Northwest frontier is here defined as Alaska, the Yukon, the Northwest Territories and northern British Columbia. The mineral potential of this area is great and will unfold in the decade ahead but now the largest single producer is the Pine Point lead-zinc mine in the NWT about 1200 km north of Edmonton, Alta., close to the south shore of Great Slave Lake. The mill, initially designed for 4540 mtpd, was expanded to 7250 mtpd in 1969. This operation is described in detail in Mining and Concentrating of Lead and Zinc, Vol.1, Chapt. 17, SME/AIME in the article by W. H. R. Gibney.

Conquista, the uranium mining and milling complex owned jointly by Continental Oil Co. and Pioneer Nuclear, Inc., has begun operations in Falls City, Texas. The mill has been designed to produce 1.5 million lb of U3O, from 600,000 tpy of ore mined. Currently, the plant processes a maximum 2000 tpd of ore. Mine Planning Texas ore deposits are small and scattered in comparison to other uranium mining districts. Those to be mined at Conquista range from a few acres to more than 100 acres in size. Ore thickness ranges from a few inches to over 15 ft, and depth from less than 20 ft to more than 170 ft below ground surface. Distance from the mill ranges up to 35 mi.

Mintek has developed and piloted a novel process for the treatment of nickel-copper and PGM (platinum group metal) sulphide concentrates. The ConRoast process is based on the removal of sulphur by roasting, followed by smelting of the dead-roasted concentrate in a DC arc furnace using an iron-based alloy as a collector for nickel, copper, cobalt, and PGMs. The environmental benefits with respect to sulphur emissions are considerable, in that essentially all of the sulphur is removed from the enclosed roasting equipment in a continuous stream of SO2 of an appropriate strength for feeding to a sulphuric acid plant. This process allows great flexibility with respect to the selection of ore types, and does not impose limits on the minimum quantities of contained base metals or sulphur, and can tolerate very high contents of chromite in the concentrate. The furnace alloy is water-atomized prior to leaching. Iron may be rejected from the alloy hydrometallurgically, by precipitation as hematite for example. The ConRoast process achieves very high metal recoveries, and produces high-purity metals, and a clean high- grade PGM concentrate.

To know as much as possible about the condition of the refractory material (lining thickness, slag layer, build ups, ...) in an high temperature furnace is very important due to the safety and economic impacts. The new CONSCAN system offers the possibility to measure the inner surface of an furnace, and based on this results to calculate the thickness of the refractory lining, slag layer, build ups,.... The CONSCAN System provides this results as figures and graphics. This system is also working under hot conditions so it is not necessary to cool down the furnace. Based on these results the process control and the refractory lining concept could be optimized for maximum campaign life of the furnace.

This article concludes a two-part series on the safety, technology, and economic impact of eliminating safety fuse from metal and nonmetal mines. Discussed are the consequences of fuse abolishment, the technical feasibility of changing to an alternative system, and an economic analysis of initiation systems. Last month, part one (ME, pages 31-35) described current use of initiation systems, incidence of accidents, and consumption values for safety fuse and other initiation systems. Consequences of Fuse Abolishment Cap and Fuse Manufacturers Two major safety fuse manufacturers, Ensign Bickford and Apache Powder Co., share the US fuse market. Marketing of Ensign Bickford safety fuse is done by Dupont. Dupont manufactures electric caps as a main product and recently introduced a new nonelectric initiation system (Detaline). Therefore, Dupont would be only slightly affected by the elimination of safety fuse from metal and nonmetal mining. Ensign Bickford, though a larger manufacturer of fuse, does not appear to emphasize the safety fuse market. In fact, safety fuse sales represent only about 10% of Ensign Bickford's total sales volume. Ensign Bickford is strongly pushing its Nonel product. It appears, therefore, that the elimination of safety fuse would have a limited effect on Ensign Bickford, and could ultimately be to the company's advantage. Apache Powder Co., however, would be seriously affected if safety fuse was eliminated. Safety fuse, although not its only product, constitutes a major source of revenue for the company. It currently does not manufacture a substitute product. Apache Powder Co.'s manager agrees that prohibiting the use of safety fuse would result in a greater market share of initiators for Ensign Bickford. Hercules could also benefit from the prohibition of safety fuse. Metal and Nonmetal Mining Industry According to an explosive company contact, elimination of safety fuse by a mandatory regulation would force some of the small, marginal mines out of business. Another powder company representative believes that eliminating safety fuse will result in uneasy situations for small operators not familiar with other techniques. These operators try to minimize the costs and traditionally like safety fuse. He believes that insufficient proof exists to substantiate the overall safety increase if the fuse is eliminated. Fuse manufacturers and distributors disagree, then, about the impact of safety fuse elimination. However, they tend to agree on some important points: • Safety fuse can be a safe method if applied properly. • Electric blasting can be dangerous due to stray currents, and may have higher misfire rates than safety fuse. • It is very difficult to compare the rate of misfires and partial round failures for different systems. This is due simply to the nonavailability of such data. In many cases, the misfires are not even reported to the shift boss, as required by regulations. • Safety fuse has high acceptance in certain applications, such as a face where Nonel or detonating cord are used, or in open-pit blasting. • The safety fuse industry appears to be phasing out on its own. It is expected that the fate of the safety fuse market will be similar to that of black powder. An investigation by Nitro Noble of Sweden "clearly states that the diminishing use of safety fuse has considerably reduced the accidents in Swedish mines." Mine Data Acquisition and Analysis As a part of the study effort, visits were arranged to 24 metal and nonmetal mines. In most cases, underground visits were accomplished. At least one drilling and loading operation was witnessed. The mines were grouped into four mining areas: Wyoming, Montana, Idaho; western Colorado and eastern Utah; Missouri; and southern Arizona. Of all mines visted, the safety fuse system was used in 11 mines, electrical system in seven, Nonel in five, and the Hercudet system in one surface mine. At each mine, the manager, foreman, and blasting crew were interviewed for information and opinions. Besides informal discussions with mine officials, a questionnaire was also filled out for each mine. Due to the extensive length of the information gathered, these data are not presented here.

A tectonic interpretation of the Coromandel Peninsula which suggests that the basement underwent tensional collapse at its northern and southern ends would permit more ready penetration of late stage magmatic fluids. This hypothesis is consistent with regional trends of the chloride content of low grade geothermal waters and of the yield of gold and silver per unit weight of quartz worked. The consequences of such a model are that mercury should not only be a good pathfinder for Coromandel gold, but that it should be correlative with ratios of base metals high in the zoning or paragenetic sequences to those lower in the sequences. This is demonstrated successfully in an area of mineralisation in the southern Coromandel.

The Non-Time Critical Forest service CERCLA Action at Mansfield Canyon, Santa Cruz County, Arizona designated previous locators of unpatented mining claims as owners/operators of the Hazardous Waste Facility, retroactively liable for all reclamation costs including reclamation of mines acquired by the Forest Service. The CERCLA Action is based on non-existent tailings, a non-existent permanent resident, inaccurate and unreliable data and did not review or consider prior USGS and USBM data. The consequences of the Forest Service action include(1) reduced exploration, (2) loss of credibility, (3)public disillusionment and distrust.

Conservation Means Preservation, Improvement, Justice CONSERVATION, narrowly and strictly considered, means the preservation in unimpaired efficiency of the resources of the earth; or in a condition so nearly unimpaired as the nature of the case, or wise exhaustion, admits. And broadly considered, it means more than the word itself implies, for it naturally includes an examination of methods whereby the natural inheritance of the human race. may he improved; and still more broadly considered-and as used in popular discussion-it includes a treatment of the effects of productive conservation measures upon distribution. We shall give our attention briefly to the main points in this informal definition before we pass on to the thesis that conservation is largely a matter of property relations-that a wise conservation policy means wise property relations. Preservation of Natural Resources First, conservation suggests simply preservation, and, in the treatment of the subject which we have had in the United States, emphasis has been laid upon the past and present waste of natural resources and upon the means of putting a stop to this waste. The forests have been depleted; soil has been washed by rapidly flowing surface water from mountain sides. These rapidly flowing waters have produced high streams and devastating inundations, followed by low streams and impeded navigation. The forests have, moreover, been so removed as to bring great danger of fire, and destructive conflagrations have resulted in large waste of resources, including in some cases a destruction of the humus, supplying essential elements in the fertile soil. As a remedy we must have measures to reforest mountain sides, and this means large social control, very frequently taking the form of public ownership and management; but in addition we always find actual and proposed

The sand and gravel industry provides an enormous quantity of materials vital to the maintenance of low-cost construction. There has been little effort to conserve this valuable natural resource. In fact, existing regulations which affect sand and gravel operations act more to waste these materials than to conserve them. Another factor affecting the industry is new legislation requiring the reclamation of worked-out pits. Although such legislation creates many administrative headaches for a sand and gravel operator, there exists the possibility through such legislation of gaining some conservation measures that could be helpful to the industry.

For the early conservationists before the first decade of the twentieth century, conservation meant largely the planned preservation of water, forest, soil, and wildlife resources-renewable natural resources-through efficient use. Water was primarily thought of as a resource that must be kept available for humans to enjoy in a recreational sense and as a habitat for wild animals, birds, and fish. Little thought was given to conserving water for actual human or industrial needs. If industry entered the picture it was as an actual or potential polluter of water, which was the basic necessity for drinking and bathing and for outdoor recreation. Even the forests were only held worthy of conservation largely because they were areas in which wildlife could, or should, abound and in which human beings might find relief from the cares and problems of everyday life. Finally, the soil was to be preserved in its natural fertility through proper fertilization, cultivation, and crop rotation; in this the conservation program did enter the realm of the practical. For through soil conservation, the world was to be able to raise increasingly large crops of constantly improved organic foods which the steadily growing population of the earth was to need to survive and improve. Relatively little time, however, was spent on considering what profit the farmers of the world were to make from the scientific farming on which they were to embark. In short, the appeal of the early conservationist program was much the same as that of the entire era of Theodore Roosevelt of which it was a part; it was to the heart rather than to the mind; it was to emotion rather than to reason. Because of the way in which the problem was approached, conservation took on the character of a crusade rather than that of a practical plan for the betterment of man through economically sound methods of improving his environment and the uses he makes of it. Conservation had, then, all the advantages of a stirring appeal to the emotions, but it did not have the lasting results that would have been achieved by a program with a sound economic basis.

Road tunnels are an accepted and effective transportation solution in urban areas to mitigate increasing traffic congestion and facilitate improved urban connectivity in a cost effective manner while meeting societal goals to reduce the impact of construction. In designing a tunnel system, there is a requirement to achieve an acceptable level of in-tunnel air quality, as well as meeting ambient air quality goals. In Australia, there is also a requirement for zero portal emissions which means that all pollutants must be emitted to the atmosphere via a ventilation stack.Traditionally, effective pollutant dispersion has been achieved by constructing tall ventilation stacks which disperse pollutants into the atmosphere at a high level. The dominant variable parameters in the effectiveness of the dispersion under the ventilation engineers control are the efflux velocity, the height of the ventilation outlet and the concentration of pollutants at the point of discharge. During off-peak operations the required ventilation exhaust rate can be reduced due to the decrease in traffic. This can lead to a drop in the efflux velocity from the stack and therefore the effectiveness of the dispersion. This potentially drives the need for a higher outlet, or an increased exhaust rate to achieve a higher efflux velocity with consequent effects on energy consumption.The paper proposes a method of varying the cross-sectional area of the ventilation stack with the use of motorised control dampers, thereby maintaining a sufficiently high efflux velocity throughout the 24 hour period independent of traffic conditions. This allows the use of a potentially shorter ventilation stack.

"Conservation means a sacrifice of the present generation to the future generations Whenever it is carried too far. There is a sharp limit to the economic sacrifice that we may reasonably ask the private person to make for even the present Welfare, and the limit is still sharper when we come to consider the interests of future generations." In a paper on the iron ores of America, presented to the Pan-American Scientific Congress at Washington, I have emphasized the fact that the reserves of iron ores in the two Americas are enormously in excess of the requirements of the present generation, in fact, so large that no shortage is to be anticipated for many generations in the future; that a large part of the value of iron ores is put into them by man's efforts to make them available. This fact is fundamental for the intelligent consideration of- policies of conservation as applied to iron ore. As I interpret it, this fact makes it practically unnecessary that the present generation should make any especial sacrifice for future generations in the way of conservation of its iron-ore resources. Even if we were disposed to look forward to a period of 100 or 200 years, with a view to insuring the welfare of the people living at that time, it is doubtful whether any procedure we could now formulate would materially help them in the matter of iron ores, so large are the reserves available. In order that an appeal for conservation may be effective it must obviously favor the welfare of the present or immediately following generations; it must promise benefits to general and individual welfare during a period within the range of comprehension of the average man.

Introduction The pages that follow present a brief chronological survey of views which have been held, and of legislation enacted, for the regulation of the natural gas and oil industry in the Turner Valley field, especially as regards conservation of the natural gas. To provide a necessary background for an adequate understanding of the progress of events in western Canada, there is included also a compilation, from technical and legal authorities, of some of the more important measures which have been adopted for the regulation of the oil and gas fields of the United States, where these measures have had, or are likely to have, a bearing on the course of our domestic industry. Owing to exigencies of space, it has been possible to refer only to the most outstanding proposals and legislation, and to these in the briefest possible form. Although, so far as Canada is concerned, the data presented are restricted almost entirely to the Turner Valley field, it is the hope of the writer that the paper may prove of value for purposes of reference: for any similar gas and oil fields discovered in western Canada will certainly revive and intensify the problem of the proper steps to be taken for the conservation of the gas. Definition of 'Conservation The term conservation has been so misunderstood and misrepresented that, to many persons in Alberta, it means little more than closing-in wells. In the light of the definition of Charles E. Hughes, that 'True conservation of a raw material is its economical use', the subject of natural gas conservation is inseparably involved with the study of the function of the -gas and with the development of the principles of unit operation.

IN discussing the waste upon which hinges, or is supposed to hinge, so largely the preservation of our national resources, the conclusions reached would be more reliable if actual ex¬perience were consulted, and fewer deductions were drawn from general statements, which are often the product of the imagination. It cannot be questioned that the value of by-products has not been sufficiently appreciated by us, and that our, tardiness in recovering the useful ingredients of the escaping gas of our coke-ovens is one of the most glaring instances of shortcoming in that direction. And yet even for that sin there is some palliation in the immature condition of affiliated industries. I presume that it is admitted, without argument, that, except under very exceptional conditions, all the elements cannot be recovered from most of the ores or natural products. which we treat. While it is a shame that the by-products from our coke-ovens should be dissipated, Edward W. Parker's report to the U. S. Geological Survey for 1906' supplies a fairly good excuse in justification of this appalling waste. He says (pp. 773 to 774.)

Discussion of the paper of James Douglas, presented at the New Haven meeting, February, 1909, and published in Bulletin No. 29, May, 1909, pp. 439 to 451. JAMES DOUGLAS, New York, N. Y. (communication to the Secretary*) :-In my paper on the Conservation of Natural Resources, I referred to the slow replacement of bee-hive ovens by the by-product ovens as a most notable instance of waste. And I quoted from Mr. Parker's report for .1906 an explanation given by him in accounting for the small production of by-product coke. It was that the markets for the by-products of the coke-ovens was so limited that some of the ovens constructed were out of operation. His report on the manufacture of coke in 1908 1 does not record an improvement, and attributes the strange fact that we alone, of all the industrial peoples, delay the adoption of this cardinal improvement from the continuance of the same almost inexplicable cause. To quote again from his report, lie says (p. 241): "The year 1908 was not marked by any notable gain in the construction of by-product coking plants, though some new work was done. There was a net increase of 115 in the number of completed ovens in 1908 over 1907, the totals for the two years being, respectively, 3,892 and 4,007. The additional equipment consisted of 140 Koppers regenerative ovens built at Joliet, I11., by the United States Steel Corporation, but this increase was partly offset by the dismantling of Y5 Semet Solvay ovens at Sharon, Pa., the net gain being 115 ovens. Included in the total of 4,007 completed ovens in 1908 are 152 Newton-Chambers ovens at Vintondale, Pa., but as no recovery of by-products was made at this plant in 190S, the production of coke is included with that from beehive ovens. The 56 ovens of the same type at Pocahontas, Va., have not been in practical operation since they were first. installed. In addition to these there was one other by-product plant of 120 ovens. Oat. was not operated during the year. The number of retort ovens producing coke in 1908 was 3,679, as compared with 3,811 active ovens in 1907." In describing the anomaly he says (p. 249): It has been contended that the development of the by-product coking industry would have shown more rapid progress if markets for the by-products were * Received Feb. 2, 1910. Tile Asheville Minerals Research Laboratory is a member of the Engineering Research Department of North Carolina State University. The Laboratory is engaged mainly in applied nonmetallic mineral processing research to assist the North Carolina mining industry. A few out of state projects are handled at times. The Laboratory helped to bring the flotation process to North Carolina feldspar, spodumene, mica and phosphate producers and maintains versatile batch and pilot plant facilities at Asheville. It is of interest that North Carolina has now one of the newest and largest flotation plants at Lee Creek where Texas Gulf Sulphur Company produces 10,000 tons of phosphate concentrate per day, and one of the smallest flotation plants at Pittsburgh Plate Glass Company's fiberglass plant in Shelby, North Carolina where $50,000 per year of platinum-rhodium metal is reclaimed from wasted fiberglass furnace refractories in a tiny flotation operation of pilot plant size. The conservation of mineral resources through improved processing methods has been the object of most of the Laboratory's projects. This work has been extremely interesting and rewarding in many instances. Or, the example of projects for Kings Mountain Mica Company it will be demonstrated how waste could be reduced step by step from 20 tons of waste per ton of product to LO tons of product per ton of waste by improved processing methods. Brick, high grade potash feldspar, and silica sand are now produced from formerly wasted materials. AL this time Laboratory work sponsored by three feldspar companies, the State of North Carolina, and the U. S. Bureau of Mines, is aimed at reducing the amounts of feldspar tailings in the Spruce Pine area. Mineral dressing techniques are applied to reclaim saleable mineral products such as feldspar, mica quartz, and to make more uniform material for possible ceramic and other applications. Processes to produce new products such as sand-lime brick, and lightweight foamed autoclaved calcium silicate building products will be tested.

Many persons hold the opinion that the metal indus- ries are fortuitous and that the occupation is one of sordid toil, and altogether a kind of business requir- ing not so much skill as labour. But as for myself, when I reflect carefully upon its special points one by one, it appears to be far otherwise. So wrote Georgius Agricola in 1556. He could have been espousing the sentiments of an indus- trial archaeologist investigating mining sites in 1986. South Australia has a very rich legacy from its industrial past-especially in the area of its mining history. Industrial archaeology, which is part of the broad field of archaeology, is concerned with the material and documentary remains of this industrial past. This includes the products and processes of manufacturing, industrial, technolog- ical and engineering activity and their relation- ships to people and the environment. `Archaeology' immediately conjures up the image of excavations in Greece or Eygpt. Excavation however is only a part of archaeological methodology. Industrial archaeology utilizes documentary historical rec- ords combined with field survey techniques (both above and below ground) to create a composite picture of the past. Interest in our recent past has burgeoned in Australia in the last few years. This interest manifests itself in many ways-the unprecedented popularity of Australiana and col- lecting, the plethora of Australian historic films, the growth of the National Trust, local historical societies and genealogical research. Fortunately these trends have been reflected in academic and legislative circles. Various univers- ities, institutes of technology and colleges of advanced education run courses in aspects of cul- tural resource management and conservation of the historic environment. These courses are com- prised of archaeology, architecture, geography, his- tory, materials conservation, museum studies, and national parks management and planning.

In 1973 housing and construction conflicts threatened Front Range gravel resources. The legislature addressed the problem by passing HB 1529, which required the Colorado Geological Survey to map the deposits and forbid local governments to change lands over commercial mineral deposits from zones allowing mineral development to zoning which conflicted with development. It charged counties to develop Master Plans for Extraction. Plans must consider resource quality, multiple-sequential-use potential, surrounding area compatibility, neighbors, quality of Life, extraction maximization and reclamation potential. Imprecisely worded statutes, budgetary constraints, lack of enforcement and political pressures have limited benefits from the law.

THOUGHTFUL people have raised questions as to how long nature's bank could continue to accept our drafts. These questions came to the fore so persistently, and there were so many evidences -such as the failure of natural gas in Indiana, the increasing scarcity of lumber in the Lake Superior region, the progressive sterility of Southern farm lands, the choking of the Sacramento River by tailing-point-ing to possible danger from overdraft or to misuse of resources and opportunity, that President Roosevelt called a conference which assembled at the White House on May 13, 1908, to consider these and related questions. This, the first great Conservation Congress, had a wide and beneficial influence on the thought of the world. It profoundly influenced the course of succeed-ing events and, while even yet there are sharp dis-agreements as, to the wisdom of much that has been done in the name of conservation, I believe that thoughtful men, and engineers especially, agree that the time had come when sharp attention was properly called to the waste that accompanied development of our resources. RESOURCES LARGE BUT NOT INEXHAUSTIBLE In 1908 there was a surprisingly large number of men, who should have known better, prepared to argue that our resources are "inexhaustible." No competent mining engineer, of course, believes that, as regards minerals at least. They may be, and, in most cases, fortunately are, large; as to many of them our knowledge is too general to permit measuring the reserves; but we know now, and I think the public appreciates, that there is a limit to our supply of gas, oil, coal, iron, and metals. Indeed, with the inten-sive study made necessary to meet the demands of the war, and the more careful accounting required by the newer systems of taxation, depletion has become a common word, and that mines are wasting assets has become a platitude.
