The 68th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in Manor Vail Lodge, Vail, Colorado, and was in session at 10:00 a.m. The meeting was called to order by Past President Max A. Robb, Vice President and General Manager, U.S. Fuel Company, Hiawatha, Utah. Mr. Robb welcomed the members and guests and was pleased with the large attendance. He then introduced President Joseph E. Ward, former District Man- ager, Denver Office, Coal Division, Joy Manufacturing Co. (Retired). A brief biography follows: Mr. Ward is a transplanted Westerner, having spent the greater part of his life in the Eastern and Southern areas of this country. In 1927, he graduated from what was then the Carnegie Institute of Technology in Pittsburgh, Pa., with a B.S. degree in Mining Engineering. He dropped out of school for a period between his Junior and Senior years and worked in the coal mines in order to obtain sufficient money to complete his education. Practically all his adult life since graduation, has been spent in or around the coal mines in this country. After graduation, he worked the next 15 years of his life as an underground supervisor, first for the Hudson Coal Co., in Scranton, Pa. and later for the U.S. Steel Corporation in Birmingham, Alabama. He then went into sales, selling basically to the coal mine industry and other mining operations. The last 13 years of his business career were spent as a district manager for Joy Manufacturing CO., 10 years of which were in the Coal Division of their Denver office, covering the Rocky Mountain area. He retired in August 1970 but still retains an active interest in the Rocky Mountain Coal Mining Institute and the Rocky Mountain Coal Industry it supports. He is a widower, his wife, Thelma having died in July 1970. He has two children and six grandchildren.

INTERNATIONAL conferences on safety in mines originated in 1912 when, in response to an invitation issued by the United States, representatives of Austria-Hungary, Belgium, France, and Germany participated in a conference held in Pittsburgh, Pa The record shows that a permanent organization was proposed to be developed through. diplomatic channels. However, the advent of war 2 years later prevented this proposal from coming to fruition. No further cooperation between the Bureau of Mines and a group having: similar interests in a foreign country took place until 1924, when formal cooperation with the Safety in Mines Research Board of Great Britain was established. Interchange of personnel and results of research under that arrangement have resulted in a number of publications in both countries and more rapid advance in knowledge than could have been obtained through the same efforts exerted independently.

Papers presented at a U.S. Bureau of Mines (USBM) technology transfer seminar describe the causes of violent material failure in U.S. mines, measurement techniques for monitoring events that result in violent failure, and mitigation techniques for controlling failure. Specific factors contributing to violent failure are identified on the basis of geotechnical monitoring in 16 U.S. hard-rock and coal mines and on statistical analyses of 172 coal bump events. New monitoring and analysis techniques developed as tools for assessing violent failure; geotomographic methods that provide new capabilities for the study of material failure and stress changes over large areas; and seismic methods for determining source locations, calculating energy release, and determining source mechanisms are described. Fair correlations have been established among seismic parameters, elastic stresses, face support load, and violent events. USBM studies have identified the advantages using both yielding and stable pillars for coal bump control. A computer program has been developed as an aid for selecting room-and-pillar layouts. The practical aspects of implementing a destressing program is outlined for coal mines, while the importance of mine orientation and timely support installation in controlling buckling-type failure is identified for hard-rock mines.

Roof falls continue to be the greatest single safety hazard faced by underground coal miners. During 1996-99, 44 coal miners lost their lives in rock falls, and nearly 2,400 were injured. In addition, nearly 6,000 noninjury roof collapses were reported. Roof supports are installed to protect the miners, but support system failures contributed to most of these incidents. Reducing the terrible toll taken by ground falls continues to be a major goal of research by the National Institute for Occupational Safety and Health (NIOSH). The purpose of these proceedings is to provide the mining community with a comprehensive survey of coal mine roof supports. Drawing on many years of research undertaken by the NIOSH Pittsburgh and Spokane Research Laboratories, this volume describes what types of support are available, how they work, and when they should be used. The major subjects covered include roof bolts, standing roof supports, cable supports, and longwall shields. Some special topics are also addressed, including an analysis of roof fall accident statistics, techniques for better skin control, material handling considerations, and longwall mining through recovery rooms. This proceedings volume also contains information on several important new technologies, which are described here for the first time: •Guidelines for selecting roof bolt length, pattern, and capacity that were derived from statistical analysis of the roof fall experience at 37 underground mines; •A new design method for longwall tailgate supports; and •A technique for measuring loads developed within cable bolts. The papers in these proceedings were presented at open industry briefings conducted by NIOSH on New Technology for Coal Mine Roof Support. The briefings were held in Norton, VA, Charleston, WV, Evansville, IN, Tuscaloosa, AL, Price, UT, Glenwood Springs, CO, and Washington, PA. The papers were also presented at the Mine Safety and Health Administration (MSHA) Preventative Roof-Rib Outreach Program (PROP) Seminar, which was held at the National Mine Health and Safety Academy near Beckley, WV.

"The way alarm information is provided to an operator can make a huge difference in the minutes following an upset. Process alarms are often looked at as a way to help avoid catastrophic failure and serious accidents. But knowing that mineral processing is so energy consuming and that raw material is not consistent, all small upsets should also be seen as a catastrophe because they can have significant impact on product cost and quality.This paper will demonstrate how it is possible to use data from process alarms to provide operators with real time, value added information that will help them take the right decision at the right time and in turn, reduce unplanned downtime by 20 to 80% and incidents by up to 50% (number and cost),and optimize energy and capacity usage.In the era of Big Data, living in a world where we are submerged with information, one of the biggest challenges is to find the right information at the right time.Alarm rationalization projects will often focus on alarm quantity, but alarm quality is also very important. It is possible, by following a simple 6-step process to turn “alarms” into truly valuable information for operators. Based on known standards (ANSI/ISA 18.2 and EEMUA 191), this process will capture the knowledge of the best and most experienced operators and process engineers, and make it readily available to everyone, right on time, when it matters the most.INTRODUCTIONWhen spending some time in a modern control room, it is easy to notice the huge quantity of information that is available to the operator. Modern operation stations feature multiple screens with HD capability. These screens display information like process display, history trends, alarms and events list, maps with geo-located information, images from live cameras, etc. However, it is harder to assess whether all this information is really helping operators: Is all the information relevant? Are process screens overcrowded? Is the information easy to understand? Does the operator know what to do with all the information? Are there too many alarms?"

Utilisation of Low-Grade Iron Ore Fines after concentration not only helps in conservation of the mineral wealth, but also substantialsly improves the economics of iron ore mining. There has been need to develop suitable beneficiation process for upgradation of low-grade iron ores towards their rational utilisation. Presently the circuit adopted for processing iron ores has limitations in reduction of alumina. The depletion of high-grade reserves, utilisation of low-grade reserves coupled with in-creasing market pressure for improved product quality necessitates re-examination of the process flow sheets and evaluate alternative or supplemental processing routes. The main objective of the Process amenability studies for utilisation of Low-Grade Iron Ore Fines (-10mm) is to get Pellet grade concentrate with +65% Fe (min), SiO2 1.8% (max), Al2O3 1.8% (max) and other proportionate constituents by adopting suitable beneficiation techniques and to collect the relevant data (Quality and Quantity of the Products) for the process development. In an effort to formulate a conceptual process flow sheet, the Process amenability studies for utilisation of Low-Grade Iron Ore Fines (-10mm), which is lying at a mine site in India, samples were collected and taken up for the study. The efforts of R & D of NMDC are discussed in this paper. Low-Grade Iron Ore Fines (-10mm) sample assayed 60.10% Fe with 3.48% SiO2 Aland 4.48% 2O3from 40 microns to 300 microns. The sample consists of hematite as the chief ore mineral followed by minor amounts of maghemite. The gangue minerals include quartz and ferruginous clay in which quartz occurs as medium grained where as ferruginous clay occurs as fine to sub microscopic size mineral. The economical processing route evolved out of the studies finally could yield a final concentrate constituting 58.63% by weight along with Iron unit?s recovery of 63.51% assaying 65.10% Fe with 1.48% SiO2 and 1.85% Al2O3route that adopted comprises the following operations. Making slurry in a sump pump followed by grinding in close circuit with 48mesh size Screen. The -48 mesh size product was subjected o the Cycloning to remove slimes. The Cyclone Underflow product was subjected to Floatex Density Separation (FDS) to separate fine heavy minerals from the gangue minerals. The FDS Underflow was collected as concentrate. The FDS Overflow product was further subjected with Wet High Intensity Magnetic Separation (WHIMS) to recover more Iron units as magnetics. A conceptual process flow sheet was evolved, which may become the prelude to the subsequent finalisation of the process flow sheet for commercialisation.

Slags produced by modern smelting furnaces contain copper values which are unacceptably high for discard. The electric arc furnace is employed commercially to clean copper from flash furnace slags but the addition of highly oxidized converter slags to an electric furnace has created operational problems. Highly oxidized Noranda Reactor slags have not been processed successfully in a pyrometallurgical process. These slags, which contain large concentrations of copper (5 to 10 per cent), are treated in slag concentrators (controlled cooling, crushing and milling, and flotation) which produce a copper concentrate that must be resmelted. Though commercially operable, it will be shown that the slag concentrator has important process and cost disadvantages as compared to a pyrometallurgical process. In this paper an economic comparison is made between a pyrometallurgical process and the slag concentrator. For the analysis, five hypothetical smelting plants are considered. Each plant treats 1200 tons of copper concentrate per day and produces 109,000 tons of copper annually. The plant configurations used in this study are:

Most of the iron ore washing plants set up in India consist of sizing of the ore by dry / wet screening, washing and classification by screw classifiers followed by multi-stage hydrocycloning of screw classifiers? overflow. The underflow of the hydrocyclones forms the concentrate which is used for pellets making. As the cut-point of hydrocyclones is generally at 20 microns, relatively lower diameter cyclones in a cluster with parallel feeding are used. This is found to, often, result in choking of the spigots, at times, by extraneous material as well reporting along with the slurry. It is observed to lead to sub-optimum performance of the cyclones with loss of iron values into cyclone overflow and thereafter into tailings. Analysis of data of an operating beneficiation plant (Beneficiation Plant - 1, BP - 1) of M/s Jindal South West (JSW) Steel Limited, Karnataka, India over a period of one year indicated that weight recovery of the concentrate from two-stage hydrocycloning was 45% (with respect to feed to the cyclones) and assaying 63.43% Fe, 4.43% SiO2 and 2.32% Al2O3. CSIR - National Metallurgical Laboratory - Madras Centre (NML - MC), India developed flotation process for processing screw classifier overflow with a view to improve the recovery of ultrafine iron values from it. Detailed investigations at laboratory scale flotation column and on-site pilot plant trials proved that the production of the concentrate and productivity of the plant could be enhanced by adopting reverse cationic column flotation technology. It was established that a typical screw classifier overflow analyzing 60.54% Fe, 5.95% SiO2 and 3.67% Al2O3 could be upgraded to 64.21% Fe, 2.64% SiO2 and 2.20% Al2O3 with 82.7% weight and 84.7% Fe recovery. This translates into an increase of 80% in weight recovery of the concentrate compared to what is being obtained, at present, by two-stage cycloning. It had an added advantage of reduced SiO2 in the concentrate. Thus, SiO2 in the final concentrate could be reduced to 2.64% from 4.43% by adopting column flotation. The concentrate so generated meets the stringent specifications, especially in terms of alumina in it(should be less than 2.50%) for pellets making. Later, JSW Steel Limited set up the flotation plant in BP - 1 based on the process developed by NML - MC and was commissioned in 2010. With the profit squeeze of recent years and indeed the survival of many mines at risk due to low gold prices and declining grades, many inventive solutions have been found of increase production and decrease cost. One of these is the application of process auditing methodology which is essentially a tool to determine systematically whether a process is delivering optimally and, if not, to identify the basic causes. Then a prioritized action plan can be developed with the client. Our experience has shown that problems are seldom what they appear to be and that most processes can operate far more efficiently with relative little effort. A process auditor requires good facilitation skills to overcome initial suspicion, and for sustainable solutions client involvement is essential. Process auditing as it is being applied in Anglogold has evolved over many years to reach its current format. The lessons learned and insights gained in the process are shared here with the reader.

The paper will deal with some of the more important technical aspects of slurry pipelines as they apply to the mineral field. In addition, the use of these technical concepts in arriving at realistic economic figures will be discussed.
