Arrangements have been completed in New York whereby the re- sources of The Engineering Foundation, under the auspices of the four principal national engineering societies, are placed at the disposal of the National Research Council, which was appointed by the National Academy of Sciences* at the request of President Wilson. The object of the Council is to coordinate the scientific research work of the country in order to secure efficiency in the solution of the problems of war and peace. The Council was without funds until The Engineering Foundation, established to further scientific and engineering research, offered to place its resources at the Council's disposal, including the services of its secretary, Dr. Cary T. Hutchinson, to act as-secretary of the Council. The offer was accepted and plans for immediate activities have been placed in the hands of an executive committee. In indicating how thoroughly, every branch bf science and engineering is represented, Dr. George E. Hale, Director of the Mt. Wilson Solar Observatory, and Chairman of the Council, when he was in New York attending to the details of the arrangement, called attention to the personnel of the body, saying that it is the purpose to enlist the cooperation, in the solution of our industrial and military problems of a scientific character, of every possible established agency. Medicine, for example, is represented on the Council by Dr. William H. Welch, President of the National Academy of Sciences, Brigadier General William C. Gorgas, , Surgeon Crenera.1 of the United States Army, Dr. Simon Flexner, Director of the Rockefeller Medical Institute, and Dr. Victor C. Vaughan, Past President of the American Medical Society; biological science by Dr. Edwin G. Conklin, Professor of Zoology, Princeton University; chemistry by Dr. A. A. Noyes of Massachusetts Institute of Technology and Dr. L. H. Baekeland; physics by Dr. A. A. Michelson of the University of Chicago; and electricity by Professor M. I. Pupin, of Columbia University.

Outcomes from a workshop organized through the SAIMM revealed that the minerals and metals industry must develop its ?Engineering Team? if it is to continue to meet the challenges of globalization. The very economy of the country is largely dependent on a competitive and stable engineering team within the minerals and metals sector. With the Chamber of Mines (COM) passing on its education and training initiatives to the industry, the professional bodies like SAIMM must (despite meagre resources) continue the good work done through the COM in the past. The workshop highlighted recruitment and selection, further/higher education, socialization and initial training, deployment and retention and continuing education as priority areas. These are further detailed in this report. Office Bearers have considered the outcomes and the areas where the Institute should or should not be involved have been stated.

IN an engineering fashion we have made an assay of the engineering profession, using as a. sample the engineers listed in "Who's Who in America" (1928-1929). We are aware that some will say it is an unfair sample; that it came from the best mine. This is readily admitted, with this qualification: that all engineers and architects by virtue of their training and experience have been freed of most of the dross to which mankind is heir. They are -a selected group to begin with, having all the potentialities those in the sample possess. We are also aware that some will say a part of those included in the sample are not engineers. Our answer to that criticism is this: An engineer is no less an engineer because for the time being he is president of a bank, a university, an opera company, or a hotel company. Moreover, he is no less an engineer because he is a governor of a commonwealth, a United States senator, a member of the Cabinet, or the President of the United States.

Yet during recent decades the nature of our industrial progress and development has undergone a change of great significance. The earlier days were a period of tremendous expansion. Population was increasing by leaps and bounds. Vast areas of new land were being .2 opened to settlement. And almost boundless new sources of timber, coal, oil, ores, and power were being opened to ever-expanding markets. Today, however, that picture has al- most completely changed. Today, with population increase tapered way off and the opportunity for free expansion into western frontiers gone, the great industrial development of our country continues on a vastly different front. Those in charge of the Second Pan-American Financial Conference say that the engineering profession will be well represented at the Janu-ary conference in Washington. Latin American engineers are more closely connected with important industrial projects and have a greater command in matters pertaining to the developments on which they are working than is the case in the United States. Our own engineering profession may. therefore do well to study the Latin-American plan of cooperation between capital and the engineers.

As a result of Engineering Council's request to the Director of the Census, the National Service Committee has been successful in effecting a reclassification of engineers so that all technical men will be listed as such and they will be separate and distinct from the non-technical engi-neers. Thus, the next census will bring an enumeration of all technical engineers together as one unit under the main headings of civil, mech-anical, electrical and raining; architects also will be enumerated separately. This will enable the engineering profession, the Government or any other interested organization to know exactly how many technical men there are in the United States and in each state. The enumeration will also include non-technical engineers, except that there will be no such heading and in order to get the totals of non-technical men all of the various grades of this classification would have to be sorted out and added.

The objective of the mission was basically to study the utilization of engineers and engineering technicians and their interrelationship in the Soviet Union. Beginning with their graduation from the engineering institutes and technicums, we hoped to learn how the graduates started out in industry, what their training on the job was, what sort of work they did, and how they worked themselves up within their profession. However, it turned out that, as our host was the Ministry of Higher and Secondary Education, most of our visits were to educational establishments. Our itinerary covered Moscow, Leningrad, Kharkov, Rostov, Baku, and Tashkent, with a side trip to Samarkand. In all, we visited 13 technical institutes, three technicums, and five industrial plants or enterprises, as they are called there. Our trip was one of only four weeks. Our observations were limited by the few cities and enterprises we were permitted to visit. Nevertheless, we did come back with some definite impressions and conclusions which we feel should be of interest to engineers, educators, and those concerned with the relative economic and technical power of the USSR and the U.S.

WE HAVE come a long way since the time of the old steel master who declared that chemistry would ultimately bring the steel business to ruin. Yet I sometimes doubt whether even now we fully recognize the great debt we owe to the institutions that today are initiating young men into the fascinating mysteries of science and training them in the art of engineering. I am not sure that we recognize the importance of the contribution that the schools of applied science and the technical colleges are making to our industrial economy. That contribution is neither narrow nor restricted. It covers the whole range of industry. Dr. Compton, himself, has shown in his survey of leading American corporations that the engineer is twelve times more likely than the nonengineer to become president, five times more likely to become treasurer, and thirty times more likely to become an officer. So the hand of the engineer not only is all-powerful in the laboratory and in the drafting room but his control is increasing in all departments of management.

FOR many years, you and your fellow members of the American Institute of Mining and Metallurgical Engineers have devotedly and ably applied yourselves to the art of making iron and steel. having foremost in your minds the conservation of raw materials, suitable and efficient facilities, economical processes, and improved quality of product. For the past three strenuous years you have contributed wholeheartedly to meeting the problems of increased production. You have conducted scientific and technical investigations and research, recommended experiments. and gathered all the available and valuable information possible to gain the desired objectives. You have had many obstacles and difficulties to overcome. In the early days of your organization, there was some lack of co-operation from the industry itself-perhaps, for example, some failure to recognize the mutual advantages of free exchange of experiences and information. But regardless of any hindrances, you have made many and valuable contribution which have tended to make iron and steel manufacture leas of an art and more of a science.

EVERY forward-looking mining company realizes the need for employing graduate mining engineers so that there will be a supply of qualified men from which to draw for company officers, executives, and mine managers. The mining industry is competing today with numerous other fields of engineering for its supply of technical men, many of which are more attractive than mining because of better pay, living conditions, and well- regulated company training programs. The Ontario Mining Association and the mining companies of Ontario are conducting a postgraduate training plan which if adopted in the United States, might well encourage top quality men to study mining.

IT SHOULD be clearly understood that my remarks on economic conditions in Russia are entirely personal, and not official as an officer of the Ameri-can Relief Administration. The American Relief Administration is concerned exclusively in relief operations. The American Relief Administration has played a large part in the conditions as they exist in Russia today and it does not seem to be out of order to give you the high lights of the work accomplished. SIXTY MILLION DOLLARS FOR RUSSIAN RELIEF The Riga Agreement, by which we were enabled to carry on our operations, was signed in Riga on Aug. 20 of last year. On Sept. 8, we opened our first relief station in Petrograd. On Sept. 18, our first food was handed out in Samara on the Volga River, in the center of the so-called famine district. Altogether over 775,000 tons of food have been sent from the Atlantic Coast into Russia and we have moved this entire quantity of food over a dilapidated and wornout system of railways; and we estimate that our loss will be less than one-half of one per cent. in shortages and thefts. We have had available for this Russian work approximately $60,000,000. The bulk of this money was derived from a Congressional grant of $20,000,000 for food stuffs, a further Congressional grant of Army medical surplus supplies of $4,000,000, a grant by the Soviet Government of $11,400,000. This Soviet grant is a rather interesting phase of our operations. In all of Mr. Hoover's relief work abroad he has demanded of the country receiving relief that the people them-selves do something concrete for their own good before he would undertake to collect large sums of money in America. Secondly, before he was willing to go before Congress and ask for funds from our government he desired that the Soviet Government show their good will.

NEARLY two hundred 'engineers attended the dinner given at the Hotel Pennsylvania on Monday-evening, Oct. 10, to the delegation from the American l3nginiering Societies to Great Britain and France when the John Fritz Medal was presented to Sir Robert Hadfield and to Eugene Schneider. Representatives of the British and French Governments ' and of foreign engineering societies gave to the event an international aspect unique in gatherings of engineers. Messages from men distinguished in science, statesmanship and diplomacy were read. Medals struck by the French Government were presented to the general chairman of the deputation, to the chairman of each' individual delegation and to the president's of the four Founder Societies. The meeting was regarded by engineers as formally ushering in a definite movement for world unity in the engineering profession. J. Vipond Davies, president of the United Engineering Society, acted as toastmaster. The speakers ,were Ambrose Swasey, Charles F. Rand, F. B. Jewett, A. S. Dwight, John R. Freeman, all members of the deputa- tion; and M. Gaston Liebert, French Consul General; Captain G. H. Armstrong, British Counsel General; G. G. Clapperton, representing the British Institution bf Electrical Engineers, and Prof. Jacques Cavalier, spokesman for the French universities. Among the engineers from other cities was Governor. James Hartness of Vermont.

The Army Reorganization Act, which became effective July 1, 1916, contains a provision authorizing the organization of an Officers' Reserve, in which will be included a Corps of Reserve Engineers. There will also be an Enlisted Reserve of skilled workmen in technical lines. The special provisions of the bill relating to the Engineer Officers' Reserve were formulated with the help of the Joint Committee of the several national engineering societies, which has been at work on the matter for over a year with the War Department and Committees of Congress. AMONG the recent mining and metallurgical developments in England great interest has been shown in the development of an iron-ore field covering 26,0.00 acres in Northamptonshire, containing 500,¬000,000 long tons of ore; and the erection at Corby, by Stewarts & Lloyds, of a modern basic bessemer steel plant and tube works. The entire project was planned to cost about £3,300,000. Many improvements have been made in the varied equipment that is being installed, some of which has set mew records for massiveness. There is, for instance, a new roll crusher, which has been manufactured by Hadfields, Limited, of Sheffield, the largest ever built in England, and weighing 130 tons. This machine, shown in Fig. 1, as erected at the Hadfields shops, is primarily designed to take blocks of iron ore as they come from the steam shovel. The problems of getting air to the working face of a mine (or perhaps the problems caused by not getting air to the working face) have led to the development of an analogue system in England that reputedly bypasses many of the drawbacks that such systems have encountered in the past. The unit was developed for the Wolstanton Combined mine, an underground operation consisting essentially of three collieries situated in the center of the North Staffordshire coalfield. This combination of workings, which employs a total of eight shafts, brings with it complex ventilation problems, and in order to study these problems and to assist in the control of the established ventilation system, a Ventilation Analogue has been designed and installed to permanently represent the mine's ventilation system.

In India, more than 80 percent of the total of 557 million metric ton coal production comes from open-cast mines involving large overburden removal with average 1:3.5 stripping ratio which is going to in-crease in future. This operation consumes nearly 0.5 million metric ton explosives consisting of 80-85 percent bulk explosives and remaining 15 to 20 percent non-permitted large diameter explosives. Quali-ties of bulk explosives play an important role in rock blasting. Post blast results like poor fragmentation, tight mucking, toe problems, improper muck profile and lower productivity of mine may require chang-es in explosive loading factor (amount of explosive used per unit of rock blasted ). The explosive load-ing factor is an extremely important index to assess the economy of blasting operation.
