Our modern cities are almost incapable of sustaining themselves without subsurface infrastructure, which is not identifiable at first glance. This very soon becomes evident when the chaotic conditions prevailing in some cases in the multi-million cities on the African, Asian and South American continents are taken into consideration. This does not simply apply to the hopelessly congested streets in the downtown areas. If anything, it is shown here too that a subsurface infrastructure represents an important prerequisite for public health right up to banishing the danger of disease. Even during the 1990s, this has been clearly underlined through examples of cholera and plague epidemics in parts of Central and South America as well as on the Indian subcontinent. The overriding significance of an inner urban subsurface infrastructure in order to create decent conditions in the major built-up areas was once again emphasised not all that long ago at the United Nations HABITAT-II Conference in Istanbul, Turkey, in June 1996. More than 15 000 delegates from all over the world mulled over and discussed the prerequisites for humane living conditions in human settlements taking the varying climatic, topographical and cultural marginal conditions in different regions of the globe into account. Apart from the built-up areas themselves, the utilisation of underground space is experiencing high and ever increasing significance in less densely populated regions. Attractive and fast transport links between industrial centres call for high- performance transport arteries for the economic, speedy and unhampered carriage of people and goods. Important impulses for the economic power of a region or nation are provided by transport development and links. As a consequence, tunnels for roads and railways are being built or planned to a great degree for crossing mountain ranges, rivers and straits.

The project development metallurgist is faced with an interesting dilemma: The use of overly conservative metallurgical projections and cost estimates can kill a project that has the potential to provide needed jobs and growth to a company's bottom line. On the other hand if the metallurgist uses a highly aggressive approach by trimming capital and operating cost estimates to the bone and by applying highly optimistic metallurgical projections, there is a risk of creating a project that can never live up to expectations. The metallurgist must walk a tightrope between "sandbagging" and "overoptimism," and this tightrope is fraught with political intrigue and difficulty. This paper takes a some- what lighthearted look at some of the political aspects associated with this issue, and other issues, and offers a few guidelines for walking the "political metallurgical" tightrope.

Political risk is an integral part of the mining business in Northern Andean countries. Peru, Ecuador, Colombia, and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations in such contexts require: 1. Good political risk information; 2. A thoroughgoing political risk management plan; and 3. A strategy to deal with political risk perception on the part of the investing public. Obtaining quality political risk information, developing a political risk management plan, and addressing political risk perception are the foci of this work.

"WHAT I PROPOSE TO DO is to review or report very briefly and generally on the most important subject areas of environmental concern within the mining industry and to indicate the progress being made. First, however, it seems to me both appropriate and necessary to refer to what I said in an address to the CIM Annual Western Meeting, in November 1971, in Vancouver. At that time, I tried to convey: that the awareness and alertness of this far-flung and diversified industry was sharply on the up-swing; that the knowledge of helpful technology for the abatement of pollution by water and solids was significantly increasing; that most mines were doing something about it; that many had already achieved a recycling of process water to a really significant extent; that progress was being made - though not without considerable difficulty - on the large-scale neutralization and subsequent chemical treatment of acid- and metals-bearing waters; that increasing work was being done by individual mining companies on methods for the vegetation of completed tailings impoundments; and that it had been possible to develop a meaningful estimate of the amount of money to be spent by the industry on environmental control measures during the period 1971-75 (as much as $500,- 000,000 ) . Reference was also made at that time to the constructive work in hand toward the fixation, elimination or dispersion of sulphur from smelters and to the considerable attention which was being given by the indust(y itself toward in-plant problems, e.g., dust and noise. Finally, note was taken of the fact that the inclusion of environmental control costs in the pre-operational financial provisions of new mining operations is now established practice."

The Pollution Prevention Act of 1990 provides few specifics to assist the non-fuel mining and mineral processing industries of the United States in achieving pollution prevention (P2) compliance. The U.S. Bureau of Mines (USBM) recognizes the absence of specific information to reduce pollution impacts from mining and mineral processing of hardrock and industrial minerals. Therefore, the USBM has prepared this publication to help reduce or eliminate environmental pollution and to assure the viability of these segments of the domestic mining industry. This report includes worksheets designed to help operators of mining and milling facilities to establish a P2 program. The report can also be used by citizen and environmental groups, State and local governments, and academia to gain an understanding of P2 as it relates to mining and mineral processing.

Technological Power and Pollution of the Environment The increasing power of technology to destroy and disrupt the natural environment and the ecological systems upon which life depends has reduced man's margin for error in the use of this power. We must act, therefore, to deter and prevent the occurrence of future ecological disasters such as that caused on the British and French coasts by the sunken oil tanker, the TORREY CANYON, the Clinch River fish kill which occurred when a dam broke and released coal ash from a power plant operation, or that which threatened on the Clark Fork River in Montana when a strike at the Anaconda Copper Company threatened to shut down pollution control activities, thereby endangering fish and plant life on the Clark Fork River with copper waste. In the past, pollution of the environment has tended to be slow. But now, the increased power of technology to damage nature, the loss of in¬sulating space and the compression of time--all reduce our margin for error and the cushion which space and time once provided for our mistakes.

Sulfuric acid plants associated with smelters, have historically been an overworked and often neglected pollution control device. They could do little more than manage the wide fluctuations in gas flow and SO2 strength from the smelter. With the introduction of flash smelting, the picture began to change, but the fluctuating batch converters continued to dictate acid plant design. More recently, the commercial use of continuous converting processes utilizing high levels of oxygen enrichment has dramatically upgraded the SO2 strength and stabilized the gas flow to the acid plant. The SO2 gas now issues continuously and at concentrations that allow for compact and, cost effective acid plants. Relieved of the burden of excessive dilution air, the heats of reaction can also be recovered as medium pressure steam and used to drive a generator, making the acid plant a net producer of power and a valuable asset to balance sheets. This concept was put into practice at the Kennecott Utah Copper Corporation smelter modernization project, located in Salt Lake City, Utah. The new acid plant, which was commissioned in June of 1995, is a sophisticated, low environmental impact, energy producing plant, worthy of review. This paper examines the key features of this acid plant, such as controlling its tail gas, by catalysis alone, to an environmentally friendly, 100 ppm of SO2, while feeding the acid plant converter with an efficient 14% SO2. The acid plant is also a prudent steward of energy resources, recovering 220,000 lb/hr of 140 psig steam from process heat which is used to generate a substantial 20 MW of gross power. Also discussed will be some of the ongoing issues, such as handling of selenium and fluorine in the gas cleaning sections, as well as a review of some. of the problems that were identified and resolved. Today's modem acid plants, by necessity, are becoming a producer of quality, valuable products, making the acid plant an asset and not a liability. Plants like Kennecott are already gaining wider acceptance and are expected to be the vision of the future.

Over 25 years ago, SKEGA pioneered the use of rubber linings in grinding mills and rubber is today widely accepted and almost standard material chosen for Regrind -and Secondary Mills. There are, however, only a few Primary Mills in operation with "solid" rubber linings because available materials and designs are often not cost efficient in comparison with steel alloys on a cost per ton basis and/or downtime for liner replacement would be too high.

Polychlorinated biphenyls (PCBs) are a group of chlorinated chemicals that were used in many different fire resistant hydraulic fluids, heat transfer fluids, and in electrical equipment as dielectric liquids. PCBs were manufactured primarily by Monsanto Chemical Company under the tradename Aroclor, and were used by many different electrical equipment manufacturers. PCBs are noted chiefly for their extreme chemical inertness. This resulted in exceptional fire resistance and long life in applications involving exposure to high temperatures and intense electrical fields. This combination of properties resulted in PCBs being widely used in electrical equipment used in mines, including transformers, capacitors, and some electric motors. PCBs were also used as working fluids in some heat transfer and hydraulic sys terns. The same chemical resistance that gave PCBs long life in industrial applications give PCBs essantially eternal life when they are released into the environment. PCBs are not highly toxic in the sense that exposure does not cause immediate health problems. However, PCBs accumulate in the human body and neither degrade nor are eliminated from the body, and long-term exposure to PCBs can result in changes in liver function which may increase susceptibility to the carcinogenic effects of other chemicals. PCBs also accumulate in the food chain; the concentration of PCBs in fresh water fish may be several hundred thousand times as high as in the water the fish are taken from.

Clay slurries are normally dewatered using flocculents like sulfuric acid or aluminum sulfate. This type of flocculation is based on the electrolytic mechanism. For certain clay dewatering applications, this method of flocculation is unsatisfactory. Flocculation, based on the bridging mechanism, using organic polymers has been utilized to overcome such problem situations. This method of flocculation offers solutions not possible by previous methods. Normally these flocculents are used to assist dewatering. In this case, not only is dewatering promoted, but also further processing is assisted by a change in the dilatant character of the filter cake that is formed. Discharge of filter cake is easier, extrusion of filter cake on to conveyor dryer is possible or improved, and heat transfer and drying rates of the extruded filter cake are substantially higher. Both natural and synthetic organic polymers have been utilized for this purpose. Selection, application techniques, and economics are described.

To be competitive in automotive applications, polymer composites must be processable by high production rate processes like injection molding (IM), reaction injection molding (RIM), structural rim (SRIM) and compression molding. With current fiber reinforced composite materials, performance properties are sometimes compromised to make them compatible with these processes. This is done by decreasing the amount and length of the reinforcing fiber and the viscosity and molecular weight of the polymer matrix. Sheet molding composite (SMC) and thermoplastic polymer blends are examples of polymer composites which are cost effective in many applications and meet the high speed processing requirements for automotive parts.

Acrylic polymers have been found to be effective dispersants and stabilizers in a wide variety of mineral processing applications including rheology control in concentrated slurries. This paper will describe these low molecular weight, water-soluble polymeric dispersants and provide a basis for how they function in concentrated slurries based on computer molecular modeling and applications results. Data on homopolymers as well as copolymers of acrylic acid will be presented to demonstrate the optimization of a polymeric dispersant in preparing high solids slurries of inorganic materials such as kaolin, calcium carbonate, lime, and magnesium hydroxide.

INTRODUCTION The requirement that is placed on owners and operators of underground mines to protect workers against the health hazard of inhaling radioactive materials which are short-lived decay products of 222Rn can be satisfied by applying a considerable variety of what we may call "engineering" solutions as well as a number of "administrative" remedies to the problem. The most obvious of the "engineering" approaches has always been that of forced ventilation, in which relatively clean (i.e., radon-free) air from aboveground is drawn or pushed through the mine workings by a system of fans and ducts. This relatively clean air, in sweeping through the drifts, stopes and haulageways, dilutes the radon and radon-daughter concentrations in the air of the mine, and performs the added beneficial function of removing the daughter-mixture quickly enought to limit grow-in of the longer-lived nuclides in the group that make up the "toxic trio" on which the Working Level (IM) unit is based. Effective as the dilution-ventilation method is for control of WL in most underground mining situations, however, the increasing strictness of control measures that have been imposed on the mining industry over the last two decades have demanded measures of even greater effectiveness. In times of poor markets for yellow-cake and other products of the mines, mine operators are pressed to reduce operating costs, and the installation of additional primary ventilation capacity can be a severe burden on a mine that is already laboring under an unfavorable earning power. When traditional dilution-ventilation systems alone cannot meet the requirement for WI, control, radiation safety engineers and ventilation engineers begin to look at alternatives and auxiliary methods. Since the radon which produces the toxic daughter products originates in the rock of the mine walls, and since, in most United States mines, that rock is a porous sandstone through which air can move under the effect of atmospheric pressure gradients, and through which radon can diffuse relatively freely, one way to help control the growth of WL would be to hinder the escape of radon from that reservior of porous rock. An appealing; method for hindering that natural flux of radon-polluted air from the walls of the mine has long been apparent; namely, to apply a low-permeability coating over the surface of the rock, thus sealing the radon in place and, in theory at least, preventing its escape into the mine air. Our 1970 report to the U.S. Federal Radiation Council on the subject of cost impacts of proposed changes in the occupational standards for exposure of underground uranium miners to airborne radon daughters noted the possibility of using polymeric wall sealants as a means of controlling radon-pollution of mine air. Since that time a number of reports have appeared in the technical literature advocating this technique for restraining the escape of radon from building materials, mill tailings, and other materials containing 226Ra, in addition to the surfaces of underground mine workings. During this period, some controversy has occurred over the question of the probable effectiveness of wall sealants in limiting the escape of radon from the rock. Our 1970 report speculated that flaws (cracks and "pinholes") in the coating might be all but unavoidable in practice, and that even a conservative estimate of the frequency of such flaws would lead to a prediction of ineffectiveness. Hammon et al, in a laboratory evaluation of radon sealants conducted by Lawrence Livermore Laboratory of the University of California in 1975 on behalf of U.S. Bureau of Mines, concluded that a wide variety of polymeric coatings would provide "nearly 100% effectiveness" in restrain¬ing escape of radon from mine wall surfaces if applied in "thicknesses between 5 and 10 mil" (125-250 [y]pm). John Franklin and co-workers at the U.S. Bureau of Mines laboratories in Spokane, Washington, have carried the experiments with polymeric sealants through additional laboratory tests and into actual mine environments, reporting that selected sealants could provide attenuation of radon flux by a factor of four (75-80% reduction). Robert Bates and John Edwards of USBM developed a computer-assisted mathematical/physical model that predicts a relatively small effect of flaws in a low-permeability coating on the radon flux from a sandstone-type matrix. FIELD TEST Since all actual experimental work with wall sealants showed some beneficial effect on radon attenuation (even if not as exciting as the "nearly 100%" predicted by Hammon), USBM was encouraged to extend its evaluation to an actual operating uranium mine, and awarded a contract for that work to Arthur D. Little, Inc. in September 1979. We were fortunate in obtaining the voluntary cooperation of Atlas Minerals Division of Atlas Corp., who operate a mill and several underground mines in and around Moab, Utah. Atlas made available for our use a small T-shaped drift in their Pandora Mine in LaSal, Utah, and provided space for instrumentation and recordkeeping by our field crew in a surface building near the mine entry. Atlas also provided electricity and water to the test site, together with assistance in establishing necessary ventilation, removing rubble from the site, conducting periodic WL surveys and furnishing auxiliary man-power for the heavy hard work of coating the walls with gunite prior to application of the polymeric sealant. PONCA CITY proved an ideal selection as a place of meeting for the Petroleum Division this fall. The accommodations at the Conoco Club were just what was required for such a gathering; the committee having the arrangements in charge functioned with the efficiency of veterans and the enthusiasm of neophytes; and the members and guests followed the speakers with close attention, entered the subsequent discussions with gusto, and divulged the "low-down" at private conferences. No one minded the drizzling rain on the first day, which only served to keep up the attendance in the auditorium; the weather then cleared up in time for a group picture before the gathering went their separate ways.

The Pongkor Gold Mine employs 678 staff. The mine is owned by the Indonesian state company PT Antam Tbk and is located 100 kilometres south west of Jakarta, in Java, Indonesia. Mine and infrastructure development started in 1992 following intensive geological exploration over 15 years. First gold production was in June 1994. The mine comprises three main orebodies: Ciguha, which is nearly mined out, dips at 75¦ from surface to 150 m. Kubang Cicau, dipping at 80¦ from surface to 230 m, and averages 3.5 metres thick at a grade of 10 g/t Au and 128 g/t Ag; and Ciurug, dipping at 60¦ from surface to 300 m and averages eight metres thick at a grade of 14 g/t Au and 172 g/t Ag. Present global ore reserves are 4.6 million tons at a grade of 12.3 g/t Au and 133.6 g/t Ag. Exploration is continuing for new veins. Initial mining was by manual cut and hydraulic fill at Ciguha, followed by Kubang Cicau. In 1996, it was proposed to convert Ciurug to a mechanised cut and fill operation. Two single boom jumbos and three load-haul-dumps (LHDs) were purchased with the assistance of a gold loan from NM Rothschild and Sons. Implementation of this upgrade was delayed by both a national economic crisis and an invasion of the concession by illegal miners. It was not until May 1999 that raise bore vent rises and access drift infrastructure commenced. Major underground development started in 2000 and is continuing. Production cut and waste fill stoping started in July 2001. The change from manual to mechanised methods has required a total change in work practices and attitudes. However, the process has resulted in a production increase from 600 tpd to 1200 tpd. A three-month compliance test (a condition of the financing loan) was successfully completed, from July to September 2001, with an average production of 700 tpd at Ciurug and 500 tpd from Kubang Cicau.

"This study examines the problems faced by open pit mine superintendents who make choices about how to direct their materials, either to the waste dump or to the mill. The paper explores the effects of introducing a 10% sampling error and a 0.9-times to 1.1-times sampling bias on positively skewed distributions for precious and base metals, negatively skewed distributions in the case of bulk commodities, and normal distributions as is the case for coal deposits. Parent distributions for each commodity were created on a 25 x 25 m grid using transformations of gold, iron ore, and coal data-sets, spatially based on a nonconditional Gaussian simulation. Ordinary kriging of grades for the three commodities into a 10 x 10 m grid provided the reference case against which the distributions with the sampling error and sampling bias for the commodities were compared. Imposing cut-off grades on the actual-versus-estimated scatterplots of the three commodities allowed the distributions to be classified into components of waste, dilution, ore, and lost ore. Ordinary kriging of values for each deposit type acted as the reference data-set against which the effects and influence of 10% sampling error and 0.9-times to 1.1-times sampling bias are measured in each deposit type. Indications are that the influence of error and bias is not as significant in gold deposits as it is in iron ore and coal deposits, where the introduction of small amounts of error and bias can severely affect the deposit value.IntroductionThe effects of poor sampling and the financial implications for mining companies, traders in mineral assets, and sellers of metal as dore or commodities is documented in a number of studies, the most notable of which is that by Carasco (2004). He examined the financial impact of poor sampling practices in the Chilean copper industry and found that finacial losses due to poor sampling amounted to hundreds of millions of dollars over the life of a mining operation. Holmes (2004) examined the effects of correct sampling and measurement as the foundations of metallurgical balances, and found that revenues from the sales of large iron ore shipments may be profoundly affected by poor sampling practices. In South Africa the way in which sampling of in situ gold-bearing reefs affects the mine call factor has been an ongoing study since the disparity between the estimation of gold in the reef and the actual gold bullion produced was noted by early investigators such as Beringer (1938), Jackson (1946), Sichel (1947), Harrison (1952), and a number of others."

Comminution represents one of the major costs of mineral recovery from low-grade ores. Efficient mineral recovery in a typical low-grade ore grinding-flo¬tation process depends on grinding the ore small enough to liberate mineralization without producing excessive slimes, which would result in higher power and flotation reagent costs. Size criteria for efficient grinding should be stated in terms of the distribution of mineralization sizes, but as the mineralization-size distribution is difficult to determine, less desirable criteria of absolute particle-size distribution (PSD) are used in practice. Thus, there is considerable incentive to be able to analyze and predict the PSD performance of grinding circuits for control and optimization of the process. Any realistic model of a grinding circuit must account for recycle of oversize material; such oversize recycle adds to the total mill load and limits total production rate. Simulation of such closed-circuit operation to study grind factors affecting total throughput can be done in a straightforward fashion provided recycle calculations can be added to an accurate input-output model of PSD in the grinding mill itself. Such a total simulation of mill performance is of obvious practical value in assessing the practicality and benefits of various over-all mill control schemes and/or modes of operation. For example, considerable interest has been shown in the development of continuous on-line particle-size sensors and such instruments should be an operating reality in a few years. A total closed-circuit PSD model of this type would be invaluable in the utilization of, and in predicting the pay-out from, such an on-line particle-size sensor. The purpose of this paper is to present a new approach to the development of an input-output PSD model of a grinding mill. The model is continuous in the par¬ticle size coordinate, L, and is based on the principle of a particle population balance along the particle size coordinate. In spite of potential theoretical and economic advantages of large-diameter ball mills, many manufacturers elect not to build them owing to what is perceived as an excessively large design risk. This is because traditional predictions for mill scaleup to large diameters are not always accurate. Alternative methods of analysis and scale-up are required. Recent studies have shown that detailed population balance models which account for important grinding subprocesses (grinding kinetics, material transport, and classification) are capable of predicting the performance of small- and intermediate-diameter mills (up to 4.3 m, or 14 ft) from small-scale batch tests. These same models are used in the current study to predict the performance of a "borderline "large ball mill (4.7 x 5.5 m, or 15 x 18 ft) at Asarco's Sacaton operation, a ball mill (5 x 5.8 m, or 16.4 x 19 ft) at Kennecott's Chino operation, and one of the world's largest ball mills (5.5 x 6.4 m, or 18 x 21 ft) at Cities Service Pinto Valley operation. Model parameters required for scale-up have been estimated in a 380-mm-diam (15-in.-diam) batch mill. Predictions are compared with the results of detailed plant sampling in the three plants. For the Sacaton and Chino operations, the error of the predictions was found to be less than 2.5%, while the corresponding error for the Pinto Valley operation was less than 2.7%. It is concluded that proper representation of the major subprocesses of grinding in the model equations is the key to achieving accurate scale-up. Of special importance is the need to account for the size distribution of the grinding media and the influence of the size distribution environment in the mill on grinding kinetics.
