It is a very great privilege for me to be able to address you tonight and I am deeply sensible of the honour which has been done me. I am equally sensible of the inadequacy of my training for the position of President of your Institute.May I say at once what a very great pleasure it is to have so many members from the mainland States visiting us here in Tasmania. We do hope that you will find pleasure and profit in your stay.Since the Annual Conference is always held in the vicinity of one or other of the great mining fields, it has become the practice for the Presidential address to review the history of the particular field and t(j) indicate its place in the economic structure of the country.I propose to follow this practice and to try and present to you a short picture of thÇ mineral industry as it has existed in Tasmania. None of the information is new it is available in diverse and remote geological reports and in publications such as Witham's Western Tasmania and the more recent Peaks of Lyell. The last composite approach was written twenty years ago by P. B. Nye and published as a Geological Survey Bulletin.I have enjoyed preparing this address because on occasion I find it refreshing to look back and see what was known and what was accomplished in the days when the going was a little tougher than it is now, and to speculate upon the reasons that drove men to do what they did. This Institute, by nature of its charter, draws on various persons in the mining and metallurgical world of Australasia for its President from year to year, and consequently when the presidential address is given by one of these people the topic. which they generally select is a topic to which they are accustomed and on which they are able to speak with authority.As most of you know, my prime object in life has been concerned with steelmaking, so tonight you can steel yourself to the thought that you are going to be spoken to about steelmaking.Even if that were not the case, and were I not particularly interested in steelmaking, I think it would be appropriate to look at steelmaking in a broad sense on a basis of pure metallurgical interest, because the steel industry is going through as big a revolution today as it went through something over one hundred years ago when Bessemer made a theory become a fact.Bessemer, and as the Americans prefer to think Kelly, separately conceived the idea of blowing cold air through molten pig iron, and, contrary to the then general belief, this did not result in cooling of the metal but succeeded rather in heating it, and in burning out of the rather crude pig iron the impurities which prevented it from becoming a ductile metal.For many years before this, steel had been made in a very small painstaking way by what was known as the crucible process. I AM-glad to have the opportunity at this time to say that I consider it a very great honor to be elected President of the American Institute of Mining and Metallurgical Engineers. It fulfills the proudest hopes of my ambition. There is, ,however, one drawback to my personal gratification-a feeling of unworthiness to have my name placed on the list with former Presidents of the Institute, with the brilliant Raymond who guided our society for so many years, with the versatile and lovable James Douglas, my first employer and my friend, a most generous benefactor of our Institute, with the skilful Holley, who gave to the manufacture of steel in this country, its first great impulse, to mention only three of the accomplished men who have preceded me. I assume that the honor of my being elected President of the Institute is not merely a personal one but that it should be considered a tribute to the wonderful progress in the art of mining, both underground and in open pits, and in the beneficiation of native copper and iron ores, which have been shown in the Lake Superior District and also a recognition of our members there and elsewhere who are living at the mines and directing the operations, upon the success of which the whole mineral industry depends.

The first mention of gold in Western Australia was in 1848 when some specimens of copper ore, which are believed to have come from the Murchison district, were sent to Adelaide for assay. Gold was present in these specimens, but no particular interest seemed to be attached to this fact as the search at that time was mainly concentrated on base metals and coal. Interest appeared to be shown in gold in 1852 when several parties moved out eastwards from York looking for goldbearing country. Though these parties inmany cases were very near to what is now known as the Yilgarn Goldfield, nothing was found.The next record of gold was reported in some specimens which were brought in from Cardup, some 25 miles from Fremantle. Though this area was investigated, it would appear that all the gold had been contained in the specimens and nothing further was found, though the report had been the cause of a small rush of people interested in gold.From time to time specimens had been brought in by various people from the district east of Northam, and in 1861 a reward emanating from private sources was offered for the finding of gold within a radius of 150 miles from Perth. The Government at this stage took an interest in exploration for gold and in the same year supplemented this privately offered reward on a £ for £ basis. The Government also, about this time, commissioned a practical miner, with prospecting experience in the Eastern States, to examine the country between Albany and Northam with a view to the possible existence of goldbearing veins in that area. His report, however, was entirely unfavourable and nothing further was done. In 1873 a quartz lode was discovered near Albany arid a company was formed to work...

Six years ago it was my responsibility to give the presidential address, and now that privilege has come my way again. On that occasion we were gathered atWhyalla and I took the opportunity of putting before members some observations on the problems we then faced in Australia, and some gains we had been able to chalk up during those early postwar years. You may recall that we were then just beginning to emerge from the difficulties of postwar reconstructions - of fuel and power shortages, and a grossly inadequate manpower for the tasks facing us. The expansion of manufacturing industry in Australia greatly stimulated by wartime activities, and by the postwar developments of many institutions - ran ahead of the supporting services and of the supply of labour to do thejobs. For many industries this unfortunate state of affairs had meant operating at rates well below their installed capacities and therefore levels of output insufficient for Australia's rapidly growing needs. When I last spoke to you these problems were still with us, though their intensity was beginning to lessen as a result of vigorous efforts by industry and governments to reduce them. But I must confess that my thoughts on that occasion were full of those problems and of the effect they were having on the iron and steel industry of this country-of the coal shortage, the labour shortage, and the many other difficulties we were then faced with - and all at a time when the stepping up of our postwar expansion programme was of vital concern to all of us.What a different picture it is six years later! A President, soon after he is appointed, sees looming ahead of him the Presidential Address; and in something approaching despair wonders what he can possibly talk about which might hold the interest of his audience. After various casts about, it occurred to me that perhaps prospecting, and more particularly prospecting in Australia, might provide a subject. This is because, 'in the first place, 'prospecting is passing from the stage of chance surface discovery to that of systematic search applying scientific methods to theproblems involved, and in the second, it is the section of the industry with which I have been concerned through much of my: working life. As it makes an address of this sort more interesting if it includes specific reference to actual experience, I hope you will bear with me in such references to actual prospecting as I may use to illustrate the argument. Prospecting has always carried the glamour of sudden wealth. The picture of the prospector engaged, perhaps for years, in fruitless search suddenly coming on riches beyondhis hopes is, deeply etched in the Australian imagination. In few other places has the fervour of prospecting run higher than it did in Victoria in the generation beginning little more than a century ago following the discovery of gold.People arrived from overseas in great numbers. Most of them proceeded to: the goldfields. They moved in thousands from new find to new find. In 'so doing' they determined much of the course of the State's development. The experience of prospectors led them to formulate all sorts of theories little impeded by awkward facts, to account for the apparently unpredictable occurrence of gold.The ideas which men followed, occasionally to success, and which they were prepared to back with all they had were strange and, various, many stories are told of them.

There was a time, in the memory of some here tonight, when the annual meeting of The Institute was a nostalgic occasion. Often, in the 1920s, there was comment on the decline of Australian mining and on the lack of new mineral discoveries. When some of our Presidents prayed then for a new Bendigo, and instead were given a Mount Isa, they were justifiably disappointed because of the vastly different capital requirements.In 1967 the mining picture is very different. The recent mining developments in Australia are certainly as important as several Bendigos and several Kalgoorlies. The mining industry in Australia has never been more dynamic than today (Table 1). And if we ask why it is so dynamic, the answer lies in the role which overseas capital is playing in the industry. The contribution of overseas capital should concern us not only because we are members of the mining and metallurgical profession, but also because we have a duty to make our profession contribute as much as possible to the well-being of Australians. It is not sufficient to argue that overseas capital is good for the mining industry; we must also examine whether it is good for the economy and the nation. In this context the current criticism of the inflow of overseas capital into Australian mining is useful, for it gives us an opportunity to see what has resulted from the inflow.In discussing this question I do not suggest that we emulate Captain Hancock, that legendary Moonta mine manager who, according to Oswald Pryor's cartoon, used to say to his miners: "When I say a thing is, it is, even if it isn't". The question can only be discussed on a factual basis; and I would submit that many of the important facts relating to overseas capital in our mining industry are often overlooked or ignored. I would further submit, on the basis of these facts, that Australia's present day mining industry has been largely built on overseas capital and that the overall benefits of that capital to Australia have been enormous.

As we look back through the Proceedings of our Institute, we find few papers dealing directly with education and recruitment. Apart from papers prepared in the earlier decades of this century, there was little written discussion on the subject until the 1950s, and mostly this was by the professionals, the professors and lecturers who staff the various mining schools of Australia and New Zealand.I use the term "mining school" in its fullest and widest meaning, to cover all aspects from ore to metal, and not in the narrow meaning that the word might imply. At the same time, in restricting the parameters of this address to "ore to metal" I recognize that I am excluding the very important fields of physical metallurgy and materials science; this I do because there is a limit to the quantum of any paper, and in fact these subjects are more closely allied to the use rather than the production of metals.However, the lack of education papers does not mean that education has been regarded lightly by The Institute. Sir Maurice Mawby in his presidential address in 1968, reminded us of the original objectives of The Institute, one 'of which was, "To promote the arts and sciences connected with the economical production of the useful minerals and metals ...". Our present Royal Charter is more specific when it says that one of the objects of The Institute is, ". . . to encourage the study of engineering with special reference to mining and metallurgy ...". If we recognize that in itself membership of our Institute is one means of continuing our education, it is true that education has been a concern of The Institute since it was first founded.Occasionally in recent years, an intrepid president has ventured to tell the academics what the industry needs, and he generally does this in a "no-question" situation! However it is encouraging that those entrusted with mineral education have always accepted this; they keep coming back for more and ask us to tell them what we want, and they will provide it.In 1948 a considerable dialogue on education was initiated when a standing committee was established by the Council of The Institute. This is the time of year tor the presidential address, and with the present incumbent engaged in the coal mining industry, it will therefore come as no surprise to you that the theme of my address this evening is concerned with coal.There are other reasons for this apart from my contact with the coal industry. At present, coal is supplying considerable overseas revenue at a time when the remainder of the mining market is in a somewhat depressed state. That times will change goes without saying, if history is to be believed.However, so far so good for coal. My first reaction when The Institute indicated its wish that I be president for 1976 was to become deeply conscious of the honour bestowed on me.On consideration, I realized that very few past presidents have been intimately connected with the coal mining industry to the extent of indulging in it for lengthy periods as a full time occupation or, conversely, a part time interest for a long time. It also appears that not one had started their career in the industry. In my case, 'also, there were 8 very interesting years ,as a gold miner and metallurgist before commencing in coal.It therefore seemed appropriate to endeavour to discover ,why this should be so, as coal mining is now a very important part of a very important industry. What were the reasons why the industry took so long to emerge when there were ample reserves of easily accessible coal?Frankie and Johnnie in their bar room epic of the depression years concluded, and I paraphrase, that "their story held no moral, their story told no tale". If my story has such a message, it could perhapsbe construed as reinforcing the oft-repeated dictums, true or false, that "history repeats itself" or "man never learns".Coal mining is by far our oldest major Australian industry except for agriculture. I feel a little like the Parson delivering his Sunday Sermon, chastizing his parishioners for not coming to Church. Those who need to hear me are absent.Nevertheless, I hope that if you agree with what I am about to say you will go forth and spread the word.We often hear of the impact mining has on the community. I prefer tonight to deal with the impact some community attitudes have on mining, and I want to point out that the results of these attitudes rebound to the detriment of our society. I want to deal particularly with regulation, taxation, and proflts.In a civilization whose standard of living is essentially dependent on an adequate and reliable supply of cheap metals and fuels, it should be evident to Blind Freddie that mining must be encouraged.I must express concern at the constraints inflicted on the mining industry by our community. We tend to blame Government for our difficulties, but we must recognize that Government acts merely as agent for the community. It is fair to say that in a free society, if Government actions do not reflect the demands of the electorate, then it doesn't stay the Government. It is important though for Government, in framing its policies, to ensure that it is not unduly influenced by the loud voices of minority groups.The people of our nation have every right to demand that our industry meet certain criteria to be allowed to operate. We all wish to live in a healthy and congenial environment, and to have our individual comforts protected. It is essential, however, that the community realizes that its demands on the mining industry are affecting Australia's prosperity.Each new regulation and each new tax or impost has its effect on investment, employment, and national revenue. Restraints result in an increase in costs which in turn raises the minimum value of a mineral deposit which is economically mineable. It results in minerals, which could be mined under more favourable circumstances, remaining in the ground, perhaps lost for ever.

This address is set deliberately in the broadest possible terms. A review of the place of mining in Australian life today will serve to point up the changes that we can see in the life of people in the industry. Some of the influences on the future welfare of mining people bear also on the progress of this Institute, now approaching its 90th year. As mining becomes more and more dependent on higher technology and therefore, on the higher skills of the people in the industry, the role of The Institute, I suggest, becomes more and more significant.With investment per employee in mining generally continuing to rise, our ability to handle problems of manpower and human relations becomes a matter of greater importance.Questions that flow from these general thoughts form the substance of what I have to say.

"FIRST OF ALL I should like to express to the members my sincere thanks for having had the privilege of serving them as President during the year now ending, to the Council for their guidance, and to the Secretary-Treasurer for his untiring efforts on both the Society's and my behalf during my year of office.During the .past five years the Canadian •Coal picture has changed considerably. In the West, production has been almost halved and many mines have been closed, due to the development and expansion of oil and natural gas industries, which, with some imported residual oil -on the Pacific coast -have provided competition which has been impossible to meet. The two major railway companies have embarked on an oil-burning and dieselization .programme and with this has .been lost one of the largest available markets for coal. Natural gas pipe-line installations still further threaten the remaining outlets for Western coal.In the East, retention of markets has also been a •problem, due to the intense competition provided by imported American •coal and the importation of residual oil.Because of cost it is impossible for central industrial Canada to be supplied with .coal from the Maritimes and markets are, therefore, restricted to fringe areas in Ontario and Quebec, and the Maritime Provinces.The dieselization programme of the Canadian National Rail ways has meant the loss of a large market for Nova Scotian coal and it is fair to assume that within a comparatively short time the market will be completely lost."

THE time has come when, as your President, 1 turn the helm over to my worthy successor. When 1 was reminded by our Secretary that 1 had to prepare an address for this meeting, 1 was at a loss for a subject. In the hope of inspiration 1 perused the records of our Society for some years past. 1 found in these records that many problems in need of solution relative to industry in Nova Scotia were discursively dealt with and that sound thought was given to the solution of these problems, with a natural leaning, of course, to problems pertaining to the mining industry. 1 found also that some of the reasoning was remarkably prophetie. Some of these subjects and problems were: The use of pulverized coal to generate power instead of hydro-electric power; rural electrification; the importance of youth training for an efficient place in industry; the proper marketing of coal; the fuels competing with coal; the need for better in-dustrial relations between employer and employee; better education for success in the social field as applied to industry; and Canadian unity. The issue of some of these copies has been forced upon us by war. For instance, there appears to be no marketing problem for coal, nor does there ? seem to be a marketing problem for anything just at present. The problem of the coal producer just now is supply and transportation. Also, at present, coal fe.ars no competitors, such as oil-and not even hardwood. Many large companies now have an industrial Relations or Personnel Manager and department. Furthermore, we have been compelled of necessity to train our young men, and women also, for both industry and war. However, war does not solve these problems and, with the return to normal times, we may be faced with the same troubles in even greater measure. My reason for mentioning these copies is to point out that, as mining men, we are aU desirous of progress in every industry, not only the mining industry; and that mining men are able to see clearly ahead. In normal times, especially in matters not directly affecting the mining industry, we are inclined to let matters take their own good rime, or let the government do it. We do not seem to realize that these necessary and desirable changes can be made in times of peace-instead of being forced upon us by war or other social upheavals-by the method of sound thought and action to the desired end.

WE assemble again today in this comfortable, hospitable Inn to begin this, the 58th, Meeting of our Society. It is just a year ago when last we met but that year was, probably, the most portentious year in the whole history of mankind. In that year, the German 'Atlantic Wall' was broached, the Rhine was crossed, and Germany, as a Nation, has ceased to be. The agony of Europe is over; convalescence may be, probably will be, slow. But blood no longer flows in Europe. Time will heal the sores, cover the scars, regenerate the industries, rebuild the cities, and re-establish the people. True, the war of all wars is not yet over. True, a bloody conflict remains . But, the power of the United Nations now converges on one target. The rain of blood will be heavy. We can hope the storm will be short. The sun is on the horizon. The light of peace 1s in the sky. What of that Peace? Are we ready for it? Have we a 'sure foundation ' for our future world? Are the footings under that foundation broad and substantial? Can we look forward with confidence to a lasting peace and a fruitful life? The United Nations, even as this is being written, are in conference in San Francisco, placing the footings, rearing the foundations for a world edifice. There are bickerings; there are jealousies. The world is tired, and a tired family always squabbles. We can, we must, believe that the decisions they make, the edifices they rear, will be better than anything we each could effect separately. It will be a compromise, probably; it will carry things that will hurt us, just as it will carry things that will hurt others. We can, we must, believe that the good of the whole is a greater good than the good of the part. Each Nation within the United Nations must sacrifice something, each part of each Nation must sacrifice something, each individual within each part of each nation must contribute something, if the whole is to be wholesome. Sacrifice and contribution must be the order of the day if the New World we are about to build is to be worth while. What of Nova Scotia? The world has travelled far in the last year; how far has Nova Scotia gone? Canada has preparations for the Peace under way; what has Nova Scotia done? Is Nova Scotia preparing counter measures for the sacrifices it must make? Is each of us ready to contribute his share?

The Australasian Institute of Mining and Metallurgy brings together, voluntarily, people with a professional interest in the disciplines and skills which are employed in the mineral indus- try, and in relation to that industry. We come together because we have a mutual interest in improv- ing what is done by the mineral industry, in all its aspects. It is this sense of continuing improvement, of doing better, of doing as well as we can, as our knowledge and skills improve, that unites us in creating and fostering a professional association of like- minded people. We know from our professional training and experience that enormous progress has been made, at an ever-increasing rate, in the mineral industry, particularly in this Century. We know that the mineral industry has played a very major role in providing the means by which so many more people survive to live longer, healthier and more interesting lives, than ever before. Indeed together with the oil and gas industry, which is an integral part of the mineral industry but has achieved its own commercial dis- tinction, it is fair to claim that the mineral industry has played the major role in providing the means for the advancement of the human quality of life.

My opportunity to serve as President of the prestigious Southern African Institute of Mining and Metallurgy (SAIMM) was made possible by an Anglo American scholarship 39 years ago—a pivotal moment that set me on a career path spanning various roles and start-up ventures in the mining industry. Over the past decade, I have been privileged to broaden my experience by consulting across diverse industries globally. This exposure revealed something profound: what I had previously considered mining-specific challenges are, in fact, universal across many sectors. At its core, a mining operation is a complex system of interconnected activities—from exploration through mining operations like drill and blast, load and haul, to beneficiation, and outbound logistics. My cross-industry work has clearly shown that diverse sectors, such as chocolate manufacturing, tissue paper production, toilet paper converting facilities, labgrown diamonds, or high-tech equipment lifecycle management, all rely on value streams of interconnected activities to transform products. The objective is to maximise throughput while effectively managing performance variability. The primary difference lies solely in the specific technical expertise required for each industry, such as chemical, mining, processing, or metallurgical engineering. Across all these industries, I have observed a consistent pattern, that is, performance is primarily driven by individual efforts, where people react and work diligently as situations unfold in real-time. General managers and their teams often operate tactically, focusing on explaining yesterday’s poor performance rather than proactively setting up operations for success. This often resembles an ‘‘under-7s soccer match’’, with everyone chasing the ball. The common response to issues is to add more ad hoc meetings. This effort-driven organisational behaviour persists regardless of whether operations are greenfield digital manufacturing facilities, advanced digital mines with advanced process control, or operations run on paper and Excel spreadsheets for data acquisition. Paradoxically, more real-time data can lead to increased data noise, greater indecision, and sometimes, lower performance. Despite value streams often operating significantly below capacity, organisations continue to invest heavily in additional equipment or in ‘‘glossy brochure promises’’ of Industry 4.0 digital technology and real-time data solutions, which frequently fail to deliver value. This leads to a critical question: Have we underinvested in our most valuable resource— people? Even Tesla faced this challenge with their underperforming fully automated Model X facility. We must shift our focus to designing the ecosystem, or operating model, of our organisations. This extends beyond the traditional triad of people, process, and technology, and moves beyond simplistic views of change management. Artificial Intelligence (AI) has the potential to add significant value, but it also introduces another layer of complexity into designing the organisation of the future. My full presidential address below at the SAIMM AGM discussed the symptoms of an effort-driven organisation and covered the fundamental building blocks and requirements of an operating model, including recommendations on implementing a people-centric approach.

To create an environment where diversity will flourish, where everyone has a seat at the table and everyone has a voice, safety must be established first. To establish safety within a diverse team, there is power in relationships and connections. This study will first and foremost review theories in literature as to why diversity and inclusion are so important and the value that diversity brings to our industry. The study also recommends a few focus areas for improving diversity and inclusion in the industry.

SYNOPSIS Tribute is paid to J.S. MacArthur and the Forrest brothers for their invention. The opinion is expressed that the successful application of their process, not only saved the gold-mining industry on the Witwatersrand from stag¬nation for an indefinite but probably prolonged period, but also made a major contribution to the economic growth of the country in the twentieth century. A background is given of the activities of prominent chemists who researched the solubility of gold in cyanide solution prior to the MacArthur-Forrest invention. An account is given of the invention and patenting of the cyanidation process, and of the golden rule that the patentees laid down for themselves, which came close to wrecking the invention. The South African gold-mining scene from the discovery of gold on the Witwatersrand in 1886 up to 1890 is sketched. An account is given of how, when unoxidized ores were first encountered, the recovery efficiency dropped alarmingly, gold shares were sold on an unprecedented scale, and doom and despondency seized the town of Johannesburg. The complete turnabout in the fortunes of the South African gold-mining industry after the introduction of the cyanidation process in 1890, the steady rate of increase in production after the Anglo-Boer War, and its effect on the South African economy are described. A brief look is taken at the effect of gold mining on secondary industry. The deportment of the gold that is not dissolved from the ore by the cyanidation process is illustrated. Some thoughts are expressed on what can be done to increase the gold recovered by cyanidation.

The science of soil mechanics is 100 years old, and rock mechanics is about 80 years old. While methods of analysis and design have been developed and have evolved over time, these are relatively young sciences. The rapid increases in computing power and new technologies have enabled more sophisticated modelling and monitoring. However, there are still many aspects of soil and rock mechanics that are not well understood. Geotechnical failures, which have major consequences, still occur. These consequences may include environmental damage, major production holdups and associated loss of revenue, damage to infrastructure, and loss of life. High-consequence events, which are rare, are more difficult to anticipate and to design for, because by their nature they involve extraordinary circumstances or conditions, often geological in nature. The risks are usually mitigated by conservative designs and monitoring. Detailed geotechnical investigations help us to understand the natural variability of soil and rock masses and identify unusual or unexpected conditions. Investigating and researching major geotechnical failures is essential to enable these unusual circumstances to be anticipated. In the past, severe unanticipated events may have been treated as natural events or ‘acts of God’. However, society now has much greater expectations and it is essential to have policies and procedures in place that enable appropriate management of these rare, high-consequence risks. A good example is the Global Industry Standard on Tailings Management (GISTM), which was introduced after the catastrophic dam collapse at Vale’s Corrego de Feijao mine in Brumadinho, Brazil. The address will explain the concepts of uncertainty and variability, and how they should be taken into account in geotechnical design.
