There is strong evidence that many major oil and gas (O&G) projects are plagued by large cost and schedule overruns, or significant underperformance in productivity. Similar evidence exists for large mining projects. This paper claims that uncertainty is the underlying reason why projects fail to deliver the metrics used to justify their investment, or to deliver the economic value possible if alternative decisions had been made.Most technical and economic analyses are performed to reduce uncertainty to help make decisions. Decision-making is about ranking alternatives and choosing the best; rarely are precise predictions required, if this is even possible. Better uncertainty assessment is one of the keys to better decisions, thus better business outcomes. To get better decisions it is suggested that the focus or reward/penalty incentives be shifted away from the quality of outcomes to the quality of decisions. High-quality decisions are those that are generated from the skilled use of the tools, methodologies and processes from the discipline of decision analysis.Uncertainty is quantified by probability, which is a degree of belief in the truth/falsity of some proposition about a quantity relevant to a decision, such as volume of in-place resource, future price or action of a competitor. The probability a person ascribes to a proposition depends upon their information set; hence probability is subjective – it is not an inherent attribute of the quantity of interest or the physical system.The above simple observations have profound implications for modelling approaches, how they deal with uncertainty, the use of data to help assess uncertainty and the reliability of information provided by subject-matter experts. The limited circumstances under which frequency data (from spatial or temporal variables) can be used to assign probabilities is also reviewed.People, in general, are subject to a range of biases and cognitive errors. Research with O&G subject-matter experts shows that their expertise offers little or no protection from making errors in probability assessments and other judgements.CITATION:Begg, S H, 2016. The mining industry is experiencing change in the governance of tailings facilities (TFs). Guidance and regulations across many jurisdictions contribute to this amorphous change. The Canadian Dam Association, Mining Association of Canada, Australian National Committee on Large Dams, and the Global Industry Standard on Tailings Management, produced by the International Council on Mining and Metals, are establishing guidelines for more rigorous industry governance. Evolving guidance regarding TFs is developing concurrently with a shortage of experienced tailings engineers, which adversely affects the resource base available to support new governance. This paper presents an updated semi-quantitative estimate of the impending resource shortage of qualified tailings professionals. Updates are provided herein for the estimated number of TFs worldwide, which included available data on active and inactive TFs, as well as the estimated labor resources required to service these facilities. The tailings labor shortage is discussed in the context of academic and professional training currently available to increase the quantity of trained personnel. This paper represents a discrete moment in time as contributions to the available information and inventories accessed continue to improve, but as of today are incomplete. However, the data and information included provide insight into the resource deficiencies currently within our profession, training and education opportunities to address those resource deficiencies, and a snapshot of a recent professional training course offered on mine tailings.

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. This paper will describe the excavation of a 5.4 percent decline at the Montanore Project for Noranda Minerals Corporation. The 5.3 m by 4.9 m tunnel was driven to provide access for the exploration of a major copper-silver deposit. Soft ground and conventional drill-blast mining were used on the 4,270 m tunnel. Ground support consisted of steel sets and concrete in the soft ground and pattern rockbolts providing the majority of the rock support. A special feature of the project was the use of conveyor haulage in conjunction with the drill-blast excavation.

Ballarat Goldfields NL is developing an exploration decline at Ballarat East using a Mitsui Miike S-125 roadheader. To-date, 530 in of advance has been achieved at an average rate of 16.1 m/week. Roadheader availability has averaged 94.3 per cent, and pick consumption has averaged 0.016 per m. Ground support has involved pattern rockbolting with split sets, 100 mm thick fibre reinforced shotcrete, and steel sets as required. The slower than expected advance rate has mainly been due to difficult ground conditions. It is expected that a further 970 in of decline will be mechanically excavated before a drill and blast system becomes more economical.

Declining from surface provides access, haulageway, ventilation and provision for ser- vices for stoping and development. Three boom jumbos and 3.8 m3 capacity diesel loaders are used in decline development, the majority of which is driven at a gradient of 1 in 9. Primary ventilation is drawn from the mine through raisebored airways and high pressure contra rotating fans provide secondary ventil- ation. To meet schedules a special decline crew was formed on similar lines to a mining con- tractor. The basis of payment for the mining party was changed and the net effect was to accelerate development. Ground conditions demand constant support and this is achieved with chemical anchor rock bolts, multistrand grouted bolts and shotcrete. Major local shear zones are encountered and when they are to be driven through, a combina- tion of the above methods, involving a spiling technique, is used.

The annual growth in lead consumption in the Western world has declined sharply in the past ten years, as lead has suffered a wave of substitution by other materials, and has also been the object of concern about its toxicity in daily applications. Like most metal industries, the lead industry has tended to be more production-oriented than market-oriented than is the case with some of its competitors. However, in recent times this pessimism and preoccupation with weathering the threats from environmental legislation, substitution and low prices appears to have been replaced with a new optimism in some sectors of the industry. This is indicated by renewed promotional activities and efforts to find more applications and market opportunities.

Mineral resource classification is described in both the SME and CIM Standards for Mineral Resource Reporting. The CIM Standard states “… sampling … is sufficient to assume geological and grade or quality continuity between points of observation”, thus is a function of continuity and sample spacing. Continuity can be measured by use of a variogram model, but average sample spacing in three dimensions is more difficult to measure. The declustering algorithms provided with Geostatistics software, are commonly used to weight data for statistical analysis due to the sometimes-irregular spacing between drill holes during exploration. The weights are lower when data is closer, reflecting shared influence between samples, and higher for isolated samples reflecting independence. This paper will discuss the potential to use estimates of the declustering weight as an inverse relative measure for average sample spacing to gauge the confidence of the estimate independent of the single nearest sample. PROBLEM The classification of mineral resources and reserves has long been a combination of science, past experience of the estimator, judgment, and feeling. All of the definitions as presented in the standards of the various countries that participate in CRIRSCO are similar and deal with “sample points sufficiently closely spaced to support confidence in the continuity of …” This has been interpreted as the distance between the block estimated and the nearest sample (or samples). Geostatistics gave us the calculation of the estimation variance of the block, an implicit part of the calculation of weights in Kriging, to account for the confidence in the estimate. More recently, “Kriging Efficiency” has been used, however it is still dependent on the estimation error and responds in a similar fashion to the distance to the closest sample. It is also sensitive to the variogram nugget. Many of these methods result in very low distance/high confidence measures for blocks adjacent to a sample point with confidence decreasing (sometimes rapidly) as the distance to one nearest sample increases. This results in the “spotted dog” phenomenon where individual samples are surrounded by a higher classification near each sample decaying into pattern of decreasing confidence halos. In addition to the visual image of the spots, this raises the more practical problem of mine design when the classification changes between measured, indicated and inferred. This has led to ad hoc methods to classify material within the mining block so all of the stope receives that classification. These manual methods re both labor intensive and subjective. A popular technique is a multiple search method, where the estimator defines a minimum of number of samples from a minimum number of holes within a nested set of search distance that are used to classify estimates. These specified set of increasing distances are usually proportional to the variogram range. While this is generally a good technique and overcomes the spottiness of the closest sample or kriging error, it has certain issues including:

The nature of the gold-bearing fluid and the source of gold in sedimentary-hosted gold deposits of Carlin, orogenic or epithermal types is still matter of debate. Most authors point to magmatic/ metamorphic origin for the fluids, however, the properties of such fluids and their interactions with organic carbon – a common component in this type of deposits – are not sufficiently well known. Here we present a large set of novel geochemical, mineralogical and fluid-inclusion data obtained from the Algamarca Au-Ag-Cu epithermal veins, corresponding to lateral manifestation of the neighbouring sedimentary-hosted epithermal-gold deposit at Shahuindo.

The AK6 kimberlite is situated 25 km south of the Debswana Orapa Mine in Botswana and was discovered by De Beers geologists in 1969 during the follow-up of geophysical targets in the Orapa area. The kimberlite was not extensively pursued at the time as the initial bulk sampling indicated it to be of limited size and low grade, factors largely contributed to by the basalt breccia capping. Completion of high resolution integrated geophysical techniques and drill bulk sampling to depth recovered 97 tons of kimberlite during 2003 and 2004, which led to the increased size and grade estimates. Bulk sampling by Large Diameter Drilling (LDD, 23 inch diameter) commenced in 2005; 13 holes were drilled to a cumulative depth of 3,699 m and 689 carats of diamonds were recovered. In July 2006 the De Beers Mineral Resource Classification Committee classified these Phase I LOO results at a High Inferred level with an average grade of 24 carats per hundred tonnes (cpht) at a bottom cut-off of +1 mm, and a modeled average diamond value of 150 dollars per carat. A second phase of LDO drilling was initiated in 2006, and bulk sampling by trenching commenced in 2007 in order to deliver a resource estimate at indicated level. An Indicated Resource of 11.1 million carats at an average grade of 22 cpht was declared for the deposit mining lease application lodged in 2007.

The Beaverlodge uranium mining and milling facilities operated from 1952 to 1981 with about 94% of the ore extracted from the main underground mine and 6% from smaller satellite deposits. Decommissioning work occurred from 1982 to 1985 involving periods of shutdown, salvage and reclamation. Transition phase monitoring, leading to eventual delicencing commenced in July 1985. Over the last 15 years, discharge from the tailings management facility (TMF) and a fresh water stream, impacted during the operational phase by tailings spills, has improved in water quality for most parameters of concern. Loadings to the environment of three key contaminants (radium-226, total dissolved solids, and uranium) have consistently been less than during the operational phase with radium-226 having the greatest variability. Outstanding environmental issues associated with the recovering drainage system formerly used for tailings disposal, are being addressed in an enhanced environmental monitoring program to commence in 2000. Changes in water chemistry and the natural re-introduction of aquatic organisms are issues of concern. In the meantime, application for release from selected satellite areas commenced in 1999. This paper reviews the issues which have arisen during the transition phase, outlines how they have and are being addressed, and provides a comparison of original and current predictions of the recovery process under way at the former Beaverlodge mine site.

"Difficulties arise in implementing environmental technologies in the mining sector because important fundamental processes, which lead to the environmental degradation, are ignored. Weathering rates, the role of bacteria in the process and the incomplete application of the matching principle of accounting at the time the mining disturbance take place. Mining is a multi-stakeholder activity and the environmental problems have multivariate dimensions also effecting process.The limiting factors in the contaminant generation process are the transport of oxygen by advection, convection or diffusion in air or water and the associated microbial activity. Weathering products are transported from the mineral surface by atmospheric precipitation to surface and groundwater. This contamination takes place at different rates, requiring a long time to evaluate technological choices.Restoration efforts have to focus on slow reaction rates in the contaminant generating processes. Technology, which does not address the reaction rates and is selected based on inappropriate time scales, will not provide long-term solutions. Natural approaches to reduce acid generation, based on Ecological Engineering principles have required decades of research and field testing, but now show promise in addressing the cause of AMD and ameliorating its effects."

"The Brenda mine is located in south central British Columbia, 22 km north west of Peachland, in the heart of the Okanagan Valley. Situated at an elevation of 1500 metres, the mine area straddles the divide between the headwaters of Trepanier Creek and Peachland Creek. These flow into Okanagan Lake, the chief valley water resource located 1100 metres below. The creeks are of great significance to the water management of the area as they constitute the water supply for the Municipality of Peachland, a thriving retirement community with a population of 5000. A location map is shown in Figure 1.The history of the Brenda Mine operation has been well documented previously. After twenty years of operation, the open pit mine shut down in June 1990 due to the depletion of its ore reserves. During the course of its life, it produced 109 million tonnes of waste rock which is thought to contain approximately 0.10% copper as chalcopyrite and 0.015% molybdenum as molybdenite stored in four rock piles around the pit. Similarly, approximately 200 million tonnes of tailings were produced grading 0.015% copper and 0.005% molybdenum. During operation, tailings were hydrocycloned to produce a coarse sand for dam building with the fine slime stored behind the dam. It is estimated that 40% of the tailings were used for the dam construction. The layout of the mine site is shown in Figure 2.The mine was operated under a zero discharge permit. This was achieved by diverting practically all surface water flowing towards the mine area around the site. Water affected by mine operations, was discharged to the tailings impoundment, and recycled to the mill for reuse. The recycle rate was 90% and seepage from the tailings embankment and saddle dam was pumped back to the tailings pond. Because acid drainage was not a problem with the low grade Brenda rock, runoff from the rockpiles was initially released to the local environment. However, due to the alkaline nature of the waste rock, dissolution of low concentrations of molybdenum in the site runoff waters became evident by the late 1970's. The molybdenum content of Peachland Lake, the water reservoir for the municipality of Peachland, approached the Canadian Drinking Water Standard of 0.25 ppm. By 1979, a series of diversion and collection ditches was completed to direct all runoff water from the rockpiles to the tailings impoundment area. This had a significant detrimental effect on the site water balance causing it to go into a considerable surplus condition. During normal operation, this oversupply was contained by the rate of tailings dam building. An economic shutdown of the mine during 1984 forced a limited discharge from the site to protect the integrity of the tailings dam."

"Ecological Engineering, a biotechnological approach to the decommissioning of base metal mining wastes, is being tested on two pits (Gloryholes) in Newfoundland, Canada. Pit #2 has an average pH of 3.5 and flows into Pit #1 where, through additional ground water contribution, the pH is circumneutral, ranging between 5.5 to 7.The AMD in Pit #2 originates from underground workings and exposed massive sulphide on the pit walls. The overflow from Pit #1 averages about 10 L/s with less than 0.2 mg/L of Cu and 40 mg/L of Zn.Ecological Engineering utilizes organic substrate as a source of carbon and nutrients for microbial populations which can generate alkalinity and reduce metals. In 1989, limnocorrals (enclosures of 4 m diameter and approx 3 m depth) were placed in both pits to test the most suitable organic amendment (peat and sawdust). Microbial alkalinitygeneration was evident 95 days after placement of the amendment on July 4, 1989. The pH had increased after 120 days from 3.5 to 4.5 and by day 480 the pH was 7 in limnocorrals in Pit #2. Zinc concentrations in the limnocorrals in Pit #2, dropped from an average of 35 mg/L to about 2 mg/L or less, by day 480.A scaled-up experiment has been under way since August 25, 1990, where 390 m3 are treated in pit #2 and 750 m3 in Pit #1. One hundred eighty days after placement of the amendment, zinc was reduced in the acid Pit #2 from 40 mg/L to 15 mg/L. Research is underway to determine those factors which limit microbial activity."

Xanthates are anionic collectors normally used in flotation devices to modify the hydrophobic surface of sulphide minerals. Xanthates are heteropolar compounds and in aqueous media they dissociate into ionic xanthate and alkali-metal ions; nevertheless their behaviour is not well understood yet. This work characterises the six reactions describing the decomposition of the ionic xanthate in aqueous media by analysing the set of spectra from a UV- Spectrophotometer. Results show the effect of pH on the stability of certain compounds which can be useful to explain the relationships among xanthates and the hidrophobicity of some surfaces (or ions dissolved).

"Bismuth is an impurity in copper minerals where it occurs mainly as the mineral bismuthinite (Bi2S3). In smelting of copper minerals, most of the bismuth reports to the white metal, as a result, a substantial amount of bismuth accompanies the copper to the electrorefined cathodes. Thus understanding the behavior of Bi2S3 at high temperatures is crucial to eliminate bismuth before electrorefining. In this paper, some experimental data on the decomposition/volatilization of bismuthinite in nitrogen- oxygen atmospheres is discussed. The results indicated that in nitrogen atmosphere, bismuth volatilization occurs through a fast decomposition of bismuthinite to metallic bismuth and sulfur with subsequent volatilization of bismuth in the range 850-1100 °C. Similarly, in the presence of oxygen, bismuthinite decomposes to bismuth too, followed by oxidation to the non-volatile bismuth trioxide at temperatures higher than 750 °C. Both, temperature and partial pressure of oxygen affect significantly the bismuth volatilization and the oxidation rates.IntroductionCopper sulfide minerals are the major source for the production of metallic copper by pyrometallurgical processes, which are the dominant processes in the production of copper by selectively oxidizing the sulfide sulfur to SO2 and the accompanying iron in the concentrates to iron oxide, which can be conveniently removed as a stable slag.Generally, copper concentrates contain some deleterious minor elements such as arsenic, antimony, bismuth and lead, which are present as sulfides. These elements depending on their concentration may originate problems in the copper smelting processes and they can ultimately lead to a final copper product with unacceptable high levels of impurities.During the treatment of these copper concentrates by smelting, the impurities generally distribute themselves in the condensed and gas phases and they are eliminated mainly through the gas phase [1-3]. Thus, smelter off gases contains substantial amounts of volatilized impurity elements. For example, in the case of bismuth, the estimated distribution of bismuth in flash furnace smelting [2] was 15 % in the matte, 5 % in the slag and 80 % in the gas phase, and recently, for Outokumpu flash smelting Davenport [3] reported the distribution of bismuth as 30-75% in matte, 5-30% in slag and 15 -65 % in the off gas."

Sulphate decomposition was studied in the conditions of a typical copper flash smelting heat recovery boiler. The aim was to determine the kinetics of the copper sulphate decomposition reactions and to find out if they are likely to take place in the process conditions prevailing in an industrial HRB. The information is essential in CFD-modelling of the reactions taking place in the boiler and for optimising the process. Thermal decomposition of sulphates was studied by thermogravimetry. The experiments were conducted with a commercial copper sulphate, a partially sulphated copper oxide and an actual process flue dust. The main variables studied were temperature and gas composition of a N2-O2-SO2-mixture. The samples were characterized with SEM, optical microscope and XRD. Temperature affected the decomposition rate strongly but the gas composition had a minor effect on the kinetics. In this work the thermodynamics of the metallic sulphate decomposition reactions were studied through thermodynamical calculations and thermogravimetric methods. The decomposition temperatures and mechanisms were determined for cupric sulphate, ferric sulphate and also for industrial flue dust from a copper flash smelting process. The aim was to determine the thermodynamic conditions for sulphate decomposition and to estimate whether the reactions are kinetically likely to take place in the flash smelting process heat recovery equipment. The information is essential in CFD-modelling of the reactions taking place in the boiler and for optimising the process.
