"World-class mine projects are increasingly failing to become world-class mines. Non-technical, socio-political and environmental problems seem, in part, to be the cause. However, the intangible and qualitative nature of these problems means overcoming them will require a greater systemic understanding of how the various technical and non-technical factors interact. This is particularly important as the concept of sustainable development has changed the industry paradigm sufficiently that it is no longer clear what world-class means. Finally, this better systemic understanding of mine projects needs communicating back to the exploration sector to improve exploration targeting.However, a disconnect between the exploration and mining sectors and between geologists and mining’s other professional disciplines means this is currently not possible. The use of economic evaluation techniques to assess the risk and value presented by the various technical and non-technical factors can assist with this by giving the varied professions a common language and including inputs from all disciplines. This paper therefore suggests a theoretical framework for analysing the various technical and non-technical factors, particularly the most challenging intangible and qualitative ones, and incorporating them into the typical economic evaluation techniques used in the mining industry.Understanding the risk and value relating to both technical and non-technical risks, however, places a greater emphasis on mining geologists to be conversant with a wide range of disciplines. Mining geologists will have to develop three types of knowledge:focusedinter-disciplinarybroad. In addition, they will have to become systemic thinkers to connect these types of knowledge. This multidisciplinary approach will require the use of fundamental critical thinking skills, common sense, intuition, experience and quantitative modelling techniques, dependent on the situation. Projections of coal reserves in Central Appalachia are essential for long-term planning in the region. Annual production is declining in some states, such as Virginia, and mineable reserves for the Central Appalachian Coalfield are challenged by difficult geological, mining, and market conditions. In order to project coal mining longevity in this region, interviews with mining companies were conducted to assist in the determination and assessment of technical and economic factors that impact coal seam mineability. This information was applied to seam and coal reserve data developed by state and federal governments. The results were carefully analyzed to determine the effects of various factors on the overall mineable coal reserve base.

Methods used for assay of gold values in resource estimation, grade control or downstream processing are based almost entire­ly on Fire assay or Aqua Regia techniques. Both these tech­niques frequently produce spurious results. The mechanism of error is explained. Major decisions are made based on this often flawed data. This is what our operating budgets and projected cash flows are based on. Project economics demands metallur­gical accountability for performance predicted. Accountants and more astute members of the board are often not sympathetic to gold out-tum from plant production which is occasionally or consistently less than that predicted. Equally importantly, better than budgeted gold out-tum, resulting from under assaying will produce reconciliation or accounting problems (surplus cash flow) often denying correct timing of expansion or acquisition. Both these scenarios can be avoided if 'real world' extractable gold values are presented to financial managers at all stages. Such extractable gold results are now possible, and compared to fire assay and aqua regia, the assays are faster, cheaper, simpler and more accurate.

"One of the corporate values mentioned by many companies deals with respect for people. This paper discusses one aspect of this value, namely, the need for clarity of accountabilities and authorities. The job of the manager in achieving this goal is analyzed and the benefits of enhancing the manager-employee conversation outlined. IntroductionCorporate values usually refer to the standards of behaviour that the leaders of the organization expect of all employees, including themselves, in carrying out their duties. Terms such as integrity, respect for the individual, continuous improvement, continuous learning, teamwork, speed, and innovation are quite common. The company-specific values are typically developed by the top executives of the company, and then tested with a broader group of employees. Where the process works, employees have a good understanding of what behaviour is expected of them in doing their work, in making difficult decisions, and in interacting with others.Having spent considerable time in his career investigating and studying the management systems at over 50 of the most successful companies in Canada, the United States, Europe and Japan, the author has had the opportunity to visit organizations such as Hewlett-Packard, 3M, Xerox, Intel, Toyota, NEC, Komatsu, British Airways, and Eastman Chemical. These experiences, together with the work of many other researchers, including the work of Dr. Elliott Jacques, have helped significantly to form the thoughts expressed below.Rather than reviewing the creation of corporate values and their deployment through the organization, these remarks focus on issues over which managers and employees have some control. The value in which managers can have significant impact deals with people and the respect shown them in the workplace. The component of respect to be emphasized is to be clear about expectations or accountabilities for oneself and the people who report to you, and to ensure that personal authority matches those expectations."

While respirable crystalline silica (RCS) dust that arises in industrial production mostly emanates from point sources and can be well mitigated, the extraction of dust is much more difficult in underground construction, since locally generated dust spreads widely. Analysis of dust measurements shows that RCS values are difficult to predict, and effective dedusting systems are required to comply with permissible exposure limits (PEL) in breathed air. Dedusting systems are effective near the tunnel face, while dedusting of working areas away from the tunnel face is difficult or even impossible. In general, there is little temporal influence on the tunnelling work—except for drill and blast excavation—which makes it necessary to remove the deduster and ductwork from the face area. Concurrent work in the tunnel is affected by the backflowing air mass of ventilation and therefore the quality of this air mass must be considered. The use of personal protective equipment (PPE), e.g., dust filter masks, is considered the least-desirable safety measure available. However, for certain individual operations in the tunnelling process, the use of PPE cannot be avoided, especially if other technical mitigation measures are not possible. In tunnels with small cross sections for example, dedusting systems often cannot be accommodated and PPE must be used instead. This raises the question of whether the use of PPE can be avoided by designing appropriate excavation cross sections and allowing for the implementation of technically engineered mitigation measures. The paper highlights problems with dedusting measures and shows possible ways to achieve OSHA compliance.

"The National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Mining Research Division (PMRD) conducted underground evaluations in an attempt to quantify respirable rock dust generation when using an untreated rock dust and a rock dust treated with an anti-caking additive. Using PDM 3600s and 3700s, these evaluations measured respirable rock dust levels arising from a flinger-type application of rock dust on rib and roof surfaces. Rock dust with a majority of the respirable component removed was also applied in NIOSH’s Bruceton Experimental Mine (BEM) using a bantam duster. The respirable dust measurements obtained downwind from both of these tests are presented and discussed. This testing did not measure miners’ exposure to respirable coal mine dust under acceptable mining practices, but indicates the need for effective continuous administrative controls to be exercised when rock dusting to minimize the measured amount of rock dust in the sampling device. INTRODUCTION Two factors have combined to renew concern regarding respirable dust measurements and compliance. This renewed recognition is due to two regulations that have modified operators’ rock dust schedules. First, the 80% incombustible requirement in intake entries has increased both on-section and outby-the-section rock dusting. Secondly, the recent respirable dust regulation change that has increased the number of respirable dust samples taken per sampling cycle. Previously, when only 5 samples were needed bi-monthly, rock dusting could be scheduled to not interfere with the respirable dust sampling schedule. The significant number of samples now required under new regulations combined with the need to maintain 80% total incombustible content in active mining areas require the schedules for respirable dust sampling and rock dusting to intermix. This raises concerns about the amount of rock dust that potentially is included in the sampler weight gain. Additionally, the respirable dust maximum was lowered from 2.0 mg/m3 to 1.5 mg/m3 (effective August 1, 2016) increasing concern that rock dust contamination may be an issue. Currently, the acceptable practice is to apply administrative controls such as keeping the miners upwind during rock dust application or to schedule rock dusting during a maintenance shift when the number of miners present is lower. NIOSH’s research examining the quality of rock dust has led to the development of hydrophobic rock dusts."

"Dipalmitoyl glycerophosphorylcholine (lecithin) dispersed in physiologic saline, a model of the primary component of pulmonary surfactant, is adsorbed by respirable quartz and aluminosilicate dusts. Dust cytotoxicity as measured by erythrocyte bemolysis and pulmonary macrophage enzyme release is suppressed by this adsorption. The degree of suppression of hemolytic potential versus specific adsorption of lecithin from dispersion in saline by respirable quartz and kaolin dusts are compared with dusts' BET specific surface areas to interpret the prophylactic effect of lecithin adsorption. Dust hemolytic potential versus medium pH is presented. Fourier transform infrared spectroscopy and photo-acoustic spectroscopy of lecithin on quartz and of lecithin on kaolin are presented and reviewed with results of studies of the time course of removal of lecithin adsorbed on mineral surfaces by digestion by phospholipase enzyme. Results are discussed in terms of a model of prompt neutralization of respired mineral dusts by pulmonary surfactant, and a gradual re-toxification by digestive processes acting on the adsorbed prophylactic surfactant coating following phagocytosis. INTRODUCTIONQuartz dust of respirable size is well known to cause fibrotic lung disease, but numerous questions persist in the understanding of the initiation and progression of this disease. Our approach concentrates on physical and chemical aspects of mineral dusts early-on in their interactions with living organisms, and we have chosen simplified models to investigate that interaction.In the alveolar ·spaces of the lung, tissue is coated with a surface-active material (pulmonary surfactant), which, among other functions, mechanically stabilizes the lung from collapse by reducing the surface tension of water in the alveolar sacs.1 This surfactant is also the material that is first contacted by a mineral particle that is transported to an alveolus and is impacted there. This surfactant material has been studied extensively. The primary components are known to be proteins (about 11 % in dog lavage fluid), and phospholipids (about 88%).2 Pbosphatidyl cholines constitute roughly 80% of the phospholipid fraction; about 70% of the phosphatidyl choline fraction is dipalmitoyl lecithin (DPL).2 Respirable aluminosilicate particles are capable of adsorbing dipalmitoyl lecithin from dispersion in physiologic saline, a model for a possible initial event occurring upon deposition of a particle in a pulmonary alveolus. As may be seen from Figure 1, the DPL molecule has several fixed charges at neutral pH; a positive charge on the trimethylamine (choline) moiety, and a negative charge on the phosphate group. Also evident are the two fatty acid residues of palmitic acid, which are bonded through ester likages to the glycerol segment of the molecule. The fatty acid moieties of phosphatidyl choline make the molecule inso1uble in aqueous solutions under normal conditions, but a colloidal unit of aggregated molecules called a micelle is usually formed spontaneously above a certain minimum concentration. Small micellar vesicles are generally formed in the laboratory by using ultrasonic agitation or by solvent evaporation methods."

Over the last year at Clarabelle Mill, three circuit reconfigurations were implemented. One circuit reconfiguration, æA CleaningÆ, was initiated due to a furnace failure at the smelter complex, and two of the circuit reconfigurations, æincreased copper (Cu) separationÆ and the æInterim IsaMillÖ circuitÆ, were seen as opportunities to increase cash flow through the mill. A Cleaning and the Interim IsaMillÖ circuit took advantage of engineering design already completed for a major capital project. The engineering for each was modified, as needed, and construction of the required portions of the capital project was fast tracked. The increased Cu separation circuit change used existing test and plant equipment to increase the plant Cu concentrate production. Implementation of the projects required teams that included operations, maintenance, technical support, project management and capital project resources. This paper discusses the business reasons driving the changes and the forethought or synergies with other work, which made them a success, and what was learned through each project. "Diesel particulate matter (DPM) exposures are a serious occupational health hazard in underground mines. While the complex nature of DPM makes direct analysis difficult, its primary component, elemental carbon (EC), can be used as surrogate. The near real-time FLIR Airtec monitor measures EC mass based on laser extinction. It was developed for use in underground metal/non-metal mines, and calibrated to the NIOSH Method 5040. Its effectiveness has not been demonstrated in coal mines, however, where coal-sourced EC could produce analytical interference. To gain preliminary insights regarding the Airtec’s performance in the presence of coal dust, experiments were conducted in a controlled laboratory chamber. The Airtec EC results consistently underestimated Method 5040 EC for both respirable-sized and submicron coal dusts. While underestimation of coal-sourced EC bodes well for limiting coal interference for DPM measurement, one key reason for the observed trend was non-uniform coal particle deposition on the Airtec filter. This may be problematic in coal mines where DPM and coal dust occur together in the instance that DPM deposition is also non-uniform. INTRODUCTION Diesel particulate matter (DPM) is an occupational health hazard, and underground miners have the potential for relatively high exposures due to their work in confined environments with large diesel equipment (NIOSH, 2011). DPM is heterogenous and complex in terms of its chemical composition (Birch & Cary, 1996; Noll et al., 2006), but elemental (EC) and total carbon (TC) are often used as analytical surrogates (Birch & Noll, 2004; Noll et al, 2015). EC is the solid “soot” component of DPM, whereas TC also includes particulate organic carbon (OC) (Noll et al., 2007). EC and OC can be measured in filter samples using the standard NIOSH Method 5040 (NIOSH, 2003), and summed to obtain TC. In US mines, TC has been adopted as the analytical surrogate for DPM in regulatory activities. In metal/non-metal mines, personal exposures are limited under 30 CFR Part 57. In coal mines, limitations are made on emissions from each piece of equipment (30 CFR Part 72) rather than for personal exposures. This is because coal dust has the potential to interfere with TC measurements in personal samples. In some other countries, and for non-regulatory purposes in the US, EC is also commonly used as a surrogate for DPM in mine monitoring applications [e.g., see AIOSH, 2013). EC generally exhibits a linear correlation with TC (Birch & Cary, 1996; Noll et al., 2006 and 2007) but unlike TC measurements, which are analytically intensive, EC can be determined more simply using a laser absorption/extinction principle on filter samples (Noll et al., 2013)."

The US Department of Defense Explosives Safety Board is sponsoring the development of a risk-based explosives safety siting program, SAFER. The fragment and debris hazard generated at the potential explosion site (PES) is critical at an exposed site (ES) over a significant range of standoff distances. The Science Panel Impact Debris Evaluation and Review (SPIDER) test program has been planned to develop improved predictions for the hazards inside an ES by fragments and debris. Data will include the mass and velocity required for perforation of the test cross-section and the characteristics of all debris produced inside the ES.

Cracking is one of the concerns cited by owners of structures adjacent to construction or mine blasting. During the past decade a large number of measurements have documented the low level of crack response produced by typical, ground motions compared to those produced by climatological effects. These data support the observation that there is a level below which ground motions do not cause even cosmetic cracking. As with all new findings, these crack response measurements need to be thoroughly investigated for all possible alternative interpretations. Among these alternatives is that uncracked locations are more affected than cracked locations. This paper presents measurements to shed light on the influence of existing cracks and the response of uncracked, but weak locations. Blast and weather induced responses of cracked and uncracked areas of gypsum wall board are compared in two structures: one near a surface coal mine in Indiana, the other near a limestone quarry in Florida. The ground motions that excited one of the structures were unusual in that the dominant excitation frequencies of 5 Hz were near the structure’s natural frequency and amplitudes exceeded 0.7 ips (18mm/s).

"The impact of mine closure is perceived through a veil of compliance to human laws and regulations rather than the laws and equilibrium of nature. This perception motivates present research. Understanding the causes and effects of mine closure defines levels of responsibility. This understanding evolves from mine closure's legacy. Mine closure is characterized in perpetuity by three aspects: Future liabilities; level of technologies for extraction and, usage of mineral resources. These aspects must be updated to a rationally appropriate level. This paper will address the following questions: Will the minerals remaining in the process of mine closure ever be recovered? Will the mine closure inhibit the availability of minerals for the next generation? How many mines are designed to perform a successful mine closure? Do we close the mines or do we close nature? Is it responsible to continue mine closures as we do them today? Is mine closure a complement of mine operations or a contradiction of mining? Do we need to perform mine closures, yet? This paper reviews mine closure practices and principles with the level of responsibility to nature and for the next generation.PREFACE The planet has irreversible issues to deal with regarding the depletion of mineral resources and contamination occurring from human activities. The population increased exponentially to more than seven billion, this high population with its lifestyles, demands a higher supply of minerals. In spite of these conditions, mining is a vital industry to keep ""civilization"" in society. This is evidenced by what we see around us, in that everything ""made"" in society is directly or indirectly due to mining. Hence, mining cannot be avoided or ignored. Society misunderstands the importance of mining in relation to other activities. At this time, mining is fragmented and economically oriented to supply cheap minerals to a market with peculiar characteristics regarding products that could be designed for recycling and stimulate nature’s equilibrium. These issues add important “variable factors” to the equation, when they are considered as parameters for the next generation. It also raises many questions regarding principles and attitudes about morals and ethics exercised in all anthropogenic activities. The industry's practices have many flourishing paradigms which are subject to a variety of criticisms and observations. Some of these observations will be described in this paper. It is important to clarify in advance a ""normal disclaimer"" about the ""apparent contradiction"" that could take place in the writer's comprehension when we abruptly ""jump to conclusions"". We must remember that we are profiling the future in an arena that demands a better understanding of solutions to problems created by actual mining."

The management and operation of tailings storage facilities (TSFs) are often neglected until the process plant has to shut down as a result of this negligence or as a result of a catastrophic failure as was the case during the recent TSF failure in North America.TSFs are often regarded as non-assets and do not receive the attention they deserve in terms of technical expertise and financial provision. A TSF is not a simple structure but a complex and dynamic structure that changes throughout its operational life. The operational life of a TSF is the period in which there is the greatest opportunity for risks to occur. The failure of a TSF is normally not as a result of a single event but as a result of a consequence of events. These events are often not recognised in time due to a number of factors.Process plants and slurry pumping systems are operated at suboptimal conditions in order to maintain throughput. At the same time, the tailings properties are compromised in terms of slurry density and particle size distribution amongst other things. Tailings deposition cycles and drying cycles are not well understood and the tailings management strategy is not well tuned in terms of maximising consolidation and improving in situ densities. Pond control is also neglected. These are aspects that form the keystone to the effective utilisation of available deposition area as well as the frequency and cost of future embankment raises.Apart from operational issues, forward planning in terms of budget requirements, increases in tailings throughput, embankment raises, pipe replacements, etc are normally put on the back burner. Available deposition space at the time seems to render this planning obsolete.The bottom line is that responsible tailings management and proper forward planning can limit liability and reduce the bottom line in terms of cents per ton if correctly implemented by suitably qualified tailings managers and engineers.The aspects that need to be considered as part of responsible tailings management are highlighted in this paper.CITATION:Boshoff, J, 2015. Mining activities at Kennecott and Park City are similar in that both districts began operation in the last half of the 18th century, and both operated on a large scale for many years. However, they are different for two important reasons. First, the mines in the Park City district were always underground. The city of Park City was above many of those mine workings. It remained in place after mining activity stopped, and as the town became an up-scale ski resort, property values increased and the tailings dumps became desirable building sites. In contrast, Kennecott eventually became an open pit mine, and the growing pit effectively consumed many of the small towns that had grown up around the underground workings. Even towns on the periphery of the open pit were razed to allow for the disposal of mine overburden. Second, almost all mining activity stopped in Park City in the early 1970s, just as the first rigorous environmental legislation in the United States was enacted. (The Ontario mine operated sporadically until 1982.) Many mine structures, waste dumps, tailings ponds and piles, and tunnels were simply abandoned as the mining companies ceased business or were bought out. Kennecott, on the other hand, has been in continuous operation for more than 120 years, so a closure plan hasn’t been finalized. Nonetheless, environmental and social problems have arisen, and the company has had to address them.

There is a strong need in North America and other major steel producing markets where major capital investment in new equipment has been minimal over the past several years to make improvements to existing casting machines. In many cases, very cost effective improvements can be made to existing equipment in order to maximize the efficiency and production of an older designed continuous caster, a classic caster. SMS Group and its predecessor companies have been maintaining continuous casting molds for over forty years. This experience has allowed SMS Group to intimately understand the advantages and disadvantages of each design. The most vital component of the continuous caster is the mold copper design, as it has the most influence over the ability to cast a quality product. Updating to a modern copper design is less complicated than most steel producers think and the benefits are significant. Premium mold coatings such as UniGuard® and NanoGuard® allow casters to guard against exposed copper and wear while producing quality products for record campaign lengths.

THE importance of the Donets coal field (the Donbas) to the national economy of the Soviet Union is well known. Great as was the significance of this tremendous deposit of coal in prewar days it is destined to become an even greater factor in the economic life of the country now that the tremendous havoc wrought by the Germans is being remedied. Since the war began, new coal fields have been extended; for example output of the Moscow and Karaganda (Kazakhstan) fields has become considerably larger while new mines are producing coal in several parts of Uzbekistan and Kirghizia. The huge West Siberian coal field, the Kuznetsk Basin, is producing more coal than ever before to supply the industries of that region and of the Urals. But so great has been the development of industry to meet war needs, especially in those districts of the Soviet Union that lie to the East of the Urals, that the coal obtained, eked out by such locally-won fuels as peat and wood, is still barely sufficient to meet industrial requirements. The main burden of the coal supply for the restored industries of the West, therefore, will fall on the Donbas.

Mining of narrow vein mineralisation, invariably depending on the mining method selected, involves the extraction of both ore and waste rock. The level to which mining of waste rock can be minimised depends on numerous factors, but particularly the thickness and dip of the deposit. Resue mining is a method of mining that allows split face firing within stopes to allow waste and ore to be mined separately, allowing dilution to be minimised. This paper examines the technique of resue firing and its applicability to the mining of narrow vein deposits. Particular emphasis is placed on the conditions in which resue mining presents a suitable option for mining of narrow veins.

Introduction Core drilling of the bituminous sands of northern Alberta has been carried on by the Mines and Geology Branch, Department of Mines and Resources, under the supervision of the Director, W. B. Timm. This was part of the Dominion Government's wartime investigations, which included an agreement with Abasand Oils, Limited, for the study of commercial possibilities of obtaining oil from the bituminous sands. The drilling programme, commenced in 1942 by the Consolidated Mining and Smelting Company of Canada, was continued in 1943 and subsequently by Boyles Bros. under contract with the Mines and Geology Branch. Several areas have been investigated and one of these, the Mildred-Ruth Lakes area, ' herein described, is of special importance in that it contains a sufficiently rich and large deposit of bituminous sands and bitumen beds to warrant consideration of commercial developments for the production of oil. The Steepbank Area, East Side of Athabaska River The Steepbank area, on the east side of Athabaska river in township 92, about twenty-two miles north of Fort McMurray, was selected for drilling in 1942 because previous investigations by Ells indicated it was one of considerable promise both from the standpoint of having reasonably rich bituminous sands under relatively light overburden and also having an excellent tailing disposal and plant site for large-scale operations in proximity to Athabaska river. The drilling done in 1942 and 1943 was largely exploratory, and, when it was found that the southerly part of township 92 had only low-grade material, closer drilling was done in 1944-45 in the richer, more northerly part.

Dr. K. A. Clark: No one will doubt the statement of fact that, during drilling operations through the bituminous sand beds in the Mildred-Ruth Lakes area, the core-barrel was found to contain bitumen with minor amounts of sand instead of bituminous sand. But many will doubt the interpretation of this fact as meaning that beds of bitumen occur interstratified with the bituminous sand beds. They will prefer to hold faith in the laws of physics, which deny that sand will float on oil or that fluid under pressure will not flow away through a permeable medium, until it is proved that the appearance of the oil in the core-barrel was not due to circumstances surrounding the drilling of the bituminous sand beds. The implication of the interpretation that sand is floating on oil is clear and it is unacceptable. Bituminous sand is unconsolidated sand more' or less saturated with a viscous oil. It is as difficult to conceive of bituminous sand lying on top of a body of the viscous oil as it is to conceive of unconsolidated sand more or less saturated with water lying on top of a body of water. The only difference between the two concepts is that the oil is viscous whereas the water is fluid. Oil-soaked sand placed on viscous oil would, when released, sink through the oil slowly, whereas water-soaked sand would sink through the water quickly.
