ONE who has been trained in belief in the law of supply and demand and its effect upon prices finds it difficult to adjust himself to the minute regulations imposed by the New Deal, and also to the bewildering changes of government policy as expressed within a short period of time between the antitrust laws and the N.R.A., and later by the Bituminous Coal Conservation Act of 1935. A survey of the coal industry since the World War, both in this country and Great Britain, however, shows that regula-tion of some sort is needed if any stabilization is to be achieved and if the Wage structure and economic welfare of the many communities dependent solely upon coal are to be maintained. Let us look at what has happened to the industry since 1920, which can be considered as the end of the period affected by the war influence. This discussion will be confined solely to bituminous coal, although many of the general conditions are equally applicable to anthracite, the position of which now is at least as bad as that of the softer variety. Since 1920-to the end of 1934-the production of coal has decreased from 568.7 million to 358.4 million tons, or 37 per cent; the number of mines from 14,766 to 6,258, or 58 per cent; the average annual production per mine has changed from 38,512 to 57,425 tons, or 50 per cent. The number of large mines has increased considerably, and the number of men employed has decreased from 639,547 to 458,011, a reduction of 28 per cent, while the average output per employee has changed from 4.0 to 4.4 tons, or an increase of 10 per cent. The average price per ton of coal at the mine has varied from $3.75 to $1.75. During that time wages decreased largely until 1933 and since that time have increased, until now the rates paid are- considerably above those in other occupations, although the actual yearly earnings are low, because of part-time work. From 1920 to the signing of the Jacksonville wage agreement in 1924, about two-thirds of the men were union members and practically all of the nonunion mines were south of the Ohio River; with the fixing., of the high wage scale of that agreement, which soon proved to be an uneco-nomic one, many of the mines found that they could not retain their business, so gradually changed to nonunion. Nevada is primarily known today for its nation-leading production of gold and silver. However, industrial mineral production continues to play an important role in providing construction materials to help make the state the fastest growing in the United States. Aggregate production in Nevada was about 20 million tons in 1991. Most of that was used in construction in the fast-growing Las Vegas area. The state leads the nation in the production of barite and mined magnesite and has significant production of lithium carbonate, diatomite and gypsum. Other industrial minerals produced in the state include specialty clays, silica, lime and dolomite and relatively small production in salt, perlite and dimension stone. Industrial minerals operations are subject to state and federal permitting requirements, especially in the areas of air and water quality and mined land reclamation. As in all segments of the mineral producing industries throughout the nation, the amount and complexity of regulations affecting industrial minerals has increased significantly in recent years. Nevada is no exception.

JOHN HAMRIC: Our next speakers are Richard Ghent, manager of environmental health and safety for CF Industries, Hardee Phosphate Complex, in Wauchula, Florida. Richard has 20 years' experience with environmental health and safety affairs. He has a bachelor of science degree from the University of South Carolina. With him is Daniel Warnock, who is supervisor of safety and training also at the Hardee Phosphate Complex. Daniel's experience is in safety programs and electrical training. Their presentation is "Regulations Versus Management Practice." RICHARD GHENT: Written procedures give structure to safety programs. At their best, they are brief and understandable to facility personnel and clearly identify roles and responsibilities. At worst, they attempt to recite the entire regulation they are intended to address. Some regulations, such as OHSA's Hazard Communication Standard, require employers to develop, implement, and maintain a written program. As written programs and procedures are developed, some basic questions arise: Is the program designed to achieve compliance with regulatory requirements or does management expect the program to go beyond compliance to some higher level of performance? Management may have difficulty in measuring and communicating performance expectations in safety. A facility with 4 million safe work hours does not suddenly become unsafe the day their safety record is broken. Generally, management expects safety programs to meet regulatory requirements and to protect the employer from enforcement actions and fines from regulatory agencies. Management also expects that safety programs will result in a safer work environment with fewer incidents, accidents, and near misses. But it is difficult to know when a safety program has succeeded. If the program is expected to go beyond compliance, what other standards should be included (e.g., ANSI standards, company management practices, lessons learned from inspections and audits, recommendations from safety committees, etc.) in the

This paper addresses the state and federal permit- ting requirements and regulatory constraints associated with the development of new "grass roots" surface coal mines in the Western United States. Since a major portion of new coal development in the West will be on federally leased coal in Wyoming, my comments are directed towards that geographical area. This will give the reader some insight into the current regulatory framework within which western mining companies must operate-i.e., the major applicable state and federal laws and regulations, the more important state and federal regulatory agencies, and the major construction and operating permits that are required. Before discussing the impact of the regulations on our business, I would like to tell you something of my company and then briefly discuss Exxon's forecast of the long range outlook for coal. Carter Mining is an Won affiliated surface coal mining company. Exxon became interested in the coal business in the mid 1960's with the recognition of the future need for alternative fuel sources. Since that time, it has acquired coal reserves located in Wyoming, Montana, North Dakota, Arkansas, Texas, Illinois and West Virginia. Carter's first surface mine, the Rawhide Mine, located north of Gillette, Wyoming began production in August, 1977. Our second surface mine, Caballo, located just south of Gillette, began operating last October. We have a third block of federally leased coal just east of Gillette. By 1985 we anticipate Carter's western surface mines will be producing at an annual rate of 30 million tons, subject, of course, to successful market development efforts and regulatory considerations. Rawhide will ultimately have a permitted capacity of 24 MM tons per year. The coal at Rawhide is in two seams; one 80 feet in thickness and the other 20 feet (including a 6 to 10 foot parting). A large shovel is used to remove the overburden, and a similar shovel and dragline are used to mine the coal. Caballo has a 75 foot seam; otherwise it is similar in design and operation to the Rawhide Mine.

As per the current conceptual design presented by the Department of Energy, the exploratory shaft facility (ESF) becomes a part of the repository if the Yucca Mountain site is found suitable for repository development. Therefore, the design of the ESF should be compatible with the performance requirements for the repository. The construction methods selected should limit to the extent practical, the degree and the extent of damage to the surrounding rock mass. The ESF construction and operation should be compatible with the site data gathering activities, such as geological, thermomechanical, hydrological and geochemical testing.

In 1971, United States Borax & Chemical Corporation (U.S.Borax) initiated a mineral exploration program on federal lands in Southeast Alaska, with the commitment that any possible development would be done with great care for the environment. This program resulted in the discovery of a molybdenum deposit and the location of mining claims in 1974, in an area 45 miles east of Ketchikan, now called the Quartz Hill Molybdenum Project (Figure 1). At the time of this mineral discovery, the area was part of the Tongass National Forest, managed by the Forest Service, United States Department of Agriculture, and open to mineral entry and multiple use. In late 1978, the area was designated Misty Fjords National Monument and closed to mineral entry, and in late 1980 the area surrounding Quartz Hill was classified as Wilderness. These new laws and regulations, as well as the special interest environmental groups which oppose resource development, have significantly delayed and increased the costs of developing Quartz Hill.

Primary steel manufacturers using electric arc furnaces generate one of the largest hazardous waste streams nationwide. The waste stream, known as electric arc furnace dust, is a listed hazardous waste with the designation K061. Oregon Steel Mills, Inc., (OSM) of Portland, Oregon, has implemented a process known as Glassificationn, which uses KO61 as an ingredient in an onsite recycling process. Because OSM was able to demonstrate that the Glassificationm recycling process beneficially uses all toxic constituents in the electric arc furnace dust and that the recycling process produces marketable products, the process is not subject to Resource Conservation and Recovery Act (RCRA) permit requirements. The marketable products manufactured using Glassificationn include roofing granules, ceramic glazes and colorants, abrasive blasting media and, more recently, synthetic slag fluidizers. The purpose of this paper is to identify the regulatory issues for recycling hazardous waste and demonstrate that OSM glass frit is effective as a slag fluidizer in primary steel manufacturing.

In the last decades, the Chilean copper mining and metallurgical industry have had to modify their technological processes to meet the environmental regulations implemented by the Chilean government, and also to support the pressure of the public opinion. Thus, air quality standards for sulfur dioxide and particulate matter (primary and secondary), plans for reducing emission of arsenic by the Chilean copper smelters, effluents discharge limits, among others regulations were applied by the environmental agency. Additionally, agreements on cleaner production were carried out by mining sector and government. Now, a draft law on mine closure, and another on environmental mining wastes (abandoned mines) are being discussed by the authorities and the mining sector. In the context, production and environmental impacts in different ways to produce copper in the Chilean mining industry are reviewed and regulatory tendencies as well as abatement technologies today used are exposed and discussed in this presentation. Pyro, hydro and electrometallurgical processes employed and their current effluent and contaminants are presented showing various alternatives of treatment in the copper industry. An update of regulations established in Chile vis a vis copper production, with an especial attention to mine closure are also presented.

"One of the major environmental impacts of mining is the destruction of habitat. The koala (Phascolarctos cinereus) is an iconic Australian marsupial that has been severely affected by land clearing and its decline is continuing. This has placed pressure upon mining companies and government agencies to ensure koalas are managed throughout the life-of-mines - from land clearing through to rehabilitation of post-mining landscapes. This paper reports on the æKoala VentureÆ research partnership between The University of Queensland and Rio Tinto. As part of the Koala Venture program we examined koala use of two types of restored environments: rehabilitated mined land (20 sites) natural regrowth forests (six sites), at Blair Athol Coal Mine in Central Queensland, Australia. Searches for koala scats revealed evidence of koalas in ten per cent of rehabilitated sites (2/20) and 33 per cent of natural regrowth sites (2/6). Two factors were identified as being of greatest importance in facilitating koala recolonisation of restored habitats. Firstly, all recolonised sites were located close to native forest occupied by koalas (mean 135 m ¦ 52). Proximity to source animals is considered crucial to recolonisation of suitably restored habitats. Secondly, three of the four recolonised sites were dominated by koala food trees, most of which were large enough to be utilised by koalas. Availability of suitably abundant food resources is, therefore, also considered crucial. The requirement for these two factors, in combination, is highlighted by the absence of koalas at several sites that contained abundant food trees, but that were distal to areas with source animals, and vice-versa.Our research demonstrates the enormous potential for restoration of wildlife habitat on post-mining lands, even for species with specific requirements such as the koala. Hecla?s Lucky Friday Mine is a deep, underground producer of silver, lead and zinc in the Coeur d?Alene mining district of northern Idaho. Main access into, and production from, the mine is via the Silver Shaft, a 5.5-m (18-ft) diameter, concrete lined shaft sunk by J.S. Redpath to an original depth of 1,890 m (6,200 ft) in the early 1980s. The shaft is divided into four compartments (Fig. 1), with sets made of 225 mm x 175 mm (9 in. x 7 in.) hollow structural section (HSS) steel buntons and 150-mm x 150-mm (6-in. x 6-in.) HSS dividers spaced every 4.5 m (15 ft) down the length of the shaft. Two skip compartments on the east side of the shaft are equipped with 125-mm x 150-mm (5-in. x 6-in.) HSS steel guides and 9-t (10-st) skips with three deck trailer cages for men and materials. The west side of the shaft is divided into a manway, and a fourth compartment that was originally designed for a service cage. Shaft services consist of a 250-mm (10-in.) a compressed air line and 150-mm (6-in.) sandfill line along the south side of the shaft, and 250-mm (10-in.) discharge (gray) water and 150 mm (6 in.) fresh water lines on the north wall. The mine?s primary 13.8 kV power lines, as well as communication lines are located on the west wall of the shaft. The production hoist is a 3.7-m (12-ft) diameter, double drum, double clutch, 2,238 kW (3,000 hp), direct current unit equipped, at the time, with thyristor drives. The 30-year-old drives would prove to be problematic during the rehabilitation project, leading to an upgrade to modern ABB drives later in the project, after the shaft rehabilitation was complete. The shaft had been subjected to the typical wear and tear of 30 years of operation, including intermittent sandfill and muck spills, and, in the lower areas, some corrosion. During those 30 years, the west compartment, originally designed for the service cage, could only be accessed from a work deck on top of the skips or from the manway.

On January 5, 2012, the Mine Safety and Health Administration ordered the closure of the Silver Shaft, the primary underground access to Hecla?s Lucky Friday Mine, for removal of built up backfill material that accumulated over time on the shaft walls and furnishings. Lucky Friday and Cementation USA personnel worked quickly to identify the most effective means to get the mine back into production. The team developed a fast-track procurement and refurbishment plan utilizing shaft sinking winches, headframe modifications, a partial shaft sinking Galloway, and modified cages to not only complete clean-off of buildup, but also replace pipe brackets, shaft steel, and power and communications cables as needed in the 1,860 m (6,100 ft) deep shaft within 14 months.

Profit, product quality, speed of operations, reliability, operator confidence, safety and environmental improvements have all been enhanced as a result of the recently completed maintenance, renovation and construction program at Crown Central Petroleum Corporation?s (Crown?s) coke calcining unit at its Pasadena, Texas refinery. (Figure 1) BACKGROUND The calcining unit was built in 1969 - 1970 and has been operated continuously. Approximately 400 to 500 TPD of high quality metallurgical grade coke is manufactured, stored, and shipped to consumers. About 1/2 of the feed stock to the calciner is manufactured in Crown's coking unit and the remainder is received, via barges, from various sources. The green coke is off loaded from the barges with a conventional grab crane that discharges into a small travelling hopper over a conveyor belt that feeds a radial stacker, which forms a stockpile on the ground. The green coke, from the coking unit at the refinery, is moved to the calcining unit with front end loaders. Reclaiming from the stockpiles is also done with front end loaders. The coke is primarily handled by covered conveyor belts. The finished product is stored in steel silos and can be shipped via railroad cars, but the majority of it is shipped out in ocean going bulk carriers. Maintenance work in the calcining unit is performed by Crown's refinery maintenance department on an as needed, on call basis.

"With a height of 200 m, a crown width of 626 m and a concrete volume of 1.6 million m³, the Kölnbrein Dam in the upper Malta valley in Carinthia / Austria is the largest concrete dam in Austria. Boasting a storage capacity of 200 million m³ with a received water load of 54 MN, this is one of the strongest arch dams in the world.During its construction from 1974 to 1977, the dam was equipped with a comprehensive monitoring system capable of comparing developing deformations and stresses with the design values.With a planned reservoir level of 1,900 m a.s.l. the dam saw the reservoir level of 1,860 m a.s.l. breached in the year 1978. This led to extremely high seepage losses of up to 200 ltr/sec and a rise in the foundation water pressure up to 100% of the dam’s height. These observations were caused by the development of horizontal cracks in the area of the middle dam blocks, between the lowest inspection walkway and the waterside.As a consequence, power plant operations had to significantly be reduced and a number of additional measures were carried out – though these did not lead to the desired sealings.The developer subsequently decided that the dam should undergo a general rehabilitation from 1998 to 1994 in accordance with a concept developed by Professor Lombardi. This concept involved erecting a 50 m high support structure with a concrete volume of 500,000 m³ on the airside of the dam, along with the addition of neoprene bearings to transfer 1.2 million tons of the horizontal load. These measures were able to reduce the deformations in the dam enough so that mostly load-bearing injections into the cracks in the dam’s concrete could successfully be carried out by way of targeted grouting measures using injection resin (RODUR) specifically developed for this purpose.In the years 1998 - 1994, a total of 130,000 m of grouting, monitoring and control drillings were executed, and around 200,000 kg of synthetic resin was injected into the cracks in the dam’s concrete.These measures have ensured the dam‘s uninterrupted operation since 1994. A number of small re- injections were again carried out on the contact surface in the years 2011 and 2012."

"I AM CONSCIOUS of the honour you pay me by having invited me to address you on the subject of the Rehabilitation of the Sydney Steel Corporation. The true architect of the revival and rehabilitation is Robert Burns Cameron. Because of the numerous myths which have grown up around what seems to be the miracle of the revival of the Sydney Steelworks, I propose to go back to the time when they came under the full control of the Province, on the 1st of January, 1968. Late in 1967, the decision was taken by Premier G. I. Smith to keep the Steel Plant running for at least another year, in an endeavour to see whether the enormous losses being sustained by Dosco could be reduced to a level which would permit their continuing operation. When that decision was taken, Dosco was to continue management until the 30th of April, 1968, and in the intervening period, the Provincial Government would seek management of the right calibre to ensure that an objective view of the Steelworks operations could be secured. By a combination of circumstances which can only be described as most felicitous, the man selected for the task was R. B. Cameron. He very quickly determined that to permit Dosco to continue management of the Steelworks until April 30 could only result in heavy losses to the Province and a consequent deterioration in the already critical financial position and a declining morale of the worke"

"BACKGROUNDLake Hamilton in Hot Springs, AR was created in 1932 when the Arkansas Power and Light Co. completed Carpenter Dam on the Ouachita River to generate electricity. Today, the 7,200-acre (2,914 hectares) impoundment is one of Arkansas’s most popular recreational and residential lakes.U.S. 70 crosses Lake Hamilton by means of a seven-span bridge featuring nine steel girders per span. Constructed between 1982 and 1984, the 1,410-foot long (430m) bridge carries four lanes of traffi c across the lake. The bridge is supported by six intermediate reinforced concrete piers composed of hammer heads, stems, footings and seals, which sit on the underlying rock. (See Figure 1). The bridge rises to a maximum of 33 feet (10m) above the surface of the lake and the footings and seals extend a maximum of 29.5 feet (9m) below the surface of the lake. The seals are situated on hard, fractured sandstone and shale.Routine underwater inspections in 1993 revealed large cracks in the lean seal concrete and refl ective cracks in the reinforced concrete footings. Infrastructure Engineers, Inc., The Arkansas State Highway and Transportation Department’s (AHTD) design consultant, then conducted an in-depth underwater inspection of the pier foundations. The investigation included cross-hole sonic logging, singlehole sonic logging, visual examination and strength testing of core samples, and petrographic analysis.The investigation revealed extensive cracking and low-strength concrete within the seals of all intermediate pier foundations. Many voids within the seal concrete had become fi lled with silt. There was evidence of continued seal deterioration between underwater inspections.AHTD and its engineers considered three rehabilitation solutions in the preliminary engineering stage: micropiles, a cofferdam supported concrete jacket, or a pile supported concrete jacket. The three alternatives were estimated to cost $1,250,000; $4,320,000; and $3,030,000 respectively. All three options would transfer the loads from the pier footing directly to the rock below, bypassing the seal concrete."

The TRJV Mine is located approximately 43 miles northeast of Winnemucca, along the east flank of the Osgood Mountains in the Potosi Mining District, Humboldt County, Northwest Nevada (see Figure 1). The Turquoise Ridge Mine is an underground mine, and is a 25% joint venture partner with Newmont Mining. The TRJV mine utilizes the underhand cut-and-fill mining method due to the relatively low rock quality in the ore zones and the relatively shallow dipping 25-45 degree ore body geometries. This paper defines a rehabilitation risk rating system (RRRS) for prioritizing rehabilitation of drifts damaged in the mining processes including long term development drifts providing access to the mining areas. The ultimate use is as a mine planning tool for the organized scheduling of rehab in a timely manner. A few case studies of the most needy rehab areas identified by the RRRS mapping system is presented, and the type of rehab completed design for these areas. Suggestions on improving the rehab risk mapping system include the use of support history and rock mass strength rating factors.

Since AlphaGo defeated the best human player in the game of Go in 2016 - something thought to be an impossible achievement - machine learning, deep learning and reinforcement learning have caught the attention of scientists, the media and the general public alike. This recent development in machine learning (let us remember that neural networks have been available for decades now) opens new possibilities in the areas of modelling and process control. However, little has been reported in the minerals processing industry about these new possibilities and opportunities. This paper presents and introduces the topic of reinforcement learning and the different platforms that allow its implementation. The paper shows the consequences of using reinforcement learning for the specific area of process control and optimisation. As an example, the authors present the use of reinforcement learning for the control of a SAG mill closed with a pebble crusher using industrial data from an operation. A comparison with advanced model-based process control is provided, showing the benefits and shortcomings of reinforcement learning as a new control and optimisation technique. One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. The Big Wainihinihi River and tunnel are located on the western side of the Southern Alps of New Zealand within the active Alpine Fault zone, which marks the boundary between the Pacific and Australian Tectonic Plates. The tunnel was built over 100 years ago to supply water for gold mining, but it now conveys water from a high-energy intake to a canal that supplies three of TrustPower’s hydro-electric power stations with a combined installed generating capacity of 10 MW. Part of the tunnel passes through an unstable 50° schist slope, which fi rst suffered a wedge failure in the 1929 Arthur’s Pass Earthquake and was reinstated in the mid-1970s for hydro generation. In 2008, TrustPower’s monitoring system showed that the wedge failure had remobilised and that urgent remediation was required.Harker Underground Construction (Harker) was awarded a design-build contract to restore the tunnel to service by tunnelling a new central section. Their geotechnical engineers, Peters and Cheung, reviewed the tunnel’s stability and proposed a new, safer tunnel alignment, deep behind the failure wedges. This work was based on their failure model, cost-benefit studies, and engineering geology completion mapping at the time of re-opening.Construction innovation was an important factor in ensuring the project’s success, as were detailed geological and geotechnical information, a robust methodology, strong client relationship and planning. To suit the varying rock conditions and restricted space, Harker combined a traditional drill-and-blast method with light-weight modular steel sets and timber supports to reduce construction costs and mitigate support risk. To make material handing easier in the tight conditions, a special electric locomotive was designed and built and blasting confi gurations were adapted to suit varying rock conditions in the highly fractured schist.The isolated site meant interesting and unexpected challenges, particularly communications and resources (both human and material). Despite that, the project was completed within budget, on schedule, and with no lost-time injuries.
