The study upon which this paper is based was completed by Battelle's Columbus Laboratories for the U.S. Army Corps of Engineers in 1974. It is but part of an overall effort by the Corps to evaluate the costs and benefits to the nation of waterway improvements. This study is primarily concerned with future coal markets for production from those counties near the Wabash River in the heart of the Eastern Interior Province. An objective here is to consider a most pessimistic energy (and hence, coal) demand for planning purposes.

Debate over acid rain legislation has presented a moving target for coal and utility company planners attempting to figure out how legislation will affect their business environment. In spite of disagreement among experts, the prospect for continued change, and persistent --perhaps even growing --uncertainty, a great deal has been learned about coal market dynamics. This paper reviews progress and describes some of the major problems and controversies.

Drilling in the south of the Rapahoe Sector at Greymouth Coalfield has demonstrated the existence of thick coal seams in the upper Rewanui Member. Seam correlation is handicapped by complex lithostratigraphy and laterally variable geophysical log profiles. An integrated investigation of coal measure stratigraphy, coal petrology, and proximate analyses, suggests a feasible model whereby most of the major seam intersections belong to a single horizon. Coal properties vary laterally in response to original swamp conditions, which are believed to have ranged from well-drained to ponded. A new model of peat accumulation is proposed for the northern Rapahoe Sector, whereby Upper Rewanui peat accumulation occurred on a flood plain between the levees of a major south southwest-flowing fluvial system in the east and the toe of a western alluvial fan.

Of the variables affecting the electrical properties of coal measure rocks, water content is by far the most important, This paper describes specially developed apparatus and methods of measuring electrical conductivity and permittivity at constant humidity conditions. Electrical properties variations were measured for Applachian and Illinois, U.S.A. coal 2 basin samples in the frequency range 2 X 10 to 2 X 10 Hz. Coal measure rock electrical behavior, when correlated with mechanical behavior, is potentially useful in a number of mining applications.

INDUSTRIAL Pittsburgh, the center of the coal and iron and steel industry of the world, was host to the Coal Division at its Fall Meeting held there on Oct. 21 and 22 at the William Penn Hotel. The past year has witnessed remarkable progress in new methods of mining and burning of coal and many of the papers on the program discussed these developments. Nearly 100 had registered at the time of the first session on Wednesday morning and this number increased to 168 on Thursday. Owing to the large number of papers on the program, eighteen in all, it was necessary to hold group meetings on Thursday morning, with a capacity attendance at each meeting. . Chairman McAuliffe was on hand early Wednesday morning to open the meeting. George Otis Smith, representing President Lovejoy, came over from Cleveland where he attended the meetings of the Institute of Metals Division. Secretary Parsons arrived later from Cleveland and spent the whole morning with the executive committee of the Division. Doctor Smith, Secretary Parsons, and J. T. Breunich were the official representatives from Institute headquarters.

THE National Coal Association held its annual meeting at Cleveland on Nov. 14-16, 1928, having changed the time from the spring to the autumn to avoid conflict with the great number of meetings ordinarily held in the spring. Institute members were \\yell to the fore in its activities, the president, E. C. Mahan (who was reelected for another term!, C. E. Bockus, treasurer, and the secretary, H. L. Gancly, being A. I. M. E. members, as are many of the directors. At the first session, our past president, S. A. Taylor, presented a 1;aper which is reprinted in part herewith. At the Thurs- day session W. D. Brennan presided, Walter Barllum led the discussion on membership, and Otis Mouser led the discussion on taxation. In the afternoon, J. P. Williams, Jr., led the discussion on research. Rembrandt Peale presided at the annual dinner in the evening. At the concluding session on Friday resolutions were adopted, among them one in which the Association "reaffirms its attitude toward proposed Federal legislation affecting the bituminous coal industry by saying that it opposes legislation which would seek to single out this industry for regulatory action. This particularly applies to such bills as S4490."

At a time when Congressional stiffening of health and safety regulations in the nation's coal mines seems all but an afterthought, when the problems confronting both mine operator and worker are being tossed about like a pigskin in an Australian- rules football match, what could be more appropriate to the times than to incorporate a discussion on these matters into the proceedings of an annual coal meeting. Integration of both technical and topical discussion provided the strength for this 28th Annual Meeting of the Central Appalachian Section of the AIME, convened at the The Greenbrier, White. Sulphur Springs. W. Va., Oct. 31-Nov. 1. Three technical sessions prepared for the occasion were served to those in attendance. First of these was held on Friday morning. Rendered excellent coverage, topics included Roof Structure Analysis at Blacksville No. I, presented by David Eyer, Christopher Coal Co.; Methane Monitors (evolution and evaluation of present day detection equipment); and Instantaneous Control Reaction to Mine Fires and Explosions, in which Elmer A. Fike illustrated the point quite vividly by showing a film on the potential of such control equipment. Indeed, the ability to snuff out a mine fire before it is allowed to spread even beyond its own igniting sparks speaks very well for itself. However, Fike hastened to point out that certain difficulties had to be overcome before these "fire watchers" could be implemented successfully in mines. These "bugs," inherent in virtually all coal mining environments, include ignition of sulfur pockets on mine facings and delivery of sparks on trolley rails, both of which may impede the accuracy of such control monitors.

At the time of mine accidents one frequently hears the expression "there will be accidents as long as there are mines", or it may be varied to state that the accident in question was unavoidable, or something similar indicating inability to prevent accidents. However, it is the opinion of the writer, after over twenty-one years experience in both coal and metal mining, seven years being spent wholly in safety work, that by far the greater number of all accidents is due to carelessness or negligence. This carelessness or negligence may be on part of the victim of the accident or of one of his companions, or on part of his employer or possibly even of the inspector or safety man, and in some cases all of these agencies are involved. It manifests itself in various guises, one of the most serious being violation of state mining laws or regulations or of mine rules, and frequently the rules of ordinary common-sense. The cause very frequently is that trait in human nature to "take a chance" and it has been the writer's observation that the worst offender is the old-time miner who has come safely through many years experience, who was mining when the "safety man was a baby", and who clings to old-time ideas and practices and has "no use" for "newfangled" present-day "notions". Unquestionably, there are accidents, wholly unavoidable and many are caused by ignorance and by the new-comer in mining, yet as previously indicated, the writer's observation is that the old-timer is by far the worst offender, bringing grief to himself, companions and employer. Of the numerous manifestations of carelessness and negligence in connection with mine accidents, which have come to the notice of the writer, only one will be treated in this paper, viz: Violation of State Mining Law, and mention will be made only of explosions and major accidents in coal' mines with which the writer came in personal contact as investigator. In most cases, in addition to mine inspection after the accident, the writer heard the evidence given at Coroner's inquest and thus was enabled to for¬mulate fairly definite impressions as to events and conditions leading up to the occurrence.

It is quite generally conceded that the coal mining industry is among the most progressive in the adoption of modern and efficient equipment and mining methods, but most woefully antiquated in many respects in the matter of systematic accounting. The cause of this condition is problematical, but is usually thought to be due to false economy. We realize that those who do not understand accounts, or like accounting, are inclined to be disdainful of accounts and statistics, and to under-estimate the benefits derived from the expense and labor involved in proper accounting. The business that is run without a proper accounting system is subject to haphazard financing and courts disaster. Furthermore, the operator who disposes of his product without due regard to the requirements of the industry as a whole, as reflected in the cost of doing business, is an unfair competitor. No one will deny that the possible production of coal in the United States is much in excess of the demand. While it is true there is an occasional shortage in certain localities, it is due to temporary abnormal conditions which are overcome in a short period of time, when the mines are again obliged to take idle time, and herein lies the danger, not alone to the operator who neglects to keep informed as to operating costs; but to his competitor as well. While physical conditions and operating methods differ materially, accounting methods must likewise differ in some respects, but irrespective of how the result may be obtained, a true statement of cost is absolutely essential. Daily cost statements may be preferred by some, but have proven unsatisfactory, generally speaking, because of variation in production as well as in both labor and material expense from day to day; therefore, we will confine our attention to a monthly cost statement. To be most effective, operating cost statements should be prepared and submitted to the officers as soon after the close of the month's busi¬ness as possible, to enable them to remedy any defects in the operations that might be discovered by an analysis thereof. Opinions differ materially with respect to the most efficient method of compiling and the distribution of labor and material. The writer believes that a time book which provides space in which to enter the number of hours worked each day of the month by each employe, together with distribution thereof, is the most accurate, simple and complete. This record will show the service performed by an employe each day of the month and the account to which same is properly chargeable. This, of course, refers only to the employe working by the-day or month. "With decades of development and exploitation of coal resources, the first batch of coal-based cities in China are faced with the challenge of economic shrinkage and environment deterioration due to the rapid resource exhaustion and single industrial structure. Nowadays, as a policy instrument for sustainable development, a nationwide circular economy mode has been implemented during the design and planning of new coal mines to address the challenges arising from economic depression, energy shortage and environmental pollution. It should be mentioned that several national coal bases and most of constructing and planning coal mines are located in the underdeveloped areas in the Midwest of China which means that the distance between supply source for energy resources and the demand market is significantly increased. Moreover, the eco-environment vulnerability in these rural areas should be taken into serious consideration. Therefore, after comparison and analysis with several successful coals based and diversified circular industry chains, this paper presents a case study on the circular economy park (CEP) in the northwest of Shanxi Province. Through discussion and evaluation of ‘1+3’ mode in the CEP, this paper aims to enhance the understanding of coal mine sustainable development and shed light on the relationship between resources exploitation and local economic development.1. Introduction Earth's fossil energy resources are crucial to both economic prosperity and human well-being. Taking coal mining and consumption as an example, coal has been widely used to generate electricity since the 1880s, and more than 40% of the electricity globally is provided by coal nowadays. However, as one of the largest worldwide anthropogenic sources of carbon dioxide releases (39% of global CO2 emissions), the extensive excavation and utilization of coal have brought a series of side effects to both natural environment and human health (Wikipedia 2017). As the largest coal producer and consumer in the world, China is leading the list over the past decade (as shown in Figure 1) (BP 2016). The excavation and utilization of coal resources have made a crucial impact and irreplaceable contributions to China’s industrial development and economic prosperity (Long and Zhang 2009). However, most of the air pollution in China are also attributed to the simplified and extensive exploitation of coal resources, e.g., 90% of SO2, 67% of NO, 70% of smoke ashes, and 70% of CO2 in 2016. In recent years, most of North China and the developed coastal areas were wreathed by smog due largely to the oversimplified extensive utilization of coal, suggesting that the development patterns of coal utilization need to be reshaped so that both the biosphere and humanity could thrive equally."

The Coal Mine Belt Capacity Simulator (CMBCS) was originally developed to provide an improved belt capacity simulation through more detailed, flexible and realistic modeling of belt loading. While this model offered improved capacity design for conveyor belts and surge bins, it lacked the capability to simulate some key protection and segregation applications for bunkers. Recently, CMBCS was extended so that these latter bunker applications could be considered. In addition, a fear minor extensions were made to improve the model's flexibility and of efficiency. These various extensions and the steps taken to verify and validate them are described. The associated modifications in the model's input and output as well as the model's current requirements and availability are also discussed.

The Bureau of Mines analyzed coal mine blasting accident data obtained from the Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The data were examined to determine the causes, frequency, and severity of accidents in an effort to point out the most dangerous aspects of coal mine blasting. Accident data for the 14 years from 1971 through 1984 show that there has been a total of 43 fatal and 926 nonfatal blasting accident victims in surface and under- ground coal mining. This is an average of 3.1 fatal and 66.1 non- fatal injuries each year. Underground coal mining accounted for 60.5% of the fatal and 78.7% of the nonfatal accidents involving explosives and breaking agents in coal mining. In addition, since 1970 there have been 53 fatal and 20 nonfatal injuries that occurred when explosives were the ignition source for dust and/or methane explosions in underground mines. Abstracts from 297 accidents that occurred from 1978 through 1984 were also examined to determine accident causes. Most accidents occur during scheduled blasting, and failure of the blast area security system is the leading cause. Blast area security problems in surface mining are failure to clear the blast zone, failure of personnel to follow instructions, inadequate guarding, and failure to retreat to a safe location and/or take adequate cover. Other common causes in surface mining include premature blasts, excessive flyrock, and misfires. In addition to the above causes, accidents in underground coal mining can be due to rockfalls triggered by the blast, unexpected breakthroughs, fumes, and incidents associated with Airdox-type systems.

The many factors that control bumping must be carefully studied for each coal seam where bumps occur, and specifications known to exclude bumping should be incorporated in the mining plans. This calls for complete knowledge of the seam's characteristics and its adjacent strata, and in many instances these characteristics are not revealed until the seam is actually mined. Pressure and shock bumps, the two general types, occur jointly and separately. In this discussion no differentiation will be made. Whether pressure or shock, they are treated as bumps, and both must be eliminated.

In Eastern Kentucky, the Darby seam has had an extensive history of coal bumps and pillar bursts. The combination of high overburden, strong rock and coal, subjacent and superjacent mines, and retreat mining has produced incidences of violent pillar failure. The influence of these factors on pillar stability and the potential to bump is illustrated in two case histories. In the first case history, a bump occurred unexpectedly during the retreat mining of a five heading continuous haulage panel. Alternative cut sequences and pillar dimensions were analyzed to identify a geometry that would reduce the potential for future coal bumps or bounces during retreat mining. The viability of the alternatives was constrained by the reach of the continuous haulage system, the overburden depth, and the presence of thick sandstones in the main roof. Each alternative was numerically modeled cut-by-cut to examine the mechanism of stress transfer, as a pillar row is retreat mined. This approach highlighted which cuts were being made in highly stressed portions of a pillar and therefore more prone to coal outbursts. Validation of the numerical modeling was accomplished by comparing the cuts where bumps and outbursts had occurred underground to the highly stressed cuts shown within the models. Recommendations of the barrier pillar width between adjacent panels, pillar dimensions, and changes in the retreat mining sequence were proposed based upon the overburden thickness, geology, and the result of the numerical modeling. The second case history documents a nine-entry panel 3,600-feet long that was retreat mined a distance of 2,064-feet without a significant roof fall or roof-floor convergence. Mine management became concerned about the potential for a coal bump or a large roof collapse within the gob and the resulting air blast. The stress on the pillar line and within the remnant pillars in the gob was quantified through numerical modeling. Changes in mining practices on the current panel were implemented to avoid a bump in the active panel. A barrier was established between the current and the future panels to protect the future panel against abutment pressures from the void area. A change in pillar centers was proposed in the adjacent panel to absorb the side abutment pressure from the gob of the active panel.

Coal mine bursts have represented a major hazard for U.S. mining operations for more than 90 years. During this time, many prevention controls have been developed and tested. This paper reviews 11 prevention control techniques. Although coal mine bursts are not common events in most underground coal mines, their occurrence almost always requires a change in mining practice. Over the many years of dealing with these hazards, specialized requirements for layouts and novel extraction sequences have been developed on a site specific basis. The keys to mitigating risks are to properly assess the coal burst hazards and to possess the knowledge and skills to prevent or remediate their occurrence.

Communication problems are not new. Research in this area goes back as far as 7922 when the US Bureau of Mines performed experiments to detect radio signals from inside their experimental mine in Bruceton, Pennsylvania. Many improvements to mine communications have been made over the years but for any number of reasons the underground coal mining industry has been behind in implementing advances. Present communications systems far underground mines can be hard-wired or wireless. Both types of systems can fail when faced with fires, roof falls, explosions, and power or battery failure. Currently installed wireless communications systems usually employ a special antenna cable called a "leaky feeder" Fiber optic cables are also used in some applications to form a "backbone" for wireless transceivers. Through-the-earth (TTE) and wireless radio systems are less common. Except for TTE systems, most wireless systems require some wire-bound components, which are susceptible to failure during disasters as cable breakage interrupts communications.

Alaska requires an adequate fuel supply for its development, and has large potential coal reserves ranging from lignite to subbituminous and anthracite. Coal production in the Territory now is less than the requirements. In 1947, production was 361,000 tons, divided about equally between bituminous coal from the Matanuska field and subbituminous coal from the Nenana field. There is need for development of modern mechanized mines, which should produce the required output with a minimum of workers. These mines should not be thought of in the light of large potential capacity, as in the States. However, these new mines should be developed by modern methods, which should result in lower costs than at present. Because of the diverse physical conditions in the coal fields, intensive investigation by diamond drilling is necessary to properly plan the development and equipment of mine sites at minimum cost. The Bureau of Mines is doing this now in the Wishbone Hill area of the Matanuska field. All coal land in Alaska is government-owned and subject to the Coal Leasing Act.

Previously published stream quality data and AMD (acid mine drainage) analyses have been collated into a database (DAME û Database for Assessment of Mine Environments) and additional samples including NMD (neutral mine drainage) have been collected from coal mine drainages on the West Coast. Variations in the chemistry of mine drainage samples can be related to four factors: 1.       regional geology (Brunner Coal Measures or Paparoa Coal Measures) 2.       mine type (open cast or underground) 3.       hydrogeology 4.       local geology   In general mines hosted in Paparoa Coal Measures produce NMD whereas mines hosted in Brunner Coal Measures produce AMD with highly variable chemistry. Differences in coal mine drainage chemistry between mines hosted in Brunner and Paparoa Coal Measure sequences can be measured with acid-base accounting geochemistry. Correlation of ANC (acid neutralising capacity) and MPA (maximum potential acidity) analysis of rocks with mine drainage samples is substantially better than correlation of NAG (net acid generation) analysis with mine drainage chemistry.   It is likely that NAG analysis over estimates acid generation potential of some samples due to release of organic acids that are not released under environmental conditions. In general, differences in mine drainage chemistry between Brunner and Paparoa hosted mines are attributed to the effect depositional environment and diagenesis on coal measure composition. Exceptions to generalisations relating mine drainage to Paparoa or Brunner host rocks are likely where local geological conditions cause increased deposition of pyrite in Paparoa rocks and additional analyses are required to confirm interpretations.   Based on the interpretation of these results a mine drainage chemistry hazard model has been constructed. The hazard model predicts likely variations in mine drainage chemistry based on the four factors listed above. The hazard model has implications for mine related water quality risks. For example, ecotoxicity, human health affects and selection of remediation techniques are all sensitive to mine drainage chemistry.

Safety Measures Employed at the Dawson Mines Preventive measures for eliminating and localizing explosions is a subject of special interest to Coal Mining operators at the present time. I shall endeavor in this paper to present the practical methods which have been developed at the mines of the Stag Canon Branch of the Phelps-Dodge Corporation, Dawson, New Mexico. Adobe Dusting Adobe is used for practically all dusting on the main haulage roads. It is obtainable in sufficient quantities adjacent to the mines. Loaded into railroad cars by a clam-shell loading crane, and transferred to the mine pit cars at the nearest available point, it is readily distributed along the motor roads by means of the mine locomotives. Of first consideration for adobe dusting is the preparation of the roadway. It is essential that all loose coal and dust be removed, at least to a depth of three or four inches below the top of the rails. The adobe, in a more or less moist condition is unloaded by hand from the pit cars and stored along the previously prepared roadway, to be later scattered to a depth of several inches over the floor, and over the ribs and roof such as is possible by the use of a shovel. The adobe soon loses its moisture and becomes pulverized. Due to the disturbance caused by passing motor trips, men and animals, the dust is effectively scattered along the ribs and roof of the roads. The velocity of the intake air aids materially in sustaining the suspension of this inert matter. Another scheme for distributing the fine dust in use is to chain the top of a pine tree to the rear of the trips, both empty and loaded. Dragging it along the motor roads stirs up the dust and aided by the intake air it is carried for long distances into the workings. The adobe is continually loosened and raked, all rock, coal, etc., being collected in piles and later loaded out in pit cars. One man is employed for each six thousand feet of entry. Dusting Main Return Air-Courses The air-courses are first thoroughly cleaned. All the loose coal and rock is loaded out, the ribs and roof washed down several times. Every five or six hundred feet, the stoppings between the main and return entries are broken through and small doors installed. Blowers are used to force the fine dust into the return air-courses through these openings. Thus suspended the dust travels a considerable distance before it is deposited on the floor, ribs and roof. The material used is chiefly adobe, sun dried, and screened on the outside. A two ton car load of this dust will cover several hundred feet of airway as very little loss occurs, often depositing from 2 to 6 pounds per running foot of entry. Methods of Insertion Blowers are used to force the dust into the main returns. One unit consists of a small Buffalo blower mounted on a truck with a two H. P. motor. A six-inch pipe is attached to the blower and runs the full length of the truck with a projection over the end. A hopper is built over the pipe and connected.
