Introduction The requirements to investigate a wide range of alternatives and analyze a variety of ‘what if’ questions make the automation of pit design a requirement in today’s rapidly changing mining industry. The wide-spread application of computers has relieved the engineer of much of the tedious and error-prone work related to mine design. He is thus free to do the creative and innovative thinking for which he is trained. It is now possible to investigate a large number of alternative pit designs in a reasonably short time period. In the past it was very easy for a team of engineers to consume 12 to 14 man-months in the detailed hand design of a large open pit. The pressure of today's mining industry, the desire to investigate a variety of alternative designs, and the shortage of qualified engineers make the slowness of hand design less preferred.

Scenario-level uncertainty is a representation of large-scale differences encountered when considering ultimate mining pits optimized over various subsets of stochastic realizations. Accounting for scenario-level uncertainty allows mine plans to be assessed against several probabilistic subsurface interpretations. Scenario-level uncertainty is found through clustering stochastic geostatistical realizations and optimizing final pits across the realizations in each cluster. Where these pits are geometrically different, plans for each scenario differ. Knowing these differences allows the value of each planning alternative to be assessed based on the value and relative probability of each scenario. These results also facilitate the use of formal decision-making frameworks for planning, leading to optimization that better represents the full statistical characterization of the deposit. An example utilizing this approach evaluates both infrastructure placement and drilling program requirements. In both cases, scenario-level uncertainty improves initial plans by limiting opportunity costs and identifying additional potential.

INTRODUCTION In recent times the continuing depletion of high grade mineral deposits and the massive increase in raw material consumption have forced the metal mining industry to exploit ore bodies of lower and lower grades. To obtain a satisfactory financial return from these deposits, there has been the concurrent and evident trend towards increasing the size of operations to obtain benefits from the economies of scale. The evaluation, planning, and design of these large scale open-pit operations, so as to yield the maximum possible return on investment, is an extremely complex, iterative procedure. With profit margins trimmed, "small" errors can become much more significant and with exploration costs spiralling, accurate and rapid evaluation is essential. It demands a sophistication and precision in the evaluation process unheard of ten years ago. What follows attempts to describe the need to thoroughly plan the overall evaluation programme such that duplication of effort is avoided and all relevant information is systematically recorded from the outset of exploration. The final section of the paper takes a realistic case study to illustrate the significance of pit slope angles on the design of the final pit and the economics of the total project. THE EVALUATION PROGRAMME The team, (for a team effort it must be), that is charged with the responsibility of conducting the evaluation exercise, has the difficult task of placing values on a multitude of independent and inter-related variables. Each variable has some economic significance; the degree of significance varying according to the metal sought, the environment in which it occurs, the vagaries of the market place, to name but a few of the problems facing the project team. From this maze of variables, the team must identify those that have the most critical influence on the overall economics of the proposed venture. Investigations must then be set in motion to quantify these controlling factors more precisely. It is important to recognize that such investigations form part of the evaluation programme and require monitoring for both timing and cost as the whole exercise of evaluating the project continues. To add to the difficulties, the economic significance of any particular variable may change during the course of the programme.

Both Eldorado Airlines •and Canadian Pacific Airlines maintain scheduled flights from Edmonton to the 4,000-foot airstrip on the north boundary of the Company property. Bi-weekly flights are made by Saskatchewan Government Airways from Prince Albert. Men and priority freight are flown by Company aircraft direct from Edmonton. From June to-September, when the waterways .are ice-free, freight is carried by barge from the •railhead at McMurray, Alberta, down the Athabasca river to Chipewyan, and across lake Athabasca to• Bushell, the terminal on Black bay, lake Athabasca, a total distance of 265 miles.The Eldorado Operation has been connected by a 12-mile, all-weather highway to Bushell. Where the highway crosses the park-land along the Fredette river, the townsite, Uranium, is under construction to provide services to the uranium-producing district. Spur roads have been built to the Ace, Fay, Eagle, •and Martin mines of the Eldorado operation, and to the properties of Pitch-Ore Uranium Mines, Ltd., and Rix Athabasca Uranium Mines, Ltd."

Acknowledgements The following account has been compiled mainly from records and maps of Eldorado Mining and Refining (1944), Limited, hereinafter called the Crown Company. This work was done under the supervision first of R. F. Murphy, Chief Geologist, and later of E. B. Gillanders, Eldorado Mine Manager and Manager of Eldorado Exploration Division. W. F. James and B. S. W. Buffam are consulting geologists. Since 1946, S. N. Kesten has supervised geological work for the Company in the Goldfields area. Where maps of Eldorado properties have been included in this paper, the name of the geologist who examined the property is acknowledged on the map. Outline of General Geology The geology of the area is described in the Goldfields and Martin Lake preliminary maps of the Geological Survey and accompanying Paper 49-17. In brief, the Tazin series of Precambrian age, consisting mainly of sediments with minor interbedded volcanics and basic intrusives, is intruded and replaced by granite, now generally gneissic. The late-Precambrian Athabaska series of conglomerate and arkose, with interbedded basalt and andesite flows, rests unconformably on the older rocks. All these rocks are cut by small diabase dykes. The geological terms used in this paper and in the accompanying figures are standard with the exception of the term 'mafic rocks'. These include all the basic or dark coloured rocks of the Tazin group, such as amphibolites, biotite schists, and chlorite-epidote rocks (greenstones), whether they be of extrusive, intrusive, or sedimentary origin.

All uranium mills are required to perform sampling and analysis for radioactive particulates in their gaseous effluent streams and in the environment. Pacific Northwest Laboratory was requested by the U.S. Nuclear Regulatory Commission (NRC) to provide technical assistance to them for their Uranium Mill Health Physics Appraisal Program. In conducting appraisals, air sampling methods used at NRC-licensed mills were reviewed and several deficiencies noted. This paper includes only environmental and effluent particulate sampling although much of the information is applicable to both in-plant and environmental samples. First, the components of a proper sampling program are discussed: program objectives, program design, sampler design, analyses, quality assurance, and data handling. Then the specific deficiencies, or the "pitfalls" from the first 8 mill appraisals are discussed. The first consideration in establishing an air sampling program is defining the objectives of the program. What is air sampling suppose to accomplish? Many of the deficiencies we have observed have resulted because the desired objectives were not clearly established in the minds of the radiation safety staff. PROGRAM OBJECTIVES An environmental air sampling program ought to fulfill the following seven objectives. The first is to: 1) [demonstrate regulatory compliance]. Although a goal of most programs, regulatory compliance, is not well understood. One has not only to comply with the conditions of the source materials licensee, but one must also demonstrate compliance with 10CFR20 and 40CFR190. For example, 10CFR20.106 states: "A licensee shall not possess, use, or transfer licensed material so as to release to an unrestricted area radioactive material in concentrations which exceed the limits specified in Appendix B, Table II of this part .... For purposes of this section, concentrations may be averaged over a period not greater than one year." Even if a mill's license does not require sampling at the site boundary of maximum concentration, a sample may be necessary to demonstrate compliance with 10CFR20. Most mill personnel are painfully familiar with 40CFRl90.10, which states: "Operations.... shall be conducted in such a manner as to provide reasonable assurance that: (a) The annual dose equivalent does not exceed 25 millirems to the whole body.... of any member of the public as the result of exposures to planned discharges of radioactive materials, radon and its daughters excepted... from uranium fuel cycle operations..." This means a licensee's sampling program must give "reasonable assurance" that the member of the general public receiving in the most exposure gets no more than 25 millirems per year. The sampling program necessary to provide that assurance may or may not be a license requirement. However, merely meeting the license requirements and the explicit regulatory requirements does not necessariarly ensure an adequate effluent and environmental air sampling program. The second objective of the environmental air sampling program, is to 2) [identify the source(s) of contaminants]. This will include not only the routine program, but special sampling for verification of sources and nonsources. Only after sampling can a mill operator be assured that roof vents, laboratory hoods, and other localized ventilation systems are not making a significant contribution to environmental releases. An environmental sampling program should also allow the mill operator to fulfill the third objective, to 3) [estimate exposures]. Even before 40CFR190, a sampling program should have provided the mill operator with the information necessary to determine the dose to the "fence post" person, or at least to determine if doses were well below the 10CFR20 limits previously allowed. The program should 4) [detect and measure unplanned releases]. If there is a fire, a scrubber failure, or if a drum of yellowcake breaks open, measured releases will almost always be lower than conservative estimates. Whether or not a system to provide sampling during accidents is needed is almost always a cost-benefit decision. In general, uranium operations do not sample just in case an accident may occur. Yet they may decide on continuous air sampling in lieu of intermittant sampling partially because of the potential for accidents. Another objective of air sampling is 5) [to provide information on the effectiveness of control systems]. This is always a concern with new or modified equipment and may dictate sampling frequency in other situations as well. For instance, if a small leak in a bag filter cannot be detected by other means, then more frequent stack sampling may be indicated. This paper relates some of the experiences, good and bad, of blasting adjacent to residences of the primary author during his 15+ years of field blasting in the Northern Great Plains region. During this highly-rewarding blasting career, the author has become aware of two major issues in residential blasting: 1) What we call “Risk/Reward Ratio.”Some questions that must be asked by the blaster prior to taking on any blasting job include: - Can we eliminate or minimize the risk? - Is the reward worth the risk? - Do I have a measure of “nervous confidence” about the shot? 2) Public Relations. Two key elements to public relations are: - Notification - Education All the education in the world to the adjacent populous of what’s happening, of blasting in general, or of what to expect from the blasting does little good without notification. Good public relations is a key to controlling the cost of liability in a litigious society.

Iran was a lodestone for the attention of industrial countries and companies wanting to share in its industrial development during the last two decades and particularly after 1972. Prior to 1972, most industrial projects in the private sector were on a relatively small scale and could be carried out in reasonably orderly fashion in spite of limitations of a primitive infrastructure and meager indigenous supply of managerial and technical skills. People with these skills could be found but not in abundance, and many of them were total¬ly engaged in various government ministries and projects. Thus it was that nearly all private sector industries, even long-established ones, required one or more foreigners to give guidance. A barite mine and processing facility was brought on line by Dresser Industries in 1960 without serious operational problems. A few expatriate experts were able to select and train a stable group of staff and production people and establish sound management principles for continued growth. The huge and increasing oil revenues after 1973 gave superficial credence to ideas of the Iranian government that the country could easily finance the jump into the industrial 20th century. All necessary skills and equipment not available in Iran would be imported, and intensive training programs would prepare Iranians for operating the new facilities. Large projects for steel production, copper production, oil refining, petrochemical production, cement production, and others were started or expanded. These are basic industries that consume substantial quantities of refractories. Studies made in 1972 indicated that the existing industries plus expanded and new projects scheduled to come into production would lead to a market sufficiently large to justify a refractory producing plant. Concurrent studies of raw material sources showed that clay, the largest tonnage item, would be locally available; the other raw materials would be imported. Iran Refractories Company (IREFCO) was founded in 1973 and started production in 1976.

In this paper it will be my endeavor to trace the development of the marine engine and its appurtenances, and the general progress that has taken place in marine engineering generally during the past fifteen years, rather with the object of attributing much of it to the successful efforts of the makers of iron and steel, thereby rendering my thanks to them for the valuable service they have contributed to my profession, than to recount what has been achieved by the skill, ability and perseverance of my colleagues in shipbuilding and engineering. The engineer has been at all times dependent on the ironmaster, and on more than one occasion his progress has been barred by the inability of the latter to overcome some obstacle to success in his manufacture. But on the other hand, it is equally true that the ironmaster has often been ahead of the engineer, and has been prepared, long beforehand, to supply that which would make a success for the marine engineer if he would avail himself of it.

It is now fourteen years since we German ironmasters, in considerable number, visited the United States on the occasion of the Philadelphia Exposition, and found the iron metallurgy of this country, as must be frankly confessed, in an advanced stage of development not previously suspected by us. At that time the United States already occupied, as now, the second rank, with Germany in the third, the product of pig-iron for that year being, in Great Britain, 6550, in this country, 2093, and in Germany, 1850 kilotons.* This relative position has not been changed. The present annual product of the three countries is, in round numbers, Great Britain, 8380, the United States, 7790, and Germany, 4530 kilotons. But the proportion of the United States, which was, in 1876, but 15 per cent. of the world's product, has now advanced to 30 per cent. When we left America in 1876, it was not only with gratitude for cordial hospitality and for the liberality with which our professional colleagues here had opened to our inspection whatever was worthy of notice in our special field, but also with the conviction that we had collected a great treasure of new and interesting information which we could utilize for the benefit of our German Fatherland. Particularly the achievements of the never-to-be-forgotten Holley in the field of Bessemer practice, set us an inspiring example for imitation in our own country. This is in part a review paper, indicating the various steps that have been taken in developing hindered-settling apparatus, some of the standard data that have been obtained, and some of the conclusions one is led to as to the effect of it in improving concentrating-methods and machinery, and in part it brings in some unpublished work. Causes oF Loss in ORe-ConcEntration. In making a study of the separation of valuable minerals from the waste gangue, particularly by water concentrators, it is necessary to define, first of all, what are the causes of loss that are likely to interfere with the concentration. Having made this definition, we can then study to see in what may the machines make their losses, and plan remedies for them in an intelligent way. Losses may be stated to occur as included grains, as flat or long grains, as fine free mineral, and as absolute slime. We will take these up one by one, as follows: Included Grains.—Fig. 1 shows by a set of diagrams how included grains may occur : first, where the heavy mineral grains attached to the quartz are of large size; secondly, where they are of small size; and thirdly, where very fine particles of heavy mineral are included in the quartz. We have to decide in regard to included grains whether they are rich enough to go direct to the furnace, or poor enough to throw away, or whether they lie between these two points and require recrush-ing as the only means of severing the values from the waste. This last case is the orlly one requiring special treatment at our hands. We will therefore consider that next.

Edward K. Landis, Philadelphia, Pa.: In studying Mr. Thackray's paper it seemed that a critical comparison of the results from different methods therein reported would he of interest. For this purpose Table I. was constructed by grouping all determinations made by the same method, and the probable errors were calculated. In this table all chemists titrating with permanganate (A1, E, F, G and 0 of Mr. Thackray's paper) are classed under "Emmerton;" those titrating with nitric acid (C, J, S and Y) under " Handy; " those re Probable error of result: a, ±0.0008996; b, ±0.000694; c, ±0.00107; d, ±0.00115; e, ±0.000674; f, ±0.000473; g, ±0.003675; h, ±20.0007959; i,0.000.5098; k, ±0.0008303. L. D. GODSHALL, Everett, Washington: This very interesting paper cannot fail to command the attention of every one who has ever had experience in the amalgamation of gold-ores. I wish to call attention to three very important facts brought out very prominently by the paper, namely: 1. The extent of accumulation of amalgam on copper plates in the form of scale, not removable in the ordinary manner; 2. The change in the relative quantity of the two metals in the amalgam as we. recede from the battery-discharge; 3. The difference in fineness of the bullion obtained from the above-mentioned scale as compared with the bullion from the daily clean-ups. From Mr. Bayliss's figures we find that during the life of the plate in question 14,942 tons of ore were crushed, yielding amalgam of the value of $5.03 per ton, or a total value of $75,158.26. The amalgam accumulating on the plate during this time as scale, we find to have had a value of $8340.54, or $0.558 per ton of ore treated, representing 11.09 per cent. of the total amount of amalgam saved in the ordinary clean-up; or, taking the amalgam saved by daily clean-up plus the amalgam-scale as representing the total saved on this plate, or 100 per cent., we find that the daily clean-up saved 90.01 per cent., while the scale represented 9.99 per cent. The above figures do not include some additional amalgam still adhering to the plate after scale had been removed. We are told that this was not an exceptional case at the Drum Lummon, but that other plates have even yielded a third more than the one in question. The interesting query now comes up, whether this experience at the Drum Lummon is exceptional or universal at all mills; and another question arises, as to how long such an accumulation might continue,

William B. Phillips, Birmingham, Ala.: The questions raised by Messrs. Wilkens and Nitze are in the highest degree interesting to owners of low-grade iron-ores, aizd no less so to blast-furnace managers. If it can be shown that ores heretofore considered worthless can be brought within the limit of economic use, many large and readily accessible deposits may come into market on the one hand, while on the other the possible increase in the output of the furnace per ton of ore used will prove of advantage to the iron-maker. It cannot, of course, be claimed that this process has been employed on a working-scale with respect to iron-ores, and in so far as concerns results on a large scale no one is any wiser than his fellow. Granting that the results obtained in an experimental way (and certainly the experiments were conducted with a great deal of care) can be attained in practice, we would still be facing the question, what it would cost to get them. In the absence of any specific data, we have to fall back on general principles, helped along, as far as possible, by indications afforded by the experiments. I must confess that as regards the Clinton ores, which I have studied to some extent, I am not sanguine of making a ton of 53 to 54 per cent. concentrates from less than 1.75 tons of 40 per cent. raw ore. It may be possible to get the iron in the heads to 56 to 57 per cent., but the lesser richness of the middlings will probably reduce this to 53 to 54 per cent. in the salable stuff. As the authors remark, it is not worth while to discuss the concentration of the better grades of " soft" Clinton ore; for the price at which they are now delivered at the furnaces, and the comparatively limited amount now remaining, render their concentration unadvisable. This paper comprises suggestions on certain points rather than a complete survey of the whole subject. In other words, it is a contribution to the kenera1 discussion invited by John Hays Hammond in his paper, presented as a Presidential address at the Chattanooga meeting of the Institute, in October, 1908.1 Mr. Hammond says, in conclusion: "... I am not offering a code, or even an official and representative declaration of principles.. My remarks are intended, and will, I hope, be accepted, simply as a contribution to that discussion of their theme in which every engineer of experience may participate." Such a discussion has been conducted in technical journals, as well as in contributions to the Transuctions of the Institute; and, in the remarks here offered, I shall have occasion to refer the read& to what I have thus published elsewhere, for more extended statements of my views. What Mr. Hammond says about loyalty to employers, the double capacity of the engineer as an employer, the expert witness, commissions on machinery, the statement that most swindling is done by laymen and not by engineers, duty to the investing public, and the engagement of local engineers as colleagues, it is a pleasure to indorse. Although every mill-man of even limited experience in the amalgamation of gold-ores is probably aware that copper plates will in time become coated by the accumulation of gold-amalgam, it may be that many do not know to what extent this accumulation occurs in the treatment of ores dissimilar to those with which they are familiar, and under conditions foreign to those with which they have to contend in any given locality. The writer, therefore, feels relieved from the necessity of offering an apology for dealing with such an elementary subject, believing that certain facts in reference thereto, which have recently come under his personal observation, will be interesting to many, and possibly instructive to some persons engaged in the amalgamation of gold-ores. The facts hereinafter stated were observed in the 50-stamp "combination"-mill, owned by the Montana Mining Company, Limited, of England, operating the Drum Lummon mine, situated at Marysville, Montana. The material treated in this mill consists of quartz and ores of somewhat variable character, containing gold and silver in native form, as well as in chemical union with the sulphides of iron and copper. There is also present a little lead, some arsenic and antimony, and a little zinc. The last fair minerals, however, are of irregular occurrence, and but sparingly distributed throughout the ore, and yield only a trace in the analysis of the average material in this mill. The free gold, which is in a condition of fine division, and rarely visible to the naked eye, carries silver as an alloy; and the native silver, which is only occasionally observed, is present in the richer ores in wireand in leaf-form. Of the two precious metals, the ore worked during the past three years and ten months, the period under review, contained about 1/2-ounce of gold, and from 7 to 12 ounces of silver, per ton of 2000 pounds.

Nickel has always been a fruitful mother of problems. Previous to the year 1906 nickel was regarded as an element replacing iron in copper-mattes, and it was believed that the same laws which governed the elimination of iron could be applied to nickel. This conception has lately undergone a complete change, and nickel in all its stages is now regarded as an element replacing copper; in other words, copper-nickel is considered not as two elements, but as one metal. When we commenced our investigations on Monel metal we made a great many experiment* on the conversion of mattes, both high copper and high nickel. We studied closely the composition of the mattes and the changes produced by the blow. We found in all cases certain agreements which me believe are due to some law. Briefly stated, our conclusions are as follows : 1. Nickel is not an element replacing iron in matte. 2. Nickel-copper alloys act in the matte-blow like one metal. 3. Nickel-copper alloys follow, during the matte-blow, exactly the same laws that govern the behavior of copper alone. This brings up the question: What are the laws governing the production of metallic copper, and what are the relations of copper to sulphur and iron during the Bessemer blow?

THE first fall meeting of the new Coal Division started on time on Thursday morning, Sept. 11, at Pittsburgh, with Paul Sterling of the Anthracite Section presiding and over a hundred members and guests in the room. The attendance increased from session to session, the total registration being 248. Excellent arrangements had been made by the officers of the Division covering all features of the meeting, the only drawback being that more papers-were listed for presentation than could be discussed in the time available. Howard-N. Evensong, chairman of the Division, explained this situation as sore and sore papers case in by likening it to the case of the small boy who wanted a second niece of pie at the end of a large seal. When his mother remonstrated that if he ate any more he would certainly burst, the young man replied, "Well, you just hand over the pie and then get out of the way." With that Mr. Evensong turned the meeting over to Mr. Sterling, who handled it so well that with ample discussion it was still possible to adjourn at lunch time, all but the group of junior papers having been heard. This series of papers, the output of the .very lively Junior Section organized last spring by the younger men of the Division was regretfully put over until Friday morning, when that on "Heat Drying" by S.. M. Parsley was read.
