TWO papers, "Calcium, Strontium, and Barium Metals," by Charles Hardy and Paul M. Tyler, and "The Mining of Gems and Ornamental Stones by American Indians," by Sydney H. Ball, were presented before the Rare Minerals and Metals group at its session Tuesday afternoon in the Auditorium. Donald M. Liddell, chairman, presided. Mr. Tyler summarized the first paper, outlining the uses, history, occurrence, manufacture, production and trade, markets and prices of the three metals. In discussion, in response to the chairman's query on "what are they doing in Russia with calcium, strontium, and barium," Guy C. Riddell replied that nothing is being done on a production basis. The great rare metals plant in Moscow is active, however, on other elements. "They are making radium chloride, uranium oxide, vanadium, cadmium, tungsten, molybdenum, selenium, antimony compounds; and mercury, nickel and arsenic are under production at interior plants. The rare metals plant is busily conducting research on beryllium, rhenium, lithium, bismuth, strontium and zirconium. These are the main rare metal activities. "A critical element, as the term has come to be used, provides essential properties to a modern engineered material and is subject to supply risk. The rare-earth elements became perhaps the most prominent of the critical elements in recent years because of their important uses in permanent magnets, advanced lighting, and military materials; the geographic concentration of production in China; and the dramatic run-up in prices in 2010-2011 followed by price collapse between 2011 and 2016. Yet criticality extends beyond the rare earths. What is critical depends on your perspective – who and where you are, and when you ask. This paper reviews the many perspectives on, or faces of, critical elements. It compares and contrasts perspectives of industry (General Electric), national or regional manufacturing sectors (Japan, European Union), emerging energy technologies (as seen by U.S. Department of Energy and, separately, Joint Research Centre of the European Commission) and the world as a whole (as evaluated by academics). This comparison reveals a diversity of not only perspectives but also methodologies and time frames of concern.INTRODUCTIONRare-earth elements appeared prominently in the news in 2010 and 2011 because of the dramatic increase in their prices; their important uses in permanent magnets, advanced lighting, and military materials combined with the geographic concentration of production in China, which reduced export quotas significantly. Rare earths became the most prominent of what have become known as critical elements or materials – that is, those that provide essential properties to modern engineered materials and yet are subject to supply risks.Yet criticality, the state of being both essential and subject to supply risks, extends beyond rare earths. What is critical depends on your perspective. This paper begins by reviewing a little history and presenting a general conceptual framework from which to think about critical materials. It then reviews the many perspectives on, or faces of, critical elements – corporate, national, and global, as well several that focus on emerging energy technologies. The paper concludes with thoughts on what to do to mitigate the potentially negative effects of the supply risks associated with criticality."

Abstract -The rare-earth elements (REE) form a significant part of the group of so-called "high­ technology" metals whose glamour has attracted both the scientific community and the mining industry. Despite this attraction, world production of REE declined abruptly in 1985 and only recently has begun to approach production levels of 1984. The decline in 1985 was primarily due to decreased demand for light REE used as catalysts in the production of lead-bearing gasoline. Incorporated within the current trend toward increased production of REE is an increasing demand for higher value elements such as yttrium and other members of the heavy REE group, and for specific REE rather than mixed products . The former demand has made some Canadian deposits and prospects economically attractive despite a surplus of REE reserves on a world scale. The chief attractions of Canadian deposits such as Strange Lake, Labrador-Quebec, Thor Lake, Northwest Territories, and Kipawa, Quebec, are that they are relatively rich in yttrium and other heavy REE compared to light REE, and that they offer a potential security of supply to counterbalance the rapidly escalating dominance of China in the world market.

"How Wall Street Darling Molycorp Undermined the U.S. Economy, Degraded our National Security and Distorted the Global Economic Balance and How These Falsehoods Continue to be Promoted Even Today INTRODUCTION & SUMMARY In 2007 the Molycorp Mountain Pass rare earth mine was resurrected from its desert-grave in California by its then-owner Chevron Mining. Responding to elevated rare earth prices Chevron began processing on-site rare earth concentrates left over from past mining operations that were terminated in 1998i. Chinese demand had sparked what was being described as a commodities super-cycleii. Commodity prices were on the move. Wall Street smelled opportunity. In 2008 Goldman Sachs, Pegasus Partners, Resource Capital Funds, Traxys North America LLC and Carint Group LLC acquired the mining assets from Chevron. In an environment of ever-declining ethical standards and regulatory consequences the private capital group and their investment bankers would bring Molycorp to market. Molycorp, with its high powered investment banking team of Morgan Stanley and J.P. Morganiii, easily dominated the contest. Molycorp promoted itself, largely based on its past operating history and proven reserves, as the best company to challenge China’s monopoly control over the production of rare earths: a group of elements critical to most advanced technologies and U.S. defense systemsiv. Most of Wall Street’s hottest investment sectors were dependent on these materials: alternative energy, green technologies, computing, personal communications, advanced electronics and defense systems. By late 2010 there were dozens of prospective rare earth start-up ‘mining companies’ seeking capital. Eventually the number of prospective rare earth mining companies seeking capital exceeded 400, despite the reality that supply requirements of this market were disproportionally small when compared to other natural resource sectorsv. In the world of finance ‘smart money’ picks the winners. Consequently just twovi projects attracted nearly all of the capital (Molycorp and Lynas). Wall street picked Molycorpvii. This paper will primarily focus on Molycorp. By early 2010 the words “Molycorp” and “Rare Earths” electrified many people in the mining industry, most non-Chinese manufacturing technology companies, U.S. & allied defense contractors, technocrats in the U.S. national security community and eager investors across most of the world’s stock markets. It was the hottest story of the yearviii. The financial, technology and defense press coverage verged on euphoric: heaping fuel on fuel until the highly combustible Molycorp-pyre cast a long shadow over all of its rivalsix. When the IPO match was lit the spectacular flaming pyre sucked all of the oxygen out of the rare earth spacex. Molycorp was ranked the most lucrative IPO of 2010, resulting in record breaking profits to its private investors and massive returns for its early stock holding investors."

We are no longer short of viable Rare Earth deposits. As little as 2 years ago China mined and produced 97% ofthe world?s rare earths. Only a few deposits were in an advanced stage of exploration and development. Now Technical Metals Research (TMR) Gareth Hatch *5 reports that 347 deposits are being developed by 265 companies down from 440 on July 6th. Their Index of Advanced projects lists 45 projects in 14 countries. They will sustain the world for centuries to come and many good deposits are yet to be found. The problem is mining 14 elements in balance. Each of the deposits listing production in the chart has a unique set of minerals which they think will give them a cost advantage. Which of these will make it to production is a question. Most of the Advanced won?t be mined soon, but which ones? China is still in the driver?s seat in Light Rare Earth production (LREO) with one deposit with 35 million ton Baiyunebo deposit in Inner Mongolia which is part of a working iron ore deposit. The number of HREE deposits have been reduced and they attempting to eliminate unpermitted mines. This report will tell you what a Rare Earth is, how rare they are, why they are important, and where they are being developed which includes Australia, the United States, Africa, Greenland, Brazil and Canada.

THE cosmic ray continues to engage the attention of the physicists, and according to Millikan and Compton, experiments of the past summer indicate that these rays must come from interstellar space, but not from the stars themselves. According to press reports of the International Congress of Physicists at Rome, the view was given there that these rays have an initiating potential of over 750,000.000 volts. In the field of spectrographic investigation great strides have been made. The U. S. Naval Research Laboratories (R. F. Mehl and G. E. Doan of Lehigh) have just finished a year's work with a "radium torch" or "shadowgraphic apparatus" in the field of the X-ray, that bids fair to displace the latter to a great extent. The torch is more powerful., easier to operate and cheaper. Penetration of 10 in. of steel has been accomplished, which. is much -beyond the- -scope-, of the X-ray..

ALTHOUGH the midday lunches of business associations have been re-echoing the phrases that re- search would lead us out of the depression and that the last place to economize is on research, nevertheless most executives apparently concluded that it was their neighbor who ought not to economize in research, and that in their own plants what had been discovered in 1929-30 was sufficient to lead them out of the wilderness. At any rate, I have discovered much less that seems worth noting, and compared with 1931, the report volume of the committee members is off about 40 per cent, and compared with 1929, about 80 per cent. Evidently there is some hookup with the +tee1 industry as to output, and the Report Reading Committee should investigate this and the relative use of commas and periods.

HOSTILITIES in Europe, Asia, and northern Africa were responsible for dislocations in rare-metal supplies during 1940. Although the consumption of some of the rare metals is small the dislocations may be relatively large. In some cases these are advantageous to North America and in others they are disadvantageous. Specific instances will be cited later. Barium T HIN films of barium metal on special steel balls greatly improve the life and reduce the friction of rotating anodes in highly evacuated small X-ray tubes and make possible the operation of these anodes at relatively high temperatures. These remarkable results are described in an article by Atlee, Wilson, and Filmer in the Journal of Applied Physics for September, 1940. Oil could not be used because of the high temperatures on the one hand and its volatility on the other. Fig. 3 shows diagramatically the rotating anode and the method of coating the steel balls with barium. The letters K.I.C. refer to "Kemet Iron Clad." A SURVEY of rare metals and minerals for the past year places uranium as one of two partners, the other being the neutron, in what historians will probably say is the greatest discovery in physics at least during the year and probably for a consider- ably longer period. The uranium atom has been made to divide into parts somewhat after the style of reproduction of the amoeba. When an amoeba divides into two parts, however, it produces two amoebae substantially alike and each substantially like the parent: furthermore, there is no considerable change of energy when this happens. When the uranium atom divides it yields other atoms such as barium and krypton with the complete destruction of the original uranium atom but with the liberation of a tremendous amount of energy. This will be discussed more at length later.

THE field of rare metals is so broad that progress can be reported upon many important fronts. Not satisfied with the 92 elements that Mendeleeff and his followers have accepted as legitimate, scientists are trying now to complicate matters by making new elements. Enrico Fermi announced the fabrication of "Element 93". Uranium, instead of being allowed to disintegrate slowly according to its normal habit, was bombarded with neutrons until some of them seemed to have stuck in the nucleus. To understand just what is alleged to have happened all one has to do is to line up the elements in their usual order of ascending atomic weight and imagine, as physicists do, that each atom is a little solar orbit comprising a central mass or planet about which other masses revolve like satellites. Ordinary hydrogen, being very light, consists of only one positively charged proton center, with only one positively charged electron revolving about it. Other atones are progressively more complicated until we come to uranium, which has a relatively big center and 92 particles revolving around it.

THE meeting" of the Rare Minerals and Metals Committee was held Monday afternoon, Feb. 17; Donald M. Lidclell, chairman, presiding. The first paper (T. P. 279), "Progress in the Use of Tantalum," by George W. Sears, was read by Mr. Smyth. Dr. Sears' paper contains an interesting summary of the uses, alloys and ores of tantalum and a resume of present method of reduction. The uses of tantalum is based on its extreme rise to the reaction of even the strong mineral acids, its great avidity for the common gases and its capacity for transforming alternating to direct current. Tantalum, as an alloy material, has received considerable study and many alloys have been reported. Among them three types appear to .be most prominent, alloys of high melting point, hard alloys and acid rising alloys. As the estimated quantity of tantalum in the earth's crust is less than that of gold, it must be looked upon as n rare metal. Australia is the greatest producer and the Black Hills of South Dakota produce minor amounts. As the one type of mineral available contains both tantalum and columbium, the extracting and metallurgy of tantalum are difficult chemical processes. Greater simplicity in this and the development of a market for columbium would undoubtedly be of great benefit to the tantalum industry, andl make for a greater use of tantalum produced.

Rare-earth elements have some unique properties that are used in many common applications, such as TV screens and lighters. In the 1970's, rare-earths began to be used in a new generation of magnetic materials that have very unique characteristics. Not only were these stronger in the sense of attraction force between a magnet and mild steel (high induction, B), the coercivity (He) is extremely high. This property makes the magnetization of the magnet body composed of a rare-earth element alloy very stable, i.e., it cannot easily be demagnetized.

Events of the mid-1970's have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in "deregulation" activity. Those two events have produced considerable Litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

A physical model of flotation, derived from viewing froth as a kinetic species since it constitutes the carrier of ore particles, not only agrees with and is simulated by engineering math models, but is statistically verified by actual laboratory flotation data. The model couples the mechanical removal of froth using paddles with the more rapid chemical interactions taking place in the bath. It clearly shows that the kinetics of mass removal is dictated by flotation cell dimensions, paddle speed, and, more importantly, froth characteristics. Some conclusions and predictions of the model are presented.

THE formation of intermediate phase layers in cementation processes has been subjected to extensive qualitative investigation though to relatively little quantitative study; this work has recently been fully summarized by F. N. Rhines.1 It is necessary here only to enumerate the general conclusions drawn concerning the kinetic laws governing the growth of intermediate layers and to state what is known concerning the structural changes accompanying the generation of phase layers. I. When the intermediate phase is protective in type-i.e., when its density is less than that of the base metal, so that a continuous coating is formed and maintained-the isothermal growth of the phase follows a simple parabolic equation: [1 = ki [I]] where X is the thickness of the alloy layer, k the reaction rate constant, and [t] the time. The applicability of this equation to diffusion processes is tested by plotting the square of the thickness versus time, or by plotting the thickness versus the square root of time; the resultant achievement of a straight line in such a plot has been considered sufficient proof of the validity of this equation. Exceptions have been found where liquid phases are involved in the reaction, where the diffusion layer is cracked,2 and where thin semimetallic oxide and sulphide coatings are formed on metals.3 In the first two cases the thickness increases linearly with time, and in the latter it is a logarithmic function of time. 2. The rate of thickening varies with temperature according to the Arrhenius equation: [k = Ae-QIRT [2]] where k is the parabolic rate constant of Eq. I, or some other rate-descriptive function, A is the action constant, e the base of natural logarithms, Q the heat of activation, R the gas constant, and T absolute temperature. This equation has been found to be generally valid except when transformations occur during reaction in either the base metal or in the reaction layer; in such instances Eq. 2 is still applicable with different values for the constants A and Q above and below the transformation temperature. 3. All phases that are stable at the temperature at which diffusion occurs will appear in the interdiffusion of two components. In some cases certain of the phases may be too thin to be observed and identified easily. Nonequilibrium phases have never been noted in thick reaction layers; i.e., layers of a thickness that may be discerned microscopically. THE problem of reaction rates in the open-hearth process is essentially that of trying to form a fairly clear picture of the "chemical mechanisms" in the bath. Quantitative data on reaction rates would perhaps not be of much practical importance even if they were available; however, what few approximate data there are can be used in combination with data given in Chapters 16 and 17 to sketch a picture of the "chemical mechanics" of the open-hearth process that is consistent with essentially all the present available evidence. The result may later be found incorrect in many details but even so it will illustrate certain useful methods for obtaining a clearer understanding of the process. Consistent with the treatment in Chapter 15, but in simpler terms, we may say that chemical reactions in general involve the following elements or steps: 1. The reacting molecules are mixed together in space in such fashion as to favor collisions among them. 2. Units of what is usually an intermediate molecular arrangement called an activated complex are formed at a certain rate, depending on temperature and concentrations. 3. These activated complex units decompose into the reaction products (this step usually assumed to be so rapid as never to limit the over-all process). 4. In any of these steps, heat energy may have to flow into, or away from, the reaction zone to permit the reaction to proceed. 5. The products of reaction will usually have to move out of the way to permit further reaction. The temperature factor enters mainly through step 2, and its effect is very marked. "Evaluation of inequalities of the partial sums defining cumulative grade and recovery prove that cumulative grade has an upper bound not dependent on the bank number and cumulative recovery possesses an upper bound proportional to the bank number. This explains one observed characteristic of cumulative grade versus cumulative recovery curves. The existence of such maxima combined with the observed shape of cumulative grade-recovery curves leads us to postulate that these curves can be well described by rectangular hyperbolae. Rectangular hyperbolae are characterized by asymptotes at right angles to each other. It is proven that this property can be used to derive an equation for the cumulative mass flow of the concentrate in terms of the asymptotic values of cumulative grade and cumulative recovery. Fitting hyperbolae to experimental cumulative grade cumulative recovery plant data then results in estimates of the maximum grade, the maximum recovery and a constant which may be taken as a performance coefficient of a row. Normalization of the cumulative grade and the cumulative recovery by their respective maxima gives rise to a graphical representation that can be used to evaluate the operating performance of a row of floatation bank cells. The normalization procedure removes the bias that is introduced by inevitable variation in mass flow of the feed and variation in feed mineralogy or feed particle size distribution. Reduction of the normalized data collapses all cumulative grade-recovery data onto one and the same curve. This removes the differences caused by the variation in row performance. The reduced cumulative grade-recovery data scatters around a common hyperbola. This can be used to gauge the validity of the assumptions made. Normalized cumulative mass pull is determined from the fitted values of the maximum recovery and maximum grade. This may serve as an alternative performance indicator of the floatation row."

INTRODUCTION The purpose of this paper is to assist explorationists and entrepreneurs in deciding whether to invest in gold mining concessions in lesser developed countries (LDCs) and, if so, in deciding which LDCs provide the best opportunity. The first decision is difficult in the face of common notions that foreigners are not welcome - only their money; that the best gold deposits were worked out long ago; that even if you survive the mal- aria, and in spite of 51% control by a national partner, you manage to profit from a new discovery, they will tax your operation to death, or worse yet, nationalize it. Close scrutiny of what happened to foreign investors in LDCs during the “Mexicanizationt” of the 1930's through the "Zambianization" of the 1970's shows that many of these concerns are well-founded historically. But the trend of knowledgeable writers over the past decade seems to be away from this gloomy foreboding, and towards a cautious optimism, based on recently perceptible metamorphoses in certain LDCs' conditions and attitudes. If the explorationist or entrepreneur decides to seize on this apparent opportunity, the second decision -- which of these certain LDCs to invest in -- is doubly difficult, because of the formidable tasks of coming up with a rating system to provide rational comparison, and then gathering enough current, reliable information to apply.
