The work performed by the Royal Commission on Mining Subsidence is likely to prove of permancnt value, less perhaps for the conclusions it has reached and for the recommendations it has based upon these than for the admirable exposition which it affords of the law concerning mining subsidence and of the legal status of the person who has suffered damage by reason of such subsidence, as also of him whose working has caused the damage. The Commission was appointed by Royal Warrant in the middle of 1925 and delivered its final report in the middle of 1927. The terms of reference to the Commission were as follows: "To consider the operation of the law relating to the support of the surface of the land, and of buildings or works on or under the surface, by underlying or adjacent minerals; to enquire into the extent and gravity of the damage caused by subsidence owing to the extraction of minerals and the incidence of the resulting liability; and to report what steps should be taken, by legislation or otherwise, to remedy, equitably to all persons concerned, any defects or hardships that may be found to arise in existing conditions." Report on the Doncaster Area The Commission submitted an interim report at the end of 1925, which referred solely to one area, usually spoken of as the Doncaster area, and recommended that a Commission of a more technical character be appointed to investigate this particular case. This recommendation was acted upon, and the Commission thus appointed reported early in 1928. Here it is necessary only to indicate the nature of the special problem that had to be solved, the proposed solution being mainly of local interest. The Doncaster area consists of about 330 sq. miles of low-lying land in the southeasterly portion of Yorkshire and adjoining parts of Lincolnshire and Nottinghamshire. No less than 78 per cent, of this land lies below the 25-ft. contour line, and a good deal is even below high-water level. It includes a large tract of land known as Hatfield Chase, swampy ground which has always been a source of trouble on that account, so much so that in 1626 a Dutchman, Cornelius Vermuyden, was called in by King Charles I to devise and execute schemes of drainage for its reclamation. The New Orient mine, owned and operated by the Chicago, Wilmington & Franklin Coal Co., has caused a great deal of comment and interest because of its unusual features and huge daily production. It is in Franklin County, Illinois, adjacent to the town of West Frankfort. The seam being mined is the Illinois No. 6 which in this locality is 9 to 12 ft. thick and lies approximately 500 ft. below the surface. Without fear of contradiction, it can be said that this is one of the largest coal mines in the world from a daily production standpoint. During 1928, New Orient produced 2,400,000 tons, which amounts to over 10,000 tons each day the mine operated that year. The mine is built for a capacity of 12,000 tons but has actually hoisted over 15,000 tons in one 8-hr, shift. This enormous production can perhaps be better visualized if it is realized that each day's operation depletes over two acres of coal. The general features of this mine have already been fully covered in a paper by George B. Harrington,' President of the Chicago, Wilmington & Franklin Coal Co. In a paper of the nature of Mr. Harrington's, it was unnecessary to stress any particular phase of mining conditions, consequently the ventilation problems were touched upon but lightly. In this paper an attempt has been made to describe some of the problems which have been encountered in providing adequate ventilation for the mine. Ventilating Conditions The acreage allotted to New Orient mine has a length, north and south, of approximately 6 miles, and a width, east and west, of 2 to 4 miles. A number of important considerations caused the hoist shaft, air shaft and surface plant to be located near the southeast corner of the property, instead of near the center, as is usual. During the initial phase of the mine development, the mine was ventilated through these shafts, although there was a full realization that at some future date other shafts would be required.

Mining, which is at least twenty cen-turies old, was at first, and long, wholly a practical art. Little more than two centuries have elapsed since the inception of the idea that general education and a knowledge of natural science would be of advantage to those engaged in the mining industry. Though schools of mining began to develop in Europe early in the eighteenth century the concept of educational preparation, for technical conduct of the industry was slow in winning general acceptance in the industry itself. John Hays Hammond, in his autobiography, recalls that when he sought employment with a mining company after he had graduated from Yale and Freiberg he had to assure its executive, before being even considered for employment, that he did not consider that he had learned anything about mining. This was as late as 1880. Existence in the industry of a prejudice against education of the academic type is perhaps an explanation why inadequate provision has been made by the mining industry for the continuing education of technical employees after they enter employment, although engineering education prior to engaging in industry has now won general acceptance. I am familiar with the existence of 'loop" courses for engineering graduates in metallurgical plants, of schemes for giving mining graduates "practical experience," and of the interest in vocational courses for workmen which sprang up in the period of labor shortage during and immediately following World War I (but which quickly died when the depression of 1921 again made experienced workmen available in sufficient supply), having been chairman of a committee appointed by the Mineral Industry Education Division to make a survey of existing provisions for post-employment training for engineers in our industry. The results of that survey, reported elsewhere, clearly indicate that it is inadequate as to amount; the aim of this paper is to present evidence for belief that it is also inadequate in quality. To avoid becoming too involved, no reference will be made here to post-employment vocational training for workmen, which is a subject differing so much from post-employment education for engineers as to require separate treatment. Neither will postgraduate education for metallurgical engineers be discussed, becadse a distinction must then be made between training for research work and for plant operation, whereas mining engineers engage almost exclusively in operations. Since the situation in the coal-mining industry has been discussed at several recent meetings, that also will be passed over, and what follows should be taken as a discussion applying exclusively to the metal-mining industry. Professional Development In the operations field (both in mining and metallurgy) the work to which a beginner is assigned is seldom closely related to previous academic education. The aim of this paper is to point out the various ways in which design is taught in standard four-year mining engineering curricula in American colleges and universities; to discuss the reasons apparently justifying the great diversity of procedure that exists along this line; and to indicate possible solutions to the difficulties now attending the teaching of design. A study was made of typical four-year mining engineering curricula in 15 colleges and universities of the United States (Table I). Great diversity in content of the various design courses, if taught as described, became apparent immediately. It appeared that it might be both interesting and instructive if the cause for this colorful variety could be found. Was the cause local mining conditions, departmental individuality, or actual necessity? Study of the school catalogues revealed that the various design courses could be classified into two fairly distinct types; namely, (I) those dealing with mine equipment or structures, and (2) those dealing with underground layout of mine workings. It seemed reasonable to label the first type of course "mining design" and the second type "mine design." Some such distinction must have been in the minds of mining educators, for we find both names (i.e., mine design and mining design) used to designate the design courses included in the various mining curricula Unhappily, the name and the apparent content of such courses do not, in all instances, conform to the classification made here, although in most instances such conformation does obtain (Table I). It is possible that in the exceptional case the method of teaching a design course, and consequently the content of it, may have been changed at some time without change in the name of the course. Apparently only 3 of the 15 schools made an effort to cover both types of design in their curricula (Table I). Two other schools did not list or describe any course of study that could with certainty be taken as a design course. Of the remaining 10 schools, 9 gave a mining-design type of course and one gave a strictly mine-design type. Obviously, the preponderance of design courses afforded are of the mining-design type. Why? To answer this question, it is necessary to make a study of the prerequisites for the two types of design courses taught. In all schools the design courses were taught in the senior year; in eight, design was taught throughout both semesters; in two, it was taught during the first semester only; and in three it was taught during the second semester only. Consequently, excepting the last three cases noted, it is obvious that all prerequisites for a design course should be completed by the end of the junior year PREREQUISITES What are the probable prerequisites for the different kinds of design courses as they appear to be taught? The mines operated by the Compañía de Real del Monte y Pachuca, Pachuca, Mexico, are in two districts, the Pachuca, and Real del Monte. The principal area of mineralization is within a rectangle roughly 10 miles from east to west and 6 miles from north to south. It contains a number of veins from 2 to 20 ft. wide, which are exploited by this mining company. The scattered position of the producing mines led to the construction of two mills between 1906 and 1908; the Loreto mill, in Pachuca, averaged 2600 tons daily, and the Guerrero mill, in Real del Monte, milled 1270 tons daily. On Feb. 1, 1929, the management decided to enlarge the Loreto mill to take the combined tonnage of both mills at that time. This economic measure required the centralization of ore delivery, which would also afford a material saving in the cost of ore transport. The centralization would give the company the following advantages over the former system of operation: 1. Beneficiation at a single mill, closer to source of materials and supplies than the abandoned Guerrero mill. The refinery is also in the Loreto patio. 2. Ore delivery to surface at one point (San Juan Pachuca shaft) instead of at four. 3. Elimination of aerial tramways. To show what would be required to effect this centralization, it is necessary to describe the means by which the ore was delivered to the two mills, prior to centralization. The heart of the Real del Monte district is roughly four miles from that of the Pachuca section. When a new mine is opened, and often when an operating mine must adapt itself to physical or economic changes, a mining system must be selected in complete detail. In the past the plan chosen was usually the product of the local staff alone, however limited the training and experience of that staff might be, which often resulted in the introduction of methods that were familiar to the staff, but not so well suited to the conditions as others unknown to the local men. A new management, noting the difficulties with the existing layout, might make modifications or complete changes, so that many mines in their history have seen a whole series of mining systems, each somewhat laboriously grafted on to its predecessor. This should not be interpreted as a condemnation of the older staffs for sticking to the tried systems, such as open square-sets in the early days at the Homestake, because they knew it would work after a fashion, nor does the statement apply to the technically trained, and usually broadly experienced staffs of most present-day properties. The older miners did not have the variety of tools and methods, nor the present freedom of transfer of information as to what the other man is doing, and so did the best they could under the circumstances. Finally, the higher grade of the ores made the choice less vital. The ever-increasing need to mine low-grade orebodies, with a fixed or even lower price for the metal produced, has caused an increasing need for low-cost mining. In most new mines this has simplified the problem of selection by eliminating from consideration all of the high-cost systems, but it has also complicated the choice by the necessity for refinement in detail and a close adjustment of the plan selected to all the conditions at the property. In these low-cost problems any textbook division of mining systems as applied to "beds, veins or masses" avails little as a guide. It should be realized at the outset that to be successful under modern competitive conditions a system of mining must be worked out with elaborate detail, with careful time scheduling and control of the various elemental operations, and that after it is introduced it must be run with a large amount of technical direction.

Prior to Sept. 1, 1928, there had never been constructed what might be termed a long pipe line with electric-welded field joints. A year later more than 2500 miles of electric-welded lines had been completed which varied in diameter from 6 to 20 in., and in length from 50 to 700 miles. This paper discusses methods used on five lines with a total length of about 750 miles. The welding equipment used for the firing line or rolling welds, was 300-amp. generators driven with six-cylinder gasoline engines, and for the bell-hole or tie-in welds, 200-amp. generators driven by four-cylinder gasoline engines. A welding gang consisted of a foreman, 6 to 12 firing-line welders and 2 to 4 bell-hole welders, a mechanic and a tractor driver. Coupons about 1/4 in. thick were frequently cut from completed welds, which showed a cross-section of the weld and an indication of its size and penetration. For tests of tensile strength complete welds were cut out. The tensile strength of 52 welds cut from 420 miles of 12-in. line averaged 50,870 Ib. per square inch. The following results give a fair average of the number of welds made per man per day: on 157 miles of 8-in. line both firing-line and hell-hole welds averaged 15.3—the firing-line average was 21; on 39 miles of 10-in. line the firing-line average was 19.9; on 50 miles of 6-in. line, with unfavorable weather, the average was 17.7; on 424 miles of 12-in. line most of which was welded during the spring, 10.3, and with good weather the average rose to 13 welds per day. The average time for making a complete weld on 12-in. pipe 0.313 in. thick was found to be 30 min. for the rolling weld and 45 min. for tie-in welds. A comparison of costs between electric and gas welding shows that the cost of labor for electric welding is 25 per cent. more than gas, generating cost 61 per cent. less than gas, welding wire 40 per cent. less than gas, and supervision and overhead the same. The subject of classification is so broad that this discussion is confined to what the author believes is of prime importance in connection with proper grinding and classification. The years past have witnessed many noteworthy changes in fine grinding and classification, which have been accompanied by a readjustment of ore-dressing flowsheets for the preparation of better ground and/or sized products at an expenditure of less power, steel and maintenance than formerly. Nowhere in the industry is more being done in the way of experimental work to lower costs than in grinding circuits, because, at best, grinding costs are high. Recent years have indicated that, on the average, finer grinding has a real application. Without careful preparation of the process feed, no operation can be highly efficient or successful. In an earlier paper, the findings of an extensive survey at representative concentrators were presented1. Also, in the year of 1935, a technical discussion was given by Dr. J. V. N. Dorr (Some Notes on Classification Trends in America) before the Chemical, Metallurgical and Mining Society of South Africa In both papers mentioned, much has been said regarding flowsheets, grinding and classification. The author is very familiar with these papers, having had considerable to do with the actual operation of the flowsheets, as well as large mills and classifiers in the work described. Some data from the second paper have been included in the following discussion. Circulating Load In this particular paper it seems advisable to deal with the classification phases of the work that to a major extent govern the success of any closed-circuit grinding unit. The idea of bonding two dissimilar ferrous metals, and making use of both, is an old one. Tips have been brazed onto tool shanks for many years. The bonding of larger pieces to form whole bars and sheets has also been accomplished, but has received little attention in the technical literature, although a number of patents have been issued covering various methods for its accomplishment. There are three main motives behind the manufacture of composite steels. One is that the physical properties of one steel may supplement those of another; a useful, but at the same time, hard, brittle steel may be backed by a soft ductile one, or a stainless steel may be backed by a steel possessing greater strength. Another motive is direct lowering of cost; an expensive steel may be backed by a less expensive one, bringing down the cost of the piece as a whole. The third motive is an indirect lowering of cost, as when a useful steel is backed by a steel that is easier to machine, so that machining cost on a finished product is lowered considerably. Often more than one of these motives lead to a decision to use a composite steel. Previous Methods There are two methods in use that result in tolerably good bonds between ferrous metals: (1) the casting method, and (2) what we shall call the "heat-pressure" method. This "heat-pressure" method covers processes in which the bond is made between two prepared surfaces by heating them and then applying pressure. Usually sufficient pressure must be used to produce appreciable spread and elongation, or else we arc merely brazing and not truly welding. Any laboratory corrosion test, as judged from the practical point of view, is valuable only to the extent that it foretells what will, in all probability, occur in service. Such a test is most properly to be considered as a "pilot test," that is, a test which indicates the direction along which action may be expected to occur rather than as a truly quantitative test which would be expected to tell just how and to what extent the action would proceed. It is generally recognized that laboratory corrosion tests should be chosen with particular reference to the character of service expected for any particular type of metal, so far as it can be foreseen. Even when this requirement has been fulfilled, however, the question whether the actual service behavior of the material is in accordance and general agreement with predictions based upon such laboratory tests is always a pertinent one. The information available in the technical literature bearing on the correlation between the service behavior of metals from the corrosion standpoint, and the results obtained with the same metals in laboratory corrosion tests is very meager, indeed. The results which have been obtained in weather-exposure tests of sheet duralumin which form the body of this discussion are presented here for their bearing on this particular phase of the problem of the corrosion resistance of duralumin. Although the exposure tests described have not been completed, in the sense that all of the tests, in the series initially laid down, have been accomplished, still the general trend shown by the results is so clear that a number of definite conclusions at this stage (subject, of course, to possible modification in the light of later results) are believed to be warranted. The tests reported upon here form one phase of the much broader study of this subject which has been under way for several years in which the National Advisory Committee for Aeronautics, the Bureau of Aeronautics of the Navy Department, the Army Air Corps and the Bureau of Standards have cooperated. The efficient operation of a blast furnace depends primarily upon efficient contact between the descending streail1 of solid materials and the ascending stream of gas. A program of research dealing with the interior of the present-day furnace is being carried by the U. S. Bureau of Mines along two lines: (I) observations on commercial furnaces and (2) experiments in the laboratory. Through the courtesy of the officials of the Illinois Steel Co. it was possible to make a detailed investigation of the interior of the shaft of NO. 4 furnace at the company's South Works, South Chicago, Ill. The experimental work is reported in a IT. S. Bureau of Mines bulletin' which will include the results of several thousand observations on the interior of the shaft of this furnace. Such of the data as are presented later in this paper constitute only a brief summary. The second part of the work has been conducted in the laboratory. Only one phase of the laboratory investigation has been completed at the present time, namely, the flow of gases through beds of broken solids." The object of this papcr is to correlate the results of the two different lines of research and to present a. more or less complete picture of the condition of the interior of a blast furnace by giving approximate, quantitative data of the actual size-distribution of solid particles in a typical furnncc, and of the efficiency of contact between the gas and solid phases. With such data before him the operator or the experimenter not only has a much better idea of the actunl conditions inside a furnace, hut he also knows in what direction to look for possible improvement. The discussion which follows presents only a few of the items studied and reported; those persons who are particularly interested in all the result's of this investigation must refer to the aforementioned publication.

The practical study of corrosion requires consideration of its economic aspects. It must be based on sound scientific principles, but it should be borne in mind that probably the most important object of a corrosion test is to determine what metal in corrosion-resisting construction will produce the greatest operating profit. Thus the corrosion test must be directly connected with money values or it is not a practical corrosion test. This, perhaps unusual, connection between corrosion and economics is partially due to the fact that corrosion deals only with the time factor or duration of equipment, and it is almost the only test which deals with this feature. In these statements a departure is made from the academic definition of the word corrosion and it is done deliberately. The use of the term corrosion is unusual. It is as though we spoke of a tensile test as a "breaking" test. We are not interested primarily in the break but in the strength of the metal. There is no English word which expresses our main interest in corrosion-testing, but let us have clearly in mind that we make corrosion tests to prevent corrosion. Our real interest is in this corrosion-prevention, not in the corrosion. Previous to 1922, it was common comment that "it is impossible to determine the course of corrosion by laboratory testing.'' This statement was true at that time in that the technique of laboratory testing for corrosion resistance was so vague that tests in the laboratory gave untrue results almost as often as true ones. This was so, even in the simple case of determining which one of two metals better resists a given solution. While this is no longer true the number of misleading "corrosion tests" still being ground out by laboratories is too large in the light of our present knowledge. There are two important features of corrosion testing whose neglect is a large contributing factor to misleading results: (1) The economic relations of the corrosion tests to other tests; (2) testing technique. The work of D. J. McAdam, Jr.1,2 at the U. S. Naval Engineering Experiment Station, Annapolis, Md., on what has been called by him "corrosion-fatigue" has focussed the attention of the engineering profession in general, and of those interested especially in the study of corrosion in particular, on the importance of making tests which will indicate as nearly as possible what can be expected from a given material in service. Pitting is unquestionably the chief agent operating so tremendously to reduce fatigue limits, but in the light of previous work3, 4, 5, 6, 7, 8 it is fair to assume that absorbed hydrogen resulting from the action of the corroding medium upon steel may, under certain conditions, have a perceptible influence. The experiments described in this paper deal more precisely with stressless corrosion, or "prior-corrosion fatigue,"9 and have been carried out to test such an assumption, to segregate, if possible, the effect of pitting from that of absorbed hydrogen, and although very preliminary in nature they indicate results which are striking.
