The use of froth flotation as a means of separating and upgrading sulfide mineral concentrates is standard industrial practice throughout the world. It is ap-parent from observing the industrial practice of sulfide mineral flotation over the last decade that progress is being made in optimizing the operating aspects of flotation. Examples of this are the availability of improved instrumentation and related computer control devices, the modification of mechanical flotation cell designs, the introduction of column cells, better reagent dosage control, blending of feed ores, increasing attention to coarse and fine particle separations, the successful introduction of new frother chemistries, etc.

The term "tender tundra" is a myth---a well-developed myth, but contrary to the fact. Any area that supports herbivores must have a plant base to supply food, In Alaska, herds of caribou migrate and live north of the Arctic Circle. And, if there is enough growth in the moss and lichens and arctic grass to support a caribou herd, the "tender tundra" can heal after it has been disturbed by mining. Another myth is that Alaska is an ice box. Actually, many areas In the state---particularly the Interior---have a high agricultural potential. Nevertheless, the fact remains: whether it is reclaimed by advancing the productivity from forest to agriculture or is allowed to remain a wild-life habitat, Alaskan land will revegetate. Reseeding speeds reclamation, but left to nature, native species will reclaim the land whether it was disturbed by forest fires, roads, villages, or mining. In fact, it is impossible to find many of the old gold mining camps.

What is prime farmland? Can such land, once it has been strip-mined for coal, be restored so that it will produce corn, soybeans, wheat, and alfalfa? What methods or practices are necessary to bring about restoration within a reasonable time so that crop yields will be equivalent to or higher than those of unmined prime farmland under high levels of management? These questions concerned land use researchers in Illinois as early as 1948 when the Illinois Agricultural Experiment Station experimented with growing cultivated crops on strip-mined land in St. Clair County (1). This research was done almost 30 years before requirements of Public Law 95-87 were passed by the United States Congress and signed August 3, 1977.

Modern coal cleaning technologies have allowed coal preparation facilities to become quite efficient at removing sulfur compounds, waste rock and low grade coals from run of mine coal. Up to 50% of the raw mined coal stream may end up as refuse, particularly when the coal originates from longwall mining operations, or is high in partings, rock and impurities. The refuse materials vary from coarse materials removed by physical screening to very fine materials removed by floatation and density separation processes. Coal refuse piles are also known by a variety of other names including "waste dumps", "gob piles" and "slate dumps". The potential hazards of improperly reclaimed refuse include contamination of surface and groundwaters by acidic leachates and runoff, erosion and sedimentation into nearby watersheds, spontaneous combustion, disturbance of topsoil borrow areas, and damage from landslides should large slope failures occur. Many of these problems have been particularly acute for abandoned refuse piles, and modern regulations attempt to minimize the environmental impact of coal refuse disposal operations.

Barrick's Goldstrike AA heap leach pad is an HDPE-lined facility that was used for gold recovery from low-grade ores using conventional cyanide heap-leach technology. The pad was operated from 1987 through 1999. Goldstrike prepared a unique reclamation plan for the AA leach pad facility to provide for a cost-effective, environmentally sound facility closure and to fulfill the State of Nevada's closure requirements. The traditional Nevada leach pad closure procedure involves rinsing to reduce the cyanide concentration to an acceptable level followed by reclamation. However, rinsing does not typically reduce certain metals and compounds, and some constituents may increase in concentration with rinsing. A closure scenario to effect limited infiltration through installation of a capillary cover for the leach pad was developed. The capillary cover was constructed by placing a fine-grained layer above the coarse-grained spent leach material to create a capillary break. In an arid climate such as in Nevada, the fine-grained layer will rarely reach saturation, and the cover will be able to store water during precipitation events and will allow removal of water through evaporation and transpiration (ET) during the growing season. A 1.22-m (4 ft) cover thickness was selected as the optimum design cover thickness. The drainage network on the surface of the recontoured AA heap leach pad was specifically designed to enhance the re vegetation, reclamation and sediment yield control aspects of the AA heap leach pad closure, while resulting in a natural looking surface that is compatible with the surrounding topography. Adjacent natural topographic features were used to establish target design parameters for recontouring and erosion-control design.

"Where can I obtain a reclamation bond today?" "Who is writing your bonds?" These questions are common and heard frequently. The fact that the Society of Mining Engineers has determined that two of the five environmental topics reviewed at the 1989 Annual Meeting relate to reclamation bonding indicates to me that those who are involved in the coal industry, no matter what capacity, remain very cognizant of the reclamation bonding dilemma.

This is a rather comprehensive subject and cannot be thoroughly covered in the short rime allowed for its presentation. This article will touch only upon a few of the chief points of the difficulties encountered in recovering copper from brass shell cases in a primary smelter which was not designed to treat scrap metals. Owing to the fact that the plant is at present (Dec., 1946) closed, and our tests were not completed, full details of the results are not available. As is well known, most primary smelters are situated near the mines in the interior of various countries and are not close to seaports or large industrial and railway centres. Consequently, iris unusual for a primary smelter to be asked to treat scrap metal of any kind. When so required, iris obvious that the primary smelter is at a great disadvantage, for the simple reason that it probably has to pay the freight on the scrap from the seaport or industrial centre to the smelter and then also pay the freight on the recoverable metal from the smelter to the refinery, or seaport or industrial centre. Another disadvantage is that a primary smelter is not equipped to sample and unload the scrap nor bas it usually the equipment adaptable for treating the scrap efficiently, as the plant bas been designed to handle large tonnages of ores and concentrates. This short paper will describe some of our difficulties> and how they were corrected. However, it might be advisable to state briefly some of the methods used in treating brass shell cases in other plants. In the first place, a brass plant producing new brass- especially those producing brass billets for extrusion to make brass tubes or rods, or to be drawn into wire, or making brass cake to roll into brass sheets- generally insists upon using new electrolytic copper and zinc and is opposed to using any scrap or secondary brass . Consequently, such a plant usually will not treat brass shell cases. Therefore, the usual procedure is to ship brass shell cases to a secondary smelter, where it is generally sorted, melted, fire-refined, and returned to the market in the form of a high or low brass ingot which can be sold to brass foundries for making brass castings. This evidently is the cheapest and simplest method. Another method is to ship to a smelter which is a combination of a primary and secondary smelter attached to or near an electrolytic refinery. In plants of both these types, that is a primary smelter with Cottrell dust collectors or a combined primary and secondary smelter with Cottrells or a bag house, the zinc may be wasted. However, if a bag house is used, some of the zinc is recovered, but it is usually contaminated with other metals and further processing is required to recover it.

"One of the most important environmental issues associated with contemporary openpit mining is the closure of mine pit lakes, and the perpetual legacy these lakes can potentially generate. Ideally, successful pit lake closure includes the following:• The water quality within the pit lake, plus surface water and ground water discharging from the pit lake, meets premining or other acceptable water quality conditions of the receiving environment. • The termination of all active treatment processes.• The return of the pit lake to the government for long-term care and maintenance.• The release of the mining company from all future liabilities associated with the pit lake.• The return of the environmental bond to the mining company.• The reuse of the pit lake for some post-closure, beneficial purpose.The achievement of these goals is known as walk away pit lake closure.Peer-reviewed publications of successful walk away, pit lake closure provide mining companies with the ability to address public concerns regarding the safety of pit lakes which commonly occur during the permitting, operations, and closure phases of mining. To date, most published work on walk away, pit lake closure work has occurred in the coal mining sector in Germany and Australia (McCullough et al., 2009; Jones and McCullough, 2011; Kumar et al., 2013; Schultz et al., 2013). In North America, examples of walk away, pit lake closure are not widely discussed in the literature despite there being excellent examples from the coal mining sector in Alberta, Canada (e.g. Pleasure Island, Black Diamond, East Pit, Sphynx, Robb, Lovette, Siltstone and Sterling), and from the iron mining sector in Minnesota in the United States (e.g. Portsmouth Lake, see MNDNR, 2018). Although seldom included in discussions of pit lakes from the metal and coal mining sectors, the aggregate and fabricated-stone mining sectors also produce pit lakes, and there are numerous examples throughout North America where these pit lakes have been successfully closed and transformed into post-mining resources (Vandenberg, 2018; Crossman, 2019). The difficulty of finding these good examples in the literature makes it challenging for companies to respond to public and regulatory questions regarding pit lake closure and reuse. As such, there is a pressing need to document the motivations and approaches used in examples of successful, walk away, pit lake closure in North America so that the mining industry, at large, can learn from these examples and can better address public concerns."

"Minnesota has robust reclamation standards and have proven results in the taconite mining industry. Reclamation of overburden spoils, lean ore spoils and fine tailings from taconite production has generally been successful on the Iron Range, using a low input standard reclamation practice. Success at reestablishing vegetation on these landscapes is likely due to fairly favorable chemical and physical properties (e.g., few limitations due to acidic generating materials, metal toxicities and water and nutrient holding capacities). However, coarse tailings reclamation has proven more difficult, presumably due to lower nutrients and challenges with moisture holding capacities. Research efforts conducted since 1990 have struggled to develop a reclamation strategy for coarse tailings that meets the Minnesota Mineland Reclamation Rules, Chapter 6130. However, new breakthroughs in scram mining technologies are producing fine and coarse tailings that have not been encountered nor reclaimed in northern Minnesota. Scram mining in Minnesota is defined as those mining operations that produce natural iron ore concentrates. Innovative research is underway to investigate and determine successful reclamation strategies to reclaim scram mining tailings from these scram mining operations. The research program is conducted through collaboration with SEH, Prairie Restorations, Inc. (PRI) and Mining Resources, LLC with funding support from the Iron Range Resources and Rehabilitation Laurentian Vision Partnership minescapes grant program.The research program was divided into three phases:Phase I. Bench-scale testing to identify successful treatments to reclaim and restore scram tailings through evaluating surface soils amendments, viable seed mixes and plant germination, growth and densities. Phase I was completed in early 2015.Phase II. Field-scale pilot trial to test larger scale effectiveness of the treatments deemed successful in Phase I and test various vegetative assemblages and planting techniques focused on the unique challenges with scram tailing basins. Phase II was completed in late 2016 with a summary monitoring report.Phase III. Produce a technical report of results for the research undertaken in this study, as well as compile prior reclamation results used during previous Minnesota iron mining reclamation projects on tailings basin applications. Phase III was completed in 2017 with a summary monitoring report and recommendations."

The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica's future agricultural productivity. United States Steel Corporation began mining coal in southern West Virginia at the turn of the century, and until the late 40's production was confined to underground mines. Surface mining was initiated in our southern West Virginia -holdings as a means of recovering coal that could not be obtained by underground mining methods. After observing and evaluating surface mining methods employed by other companies, some of which operated on lands of U. S. Steel on a lease basis, we undertook the establishment of a surface mining operation. Our method, as, initiated in the early 50's, remains basically the same today. Variations have come about primarily by equipment modifications. The method consists' of a pioneer cut to establish the coal outcrop, a drill bench for drilling, blasting, and removal of the overburden from the top of the coal. The land is rugged except for the flood plains of some of the larger streams. The mountains have steep slopes, averaging 30 degrees, with relatively sharp ridges and very narrow valleys,. Geologically, the coals_ lie in the Pocahontas formation of the Pottsville group in the Pennsylvanian system. This means that the coals in our area of operation lie at the base of. The coal measures in the Appalachian range. The coal that we have mined is primarily the Pocahontas nos. 3 and 4 seams. We have mined negligible amounts of other seams in the Pocahontas groups above the no. 4 seam. The Pocahontas no. 3 seam, which is the lowest mineable seam geologically in this area, lies anywhere from 700 feet below: the valley floor up to 400 feet above the floor. This is occasioned by the Anticlinal formation which gives us grades Of about 9% at the anticline, decreasing to about 1 to 1-1/2% on the extreme flanks. We have the opportunity to engage in surface mining where the coal seams intercept the surface above the valley floors.

Surface mining consists of the removal of the geologic strata overlying the coal seam usually with large electric shovels, draglines or bucket wheels. The method produces more or less parallel ridges or peaks of cast overburden, usually called "spoil banks". The mined lands vary widely in their inherent characteristics to produce a vegetative cover and thus can be put to a wide variety of uses. Use is the key to economic and social benefits. Physical and Chemical Characteristics of Soil Material of Surface Mined Lands after surface mining operations, the soil material is a heterogeneous mass whose physical and chemical properties are dominated by the character of the geologic strata overlying the coal. These strata are highly variable in thickness and character. They may include the surface soil, loess, glacial till, sands, shales, slates, limestone and sandstone rock. The method of mining with the several types of mining equipment will also affect the resultant mined area.

Open pit anthracite mining at the Canmore Creek Mines, Canmore, Alberta, south of Banff National Park, resulted in several pit lakes by the early 1970’s. To enable future mining opportunities in the Rocky Mountains, operators decided to reclaim the site into a non-polluting landscape which would provide a memorable outdoor experience for residents and visitors alike, and would preserve wildlife habitat. Reclamation began with the stabilization and revegetation of spoil piles adjacent to Canmore Creek, and the backfilling and revegetation of Canmore Creek Mines No. 1 and 2 to create “Salamander Pond.” The company dammed the outlet of an open pit at Canmore Creek Mine No. 3 to raise the water level and create Quarry Lake. Reclamation concluded in 1980 when the Town of Canmore took ownership. Quarry Lake is now the centerpiece of 293-acre Quarry Lake Heritage Park, a popular destination for swimming, hiking, and fishing, visited by about 400 people on summer days. The Alberta Environment Conservation Authority described this as “The best mine reclamation in Western Canada.” Quarry Lake is an exceptional example of walk-away, pit lake closure, where the mining company created a valued post-mining asset and was released from future liabilities. Mining has been the mainstay of the Woods Creek Valley for more than a century. The head of the valley is at the Continental Divide, about 50 miles west of Denver, Colorado. First, it was the quest for gold and silver that drew people to the valley. Then, when molybdenum was classified as a strategic metal by the U. S. Government during World War I, it was the valley's molybdenum mineralization which attracted the most attention. Molybdenum is used primarily as an alloying material in superior grades of steel. Circumstances responsible for providing the label "Urad" are unknown, but Urad is variously reported to be an acronym for "Uranium Research and Development" or "Uranium Research of America Division". The search for uranium was fruitless as no ore grade uranium exists in this area. The moly orebody was first developed and mined by the Primos Exploration Company from 1914 to 1919. During World War II, the mine was purchased by the government and turned over to the Molybdenum Corporation of America to operate. In 1963 AMAX Inc. purchased the property for $2 million. After spending nearly $30 million for exploration and development, AMAX put the mine into production again in 1967.

Approximately 50% of these lands, that are slated for residential, resort and recreation development, have been undermined for coal in one or more seams.Norwest Mine Services has been contracted by the developer to assess and advise them on any past mining activity that may be potentially hazardous to their development and offer solutions to how these hazards may be mitigated or avoided.The following paper deals mainly with the procedures put in place and accepted by the approval authorities, and the Staged approach to the Investigative Procedure that Norwest follows in the mining assessment and mitigation work for Three Sisters."

Author?s note: Diversity in practice exists in the application of Generally Accepted Accounting Principles (GAAP) for purchase price allocations with respect to the recognition of Value Beyond Proven and Probable Reserves or VBPP, as defined by the Emerging Issues Task Force (EITF) in EITF 04-3: ?Mining Assets: Impairment and Business Combinations?. This diversity appears to arise from differing interpretations of what constitutes sufficient information to value components of VBPP in business combinations. Concerned with this diversity in practice, respected members of the mining community formed a working group which prepared an issues paper that discussed this diversity and provided recommendations for recognition and valuation of VBPP in business combinations. The working group then submitted this paper to the EITF, requesting further guidance be issued on the concept of VBPP. In conjunction with the submission to the EITF, the working group also provided this paper to the United States Securities and Exchange Commission (SEC) for review and comment. The EITF discussed this issue at its May, 2008 agenda committee meeting. However, it declined to add this topic to the EITF agenda for further consideration. Absent additional guidance on VBPP from the EITF, the working group submitted a proposed definition of VBPP to the U.S. Securities and Exchange Commission for its consideration. The following article, which is consistent with the issues paper that was submitted to the EITF and the SEC, discusses the components of and valuation techniques for VBPP. The correspondence with the U.S. Securities and Exchange Commission, which includes the proposed definition of VBPP by the working group, is attached as Appendix 1 to this article.

While the concepts of Aboriginal title share a similar jurisprudence in both Australia and Canada resource development regimes on Aboriginal title lands differ significantly. In Australia, the process is the right to negotiate with mining proponents. In Canada, the process is the duty to consult with government regarding mining projects. This paper compares and assesses the processes for ?consultation and negotiation? with Indigenous peoples when development actions (particularly in the context of mining resource development) impact Indigenous property rights and how agreement making can be progressed. This paper will question whether the resource development processes afford Indigenous people?s property rights full respect when mining developments on Indigenous lands are proposed.

The topic of the industrial applications of mineralogy is a vast field which can be adequately covered only in a large book or by a two or three semester course. This paper recalls experiences of the writer in this field, a task requested by the Process Mineralogy Committee. Therefore, this paper is largely an account of the industrial mineralogy problems I was involved with, since my student years, Although I will treat each application only briefly, it is hoped that they will illustrate to the students in the field how varied are the applications of mineralogical methods. In this respect, I want to emphasize that it is important for mineralogy teachers to point out the usefulness of mineralogical methods much more often in their courses. Not only does that help prepare young individuals for industrial careers, but also it arouses their feeling of consciousness of public responsibility which is an important attribute for the world's scientists. When professors utilize the varied applications in their teaching of mineralogical methods students then understand better the significance of learning those methods and appreciate the many years of necessary university preparation. The first time I was involved in an application of mineralogical methods was about 1944 as a student of Professor Paul Niggli. He was asked to study the problems of ice crystallization on wings of airplanes. The ice formed at high altitudes and during the winter. This was not outside his realm of expertise because he was the main initiator of the Snow Research Institute on the Weissfluhjoch in Switzerland. I believe that the work of this Institute was an important factor in stimulating much of the snow research subsequently carried out at the United States Army Snow Research Center, which was located at that time in Willmette near Chicago. Dr. Bader, one of Paul Niggli's former students, was the Director of Research at Wilmette at that time and for quite a number of years thereafter. A mineralogist-crystallographer can make important contributions to a better understanding of the problems of snow and ice formation, avalanche hazards, and the prevention of hail. The use of rock bolts as permanent support has been prohibited by client specifications in several recent large tunnel projects in Australia. The justification for this appears to lie in concerns with proper and verifiable installation procedures rather than concerns with the intrinsic durability of the corrosion protection systems. However, in civil tunnels, preventing the use of permanent rock bolts for long-term support results in the use of cast in place concrete lining which in some instances would otherwise be unnecessary.
