the consequence that any compromises made at early stages limit the potential value left for the following steps. Second, LG is a static algorithm, with no concept of the time-value of money, capacity limits, opportunity costs, etc. Phase design is essentially a manual step, for which nested pits provide insufficient information in practice, and therefore the quality of the result in terms of potential net present value (NPV) depends strongly on the experience and expertise of the designer. This means that key input data such as commodity prices, different processes capacities and mine movement limits, are considered only at scheduling, when there is little room for optimisation. This sequential approach limits the potential value in each step, where a simplified problem is addressed, instead of addressing the real, and more complex problem, which is dynamic and should be solved as a whole.We present in this paper an algorithm, and its commercial software implementation, that addresses the dynamic problem as a whole, simultaneously and automatically creating a high-value strategic mine plan that adheres to basic operational constraints, determining dynamic cut-off grades and delivering a set of phases which can serve as a much stronger guide than nested pits for the final design. We discuss some of the key elements of the algorithm and propose a new methodology for strategic mine planning, where phase design dynamically responds to mining strategy definition. Many ore deposits have considerable vertical extent which is not always known at the time of commencement of mining. In many of these cases, initial mining is by opencast methods, and as ore reserves are proved to greater depths, the pits are often planned to go deeper than had been originally envisaged. In such cases, surface plants and critical underground facilities such as conveyer tunnels, access ramps, ore passes, hoisting shafts and ventilation shafts are often located much closer to the pit rim and the orebody than is desirable for the deeper mining situation. This usually raises the question of the stability of such underground excavations, which may be critical for the viable longer-term mass underground operation of the mine. In this paper the key considerations in the evaluation of the stability of the overall mining environment for ædeepened minesÆ are defined. Aspects which are dealt with are: open pit stability, shaft stability, dilution, mudrushes and airblasts, and selection of mining method. The necessary stability evaluations are put into the appropriate context by considering two case histories. Critical parameters and considerations which need to be addressed during the evaluation of excavation interaction are also discussed.

Several large open pit mines are facing the challenge to design and plan an underground transition to sustain the long term future of their operations. The desired underground method is Block Cave since its natural high productivity and low operating cost that could compete against the open pit cost to mine the final open pit pushbacks. It has been found at several operations where this transition is taking place that the pit limit at which transition is performed is rather deep. This aims to think that perhaps several transition projects have started late in the life of an operation producing an over stress in the transition project and reducing the flexibility in the design of the overall infrastructure and a substantial lost in the complete project NPV. Traditionally the approach to plan open pit underground transition consists of sequentially deciding the final pit using a Lerchs and Grossman type of optimization to find the overall maximum pit shell and then running block cave simulations to find the best footprint for the underground option. The research summarized in this paper is related to the development of an integer linear programming model that aims to compute simultaneously the maximum NPV of the combined option final limit open pit and block cave underground footprint. The model has been tested using two large block models representing two of the current operations in the process of transiting from open pit to underground operations. Finally, the integrated open pit underground transition model is going to be compared to the traditional sequential approach in order to define which method achieves the best NPV. The paper illustrates both case studies in depth.

BRUCE CAVENDER, BHP Copper: Having worked in both places, I'd like to address the issue of the plant versus the corporate office. One thing to keep in mind is that we are all very engaged with the technical elegance of a lot of the work we do. There's some tremendous technical expertise in the plant. But remember, the guys in the corporate office are only thinking in one denomination, and that's dollars. So we'll see something like a spill, and for us it's a problem. At the end of the day, what the corporation cares about is the financial impact. So we've got to be careful to couch our solutions in dollar terms. JIM ARNOLD: Rebuttal? [laughter] DOUG HALBE: Are you going to rebut this one, Andy? ANDY CARTER, Oxidor Gold Corporation: No, I don't think so. I'm not up to it. I'd just like to address a question both to our panel and the floor. Those of us who've been in this industry any length of time have seen these same mistakes made over and over again. Wherever you go, year after year, plant after plant, you see the same problems. I guarantee you, Doug, that if we have a similar conference down the road, you're going to see the same thing. My question to the panel and to the floor is what is it about our industry that stops us from learning from our mistakes? What characteristic is it that prevents us from learning and makes us repeat the same mistakes over and over again? DOUG HALBE: That's a great question. Someone said in a meeting 10 years ago that if the people who design plants designed airplanes, the planes would be falling out of the air all the time. GARY SIMMONS, Newmont Gold Company: I've got an answer to your question as to why many plants are poorly designed. It's that the minute anybody demonstrates any sort of competence in plant design, they're promoted to a higher-paying job, and the talent pool is left with people of lesser experience. Just think about it: The people who have the experience and have demonstrated it more than once have moved up. JIM ARNOLD: I think that there's another reason, too. The support of roof in mines is dependent largely on the character of the top rock and its occurrence. The formations overlying the orebed in the Birmingham district are sandstone and slate. The sandstone occurs in beds of sufficient thickness to constitute important elements in the system of support; the slate is relatively strong but is thinly stratified. The alternating beds of sandstone and slate furnish an excellent combination in that the former are strong and the latter are impervious; however, their continuity is broken by jointing or slip planes. The thickness, and consequent weight of the overlying formations, is important in so far as the size and arrangement of pillars are concerned but may be relatively unimportant, temporarily at least, as a factor in the support of the roof. The position of the respective beds of sandstone and slate, their relative thickness, and their inherent weakness because of the occurrence of faults and folds, may exert a predominating influence on their support in place, which is affected only in part by the weight of the cover. The only mine in this district that operates under a cover of approximately 2000 ft. (1900 ft.) is the Shannon so-called "twin slope," situated 14,000 ft. southeast of the portal of the No. 7 mine of the Tennessee Coal, Iron, & Railroad Co. The conditions in this mine indicate what may be expected in other mines when the same depth is attained; in fact, the effect of pressure is shown in several mines that have not reached two-thirds of that depth. It is evident, then, that conditions affecting the support of roof will not improve but rather will become more difficult with the extension of the mines into the valley under a constantly increasing weight of cover. Further, the difficulties will probably be augmented by the occurrence of faults and other disturbed ground, the presence and position of which at present are largely unknown.

I. INTRODUCTION Today, there are two conflicting trends facing the designer of the bulk material handling system. The first trend is the necessity to stockpile increasingly larger amounts of bulk material (coal, ore, stone etc.) as economically as possible. Fig. 1 illustrates such a typical large storage pile. The second trend is the increasing awareness of the ecological problems of today manifesting itself in a new concern over possible air pollution from storage pile surface particles. The conflict between these two trends can become dramatic when this bulk storage pile is located near a heavily populated area. Strong winds can easily create a severe local problem by blowing the particles from the pile surface toward residential and commercial areas, igniting a crisis in public relations. (2), (3), (4). To help define our combined subject and ecological culprit more accurately, Fig. 2 shows the commonly accepted size range of dust particles. A descrip¬tion of the present state-of-the-art of dust control for large storage piles is the intent of this paper. II. OPEN STORAGE PILE SYSTEMS - ALTERNATE CHOICES AND RELATIVE COSTS In discussing the open storage dust problem and possible solutions, one obvious question arises - what are the economics of placing large bulk storage under cover? Part or this answer will be found in Fig. 3 - an approximate unit capital cost comparison between several methods of storage. It will be noted that the cost curve(s) for the closed concrete silo storage illustrated in Fig. 4 is cheaper per ton at relatively small tonnage capacities, but as tonnage increases, the open pile storage unit cost (B) becomes more economical. Curve (T) covers the cost of open storage using the plow feeder arrangement shown in Fig. 5. A gravity draw-down pile with feeders at the base as shown in Fig. 6 represents yet another open storage choice.

INTRODUCTION of bottom dump hauling units into the Ray, Ariz., stripping operation of the Isbell Construction Co., was motivated by several reasons, with what appears to be debatable results. The accepted theory of truck design for use in open-pit holds that end dump vehicles are the most adaptable for the work. But, because operations of the bottom dump, under certain construction and haulage conditions, proved economically feasible, the unit was put to work in the Ray copper pit. The decision to try bottom dump was reached after considerable observation of the unit in action on construction of earth filled dams, levees, airport construction and several other similar tasks. Basic tire design also motivated the choice. All things being equal, a vehicle running on low pressure single tires will outperform another operating on dual high pressure tires, providing load carrying capacities are the same. The investment required to equip a vehicle with four single tires to handle the same load as one with dual tires mounted on two axles and single front axles is about 60 pct greater. Thus, in order to reach the break even point on tire costs, single tires must operate 60 pct longer. Comparison is made with a truck outfitted with 10 16:00x25 tires. Two other factors were considered in selecting bottom dump trucks. It was felt the bottom dump principle would work well in dumping ore into a hopper where gate design fits this particular method. Also, with the absence of hydraulic dumping, ore pollution with oil is reduced. The mechanical simplicity of the unit also lent weight to its choice. Ordinary reasoning indicated maintenance costs would be low compared with other units carrying similar loads. The bottom dumping principle is not new. It dates back to the days when horses were used to haul the same kind of rig. The unit employed at Ray holds 25 cu yd struck measure, or approximately 42 short tons. Dumping is accomplished by releasing an air cylinder opening a dog holding the doors. Doors are closed by a cable system operating off a wheel wind deriving power by friction with the trailer tire. The unit is mounted on four 27.00x33 and two 14.00x24 tires on the front axle. The power unit is a 300 hp Cummins engine. Hydraulic power boosts the steering. A straight mechanical drive and friction clutch with 10 speeds is used. Conditions Not Ideal Top performance of the truck can be expected only under the conditions for which it was designed, in particular grades under 5 pct, handling fine material, and dumping where one thin layer can be placed on top of another. The machine will handle 42 tons per haul, operating at high speed, with only seconds used for dumping. On a 2 or 3 pct grade over a one mile haul,

A common casualty of modern open-pit mine optimization is the assurance that the resulting design is actually achievable. Optimized mine plans that consider value and a bare minimum of precedence constraints do not, in general, translate into practical, operational mine designs that can be used in the field. Ultimate pits may come to a sharp point at the bottom. Schedules may require taking small parcels of material from many disparate areas of the pit in a single period, and grade control polygons may be ragged, narrow, and not minable with realistic equipment. In this paper, all of these problems are addressed by encoding these three fundamental open-pit mine optimization problems as maximum satisfiability problems. Maximum satisfiability provides a useful framework for problems that are non-linear and may guarantee the optimality that metaheuristics cannot.

THE DEVELOPMENT by the Iron Ore Company of Canada of the Quebec-Labrador mining project, which eventually led to 'Iron Ore in 1954', involved, from the start, several distinct undertakings. Among them, the most important were: The construction of a 360-mile railway, linking Knob Lake with Seven Islands. The erection of a railway terminal, and harbour facilities, at Seven Islands itself. The building of an entire townsite at Schefferville (formerly Knob Lake) The construction of two hydroelectric plants; and, finally, The development of a sufficient number of orebodies to enable a production of 10 to 15 million tons of ore a year. Since these phases of the project have already been the subject of previous discussions, this paper will not elaborate further on them but will rather concern itself with a brief outline of the Company's current mining practices.

Mining means drilling and blasting in order to break down the rock, loading and transport, and often also crushing the ore down to a suitable size. These operations can be done in open pits or in underground mines, and also, to a lesser extent, in marine mining. The same operations are also used in various types of construction, i.e., for roads, water power stations, etc. Before beginning a detailed economic analysis of the factors which enter into deciding whether to mine by open-pit or underground mining, and at what point a change should be made from open-pit to underground mining, or vice versa, it is of interest to consider some general factors.

Utah Development Company (UDC) operates five large opencut coal mines in the Bowen Basin of Central Queensland, Australia. In total, over 20 million tonnes of coking coal are exported annually from the five mines. Typically, the coal seams dip at 5 percent, are 2 to 10 metres thick, and sub-crop some 20 to 40 metres below surface. In the main, the operations are single seam, but multiseam (2, 3 or 4 seams) operations do exist and will form an increasing proportion of the mining activities as depths increase. Draglines are used as the major stripping equipment, highwall depths currently ranging from 20 to 65 metres. Whilst project feasibilities were based on stripping to a 60 metre highwall, it is now proposed to continue opencut mining to depths exceeding 100 metres. This will entail large quantities of prestripping (ahead of the draglines) and overcoming problems associated with steepening seam dips, including haulage of coal from the pits.

Mining is a global industry. The conference is a good example of this, as itÆs jointly organised by professional associations from Canada, Australia and South Africa, and has attracted speakers and delegates from around the world. I commend the organisers for their initiative. I am pleased to be asked to participate in this panel û although I would hasten to add I see myself as perhaps an informed observer rather than an expert. It wonÆt be news to most in this room that AustraliaÆs mining sector is booming. As one of the most productive and diversified mineral regions in the world, this activity is also something that has not escaped the attention of CanadaÆs largest mining companies! This means that I follow what is happening in the industry and more specifically what might be occurring here. Two-way investment between Canada and Australia stood at $9.8 billion in 2005 with Canada as the seventh largest overall investor in Australia with $8.22 billion in investments. The majority of this investment is by Canadian minerals and metals companies. In recognition of the importance of Canadian investment in this sector in Australia, I maintain close contact with our companies. By way of example, in the past two months I spent a week in Western Australia visiting Perth and meeting with companies for example, like Teck Cominco and LionOre as well as seeing various Barrick Gold operations in Kalgoorlie. I attended the opening of AlcanÆs new Asia Pacific Headquarters in Brisbane in August and just two weeks ago was in Cowal, NSW for the opening of BarrickÆs new mine there. Having met with BHP Billiton in Vancouver, IÆm equally aware of active Australian mining interests in Canada. This is not designed to indicate how active I am but rather to demonstrate the dynamism in the mining industry and the diversity of Canadian mining interests in this country and Australian interests in Canada.

This is the seventh major symposium organised by Illawarra Branch over the past five years and the fifth dealing with various aspects of coal. It is clear that all of you here need no convincing that black is beautiful! This symposium is on a broader canvas, covering the overall field of occurrence, preparation and utilization of black coal throughout Australia. It is thus the most comprehensive treatment of the subject by the Institute since the symposium organized in 1950 by the Sydney Branch with the co-operation of the then newly formed branches in Newcastle, Illawarra, Central Western N.S.W. and Southern Queensland, all of which shared coal as a major interest. The 1950 symposium was adopted as a volume in the series of seven published by the Fifth Empire Mining and Metallurgical Congress in 1953. This historical reminiscence brings to our minds the circumstances in which these new Institute branches were formed. This happened in the year of the presidency of the late Frank Hockey, and at the time the Australian black coal industry was in many ways at a very low ebb. It was the time of extreme shortage of coal following World War II, and the industry was beset by industrial unrest on such a scale that daily bulletins were posted listing the number of idle pits, of idle miners and of tons of lost production. There could not, of course, be any thought of export marketing. Some of the more picturesque bulletins recorded the number of pits at which the ceremonial emptying of billies took place, and the number of pits at which the aroma of the horses' breath was insupportable. At an Institute conference at the time it is on record that the late lamented Austin Edwards, that tireless mineral researcher, author and editor, in his gentle way chided the personnel of the industry and the members of the Institute for having allowed a situation to develop in which a whole generation of Australian children could grow up without ever having seen coal or knowing what it was. It is sad that most children and most Australians have still never seen coal, and think of it as something dirty and uninteresting. The desperate situation of the black coal industry inspired moves by people in industry and in governments, whose plans and efforts have been recorded elsewhere, to modernize coal mining methods, to introduce coal preparation, and generally to restore the mines and the mining communities and to re-cast the steel industry and electricity generation. Amelioration of the traditionally troubled industrial relations was an integral part of this overall programme, and whilst one would wish this aspect had progressed further the situation has, in fact, improved immensely. New investment in exploration, mining, preparation, transport and utilization both by the existing coal mining groups and by new entrants, Australian and overseas, have played a large part in bringing about the transformation of the industry to such a point that Australian needs are being fully met and a large export market is being supplied - a situation that few would have dared to hope for in those dark post-war days. Forecasts of exports from New South Wales and Queensland show coal becoming a dominant foreign exchange earner for an indefinite term. Old King Cole may have vanished from our children's nursery rhymes but King Coal is here to stay, providingthat costs in the industry can be kept within competitive limits. It is all too easy for an industry to price itself out of the export market by inflation, by increased costs for a variety of reasons, and through currency readjustments. A second proviso is that we must continue to encourage a balanced attitude to environmental matters.

While the underground mining work environment may have processes and equipment considered unique, most of the broad issues likely to affect the occupational health and safety of employees are not. One such occupational health and safety issue that is common to the mining sector and most other industries is noise. Noise as an occupational health and safety issue is of national significance. Presently noise induced hearing loss costs Australia around $35 million per year on compensation claims experience alone. Noisy equipment and work environments are still being tolerated in parts of the mining industry as `part of the job'. Where work has been undertaken in noise management, considerable emphasis has been placed on either industrial hygiene monitoring programs or the provision of hearing protectors to miners working on or around noisy equipment.Opportunities for more cost-effective and long term methods for controlling noise exist. Ready to apply solutions to noise problems in the mining industry are available, but for many mining operators this information is often difficult to obtain. To overcome this problem, the SHARE program collects and distributes solutions to occupational health and safety problems. The program aims to help organisations to close the gap between what is known about solving health and safety problems and what is actually being applied at the shop floor level: Recent developments have incorporated the SHARE program concept into worksite hazard management projects that involve the participation of employee representatives, front line supervisors and engineering personnel. Besides providing workforce members with an increased understanding of hazard management skills, the SHARE in-house program results in the implementation and sharing of solutions to health and safety problems by the program participants.

On behalf of my agency, the Mine Safety and Health Administration, I would like to add my appreciation that all of you could be here today. Previous dust symposia over the years have proved the value of close cooperation among universities, government agencies, and professional societies in advancing knowledge of dust research and development in the interest of miners and the industry. I'll just comment briefly on MSHA's part of the overall effort by all parties to control miners' exposure to respirable coal dust and other airborne dusts. As you know, our agency's congressional mandate is to do what is necessary to assure that miners will have safe and healthful workplaces. In the area of coal mine health, this has meant joining with the mining community in a continuous campaign to keep respirable dust and quartz levels below applicable standards to prevent or reduce disabling coal workers' pneumoconiosis and silicosis arising from excessive exposure to respirable quartz. Currently, our agency is processing about 120,000 coal dust samples taken by MSHA and company people during the year and about 8,000 samples taken from metal and nonmetal mining operations. Our dust program, like other MSHA programs, has benefited from increased computerization of records. The attack on CWP has had the highest priority of government and industry. The goal has been to sharply reduce social costs of suffering victims and their families as well as the associated future payments under the black lung benefits program. During the 1989 fiscal year, about 104,000 former miners received about one and a half billion dollars in benefits. Since the program began, nearly 25 billion dollars have been paid out. Much progress has been made in lowering dust levels in coal mines since the standard of two milligrams per meter of air was established in 1972. Before that time, there was a 4-to-10-percent probability of a miner developing coal workers' pneumoconiosis at typical pre-1972 exposure levels. However, under the maximum respirable dust levels allowed today, this probability has been reduced to about 1 percent. Since average dust levels are lower today, we can expect fewer miners to develop CWP in the future. Out goal continues to be elimination of both coal workers' pneumoconiosis and silicosis in both coal and nonmetal mining. In 1985, MSHA revised its coal mine quartz policy to allow mine operators to submit dust samples used in setting the quartz standard. Previously, only single MSHA samples were used. Even though less than half of the mine operators have taken advantage of this change, it has provided a larger population of samples for analysis then before. Also the policy allows operations that are on a reduced quartz standard to have the standard reviewed every six months. In underground coal mining, the job of roof bolter typically has higher than normal exposures to quartz. About 45 percent of respirable dust samples from roof bolting operations contain more than 5 percent quartz and therefore are put on a reduced quartz standard. One objective of the policy revision was to improve miners' health by follow-up monitoring, and this is being done with roof bolting jobs. MSHA studies of surface coal mining operations have provided data showing that bulldozer operators and highwall rotary drill operators often have high exposure to quartz dust, and our agency is directing enforcement efforts to reducing this hazard. As you know, NIOSH is the part of the United States Public Health Service with responsibility for conducting and supporting research leading to prevention and control of occupational diseases and injuries. Some years ago, NIOSH went through a process of identifying and leading occupational health and safety problems in the United States. Candidate problems were evaluated in terms of the number of people affected, the importance of the effects, and how amenable the conditions are to preventive interventions. Lung diseases were ranked first on the resulting list. Diseases from mining continue to contribute substantially to this unfortunate position of prominence. The work of the Generic Center is one of many answers to this critical problem. Although the research is often expressed in terms of dust characterization or dust control, the reality is that high dust levels are much like high blood pressure. No one cares about hypertension per se. We are concerned about the consequences of exposure to untreated high blood pressure--heart disease, kidney disease, and stroke. Similarly, if dusts were truly only a nuisance, there would be little justification for the diverse research program supported by the Bureau of Mines or by NIOSH. But mineral dusts do cause a range of significant health problems: pneumoconiosis, bronchitis, and emphysema. The research supported by the Center is aimed at doing something about them. Within a public health approach to occupational health, we have a hierarchy of interventions. Primary prevention of problems is prevention at the source: solving a problem before it affects a worker. What we call secondary prevention is an attempt to identify health problems at a sufficiently early stage that some intervention will interrupt the disease process or the development of significant impairment. Tertiary prevention refers to rehabilitation of the worker who has already suffered significant loss of function. At NIOSH, and in the Generic Center research programs, the focus is on primary prevention. Basic investigations into those things about specific dusts that promote or reduce toxicity is critical for our understanding of how to prevent disease. Also, the search for engineering solutions to reduce or control dust generation is essential to solving problems of dust over-exposure. But until the engineers create the foolproof safe environment, it will also be necessary to discover better ways to identify the earliest markers of disease. To do this, we must explore and explicate the basic mechanisms of disease through laboratory investigations as well as human observation and physiologic testing. The unique opportunity provided by the Generic Center program and highlighted in this diverse program over the next few days is that these efforts are being carried out in multiple disciplines concurrently. Also, there are periodic small and large gatherings such as this one where investigators have the chance to get together, formally present papers, and informally stimulate each other's progress towards disease prevention. To ignore the potential for this cross-cutting interaction would be a significant loss. To take full advantage of it is potentially revolutionary. I recently pulled out a book I hadn't read since I was an undergraduate. It specifically concerns the nature of intellectual ferment surrounding the development of the concept of a sun-centered rather than an earth-centered universe in the sixteenth century. The book is about more than developments in astronomy: it is a discussion of the nature of scientific revolutions. Scientific revolutions result from the brilliance, insight, and good fortune of the few superimposed on the evolutionary work of the many. They both cause and reflect significant itellectural and social ferment. For example, the revolutionary work of Copernicus in recognizing the limitations of the concept of an earth-centered universe reflected contemporaneous developments in optics, mathematics, physics, economics, and philosophy.
