"IntroductionTHE CANADIAN use of short-period delay-action detonators in coal shooting has been carried on for about two years, mostly in British Columbia, and this is a preliminary report on progress to date. Entire coal faces are being shot successfully with one application of electric current.The electric blasting cap came into use about the beginning of the century. The low-tension electric cap, the type most commonly used, consists essentially of a metal tube containing an initiating explosive. Two wires lead into the end of the cap and are connected inside the cap with a short 'bridge wire .of very high resistance. This •bridge wire is buried in a match-head of a readily ignitable powder composition. When current goes through the lead wires, the bridge wire becomes extremely hot and sets• off the match-head which, in turn, ignites the powder just below it in the tube. This explosion sets off the main charge of explosive. Thus, by connecting a group of caps to a source of electric .current, a number of charges could be exploded simultaneously. This immediately became of great value to mine and quarry operators. Explosives could now be used to break up large masses of material at one time, as against the older, slow method .of blasting small amounts with single charges.The next step was to develop a delay detonator which would allow charges of explosive to fire one after the other, one or two seconds apart. Such detonators allowed first blasts to relieve some rock burden before the next charge fired, giving the second charge an easier task in forcing out more rock, and so on for the rest of the series of charges."

The Cleveland Mine has an annual ore production of 400,000 tonnes at a grade of 0.79 per cent tin and 0.30 per cent copper. It is achieved by an open stoping method, mechanised overhead sub-level benching. The operation is trackless with a ramp access from all working places to the surf- ace. Broken material is loaded from the stope and development headings into diesel trucks and hauled to the surface crushing plant.

Current trends in mining practices within the United Kingdom, with particular reference to longwall retreating systems in thick and steeply pitched coal seams at depth, are explained. Various successful mining layouts are considered with their associated machinery and operation, together with the future trends in mining practices to obtain higher outputs. Environmental difficulties are tabled and discussed, including strata control, methane emmision, and dust prevention, together with some modified systems and techniques to overcome them. The problems associated with developing and maintaining a continuance of longwall panels are outlined. The constraints on technical designs and output achievement imposed by noncommercial factors are also considered.

The present is rooted in the past. This is particularly true in the case of mining operations. Coal mining in the United Kingdom is considered an old Industry comprising today 246 Coal Mines many of which have worked coal reserves in their locality for over 100 years. More than half the current producing mines lie in the Yorkshire and Midlands coalfields. They are in the oldest age group and produce 70% of the Industry's output. Some 50% of the remaining U.K. workable reserves amounting to approximately 98,000 million tons are still available to these regions. Fig. 1 Over the past two decades a gradual erosion of demand for coal in the U.K. has virtually halved the Industry's capacity. The number of Mines has reduced by 53% during the past 10 years. Productivity has increased by some 42% mainly through improvements in the central coalfields which has enabled costs to remain broadly competitive with oil.

Miners at noncoal surface mining operations are often exposed to high levels of respirable dust. In an effort to lower the respirable dust exposure of these surface miners, the National Institute for Occupational Safety and Health (NIOSH) has been conducting research to address this problem in a practical and economically viable manner. One successful effort deals with lowering the dust exposure of equipment operators in enclosed cabs. Many types of surface mining equipment utilize enclosed cabs to protect equipment operators from dust exposure. Normally when the equipment is new, the cabs are fairly airtight. These tightly sealed cabs, combined with good filtration systems, generally provide the operator with good dust protection. However, most mining equipment is older, and as aging occurs, many components of the enclosure deteriorate. The structural integrity of the cab diminishes and the effectiveness of the air filtration system fails. NIOSH has been successfully researching costs-effective methods to improve both filtration effectiveness and cab integrity of these older cabs in order to provide a healthier work environment for equipment operators. Dust sampling records indicate that drill operators and helpers have the highest dust exposure of all workers at surface mining operations. Since much of the overburden contains a high percentage of silica, the health hazard associated with this dust can be even more serious. NIOSH research is addressing techniques to lower respirable dust levels at surface drilling operations. INTRODUCTION NIOSH's mission is to assure a safe and healthy work environment for the working men and women of this nation. Modem occupational health practice can be described as the fitting of work to the individual and each individual to his job; perhaps a non-traditional way to view occupational health. This two-component description is achieved through the development of programs to implement and monitor specific job procedures, from the monitoring of unwanted exposures to contaminants to the auditing of mine sites. This paper is about such programs. Some attempt must be made to evaluate the effectiveness of the program and several performance indicators which are intended to measure the effectiveness of such a program are offered.

The mine and concentrator of Cyprus Anvil Mining Corporation are situated in south-central Yukon, some 120 miles north of Whitehorse. The large lead-zinc concentrator employs conventional crushing and grinding , followed by differential flotation, to produce selective lead and zinc concentrates, as well as a mixed lead-zinc (bulk) concentrate. Since the commencement of operations in 1969, the concentrator has undergone expansions and modifications which have increased the capacity to 10,000 tons per day, and afforded some metallurgical improvements.

La Caridad operated at only 65% of design capacity during the first five years of operation. After the first major shutdown and repairs to the furnace in mid- 1992, the smelter quickly reached 95% of design capacity. Converter operation is now more efficient; blowing times have decreased from about 1.7 to 1.2 min/ton of matte. Anode copper production is now 15000 tons/month. The increased efficiency provided by better coordination and scheduling ensures La Caridad's ability to operate at present and expanded production capacity while simultaneously meeting environmental control standards.

Kosaka Smelter is a copper smelter located at the nothern part of Japan? and has been treating. complex sulfide concentrates using flash smelting technology for a long time. The flash smelting technology has an advantage in the point of controllability of matte grade and heat balance in the reaction shaft. But the disadvantage of this process, is that the dust generation ratio is high compared with other smelting process such as injection smelting technology. This reason why is that the flash smelting process is the oxidation process for the fine sulfide concentrates applying flash reaction in the oxygen enriched stream In addition of this disadvantage, the sulfide concentrates contains much volatile impurities is resulted the dust; eneration ratio more. This paper outlines the recent improvement of the flash reaction in the furnace and the behavior of impurities in Kosaka Smelter.

The Amarillo Copper Refinery, the newest and most modern copper refinery in the world, has been in operation for the last eleven years and has a rated capacity of 460,000 st/yr. The tankhouse - a structure that covers 500,000 ft2 under one roof - extends one-half mile in length and is a model of materials-handling efficiency. The use of recently developed and patented* reagent control technology, termed "Reatrol Process", has increased current efficiencies to an average of 98% and has considerably improved the physical and chemical quality of the cathode deposit. The present paper describes the current operations at the Amarillo Copper Plant with special emphasis on tankhouse operation.

SMM operates an original slime treatment process for recovering precious metals and other metals (Te,Se,Sb,Bi)from the copper and the lead anode tankhouse slimes. In recent years, the amount of slimes has increased and the pyrometallurgical processing units capacity became the bottleneck of the entire plants. For the expansion of the plant, new pyrometallurgical facilities, incorporating a BBOC, was commissioned in 1992 and has now been successfully operated. In addition, unit operations were optimized to increase recovery and reduce operating cost .. The results of modifications made in the plant are discussed in this paper.

I. INTRODUCTION During the past few years, the state of the art of disposal of solid and liquid waste products from uranium mining and milling operations has experienced some rather interesting and significant changes. Some of these changes have resulted from technological advances in the milling operations and in the engineering aspects of the actual design and construction of the disposal facilities. However, the most significant changes, at least those which have had the greatest impact on the comparative cost and economics of modern disposal systems, have been environmental requirements and regulatory controls, which have become increasingly stringent in recent years. Without delving into the details of the myriad of new laws and regulations which now control the uranium industry, it can be stated with reasonable confidence that one of the principal purposes of more rigid state and federal controls over this industry is the basic desire to promote safer, more reliable and longer term means of effectively controlling and disposing of the potentially objectionable waste products resulting from uranium mining and milling operations. It is difficult to take issue with these basic goals because their need was spawned by past lack of awareness and inattention on the parts of both government and industry to the long term environmental problems and potentially hazardous conditions which can be created by limited planning and ill-conceived or poorly controlled and executed disposal practices. On the other hand, despite the good intentions of those who developed and those who are administering the regulatory controls now in effect, the basic danger exists that overgeneralization of the approach to disposal problems and overrestriction of the potentially acceptable solutions for uranium mine and mill waste disposal could have a significant, adverse economic impact on the mining industry and the ultimate consumers of their products. The regulatory pendulum, which perhaps swung too far toward lack of controls over uranium mill waste disposal in the 1940's, could now well be headed too far in the opposite direction, that is toward over-regulation in the form of restrictions based on technically unrealistic or weakly supportable

There are significant global environmental and supply issues with existing energy paths today . Global emission and fuel regulations, global fuel and power structure, energy security, and cost are driving new technology and non-conventional approaches . Fuel cells will play a significant role in the strategy to effect positive global change, increase fuel efficiency and decrease dependency on traditional fossil fuels. Fuel cells do not require recharging, just refuelling and a wide range of fuels are possible with hydrogen being the most desirable. Technical progress as well as investments in fuel cells for transportation, stationary, portable, and micro fuel cell applications have been dramatic in recent years. The present view is very optimistic for fuel cell power generation and the status is presently at the field trial level, or early commercialization stage, moving into volume commercialization. A number of demonstration programs are in progress worldwide such as the California Fuel Cell Partnership which involves original equipment manufacturers (OEMs), fuel providers, transit authorities, state and government bodies. Fuel cells and a hydrogen infrastructure are key to a long-term solution to global energy issues. Fuel cells will need to be competitive on an economic basis with the established and highly developed internal combustion engine and other forms of power generation There has been significant technical progress in a number of fuel cell areas including power density, transient / dynamic response, multiple fuels, cost potential, reliability and durability. However, significant technology gaps still remain today. This presentation will focus on the status and progress of the fuel cell today, current fuel cell research and development, the challenges going forward, and the future view of the fuel cell and it's impact on global energy issues.

The current piling practices in the U. S. have, to a great degree, been influenced by our founding fathers. When our constitution was written by the delegates from the original thirteen colonies, it was a document of compromise. Generally, the individual states retained their sovereign power over those duties that they had historically performed. The concept of States Rights has been tested throughout our history and has been preserved as of today. An example of the extent of this protection is occurring in the State of Ohio where I currently live. Each of the 50 states receives funds for highway construction from the federal government, approximately in proportion to its population. Congress, when it allocates the funds, quite often attaches amendments to the funding bill to exercise their authority. The major amendment prior to the most recent increase in the speed limit to 65 mph from 55 mph was to increase the legal drinking age to 21 from 18 years old. Embodied within the bill was the provision that the Federal government deduct a percentage from the allocation of any state that did not revise its legal drinking age law from 18 to 21. In the State of Ohio, this change in the law was put to a vote of the people and it was defeated. The federal government now is deducting funds

The Republic of South Africa ranks among the world leaders in both reserves and production of numerous land-based mineral commodities. Over the last three decades, however, South Africa has also identified several commodities that may exist in commercial quantities in the marine environment. The major targets include 1) placer diamonds; 2) titanium- and zirconium-rich beach sands; 3) sedimentary and concretionary phosphorite and glauconite deposits; 4) manganese nodules; and 5) hydrocarbons. South Africa ranks second in world reserves of diamonds and has potentially enormous sea resources. Diamonds are currently recovered on the Atlantic side from ancient beach gravels in the Northwest Cape Province and from the seabed south of the Orange River to Lamberts Bay. Approximately 100,000 carats (or just 1% of South Africa's total annual production) are produced each year from offshore operations. DeBeers is investing approximately $5 million per year on sea prospecting activities and currently operates three vessels in offshore recovery operations. Diamonds recovered at sea will remain a small percentage of total production because of huge land-based reserves that are mined at a fraction of the cost of seabed operations.

OUTSTANDING among the year's events in copper has been the reimposition of an import duty of 4r. per pound in this country which became effective June 21. In consequence of this action by Congress, the Ottawa Empire conference recommended a duty of 2d. per pound equivalent at normal rate of exchange to our 4c. duty, on all copper originating outside of the Empire. Lip to the middle of this year only Russia and Japan had a closed market; the import duty on copper in Russia is 30 per cent ad valoremm and in Japan about 2c. Russia's consumption has always been in excess of production and she has imported from 2(1,000 to 40,000 ton, of copper per annum. Japan, with a production of 6,000 to 7,000 tons per month, has absorbed, in normal times, its production, but during recent: sears has exported varyiug quantities in 1929. 2,200 ton-: in 1930, 2,700 tons, and in 1931. 3,600 ton-. Aside from the-e two countries, the international market has heretofore been free. It and when the British Empire duty become, effective the world's markets will be divided into four unit: 1. Russia and Japan, 2. United States. 3. British Empire. 4. Rest of the world. The world's production at present is rennin it the rate of 930.000 tons per annum. This year's production will be over 1,000,000 tons because the several curtailment did not become effective until the second quarter. consumption will be slightly in excess. Engineering rock mass classifications have received prominent attention as design aids in rock tunneling. Support selection in civil engineering tunnels and chambers is often based on such classifications. In the field of mining, rock mass classifications have not been utilized to the same extent but some applications have been made. This paper considers the current rock mass classification schemes from the point of view of their potential in mining. Case histories are described featuring their use in assessing the cavability of ore as well as entry stability and support. Current possibilities for rock mass classifications as design aids in mining are outlined.

The C.S.A. concentrator of Cobar Mines Proprietary Limited was expanded in 1974 to treat 80 000 tonnes of copper-lead-zinc ore per four week period. Jaw crusher product is fed to two par- allel primary autogenous mills followed by a secondary ball mill. Each mill operates in closed circuit with cyclones. Improved control of grinding rate and product sizing has been obtained from this circuit compared with the system of two parallel single stage autogenous mills. The utilization of computer based monitoring systems for fire detection in underground coal mines has grown significantly in the past seven years. In 1984, an annual MSHA survey identified a total of 38 systems being used in U.S. underground coal mines, while a 1990 survey indicated the number has risen to 112. The applications for mine monitoring have also changed according to the annual surveys. From April 24 to June 21, 1990, investigations were conducted by personnel of the Ventilation Division, Pittsburgh Health Technology Center, in cooperation with Coal Mine Safety and Health, concerning the installation and operation of Atmospheric Monitoring Systems in underground coal mines. These investigations were conducted to gather information concerning the ability of the AMS to detect fires and heatings, false and nuisance alarm frequencies, information related to system maintenance, and information related to employee training on system operations. This paper addresses current applications of the systems, fire and heating identification rates, application of systems in dieselized coal mines, system maintenance, and employee training requirements. While deficiencies were identified in some applications, results of the studies and survey indicate the use of atmospheric monitoring systems can be effective in identifying mine fires and heatings.
